FOREWORD by the RT. HON. FREUNDEL STUART, Q.C, M.P, PRIME MINISTER OF BARBADOS

I

am pleased to greet you once again on this, the occasion of the 62nd Annual Conference of the Democratic Labour Party.

By the time we meet for our 63rd Annual Conference in 2018, a general election will have taken place in Barbados. This Conference Document was prepared with that fact in mind. It highlights the achievements of the Party in government and provides information with which every member and supporter should arm him or herself. If we are to counter the half-truths and untruths spread daily by our adversaries, we can do so only by presenting Barbadians with information on which they can rely. For that reason, I invite you to read, mark, learn and inwardly digest every word in this document. We have no reason to feel ashamed about the quality of our stewardship and service to Barbados since January 16, 2008. This document is your proof. It makes clear our belief that the State must accept responsibility for those people in society who have neither voice nor economic muscle. It reminds us that Barbados is not just an economy but it is also a society. It challenges us to continue the struggle to emancipate those for whom the benefits of Independence are still to be realised. cont’d on page 2

FOREWORD TO ANNUAL CONFERENCE 2017 By George A. Pilgrim B.A MSc.

As we celebrate our 62nd conference, it’s only right that we thank all members and supporters for making 62 possible.In the period under review, we hosted our Independence lecture series, Celebrated 50 photo exhibition under the theme : Leadership. We also had our Independence dinner and Awards. Unveiled a plaque acknowledging the contribution of the late Sir Cameron Tudor .Our headquarters was the venue of a Q in the community. Early in 2017, we kicked off our Facts campaign by launching E fact, E Cards, Facts Missions and Facts Conferences. We also launched the Trident Youth Awards across all 30 constituencies . As part of the 30th anniversary of the passing of our founder leader we travelled to St John to distribute a commemorative poster of policy achievements and to stage a cook off among the public primary schools. Again this year we observed the contribution of passed members by placing six additional names on the memorial wall. Our great party is once again called upon to provide leadership to this

great nation, Barbados. I want to thank the people of Barbados for standing with us through this period. As the world has labored under the impact of the worst recession in nearly one hundred years, and the worst ever faced by an independent Barbados, we have held our resolve and stayed true to our principles. We have stood by the Social Democratic principles as defended by our founder leader and National Hero the late Rt Excellent Errol Barrow. These principles helped to define our party and shape this nation. Despite the ravages of the global recession, weak economic recovery and global uncertainty, we have continued to invest your tax dollars in maintaining and even in some cases, even further building out the social sector in Barbados, protecting workers rights and most importantly providing stability for Barbadian households by protecting jobs in the public sector. It is against that background that we launched earlier this year our public education campaign ‘ where your taxes go’ across various social sectors critical to the

success of this economy and society. This party, has put Barbados first and in May 2017 brought out measures that were aimed at drastically closing the fiscal deficit. The measures taken represented a bold leap by a government who would face a difficult general election in a few months. At a time when the weak of heart would have pandered to the whims and fancies of a harsh judging electorate, the government put the overall interests of Barbados and Barbadians First. We are fully aware of the political risks of these actions. However, as always, the Democratic Labour Party has put Barbados First, that is what leadership is about. We have never governed by purely partisan interest. We have resisted a solution that requires sending home thousands of public officers, employees at Statutory Corporations and a solution that

would require Barbadians to have to pay for health care and other social services out of their pockets or have to do without these services. As we continue to restructure the economy, we can lay claim to the emergence of new sectors. The renewable energy and the cultural industries sectors even though nascent will emerge as leading sectors in Barbados. No other Caribbean country can boast of such.

Again we must put Barbados First and unite against any threat that seeks to harm our people and our society . As a party we condemn any type of violence that seeks to harm our people and we must stand committed to wrestling this beast to the ground.

What do our people stand for? What are the core values that anchor our people and by extension our society? In the build up to the celebrations for our 50th anniversary of independence, the Prime Minister asked us to reflect on those values and behaviours that have sustained us over the last fifty years and that we want to keep for the next fifty years. He also asked us to reflect on those values and behaviours that we would want to leave behind and not take with us into the next fifty years. That was a truly visionary statement and as a country we must undertake that level of reflection. Just remember Barbados is a society, not just an economy. How do we hold on to our traditional Barbadian values that have served us so well over the years in a rapidly changing world? How do we instill these values in our people so that they can stand firm in the

hance that notion of peace, harmony and togetherness or contrast it otherwise, with bitterness, envy , hatred and violence. We are a land of differences, born through adversity and struggle. A place that brought together races in conflict, where superiority and inferiority were drilled into the society. Today

remnants of those divisions still remain. We exist truly in a marketplace, as George Beckford intoned many decades ago. Many are still trying to find their place in our society. We have to shine the light so that hope overcomes fear,

where darkness is removed from our landscape and where good triumphs over evil.

This is putting Barbados First. We are a country in which every generation has had to face its own issues and challenges, but generally through our hard work we have been able to conquer those forces who were arrayed against us emerging as a society. We fought against slavery, metropole excesses, internal dissensions, poverty and classcism. parliamentary exculsion, and economic hegemony. Today we still have to fight against many of the residuals of those bygone eras. But we have to be conscious that education has caused us to subdue and overcome many of those struggles.

This is putting Barbados First. We have to guard against the re-emergence of economic, political and social excesses, which do nothing but pit citi-

zen against citizen, class against class and race against race. We have to constantly remind ourselves that the disturbances/riots of 1937 happened only 80 years ago, and that 99 years before that enslaved Africans in Barbados were emancipated, yet lived a life of poverty and deprivation for almost that period until 1937, when frustration, marginalization, economic deprivation, voicelessness, social and political exclusion erupted in violent action. We have also to remember that hundreds of persons were pressed into indentureship to satisfy a legal, economic and social system that did not value human life. We have fought against poverty and social exclusion in our various ways. We have to remember our past so that the future is not torn apart again. We must also be aware that those who do not remember or care about the past will surely repeat it.

That is why we must put Barbados First.

Barbados is the country that we all should love. It must be the country that we live for. The country that we fight to protect and preserve not only for ourselves but for future generations.

MAKING THE RIGHT CHOICES The country that we must continue to build and develop.

instinctive urges to cooperate. Yes, the social partnership, which was developed during a period of domestic stress, is itself under stress and badly frayed. Genuine partners must put the collective interest before the individual interest.

That is why we must put Barbados First. That is why we must make choices, between the haves and the have-nots. Between the economically enfrancished and the economically disenfrancished. Between the wealthy and the poor. Between the powerful and the powerless. Between the mighty and the weak. Between those who support our democratic values and those who undermine them. This must be done without discrimination. That is why the choice we make today will determine the future of every Barbadian for two or more generations.

This surely is putting Barbados First. That is putting Barbados first. We can choose to place one man or woman above the law, or we can fight to ensure that every person, regardless of in the manor or chattel that person was born is equal before the law. As a nation we can continue to allow a few to enrich themselves, or we can redouble our efforts to help those who are caught up in the cycle of poverty to be given a hands up to change their circumstances and the circumstances of generations yet unborn.

Many of our citizens share the same aspirations, hopes and dreams. We have in our country thousands who share a vision of Barbados that can only redound to the betterment of Barbados. We all want a better tomorrow for ourselves and our children. Thus we have to avoid the several dangerous practices, false news, divisive language, some delinquent citizens, economic instability, greed, power grabbing, sensationalistic journalism, partisan harangue and other debilitating occurrences have sought to wreak havoc in and on our country.

That is why we must put Barbados First. We can choose the path of the corrupted , or we can choose opportunity for all. We can choose to sit back and allow our hard fought gains to be whittled away by the powerful in our midst, by the harbingers of hate and selfishness, or we can stand together as brothers and sisters of this great land, united in a common cause, that would lead to the fullest development of Barbados.

In the past we have had to make painful choices. In the present circumstances, many situations beyond our control have caused us to once again make painful choices. We can argue about the choices made and the remedies given and we can so continue to argue as to if the choices were appropriate, but what we should not do, is to destabilized the social and economic environment by our words and our actions so that our circumstances become worst. It is for these very reasons that the practice of social cohesion has been espoused and concretized in Barbados as far back as 25 years ago. Surely a testimony to our

In the face of all the challenges in the global and regional environment the government has remained focused on supporting households, businesses and various organizations across Barbados. In addition to keeping the social programs going, under the leadership of this DLP administration, the Barbados economy is continuing to recover. As stated by the IMF in an official release of June 29 2017, “The Barbadian economy continues its recovery on the back of stronger tourism performance, but improving public finances remains a critical challenge. Economic growth in 2016 is estimated to have been 1.6 percent and to have accelerated in the first quarter of 2017 to 2 percent. The stronger economic performance has supported a reduction in the unemployment rate to 9.7 percent in 2016 from 11.3 percent in 2015. “

What’s Happening With The Public Finances? Under the leadership of this DLP administration the public finances are being fixed. In its official release of June 29 2017 the IMF went on to say, “There was some progress in reducing the fiscal deficit in FY2016/17, which is estimated to have declined to 5.5 percent of GDP from 6.8 percent in FY2015/16. The majority of the adjustment was generated by lower government spending, while fiscal revenues held steady. Despite this progress, the large government financing requirements were a challenge, as banks reduced their sovereign exposure. As a result, the government had to increasingly resort to fundDLP

ing from the Central Bank of Barbados (CBB).” “Continued fiscal discipline, with economic growth, are essential to securing Barbados’ future. They will be critical to bolster international reserves and support the currency peg. Only a substantial and a sustained reduction in the fiscal deficit, which will put the debt-to-GDP ratio on a solid downward path, will restore the country’s credit rating and attractiveness to investors.”

Why ‘we’ sought to balance to Budget Our party and administration decide to put the country first, forget about elections, focus on a substantial reduction in the deficit and brought a balanced budget to Barbados. With the banks not providing any financing for government and sometimes not even rolling over existing debt any deficit would have to be financed by printing money. As a responsible government we are committed to avoiding any unnecessary money printing. In balancing the budget we sought to share the burden across all sectors of Barbadian society. The people who lent the government money are being asked to take a reduction in their interest payment. The government is cutting 10% of its expenditure across the board. The government is selling off two prize assets in the Hilton and BNTCL. The SOEs are undertaking a process of reform with certain elements of the PWC report. We are developing a workable scheme to finance health care in Barbados. The NSRL which is an indirect tax is shared across all Barbadians.

The Budget

Elements of the private sector and trade union movement are insisting that the government should adjust key measures in the May 30th 2017 budget. In its official release of June 29 2017 the IMF said, “The May 30th budget accelerates the pace of adjustment. It seeks to address the fundamental imbalance between revenues and expenditures that has characterized Barbados’ public finances in the past decade, and to significantly reduce new funding requirements. The budget is primarily focused on raising revenues while shoring up international reserves, including through an increase in the NSRL—which mostly impacts imported goods—from 2 percent to 10 percent. The government also plans cuts in current expenditure, to complete ongoing privatization efforts, and to undertake new divestments. In addition, the government seeks to initiate a voluntary exchange of debt instruments with the National Insurance Scheme and the CBB to reduce the interest bill. If implemented as envisaged, the 2017 budget would lead to substantial gains toward improving public finances.”

have engaged in dialogue with the social partners and we have listened. However, the alternatives on the table do not address the fiscal problem and will leave us needing to print a significant amount of

money in the 2017/2018 financial year, which we are not prepared to do as a responsible government. We cannot afford the wage increases being proposed by the unions. If the fiscal adjustment is

implemented as envisaged and is successful we are prepared to give an affordable wage increase.

What we will not accept Also, we not prepared to adopt the adjustments proposed by some sectors of the private sector and trade union movement which single out public officers, employees of state owned enterprises and users of public services. The proposals from some sectors of the private sector ask public officers, employees of state owned enterprises and users of public services to bear $352 million of the fiscal adjustment, instead of the NSRL and FOREX tax spread, which spreads the adjustment across all Barbadians. Barbados has a fiscal problem which we must solve for the sake of our country. This DLP administration is committed to solving

the problem, but unlike some members of the private sector and trade union movement we do not believe that the poor, working class and lower middle income people who are the major users of public services should have to bear the brunt of the fiscal adjustment. The elements in the private sector and trade union movement demanding adjustments to the budgetary measures do not use the Transport Board, they have health insurance and don’t rely on the QEH or Polyclinics, they don’t use NHC and other public services, they can pay to have their garbage picked up and they don’t work in the public sector. The fiscal adjustment while painful must be broadly shared and done in a manner that provides hope for a brighter future for all Barbadians.

In 1952, Mr Errol Barrow and several others began to entertain serious doubts about the policies and purposes of the Barbados Labour Party leadership. With his well know directness of speech, Mr. Barrow several times challenged these policies in party conclave, and was sometimes forced to dissociate himself from them in the House of Assembly. The inevitable break engendered since 1952 came early in 1954. After the 1954 St. Lucy Bye-Election, which was won by Mr Cameron Tudor and in which Mr Owen .T. Alder, then an Independent Member of the House, played a full part, it was now thought propitious to launch a new Political Party. Mr Barrow, Mr A. E. S. Lewis, Mr. Tudor and Mr F. G. Smith had already developed a common outlook. But there was another group, of which Mr Alder was the leading figure, also organising a Party. Accordingly they initiated conversations with Mr. Alder’s group who, by this time, February 1955, had accepted Mr C. L. Brathwaite’ s suggestion, that they should seek a wider affiliation. Discussion lasted two months and it was agreed that a political Party, whose outlook was to be both Democratic and Socialist, could be organised. Aims and Objects were discussed, a name was chosen and a Constitution drawn up for

adoption. On the night of 27th April, 1955, twenty-six persons met at Lands’ End, St Michael. They represented varied backgrounds and outlooks. By the time the meeting ended, twenty-five people had started something that would change the course of Barbadian History, Thus was born the Democratic Labour Party. This year’s Christ Church West luncheon though comes at a time of some very intriguing occurrences in Barbados and I am very pleased to be here against that background because I have been observing what has been going on in Barbados. In the fullness of time, in my time, I will speak directly to Nation on a number of things but I am addressing a party branch occasion here today and I feel myself under a moral compulsion, a political compulsion too, to bring you up to date on events in Barbados on the 23rd day of July 2017. Throughout its term in office and this economic crisis, the Government of Barbados took the position, look this is a critical issue and we have to manage this issue in such a way as to make sure that we protect the households and the businesses of Barbados. Shield the households, and shield the businesses from the worst effects of this crisis. And we said look if you are going to shield the households there is no better way to shield households than by ensuring that you can protect as many of the jobs that people have as possible. So protecting jobs became our primary focus. The issue we are facing in Barbados today, and you have heard this over and over and over again, is a fiscal deficit issue. We are spending more money than we are earning in Barbados.

Barbados and we exempted from that tax any manufacturers or any production that touched the manufacturing sector, the agricultural sector and the tourism sector in their urge and in their remit to earn foreign exchange for Barbados. The tax performed reasonably well, with no major complaints about it and the government decided since the deficit problems were continuing to haunt us and since the Central Bank of Barbados was continuing to have to print money we decided to increase the tax not to introduce a new tax. The National Social Responsibility Levy is not a new tax. It was introduced in the year 2016 in the budget of that year and it was only increased in the year 2017 on the 30th day of May this year when Min. of Finance Chris Sinckler introduced his budget. We moved the rate from 2% to 10% in the hope that we could get the revenue. And we wanted the revenue not only to narrow the deficit or to remove it altogether but we wanted the revenue because Public Officers in Barbados had not got a salary increase since the year 2010 and had been working faithfully for the government from then until now. Now, so the government increased the rate at which the NSRL was being charged from 2% to 10%, increase it by 8%. Who tell the Government do that. Howls of protest could be heard across the land from the main opposition party

and from some people in the Trade Union Movement and in the private sector who they sponsor or who sponsor them and the GOB was being asked to reduce the tax. Now let me make this point very clearly, I want to welcome the members of the media who are here today and I want to make this point very very clearly. Barbados is run and governed by a constitution. That constitution was settled in 1966 when Barbados got its Independence. That constitution guides the Government. Trade Unions are governed by the Trade Union Act and all the other laws that are passed to promote the interest of labour and that allow the Trade Unions to carry out their work without let or hindrance. Companies, companies are governed by the Companies Act, Chapter 308 of the Laws of Barbados and all of the other laws that parliament has passed over time to allow companies to protect and to promote the interest of their shareholders, but the government is sworn to protect the constitution of Barbados which is the highest law in the land a law to which every other law in this country is subject, a law to which every other law in this country is inferior. The constitution is the highest law. Now I say that because I want to remind all of you here and remind Barbadians at a time that I will choose that under the constitution of Barbados the only agency

that can determine policy and that has final and principal responsibility for policy is the Cabinet of Barbados section 64 subsection 2 of the Constitution of Barbados makes it explicitly clear that the Cabinet is the principal instrument of policy and is responsible for the general direction and control of affairs in Barbados and is accountable of course to the Parliament of Barbados. So whether you are talking financial policy or social policy or any other kind of policy according to the Constitution of Barbados the Cabinet has principal responsibility for that. The other point I want to make is this that Parliament the Parliament of Barbados is given power under section 48 of the Constitution, that Constitution to make laws for the peace, order and good government of Barbados. Parliament makes laws for the peace, order and good government of Barbados. So when a Minister of Finance stands up in a Budget it doesn’t matter if the Minister of Finance is Chris Sinckler, or David Thompson or Owen Arthur, or Erskine

Sandiford or Richie Haynes, or Tom Adams or Errol Barrow. Whenever a Minister of Finance stands up in the Parliament of Barbados and imposes a tax, that tax becomes law from the time he is finished speaking the last sentence and remains as law until within four months or so an actual law is passed under the Provisional Collection of Taxes Act. You are entitled to collect any taxes he imposes until he gets around to bringing a Bill to parliament. That is the constitution of Barbados and that is the PCTA. That is what a budget speech means whether Barrow delivers it Tom Adams delivers it or St. John delivers it, Sir Harold St. John, Erskine Sandiford, Richie Haynes, David Thompson, Owen Arthur or the present Min Chris Sinckler. So once the tax is introduced once the rate was increased we took the decision that since there should be no misunderstanding on the part of businesses or workers or anybody else we would not make the tax effective on the first day of June or at any time in June. We would give a whole

month so that we would consult with all of the state holders in the economy explain to them what it intended remove all of their doubts remove all of their anxieties remove all of their fears although they should have no doubts anxieties or fears because the tax was not new it was just an increase in the rate of an existing tax. So we did that. We met with the Private Sector and we met with the Unions. I did not attend the meetings with the private sector I left that to the Ministry of Finance, the Minister of Finance and his staff and the Central Bank people and so on. But I determined that I was going to attend the meeting with the Labour movement. That meeting happened on the 23rd June. That meeting lasted for six hours. Friday 23rd June that meeting lasted for about six hours from about 3 in the afternoon until just after 9 in the night. And we explained why we had to increase the rate. We explained to the labour movement that if we are to be able to pay the increase that they are asking for we

have to have the revenue from which to pay it. I chaired the meeting and I said to them look when we pay civil servants we don’t pay civil servants by prayer we pay civil servants with money we don’t pay them with prayer we don’t pay them with wishes, we don’t pay them with hopes we pay them with money and that money has to be earned has to be brought in so that we can pay the Pubic Officers the increase that they are asking for and so we can deal with the other problems that we have. A proposal was then put on the table not by the Government, not by the Government. A proposal was then put on the table by one of the delegate of NUPW. That delegate said PM, OK, we understand you can’t make a decision on salary increases now but after 3 month you should have some idea how the new tax is working would the Government be prepared after the end of September to have a look at giving Public Servants some kind of increase however small that increase may be. I said sure, sure, sure. That proposal did not come from the Government it came from a representative of the delegation, a delegation from the DLP

We said look there are some issues that have nothing to do with salary, that the Trade Unions can continue to discuss with the Ministry of the Public Service and at the end of September we will look and see how the tax is performing and then once it is performing as we confidently expect it will perform we would be prepared to look at some kind of increase for Public Officers. We said look at the end of September when we see how the tax is performing as long as it is performing in accordance with our cherished expectations we would be prepared to look at the issue of a salary increase. And I left the meeting, I told the Min of Finance look the Press waiting downstairs, go downstairs and just let the Press known where we are on this issue, the Unions would speak to the Press as well but I think we have make some progress on this issue. At least everybody understands that we need to get the revenue in order to pay salary increases but certainly also to narrow the fiscal deficit. Information Service officer, people form the Barbados Revenue Authority, were all present when this happened, which is not a figment of the PM imagination, that happened on the 23rd June in a sixhour meeting in the Cabinet Office at Bay Street. And we left the room, I certainly left the room on that clear understanding. Today is the 23rd July. That meeting happened on the 23rd June, yet you are hearing there is nothing called dialogue. It is as though no meetings have taken placed between Labour and the government in the last umpteen months 23rd June that understanding was reached. The 30th September hasn’t come yet so what is the issue. We said we would wait until 30th September to see how the tax is performing and on the basis of that performance we would determine the government’s ability to pay a salary increase however small. But you hear no dialogue. The Minister of Finance has met with the key state holders in the Private Sector for the whole month of June. Now let us come to the more juicy part of all of this. The Speaker of the House of Assembly came to me a few Tuesdays ago and told me that he got this letter saying

PM brought the Facts that people wanted to bring some letter to me and so on. He said the letter did not ask him for permission. Now the House of Assembly on civic day belongs to the Speaker. You have to get pass him in order to get any other facilities you want to enjoy. He said what he found strange about the letter was that it did not ask him for permission, it only asked him for his co-operation as though he had no right to embargo anybody from coming in there which rights he has under the Standing Orders of the House of Assembly. I told him look forget all that. They said they want to deliver a letter to me, I’ll receive it in my office. All I have said is that if it is only one letter, based on what I was told last night was the Special Branch, well one letter mean a piece of paper in an envelope with certain requests that could be brought by one person and handed to me and that’s the end of that. When I heard that they said four persons wanted to come, they are not breaking ranks I said well no problem. I’ll receive all of them, but I know this even if ten persons came only one person will hand me the letter. Now the letter would not have been brought to Parliament by any of C.O. Williams trucks. And we know how all of that played out. Thankfully no body called me upstairs to help lift up anybody who had fallen down to hurt my back or to put any particular distress on my very limited strength. But anyhow, the letter was eventually not delivered to me but left downstairs because I got a message saying that they said the police has imposed certain time lines on them and that they didn’t have any more time. They spent quite a bit of time in the office of the Leader of the Opposition to whom they had really come not to me.

I chaired a meeting of government’s heads of departments on Wednesday the 12th of July the meeting started at 9:15 in the morning, we broke for an hour for lunch and the meeting finished after half pass seven on the Wednesday night. When I left Lloyd Erskine Sandiford Centre and checked my phone I don’t carry my cell phone into meetings because I think it is bad manners to sit down in a meeting, chairing it and every time your cell phone is ringing you have to break off and take calls and respond to texts and so on, so I always leave my cell phone out of meetings. When I checked the phone I realised that the head of the Private Sector Association had sent me a text asking me to have an urgent meeting with him on the following day. The following day would have been a Thursday and Thursday is Cabinet day. To have to plan meetings for any Thursday politically speaking is really a sin against the Holy Ghost. So I called him and I said look I saw your message but tomorrow is Thursday, I never know how long a Cabinet meeting is going to go and quite frankly I do not set other meetings for Thursdays because

the Cabinet must have full, free and uninhibited right to express themselves and to discuss the problems of Barbados every Thursday. I began to talk to him from the time we got to the Bussa Roundabout. I had just left Lloyd Erskine Sandiford Centre. I stopped talking to him in my driveway, in the driveway of my private residence at Coles Road in St. Philip. So you can judge how long we were talking. But he said to me look, I wanted to let you know that I met with the Trade Unions today, they feel very disrespected by the government. We feel very disrespected too and we are now on the same side. And he said we want you to have an urgent meeting if you want to avoid social unrest. I said but you said that you feel disrespected by the government, who disrespected you? He said the Minister of Finance a few weeks ago disrespected us. I said but how comes I am now hearing about that. Well the subject was changed went off to something else cause there was no answer to that. Because when Senator Jepter Ince made what was thought

an improper comment he got hold of me the same, following morning and beg told me he would like Jepter Ince to apologise. But the Minister of Finance was supposed to have disrespected him some weeks ago and I was now hearing it hearing about it for the first time. Anyhow, I said to him that the bottom line is we cannot have a meeting tomorrow, I don’t know what my diary is saying for Friday if it is at all possible I will try to sit down and eyeball you on Friday. But by the time we got into my driveway, by the car go into my driveway at Coles Road St. Philip he said to but you know I don’t think, I think we have covered all the issues that I would have covered in the meeting anyhow so I don’t think there is any need for the meeting anymore. I said well even though there is no need for the meeting anymore if it is at all possible I will still get hold of you on Friday for an eyeball to eyeball exchange. He thanked me for the courtesies that I had extended to him for getting back to him so quickly and so on and wished me well. He said he didn’t envy me that I had to go and do, read Cabinet papers at that time having chaired the meeting for the whole day but that’s how life is and we parted as long enduring friends. Cabinet met the following day and then on the Friday I had to whole set of meetings which I had to attend and I did not reach, call him on the Friday.

But the Friday afternoon as soon as I got home I got an e-mail from my Secretary with a letter from him. And that letter I read it and re-read it and read it again and read it over cause I could not believe what I was reading. The letter said to me that he was disappointed that I, that after our meeting, after our conversation on the Wednesday night, Cabinet the Thursday the Friday, when the Friday came that after our conversation I had not yet scheduled a meeting to meet with them – his words – to avert social unrest. And the letter went on then to say that he wanted me to convene a meeting as a matter of urgency to set up a schedule of consultations that should take place to design a fiscal policy for Barbados on which the social partnership or the social partners could agree. And he said he was giving me, you listen to this, he was giving me until 4:30 on Monday the 17th July to get back to him. He was giving the Prime Minister of Barbados a deadline of 4:30 on the 17th of July, Monday to get back to him. I read the letter and read it over and read it again and turn it upside down and read it. I said but what is this at all. Anyhow, I said I am going to reply to it and I replied to it at length. And it is very clear that it was not the responsibility of the Government to arrive at any fiscal policy on which, which would command the support of social partners because the Cabinet alone under the constitution has responsibility for policy – fiscal policy and

I said consultation and dialogue and so on are very important yes and government should take away what ever they think is useful from consultations and dialogue but when all is said and done the government has to make the decision. And I said so far as this talk about social unrest is concerned the government is not party or privy to any plan of social unrest in Barbados, if other social partners are I think that as Minister of Defence and Security I should refer the matter to the Royal Barbados Police Force. And I said to him look you know nothing in my understanding of the worst civility, by which I mean good manners, would have inclined me to write such a letter to you as President of the Private Sector Association of Barbados. Now, the letter was delivered to him I heard nothing further from him. I know that he has toned down cause I think they were things he did not understand that he understands now. And then all of a sudden I heard that there was going to be this big march tomorrow for which private sector employers are paying their workers to participate in, they are paying their workers to participate in. Well you know a few people got on to me begging me to meet quickly to head it off. I do not want to head it off. I want it to happen. People in Barbados have to see what is possible around here and how far people will go in the pursuit of their perverse objectives. I want to s a y this no country in the world, no president, no prime minister no sheik, no body who is running a government can run it by undis-

guised blackmail, cannot, otherwise you are not a government. Barbados is governed by a constitution and that constitution establishes something called a rule of law. So far as a march to force the government to reduce a tax is concerned, let me make it very, very clear, that is not on. If the government comes to the conclusion that the tax is not achieving the objectives for which the government intended it to achieve, the government will have to look again. But the idea of any entity, any business entity in Bridgetown deciding that when the government is going to impose taxation of any kind you have to get their permission before you impose it, that is not on. I don’t want anybody here to be misled into believing that at any stage in this country’s history you are ever going to reach a stage where there will not be people in Barbados who do not believe that they should be running the affairs of Barbados without having to face any electorate or rely on any vote. As long as there is a Barbados there is going to be that. And that is precisely what part of this struggle is about. That is why it is thought that the fiscal policy should not be the sacred preserve of the Cabinet of Barbados, it should be something you discuss and find out what certain elements want and once you satisfy them then the people of Barbados would have to take what is handed to them. So Mr. Chairman, ladies and gentlemen I just thought I would give you that status report on what is going on in Barbados today. It is not true that there has been no dialogue, I gave you the evidence. It is not true that the government is indifferent to the demands of public officers for increases. I just gave you the evidence that we even accepted their recommendation and to revisit this issue at the end of September once the legislation began to perform as satisfactory as we expect. But it is true that the Prime Minister of Barbados was told he should meet or schedule a meeting unless there would be social unrest. Meet in order to avert social unrest, which is a coded way of saying if you don’t meet there will be social unrest. Well I ain’t planning none. I don’t know of anybody in the Cabinet planning any social unrest in Barbados and it is in writing and social unrest, the phase social unrest can only mean one thing. Social unrest – creating a situation where the society is thrown into chaos and I have said that as Minister of Defence and Security I can’t deal with that directly, it’s a matter for the Royal Barbados Police Force and any assistance they may need if we get to that stage.

WHERE OUR TAX MONIES GO? Over the 2016/2017 financial year, the Barbados Government is estimated to have collected $2.8bl in revenue.

What does your government spend this tax revenue on? or Where did that money go? HERE’S THE ANSWER: The single largest item of expenditure is transfers and subsidies. In 2007/2008 Transfers and Subsidies accounted for $978 million or 40% of the tax revenue collected. By 2016/2017 it had increased to $1.15 billion or 41% of tax revenues collected. Therefore after nine years of a DLP administration, the expenditure on Transfers and Expenditures had increased by a total of $181 million or by 19%, or roughly 2% a year. This a very modest rate of increase and well in line with the annual rate of inflation.

LET US COMPARE THIS TO WHAT HAPPENED UNDER THE BLP ADMINISTRATION. In the financial year 1999/2000 the then government made an outlay of $410.5 million for transfers and subsidies.

By the time BLP left office in 2007/2008 that figure jumped to $978.3 million or a whopping increase of $567.8 million.

GOODS AND SERVICES Goods and services represents purchases from the private sector that are needed to deliver the various public services to YOU! They represent the light bill, Internet, computers, paper, ink ,transportation, fuel, computer software Licences, food, clothing, vehicles, insurance, tyres, automotive suppiles, rentals, advertising, fuel and other supplies. In 2007/2008 Goods and Services account for 362 million of expenditure collected or 13 % of total tax revenue. By 2016/2017 Goods and Services had increased to $411 million or 15% of tax revenues collected. In nine (9) years the figure has increased by 1.5% per year . If these things are cut, then people have to go home, people have to work without the adequate goods and services, and some services will have to be cut or pay for them yourself.

The Government of Barbados (GOB) has established an Energy Smart Fund to provide financial and technical support to renewable energy (RE) and energy efficiency (EE) projects in Barbados. To capitalize the fund, the Government has obtained a loan of US$10 million (approximately BDS$20 million) from the Inter-American Development Bank (IADB), under an agreement for the Sustainable Energy Investment Programme known as the ‘Energy Smart Fund’. The Energy Smart Fund is comprised of six facilities: t

Technical Assistance (TA) Facility (BDS$1 million)—this facility provides grants to businesses for funding pre-investment studies of RE and EE projects, to assess their technical and financial viability and support their implementation.

&E Retrofit and RE Finance Facility (BDS$12 million)—this facility provides subsidized loans to businesses for financing the implementation of viable RE and EE projects.

PROGRAMME

Pilot Consumer Finance Facility (BDS$1 million)—this facility provides interest rate rebates or rebates on retail prices (subsidies) to selected retailers that have experience in the ‘hire-purchase’ consumer finance scheme, and who will in turn offer better hire-purchase terms to their customers for purchasing RE and EE equipment.

CFL Distribution Facility (BDS$1 million)—this grant facility provides free compact fluorescent lamps (‘CFLs’) to a limited number of residential customers of Barbados Light and Power (‘BL&P’), through the issuance of vouchers.

A/C Rebate Trade-In Facility (BDS$3 million)—this grant facility provides a 50 percent instant rebate for households and businesses to replace older air-conditioning models with more energy efficient and ozone- depleting-substance (ODS) free systems.

Discretionary Grant Facility (BDS$2 million)—this grant facility provides funds for institutional support to execute the Energy Smart Fund. DLP Canada 2017 Report to the Democratic Labour Party 62nd Annual Conference Mr. President, Comrades, ladies and gentlemen, it’s again my privilege to present to this August delegation, an account of my stewardship of the DLP Canada Branch over the past year, and as we celebrate our 10th anniversary. The Formation of DLP Canada On a rainy, damp fall morning in October 2007, three Parliamentarians and one-Party member, namely the Late Prime Minister, The Honourable David Thompson, the current Minister of Education and Human Resources Development, Ronald Jones, the current Attorney General, Minister Adriel Braithwaite and Party member, Pedro Stanford joined with the fifteen founding members in Toronto and the journey of building this Branch began. We want to again, express our gratitude to those Parliamentarians who so willingly offered up three days of their campaign activities in Barbados, to assist us in the formation of DLP Canada.

Key Activities Over the last ten years, the DLP Canada branch has been able to support the Party through many activities. For example, our Outreach Program, under the leadership of Merton J. Knight and his team, assisted many Barbadians both in Canada and abroad as well as connecting deserving individuals to our scholarship program through the Errol Barrow Memorial Trust Fund. The objective of the Outreach Program states: “To grasp the op-

Growth and Accomplishments As we celebrate the 10th anniversary of the DLP Canada branch, our members are well aware that we are just at the beginning of shaping and growing DLP Canada. The creation of this branch in Canada has built an acute awareness among the membership, of how the Barbadian diaspora can become involved in the work of the Party and by extension, in some ways, assist in the shaping of the country. The members have realized that by being involved they are in a unique position to share the message of the Democratic Labour Party to the diaspora and are influencing the political system by supporting the activities of the Party and hence assisting in expanding the branch.

portunity, accept the responsibility and take advantage of the privilege of recognizing a need and helping to lift the load or lighten the burden and brighten the future.” During the last ten years, we were also able to form a Youth Group, under the leadership of our secretary, Ms. Jamila Jones. The organization has continued to attract a younger membership into the DLP family. The youth of today are the leaders of tomorrow and keeping them engaged in the work of the Party is crucial to the future and continued growth of the branch and the Party. Under the leadership of the late Steve Dowrich and his team, the Strategic Planning Committee assisted the Party through resolutions to review the Constitution of the Party. One change that came out of a resolution, was changing the name of the “overseas organizations” to “overseas branches”. Under the leadership of Gordon Knight and his team, the Social and Fundraising Committee has been able to stay connected to the diaspora through our social programing activities such as “Limin Wid Dem”, Family Day Picnics, Annual Brunches, and our Annual Niagara Falls and Casino Bus Trip. Under the leadership of Robin Wason and his team, the Overseas Vote Committee is continuing to work towards the successful conclusion of a process for overseas voting. The Errol Barrow Memorial Dinner The annual Errol Barrow Memorial Dinner, which is dedicated to celebrating the memory of the Rt. Excellent Errol Walton Barrow, has been our signature event. This year, 2017 is a milestone for the DLP Canada and we will be marking this occasion with a week of celebratory and commemorative events, commencing with a church service, followed by an Evening of Politics led by our General Secretary, George Pilgrim, and culminating with a magnificent gala to mark the 10th anniversary of celebrating the memory of Rt. Excellent Errol Walton Barrow.

Once again, the Prime Minister, The Right Honourable Freundel Stuart, will be our keynote speaker and the entertainment for the evening includes our headliner, the fabulous Red Plastic Bag and the sweet sounds of Susan G. I am extending an invitation to all of you to join us in Toronto, on Saturday, September 23rd, 2017 for this special gala evening. Necrology Since we last met, we lost one of our founding members the late Comrade Charles Ward. While he was not seen as often as we would have liked, he contributed to the formation of our branch in many ways. Charlie as he was affectionately called is best known for his baritone voice and his signature rendition “I did it my way”. Charlie will be remembered by the many lives that he touched. May he rest in peace. Thank You! I want to thank all the board members who have given their support in so many ways. I also want to thank the Right Honourable, Freundel Stuart, Q.C., M.P. Prime Minister of Barbados for his support by being there over the years to answer the many questions and give us an update as he leads the country forward. On behalf of my entire team, I would like to extend sincere thanks to our General Secretary, Comrade George Pilgrim and his team for their continued support. Working with our General Secretary, for the past ten years has been a joy and a tremendous experience for me and I thank you. The next 10 years… As we look forward to the next 10 years, we need to consider retooling for the future, so that we are poised with the ability to engage, influence and communicate with the next generation. Additionally, there is a need for more effective communication and collaboration with our fellow overseas branches so that we can pool our synergies towards working more cooperatively together, ultimately strengthening and promoting growth of our Party.
