CHIEF’S MESSAGE CHIEF NEIL DUBORD

The past year has been full of new (and old) challenges and opportunities. The biggest challenge continues to be the pandemic, and it has become apparent that it will not vanish with the change of a year. It may have managed to change our lives, but it cannot change the Delta Police Department’s (DPD) mission towards community-first policing.

I am proud of how my team continues to work tirelessly, never losing focus of their responsibility and commitment to our community’s safety and our No Call too Small mindset. You will see my team’s commitment and dedication to community service, safety, engagement and progressive policing reflected throughout this report.

I would also like to express my gratitude to the Delta Police Board and the City of Delta’s Mayor and Council for their ongoing support of DPD’s focus on community-first policing.

In 2021, recognizing the changing needs of our community and the police role in addressing those needs, we created the Community Safety and WellBeing Plan (CSWP), with a focus on supporting the vulnerable populations, creating safe communities through increased connections, improving road safety for all users and, investing in our most important asset—our people.

On behalf of the Delta Police Board, I am proud to present the Delta Police Department’s (DPD) 2021 Annual Report.

In 2021, we created a new Community Safety and Well-Being Plan (CSWP) to align with our community’s needs and expectations.

The CSWP reinforces the Board and DPD’s unwavering commitment to the safety and well-being of our community while embracing a multi-faceted, modern and collaborative approach to ensure our diverse community’s safety through our philosophy of No Call Too Small.

In 2022, we will continue to implement collaborative and innovative initiatives under the CSWP that have a meaningful and social impact. Together, working in solidarity with our diverse community and partners, we shall succeed in community-first policing.

We continued to face unprecedented and challenging times, and I am grateful and proud of the DPD’s accomplishments, as highlighted in this report. The DPD, as always, rose to meet these challenges with professionalism, compassion and courage.

VST

INTERDICTING CRIME

The Violence Suppression Team (VST) was stood up after a spike in gang-related violence throughout the Lower Mainland and Delta’s first homicide in five years. The VST piloted the body-worn cameras, provided high visibility and interdicted gang members and associates in Delta.

PST The Patrol Support Team (PST) supports frontline operations to ensure that Delta remains one of the safest communities. PST also provides the opportunity for DPD members to practice specialized police skills such as conducting surveillance, preparing and carrying out search warrants for high-risk incidents, which they may not get exposure to within the Patrol Section.

TSDU

The Traffic Specialty Dog Unit (TSDU) partners DPD officers with labs trained in detecting drugs and firearms. In addition to criminal interdiction activities, the TSDU focuses on traffic safety and enforcement, education and crime prevention initiatives.

KEEPING OUR COMMUNITY ROADWAYS SAFE

WE LISTENED, WE HEARD, WE DEVELOPED Our community and stakeholders identified road safety as a top priority. This priority has been built into the DPD’s 2022-2025 Community Safety & Well-Being Plan with a focus on improving road safety and mobility for all users in collaboration with various stakeholders.

FOR ALL USERS 2020 – 2021

In continuing with a tradition of innovation, the DPD utilized a drone during traffic enforcement for street racing on Tsawwassen First Nation lands.

The drone provides officers with extended visibility over a wide area. With the drone operator’s assistance, officers are strategically placed to pull over the racing drivers, whose driving behaviours put themselves and others on the road at risk.

Delta roadways are a hub for large commercial vehicle traffic due to Delta’s geographical placement. For this reason, the DPD has a dedicated Commercial Vehicle Enforcement Unit, working with other police and road safety partners, including CVSE, to ensure that the vehicles travelling on our roads are compliant with the necessary regulations for the safety of everyone on our roads.

CONTINUOUSLY TRAINING TO SERVE OUR COMMUNITY In 2021, the DPD delivered over 5,500 hours of mandatory incremental training to the entire team as part of a multi-disciplinary training approach.

While some training included re-certifications to satisfy provincial policing standards, the vast majority was DPD initiated.

Upholding the standards of being an innovative and progressive police department, the DPD continues to research, implement and deliver evidence-based training to ensure that excellence in policing services are provided to the community.

RECOGNIZING AND UNDERSTANDING DIVERSITY

SAFELY DEFUSING CRITICAL INCIDENTS

In 2021, the DPD developed and delivered mandatory anti-racism and discrimination training to all officers, focusing on:

In 2021, DPD officers received an annual refresher on Integrating Communications, Assessment and Tactics (ICAT) training. ICAT provides officers with the tools, skills and options they need to successfully and safely de-escalate a range of critical incidents.

ICAT takes the essential building blocks of critical thinking, crisis intervention, communications, and tactics and puts them together in an integrated approach to training.

USING PEER INTERVENTION TO PREVENT HARM In 2021, the DPD became the first police department in BC to participate in the Active Bystandership for Law Enforcement (ABLE) training. The ABLE training was developed by the Georgetown University Law School and covers a variety of real-life situations, preparing officers to successfully intervene to prevent harm and to create a law enforcement culture that supports peer intervention as necessary to: • P romote officer safety and wellness

STANDING IN SOLIDARITY WITH OUR COMMUNITY Engaging with and supporting local businesses for community safety.

Following the shooting of Mr. Bikramdeep Randhawa at the Scottsdale Mall parking lot, the DPD team engaged with local businesses to provide serious incident response education. The DPD team additionally conducted crisis deescalation training with Delta businesses and Delta Chamber of Commerce to assist businesses in dealing with unruly/aggressive client incidents that have increased during the pandemic.

It was an honour for the DPD team members to attend the Annual Pride Picnic held at Memorial Park in August 2021. As a display of solidarity with the LGBTQ2S+ community, the DPD issued unique shoulder flashes for officer uniforms.

The DPD TFN Service Team (TFNST) participated in Canada’s first National Day for Truth and Reconciliation.

TFNST members also participated in a healing circle relating to the Kamloops residential school discovery with the TFN community. Moreover, as a display of reconciliation with Indigenous people and the surviving families of residential schools, the DPD issued unique shoulder flashes for officer uniforms.

The DPD supports and participates in various community-based initiatives, serving as volunteers and fundraising for various causes, including Cops for Cancer, Ride 2 Survive and Special Olympics BC. Volunteers from the DPD team raised over $22,000 to support these causes in 2021.

To support the wellbeing of our local seniors, especially during times of social isolation to the pandemic, DPD’s community volunteers proudly supported the Keep in Touch (KIT) Program.

In partnership with the Delta Police Foundation, The Harmony Initiative Society (THIS), the Delta School District, the City of Delta and Tsawwassen Mills Mall, the DPD spearheaded a calendar contest to support and encourage dialogue on community inclusion. Regional Municipal Training Centre (RMTC)

The integrated teams include a partnership with the Metro Vancouver Transit Police, New Westminster Police Department, Port Moody Police Department and the West Vancouver Police Department. Integration of the Professional Standards Unit and the Municipal Training Center, which houses the state-of-art simulator for highly realistic scenario training, maximizes capacity, efficiency and provides career opportunities to respective members.
