DMEA board proposes 3.5-5% rate increase BY TAMIE MECK Staff Writer

The Delta-Montrose Electric Association board of directors is considering an increase to its rates by between 3.5 and 5 percent. If approved, the rate hike could go into effect in September. The proposed increase would affect almost every rate class, from residential to industrial, as well as energy charges and access fees, said DMEA CEO Jasen Bronec in announcing the proposal June 20 at the annual DMEA membership meeting and board elections at Hotchkiss High School. The amount of increases will depend on the rate classification. DMEA will hold a rate

hearing and vote on the proposed increases at the regularly scheduled Aug. 27 board meeting. Bronec pointed to DMEA’s wholesale power provider, TriState Generation and Transmission Association, for necessitating proposed increases. Tri-State’s rates, which he called “the most substantial item of this power supply,” account for 64% of DMEA’s overall cost of doing business. Bronec said that over the past five years DMEA has experienced a 7% increase in energy costs from Tri-State. Since the last rate increase in 2017, wholesale costs rose 4%. DMEA “can no longer resist the pressures of increased costs from Tri-State, or the increases in costs of doing

business,” said Bronec. DMEA is in the process of negotiating an exit from its contract with Tri-State, which expires in 2040. That contract requires DMEA to purchase 95% of its power from TriState. The co-op currently generates the other 5% of its power locally. The buyout would allow DMEA to transition to a new partnership with Colorado wholesale provider Guzman Energy. DMEA believes a buyout would allow DMEA to purchase more power from local and renewable sources at a lower cost and help stabilize rates in the long run. “It is never an easy decision for DMEA to implement a rate increase, nor an easy adjustment for you to make,” RATE INCREASE TO A3

Judge denies CHC motion for temporary restraining order BY ANNETTE BRAND Staff Writer

A temporary restraining order for Gunnison Energy to halt seismic activity in the North Fork Valley was denied in Delta District Court, but a complaint against the Delta County Board of County Commissioners is yet to be resolved. In the complaint filed June 12, Citizens for a Healthy Community alleges that the county failed to follow its on specific development regulations in entering into an agreement with Gunnison Energy (GE), and that the planning department deemed the application complete “despite the absence of information required by law.” Natasha Leger, interim executive director of Citi-

zens for a Healthy Community, commented, “While the judge did not grant a temporary restraining order, we are pleased that the judge reasoned that Delta County’s review process may have been deficient, and recommended expedited judicial review to address the urgency surrounding approval of a project, now allowed to move forward, if the county did not consider vital information required by its regulations. This is a victory for concerned citizens and community oversight of county decisions.” Chris Mocholsky, an attorney representing CHC, said that the suit is not intended to prevent GE from doing future projects in Delta County. The Delta Police Department has launched what is expected to be a lengthy investigation into a shooting incident that occurred in North Delta on Saturday, June 15. At about 12:36 a.m., officers of the Delta Police Deprtment were dispatched to a trailer park in the 1500 block of H-25 Road on multiple calls of gunshots being heard. The DPD confirms that one person suffered a gunshot wound to his lower body during an exchange of gunfire between the occupant of a home and assailants who fled the scene in what was described as a dark colored truck or SUV. The vehicle was located by officers a short time later, parked with no one inside. It had been struck by bullets.

The residence also sustained damage from several gunshots being fired at the structure. The DPD executed search warrants on the residence, two cars and several open areas. Evidence has been turned over to the Colorado Bureau of Investigation for forensic and DNA testing. Officers are also reviewing footage from several surveillance cameras in the area, and are in the process of speaking to a number of witnesses. Delta Police Chief Luke Fedler reports that all three of the department’s detectives are working full-time on this case, which he described as “very confusing.” The DPD previously reported that the parties involved are possibly known to each other, and the public is not at risk of a random act of violence.

Medical marijuana center gets go-ahead from city BY PAT SUNDERLAND Managing Editor

The Delta City Council unanimously granted a medical marijuana license to Green Meadows Health Products after a very quiet public hearing. Vocal opposition to marijuana establishments in the City of Delta has seemingly died away, as no one from the community attended the hearing prior to the council’s June 17 vote. Nor did neighboring business owners submit any comments, although the site was posted and a public notice was published in the DCI. The only negative comments came during a hearing before the Delta Planning Commission June 3. At that meeting, the owner of a neighboring business vowed to fight the medical marijuana establishment with every legal resource at his disposal. Despite his objections, planning commission found that the application from owner John Thomas met all the criteria established by the city, and commissioners forwarded the application to city council with a recommendation for approval. Staff agreed with that recommendation. During the public hearing, city clerk Jolene Nelson and public works/utilities director Betsy Suerth outlined the licensing and zoning requirements implemented by the city. The state also has a long list of requirements. According to local zoning restrictions, medical marijuana establishments can not

be located within 1,000 feet of a church, school, licensed day care center, park or law enforcement facility. At the time the application was submitted by Thomas, his proposed site at 25 Stafford Lane, #3, complied with that requirement. “Now it’s been brought to our attention that after the application was submitted, Grace Community Church is leasing a unit at 300 Stafford Lane with plans to hold services there temporarily,” Nelson told council. Worship services are being held in the retail space vacated by Aaron’s Rent-a-Center until completion of a new church building. “This location is 950 feet from the proposed [medical marijuana] center; however, after consulting with our attorney, staff believes church means a building,” Nelson continued. “Religious services may occasionally be held at a school or at Bill Heddles Recreation Center, but that doesn’t make them a church. Therefore, the location on Stafford Lane is not deemed a church.” Both Nelson and Suerth said Thomas has been very responsive to requests for clarification or additional information. “It’s been a great working relationship, and based on all the criteria in the municipal code, staff believes all criteria have been met,” Suerth said. Thomas, who previously owned a medical marijuana store in Delta, said he’s appreciative of the opportunity to return to the community.

Council member Kevin Carlson said it’s nice to have a local business owner who has an interest in the community “other than a dollar sign.” In response to a question from Carlson, Thomas said he will continue to operate his medical marijuana center on the north side of Montrose. He believes his current grow will provide sufficient product for both Delta and Montrose. If the business in Delta does well, he says he might file an application for a license to grow medical marijuana in the city, “but that’s way down the road.” The application for conditional use passed on a 3-0 vote. Christopher Ryan and Gerald Roberts were absent and just one citizen was in attendance, perhaps because the meeting was moved up to Monday due to the Colorado Municipal League conference which began June 18 in Breckenridge. In a follow-up phone call, Thomas said his application is pending with the state but he expects to be able to open the store in Delta the middle of July or the first of August. The front portion will feature hemp-derived CBD products and will be open to all. The back portion of the store can be accessed only with a medical marijuana card. Inventory there will consist of edibles, concentrates and cannabis flower, with some creams, salves and patches. The store will be open seven days a week.

At the annual meeting of the Delta-Montrose Electric Association board of directors, DMEA members elected one new board member and re-elected a sitting board member. In District 3, which includes the North Fork, Fruitland Mesa and Crawford areas, incumbent Brad Harding ran unopposed and was re-elected. In District 4, incumbent Ken Watson defeated David White with 3,359, or 73.6% of the votes; in the South Region race, Jock Fleming defeated Kenneth Otto with 2,771 or 61.3% of votes. Fleming replaces outgoing member Tony Prendergast, who was term limited.

Grand Mesa, Uncompahgre and Gunnison (GMUG) National Forests officially opened 90 Road (National Forest System Road #540) and Divide Road (NSFR #402). All major roads are open across the Uncompahgre Plateau to include 90 Road, Dave Wood, Divide, Transfer and 25 Mesa roads. The Iron Springs and Columbine campgrounds are also open. Please avoid travel on muddy roads.

After months of meetings and community education forums around land use planning the Land Use Regulations Update initiative is set to be presented to the community for input. Delta County hopes citizens will attend and see the full breadth of the proposed plan and engage in honest conversations with the Delta County commissioners and the Planning Commission, as feedback is crucial for the success of this process. Forums are scheduled for 5:30-7:30 p.m. Thursday, June 27, at Needle Rock Brewing Company, and July 1 at Heritage Hall in Hotchkiss. Light refreshments will be served.

Nominate your Women of Distinction By Dennis Anderson On Friday, Aug. 9, at the Montrose Pavilion, the Delta County Independent and Montrose Daily Press will host an event that celebrates the women of our community. The Women of Distinction has been wildly successful in past years thanks to the efforts of former MDP Publisher Tonya Maddox. The event gives every woman in our community the opportunity to be honored from business leaders, nonprofit leaders, community volunteers to stay at home moms. Each woman plays her own distinctive role that makes our community the best kept secret for quality of life. I would love to see nominees from every community in Montrose and Delta County. My Women of Distinction There’s no doubt that my life’s journey has been heavily influenced by the women whose paths I have crossed. To watch them battle for that proverbial seat at the table over the years and then excel when given the opportunity is rewarding. I know our society has a long way to go but we should celebrate the accomplishments of today’s woman. And move her cause that much further. No one honed my development to appreciate the better half of our society more than my mother, Ingrid, did. While my father was away from home quite a bit for military service and training, mom kept the household and us five children in check. Her early influences on me included attending my little league baseball games, even though she was raised in Germany and had no clue about baseball, she was always there. She was the lady in the bleachers who was working on her knitting or reading a book. She made sure we were well rounded by attending Mass on Sundays. I always played a musical instrument at her behest. I would accompany her to theatrical performances including the opera. Her most valued lesson for me was respecting others no matter our differences. Of course, there was

the natural bond of child birth but it would be a life-threatening illness that would bring us even closer. My mother tells the story that one morning when I was three years old, I woke up and my lymph nodes were swollen like balloons. We were living in Germany and my parents took me to the military hospital. She was told that there was nothing they could do and I probably wouldn’t survive the week. Fortunately for me my mother, as most mothers would do, did not accept the prognosis. Being a German citizen, she took me to a German hospital where I was admitted and treated for months. During that time my mother was not allowed to see me. I asked her how she was able to cope during that period. “I was never closer to God in my life. I prayed the rosary every day.” Obviously, I survived but for the next few years I wouldn’t leave my mother’s side. She recalled, “My friends would make comments because you would sit at my feet and didn’t go play with the other kids. You were very introverted but I didn’t care. You were right where I wanted you to be.” Her influence on me would affect my world view as well. My childhood development extended through a period of civil growth in our country. The mid-sixties through the seventies was a tremendous time in history. Racial equality, women’s rights, the Vietnam war just to name a few. It was front and center in our household as well. We discussed and debated it all. Mom taught us to look through the other person’s eyes. Understand their plight before judging. Her compassion for others was never ending. We lost my mother on August 1st, 1998 after she suffered a major heart attack. She had been struggling with her heart for a few years. We lost her even though two weeks before her death she was told she would be around for years by her doctor. My world came crashing down with her death but her influence extend-

ed beyond me. She had a great impact on two other women of distinction for me. Her relationship with my wife Melissa was made of love. My mother was an incredible home chef. Her meals were memorable and she passed on her skills to not only her daughters but shared her love of meal creation with Melissa. More than that she was a mentor for Melissa and the loss of my mother was as deeply felt by her as it was felt by the rest of us siblings. Melissa and my connection is greater because of my mother’s open arms. Early in our marriage while I was climbing the corporate ladder in my first career our young family moved five times from 1991 to 1998. Living in Colorado, Montana, Texas — two different communities — and Kansas. Each time I would leave first to establish us and the family would follow. And as trying as that must have been for Melissa, she never said no. She’s been an unbelievable partner through it all. Now we return to western Colorado from three years in Alaska. We are both happy to be back home. Aside from myself, Melissa and my siblings, my mother’s influence can be seen in her grandchildren. Their time was limited with her. Her youngest grandchild our son Jon was born two days after my mother’s heart attack but it’s uncanny how their personalities are so much alike. My daughter Victoria is the oldest of her eleven grandchildren. Victoria didn’t go to daycare. When my wife and I went to work she was with her grandmothers. Her time with my mom was very important in her early development. Reading, singing, dancing, and long walks was her day to day routine. Victoria excelled. Now Victoria is a mother of two boys and delivered us a little girl, Harper Marie, this past November. She has a successful career and loving man to share her journey. It wasn’t easy for Victoria. After high school graduation she moved five hours away to the Denver area and never looked back. She has built her life on her own. A life that included the father of her two boys who could never shake his addictions. For many years she raised them as a single parent. The boys’ father would drift in and out of rehab until his untimely death a little over a year ago. Her strength has been incredible and the ability of her and her husband Travis to walk Landon and Joey through a trauma that kids should never have to face has been beautiful to watch. Those are my favorite women of distinction among many over the years. The influence of women in our society mostly goes unnoticed. Their work behind closed doors is under appreciated. LETTERS City of Delta fails to support business Dear Editor: Why did the Chicken Roost, Delta, Dab & Doobie, and Daily House Rentals close? I moved to Delta in 2013 so I could take care of a dying parent. While I was here, I decided to breathe some economic development into this small town. What I was met with was an unfriendly city staff, a power-driven building inspector with a chip on his shoulder, and a culture of xenophobia. Even though I grew up in Grand Junction and both of my parents are from Fruita, I’m amazed at how many people can hate and economically gouge me on virtually every service simply based on me coming from California. The military brought me to California. Yet, my businesses really was not welcomed based on this fact. Delta will not grow and sustain itself through a viable downtown economic base if this culture of hating outsiders continues. Divisiveness is not good for capitalism. No one should discriminate against anyone if their money is green. I’m also pulling my economic power out of Delta because I do not believe Delta is prepared with video surveillance cameras to protect its businesses from burglary and vandalism. the police When released that guy who

took a glass-smashing spree on Main Street and broke the front window of the Chicken Roost, it was a breaking point for me to withdraw my desire to keep it going. When I left last August I had three bank accounts full of money. When I returned, I had three empty bank accounts and while I have been gone attending to my expanding businesses in California. Delta police never investigate white collar crimes and now I must pay for my own investigation and pay for my own justice. This is not how a town

should support its businesses. I hope Delta will welcome outsiders to invest in its town. Delta will be a ghost town if things do not change. Delta is such a beautiful little town with many colorful characters. It sits on a busy thoroughfare and if the city would allow billboards and murals, it could be a wonderful stopping point ... now everyone just goes around the town because of some very poor decisions. Be heard on Legacy Park name Dear Editor: I would like to comment on City Council’s recently passed resolution to name the planned pocket park on Main Street “West Legacy Park,” as reported in last week’s DCI. Is this really how we want that area to be remembered? As a “Legacy” to the taxpayers tasked with paying to clean up urban blight and the toxic building that became such due to owner neglect? Naming it “West” to memorialize the people who stuck their fellow citizens with upwards of a million dollar cost to remediate the mess? Let’s name this new

park to reflect pride in our community and intentions to be good stewards of the future, instead of carrying forward a sad chapter in downtown history. I urge you to join me in asking City Council to reconsider this name. Yes folks, council can and has changed its mind before; don’t believe it if you get pushback on this. June 17: An officer conducted a traffic stop on a vehicle for no rear lights. Michael Anthony Windemaker, 37, of Austin was arrested and jailed for alleged possession of a controlled substance. Officers located a runaway 15-year-old female of Delta and returned her to a family member. A burglary was reported at a residence on E. 5th Street. An officer responded to Delta County Federal Credit Union to collect a fraudulent/ counterfeit $100 bill. Officers responded to a residence in the 800 block of Dodge for a disturbance. Bobbi Jo Trickel, 42, of Delta was arrested and jailed for alleged violation of a protection order. Levi Clayton Moss, 29, of Delta was arrested and jailed on a warrant with a $1,000 bond. June 18: Officers responded to a vehicle verses deer crash on Highway 50 at mile marker 78. The Colorado State Patrol arrived a short time later and took over the scene. Clinton Wayne Atherton, 34, of Delta was arrested and jailed on a warrant with a $300 bond. Justin Ray Ritter, 29, of Delta was arrested and jailed on a warrant with a $4,000 bond. An officer responded to the 500 block of Dodge Street for a two-vehicle crash involving a parked and unattended vehicle. No injuries were reported or observed. Deneen Rae Cook, 54, of Delta was issued a ticket for alleged unsafe backing. Both vehicles were driven from the scene. Leslie Ann Gonzalez, 33, of Delta was arrested and jailed on a warrant with a $1,000 bond. A two-vehicle accident was reported at 4th and Main streets. No injuries were reported or observed. Jesse Ross Reed, 34, of Delta was arrested and jailed on a warrant with a $25,000 bond. Officers responded to a disturbance in the 700 block of 1600 Road. Matthew Thomas McDonald, 43, of Delta and Mickel Allan Carver, 45, of Delta were issued tickets for alleged disorderly conduct. Teresa Lynn Morris, 28, of Delta was arrested and jailed for alleged third degree assault as an act of domestic violence. June 19: Ashley Nicole Groda, 30, of Delta was arrested and jailed on two warrants with a total of $3,000 in bonds. An officer responded to a residence in the 1600 block of H-38 Road on a report of second degree tampering of irrigation equipment. June 20: An officer responded to a hit-and-run accident in the 200 block of Palmer Street.

No injuries were reported or observed. Dominique Nathaniel Piele, 20, of Bedrock was arrested and jailed on a warrant with a $10,000 bond. Officers responded to the intersection of Main Street and 2nd Street on a report of a two-vehicle crash. One person was transported by Delta County Ambulance to DCMH with injuries. Cathleen Carol Boyd, 86, of Austin was issued a ticket for alleged disregard of a stop sign. Both vehicles were towed from the scene. June 22: An officer responded to 101 Highway 92 on a report of trespass. Tyler Anthony Saenz, 37, of Delta was arrested and jailed for alleged second degree burglary, criminal impersonation and unauthorized use of a financial transaction device (attempted). An officer responded to a residence in the 400 block of W. 4th Street on a report of a disturbance. Julian Zeferino Melchor, 18, of Delta was issued a ticket for alleged unlawful possession/consumption of ethyl alcohol by an underage person. Julian Zeferino Melchor, 18, of Delta was arrested and jailed on eight warrants all with no bond. An officer responded to a residence in the 900 block of A Street on a report of a hit-andrun traffic accident involving two vehicles. No injuries were reported or observed. Ceasar Anthony Henrie, 20, of Delta was arrested and jailed for alleged violation of a restraining order. Please note: All charges are merely an accusation and the defendant is presumed innocent until or unless proven guilty. From the Delta County Sheriff’s Office (partial list): June 18: At about 4:40 a.m., deputies responded to a traffic accident involving a deer at mile marker 78 of Highway 50, near the Delta-Montrose county line. The Colorado State Patrol handled the investigation. Archie Ware of Austin was charged with failure to register as a sex offender at his current address. June 19: An animal control issue was reported on Columbine Lane near Cedaredge. A written warning and notice of confinement was given to the female owner of two dogs. Deputies responded to an address on Rockhill Road, Eckert, for an animal control issue. A female owner was issued a summons for dog at large and vicious dog. At about 4:50 p.m., deputies received a report of shots fired along Stevens Gulch Road. When they arrived on scene, they could locate no suspicious activity. The area is a mix of private and BLM land where cows are allowed to graze. A private property owner said some cowboys had been shooting coyotes earlier in the day. Timothy Pawlish of Delta was charged with failure to

register as a sex offender at his current address. June 20: Deputies responded to an ongoing issue involving the use of water in an Eckert subdivision. A potential road rage incident was reported on Highway 133 outside of Paonia. A Paonia driver reported he attempted to pass two motorcycle drivers who were riding side by side. Due to rapidly approaching oncoming traffic, he pulled back into his lane of traffic. One of the motorcyclists then forced him off the road. He got off his motorcycle and approached the Paonia driver in a combative manner. The driver remained in his vehicle but rolled the window down. He said the motorcyclists were in the 30s or early 40s and were very irate. He could not provide the license plate numbers of the motorcycles but said they were from Colorado. June 21: As a result of a traffic stop at Dodge and 6th streets in Delta, Shawna Towers of Delta was issued a summons for open alcoholic beverage container in vehicle and uninsured motor vehicle. A passenger, Triston McDonald, and a juvenile were issued summons for underage consumption of alcohol. While investigating a report of a suspicious vehicle in Cory, deputies contacted Benjamin Hecht of Cedaredge. He was arrested and charged with violating a protection order and possession of a Schedule I narcotic. June 22: Deputies responded to a Crawford address to speak with a female who said she had been threatened via text message. When she called 911, the suspect was parked behind her house. June 23: Deputies responded to an address on F Road, Delta, where a female party had been involved in an OHV accident on private property. She was transported to Delta County Memorial Hospital. The sheriff’s office received a REDDI report concerning a vehicle spotted near the intersection of G50 Road and Highway 50 near Delta. The vehicle and driver were later located, and Jose Gonzalez Morales of Delta was issued a summons for driving under restraint.

According to an arrest affidavit filed in Delta District Court, a DPD officer spotted McNeese at a local business at about 1:12 p.m. Based on prior encounters with McNeese, the officer requested a records check, which showed an active felony warrant out of the Delta County Sheriff ’s Office. The officer activated his overhead lights on his patrol car as he followed McNeese from the business. When McNeese stopped his vehicle, he jumped out and started walking away quickly. The walk turned into a run, and the officer chased him around a residence on Howard Street several times before McNeese entered the premises and locked the door behind him. Additional patrol units arrived on the scene in time to see McNeese jump out a window and through a fence. As he ran through the fence he picked up a wooden fence picket with nails and threw it at a pursuing officer, hitting

him in his arm. Officers attempted to use tasers a couple of times, but finally had to use force to apprehend McNeese. According to the arrest affidavit, McNeese continued to resist arrest and attempted to bite one of the officers. After he was taken into custody, McNeese was taken to the hospital for treatment of minor scratches incurred when he ran through the fence. He was then transported to Delta County Jail and is being held on a $60,000 bond. Chief Luke Fedler describes the injury to his officer as “minor,” requiring only a trip to the hospital emergency room for a tetanus shot. He was able to return to work on schedule. In addition to resisting arrest, McNeese is charged with unlawful possession of a controlled substance (suspected methamphetamine), obstruction, violation of a protection order (three counts), child abuse and criminal mischief for damage to the wooden fence, estimated at $1,000.

Attorney Kent Holsinger, who represented GE in the role of defendant intervener, stated that GE has an extensive record of sound science and data to back the low impacts of its planned seismic exploration. Once DMEA no longer has a renewable energy cap under Tri-State it will target a 15% cost-effective generation. Doing so would also support economic development. Bronec assured members that the 80-year-old energy co-op “is in a positive position, both operationally and financially,” and that DMEA’s rates and fees have remained below average while outside costs continue to rise. Other costs, such as fuel, supplies, vehicles, and computer software make up 20% of DMEA’s overall budget. DMEA is working to control those costs. “Just like your cost of living continues to increase, so does DMEA’s overall costs of doing business,” said Bronec. The largest controllable cost, said Bronec, is tree trimming. DMEA currently invests $750,000 annually in maintaining rights of way and removing trees growing under power lines. DMEA urges members “to be considerate about placing trees under power lines” and working with crews to

remove them. The priority, he said, is to reduce risk of fire danger in communities. Even with the proposed increase, said Bronec, “DMEA’s rates remain at the median of our state and are among the lowest in western

He is survived by brothers, Don, Kenneth and Melvin; children, Kristi (Michael) Lahoe, and Jamie (Fred) Thomas; grandchildren, Brixon, Kimbree, Ashley and Brett; and extended family. Jack Sprague died suddenly June 4, 2019, in Delta. He was 78. He was born March 12, 1941, in Enid, Okla., to Clair and Mary Sprague. He graduated from Carrier Oklahoma High School in 1959 and East Texas State University in 1964. He married Patricia Riffel in Carrier, Okla. in 1961. His 30-year career professional career was as an elementary teacher, and middle and high school principal and superintendent with Jefferson County Public Schools. Upon retirement in 1966 he moved to Paonia and then to the Austin area. Mr. Sprague enjoyed flying and built several airplanes. He also enjoyed hunting, camping, hiking, ATVs and trap shooting. He was a member of the Delta County Airport Advisory Board and volunteered with the U.S. Forest Service. He is survived by his wife, Pat; daughter, Mary (Tim) Nelson; three grandchildren, Hailey, Mia and Brielle Nelson; and extended family. Helen Shreeves Foreman died June 22, 2019, in Katy, Texas. She was 89. She was born Oct. 26, 1929, to Bert and Emma Shreeves in Escalante Canyon. Festival goers and river racers are in for a sweet time this Saturday at the 12th annual Ridgway RiverFest. Due to high river flows and the return of 2018 crowdpleasing band, Sugar & the Mint. Plus, Ute cultural presenter Regina Lopez-White Skunk, the River Rat Marketplace (silent auction), beer from Colorado Boy Brewery, margaritas from The Liquor Store, and food and fun. A highlight is the Junk of the Unc homemade watercraft race, at about 1:30 p.m. when competitors build and ride their crafts down a short stretch of Class I river with style, ingenuity and speed. Awards are given to fastest, most original design, best use of recycled materials, and best in youth. The river races from the park to the Ridgway Reservoir will be particularly exciting this year with the increased runoff. River runners are encouraged to compete in the hard shell, inflatable and stand-up paddleboard categories. The fastest in each category will be awarded one of the coveted RiverFest trophies, with a new design this year created by Ridgway artist Joann Taplin. The high river flows mean fewer rocks to navigate around but more large rapids over the top of rocks. No inner tube entries this year due to the high, swift water and the still very cold temperatures, said RiverFest coordinator Tanya Ishikawa. “We welcome kayaks and rafts. Canoes and SUPs are also allowed this year, but we recommend only advanced riders on those due to conditions. ity is the safety rope bag toss contest where a “willing victim” hangs out in the middle of the Uncompahgre as contestants attempt to toss a safety rope bag to them, practicing an important river rescue skill. The Ouray Mountain Rescue Team will be ready to assist as necessary, encourages everyone to practice safe river etiquette. “Parents need to watch their children at the river’s edges. Anyone getting in the river must have a PFD (personal flotation device aka life jacket) and helmets are recommended (as well as being required of racers),” said Ishikawa.

Bands will perform from 3-6 p.m. Headliner Sugar & the Mint from Prescott, Ariz., returns by popular demand. Coloratura soprano performs at chapel Coloratura soprano Carissa Scroggins will perform at Cedaredge Chapel of the Cross on Sunday, July 7, at 4 p.m. Admission is by donation. She is entering her final year in the DA program in voice at the University of Northern Colorado. Her secondary area is musicology, with an emphasis on baroque and classical opera. Performances over the past two years with UNC have included “Die Königin der Nacht” from Mozart’s Die Zauberflöte, “Water” from Rachel Portman’s The Little Prince and covering “Ännchen” in Der Freischütz. Scroggins also portrayed “Josephine,” the lead from Gilbert and Sullivan’s HMS Pinafore with Denver’s Empire Lyric Players last summer. Safety — and, on Wednesday evening, prayer. “We have four children and two of them have a rare liver condition,” said Tammy Bachman, who stood at the gates of the proposed site with her husband, Jeff, in a circle of about 30 other adults and some children. “We’re already concerned for our own health, but for our daughters who are compromised medically, we’re extremely concerned. ... We know God goes before us. He protects us. He defends us.” With one hand extended to the sky, Bachman offered prayers, and invited others to join in. “We can complain to each other all day long and it’s not going to get us anywhere,” she said. “But if we get the presence of Almighty God down here to protect our families, we can make a difference, and I believe that.” The Amber Roadarea residents in attendance hope to sway the Montrose County Planning and Zoning Commission to deny 3xM Grinding and Compost’s application for a special use permit. The planning commission is to take up the application at 6 p.m. June 27. It could continue the matter, or forward it to the Montrose County commissioners with a recommendation for approval or denial. Defeating it will require a focused strategy, “Olathe Sweet” sweet corn farmer and nearby resident John Harold said. “I understand we’ve all got various in sundry reasons, but I think the one reason is, we oppose what they’re proposing here. We need to make that concise and go down the road,” Harold said. “The people that are doing this may be praying to the same God to let it go (forward), because

Diers was among people who said they did not feel as though they had been properly notified of the proposal and the upcoming planning and zoning hearing on June 27. Mautz said previously notifications had been placed where the county instructed him. Letters were also to have gone to nearby property owners, however, a woman with Diers said they apparently lived just outside of the required notification range. “We went door-todoor,” to neighbors, Diers said. One of those doors was Taylor’s. Since that knock came, Taylor has been spreading the word and circulating petitions. “We need to really be pushing this out. When I first started this, nobody knew about it. Now, I went to some houses and, Lord, have mercy,” he said. The residents already knew why he was coming, because of the way the information had spread on social media, Taylor said. “Nobody knows how dangerous this is,” he later said of Class III composting, expressing worry for others in the area who are on oxygen because of chronic lung problems. A slough in the area funnels winds directly to homes, he said. “That’s not helping us. We like compost, but it needs to be somewhere else,” Taylor said. “ ... This is not good.” Diers said there are many places where winds carry odors, bacteria and carcinogens; accordingly, Class III composting facilities like the one proposed should be located in remote areas. “We’re not opposed to the treatment of biosolids. It has to happen with all the population in the world, but it cannot happen in a residential area,” he said.

they feel it’s a worthwhile project.” 3xM Grinding and Compost has operated an ag-waste composting facility on Banner Road, using feedlot manure and wood-waste product from local sawmills. At its proposed Thunder Mountain Organics site on Amber Road, the company would use aerobic composting processes to create soil amendments from green waste, food waste, biosolids, wood fiber, newsprint, cardboard, construction waste and ag waste, which can be bagged and sold to the agricultural market. Approval would help clear the way for a type of composting facility that does not currently exist in the area, applicant Keith Mautz previously said. Mautz also said the process adheres to wellestablished industry standards and safety protocols and that biosolids composting carries an unfair stigma. Those assembled Wednesday evening were dubious of the venture. Harold took issue with the way the application stated odor complaints would be handled. “If this is such a good idea, why wouldn’t they put it in their feed yard?” he said, to a chorus of agreement. Jeff Bachman asked his neighbors to remain on point in addressing the planning commission next week. “We’ve got to go in and say we’re concerned about this being in a place were people live, versus it being somewhere else where it’s not around kids and families, as well as the things it can cause,” he said. Holding a summary of findings from a 2009 EPA survey that found pathogens and biohazards in biosolid waste, Diers questioned whether the Amber Road location has sufficient water for the proposed operations. “It has already significantly affected me,” he said. Diers was selling one of his homes and had received a full-price offer. But as part of required

Crossroads bike tracks are getting a lot of use BY ROBBIE WINNE Staff Writer

North Fork Pool, Park and Recreation District director Lenore Cambria was impressed with turnout for the June 17 meeting ongoing efforts to improve the pump track area and the single track trail at the Crossroads Park. The two additions were started last year with funding from a Great Outdoors Colorado (GOCO) grant. The trails have already seen a lot of use. The Colorado Health Foundation (CHF), came to the district and The Nature Connection, which is headquartered at the park, with available grants for a “shovel ready” project that would “focus on intergenerational, safe and inclusive play spaces for underserved populations.” This funding sets the stage for more upgrades to the existing recreational amenities. Jolyne Young with CHF was on hand to talk about the project. The Hotchkiss portion

of the grant comes to $33,450. The foundation is also planning projects in Cedaredge and Delta. TNC director Kat Fitzpatrick outlined some of the plans for the money. The pump track stands to expand its scope and include more educational signage along the outlying bike routes, and Fitzpatrick wants to add a bike skills area and toddler pump track in the existing pump track area. Part of the overall plan is to help this summer’s trail crew learn more about how to maintain features in the skills park section. There are also plans to include a bike repair station at the pump track as well as at the single track trailhead at the east end of the park. NFA transitions to Health Services District BY TAMIE MECK Staff Writer

Since 1969 North Fork Ambulance Association has responded 24 hours a day to medical emergencies over a 1,500-square-mile, threecounty service area. The only provider of EMS services in the North Fork Valley, today the organization’s 45 on-call crew members, supported by a cadre of volunteers, mans stations in Hotchkiss, Crawford and Paonia 24 hours a day, prepared to respond to even the most serious emergency calls. On July 1 the NFAA will officially transition from a member-based nonprofit organization to a special taxing district. The organization will still strive to provide the best possible care to each of its patients in the shortest response time possible, and in an economically sustainable way. “We’re still doing a really great job of responding to emergencies and getting people the level of care they need,” said Kathy Steckel. The former executive director of the nonprofit NFAA, Steckel is now director of the Health Service District. Last November, voters overwhelmingly approved the special taxing district and formation of a board. The NFAA is operating temporarily titled the Health Service District. The organization that was the NFAA is now the North Fork Ambulance Auxiliary. “The two entities are running side by side,” said Steckel. The district provides the

financial support needed to maintain quality ambulance service in Paonia, Crawford and Hotchkiss, replacement and upgrading of equipment and ambulances, and education and training, while the auxiliary will continue to support EMS and health and safety in the community. The auxiliary also has a nest egg of funds “left over from 50 years of careful stewardship by past boards,” said Steckel. The two years prior to the formation of the taxing district, the association had to dip into that rainy-day fund to cover an operating deficit. “It was pouring last year,” said Steckel. With future financing in question, in 2018 the organization turned to voters. In the event the initiative failed and they had to go to voters again, the auxiliary put enough funds aside to carry the organization through. Now that the district no longer has to focus energy and time on fundraising, it can focus on providing the best emergency care possible, said Steckel. “We’re so grateful to voters for what they did to secure funding for the district,” said Steckel. Now the auxiliary can focus its energy on its mission to “enhance the quality of life in the North Fork Valley by supporting emergency medical services along with the health and safety needs of our communities.” The association’s longstanding membership system will legally come to a close as of July 1, and with it, member benefits. “The district will be

Patients now must consider insurance co-pays and deductibles, and those without health insurance will be responsible for 100% of the cost of ambulance service. Because they’re no longer the provider of emergency services, the auxiliary board is in the process of reforming and revising bylaws and carrying out the mission and vision of the organization, said Steckel. The auxiliary can help with equipment, education and training and other areas where the taxing district may need support. Another thing the auxiliary supports is a community paramedicine program to enhance access to medical care in underserved populations. Because it remains a nonprofit 501 (c) (3) entity, the auxiliary can still accept donations and apply for grant funding. The auxiliary will continue holding its Holiday Marketplace arts and craft sale in Hotchkiss each December. The auxiliary’s board of directors is considering programs to help those long-time

members with their ambulance bills. Just how that will look — perhaps something similar to DMEA’s roundup program, a financial aid eligibility program, or something else — is yet to be determined, said Steckel. “It’s complicated, but we’re really dedicated to giving this nest egg back to the community in some form.” The auxiliary recently committed up to $85,000 in reserves toward construction of a radio tower on Young’s Peak (aka “C” Hill) above Crawford under the State of Colorado’s Digital Trunked Radio System initiative. The year-long project will improve communications between EMS, the Crawford Volunteer Fire Department, law enforcement and Delta County Dispatch at a cost of about a half million dollars, said Steckel. In Crawford, said Steckel, “For those entities and our first responders it’s a safety hazard... You pull out of the station and you don’t get to talk to dispatch until you’re a little ways out of town.” Crawford State Park and the Hotchkiss Marshall’s Office will also benefit from improved communication, and

Montrose County is working to raise the elevation of one of its towers to be more in line with the new tower. “I think it’s a good way to give back to the community and make sure that our responders are safe,” said Steckel. The organization is also considering a name change from the Health Service District, said Steckel. While a name has not been chosen, once it’s adopted, the familiar NFAA decals on EMS vehicles will transition to a new logo, which was designed by Niki Richardson Graphic Design in Hotchkiss. On June 30, the NFAA will celebrate its half century of service and its transition to a special taxing district. Delta County commissioner Don Suppes will emcee the event. Presentations will be given on both the North Fork Ambulance Auxiliary and the Health Services District and how the two organizations are moving forward. Hotchkiss approves own rezoning request, lot split BY ROBBIE WINNE Staff Writer

During two public hearings, the Hotchkiss town council voted to approve a rezoning change and lot split request by the town, and to deny a variance request. In a public hearing for a zoning change request, Hotchkiss public works director Mike Owens presented a request to re-zone the 25-acre parcel Barrow Mesa property purchased by the town earlier this year. Rezoning would allow the town to split the acreage into two parcels, an 18-acre and a seven-acre parcel. The property is currently located in a developing resources (DR) zone. The board has been discussing a change to C-2 commercial zoning. C-2 zoning designates the area for commercial or office use. This specification is commonly used to “provide relatively large areas for a wide variety of communityserving business and commercial uses.” Tom Wills, a former trustee and planning commission member, objected to the zoning classification. He said the term “no impact” applies to the larger lot, which is proposed for a new public works building, since the building will require new water and sewer service taps. Wills argued that the town regulations definition of a “no impact” subdivision requires that the use of the plot remains unchanged.

The creation of the smaller lot would required a minimum 50-foot frontage, which is not in place at this time. He also brought up potential dangers of deeming both plots C-2 MU, as this zoning could open the door to a future purchaser using the lot for commercial purposes. Council considered Wills’ argument and thanked him for his input, but decided that “intent cannot be weighed at this time,” referring to the possible future sale of the smaller acreage. Town attorney Bo Nerlin stated that “nothing prohibits building upon either lot.” Wilkening said there are no formal plans for either parcel, other than a projected shop building. The council voted to accept the split and rezoning, with trustee Esther Koontz agreeing with Wills and voting against the motion. Trustees denied a zone change request and a variance request to setback regulations by AspenWhite, LLC. An attorney representing AspenWhite and applicant Michael Humecki said the company has purchased a property on Main Street and proposes a commercial greenhouse for cultivating hemp and produce. The wholesale business would not be open for retail sale. After mayor Wilkening recused himself, mayor pro tem Mary Hockenbery, conducted the hearing. The attorney presented a lengthy argument

for the acceptance of a zone change, including the creation of a pro-business stance, thus encouraging other potential investors. She also stated that rezoning would improve the condition of an underutilized and deteriorating property. However, four property owners objected to the imposition of an intrusive commercial concern in a residential neighborhood. They cited noise and light pollution and water management as possible concerns. Trustees agreed with residents’ concerns and also pointed to it setting a problematical precedent for other businesses. The board unanimously denied the rezoning request. New business concerned routine requests for special events liquor licenses by the Rocky Mountain Elk Foundation and the Delta County Commissioners, which were approved. The mayor then reported on the June 12-14 Rural Philanthropy Days conference, which saw 400 participants in the valley; plans to finalize ideas to present to the public about the Delta County Prosperity Plan, Colorado Department of Transportation planning meetings, and the impressions of a favorable upward economic trend in Delta County, according to data supplied by an economics professor who spoke at an economic summit that Wilkening attended. With these reports, the mayor closed out the meeting.

The Town of Paonia is considering an ordinance requiring businesses to obtain a business license. On June 11 trustees directed town administrator Ken Knight to draft an ordinance to present to the board. Knight expects to present it to the board as early as the July 9 meeting. In considering benefits and drawbacks, Knight said that, “in general,” he doesn’t favor the term “business licensing because I don’t think we really want to be in the business of business licensing businesses in town.” He would prefer a permit system. “A permit basically says yes, you are permitted to operate in this town,” a tax certificate has been issued by the state and the town has contact information for the business. He also said he’d prefer a “relatively nominal” fee to cover the town’s cost for staff to process the permit and maintain a database. Business licenses help the town in “identifying who’s doing business in town and making sure they have the proper permits,” said Knight. Whether businesses operating under a home occupation permit should register, encouraging compliance through the use of excess funds for advertising, how to address home and internet-based businesses, over-regulation of businesses, voluntary registration, whether owners of short-term rental homes would be required to comply, and keeping fees low to encourage compliance were among the issues raised by board members and the public. Mayor Charles Stewart said making business owners fill out “another form and another check” may seem like a burden. As a business owner, he said, “I’m not generally keen on adding a burden that is significant to

existing businesses.” It’s also one more thing the town’s small staff has to keep track of. Trustee Bill Bear said he would “be inclined not to support this” unless the town is willing to bring on additional staff to handle the resulting workload and it’s demonstrated that the ordinance is enforceable. In other town business, under the consent agenda trustees approved a large park event permit and special event liquor license for the Paonia Cherry Days committee to host the 73rd annu-

Paonia contracts with code company Following nearly four months of consideration, public meetings and discussion, Paonia trustees voted to join other western slope communities in contracting to update its building code with the privately-owned Colorado Code Consulting. The town currently contracts its building department services out to CCC. The cost of the service is based on a cost share, with a minimum of $4,218

for four participants to a maximum of $16,875 for one jurisdiction, plus additional fees for consulting and in-person meetings if requested by the participating jurisdiction. To “make sure we cap this and aren’t stuck with a fee of $17,000,” trustee Dave Knutson motioned to make contract approval “based on participation by at least three other jurisdictions.” Mayor pro tempore Chelsea Bookout and trustee Samira Hart did not attend the meeting.

Many of Edstrom’s interns worked on the single track trail last year and by the end of the summer were eager for more challenges in terrain and features. Cambria stated the recreation district needs to stay one step ahead of riders’ demands for riding access and to expand the county’s dynamic riding environment. Colorado biking is a growing economic driver for the state, so the expansion of recreation supports the economy as well as health initiatives. Crossroads trails are the only trails dedicated to non-motorized vehicles in the area.With the growing popularity of e-bikes, the question of including them on the single track was raised. Cambria said she had been asked about their inclusion on the trails. Flatten said research shows that e-bikes displace less soil on uphill

runs than standard bikes. Edstrom noted there are already many locations for motorized bikers in Colorado. He suggested the open space behind the high school, which is also being considered for future development, may be more appropriate to ebike use. Since the recreation district board is still discussing the ground rules for the trails, these are all questions that are open to public input. Cambria reiterated that this public discussion on the ongoing improvement at Crossroads is just beginning. She asks interested parties, bicyclists, parents, teachers and kids to provide comment on their wishes, concerns and experiences. Since the pump track and single track trail have been established, the response has been overwhelmingly positive, said Cambria. Groups of parents and kids have made family rides part of their afternoon routine when weather permits. Many riders, whether on striders, BMXs, or mountain bikes, have already taken advantage of the facility.

The newly built single track trails already supply bicyclists with varied terrain, great views and challenges for various levels of riders. James Flatten was introduced as the trail crew supervisor and design lead hired to effect the changes. Last summer, work was done by interns under the direction of Sven Edstrom. Flatten has experience designing and working on a number of trails in Colorado. He wants to add more skill level features at the skills park area so that riders can continue challenging themselves. He mentioned adding more rock features, drops and jumps in this

GMUG schedules open houses In partnership with area counties, the Grand Mesa, Uncompahgre and Gunnison National Forests will host several public open houses on the working draft of the GMUG Forest Plan. The first of the six open house events is scheduled from 5-7 p.m. Tuesday, July 9 at Heritage Hall, 403 E. Bridge St., Hotchkiss. It is the only open house on the plan scheduled to be

Mosquitoes carry West Nile Virus. In 2018, 16 cases of the virus were reported in Delta County, eight of them in the North Fork Valley. One of those cases resulted in death.

Week four of Paonia Library’s summer concert series features musical quartet Oran Mor. Oran Mor is a Scots Gaelic term that means “Big Song.” Tom and Karen Cochran founded Oran Mor, after playing music together in various conﬁgurations for over 12 years. Their repertoire features Scottish and Irish music, some of which dates back to the late 1700s, as well as current Celtic music and Americana tunes, with a few originals tossed into the mix. Brendan Cochran provides a percussive ﬂair to the songs and bassist Jonathan Satz adds a new dimension to the music. Locals Eames and Pam Petersen will be featured as guest artists. With instrumentation that includes recorders, Irish whistles, guitars, bass, hand drums, percussion, and beautiful harmonies, this group’s music can transport its listener to an earlier time, or to a happier place. They perform in the amphitheater at 5:30 p.m. Tuesday, July 2. Picnic and take out dinners are welcome. The show will move indoors if necessary, so come rain or shine!

Methodist churches welcome new pastor Methodist Churches in Paonia, Crawford and Hotchkiss welcome new pastor Reverend Joshua Langille-Hoppe to their churches. Langille-Hoppe will give his first Sunday sermons at 8:30 a.m. Sunday, July 7 at Crawford, 297 Dogwood Ave.; at 10 a.m. at Hotchkiss, 285 North Second St.; at 11:30 a.m. at Paonia, Third and Onarga. Scheduled after the Paonia service is a meet and greet in the Paonia Methodist Fellowship Hall coordinated by Louis Benson. Langille-Hoppe will reside with his wife Mar-

guerite and two school aged boys at the Hotchkiss Methodist parsonage. He will devote half of his time to the Paonia Methodist Church. He looks forward to coming to Colorado. “I have a love of the outdoors and a strong desire to connect people to God through experiences in God’s creation,” said Langille-Hoppe. Langille-Hoppe has 12 years of experience. Previously, he served Methodist churches in McCloud, Okla. (June, 2017-2019); Tecumseh, Okla. (20122017); and Hermitage, Mo. (2006-2008).

Presently, he is pursuing online a doctor of ministry from Brite Divinity School, Fort Worth, Texas. He holds a master’s of divinity from Saint Paul School of Theology, Kansas City, Mo., and a B.A. in natural resource journalism from Colorado State University. Paonia Methodists will honor the current Reverend Don Schlichting, and his wife Kay at a reception on Sunday, June 30 immediately following the 10:30 service. Claudia Henshall is coordinating the occasion.

The most pressing issue of the June 19 Crawford council meeting came under the heading of non-agenda items. Mayor Wanda Gofforth is actively looking for ways to replace town general fund dollars used for the extensive sidewalk and wall construction project underway in front of town hall. The bulk of funding came from the Conservation Trust Fund from the state’s sales of lottery tickets. Delta County took $18,325 from the town’s general funds to meet the remaining cost of the improvements. Council earlier in the year agreed that it couldn’t skimp on the project due to safety and liability issues. Now trustees are trying to replace the monies provided by the town. Gofforth secured a commitment from Vegetation Management West of up to a $4,000 in matching funds. To meet the match, trustees manned a Pioneer Days booth asking for contributions, which brought in $200. To meet the full match, council is asking for funding ideas. Already suggested: placing a request for donations on the marquee board at the entrance to town, donation buckets, signs in local businesses, and having the Crawford chamber broadcast information about the drive on its website. In other discussions, public works director Bruce Bair reported that he and his crew are getting ready to reset the flagpole, using overflow cement from the rock wall construction. The fencing

While he reported that the problem had to do with leakage from the bottom layer of steel pipes, he is checking on other factors that could be causing the leakage. He would like to find a less costly fix, if possible and is exploring those other factors to see if they are possible. A member of the public raised questions about planting trees or putting

a shade structure on the playground located on town property adjacent to town hall. Bair responded that previous efforts to shade that area have been tried in recent years and were met with vandalism. He agreed that it would be possible to get water to the area, but didn’t specify when that might happen given this summer’s ongoing construction project. No motions were put forward at this meeting and no agenda items for the next meeting on July 17 were projected at the end of the meeting.

Russell received awards for Top Graduate, Ammo Ace, and Ammo Chief Distinguished Graduate. The prestigious ACE award is the highest academic honor a student can receive and is earned for exceptional performance by maintaining a perfect 100 percent average through the entire course and on all seven block tests. Jenny (Celis) Martinez First Team All-American BY WAYNE CRICK DCI Sports Editor

Former student/athlete Jenny Celis, now Martinez, continued her successful track and field career at Oklahoma State with a seventh-place finish at the Division 1 Nationals Track and Field Championships in Austin, TX June 5-8. Celis-Martinez clocked a 4:14.30 in the finals of the 1500m and in doing so earned herself a First Team All-American honor. Her 4:12.62 in the preliminaries was a personal best in a long list of such honors for the

talented runner. High school honors for Celis included alltime state records for the 1600m (4:58.74), 400 and 800m in Class 2A. Once in college Celis earned personal bests in the 800m (2:08.23) and 1500m (4:12.62) in the outdoor venue. Indoor PRs include a 600 yard best (1:26.39), 800m mark (2:08.74), 1000m best (2:48.17), a one-mile standard (4:40.69) and a 3000m mark of 10:13.83. Celis-Martinez, a senior, earned her first All-American honor in 2015 when she was

selected to the second team in the mile run. OSU’s women finished in a tie for 22nd in the team race at the national championships with a team-total 12 points. Martinez, and junior teammate Sinclaire Johnson, scored all of the Cowgirl’s points with Sinclaire winning the 1500m race in 4:05.98 to score 10 points and Martinez finishing seventh for two points. Devil’s Thumb Golf Club hosted the annual Delta Elk’s Lodge #1235 golf tournament June 22. There were 18 teams vying for top honors in the 18-hole scramble. With an 8 a.m. starting time players and tournament officials were lobbying for sunny weather without much wind. Mother Nature obliged but added a touch of cool-

er temperatures near the end of play to let players know they were lucky to play a totally clear tournament. Players gathered at the Delta Elk’s Lodge in Delta, following play, to enjoy a lunch provided by the Elk’s and acknowledge the tournament’s top winners. This year’s winning foursome included Rowyn Carmichael, Kurt Clay, Harold Clay and Mike

Smith. Their round of 55 was two strokes better than the runner-up team of Richard Collins, Pfuuk Burgel, Brandon Kohles and D.J. Hladic-Pondy. The Elk’s organization honors the 11th hour in rituals observed in meetings. To honor that ceremony the team of Shari Ryan, Marvin Ryan, John Cooley and Jason Cooley won gift cards for their 11th-place finish in the tournament.

Hotchkiss Football 18 Hole Golf Scramble set Devil’s Thumb Golf Course will host the 4th annual Hotchkiss Football 18 Hole Golf Scramble on July 20. Paonia wrestler Grey Neal won the 170-pound division and Zeb Etter was runner up at 152 pounds at the Western State Technique and Competition Camp AllStar duals at Western Colorado University in Gunnison. To get to the championship round, wrestlers must go undefeated in pool matches, said Eagles head wrestling coach Nate Wiggins. Neal won his division on a firstperiod pin over Olathe’s Wyatt Mansker, while Etter, who won eight of nine matches, lost the championship match to a two-time camp finalist and one-time champion from the Mile High Wrestling Club in Texas. About 1,400 wrestlers from throughout the country competed at the camps, the secondhighest numbers since it opened in 1963. Touted as one of the most decorated studentathletes in school history, Webb, in her first season, was an RMAC champion in the 400m and 800m in the 2017-18 indoor season to help the Mountain Lions win their first ever indoor conference championship. Webb earned her first RMAC Women’s Track Athlete of the Year and automatically qualified for nationals and earned a First Team All-American finish with a third-place finish in the 800m. In the outdoor season, Webb won another RMAC title in the 400m and earned another RMAC Women’s Track Athlete of the Year award. Webb gained entry to the 2018 NCAA Outdoor Championships with another qualifying time in the 800m. After a third-place finish the year before, Webb was determined to finish higher than third and ran a meet and championship record time of 2:02.47, becoming the first women’s outdoor track and field student-

athlete at UCCS to win a national championship for the Mountain Lions. Webb’s 2018-19 indoor season remained impressive with dominating performances and first-place finishes in both the 400m and 800m races at conference championships. She also gathered her third straight RMAC Women’s Track Athlete of the Year award and repeated her 2018 outdoor performance with another indoor 800m national championship. Webb’s final outdoor season continued to showcase her athleticism as she won both the 800m and 1500m titles to become the RMAC champion in each event, leading to her fourth straight RMAC Women’s Track Athlete of the Year award. The accolades continued through the 2019 NCAA Outdoor Championships with Webb making NCAA Division II history by winning backto-back titles in the 800m during the outdoor season. Webb has a long list of academic awards, including a GPA of 3.5-plus in both her undergraduate and graduate work, two Academic All-RMAC First Team awards, two

USTFCCCA All-Academic awards and CoSIDA Google Cloud Academic All-District honor. Adding to the list of accomplishments Webb was named Most Outstanding Student in 2016 and 2019 as an undergraduate student in psychology and selected as the William O. Bowman Scholar as the psychology student most likely to contribute to the field of psychology. Webb also earned the (2019) Thomas F. Mclaughlin award, given to the UCCS studentathlete who demonstrated the highest levels of academic and athletic achievement, and leadership. Webb will be honored at the 2019 Hall of Fame and Awards Banquet on Friday, July 12 at the Colorado Springs Marriott. In an additional note from Webb’s mother (Willyn Webb), “She (Skylyn) is most likely signing a professional contract and moving to Boston soon. She runs at Princeton this weekend and ran her first pro-race in Nashville a few weeks ago where she made the top 10 out of 30 of the best pros in the world.”

‘Night on the Town’ is Saturday BY DON BENJAMIN Staff Writer

The Surface Creek Valley Historical Society (SCVHS) and its many volunteers will host its annual Night on the Town celebration this Saturday, June 29, from 6 to 9 p.m. The location is the Pioneer Town historic village at 388 South Grand Mesa Drive in Cedaredge — adjacent to the intersection of Hwy 65 and SW 2nd Street. Admission is free to the multi-acre site which features 25 historical buildings and three museums filled with interesting and authentic artifacts representing the heritage of Surface Creek Valley. Children and adults attending the annual familyfriendly event are encouraged to wear period dress so don’t be shy about donning a cowboy hat and boots or gingham and lace. And there will be plenty to do. Traditional events will include games and prizes for kids, live music, a scavenger hunt and a silent auction. Refreshments will be provided in the vintage saloon and

elsewhere with a menu that includes bratwursts, hot dogs, snacks and drinks. Plus the popular blacksmith shop will be fired up for demonstrations of the ancient and honored skills of frontier craftsmen. The SCVHS is an all-volunteer and non-profit organization which has created, maintained and continually developed Pioneer Town into a remarkable community asset. The society is always looking for new members and contributions. This year in particular the group is seeking matching donations to support its grand project to digitize the old editions of the Surface Creek Champion newspaper that served the Cedaredge area from 190443. During each visit the members diagnosed a specified problem and prescribed recommendations. This annual Sick Tree Day is typically held in June; not too early to see problems but not too late in the season to begin rectifying situations.

Last year the tree board received several questions regarding the drought and how best to protect trees. Leser, tree board president, said he was surprised to see that in general the trees seemed to “do okay with the drought.” Having been on the tree board for many years Leser says he tends to see the same recurring problems, whether it’s during Sick Tree Day or on a house call. For example, citizens sometimes don’t water trees long enough. In Cedaredge trees may need to be watered a couple times into November. In Delta they might need water at least once in the winter. Though a pain, the benefits of proper tree care can prevent the need for a Sick Tree Day visit, or a house call from a master gardener. Another issue is when a tree’s leaves are crinkled and

the tree is deteriorating. The culprit is often weed killer. A citizen will spray the herbicide in gravel but not realize a tree’s roots stretch underneath, or nearby. In general it’s best to consider where a tree’s roots spread when planting or when looking at a property with trees. Similarly, Leser said he sees issues when a tree is planted too deep, or the soil isn’t amended for breathability. Another common issue is when a tree’s branches are allowed to grow too long. They can experience breakage at the joint. Pruning is critical to tree care. “Sick Tree Day tends to find problems that have become quite obvious,” said Leser. He advises people not to wait too long when they see an issue arising with their trees, because then it’s more likely they’ll need to take drastic measures later on.

Trustees address leaks, excess Cedaredge audit shows tax revenue, tree maintenance town doing great job BY EMY LYNN ROQUE CISNEROS Staff Writer

The main agenda item at the most recent work session of the Cedaredge board of trustees was the 2018 Comprehensive Annual Financial Report. Auditor Pete Blair of Blair and Associates reviewed the report with trustees, explaining that, overall, the town is doing a great job. They tend to budget conservatively, specifically with revenues, and end up with more than expected. For example, the general fund budget was around $190,000. At the end of 2018 the town had $327,932, which Blair said was due to the town’s care in expenditures and increase in revenues. Golf course revenues were down about $5,000, likely due to drought, but Blair said he expected it to be worse. The good news, he said, was that even though revenues went down, expenditures were also kept low. The town received significant federal assistance through a grant for a water project, plus DOLA money. Blair explained a new part of the audit was to ensure the town is in compliance with use of funds. He said that it’s his opinion there were no problems in the account records or how statements are presented. Regarding government and business related activities, assets rose $1.5 million, largely due to the water line

project. Most expenditures go to public safety, then general government. Blair said it’s beneficial for the town to continue with projects and reinvesting in the town because it offsets depreciation. Mayor Gene Welch said that the town does try to be thorough and keep everyone aware of what’s going on. The budget process is extensive, typically taking about three months each year. Chief Dan Sanders spoke to trustees next about the Back the Badge Public Safety Initiative. A collective work of the five county law enforcement offices, they’re aiming for a one percent tax initiative. The goal of the collaborative effort is to “increase the number of services provided to our citizens, as well as improvement of existing services.” Sanders said the Cedaredge Police Department hasn’t seen a budget increase despite growth in crime and community demand. Crime has decreased nationally but Sanders said crime has gotten pushed into lower crime areas, such as Delta County, causing an increase locally. Specifically, illegal narcotic crimes and drug investigations have spiked. Sanders wants to “get a handle on it” but finds it challenging due to being short staffed. He said a big part of handling crime is creating a deterrent, which is best through an increase of staff and use of K-9s.

At its most recent meeting the Cedaredge board of trustees approved the Kelton 2019 rezoning application. The applicants, who own Cedaredge Tire and Auto, plan to expand the building and the existing parking area. Trustees unanimously approved the application, which was reviewed and recommended for approval by the planning commission. “We’re busier now than we’ve ever been,” explained the owners of Cedaredge Tire and Auto. Next, trustees heard Dave Wilson with the Cedaredge Chamber of Commerce share that 120 of 322 spots available for Applefest are filled. In addition, the chamber added six new members. “Alisha [Komives] is really pushing for more members,” said Wilson. Wilson reported that the chamber’s first Saturday Street Fair was a success. Attendance was good, but businesses reported mixed results for sales. Town administrator Greg Brinck said they’ve had success with the monthly “Coffee with Gene and Greg” meetings. “Hopefully this will continue to be a good way to interact with our community,” said Brinck. Thanks to a grant from the Colorado Health Foundation awarded to the Delta County Health and Human Services, the town will receive some funds for various improvements. A memorandum of

understanding will likely be on the agenda at the July regular meeting. Staff also recently met with Montrose-based DOWL Engineering, the town’s new engineering firm, to outline priorities for the remainder of the year. The board also announced that audio recordings of the Board of Trustees and Planning and Zoning Commission meetings will now be available on the town’s website. While no formal report was given, the Cedaredge Golf Club reported it’s doing well and is seeing greens fee, cart fee and seasonal pass revenues up from annual budget projections. “We’re right at average,” reported police chief Dan Sanders on the number of service calls the Cedaredge Police Department has received for 2019. New vests are being ordered for the officers, since many are expiring. Each of the eight vests costs about $1,000. While replacing many vests at once is not in the budget, Sanders plans to research fundraising options. Trustee Al Smith asked if there’s a way the town can fund the vests with some of the excess sales tax revenue received this year. Jerry Young with public works reported that he’s going to revamp the Capital Improvement Plan. Several water leaks occurred this past month. Two leaks resulted in replacement of 30 feet of pipe on the backwash line at the water plant. Both leaks were related to an automatic valve

closing too fast, causing the water hammer to break the line. “It’s those instances that make you rethink projects,” said Young. Sludge removal will also need to become an annual budget item, since skipping it last year has made the treatment process more difficult. The town is removing sludge this year and approved the contract with Veris Environmental at the meeting. The 500,000 gallons of liquid sludge from the smaller of the plant’s two lagoons will be applied to farm ground near the plant. Trustees also did some housecleaning, including approving a resolution regarding the appropriation of money to the golf course, general, and capital improvement funds. For the golf course, the town previously authorized a $35,000 loan to the fund but did not increase appropriations. A resolution fixed this, which allowed for the purchase of a used propagator with a spray rig and some necessary upgrades to the golf course restaurant. An additional $15,000 was appropriated to the general fund since staff needs to address some tree maintenance not included in the approved budget. The money comes from excess tax revenue. For the capital improvement fund, since the bottle filling station project at the golf course was completed under budget, trustees elected to appropriate the $878.95 remaining to other improvements at the restaurant.

The Cedaredge Area Chamber of Commerce, which is sponsoring the day’s events, has announced a line-up for July 4 starting with an 11 a.m. Patriotic Parade along Main Street.

On June 18, Big John’s ACE hosted an anniversary celebration to honor Susan Kunkel. Hired at age 17, Kunkel celebrated her 40th year with the business. She started as a cashier, became a bookkeeper, then store manager and assistant manager. In 2004 her job evolved into general manager. Big John’s is the only business she’s ever worked for. Hearing of someone staying with one career, and especially one business, for 40 years is rare. When asked why she continued, Kunkel said she enjoys the challenge and loves working there. Coming from a line of strong women as role models has helped. “It’s unique to be a manager of a lumber yard as a female,” she said. Over the years she’s learned many lessons, but one that stands out is that while business can be tough, people stick with you if you’re

Andersen is their mother. friendly. Kunkel’s family history with working in lumber yards spans generations. In 1951 her uncle and grandpa purchased a business. Since then the family has worked there in some capacity. Now it’s owned by Monty and Sally Lutzker in Park City, Utah. Both Kunkel and her mom, Carolyn Andersen, observed how much the

lumber yard has grown over the years. In 1968 the inventory was valued at $98,000. Today there’s over $700,000 worth of materials on the premises. As for the future, Kunkel doesn’t have plans to retire anytime soon. She hopes to keep going strong with Big John’s. As she put, “there’s always new stuff to add and keep up with.”

As part of the 2019 Delta County Libraries’ Summer Reading Program, on June 12 the Black Canyon Astronomical Society held a presentation on black holes at the Cedaredge Library. BCAS president Bryan Cashion discussed the

on black holes, theories on what they look like, and how scientists recently captured an image of a black hole in another galaxy. Cashion also visited the Delta and Hotchkiss libraries and will visit the Paonia Library at 10:30 a.m. Monday, July 17. He’ll also give a presentation at the Crawford

A night of western music and storytelling BY EMY LYNN ROQUE CISNEROS Western Music History to Staff Writer

On July 6 the Grand Mesa Arts and Events Center will host an evening of western music and stories featuring two singers/songwriters/ authors. Juni Fisher is an award-winning western and folk artist, with over 16 awards ranging from Western Music Association Songwriter of the Year to True West Magazine Best Solo Musician, Reader’s Choice. Her western roots run deep, coming from a farming family in San Joaquin Valley, Calif. In college she began singing big band standards in a dance orchestra to pay for horse show entries. Fisher loves racing, equating the thrill to “flying a fighter jet with a canopy open and no seatbelts.” Later, after preparing demos for a label that collapsed, releasing an album on her own and selling out of these albums at a festival, Fisher felt sparked to figure out how to make being a musician work full-time. It took a few years but finally she was able to commit and still travels all over the country performing. “My career has been good to me; it gives me a chance to create music that’s significant to me,” she said. Fisher has won numerous awards, even becoming the first woman in

be named “Entertainer of the Year.” She said that experience opened doors for other women willing to put in the work. Fisher’s last album, “Listen to the Horse,” is one she’s found most rewarding to share on stage. “I love seeing people connect with what’s deep between horses, people and how horses inspired my work,” she said. For those curious what Fisher’s concerts are like, she said to “be surprised.” Her music isn’t what some might think of when they hear “western;” there are no cowgirl songs. Instead she aims to be interactive and storytelling and will lead the audience through her world of music. Fisher will also be joined by Mike Blakely, whom she’s performed with for several years. Blakely has released 13 albums and published 19 books with major New York City publishers. Like Fisher, Blakely is also an award winning musician; he received the title of Western Writers of America’s Spur Award three times. The typically placid flow of Surface Creek, which passes through the town of Cedaredge, is running high and roily these days. The urban waterway is fed by snowmelt from Grand Mesa in concert with traditional releases from high reservoirs and influxes of wet weather like last week’s sudden hail storm. During this runoff season, Cedaredge Police Chief Dan Sanders and his officers regularly check the height of the flow. They also monitor choke points where the creek narrows or where ditches split off from the main course. The officers pay particular attention to roadway bridges crossing over the creek, making certain they are clear of debris that could potentially block the current.

Olathe church celebrates ‘God and Country Day’ On June 30, Olathe Bible Baptist Church, located at 112 Main Street in Olathe, will celebrate “God and Country Day.” The celebration will begin at 10:30 a.m., and is intended to recognize and honor all veterans, current military, law enforcement, fire protection, first responders and community leaders. A color guard will be presented by the Veterans of Foreign Wars (VFW). Members of the American Legion will also be present. In fact, all veterans and current military are invited and encouraged to attend. Whether you wear your uniform or not, the church wants to recognize you.

Olathe’s mayor, Rob Smith, will give a brief address to those in attendance. Pastor Gabe Skillo will officiate and deliver the message. There will be music, and a meal will follow in the fellowship hall. The church is grateful to the Delta and Montrose Sheriff Offices, and to the two sheriffs in each of the two counties — Sheriff Mark Taylor, Delta, and to Sheriff Gene Lillard, Montrose, who will either personally be in attendance, or who will send representatives. In addition, Olathe’s police chief, Roger Pachecho, will be in attendance. Captain Hadley with the Colorado State Patrol, or a

Other invited individuals include those from the Montrose and Delta hospitals, various school districts, county commissioners, and the like. This Friday, “My Western Life: Paintings of a Tree Hugging Cowgirl,” opens at The Cirque Cyclery in Paonia. Featuring paintings by Paonia artist Cedar Keshet, the show takes its viewers on a journey of the west’s landscapes, but not in a typical, beautiful landscape-painting way. Growing up in southern New Mexico, Keshet would ride her horse into the desert, always packing her sketchbook in her saddlebag. Unlike those who saw sparse desert landscapes, she saw beauty everywhere and wanted to paint it. Her love of art earned Keshet a BFA in sculpture and graphic design, but she eventually turned to painting. She mostly prefers to paint in oils, en plein air style, and uses photographs and sketches for her studio pieces. Her paintings have been displayed in galleries and museums across the country and have garnered numerous awards, among them, first place at the Annual Show of Western Art at the Museum of Western Colorado and second place at the 2018 Red Brick Plein Air Festival in Aspen.

Keshet, who lives in the upper North Fork Valley, still loves to ride, and still carries her sketchpad wherever she goes. She makes a modest living off of her paintings. She captures the beauty of the west’s landscapes, but unlike other landscape artists, she includes the scars caused by human activity. A forested hillside with a new road gouged across it, padlocked gates flanked by formidable fences and signs warning passers-by to keep out, drill pads, storage tanks and abandoned mines. Destruction of the environment is something that keeps her awake at night. The concept of using her art for environmental causes came to her at the 2017 Cherry Days festival while volunteering for West Elk Mountain Search and Rescue. She wanted to bring attention to what’s happening to the planet, but writing letters and making calls didn’t suit her. “I just can’t talk to people to convince them that what they think is wrong and I’m right,” or what she calls the “adrenaline emotions,” she said. When that happens, “Really, both sides are terrible.” Instead, she seeks a middle ground. Art, she says, is some-

thing most people can relate to. Walking into the Western Slope Conservation Center Cherry Days booth she noticed several colorful maps of the North Fork area, little cross hatches marking where oil and gas lease sales were proposed, among them, areas where she and her friends ride horses. “And then it came to me,” she said. She vowed to paint those areas, post them on social media, and hold an exhibition of her work. She sees the medium as “raising awareness in a different way, not ‘SOS,’ the same old stuff.” She knew she wouldn’t get rich selling paintings of gates and oil tanks and coal mine gob piles, and she really doesn’t want to. She worked with WSCC staff to identify those areas of public land she could legally access, packed her easel, brushes and pigments and her faithful dog Tova into the car and headed out. On her first outing she noticed two green storage tanks standing against a grove of spruce trees. They were barely noticeable, but the ground around them was void of vegetation and the smell of Roundup hung heavy in the air. “I saw the horror in the scene, and yet, the beauty,” she said. “So I painted it.” To her surprise, the painting sold right away. She needed a theme. She’s had a special relationship with trees since she was a little girl riding her horse through the desert. In FFA she studied pomology, and planted a peach orchard in her family yard. “I just have always loved trees, said Keshet. “I feel really close to them.” She decided on “Tree Hugging Cowgirl... That’s my dichotomy,” she says. “Cowgirls: generally conservative; tree huggers: generally liberal. That’s the middle path.” The expression reminded her of Julia Butterfly Hill. In 1997 Hill climbed a 1,500year-old California redwood tree and stayed there for more than 700 days to protest logging of old growth trees. But in researching the roots of the expression, Keshet discovered

something more. The original tree huggers were a group of 360 men and women of the Bishnois branch of Hinduism who in 1730 were massacred trying to protect their trees from being axed to build a palace for the maharajah. Their act is considered the first example of non-violent protests affecting environmental policy and led to a royal decree banning the cutting of trees. Today, the area is a nature preserve. “I thought that was really a brave act,” she said. She could see herself as one of those protesters, risking her life for the trees. Her paintings are doing quite well. The Conservation Center hosted her first Tree Hugging Cowgirl exhibit last November. Keshet founded the organization’s Conservation Days program in which WSCC partners with numerous organizations and entities to bring every fourth grade student in Delta County to Paonia River Park for a day of outdoor learning. She committed half of the show’s proceeds to WSCC, which earned the organization more than $700. The exhibit then went to the Center for the Arts Crested Butte. Last spring Keshet was one of 30 Colorado artists featured in the “Our Planet” exhibit at the National Center for Atmospheric Research gallery in Boulder. The show features works inspired by the environment in a changing planet and is based on the environmental movement that began in the 1960s with the release of Rachel Carson’s book, “Silent Spring.” Of those artists she was one of 16 selected for the “Our Planet” show running through June at the Koelbel Library in Centennial. From July 22-Oct 2 her works will be featured at the Fort Collins Museum

of Art. Locally her work is displayed at Root and Vine in Paonia and Tada! Your Art Space in Delta. She’ll also host an open studio for the second annual North Fork Valley Creative Coalition Art and Ag studio and farm tour Aug. 31-Sept. 1. Keshet says her work is about raising awareness and getting people to see the landscapes, even those that may seem ugly at first, in new ways. She compares her paintings of the upper North Fork Valley to early photos of the area when there were more orchards and less development. “Who knows what this place is going to look like in five years or 10 years,” she said. “I want people to remember it as it was. It may not be the beautiful part, but it’s important.”
