T
o date there is no respite to the unfettered violence in the three countries where the West intervened during the past decade – Afghanistan, Iraq and Libya. IEDs continue to cause large numbers of casualties in these countries. A further cause for grave concern is that the so-called Islamic State (ISIS) or its affiliates have moved into each of these countries. The security situation in Afghanistan from the Humanitarian Mine Action perspective deteriorated significantly in 2014. “The total of 34 de-miners killed in 2014 is almost equal to the total number killed over the previous four years combined,” said a press statement released by the Mine Action Coordination Centre of Afghanistan (MACCA).i Afghan President Ashraf Ghani publicly acknowledged for the first time on 21 March that ISIS was gaining influence in Afghanistan. In Iraq ISIS marauding hordes have occupied significant portions of the country. Former UN Secretary-General Kofi Annan recently stated that in his opinion the 2003 Coalition invasion of Iraq helped create the Islamic State group. “I was against this invasion and my fears have been founded. The breakup of the Iraqi forces poured hundreds if not thousands of disgruntled soldiers and police officers onto the streets,” said Annan. He noted that some of these disgruntled security forces subsequently joined ISIS.ii The ill-conceived disbandment of the Iraqi Army by the Coalition Provisional Authority in 2003 did much to explain the very poor performance of the Iraqi Armed forces in their initial response to the ISIS invasion of Iraq. Finally Libya remains a dysfunctional state where the internationally recognised government operates from Tobruk in the east of the country while rebels retain Tripoli – the erstwhile capital. ISIS has also moved into Libya to exploit the chaos and power vacuum. 8

Naval Captain Erwan Roche and Anne Morel of the Permanent Representation of France to the UN Disarmament Conference in Geneva underline the global scourge of IEDs as an existential threat to the international community. They explain the work that has and is being undertaken under the auspices of the Amended Protocol II - Certain Conventional Weaponsin relation to IEDs, and the challenges in this respect. They point out that while much has been done, there is still the need to increase the coordination of initiatives to reinforce the global response to IEDs. In his article on Explosive Risk Management, Lieutenant Colonel Florin Obreja of the NATO Military Engineering Centre of Excellence provides a compelling case for a standardised process within NATO and its partners for assessing the risks associated with Explosive Ordnance. He points out that this does not currently exist and such a standardised and endorsed process would reduce the time and money spent on the current ad hoc process currently required for each operation. Colonel HR Naidu Gade (Retd), Chief Consultant of CBRNe Secure India discusses the criticality of Preparing the Force as part of the holistic approach to successful C-IED operations in India. The combination of effective personnel selection, high quality training, the provision of current information and timely and actionable intelligence and the appropriate equipment backed up by modern technology is essential to the successful Preparation of the Force. Dr Christine R. Gardner of Anchor Counseling and Consulting examines the interaction between the Intelligence Community (IC) and Law Enforcement Community (LEC) in the United States. The 9/11 National Commission Report on the Terrorist Attacks on the United States concluded that the failure to

coordinate activities and share information between the IC and LEC was one of the biggest failures contributing to the 9/11 attacks. The Report stated that IC and LEC needed to change their organisational cultures from the need to know to having a duty to share. Dr Gardner examines a 2014 quantitative study comparing the organisational cultures of these communities. She concludes that the ever expanding threats that we face today require that the IC and LEC have organisational cultures that facilitate effective collaboration and information and intelligence sharing. The article on ASELSAN’s Innovative C-IED Solutions is a most interesting and informative insight into a broad cross section of the latest cutting edge C-IED technologies. ASELSAN is a highly successful global defence and advanced electronics technology company that supplies governmental and commercial customers and is Turkey’s largest Research and Development Centre. The article provides a timely reminder of the vital necessity for the latest technology as a key component in the global C-IED strategy. The NATO Communication and Information Agency gives a highly topical overview on the ways in which Augmented Reality (AR) Technologies can support dismounted military operations. AR systems combine real and virtual information in real time by aligning real and virtual objects in the field of view of the user. The Helmet-Mounted Displays used by fast jet pilots are a good example of current AR technology. These and other excellent articles constitute this edition of the Counter-IED Report. ■

Rob Hyde-Bales biography During his career in the UK Royal Engineers, Rob Hyde-Bales was responsible for landmine clearance in Libya and, more latterly, Afghanistan in the running of the first United Nations humanitarian landmine clearance training programme – Operation Salam. The programme trained Afghan male refugees in landmine clearance techniques, and Afghan women and children in mine awareness and avoidance training. More recently he set up the Caribbean Search Centre in Kingston, Jamaica. The Centre is designed to train security forces across the Caribbean in modern search techniques. After retiring from the army he joined Cranfield University at Shrivenham, near Oxford, and undertook a research project on behalf of the UK Ministry of Defence that examined ways to improve the sharing of IED threat information between the military and civilian organisations in hazardous areas. counteriedreport.com
