PRESIDENT’S MESSAGE: Greetings Everyone!

These last months have been busy and with the breeding and hunting season behind us, and hopes of spring around the corner what better time to share the work your PDFA Board has accomplished.

The last several months have consumed the Board of Directors with preparations and planning for the PA Deer and Outdoor Expo. This is the association’s annual fundraiser. For the first time in my tenure on the board this event was in February. From a planning perspective this had its own challenges all of which I think we addressed nicely as a group.

In separate news, we have over the past year been finalizing a “tax” strategy bill. This effort was largely spear-headed by Mike and Mark Gee in conjunction with Milliron-Goodman. This proposed updated tax language now has a bill number and we hope the folks over on the hill can provide the much need clarity to the Department of Revenue on the issue. Please see the update with details in the following pages of this newsletter from Milliron-Goodman.

Also last year the legislature approved a grant fund for one million dollars specifically ear marked for “CWD research.” Through the efforts of the PDFA it appears that some of the money will be tailored towards live test diagnostics which can better serve the industry in the future. We look forward to working with Dr. Davin Henderson on the project.

Recap of the Event-

The day stated with booth visitations and we kicked things off with our annual membership meeting.

Following that a short presentation by Dennis Simpson on Humic Acid and the current body of work relating to the cervid industry was presented. PDFA President Josh Newton had an excellent interview/conversation with NADEFA Executive Director Shawn Schafer regarding CWD from a regulatory impact standpoint but also covering the research that is being conducted. This included genetic studies, live testing, and vaccine work.

The Board of Directors opted to record this segment and will have a video for review on our website very soon.

Following the lunch sponsored by our friends at Wildlife Pharmaceuticals the benefit auction ensued. PDFA launched an initiative to start a “Legal Fund” raising a few thousand dollars for the coffers. This fund will be used to pay for legal counsel for the PDFA as needed relating to legal issues that may arise regarding a variety of regulatory matters in Cervid Farming.

Overall the moral in the room was great with old friends and new faces alike participating in the various raffles and fundraising endeavors throughout the day.

PDFA President Newton has also been forging relationships in new places over the past year. The relationships with researchers and staff at various universities in PA, Government and private industry throughout the Commonwealth should start bearing fruit soon. In the same vain PDFA leadership continues to dialogue with the Department of AG over policy programs, initiatives and concerns. Conversations pave new ground in each communication. Let us all hope and pray that those who have influence over the farms in PA use a science-based common-sense approach to all they do.

In a closing note I would like to welcome the new PDFA board members to the board. Each will be serving a 3 year term. The fresh faces and vigor that can bring to a Board is needed. I hope everyone has a great couple of months ahead. If there is anything we as an association can do please let us know.

IN REVIEW On February 22, 2020 vendors, sponsors, business affiliates, friends and families all converged to Harrisburg PA for the Annual Pennsylvania Deer Farmers Association Fundraiser. The Venue opened at 7:30am with the program starting off with a talk from Dennis Simpson on humic acid followed by a discussion from our PDFA President Josh Newton and Executive Director of North American Deer Farmers Association Shawn Shaeffer. Topics included CWD regulations, research, humic acid and industry news.

Auction began at noon and all bidders and buyers kept the day very entertaining with a great selection of items donated from our membership.

PDFA Yearling Buck Antler Competition As the record keeper for the PDFA yearling buck antler competition, I want to thank all who entered their antlers and Thank You to all who donated and purchased semen in the PDFA fundraiser. Yearling bucks produced from semen that was purchased during the 2017 PDFA fundraiser were entered at the 2020 PDFA PA Deer and Outdoor Expo. The person who grew the largest typical yearling official SCI scored with less than 15% extras received $2,000 cash and the largest nontypical yearling official SCI scored received $2,000 cash and the person who donated the straw semen that grew the largest yearling received $500 cash and a lifetime PDFA membership.

Congrats to the winners. Joseph Burkholder raised the largest typical yearling at 86 3/8� with being a Stolen Eagle son out of a Climax doe DNA# 72829 and the semen was donated by Emanuel Stoltzfus.

And John Ervin Stoltzfus raised the largest nontypical yearling at 287 6/8� with being a Freedom XL son out of a Jumbo daughter DNA# 195306 and the semen was donated by Amos Stoltzfus.

Health Preparation Prior to Fawning There are many steps you can take in anticipation of fawning. Below are some practical ways you can actively ensure a successful fawning.

Breeding Pens Does need to be placed in breeding pens at the least several weeks and preferably 30-60 days prior to fawning to ensure they establish a social order. Before deciding which does should go into pens together, think about their social interactions and which are dominant versus which are more submissive. Sometimes placing the more aggressive does together is best as they are able to hash out the hierarchy and establish a healthy social environment. This is where paying close attention and taking notes can be helpful. Know how your animals interact and place them in pens for optimal health and the least amount of stress prior to fawning. They need time to acclimate to the new environment and animals, especially ones they have never been introduced to before.

Conditioning and Feed It’s always important to pay close attention to the conditioning of your doe(s) prior to fawning. Healthy adult does need some body fat but not too much. Excessive body fat or over-conditioning could cause difficulties when fawning. Dystocia, a difficult birth, is not often seen in Whitetail due to multiple births, but is sometimes seen in Elk. Knowing your species well, speaking to other cervid farmers and paying close attention when the due date is nearing is important to having a healthy fawning experience. The severity or mildness of the winter season will affect the amount of fat on your cervid. Keep all these factors in mind when thinking about what to feed and how much.

Most likely you will want to feed a diet full of rich nutrients, with adequate and balanced amounts of protein, fat and fiber. If a quality commercial feed is unavailable consider a custom ration. Custom ra-

tions can be tailored to best fit your farm conditions and animal type. Always use the best possible ingredients when researching or mixing feed. Not all ingredients are created equal and it will show in your herd health over the course of time. Outside of labor costs, feed should be your largest expense by far, therefore make it the best for your money. Additionally, think about adding variety to your feed. You can look to feed seasonal fruit that may be left from a local orchard. Deer love apples and many times there are “seconds” or bruised fruit you can obtain from your local apple orchard with a heavy discount. Cervid are browsers by nature and benefit from browse (branches, leaves etc) from a maple, oak or fruit tree placed in their pasture or cut branches brought in. If you have access to fresh alfalfa and clover consider placing some in their enclosure for them to graze on. Another important aspect of feed is the addition of probiotics for your does preparing to fawn. The Farm Pack is an all-natural micro encapsulated probiotic which is mixed into your feed and maximizes consumption, nutrient absorption and conditioning. A variety of all these feeds along with supplemental probiotics will help maintain a healthy rumen, intestinal tract and optimal health.

Worming Coccidia are parasites that many Cervid have to contend with. There are some ways you can facilitate preventing the infection of Coccidia. This parasite causes diarrhea and can be prevented with some practical steps. First of all the more room your deer and elk have the less likely they are to contract this parasite, so overcrowding should be avoided. Also, if past farm history suggests coccidia issues may be present, administering a preventative medication in their feed or water approximately 30 days prior to fawning should assist in keeping them clear from transmitting Coccidia.

There are a host of other parasites cervid could become infected with so it is important to keep good records and have your animals on a worming schedule in accordance with you VCPR. You can choose to use injectable wormers, oral wormers or topical applications. If you suspect your does have parasites, take a fecal sample and have your veterinarian or lab analyze the sample for Coccidia and other parasites. This is a very inexpensive test and provides a target result if a parasite(s) is discovered.

Record Keeping Good records are essential in diagnosing or noticing any problems within your herd. “The shortest pencil is better than the longest memory.” Know your animals as best you can and know their normal behaviors. In the cervid industry you would most likely use an ear tag or another method for identification. On your records you want to track their ID (official or unofficial), dates of any care, dates and dosage of any medication administered and any other physical characteristics or notes. You also need to record how many fawns they freshened and their condition upon birth. Note their udder before and after fawning to get a whole picture of how the doe performs. Signs of Fawning Many experienced owners can recognize the signs that their doe will freshen imminently. Many will notice the appearance of a tight belly. Their bag will drop and udder will fill, sometimes this is called “bagging up.” Udder size is different on all animals so play close attention when the expected fawning date is close. Another factor in recognizing fawning is the does behavior; she may pace or walk the fences more often than normal. Overly aggressive behavior is another signal that a doe may be close to delivering fawn(s). Pay close attention and you should have an idea when fawns will arrive.

Farm Show 2020 – Meet & Greet By: Bruce Snyder In January, my wife Tammy and I attended the 2020 Pennsylvania Farm Show to represent the PDFA at our booth.

Knowing we would meet and speak with many people who would have questions of all types. We spoke with hundreds of men, women and children during our time at the show. We talked about anything and everything from the weather to questions about the deer industry. But the reason I am writing this article is because of an amazing young man [Chris] and his father [Steve] who stopped at our booth to chat with us.

After all the normal talk and standard question and concerns, Steve starts telling me an incredible story that took place in Michigan, November 2017. So here it goes! Let me start off by saying this family has been faced with obstacles throughout life that NO family should ever have to face. The son Chris has a medical issue from birth. I could see from the smile on Chris face he was loved and cherished as all children should be. Earlier in that year Steve and Chris were attending an outdoor expo when they stopped to chat with a hunting preserve [outdoor adventures] at their booth. While talking to Steve and Chris they realized Chris passion for hunting and the outdoors. But Chris has never had the opportunity to hold the rifle and pull the trigger. When they ask Steve about this, they learned Chris could not hold the rifle, look through the scope, and successfully pull the trigger. It only took seconds for the preserve to invite this special family to their hunting preserve and lodge. And for Chris to have an experience he will never forget. So, in November 2017 Steve and Chris headed on a journey to Michigan’s Outdoor Adventures Preserve, sponsored by the Foundation for Hope. Steve and Chris had no idea what to expect, in fact Steve said he was so worried that they would get there and maybe, just maybe he would have to break his

sons heart and explain to him that it may not work, and the drive was for nothing. After many miles and hours in the vehicle they pulled into their destination. Soon after meeting with the preserve and the guides, Steve and Chris were shown the equipment which has been specially made for people with disabilities. All worries were gone! Steve new this was going to result in success and happiness for Chris. With so much joy and excitement in Chris eyes, the guides suggested going hunting that afternoon. A smile on Chris face the size of the sun and moon told the guides they made the correct choice. Once set up in the blind the only thing left to do was wait for a buck to appear. In a short time [seemed like days for Chris] a whitetail buck started to make an appearance. The excitement and the smile was all Chris could handle. The video screen and joystick [controlled by Chris] started to move. Chris was aiming at the deer! As Chris pushed down on the joystick the gun went “ BANG “!! Something Chris had never experienced before “SUCCESS” he had harvested his very own buck of a lifetime.

The preserve had the buck shoulder mounted by the Wildlife Gallery and mailed to Chris. It is stories like these moments in life, which make me proud to be a sportsman. Congrats Chris we are all proud of you! Thank you, Steve, for taking the time to speak with me and sharing your families amazing story. I am proud to say there are people in our hu ting industry that choose to make things like this happen. From the parents, to the preserve and guides, to the Hope Foundation, to the taxidermist.

Your PDFA Board of Directors are continually looking for ways to be more nimble and operate more efficiently. One of these ways is by utilizing email voting. Email voting will allow the Board to more quickly make decisions and react to situations in between regularly scheduled board meetings.

Some topics do not need much discussion and instead of calling an off-cycle meeting or wait until the next board meeting, consensus can be gained, and progress achieved by voting via email. The highlighted areas of the Bylaws below are the proposed changes. These changes will be voted on at the 2020 Deer and Outdoor Expo Member Meeting in February.

Article I. Name and Mission Section 1. This association shall be known as the “Pennsylvania Deer Farmers Association, Inc.”

Section 2. Mission of the Pennsylvania Deer Farmers Association A. To preserve and promote and protect Pennsylvania’s quality Cervid industry.

B. To provide educational opportunities for our members through the sharing of information, to educate the general public and others about the Cervid industry.

C. To be a collective voice in governmental and any other issues that may benefit or adversely affect the Cervid industry.

D. Promote high ethical standards in the care, handling, and harvesting Pennsylvania’s Cervids.

E. To insist that our membership operate in a legal, honest and forthright manner with fellow members, other cervid producers and the general public.

F. This association shall be licensed by the state of Pennsylvania, and operated as a nonprofit organization.

Article II. Membership Section 1. Membership dues A. The board of directors shall set the amount of membership dues.

Genetic Resistance Testing for Prions Now Available in PA If you attended the Pennsylvania Deer Farmer’s Association’s (PDFA) 2019 PA Deer & Outdoor Expo, you may have seen Past President Jarrid Barry introduce Dr. Deepanker Tewari from the Pennsylvania Veterinary Laboratory in Harrisburg.

Dr. Tewari led the implementation of CWD genotype testing here in the state. The test is called CWD prion (PRNP) genotyping and can be used to understand CWD in deer herds. Testing in the first phase is focused on serving Pennsylvania deer farms.

Name of the test: CWD Prion Protein (PRNP) Genotyping Assay Fee: $25/sample plus lab accession fee of $12-$18 per case* or check www.padls.org Turn-around time: 12 business days Species: White-tailed deer Acceptable specimen types for PRNP genotyping include any of the following specimen types:

Dr. Tewari states “The test is a DNA-based test to determine the presence of several genetic variations that may affect CWD susceptibility in white-tailed deer. Each deer carries two copies of the PRNP gene —one from their sire and other from their dam. The PRNP gene contains many naturally occurring genetic variations. In CWD, no single mutation has been shown to provide complete disease resistance. However, studies show deer with mutations at codons 95Q to H, 96 G to S and 226 Q to K are less likely to test positive for CWD or show slower disease progression compared to an infected animal without these mutations. There are ongoing studies at several institutions to better understand the association of these and other mutations with CWD susceptibility and resistance.”

The $36 billion spending plan included charter school reform, funding for statewide full day kindergarten and a tuition scholarship program for PASSHE students, among others. While Democrats seemed to approve of the overall plan, Republicans cautioned that some line items are too high and need to be scaled back.

One of PDFA’s top legislative priorities this session is Senator Doug Mastriano’s (R-Franklin) SB 1036. It would amend the Tax Reform Code to clarify that Cervidae livestock operations are exempt from the Sales & Use Tax, regardless of whether the animals are marketed for game, recreational purposes, animal parts or products, or human consumption. Similarly, Cervidae livestock operations that propagate and raise cervids for hunting shall be exempt from the Sales & Use Tax. This language will align the Tax Code with Act 51 of 2006, which defined and recognized “Cervidae livestock operations” as normal agricultural operations, and will hopefully provide the Department of Revenue with much-needed clarification.

Of interest to PDFA, we are anticipating the final budget package to include funding for CWD research (similar to last year). Numbers and details have not been discussed yet, but we’ll keep you updated as negotiations continue.

2020 PA Farm Show The PDFA once again participated in the 2020 Pennsylvania Farm Show. We use this opportunity to, not only participate in the state’s premier agriculture event, but also expose and educate the public on Deer Farming. During the seven-day event, the Board of Directors and other volunteers staff the booth. All sorts of discussions are had with the public during this event. Bruce Snyder and his wife Tammy volunteered for many days during the event. Thank you for your time well spent at the Farm Show!

Membership Cost Increase The PDFA Board of Directors unanimously approved a membership price increase. Over the years, there have been very few, if any price increases. Due to rising expenses and costs of doing business and continuing our efforts to support the Pennsylvania Deer Industry, the membership cost increase is necessary. Habitat Enhancement

Create Deer-Friendly Refuge, Terrain

Increasing the number of free-range deer, wild turkey and other types of wildlife on your property may be as simple as rearranging the layout of your land. While this may be a popular subject to talk about, few private landowners have the time, equipment or expertise to make it happen. Hiring a land management company for this task can be one of the most lucrative and smartest investments you will ever make.

“Natural habitat in America is decreasing all the time and is happening all over the place,” said Derek Borkholder, manager for a habitat enhancement and land management company in Bremen, Indiana. “If you enhance your own property you won’t have to worry about what is going on around you. From a resale perspective, people are always willing to pay more for an enhanced property that attracts wildlife, should you ever decide to sell.”

Well-equipped land management companies can cover all aspects of habitat enhancement from eliminating less productive trees and vegetation and replacing them with perhaps younger, more desirable trees, vegetation and tall grasses. Taking into account the lay of your land and the direction of the wind, land management companies specialize in physically accessing your property, while addressing your goals for attracting wildlife. Aerial view drawings are typically created along with recommendations for making your property align with these goals. A “vision” for your property begins to take shape.

Some recommendations include building hunting stands and planting food plots near the edge of your land, while creating a sanctuary in the middle of your property for wildlife such as deer to bed down, feel safe and hide at night. “When that deer gets up to go eat, it’ll head right toward the food plot,” Borkholder said. “If it ever gets spooked and runs off, it’ll just go deeper into your property.”

Land management companies can provide additional services as well, such as regular year-round mowing, hunting blind installation and camera installation on trees or posts to catch and monitor wildlife activity. However actively managing a property ceases from October through December during the hunting season, and usually starts up once again in the beginning of the year.

Land enhancement projects can range in size from a 20-acre parcel of land all the way up to 250 acres or even larger.

Customers of land enhancement projects are generally very happy with the end results. “The feedback has been very positive,” said Leon Miller, owner of the same land management company managed by Borkholder. “There is a science behind it.

You need the right ideas and approach, so you make the very most of what you have.”

Deer populations may increase by 10 or 20 times on your property with the right habitat enhancement. As part of the enhancement, older trees are harvested to make way for young ones. Additional attractants such as man-made ponds, acorn trees, ever greens, white pines and spruce may be added
