Deepalaya began its journey as a Health and Rehabilitation Programme Coordination Unit under Nehru Yuva Kendra, Purnia, focusing on communitydriven health and disability rehabilitation initiatives.

Deepalaya is actively redefining its vision and objectives, strengthening collaborations with government agencies and institutions, forging alliances with like-minded donors and partners to enhance strategic planning and sustainability, and establishing a clear framework for future leadership.

Deepalaya was established as a civil society organization committed to rehabilitation and education for persons with physical and developmental disabilities. Over the years, it forged strong collaborations with government agencies such as the National Trust, Rehabilitation Council of India, NIMHR, and BEP GoB, facilitating impactful interventions. Deepalaya was also entrusted with implementing and expanding key government initiatives, including the Women Help Line, Anganwadi Training Centre (AWTC), and Short Stay Home, aimed at enhancing livelihoods, safeguarding domestic rights, and providing shelter for women affected by trafficking.

In parallel, Deepalaya partnered with organizations like the Aga Khan Foundation (AKF), Handicap International (Canada), and Nomi Network to implement education, life skills, rehabilitation, and relief projects across Purnia, Supaul, Saharsa, and Bhawanipur districts.

Through these initiatives, Deepalaya expanded its outreach, gained expertise across multiple domains, and earned recognition at state and national levels.

This period marked a defining phase in Deepalaya’s journey. However, the COVID-19 pandemic underscored critical areas for growth, emphasizing the need for long-term sustainability, diversified partnerships, and greater strategic clarity.

Introduction Deepalaya M.S.E.V.P.S: Embracing Diversity and Fostering Unity At Deepalaya, we honor the inherent beauty and diversity of every individual. Our mission is to promote social and economic development by fostering inclusivity for individuals with intellectual and developmental disabilities (IDD), cerebral palsy, and multiple disabilities, while advocating for equality, protection, and social justice

for women and adolescents. To this end, we have formulated a strategic plan that aligns with our vision, mission, and core values. Currently, our funding is primarily allocated to educational services for adolescents and girls. However, we have been diligently providing rehabilitation services for individuals with disabilities in the district, supported by generous small donations from stakeholders and parents. This strategic plan outlines forthcoming initiatives aimed at enhancing services for individuals with disabilities, backed by various national and international organizations. Our focus will include improving secondary and higher secondary education opportunities for children with IDD, promoting self-advocacy, and enhancing existing comprehensive care for individuals with Autism Spectrum Disorder (ASD). We firmly believe that everyone has the right to understand their rights and be empowered to advocate for themselves.

Central to Deepalaya's mission is the commitment to creating a more inclusive society, especially for those who require it the most. Through new initiatives such as the Self-Advocacy Movement, which has gained traction in major metropolitan areas, and Mental Health Awareness campaigns, Deepalaya is poised to take proactive steps toward achieving these vital goals.

Executive Summary We are proud to introduce Deepalaya MSEVPS’s Strategic Plan for 2025-2030, which focuses on creating a more inclusive and supportive environment for individuals with intellectual and developmental disabilities, particularly divyangjan. A key aspect of our mission is to provide meaningful education opportunities for divyangjan, ensuring that they have access to the tools and resources necessary to develop their skills and thrive in society.

Through our specialized education programs, we aim to foster both academic and personal growth, empowering individuals to become active participants in their communities and ensuring their rights to education are upheld. In addition to education, our plan emphasizes the creation of sustainable livelihood opportunities for women and adolescents. We also believe that economic empowerment is a powerful tool for breaking the cycle of poverty and inequality. Our programs will be designed to equip women and young people with the vocational skills, life skills, and financial literacy needed to secure meaningful employment or start their own businesses. By promoting self-reliance and economic independence, we aim to uplift entire communities and ensure that women and adolescents, often among the most vulnerable, are given the opportunity to shape their futures. This dual focus on education for divyangjan and livelihood opportunities for women and adolescents forms the cornerstone of our strategy to create a more equitable and inclusive society and tireless believe to work for this goal.

A full time dedicated social activist with over 28 years of experience in Developmental works. He looks after the day to day functioning and planning of various projects being undertaken by the organisation

Manila Kumari (Treasurer) An advocate by profession and a social activist with over 15 years in developmental work. She has been providing constant support and guidance under the training programme of AWTC workers and special education programs (ECCE programs) at Deepalaya.

The Plan in brief The Strategic Plan 2025-2030 outlines Deepalaya's commitment to creating meaningful impact by embracing diversity and empowering children with intellectual disabilities, women, and adolescents through targeted initiatives and transformative efforts.

Inclusive Education and Special Education for Children with Intellectual disability: With increasing need to enhance education opportunity, Deepalaya’s prioritises inclusive education by enhancing teacher capacities to incorporate inclusive techniques through specialized training and assistive technologies like UDL (Universal Design of Learning) and Easy Read to support students with disabilities. To strengthen these Deepalaya plans to ensure equitable learning opportunities to promote more enrollment with the ease of studying at one own pace, the organization will be implementing the National Institute of Open Schooling (NIOS) framework, to provide accessible education to 5,000 children with and without disabilities, dropouts, and those with Specific Learning and Intellectual Disabilities up to Class 10.

Care and Rehabilitation for all with Community Based approach CARE as a program has been a key component of Deepalaya’s strategic plan. Infrastructure constrains have always challenged the scale of the Respite Care program at Deepalaya.

Respite Care being one of the successfully implemeted programs, the Deenbandhu Residential Care Centre will be the new foundation of the Respite Care program and will provide comprehensive support, including medical care, therapy, and recreational services for individuals with high support needs to enable joyful living.. Mobile Health and Rehabilitation Services will extend essential care to underserved rural areas, complemented by the establishment of community rehabilitation committees to ensure localized ownership and support. Community Awareness campaigns will focus on early disability detection, rights education, and stigma reduction, while mobility & hearing aids and other asistive aid will be distributed to enhance accessibility for beneficiaries.

Livelihood and Life Skill Development Our plan includes establishing a computer training center to equip individuals with intellectual disabilities (IDD) with essential skills in basic software operations and design. We are also committed to providing vocational training programs for women and adolescents, focusing on life skills and trades such as tailoring, IT, and caregiving, to promote self-reliance and employment. Additionally, we will support job placement and self-employment by conducting market analyses and fostering community collaborations, ensuring long-term economic empowerment for children with disabilities and women alike.

Deepalaya is intensifying its efforts to advance the rights of children with disabilities, aligning with the Convention on the Rights of Persons with Disabilities and supporting national and local priorities. Our initiatives aim to provide inclusive and accessible services for children with disabilities and their caregivers across critical areas such as health, education, child protection, and sanitation. These efforts encompass universally accessible services and targeted interventions, including the provision of assistive devices and measures to enhance accessibility, ensuring the full participation of children with disabilities in their communities. Additionally, to support the government’s goal of achieving 100% issuance of Unique Disability ID (UDID) cards in the district, Deepalaya will actively assist Divyangjan in securing UDID cards or disability certificates by organizing camps, facilitating documentation, and coordinating with government agencies. , Deepalaya is committed to enhancing the capacity of its team as part of its Strategic Plan.

This includes targeted training programs to equip team members with advanced skills, enabling them to make meaningful contributions toward achieving organizational goals. Furthermore, the plan aims to foster a sense of ownership among team members, encouraging active participation in decisionmaking and project execution. By strengthening the commitment and expertise of its workforce, Deepalaya seeks to promote organizational development, ensure long-term sustainability, and amplify its impact on the communities it serves.

Engaging Young Minds as Collaborative Advisors and Equal Partners in Development Deepalaya recognizes the immense potential of young people to bring fresh perspectives, innovative ideas, and dynamic energy to its initiatives. As part of its Strategic Plan 20252030, the organization will actively engage youth in various advisory and operational roles, ensuring their voices are integrated into program design, implementation, and evaluation. Youth will be invited to participate in advisory councils and advocacy focus groups, to provide insights on issues affecting their peers and communities. By fostering an environment that values their contributions, Deepalaya aims to harness their creativity and commitment to drive impactful change.

To nurture future leaders and ensure continuity in organisational leadership, Deepalaya will create pathways for young talent from among the organisation and outside to take on higher management roles. This includes establishing mentorship programmes, where experienced leaders guide young professionals to develop the skills necessary for strategic decision-making and organisational leadership. Additionally, the organisation will reserve a percentage of its managerial positions for young professionals with demonstrated potential, ensuring that they are equipped with the training and responsibilities needed to excel. A focus will also be placed on promoting diversity within these roles, encouraging representation from varied backgrounds and experiences.

Also, Deepalaya will be taking part in campus placement drives across various colleges and institutes to hire fresh minds.

Plan 1: Inclusive Special Education &Skill Development To enhance education initiatives Deepalaya will ensure implementation of the strategies with a vision that no child is left behind.

Inclusive Education Initiatives & Skill development of Children with intellectual & developmental disability : DIHE / Think LAB Deepalaya aims to promote inclusive education by enhancing teachers' skills through specialized training and the integration of assistive technologies. This initiative ensures educators are equipped to effectively teach students with disabilities. Additionally, Deepalaya is committed to making education accessible to 1,000 children by implementing the National Institute of Open Schooling (NIOS) framework. This program caters to children with and without disabilities, school dropouts, and those with specific learning or intellectual disabilities, covering classes 1 to 10.

Recognizing computer literacy as a critical tool for livelihood generation, Deepalaya proposes establishing a dedicated computer training center for individuals with Intellectual and Developmental Disabilities (IDD). This initiative aims to empower them with fundamental skills to effectively use MS Tools and basic design and editing software. By promoting e-learning and digital proficiency, Deepalaya seeks to enhance their employability and foster greater independence in a technology-driven world.

Special Education and Life Skill Programs : DSS Deepalaya has been a pioneer in implementing special education programs in partnership with various government agencies over short periods of time across the years. However, Deepalaya is now partnering with international organisations to leverage resources and expertise in establishing and expanding special education programs for children with intellectual and developmental disabilities. Not only this, Life skill programs for children with developmental disabilities like Cerebral Palsy and IDD will be launched and implemented at Community levels.

Monitoring and Evaluation Monitoring and evaluation mechanisms are based on key performance indicators (KPIs), and they help in tracking progress towards the goals and objectives of Education programmes:

Plan 2: Care and Rehabilitation through Community Based Approach The care program will focus on creating a safe environment for the destitute and families in crises.

It will have a provision for persons of all income groups like lower income and below poverty line category.

Respite and Residential Care Services : Deenbandhu Residential Care Center Respite care is essential to support families of individuals with severe disabilities, alleviating caregiver burnout while ensuring specialized attention for those with high support needs. Deepalaya plans to address this by establishing a care center offering medical services, therapy, and recreational activities in a nurturing environment. The center will employ skilled caregivers, therapists, and social workers to deliver professional, personalized care, ensuring both the individuals and their families receive the support needed for improved well-being.

Community Based Rehabilitation Services : Sahara Setu Mobile Health Clinics and Rehabilitation Services are transformative initiatives in Community-Based Rehabilitation (CBR), especially in rural and underserved areas where healthcare access is limited.

These mobile services bridge critical gaps by delivering essential health and rehabilitation interventions directly to the communities in need.

To ensure sustainability and local engagement, Deepalaya proposes establishing Community Rehabilitation Committees. These committees will include persons with disabilities (PwDs), their families, local authorities, and health professionals, fostering inclusive decision-making and ownership. By involving diverse stakeholders, the program aims to enhance the relevance and effectiveness of rehabilitation services, while empowering communities to take charge of their longterm health and well-being.

Disha/Vikas Day Care Center (National Trust) Deepalaya plans to revitalize its partnership with the National Trust, Government of India, to implement two of its nationally successful programs in the Purnia district. This reorganization marks a significant step towards scaling up collaboration, with a focus on adapting these initiatives to meet the local needs of individuals with disabilities. By leveraging the proven frameworks of the National Trust and expanding their reach, this initiative aims to deliver impactful and sustainable support to the region.

Life Skill and Livelihood Training : Swayamsiddha Deepalaya will implement a two-pronged strategy to empower women and adolescents through life skills training and employment generation. The program will focus on equipping participants with essential skills such as communication, decision-making, and financial literacy to enhance their personal and professional growth. Concurrently, the initiative will conduct market scans to identify viable job opportunities and assess demand-driven self-employment ideas tailored to local contexts.

To create sustainable livelihood pathways, targeted workshops will be organized to train housewives and adolescents in market-relevant skills. This will include sessions on entrepreneurship and small business management, enabling participants to establish home-based ventures or pursue employment. Partnerships with local industries, microfinance institutions, and vocational training providers will be leveraged to ensure that the program aligns with economic opportunities and fosters long-term self-reliance.

Deepalaya will adopt an integrated approach to empower women, adolescents, and girls by addressing their educational, livelihood, and health needs.

The life skills and livelihood training program will focus on equipping women and adolescents with critical skills such as financial literacy, communication, and entrepreneurship.

By conducting market scans, Deepalaya will identify local job opportunities and create tailored self-employment ideas, particularly for housewives and adolescent girls, fostering economic independence and community engagement.

Simultaneously, the girl education program will ensure access to quality education, particularly for out-of-school girls, by bridging enrollment gaps and providing remedial support. The program will also incorporate adolescent health initiatives, focusing on menstrual hygiene, nutrition awareness, and mental health. Workshops and awareness campaigns will engage families, schools, and local health workers to create a supportive ecosystem. These interconnected strategies aim to foster holistic development, ensuring participants can lead empowered, self-reliant lives while contributing meaningfully to their communities.

Additionally, corporate sponsorships and CSR contributions will be pursued by establishing meaningful partnerships with companies committed to social responsibility. For HNI donors, Deepalaya intends to design personalized engagement strategies, such as one-on-one meetings and tailored communication, fostering long-term relationships and patronage. Crowdfunding platforms like Milaap and Ketto will be utilized to connect with a broader audience, enabling community-driven support. Simultaneously, the organization will explore government grants and social welfare schemes to leverage available resources for better sustainability and impact. These multi-pronged efforts would allow Deepalaya to create a sustainable and impactful funding model that drives its vision forward.

Deepalaya plans to leverage social media platforms to engage supporters through dynamic and participatory fundraising campaigns. For example, a “30 Days of Giving” initiative will encourage individuals to contribute daily or promote the campaign within their networks. Milestones will be celebrated through live updates, impact stories, and virtual events to maintain transparency and build trust. By fostering a sense of community and shared purpose, these campaigns will not only raise funds but also deepen connections with our audience, amplifying the collective impact of our efforts.
