Make it rain
With these simple steps, learn how to ‘add rain’ to your pictures

Create a new layer with the help of the ‘Layer’ Menu: Layer > New Layer
Add Clouds filter: Filter > Render > Clouds. Make sure BLACK is selected as the primary colour in the colour pallete.
Change the Opacity to 65%

Add Noise filter: Filter > Noise. Add Noise; set Amount at 50%. Select Gaussian and check Monochromatic from the options
Add Motion Blur filter: Filter > Blur > Motion Blur. Angle: -65, Distance: 15
Rain Effect: Finally, from the ‘Select’ Menu on the left of the Levels window, choose ‘Overlay’
