Dry Storage to be Updated: Policies and Agreement to be reviewed

DeBordieu Colony has four dry storage areas available to owners and guests. Two lots are located on Construction Road and two are on Firehouse Road. Combined, both currently have capacity for approximately 265 boats, trailers, and RVs. Gated and locked, keys to the spaces are checked out from the Security Gate.

In an effort to improve the layout and usage of these dry storage areas, the Infrastructure and Legal & Regulatory Committees are reviewing the Dry Storage Policy and Agreement as the current policy inadvertently limits utilization of the space. To assist with the layout, the DCCA has contacted an engineering firm to survey and provide a plan to reorganize these areas for maximum use of space.

1. Modify the Dry Storage Space Agreement and/or Dry Storage Policy to reflect the length of time for an owner to: • accept/decline a spot from 21 days to 10 days; • resolve a violation from 60 days to 10 days; • remove property from storage from 180 days to 10 days; • retain space after having it empty from 6 months to 30 days

Our input from the engineer has resulted in larger and wider spaces, which will allow owners and guests an easier time to store and maneuver their vehicles. The downside of the renovation is that some available spaces will be lost. However, the DCCA is confident that an amendment of the policy will address this concern. We have found that owners who may only need a space for several weeks are instead signing up for annual spots. The current policy allows owners to use a space once every six months to retain it, while the new policy will adjust that to once every 30 days. All spaces are provided on a first-come, first-served basis, and are limited to one per property. Presently, there is no charge for using

2. Require that owners utilizing the space be in good standing and current with all assessments. 3. Require the property stored to be in good working order and repair. 4. Charge a fee to utilize the space on an annual or temporary basis with all revenue generated being used to update and maintain the facilities. AROUND THE COLONY The DCCA Administrative Building is a drop-off site for Toys for Tots. The program began in 1995 when the Secretary of Defense approved it as an official activity of the U. S. Marine Corps. To date, the Marines have distributed over 469 million toys to over 216 million less fortunate children. DeBordieu residents interested in participating may drop off a new and unwrapped toy to the DCCA Administration Office. Deadline for dropping off toys is December 15, 2017.

DeBordieu Submits Permit Application for Beach Nourishment and Groins As part of our community’s long term commitment to preserving the beach and dune system, DeBordieu Colony has submitted a permit application to the state and federal agencies for beach nourishment and groins. The purpose of the project is to provide cyclical maintenance for the beach and dune system, which provides storm protection and a dry recreational beach for owners and guests as well as dry habitat for shorebirds, turtles and other wildlife. DeBordieu Canal Dredging Update After getting the required permits to dredge the canal, the next step in the process is to restore the capacity of the disposal site located behind the tennis courts. In the November, 2017 meeting the DCCA Board approved a bid to immediately begin the disposal site improvements necessary to contain the approximately 28,000 cubic yards of material expected to be dredged from the canal dredging project. Weather permitting, this portion of the project is expected to take approximately two months to complete. Additionally, the US Army Corps of Engineers and SCDHEC have approved the request to increase the dredge depth from -3.0’ to -3.5’ mean low water. This permit modification is a major accomplishment as it will increase the life of the project. If all goes according to plan, the canal dredging project will be able to begin in late 2018 and continue into the spring of 2019. The Board will conduct a cost/benefit analysis early next year, as has been done with other major projects, to finalize the overall funding for the project and to develop a fair allocation of costs for those owners who have property directly on the canal.

COMMUNITY BOARD BRIEFS The following are highlights from the DCCA November 18 Board Meeting:

• The Legal & Regulatory and Infrastructure Committees are working together to update the Dry Storage Policy and Agreement. • The beach nourishment and groin installation application has been submitted to the state and federal authorities. • OCRM released its proposed jurisdictional line changes in October. Public input has been extended. •

Electrical lines and switch boxes are being replaced and buried in the DeBordieu Blvd. median. This project is expected to be ongoing through spring, 2018.

• Site prep has begun on the DCCA-DCI joint Maintenance Building, which is expected to be completed by February, 2018. • DCCA was awarded a $10,000 Firewise Community Grant for 2018. • The DCCA Administration Office will be closed Nov. 23 and 24, and Dec. 25 and 26 for the Thanksgiving and Christmas holidays, respectively. • Bob DeVey resigned from the Board of Directors due to health reasons.

• 2018 Operational Budget with property assessments remaining at $2,800. • Retaining Nexsen/Pruet for legal assistance with beach nourishment permitting activities as necessary. • Stantec proposal for the second phase of DeBordieu Blvd. Master Plan in the amount of $29,500. Funds to be paid from the Reserve Account. • D & L Sitework, Inc. disposal basin restoration project bid in the amount of $315,000. Funds to be paid from the Reserve Account. • Spending up to $50,000 from the Reserve Account for a CCTV video inspectio of stormwater pipes to record the pipe interior circumference and possible defects as well as cleaning of stormwater pipes.
