MATHS AND SCIENCE TEACHER FIRED AND BANNED DE AAR: A teacher from one of the schools here in the Northern Cape has been fired and banned from working with children after he was found guilty of the statutory rape of a grade 7 girl from a nearby primary school. The chairperson of the disciplinary inquiry that found the De Aar teacher guilty of rape said his name should be added to the national sex offenders' register. Education Labour Relations Council arbitrator David Pietersen said it was the second time the maths and science teacher had faced allegations of sex with pupils. “I find it hard not to conclude that [the teacher] seems to be having difficulties in behaving himself around children,” he said. The teacher, who has been suspended on full pay since May 2019, may not be named because he also faces criminal proceedings for a sex offence. It emerged during the disciplinary hearing at the Colesberg magistrate's court that the 14year-old who complained to the police about the teacher in March 2018 has since had a baby and declined to give evidence. A Northern Cape education department social worker told Pietersen the girl “no longer wishes to continue with the case and only wants to focus on her schoolwork and

newborn child”. The teacher argued that if Pietersen allowed the girl's earlier affidavit to be used in the hearing, it would amount to hearsay evidence. The arbitrator said, "The teacher introduced the very same affidavit and that opened the door for the affidavit to be admitted as evidence in this inquiry.” Warrant Officer Rebecca FrancisPope, from the police forensic laboratory in Cape Town, testified that she had matched semen found on the girl's underwear and in her private part with a DNA sample from the teacher. The man claimed the evidence could have been planted after police retrieved a used condom from his car, where he had had sex with his girlfriend. But Pietersen said the teacher did not call or subpoena his girlfriend or the doctor who examined the girl. Instead, he simply denied having sex with the teenager. “The evidence of the employee can therefore not be regarded as reliable on this basis,” he said. “Having considered the substantive testimonies of the detective and the forensic analyst, coupled with the DNA report and the affidavit of the learner, I am of the view that on a balance of probabilities, the employee has committed an act of statutory rape.”

DE AAR: Alleged criminals have stroke again, this comes after the electrical cables the Duik Weg were reportedly vandalized. It is not yet clear whether the perpetrators got away with any cables but the ones left on the scene were clearly burned and cut. The municipality has urged the community members to report the cable theft, either planned or has already happened. According to the municipality, one of these

days the people would sit in darkness as thieves got away with electrical cables. “We call on our community to report the theft to the police immediately. We simply do not have the resources to properly protect all our assets with security. Working together we can move mountains.”(Emthanjeni Local Municipality media statement).


DEPARTMENT OF HEALTH CONCLUDED INVESTIGATION DE AAR: Department of Health here in the Northern Cape has concluded its investigation into allegations of patient neglect and dereliction of duty by healthcare workers at De Aar Hospital. The family of the deceased, Willemse van Syfer, who died of COVID-19 related complications, claims that he failed to receive proper medical care. Van Syfer’s family said that nurses were hardly available to assist the 75-year-old pensioner during his brief hospitalisation and there was no doctor available following his admission at the hospital. Provincial health Spokesperson Lebogang

Majaha said that the department is studying the report. “As a department, we can confirm that the task team assigned to investigate the allegations at the De Aar hospital have concluded its investigation. It is expected that the report will be made available to the head of the department for noting and appropriate action to be taken where necessary. We only feel that it will be important to meet the family and update them on this development,” said Majaha. Majaha further added that the report will be made available at a later stage to the general public and the media.

VACCINATION DRIVETHROUGH LAUNCHED NORTHERN CAPE: The health department in the Northern Cape has launched a drive-through vaccination campaign. Residents who have not been inoculated yet can get the Johnson and Johnson vaccine at the Upington Showgrounds in the comfort of their cars. The initiative will be rolled out to all five districts in the province. Provincial health department spokesperson, Lebogang Majaha said that the drive-through sites will be available over weekends. “As part of ramping up the COVID-19 vaccination drive in the province recently, we launched a groundbreaking drive-through vaccination facility in Upington. As the provincial health department, we encourage those eligible for vaccination to

visit the Upington showgrounds in the David Kuiper local municipality. This initiative will be rolled out to other districts across the province particularly during weekends between 8 am and 4 pm,” said Majaha. Meanwhile, the vaccination rollout programme to the basic education sector for educators and support staff at schools came to end. A total of 11012 educators and support staff were vaccinated, which represents 76,4% of the targeted population (14425) within the Northern Cape. This indicated that there were 3388 educators and support staff at schools that have not yet chosen the route of vaccination. Department of Education said that it was engaging the Department of Health for a possible "mop-up"

programme that will provide those who have not yet been vaccinated with the opportunity. According to the department, the vaccination has proven to be safe for those who chose it, with no reports of any adverse effects from the vaccine. The Department of Education here in the Northern Cape has thanked the Department of Health and all healthcare workers for their relentless efforts to vaccinate educators and support staff in the Province. The Department of Education would also like to appeal to all schools to remain vigilant and adhere to the COVID-19 protocols by wearing your mask at all times, wash or sanitise your hands regularly and maintain social distancing.

05 NORTHERN CAPE: If it’s not rain and snow, it’s crazy wind speeds of over 80km/h. It's time to brace for another cold front this week. The South African Weather Service (SAWS) has issued another warning for the Northern Cape and this time, the focus isn’t on snow or rain, it’s on the wind. There is an expected wind with speeds that are set to reach 85km/h ahead of a cold front. On Monday afternoon, 26 July, after days of freezing temperatures and snowfall across some parts of Mzansi, the weather service said a cold front is expected to pass over the Western Cape and Northern Cape. Right residents, are you ready for another cold front? Probably not, however, this one shouldn’t last too long according to SAWS. The weather service said this cold front, in particular, will affect us here in the Northern Cape over a 24-hour

period. SAWS also mentioned that the wind would have a minor impact, however, its likelihood was set to medium with possible impacts. While we recently experienced a cold snap, that’s not all! It’s now time for some “gusting” wind. SAWS explained that residents should expect strong and gusting northwesterly interior winds ahead of the cold front. According to the weather service, it will materialize over the southern high ground of Namakwa District in the Northern Cape. “Ahead of the cold front strong (50-70km/h) and gusting (7585km/h), north-westerly interior winds are expected over the southern high ground of Namakwa District [Northern Cape]” SAWS said. Possible impacts may include localized damage to formal and informal settlements and high-sided vehicles may be at risk of falling over as a result of crosswinds.

DROUGHT DECLARED A NATIONAL DISASTER NORTHERN CAPE: The agricultural sector has welcomed a recent declaration by the National Disaster Management Centre that it would give farmers in the drought-stricken areas of the Western Cape, Northern Cape and Eastern Cape much-needed relief. The National Disaster Management Centre called on state organs to strengthen existing structures and activate contingency plans to address the disaster. It further requested the SANDF, SAPS and any other organ of state to support the National Disaster Management Centre to prepare and submit reports on the drought. Parts of the Northern, Eastern and Western Cape have faced an average of six to nine years of drought. These areas have had to

receive relief through various state interventions. Further assistance was said to be urgently needed to stabilise local economies and preserve what was left of core breeding herds. Willem Symington, Agri SA’s chairperson of the natural resources centre of excellence, said it was a positive step by the government to recognise the plight of these areas by declaring a disaster. “We hope there will be sufficient action and assistance to help the agricultural sector and local economies to cope with the effects of the catastrophic drought,” said Symington. Andrea Campher, Agri-SA risk and disaster manager, said red tape and an insufficient budget for drought relief had deprived farmers and farmworkers in the

drought-stricken areas of their livelihood. Agri SA, in collaboration with Agri Western Cape, Agri Eastern Cape and Agri Northern Cape, launched a drought project this month. Agri Western Cape chief executive, Jannie Strydom said certain parts of the Western Cape were experiencing drought conditions for the seventh consecutive year. Producers in the Matzikama district, as well as the Central and Little Karoo, had not had any significant rain so far this year. In April, the Western Cape Department of Agriculture supported 1 115 farmers in critical and extremely critical drought-stricken areas with animal feed donations worth R12.2 million. Funds from the national level would support and promote this.

He dreams of becoming a senior manager, but because of his lack of a formal qualification, he believed he will never reach this goal. These two stories might sound unrelated, but in reality they have a lot in common. Both people were telling themselves lies about themselves. Both believed the lies they are telling themselves and both of them go into a downward spiral of thinking negative and feeling miserable. The reason for this is that trauma and negative impulses sit in our bodies and central nervous system. This prevents a person from focussing on more important issues and goals. DIE HERE SAL JOU NOOIT VERGEET NIE "Kan 'n vrou haar eie baba vergeet, haar nie ontferm oor die kind wat sy in die wêreld gebring het nie?” So vra die Here in Jes. 49:15. Die antwoord is sekerlik “nee”. Ek dink nie ’n vrou wat geboorte geskenk het, sal ooit vergeet dat sy ’n kind in die wêreld gebring het nie, selfs al is die kind nie meer daar nie, selfs al moes sy hom dalk opgee, selfs al het dié kind haar later verwerp of teleurgestel. Die Here sê: “Selfs al sou so iets kon gebeur, Ek sal jou nie vergeet nie. Ek het jou naam in my handpalms gegraveer.” Hy het ons gemaak, vir ons die lewe gegee, sy lewensasem in ons ingeblaas en Hy sal ons nie vergeet nie. Hoe gerusstellend is dit nie. Dit kan dalk vir jou voel asof almal van jou vergeet het. Almal gaan aan met hulle eie dinge, gee aandag aan hulle eie mense, jaag hulle eie doelwitte na en jy is vergete, alleen, eensaam, weggegooi. Dink daaraan dat jou naam in Sy handpalms geskryf staan en dat Hy aan jou dink, dat Hy jou nader trek met daardie Hand, dat Hy daardie Hand op jou skouer en om jou hart sit en sê: Ek sal jou nooit vergeet nie. Sy liefde vir ons is sterk. “U liefde vloei soos ’n rivier oor ons hele lewe”, sê Ps. 36:8 in die Boodskap. Niks kan daai rivier van liefde, van onthou, van aandag stop nie. Letterlik niks kan ons van sy liefde skei nie. Wie (wat) kan dan teen ons wees of ons onderkry? “Swaarkry, probleme, vervolging, hongerpyne, ’n tekort aan klere, gevare, of dalk geweld? Nie een van hierdie dinge nie!” (Rom 8:35, Die Boodskap) Nie een van hierdie dinge nie, want Hy sal jou nie vergeet nie, jou naam is op sy hand geskryf.

TIPS FOR COPING WITH JOB LOSS ■ JUDY BRYANT Just Money suggests ten tips for dealing with job loss: Draw up a budget: Make some tough decisions and prioritise necessities rather than nice-to-haves. Paying a home loan or rent, groceries, electricity, children’s education are essentials for most people. Gym subscriptions, and takeaways can be dispensed with, although you will still need connectivity for job searches and interviews. Factor in tax: If you are due a tax pay-out, allocate it when planning your budget. Use this money to trim your debt, or to pay for your household costs. Talk about your situation: Don’t feel you have to handle all this on your own. Discuss the situation with your spouse and get your family on board. Inform your bank manager, financial advisor, and creditors. You are not the first person to experience job loss, and financial institutions have options in place. Apply for unemployment benefits: Work with your former employer and register online, or visit your nearest unemployment centre, to ascertain the benefits you can claim. Ensure you have the correct documents at hand, such as your ID, previous pay slips, and a letter from your former employer. More tips in next week’s edition

It became apparent over the weekend that on 6 July 2021 wouldn't be a happy day for Chinese tech stocks. Although yesterday's bloodbath was fully expected, it was still brutal. Both Naspers and Prosus fell by around -6%. In Hong Kong, Alibaba fell 2.8%. And Tencent? That was down -3.6%. Year-to-date, Tencent is down -1.8% which is hardly the type of return that anyone would be happy with. Naspers is down around -8%, Prosus -18% and Alibaba 11%, so it's been pretty horrible across the big names. To give an indication of how painful the story has been for Chinese tech companies compared to other Asian growth stories, Sea Limited (a tech conglomerate headquartered in Singapore) is up by more than 37% this year. There's a lot of cheese in the Chinese tech market. Some believe it is a trap for investors. Unfortunately, the Chinese Communist Party (CCP) is flexing its substantial muscles when it comes to control over the country's tech ecosystem. Big tech companies do all kinds of things that authoritarian governments don't approve of, like give people access to information and new products, while connecting them with the rest of the world. The rot began in early November 2020, with the shocking news that the IPO of Ant Group (the payments business incubated within Alibaba) had been pulled by Chinese authorities. Jack Ma had been highly critical of the CCP and the Chinese banking system, which doesn't win you any friends in high places. After Jack Ma literally disappeared for a while,

reminiscent of the average Bond movie plot, he magically resurfaced and began a process of repairing Alibaba. Things quietened down for a while. I felt brave enough to buy the Alibaba dip last week, as the underlying business is still strong in my opinion. Of course, my timing was spectacularly unlucky. As the news broke over the weekend of China's clampdown on ride-hailing app Didi, a company that listed in the US just days prior, it became clear that the problems are back. Arguably, they never went away in the first place. Tencent is the latest casualty, although in this case the issue relates to a blocked merger rather than a truly damaging ruling like the removal of an app. Tencent planned to merge the country's two most important videogame streaming sites: Huya and DouYu. "Huya" sounds like the sound emitted by most local asset managers yesterday, who suffered a kick in the gut of a 6% drop in the NaspersProsus stable. The biggest issue, but also the biggest opportunity, is that investor sentiment has cooled towards China. The read-through for Naspers and Prosus isn't promising. Luckily, those companies are so busy trying to create a convoluted corporate structure that people barely have time to consider the genuine business risks in the portfolio. For the likes of Alibaba, the debate will rage on about the extent of the Chinese risk discount that should be applied to these companies. It's going to be a bumpy ride.

Discerning fathers don’t only want to look good though, they also want to travel in comfort and the interior of the Triton offers just that. A high-quality look is created by soft pad materials and stitching on the floor console, armrests and parking brake. Apart from good looks inside and out, the Triton also boasts the latest in active safety and driver assistance systems, as well as a very capable 4WD system that

delivers impressive off-road performance. Any father will agree that the safety of his family members is of paramount importance. The Triton addresses this by providing a high impact-safety cabin structure and a host of safety features that include seven airbags, side-impact protection bars, a collapsible steering column, ISOFIX child seat anchors, active stability and traction control (ASTC), an anti-lock braking system (ABS), electronic brake-force distribution (EBD), a brake assist system (BAS), speed-sensing door lock and a high-mounted rear stop lamp. Vrystaat Landbou (VL) bly waaksaam oor die onteieningswetsontwerp as die belangrikste beleid om die onteiening sonder vergoeding ideologie te dryf. Dit was die reaksie van Vrystaat Landbou na onlangse berigte dat die EFF en ANC nie kon saamstem oor die wysiging van artikel 25 van die Handves van Regte in die Grondwet nie. Volgens Francois Wilken, president van Vrystaat Landbou, moet die burgerlike samelewing hierdie ontwikkeling nie as die einde van die bedreiging van eiendomsreg in Suid-Afrika beskou nie. “Die onteieningswetsontwerp bly die grootste bedreiging en is tans besig om wet te word. As hierdie wetsontwerp afgekondig word, kan alle bates deur die staat onteien word.” Wilken het verder gesê dat die afwesigheid van ‘n betroubare grondoudit aan politici vrye teuels bied om die grondkwessie te misbruik. “Trevor Manuel, voormalige minister van finansies en voorsitter van die Nasionale Ontwikkelingsplan-komitee, het verlede week tydens ’n betrokkenheid by die Sentrum vir Ontwikkeling en Onderneming verwys na ‘n getuienis-gebaseerde studie van die Buro vir Ekonomiese Navorsing om die Nasionale Ontwikkelingsplan (NOP) te evalueer en het verklaar dat slegs 67% van die 2030grondhervormingsdoelwit wat in die NOP gestel is, behaal is en goed op dreef is om die beplande doelwit te bereik”

. Hierdie feite word ongelukkig geïgnoreer in die politiese nastrewing van ideologiese doelstellings, wat beduidende onsekerheid in die landbousektor veroorsaak. Volgens Wilken is die Vrystaatse been van die Onteieningswetsontwerp openbare verhore nou al twee keer uitgestel weens Covid. Die portefeuljekomitee van Openbare Werke wat die verhore hanteer, het gesê dat die laaste oorblywende provinsies, naamlik die Vrystaat en Noord-Kaap, uitgesluit word weens die oorweldigende steun van die wetsontwerp in die huidige vorm. “Alhoewel Vrystaat Landbou reeds ‘n skriftelike voorlegging gedoen het, ondersteun deur 80 000 ondertekenaars en die komitee op nasionale vlak toegespreek het om die wetsontwerp te verwerp, sal ons daarop aandring dat die provinsiale verhore ons saak sal uithoor waar ons lede hul persoonlike vrese en kommer kan uitspreek om ‘n gaping in ons wetgewing vir onteiening (van enigiemand se eiendom!) sonder vergoeding te laat.” Enigiemand wat steeds die Onteieningswetsontwerp wil teenstaan, kan hul insette op Vrystaat Landbou se webwerf (https://vrystaatlandbou.co.za/stopexpropriation/ ) aanteken. Hierdie insette sal aan die parlementêre paneel wat die provinsiale openbare verhore hou, oorhandig word.
