Our God is an awesome GOD! So min letters met soveel krag! My broers, so moet dit nie wees nie." (Jak. 3:9-10) Sjoe, wat 'n aanklag! Natuurlik ook teen my. Dis verskriklik! Maar weereens, as ek die Here se grootheid wil beskryf raak die woorde op. 'n Paar wat by my opkom is: ongelooflik, awesome, onbeskryflik, onoortreflik, fantasties, wonderlik, groots, bokant my begrip, perfek, lieflik, soewerein... Maar vandag wil ek net 'n paar woorde uitspreek as ek sê: Here, ek het U lief!

Do not be anxious about anything, but in every situation, by prayer and petition, with thanksgiving, present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus. - Philippians

FARMERS WARNED TO BE ON THE LOOKOUT FOR BROWN LOCUST OUTBREAKS

Brown locusts (Locustana pardalina) pose a major threat to grain crops in South Africa. Photo: FW Archive

 Courtesy of Farmer’s Weekly NATIONAL: There are fears that this season could see some of the worst infestations of brown locusts (Locustana pardalina) in South Africa on record. This followed reports of outbreaks in the Concordia and Springbok areas in the Northern Cape, as well as the Graaff-Reinet, Cradock and Aberdeen districts in the Eastern Cape. Andrea Campher, manager of the risk and disaster unit at Agri SA, said the good rainfall forecast for the upcoming season, and the fact that the locusts had laid their eggs near irrigation areas in the Eastern Cape earlier this year, could result in large-scale infestations. The government was responsible for managing pests and diseases in terms of the Agricultural Pests Act 36 of 1983. However, due to delays in payments from the Department of Agriculture, Land Reform and Rural Development (agriculture department) to farmers and general workers who acted as district locust officers to manage outbreaks, Campher said Agri SA was concerned that farmers could decide not to renew their contracts with the agriculture department. However, the association believed that farmers were much better prepared for any locust outbreaks in the 2021/2022 summer season,

as the extent of the 2020/2021 outbreak had caused alarm in the farming community, resulting in many more farmers enrolling for training in locust eradication. Willem Symington, vice president of Agri Northern Cape, said although current outbreaks were on a small scale, the association was in the process of preparing for larger outbreaks on the back of the expectations for good rainfall. Dr. Gerhard Verdoorn, operations and stewardship manager at CropLife South Africa, said that the rainy season was expected to start in October, and no outbreaks had so far been reported in the Karoo, as the ambient temperatures were still low. “[But] there is enough soil moisture in some parts of the Karoo to catalyse hatching if the temperature rises to above 16˚C in the soil and 30˚C [in the atmosphere].” During the previous rainy season, many swarms of locusts were recorded, covering vast areas such as the entire Karoo, southern Kalahari, western Free State up to Bloemfontein, and as far east as Kirkwood in the Eastern Cape. He warned that farmers needed to be vigilant and regularly scout their veld where locusts were present last year. “Small black hatchlings needed to be reported immediately,” he said.

OVERTIME PAYMENTS OF PUBLIC SERVANTS UNDER SPOTLIGHT  Courtesy of OFM News NORTHERN CAPE: Overtime payments of public servants came under the spotlight with the DA in parliament questioning Public Service Minister Ayanda Dlodlo on norms and standards governing the payments of overtime work. Dlodlo’s written reply indicates that the government has spent billions on overtime payments in the last two financial years. Her reports further indicated that the Health department spent the most across

During the 2020/21 financial year, over half a million was spent on overtime payments here in Northern Cape.

all provinces due to the Covid-19 pandemic. While her report fails to show how funds were allocated per department, it indicates that all of them spent money on overtime work, including non-service delivery departments such as the offices of the Premier. During the 2020/21 financial year, over half a million was spent on overtime payments here in Northern Cape. In the North West, the office of the Premier spent over R1 million and the Free State nearly R30 000. In

defense of this expenditure, Dlodlo highlights that overtime work is informed by the service delivery requirements of a department and that it is required for each department to have an approved overtime policy in place. It was reported earlier that the Health and Education Departments are among those that spent billions, with the North West Education Department has spent more than R20 billion in the last two financial years, following KwaZulu-Natal and Gauteng.

“VIRTUAL CLASSES ARE A PRIORITY” - MOTSHEKGA Motshekga said they are in talks with mobile network operators to ensure infrastructure development.  Courtesy of OFM News NORTHERN CAPE: The Basic Education Department has once again highlighted the importance of infrastructure development in rural provinces. Minister Angie Motshekga said that the schools in provinces such as here in Northern Cape, Limpopo, Free State, North West, and the Eastern Cape need to be upgraded. In a report, she indicated that online learning in these provinces also needs to be scaled up. In a report focused on the implementation of online learning, Motshekga confirms Information Communication Technology (ICT) equipment must be rolled out at schools, and teachers trained on virtual

teaching techniques. Motshekga said that the plans are afoot to promote remote learning in these provinces. She highlighted that "the Covid-19 pandemic has adversely affected the basic education sector" and those remote learning interventions had to be implemented. Motshekga said several schools in Limpopo, Mpumalanga, and the Free State, among others, are already making use of local radio stations, but more needs to be done to improve remote learning and teaching. Motshekga further added that they are in talks with mobile network operators to ensure infrastructure development and internet connectivity in rural provinces.

Sien jou dus op 1 November 2021 by ‘n stemlokaal!

Kokerbome pronk in 'n dorre woud. Dié jaar se plooie in die stam sal volgende jaar van vet druppels in 2020/21 getuig. Ons ry en ry. Elke bultjie bring 'n nuwe verrassing. In my stilligheid herinner dié inheemse tee my aan maagwerkings en allergiese babatjies. Vygies, viooltjies, witsoê (wit daisy), aandblomme orals maak oop. Ja man, daai pienk blomplant. Haar blomfoto's is als verlore. Ek, maltrap ekke, vergeet my selfoon by die hotel. Gelukkig kon my tegnologies-gevorderde seun dit met "find my phone" opspoor. Drie dae kontakloos voel soos tronkstraf. My heimat bly ou stukkende Kroonstad.

Keep your heart healthy and help others do the same… World Heart Day is celebrated on 29th September of every year. It is aimed at drawing people’s attention to heart illness and the range of associated health issues. The day is commemorated to promote different preventative steps and changes in lifestyle to avoid any cardiovascular diseases, like heart attack, stroke, heart failure and any other condition related to the same. On average, more than 17 million people die from heart-related illnesses every year. This is a more than that of people who die from HIV, malaria, and cancer. History of World Heart Day: It was launched in 2000 by the World Heart Federation as an annual event that was planned to be taking place every last Sunday of September. However, they decided to fix it on every 29th day of September and it has been celebrated on that day ever since. Customs and Celebrations: Both governmental and nongovernmental organisations celebrate this day from all over the globe. They do this by organising activities like marathons, walks, public talks, fitness sessions, exhibitions and science fairs. Some landmarks, monuments, and famous buildings choose to go red on this day as a show of cardiovascular disease awareness. Any person interested in celebrating this day is advised to do so by being more attentive to their heart health. There are several ways one can do that, including partaking in physical exercises, stopping smoking, quitting alcohol and starting eating a healthy diet. Also, have your heart, blood pressure and cholesterol checked frequently. How to Get Involved: There are numerous ways you can get involved apart from taking part in the events. You can plan your own event or share tips and encouraging messages on social media. Keep your heart healthy and help others do the same.

LOCAL GOVERNMENT

Elections

REKORD

Dear Fellow South African, We have just finished the final voter registration weekend ahead of the local government elections on 1 November. As I met with residents in parts of Gauteng and Mpumalanga over the weekend, what struck me most was the importance of local government being accessible, visible and above all, reachable. This is particularly important when service delivery challenges, disruptions, or failures occur. Citizens often complain that in the lead up to elections, ward councillors, candidates and officials are energetic, interacting with communities and listening to their concerns. However, once elections have passed, they either disappear or it becomes difficult to reach them. A number of people in the communities I visited told me that municipalities are slow to attend to their problems, don’t keep communities updated about disruptions, and when services are cut off for non-payment, fail to inform them of their options in a manner or language they understand. A case in point is that of electricity. This has become the foremost pressing issue for communities around the country. Unfairly penalised: Speaking to people in areas in Soweto, it was evident that anger and frustration over having their electricity cut-off could have been avoided had ongoing interactions with communities been embarked upon around issues such as illegal electricity connections, the vandalisation of electricity substations, and the benefits of a prepaid electricity system. Many people also felt that they were being unfairly penalised because of the non-payment of others. Over the last 20 years, we have provided a set of free basic services to millions of poor and indigent families. But for services to be sustainable, it is necessary that residents pay for what they use above the free basic amount. What I found is that many communities were not aware of exactly how much free water and electricity is provided to poor households. Following engagement with a number of community leaders on how the challenges that people face with regard to electricity can be resolved and how people can also work with municipalities and Eskom to resolve the problem, I found a profound level of understanding and willingness to pay for services that are utilised. When people are deprived of the basic services without proper explanation of why this has happened or how it is being fixed, it erodes public confidence in local government. Sometimes people think that the only way to get the attention of those tasked with the provision of services is through violent protest. The latest data from the Public Violence and Protest Monitor produced by the Institute for Security Studies shows that of the 585 water and sanitation service delivery protests recorded between January 2013 and April 2021, 65% turned violent. The study shows that good and regular communication between municipalities and communities around planned disruptions and when they will be resolved prevented violence in a number of cases. Democratic and accountable: Our Constitution says that in the provision of services to communities in a sustainable manner, local government must be democratic and accountable. This means that elected public representatives need to be out in communities, listening to their concerns and resolving their problems. A common refrain from communities, and something I heard again over the weekend, is that engagement with ward councillors starts off well, but diminishes steadily over time. Accountable local government means maintaining a sustained public presence and an open door policy, not just when election time comes around. Services must be delivered and allocated budgets must be spent. When this does not happen as planned, elected officials must clearly explain why and show how and when problems will be fixed. Democratic accountability extends to the conduct of citizens as well. During the weekend’s engagement with communities, I called on people not to undermine service delivery themselves by making illegal connections or damaging infrastructure. Earlier this year, during Freedom Day celebrations, I said that communities must use their vote to deal with councillors with poor track records of meeting their promises. It is at local government level where our commitment to advancing human rights is measured the most. Water, electricity, sanitation, housing, education and health care are the things people need most to have a decent quality of life. Where local government fails to meet these needs, the impact is immediate and profound. We must rebuild trust: But when local government is efficient and well-run, it provides the foundation people need to improve their living standards and find opportunities. Just as citizens should use their vote to improve their communities, I also wish to encourage those standing for election to listen to what people are saying about engaging with them more effectively and more often. We share the common goal of a better life for all. Regardless of which political party we support, belong to or are campaigning for, let us together work to rebuild trust and improve communication. Let us agree that this election will not merely be about securing the most votes, but will be fundamentally about the people of South Africa and ensuring that their best interests are placed above all else. With best regards. Cyril Ramaphosa.

Ingredients: 1 cup sugar 125 ml custard powder Mix the sugar and custard powder. Add 1 liter milk and mix well. Add 80ml butter and 20 ml vanilla essence, microwave for 10 min on high. Cream Crackers Method: Whisk the mixture every 2 minutes with a metal whisk. The custard is perfect when the mixture makes patterns when whisking. Line your bowl with cream crackers. Pour the custard mixture over the cream crackers and add another layer of cream crackers on the custard mixture. Let it cool. Mix 1 cup icing sugar with 1 tablespoon boiling water and some lemon juice. Spread the icing mixture over the crackers, let it set and enjoy!

This DIY is easy and fun! Choose a picture frame you like, arrange wine corks on it to figure out how they fit best, and then glue them on. Pour yourself a glass and celebrate this easy home DIY! Tip: If you’re gluing the corks directly on top of a picture, paint over the picture first in a solid color so the image doesn’t show through any cracks.

Hyundai Staria Load Van Revealed The replacement for the Hyundai H1 van has been announced and it looks futuristic and unusual. Meet the Hyundai Staria Load van! Pictures: Hyundai SA

The Hyundai Staria was unveiled in early 2021 and everyone was stunned by its futuristic looks. The best part was Hyundai South Africa confirming the passenger Staria was confirmed for local introduction by the end of 2021, so we’re keeping tabs on its local debut. Now on the commercial side of things, the Staria Load has been revealed, switching from its people-carrying role to cargo. Despite its

The main selling point of this vehicle will be the cargo space. The Hyundai Staria Load is claimed to take 3 Euro-spec palettes, which in comparison to the outgoing H1 is an improvement as it could only muster 2 Euro-spec palettes. If you base your cargo-measuring capacity in liters, the Hyundai Staria Load offers 4 935 liters in comparison to the H1’s 4 426 liters. Despite it being a commercial vehicle, the Staria Load still comes with a considerable amount of standard features and safety equipment.

There are 7 airbags, keyless entry, electronic parking brake, while on the connectivity side of things, there’s wireless Apple CarPlay and Android Auto and a wireless charging pad. Hyundai Staria SA Intro? Hyundai South Africa has confirmed the people-carrying Staria will be touching down in SA before the end of 2021, with estimations of a November introduction. At this point, we expect the Korean giant to offer this commercial Staria too if its past strategy with the H1 is anything to go by.

futuristic looks, this is the production vehicle and Hyundai Australia is already taking orders for it. The Hyundai Staria Load is available in two configurations: a 2-seater van or a 5-seater crew van with customers being able to choose a standard hatchback-style tailgate or the traditional twin doors. Being a commercial van, color choice is not a priority and there’s just silver or white on offer.

WHY NOT TAKE IT OFF-ROAD TO CLOCOLAN…

Groenkloof 4x4 is in a valley at the foot of Viervoetberg, in the Eastern Free State near the small town Clocolan. The farm offers tracks for quad bikes, mountain bikes and 4x4s. The tracks cross each other but are clearly marked so that nobody gets lost. The 4x4 trail is set along a sandstone cliff and heads to the top of a plateau. The trail splits at the top of the plateau. The trail grading is 2 to 3. You will be asked to deflate your tyres to 1.5 bar and so it is recommended that you bring your compressor along. The trail is 21 km long and takes about 4.5 hours to complete. If you like bass fishing, take your rod along! Please call for further information as the exact GPS coordinates are unknown. A fee is charged.
