P400M TO FIGHT COVID-19 The city government of Davao spends a minimum of P476 million for things related to the Coronavirus Disease (Covid-19), Davao City Mayor Sara Duterte said.

DAVAO CITY TO FOCUS NEXT FOOD AID

TO WORKERS OF CLOSED BIZ FIRMS

The Davao City government will prioritize the fourth round of the food ration for the affected workers of business establishments that are not yet allowed to operate under the General Community Quarantine (GCQ).

Mayor Inday Sara Duterte already instructed the City Social Welfare and Development Office (CSWDO) to prioritize the workers of the still closed establishments for the fourth round of the food ration. These establishments are the last to re-open for the next level of quarantine measure.

The establishments that are last to re-open are those listed under Category IV of Department of Trade and Industry (DTI) Memorandum Circular No. 20-22 – 1) gym/fitness studios and sports facilities; 2) entertainment industries such as but not limited to cinemas and theaters, karaoke bars, comedy bars, pubs, nightclubs, beer houses, etc.; 3) kid amusement industries such as but not limited to toy stores, playgrounds, playrooms and rides; 4) libraries, archives, museums, and other cultural centers, art galleries, botanical and zoological gardens; 5) tourist destinations such as but not limited to water parks, beaches, resorts except those used as a quarantine facility; 6) travel agencies, tour operators, reservation service and related activities; 7) gambling and betting such as but not limited to cockfighting, casinos and the like; 8) personal care services such as massage parlors, sauna bath establishments, facial care, foot spa, and waxing salons; and, 9) any other amusement, leisure, gaming, and tourism establishments that promote mass gathering.

Aside from the establishments listed under the DTI Memorandum, Mayor Inday said the displaced vendors, masseuse, and manicurists previously working in Osmeña Park and Roxas Night Market will also be prioritized.

DAVAO CITY TO BUILD

OWN CREMATORY

Davao City Mayor Inday Sara Duterte is mulling to build a cityowned crematory at an estimated cost of P12 million.

She said there is a need to build another crematorium after seeing challenges experienced by the three private crematoria on rendering services to coronavirus-related cadavers.

Speaking live over the Davao City Disaster Radio, Mayor Inday said the facility will be built at the wireless cemetery.

“Naka-encounter ta og challenge aning three ka crematoriums nato kay usahay, madaot so medyo motaas ang atoang pila sa ubang crematorium because naay usahay mag down ilang machine (We are encountering challenges with the three crematoriums because their machines experience problems. That is why there are queues in other crematoriums),” Mayor Sara said.

Under the current situation, the city government covers all expenses for the cremation of the cadavers of patients with coronavirus-related deaths.

Mayor Sara said cremation complies with the guidelines of the Department of Interior and Local Government (DILG) and the Epidemiologist and Infectious Disease Specialist to cremate or bury the cadavers of patients with coronavirusrelated deaths within 12-hours after death.

Cremation services are being paid for by the city government as support for the bereaved families.

DAVAO CITY TARGETS 22K CHILDREN FOR EDUCATIONAL AID PROGRAM As part of its continuing response to coronavirus pandemic, the Davao City government has launched an educational assistance program for 22,000 target beneficiaries whose parents have lost income since the shutting down of business industries and movement restrictions.

Mayor Inday Sara Duterte announced the launch of “Eskwela Davao” – an educational assistance program for children whose families lost their sources of income during the coronavirus pandemic.

The city government has set aside P50 million for Eskwela Davao for around 10,000 elementary pupils at P1,500 each; 6,000 high school pupils at P3,000 each; and, 6,000 senior high students at P3,000 each.

Norman Baloro, the Head of Eskwela Davao Program, said the target beneficiaries are those entering grade school, elementary, high school, and senior high school in both public and private schools.

Baloro said the program allows only one student for each family who avails of the educational assistance either in-cash or in-kind.

Interested applicants will be assessed through these qualifications: (1) must be a resident of Davao City, (2) must be a bonafide elementary, high school, or senior high school student from any public or private schools in the city, (3) has not availed any educational assistance or scholarship offered by the government, (4) has not enjoyed any projects, assistance, or program provided by the government during the Covid-19, (5) willing to enroll in the upcoming school year 2020-2021, and (6) whose family’s income or earning has been affected by Covid-19 pandemic.

Given this, Baloro also called-on on parents who already applied and qualified for the Work for Davao program to allow other affected families to avail of the Eskwela Davao program.

“If you opt to avail the Work for Davao, then waive Eskwela Davao. Pero kung gusto gyud ka nga imong anak maka-avail ug makapanukad ka sa iyang pag-eskwela, then that’s the time nga dili na pud ka magavail sa Work for Davao (If you want your child to avail and support their studies, then you may not avail Work for Davao),” Baloro said.

Eskwela Davao is just one of two newlylaunched program to assist Dabawenyos affected during the coronavirus pandemic.

The other program is “Work for Davao” which is a cash-for-work program for affected individual workers or income earners.

DID YOU LOSE YOUR JOB AMID COVID 19 CRISIS?

The Department of Labor and Employment Region 11 (DOLE-11) has shed light on the rights of workers on issues of retrenchment and closure of establishments that have been affected by the lockdown measures to slow the spread of the coronavirus.

Lawyer Connie Torralba, Mediator Arbitrator of DOLE Mediation-Arbitration and Legal Service Unit, said DOLE has been expecting mass retrenchment of workers and closure of companies that suffered losses in the past three months of the coronavirus pandemic.

“Nakita namo ‘no, na tungod aning Covid pandemic there may be mass retrenchment that will happen in the companies, sa mga industries nato. That is why nagpagawas ang department og mga labor advisories suggesting or encouraging the employers to implement alternative schemes (We are already expecting that due to this Covid pandemic there may be mass retrenchment that will happen in the companies, in our industries. That is why the department released labor advisories suggesting or encouraging the employers to implement alternative schemes),” Torralba said.

These schemes include work-from-home, shifting, or alternative work arrangements, she said.

Torralba said those who will be affected by the downsizing or retrenchments from their jobs have also the right to security of tenure.

“Meaning to say, dili sila mapahawa sa employer without just cause or authorized cause and without procedural due process (Meaning to say, they cannot be terminated by the employer without just cause),” she said.

According to Torralba, this is also applicable to employees who are contractual or not yet regular employees of the company.

Torralba stressed that an employee is entitled to a separation pay upon his/her termination which is equivalent to 1/2 month or one (1) month salary, whichever is higher, multiplied by years of service.

She added that employers must also give workers a 30-day notice before the separation takes effect.

“Base sa atoang balaod, ang company dapat siya maghatag og 30 days notice sa mga empleyado before the effectivity of the separation (Based on our law, the company must give a 30-day notice to employees before the effectivity of the separation),” she said.

She, however, added that if the employer wants the worker to end his services or close the company immediately, the employer must pay an equivalent of 30-day pay.

“Kung gusto gyud sa employer nga karon karon dayon magclose nako, pwede niya bayaran – equivalent na bayad for the 30 days, instead of the 30 days notice (If the employer wants to close down immediately, he can pay the employee an equivalent of his 30 days pay instead of the 30 days notice),” she emphasized.

On the other hand, the employer is also entitled to a 30-day grace period to comply with the employee’s final pay after the separation is effective.

“Nagahatag na siya og 30 days from the effectivity na dapat madawat na ni empleyado ang iyahang final pay. 30 days atong palugit sa employer (The law also provides employers 30 days grace period to comply to the employee’s pay after the effectivity of his termination),” Torralba said.

MAYOR SARA PURSUING POLICIES

FAVOURABLE TO WORKERS UNDER GCQ Davao City Mayor Sara Duterte assured workers affected by movement restrictions that her administration is pursuing policies favorable to them under an extended General Community Quarantine (GCQ).

Mayor Sara made the assurance following requests for more establishments to reopen and more workers can return to work.

“Kahibalo gyud ko ana. Mao gani nang tanan nga favourable sa worker—tanan nga policy nga favorable sa worker, mao gyud na ang atoang gina-push, ang gina-pursue (I know that feeling.

That is why we are pursuing and pushing policies that are favourable for the workers),” she said.

The mayor, however, reminded Dabawenyos including workers and employers on the need to continue with the preventive control measures to contain the further spread of the coronavirus when more business establishments reopen.

She said she will discuss with the Department of Trade and Investment (DTI) being the approving agency to allow the reopening of other establishments like the internet cafes.

Mayor Sara was also particularly concerned for those workers residing in other towns and traveling every day to work in Davao City.

“Dili puwede nga ang tao pabyahe-on nimo unya giingnan na sila, o, sige, balik namo sa trabaho… unya nagsugod na og trabaho ang mga tao, unya pagkahuman ingnan na pud nimo dili puwede… dili siya makatarongan (We should not tell those who are non-residents of Davao to travel and return to work, and when they have resumed work, tell them again to discontinue.

That is not fair),” she said.

Mayor Sara said the city government is conforming with the Department of Trade and Industry (DTI) Memorandum Circular 20-22 that allows operation of some establishments.

DAVAO CITY OPENS ON-LINE APP ON

CASH-FOR-WORK FOR AFFECTED WORKERS

The Davao City government launched on June 16, 2020, the on-line application for the cash-forwork program for workers affected by shutdowns of business industries in Davao City due to lockdowns and movement restrictions during the coronavirus pandemic.

Dubbed the “Work for Davao” is a cash-forwork program offered to Dabawenyos as the city government’s continuing response to Covid-19. A downloadable application form for availing the Work for Davao program can be accessed on https://www. facebook.com/workfordavao, or applicants may send an email to workfordavao@ gmail.com.

Norman Baloro, the head of the Work for Davao program, said that Work for Davao is an emergency employment cash-for-work program for individuals or heads of families who are out of work since the coronavirus pandemic.

For this program, the city government has allocated a budget of P169,944,000 of the Local Government Support Fund from the Department of Budget and Management (DBM).

Around 42,900 individuals are targeted to benefit the program. Each beneficiary will receive P396 per day for 10 days. Dabawenyos or the nonresidents who are working in Davao City are qualified to apply for the program.

“All sectors are qualified to join, but we have our prioritization. Tagaan nato og priority ang retrenched under DOLE nga mga workers, and mga closure or business closure under Business Bureau. Pero dili ta mag discriminate kung kinsa man ang atong mapatrabaho niini (All sectors are qualified to join, but we have our prioritization. We will give priority to workers who are retrenched under DOLE, and those affected by business closure under the Business Bureau. But we will not discriminate who are allowed to join the program),” Baloro said.

Workers who are in the agricultural sector – farmers and fishermen, industry sector – industrial and factory workers, and services sector – transport workers and food services workers, may also avail under the Work for Davao program.

Formal workers or workers who are affected by retrenchments or closure of offices or businesses should attach a certification from their employer as proof they are out of work, or employers can send the names of their retrenched employees to workfordavao@gmail.com.

Those in the informal sector should attach a certificate of unemployment, which can be secured from their CSWDO district offices.

Qualified applicants can either work for clean-up drive, dengue awareness campaign, Brigada Eskwela, or disinfection of parks and wet market (palengke) that will be monitored by the barangay CSWDO and the barangay council.

DAVAO CITY LGU OFFERS PSYCHOLOGICAL INTERVENTION TO PARENTS AND CHILDREN The City Government of Davao is offering free services to parents and children who are feeling the psychological impact of the Covid-19 pandemic.

Ms. Gina Molon, in charge of the PreSchoolers and Children’s Concern Division of the Davao City Social Welfare and Development Office, said the Covid-19 pandemic is also taking a toll on the social and mental well-being of people, especially of children.

Providing psychosocial services is one of the programs of the City Social Welfare and Development Office (CSWDO) to assist people to maintain good mental health.

Molon said there are social workers available to receive concerns children affected by the pandemic.

She urged parents to contact their office for assistance. The CSWDO and Department of Health (DOH) hotlines that provide Psychosocial Support Services for parents and children are: 0977 654 2245, 0961 075 7968, 0977 760 8610, 0956 815 1493, 0939 768 3267, 0951 516 5630, 0933 404 1070 and 0933 404 1072.

Molon lamented the effect of the pandemic on both the physical and psychological aspect of children staying at home.

“Children tend to develop anxiety and restlessness especially when confined inside the home. Due to limited movements inside, some children stop doing things that they normally do,” Molon said.

She emphasized the need for the children to have an outlet to interact so they do not suffer from the psychological effects of being homequarantined.

“Kinahanglan ni makita karon sa mga parents. Ang atoang mga bata karon, because they are restless, and they have experienced anxiety, nagiging dependent sila sa adults, kung unsay ihatag sa parents. Since they cannot get out, they cannot go to school, so ang pinakastrength ug pinakaginahugutan ug ginatan-aw karon sa mga bata are their parents (Parents need to pay attention to their children. Our children are restless and they have experienced anxiety, they become dependent on their parents. Since they cannot get out, they cannot go to school, so their strength is coming from their parents),” she added.

Molon urged parents to provide their children with activities at home to develop their sense of responsibility and ease their boredom and anxiety.

“For instance, gardening. Dili lang si Mama or si Papa. You can let your children participate.

Pwede pud gamayng pag-silhig. Let your children get involved with household chores nga kaya lang nila and they will enjoy that kasi ilang energy is na-emit didtoa sa pagsilhig, paggardening. Allow them to explore, hayaan nato sila (For instance, gardening. It is not only Mama or Papa. You can let your children participate.

They can also sweep the floor. Let your children get involved with household chores and they will enjoy that since their energies are being used through sweeping and gardening).”

It is suggested that the children know the current situation by giving them correct information about the pandemic. Teaching them how to wash their hands and maintaining cleanliness to avoid getting sick is also essential.

Children also need to know the importance of staying at home for their safety under the care of their parents.

Some of the simple but fun activities that can be done inside the home are board games, family reading, watching educational shows; teaching children life skills like folding clothes, sweeping the floor, basic sewing, among others; arts and crafts activities to develop their creativity or even making use of inflatable pools to at least make them feel the summer at home.

DAVAO CITY OFFERS FREE LEGAL SERVICE FOR VICTIMS OF DOMESTIC VIOLENCE The Davao City government is now giving free legal services for victims of domestic violence and couples experiencing marital problems, especially during the Covid-19 pandemic.

Lorna Mandin, the Head of the Integrated Gender and Development Division (IGDD), said her office is anticipating the negative impact of the Covid-19 pandemic on couples or the family.

“We have anticipated the possible effects especially sa mental health sa individual kay tan-aw nato kapag magpuyo sa balay unya daghan pud nawad-an og trabaho, posible nagakulang sa food supply, i-anticipate nato nga possible ning maka-trigger og domestic violence (We have anticipated the possible effects especially on the mental health of an individual because when one is just at home with no job and food, it could trigger domestic violence),” Mandin said.

For these services, IGDD has set-up hotlines for Dabawenyos who need marriage counseling and those who need to report cases of violence. The public can call 2268011 from 7 a. m. to 5 p. m. from Monday to Friday and 0923 749 8003 which is open 24/7. The Kean Gabriel Hotline for abused children 0908 818 4444 is also open 24/7.

Although there is no reported increase of violation of Republic Act 9262 or the Violence Against Women and Children Act during the community quarantine, Mandin said her office is complacent because there could be cases of violence that are unreported.
