The Week in Review Growing LeftRight Consensus on Affirmative Action’s Pitfalls As the Supreme Court prepares to hear arguments for Fisher v. University of Texas, which addresses the legal limits of racial preferences in college admissions, a essay from the Pope Center for Higher Education Policy describes the pool of recent studies showing affirmative action’s shortcomings. Beyond the legal issue of whether schools are permitted to account for race, these new studies raise the question of these policies’ effects on the disadvantaged students they’re designed to help.

The essay, written by Pope Center fellow George Leef, highlights the potential for “academic mismatch” as result of racial preferences in admissions. He cited a study (in which he had participated) from the Texas Public Policy Center that showed that black and latino students admitted by competitive schools to increase their diversity often struggle to complete coursework at the level these schools expect.

Leef gives the example of Kashawn Campbell, “a black student admitted to UC-Berkeley.” According to Leef, Kashawn had been the star pupil at his high school, “but was so far behind the rest of the student body in reading and writing ability that he’d have flunked out except for an A in African-American studies.” Campbell’s story as told by Leef echoes a similar pattern described by Jason Riley, a member of the Wall Street Journal editorial board and Manhattan Institute fellow, in his recent lecture at the Tuck School of Business.

Leef continues to describe the way academic mismatch has united many scholars and administrators from both sides of the political spectrum where other aspects of the affirmative action issue have been divisive. He points to Century Foundation fellow Richard Kahlenberg and New York Times columnist Frank Bruni as two prominent liberal intellectuals who have spoken out against affirmative action on the basis of poor outcomes for minority students. He concludes his essay with Bruni’s take on the school choice outlook for underprepared applicants. “Bruni’s big point is that education is up to the individual. Someone who goes to a big-name school might just coast along and learn little, while someone who goes to a little-known school can hunt for the professors who really want to teach an eager student and benefit enormously.”

increased over the past decade. From 2005-06 to 2013-14, membership in the 74 fraternities that comprise the NorthAmerican Interfraternity Conference grew by almost 50%.

This amounts to a nationwide increase of 123,000 people in the population of current affiliated fraternity members.

This stunning increase comes as a surprising amidst a backdrop of a seemingly endless flurry of terrible headlines for America’s fraternities. Over the past few years, myriad fraternities across the country have been hit with everything from hazing scandals (including Dartmouth’s own Alpha Delta and Sigma Alpha Epsilon fraternities) to sexual assault allegations to even alcohol or hazing-related deaths.

According to an article in the Chronicle of Higher Education titled “Fraternities’ Ranks Swell at a Time of Intense Public Scrutiny,” part of the swelling of fraternity numbers lies in various forms of fraternity restructuring.

Fraternities are doling out more money for more insurance coverage and have insulated their plants and property by structuring themselves as foundations and housing corporations that are more difficult to break by college administrations. Interestingly, most fraternities’ insurance coverage is not fully enough to protect individual brothers when a headline-breaking incident such as a hazing scandal or alcohol-related injury occurs. Often times, the liability must be accounted for by the fraternity members’ parents’ insurance coverage (since most members list their parents’ address as their own) rather than their national fraternities’ coverage.

Nevertheless, the expansion of the Greek system on a national level may very well be representative of the benefits that the system has to offer. In both large state schools and smaller private institutions such as Dartmouth College, Greek organizations like fraternities provide students with a fixed, shared social space. Such social bonds are meaningful even outside of campus itself. Fraternal bonds and connections provide countless social and professional benefits.

The popularity and resilience of Dartmouth’s own

fraternities is no doubt a testament to the benefits that the Greek system has to offer.

Legal Battle Underway for AD Dartmouth’s famous Alpha Delta Fraternity is again under legal straits after its derecognition earlier this term in March.

The fraternity is now at odds with the Town of Hanover, which, likely under pressure from the College itself, is trying to enforce its zoning ordinance that does not enable more than three unrelated adults to live in one residential space. Prior to its derecognition, Alpha Delta’s house fell under the jurisdiction of the College, which allowed the 18 or so brothers who lived in the house to not be subject to the town’s stricter statutes.

In a letter penned by Hanover Zoning Administrator Judith Brotman that was then published by Dartblog: The Adopted Zoning Ordinance requires that student residences... be operated in conjunction with another institutional use... Because it has been derecognized by Dartmouth College, the facility is no longer operated in conjunction with an institutional use. The continued use of the property as a residence is therefore a violation of the zoning ordinance. Nonetheless, the property is still occupied by at least 18 individuals. The continued occupancy of the property must cease immediately.

The letter went on to state that the fraternity will be fined $275 for each day they violate this ordinance following the receipt of the notice.

The other day I was running through Pine Park with a few friends. Two dogs shot past us with a somewhat mischievous speed, so we immediately began to look for their owner. Down the path was an old man, walking at a leisurely pace. I sprinted ahead to catch him, expecting him to be the owner of the dogs. He wore a large pair of headphones, so I tried to tap him without startling him too much. As he turned around, I instantly recognized the familiar lopsided grin, grey mustache, and soft voice.

President Hanlon informed me that, no, those were not his dogs. But college presidents are not allowed to end conversations with students at their natural stopping points, so he began to run through a series of seemingly well-practiced questions. My answers, likewise, came from the hip. Where are you from? Dallas, sir.

As I ran back to my friends I began to regret my subconscious whitewashing of my responses. I wish I had told him that I love Dartmouth, but that I feel that some of his initiatives threaten to kill the spirit that made me love Dartmouth in the first place. I wish I had told him that many students felt the same way.

What I’m writing down now is my sincere attempt to articulate, in a mature manner, a deep flaw within the “Moving Dartmouth Forward” logic.

My brother, perhaps in an attempt to placate my anxiety over the coming event, stripped first; the others followed. Momentarily, I glimpsed at him — the last time I saw him this way was when we splashed in bathtubs together as children. We left our clothes, watches, and phones on a dingy slate gray dock. I awkwardly plunged into the river, diving deep down into thin, chilling blackness, divorcing myself from the world above. Laughter hung above the surface. We basked, defiant, in the balmy quiet.

I followed two fellow swimmers wading their way toward thickets lining the opposite shore. Nimbly they tiptoed up the slope, doing their best to avoid thorns.

I’ll never forget how they moved — like animals, informed by instinct. We emerged from the thickets and ran back across a four-lane bridge, soles slapping on the concrete as we bounded back.

Our foray into the fringe of acceptable human behavior brought us closer together. We exchanged decency, safety, and comfort for just a handful of moments to feel together with each other, with nature, and with the world. One might have emerged from that river gasping for air, but those gasps were brimming with pure vitality.

The beauty of the Ledyard challenge is in its controlled transgression; by ritualistically suspending our identities and obligations, Dartmouth students create moments to step into a simpler way of existing. It’s more complicated than mischief and it’s unique, I believe to Dartmouth. The truth of it is contained in our school’s motto and in the students responsible for keeping that truth alive, year after year. So I ask of Hanlon and of administrators that they do their best to provide us with excellent professors, furnish our libraries and study spaces with the most effective tools, and constantly challenge the limits of the classroom.

But let us skinny-dip and let us drink whisky and let us push ourselves emotionally and physically, not just academically. Leave it to us to take risks in our own time, inside and outside the classroom, and to learn from the mistakes we make. It keeps the student body happy, productive, and most importantly, human. n

Keggy the Regulated Keg

By Sandor Farkas While most of the talk surrounding Moving Dartmouth Forward has centered on the hard alcohol ban, the recommendations spanned a variety of topics, including “Community Citizenship,” “Student Organization Standards and Review,” and, needless to say, “Social Event and Alcohol Management.” Since the release, the College has formed three “Working Groups,” each to address one of these issues. The Community Citizenship group has already released its report, which outlined a new “Proposed Code of Conduct Pledge.”

The Student Organizations group has outlined a draft of its proposal, but its chairs could not be reached for comment by press time. The third group, headed by Taylor Watson ‘16 and Assistant Dean and Director of Case Management Kristi Clemens, has not yet released any materials, but Watson agreed to sit down with The Dartmouth Review and elaborate on the group’s process. The Review found that, contrary to many students’ beliefs, the hard alcohol ban will not be the only change to the College’s policy on alcohol. Fortunately, the upcoming changes may be of a better nature.

TDR: Is it hard for students to be honest about current issues and potential solutions with so many powerful staff in the room?

TW: It’s a very open dialogue. We are all there because we want to manage alcohol well. We don’t want students going to the hospital. I immediately opened up that over the summer, when we had events, we would not register them, and they know that it’s true. Safety and Security could shut down pretty much every party they go to. Almost nobody is 100 percent compliant. But S&S doesn’t because what they’re looking for is the really egregious behaviors.

TDR: To what extent was the Greek System the focus of conversations?

TW: The thing about AMP is that it also applies to non-Greek organizations, like The Dartmouth or Club Soccer, or the Veterans organization. If you are having an alcohol event, you have to go through the SEMP. They don’t apply as much to some of those events. They know it’s kind of ridiculous when the [Dartmouth Undergraduate Veterans Association, or DUVA], mostly older students, want to have a dinner and have wine at *** it, they have to register it with the College. That’s a little odd.

TDR: Were there diverse opinions within the group?

Taylor Watson (TW): We have actual talked about the definition thing within the group. “Social Event Management Procedure” is the technical acronym, but we have no jurisdiction over outcomes, such as consequences or punishments for alcohol violations, or College policy, as far as what the College will or will not accept. For example, we could not institute [a specific policy] if we wanted to. What we do have jurisdiction over is why we have shifted towards our preferred acronym, AMP, which stands for Alcohol Management Procedure. What we’re doing is saying, “If you’re going to have alcohol, here is how much you can have for this many people, and if you have this, you have to have this kind of oversight.”

TDR: Why did you apply to join, and what was the application process like?

TW: My name was given to the co-chair, Kristi Clemens, who said, “I want to find a student co-chair who understands student life, [whom] should I pick?” I had recently become the accountability chair for the Greek Leadership Council, so in that capacity, I have studied these issues a lot. I have also been President of Sigma Phi Epsilon over the summer, so I had both a first-hand experience of registering events, managing parties, and having contact with S&S and a broader oversight of the trends, what was happening on campus with these issues, and how the current policy stood. It also made sense because I will be here next year, when we are implementing [new policies]. When it came to forming the group itself, we had a ton of applicants, almost 60 or so. We had students, staff, and one faculty member apply. People came from all different groups, affiliated and unaffiliated, and we ended up picking people mostly by their experience with handling alcohol events, as one of our goals was a realistic policy. One of the problems with the current SEMP is that about 20 percent are registered. That’s obviously no good, because the policy discourages using it. We had a great group with representation from Safety and Security (S&S), the GLOS Office, ‘16s, ‘17s, and ‘15s.

of event security and third-party bartenders. We started by looking back at SEMP through the years. We went back all the way to 1972. It built over time. There was this general idea that with the loss of hard alcohol, the restrictions on beer and wine and other substances would become lesser, but only in a vague sense.

TDR: How did you discuss event security and third-party bartenders?

TW: We look at it from a cost perspective and from a liability perspective. Training security or bartenders is not easy, but a lot of that is not our jurisdiction. Those are more things that Dean Clemens knows about. She will also be the one recommending how that goes forward. We talked about them at length, to be sure, and gave our best recommendations as to what we thought would fit with the other recommendations and work best on campus, but a lot of that is not set in stone.

When it comes to both of these things, we are talking about large events. We spent a full day just discussing, “What is an event? When does it go from tier one to tier two to tier three?” We came at it in a lot of ways… but at the end of the day, what matters is how many people are there, how many people are consuming alcohol at your event. If you have a dry event, it really doesn’t matter how many people are there. Once you introduce alcohol, the number of people becomes important. Now you need to have a certain number of risk managers. We may try something in the summer and refine it in the fall, but third-party security at large, open events is a reality.

TDR: Can you provide an insight into the relationship between the staff and the students within the group?

TW: The students have been presenting a unified front within the group, to a large extent. We came forward and said, “You want registration, we want transparency. We don’t want to keep playing games about, ‘Oh, we’re only going to have two cases, wink, wink, nudge, nudge.’” What we said is that we are going to have this much alcohol, and if you don’t have a standard that allows for that, we are probably not going to register. I mean we can meet half-way to some extent, but if I am running an open basement…. Part of what we love about the Greek System is this idea of openness. I can go to house ‘X’ whenever they’re open, and I won’t get turned away because I’m male or because I don’t know someone there.

But with that idea that I have to treat people equally, comes the need to have alcohol to serve everybody. Safety being our first goal, I’d say that’s easily our second or third goal: transparent—or realistic—dialog about how much alcohol there is and how it’s used. There were some big laughs at certain things. A good example is that there is a band playing at Beta tonight called the “Third Party Bartenders.” That got blitzed out to the group, saying, “Oh, why don’t we just have them at every event and we’ll call it a day.” I have definitely enjoyed working with Dean Clemens and getting to know the other people in the group.

TW: We definitely have the full spectrum of conservative to liberal views about alcohol. The majority of us are definitely in the middle and think that as things are right now, we should definitely take a step or two back from the amount of alcohol on campus, but that there is no reason to go all out. There are people saying that the current system, or aspects of it, is restrictive in ways that are actually making things more dangerous. For example, there are rules about having kegs and cans. That causes people to not have kegs [at registered events and] increases the number of unregistered kegs, which is unsafe. With the imposition of the hard alcohol ban, people don’t like that fact that you can only have one kind of alcohol, like beer or cider or wine. The reason that rule is in place is twofold: one is the old adage, “beer and liquor, never sicker,” that, if you are mixing hard alcohol and other alcohol, that TDR: How does this feed into the discussion about incluis more dangerous to your health. In the Mind of a Housing Professor

By Kush S. Desai Editor’s note: Part of President Hanlon’s much promoted Moving Dartmouth Forward plan includes the reinstitution of House affiliations for all Dartmouth students. In early May, the College selected six professors from over twenty applications to serve as House Professors across a wide spectrum of academic disciplines. To learn more about the new House plan and what the role of their House Professors will be, The Dartmouth Review sat down to speak with Professor of Physics and Astronomy Ryan C. Hickox, one of the six announced House Professors.

The Dartmouth Review (TDR): For readers who are not aware of the housing community initiative, can you provide some broad details about what the House communities will entail?

TDR: You went to a small school down in a rough part of Connecticut (Yale). Yale and Harvard—where you went to graduate school—are universities with a very famous tradition of residential colleges. How comparable will Dartmouth’s housing communities be to those types of traditional residential college systems?

RH: The basic concepts behind a “House” or “College” system date back to some of the world’s very oldest universities, most prominently Oxford and Cambridge, where some of the colleges have been around for almost 800 years! The systems at Harvard and Yale (and also that at Durham in the UK, where I was a postdoc) were built on this model, but each has its own unique character.

These previous systems have informed the motivation for the initiatives here as well, but our House Communities will certainly have elements that are distinctive to Dartmouth. One way in which I think our Houses will really stand out among our peers is in the active involvement of many faculty, postdocs, graduate students, staff, and alumni. Given our somewhat isolated location and the remarkable dedication of our faculty and staff to undergrad education, we can really be leaders in building a vibrant and active sense of community for all members of the College.

What sorts of plans are there to help rekindle these sorts of old traditions?

RH: Intramural (IM) sports are a fantastic way to build House spirit and community, and I anticipate that there will be House competitions in a number of sports, as well as potentially friendly rivalries in other House activities and traditions such as a competition for the most environmentally-friendly House. If possible, I’d particularly love to see some new sports that aren’t currently included in our IM program (something like fencing, rowing, or even inner-tube water polo) where students could explore a sport that they might not have had an opportunity to take part in before.

TDR: How will the housing communities work with existing campus organizations, such as Greek Houses, clubs and associations, volunteer and charity groups, etc., that also play a significant role in the social and intellectual development of students?

Tri-Delt Goes Local – We Should Help

Kotran, and John S Stahel On January 19, 2015, The New York Times published an article titled “Sorority Anti-Rape Idea: Drinking on Own Turf.” The article expounded on the structure of college sororities and the evolving “Go Local” movement that supports national sororities to disaffiliating from their national organizations to become local sororities. Shortly after the article’s publication, a social media frenzy ensued, with Facebook hashtag trends such as #GoLocal going viral. This past week, on May 28 2015, the Go Local movement bore fruit in the Dartmouth community- Dartmouth’s Gamma Gamma chapter of the Delta Delta Delta (Tri-Delt) national sorority announced that its sisters had officially voted to disaffiliate from their national organization and become a local sorority. Tri-Delt – which will select new letters for its local incarnation – will be the College’s fourth local sorority, joining the Sigma Delta, Epsilon Kappa Theta, and Kappa Delta Epsilon local sororities.

The Review first discussed and promoted the merits of the Go Local movement back during the 2015 winter term. At the time, President Hanlon’s Moving Dartmouth Forward plan dominated campus discussion and debate.

Given the contentious debate surrounding sexual assault on American college campuses, a broader debate about the merits of the Greek system, and a slew of headline breaking stories such as various hazing incidents and Rolling Stone’s (now entirely discredited) article about an alleged gang rape at a University of Virginia fraternity, anti-Greek factions were galvanized. A number of fraternities during this period were put on disciplinary probation periods. As it related to Greek policy, this paper took the stance that the College – much like its peers across the country – was simply “succumb[ing] to the same business-as-usual, wristslapping policymaking” by merely holding fraternities up to “increasingly draconian rules and regulations.”

The Go Local movement, alternatively, promoted a much more viable – albeit not nearly as simple – solution to various social woes on campus. This paper then, as it does now, supported sorority localization as a potential keystone aspect of a Moving Dartmouth Forward-like plan. Accordingly, The Review’s coverage of the Go Local movement at the time centered on providing a blue print for why sororities ought to go local and how the Hanlon Administration could properly facilitate that process.

We have decided to reprint large parts of our January 2015 article about the Go Local movement with the hopes of airing our two cents on what the Hanlon Administration, Tri-Delt, and other national sororities also considering going local ought to keep in mind.

Female Social Spaces As They Are Critics of fraternities often claim that Dartmouth’s fraternities have a monopoly on Dartmouth social life. They are not wrong. The campus at large routinely frequents fraternities as social spaces. Brothers and non-brothers alike can freely enter a fraternity for a casual game of pong in the basement or for a sports game viewing or for an open party. Most people by the end of their time at Dartmouth, moreover, can pick up the nuances that differentiate the brotherhoods of each house. There is a sense of intimate relationships that is built in these social spaces.

From an internal perspective, fraternity brothers are able to cement their bonds of friendship and brotherhood with constant interaction. Like sororities, few fraternities have the space to house all of their members in their plant.

The key to their unity is, instead, a network effect of sorts with fraternity brothers interacting with each other and each others’ friend groups in their own basements.

The same cannot be said of national sororities. National sorority bylaws prohibit chapters from serving alcohol or even hosting large scale events for non-members. These institutions therefore cannot provide the external social benefits and services fraternities do for campus at large.

They have no open basements or open parties. More often than not, sorority members are forced to leave their own houses and head over to a fraternity to play pong, attend a mixer, attend a party, or just socialize with their friends that aren’t also in their sorority. There is little in the way of sustained interaction that occurs between sororities as social organizations and the rest of affiliated or unaffiliated Mr. Desai is a sophomore at the College and Executive Editor of The Dartmouth Review. campus on the sororities’ terms. This is exemplified in the way people perceive sororities too. Sororities are differentiated in the minds of most people by crude stereotypes about their members’ physical appearance and outgoingness.

Local sororities, on the other hand, are a different matter.

When The Review profiled Dartmouth local sorority Kappa Delta Epsilon (KDE), KDE President Emily Uniman ’15 remarked that her sorority operates “much like a fraternity.”

KDE, along with Dartmouth’s other two local sororities, Sigma Delta and Epsilon Kappa Theta, can host parties and serve alcohol. Members of these local sororities can socialize and drink with themselves and their friends on their own terms in their own basement. Indeed, Uniman in the same article also remarked, “We give women on campus a space to feel comfortable, even if many of them are comfortable at fraternities. We give them a place to invite their friends, a place to call their own.”

Women control these local sorority spaces. These sorority sisters have the ability to kick overly troublesome or sketchy people out. They can determine what types of social activities they themselves will be doing – having dance parties each weekend or casual pong with good music.

Many assert that these types of female-dominated social spaces could be a key part of the answer to reducing sexual assault on campus. Women feel less vulnerable hosting and attending a party in their own spaces, where they are in control of the dynamic and the rules of the event and can expel anyone they choose from the house. The presence of sober, female sorority members at events ensures that someone is watching out for inappropriate behavior at all times. Having female bartenders also drastically lowers the probability of a phenomenon commonly associated with fraternity parties: students getting drugged by alcoholic drinks. This could also help combat a far more subtle and common date-rape tactic, where the perpetrator attempts to intoxicate a target to the highest degree possible and thereby impair the target’s decision-making abilities. Female bartenders would be less likely to serve a female partygoer that has clearly had too much to drink and female sober monitors are more likely to get help for vulnerable, drunk girls, leaving women better prepared to defend themselves and avoid precarious situations.

Given the issue of sexual assault on college campuses, these benefits to local sorority life make the Go Local Movement something worth considering, especially given how popular the Greek system is at Dartmouth.

Institutional Inequality All of this is not to say that the localization of national sororities at Dartmouth is the social system’s panacea. Significant institutional inequalities exist between fraternities and sororities as they stand here at the College, and the Hanlon Administration would need to address these issues.

For one, most of Dartmouth’s fraternities own their houses and the land on which they stand. This provides a twofold benefit. Rent revenue from brothers who choose to live in their fraternities amounts to a significant annual fraternity budget. If a fraternity can pull together just 20 brothers to live in their plant and pay housing rent, this amounts to a nearly $200,000 annual budget. Social dues, which vary by house, form an additional $10,000 or so budget. These funds are used for brotherhood activities, house maintenance, and other services for brothers. Fraternities can also exert greater autonomy if their own plant is owned and managed by them.

Dartmouth’s fraternities are also beneficiaries of generations of alumni. Again, this entails a twofold benefit.

Generations of passionate alumni form a thick network for fraternity brothers as it relates to professional or even social opportunities outside of Hanover. But secondly, generations of alumni also correspond to generations of alumni donations.

Most Dartmouth fraternities are backed up by endowment funds that shield them against otherwise debilitating costs associated with house repairs and even legal expenses.

Dartmouth’s fraternities, then, are well rooted not only in their own traditions and legacies, but also economically.

Dartmouth sororities, however, lack comparable roots.

This shortcoming has as much to do with the fact that Dartmouth only relatively recently became a coeducational institution as it does with the fact that the Administration has routinely intervened in the upkeep, startup, and construction of its relatively novel sororities and sorority houses.

Dartmouth’s Sigma Alpha Epsilon Fraternity chapter house, for instance, was constructed using the national fraternity organization’s funds for the sole benefit and ownership of the local chapter; Dartmouth’s Kappa Delta Sorority’s chapter

house, alternatively, was constructed with a combination of Kappa Delta national organization’s and the College’s funds, giving the College Administration undue influence in how the sorority chapter operates.

Going forward with Tri-Delt’s localization, these issues must be addressed. The College cannot undo decades of history and magically endow its sororities with generations of loyal alumni backers; however, it can work out a plan to gradually give sororities full ownership of their properties and assist sororities to form their own endowment cushions.

Resistance to Change?

National sororities, however, are understandably hesitant to dramatically cut their national ties and go local. It is far from an easy transition to make, notwithstanding legal and contractual obligations national sororities may owe to their national organizations.

The process of going local would require sororities to re-evaluate both their organizational dynamics and physical plant. Extensive renovations may be needed to enable sorority house basements and bathrooms to take the beating fraternity basements and bathrooms do on a nightly basis.

Sororities must also coordinate how they would handle the tasks of having an open basement – assigning people door and bar duty, buying dozens of boxes of beer and cans, etc.

A culture of having sisters hanging out in their basements to act as monitors of their own house and as people who themselves contribute to their social scene must be encouraged.

Freely distributing alcohol to college students, of course, is a liability – a liability sororities would now need to pay insurance to cover.

These are neither cheap nor easy tasks. According to The New York Times, going local would roughly double insurance costs per capita for sororities. Alcohol purchases alone would amount to costs in the five digits per year.

Most fraternities have multiple officer positions to deal with such responsibilities. Fraternity presidents routinely spend hours each week in meetings with the Administration – time that multiplies each time the house breaks even a minor ordinance or a guest is Good-Sammed because they overconsumed alcohol. Social chairs divvy up the task of making the pilgrimage to Stinson’s to buy beer each night.

House managers have to routinely coordinate basement clean ups and inspections and carry out necessary repairs and renovations.

Sororities may also be anxious to lose the benefits of affiliation with a national organization. National Greek organizations do boast large alumni networks. These national organizations have resources of their own to help construct or renovate sorority houses. The national organizations also help individual chapters deal with their respective school administrations and otherwise act as an umbrella organization for dealing with larger legal issues.

Sorority members and leaders are understandably anxious to have to take on these costs, risks, and responsibilities. And they would have little precedent to rely on for guidance in how to handle things.

Clearing the Way Forward The administration and Tri-Delt have already to some degree addressed many of these issues and points. Current Tri-Delt president Lauren Buchanan ’16 discussed in a Daily Dartmouth article the “administrative and technical arrangements” the sorority will be undergoing to reincorporate as a local sorority. It is reworking a new insurance policy through the College rather than the national organization and other matters related to finances –Tri-Delt sends 60% of the dues it collects to its national organization. For its part, the Hanlon Administration is doing its part too. For instance, according to that same Daily Dartmouth article, Tri-Delt had about $90,000 of savings tied up with its national organization; in the likely event that the national organization refuses to part with this money, the administration will cover the loss for the chapter.

A number of questions and issues are still, of course, up in the air. Tri-Delt’s localization will hardly result in an overnight cultural shift at Dartmouth either – the sorority has no plans to have an open-basement scene in the near future, and the Hogwarts-esque sorting-hat process that is sorority rush does not appear to be on track for significant reform any time soon. But cultural and institutional change is not and should not be an immediate process. Managing localization correctly – and ensuring that Tri-Delt’s sisters are properly versed in ever so pleasant cups and cans basement cleanups – indeed necessitates baby step pushes. n

A Conversation with Fribble

We at The Dartmouth Review recently spoke with the mysterious figure, offering some insight into his motives, beliefs, and ideas.

The Dartmouth Review (TDR): Could you tell us a bit about your background? What is your affiliation with Dartmouth? fribble (f): I grew up in a business, political and sports household. A great weekend would be playing a few sports with my brothers or friends and listening to Dad talk about business and politics and then watching sports and the TV political shows, including William F. Buckley, Jr.’s Firing Line every week.

I didn’t want to go to Dartmouth because Dad knew some people who were influential there, I wanted to be at a school that I earned the right to attend on my own. What I didn’t understand at the time was that nearly everyone had someone who helped them get in even if they didn’t need help. As it turned out my grades and scores were as good as or better than most. I was stuck in the River (Prison Cell) Cluster as a freshman but busted out the next year to a better dorm and then moved into my fraternity house the following year. The Dartmouth experience was more confusing than helpful in the larger philosophical sense, but in specifics and specific professors it was great.

TDR: How did you come to your current conservative set of beliefs? f: My “conservative” beliefs were partly a result of home life but didn’t become mine until I bought my subscrip-

TDR: How did you get involved in the area of internet commenting? Specifically, how did you get involved with The Dartmouth’s commenting scene?

Furthermore, what is your biggest motivation when it comes to your comments?

What goal are you striving for? f: I used to comment at Dartmouth in person, with the Provost, the College Counsel (lawyer), professors, chief assistants to the president and letters and emails to the president and the head of Alumni Relations and made several visits to The Dartmouth Review offices to offer support. A few dollars and some advice most times. I would drop by the fraternity house to talk to the brothers about what was going on at the College.

When the College had a speech code, I told The Review president and whoever else was in the room that the students should have their Constitutional rights whether they were at college or not, since Dartmouth is part of the U.S., whether the College thinks so or not. That got the President of the Review in gear a little, even if he seemed to be more interested in drinking Bombay Sapphire Gin. But I didn’t reach enough students to make much difference. I liked in-person commenting

the question or the other. Dartmouth College as a One Party Collectivist College means that the College is on the bright line, immoral side of the major question of the organization of society. That is a real problem and of course not just at Dartmouth but through all of the educational establishments, media, government, most of mainstream religion, popular culture, entertainment and on and unfortunately on.

TDR: How can modern liberalism be combatted, particularly on college campuses, where the tension is high? f: The most important thing to remember in any debate campus or elsewhere is to try to educate your audience and realize that the people you are reaching are not usually the ones who are dedicated to the proposition of gaining power over you and others; they are bad actors. The leaders of the groups who oppose you will melt away when they are confronted with the truth because they will be exposed. This is a great service to everyone, including those you will defeat.

You are selling freedom. You are selling the truth. You have every advantage. All the other side has is a mob, lies, smears and whatever fake outrage they can drum up. Otherwise they are naked. So just think of your opponents as naked (like thinking of your audience in their underwear to calm yourself down)

TDR: In your own words, can you describe what it is and what it takes to be a true modern conservative? f: Truth, knowledge, understanding, courage, perseverance. The joy of bringing the light to the darkness. And there is a lot of darkness out there. That gives us a great opportunity and a lot of work to do. So get on it.

TDR: Are there any final thoughts you’d care to add? f: The cost of a Dartmouth education has almost exactly doubled in real terms in the past thirty years. One of the things that should bring the whole student body together is what the College is doing to wreck you and your family’s financial position. Where is the extra 100% that it costs to go to Dartmouth going? Demand an answer from the administration. Just like the federal government, when anything goes wrong at the College, or the College imagines something is wrong, their answer is more staff, more spending and a more intrusive and controlling administration. The administration is the reason things are going wrong at the College in the first place.

Moving Dartmouth Forward wouldn’t need to be called Moving Dartmouth Forward if that were what it is really doing; everyone would know. It is a pure PR play to make it look like they’re doing something and they are, they are tightening the screws on the students. Putting them in clusters. Inserting faculty. Banning hard alcohol. Derecognizing AD. Punishing disfavored people who have done nothing wrong and not disciplining favored groups who have done things wrong. All the best to you and everyone at the College.

On an opinion article that seeks to discredit “the other side of the story”: “You have to be carefully taught to be unhappy and oppressed in a country like the United States and at a College like Dartmouth.

One of the problems that many people have is when they travel or move, when they get there, they are there. They think they’re going to go somewhere and be happy or that going somewhere else they will find the right people who will make them happy because, after all it is other people’s job to make them happy. You have to change yourself to learn to be happy and productive. Fake victims are a real downer to people who accomplish things so they are not going to hang around with you or help you cry. It is a waste of time and a waste of your life.

“Every people on earth has been enslaved by other people of other races and other religions. Every race has exchanged values that are built on the profits of slavery and genocide. Genghis Khan was personally responsible for the murder of 10% of the people on earth and good Ol’ Genghy wasn’t white. On a column advocating the need for an Asian-American studies program: “Is there a reason to have Asian, Black, Gay, Women, Hispanic, Native American studies other than to segregate and foster the tribal anti-intellectual? They aren’t math, science, language, or history, they are racial and sexual as their names clearly demonstrate.

This isn’t higher education, this is lower education and the lowest and crudest of the low… Does progress come from the free association of the individual or forced association of the group? The reason for success and progress around the world is liberty and that has zero to do with racial identity, sex, sexual preference or anything else that lies completely outside the intellectual or the hard work of the individual. Who is making dopes out of smart students? You don’t have to look too far.”

On a column supporting the College’s MDF residential community decisions: “There is nothing students want less than ‘graduate, post-doctoral and faculty joining the residential communities.’

Communities are, well, real communities are organic things, not faked things and this whole enterprise is a fake. First we’ll put all freshmen in the same dorms not with upperclassmen, with graduate, post doctoral and faculty. Then we’ll put them in dorm clusters with graduate, post doctoral and faculty. Then we’ll put them in re-education camps to make them think and act the way we want to think and act. Sounds like the usual Leftist BS top down control and busy-bodying. they never, ever tire of their “Social Engineering.” In fact I suggest that next year’s “Social Justice Awards” be renamed what they really are, ‘The Social Engineering Awards.’” n

Some Thoughts in the Dark

By Nicholas P. Desatnick At around 4:30 on the afternoon of May 27, a major storm swept across the Connecticut River and onto the Dartmouth campus. Its heavy winds and driving rains lasted for less than an hour, but its effects long outlived the last thunderclap; for, shortly after the storm began, there was a particularly strong gust of wind and a loud rumble from what sounded like a nearby lightning strike. Lights around the Green began to flicker, and then went out, plunging students into the dark.

Although early emails from Frank Roberts, Dartmouth’s Associate Vice President of Facilities Operations and Management, suggested that power would be restored imminently, residents on campus had to wait until after midnight to be reconnected to the grid. In the meantime, most of campus’s dining establishments were shuttered and many of Dartmouth’s web-based service applications were unavailable to undergraduate use. Students fled to the few off-campus restaurants that still had power. And those who had cars slogged to the Panera in West Lebanon to find a working electrical outlet so they could finish their papers and problem sets.

Naturally, such a predicament bred a great deal of frustration among those living on campus. Throughout the evening, students could be heard complaining about their inability to eat and do work with a mixture of amusement and anger. In one instance, an irate undergraduate threatened to send her Boloco bill to Parkhurst since she was left without access to the on-campus dining options she had been forced to pay for. In another, a student spoke angrily of not being able to adjust his Non-Recording Option ahead of the midnight deadline and threatened to sue if his GPA were penalized for it.

Although cooler heads ultimately prevailed and no legal or financial action was taken, there is little doubt that reactions like these were comically disproportionate to the circumstances at hand.

But while it’s easy to dismiss the above as the drivel of some entitled millennials, much of the frustration that produced these complaints is more reasonable than it might first appear. After all, power outages – much like death and taxes – are one of life’s unfortunate constants that even the most hyper-litigious of Ivy Leaguers have to learn how to live with. But as is true with these others of life’s constants, one can learn a great deal about those around him by how gracefully they handle such inevitabilities when they finally come. And in this case, it seems that Dartmouth has quite a bit of room for improvement in dealing with even the most banal of surprises: The DDS Difference This is particularly true of the operating managers at the College’s own food purveyor, Dartmouth Dining Services (DDS).As the proverbial whipping boy of undergraduate culinary savants, DDS has been no stranger to criticism over the years. about the inconsistent quality of its meals or public outrage over an admission to its profiteering ways on David Newlove’s LinkedIn page, many undergraduates have found a great deal about their oncampus dining options with which to take umbrage. To their rather long list of grievances, however, many students can safely add yet one more concern: dependability.

During the seven-plus hours that campus was without power, all four of DDS’ main eateries were closed to undergraduate diners (other than to serve up the occasional cold cut in two locations). The only place on campus that remained fully open was KingArthur Flour (KAF), whose third-party management did its best to keep serving students in the dark. After they lost power to their cash registers, its employees opened up their pastry and sandwich case and started giving away leftover food to feed hungry undergraduates. This response contrasts markedly with that of the nearest DDS establishment at Novack Café. There, rather than opening their refrigerators to feed students, they locked them and used empty shelves as Robespierrestyle bulwarks to guard against theft. As one Facebook post noted wryly: “[D]uring this power outage, KAF is GIVING AWAY their food whereas Novack has used shelves of food to make barricades.

That’s the DDS difference.”

(Em)powering Public Relations

Beyond the moribund failings of DDS, the blackout also had a funny way of spotlighting another peculiar trend on Dartmouth’s campus: the rise of the “public relations state.” As anyone who has been on campus in the last four years can tell you, the College has seen more than its fair share of negative headlines. During that period, the good folks in its communication and public relations division were likely busier than most. But now that most of those negative headlines are a thing of the past (knock on wood), it seems that many of them are still on high alert.

This trend was on display for all to see on Wednesday evening, as revealed by the timeline of campus bulletins: Shortly after the campus lost power, community members received two initial emails from Frank Roberts, Dartmouth’s Associate Vice President of Facilities Operations and Management, assuring them that the College and Liberty Utilities were working on resolving the matter as quickly as possible.

Lord and 18 of his family members, including his grandson John King Lord, who served as Acting President of the College for a year in the 1890s, are buried under a single monolithic marker, one of the tallest monuments in the cemetery. the earliest stones were horizontal, are now defaced and largely illegible, and many have been replaced.

In the late eighteenth and early nineteenth century, the durability of the stones drastically improved, as they were then produced from materials of far higher quality in Vermont. Most headstones from this era followed a strikingly similar format. Each would begin with a motto or text in Latin, followed by a statement of facts about the person interred, including his birth and death dates, occupation, familial relationships, and occasionally even the cause of death. At the bottom of the markers would be four to six original verses of text, which would often fit into the theme presented by the Latin motto or the cause of death.

Headstones designed under this convention have the tendency to bring the dead to life, and they often evoke emotions in viewers with no connection to or even prior knowledge of the deceased. In more recent years, headstones have come to include little more than the statement of facts, often just containing a last name and the years of birth and death, and in some cases only the name. On Civilization and Barbarism

Zech One of the best aspects of the undergraduate experience at Dartmouth is our community’s commitment to be intellectually engaged, not only in the classroom but also in a wide array of opportunities around campus. One such opportunity for this came on Tuesday, May 20, in the form of a talk entitled, “Why Can’t We Defeat ISIS: Civilization versus Barbarism in an Age of Democratic Peace,” which was given by Dr. Daniel Mark—a professor of Political Science at Villanova University and an appointed member of the U.S. Commission on International Religious Freedom. In this latter capacity, Professor Mark has researched a wide array of domestic and foreign policies, traveled to parts of Nigeria ravaged by Boko Haram, and made policy recommendations to the President, Secretary of State, and Congress. This depth of experience was reflected in Dr. Mark’s public lecture—sponsored by Chabad At Dartmouth—that proved equal parts edifying and thought provoking.

Professor Mark began by asking his audience, “What is courage as a virtue?” After sifting through several possible definitions, Mark turned to Aristotle for an explanation. To Aristotle, courage is the middle path between utter fearlessness and cowardice, “Courage is being brave about the right things at the right time.” After couching courage within the schema of the Aristotelian golden mean, Dr. Mark succinctly used historical examples from our own nation’s founding to argue that courage was and still is an essential aspect of the Western tradition, providing the impetus behind the greatest moments in our history.

But Mark was also quick to note that, “courage is not something that can be taught like a formula, it must be inculcated from a young age.” Courage, for Professor Mark, can be instilled by three methods. First, by learning about the heroes of our own history, society can grow to reflect an appreciation for the virtue of courage through education.

Second, courage can be grown through direct practice on an individual and societal level. Finally, and most importantly for the purposes of his lecture, Mark argued that culture provides us with messages, values, and habits that teach us how to behave.

Mark suggested that we in the West are thus forced to ask if our contemporary democratic culture fosters the deMr. Zech is a freshman at the College and a contributor to The Dartmouth Review

velopment of courage. Though Mark was quick to stipulate that democracy is a net positive, he was wary of the idea that a strictly democratic culture does in any way necessarily entails a courageous one. The mere safeguarding of liberalism cannot by itself preserve or foster a courageous society; Mark sees it necessary to more directly uphold a culture of courage independent of a culture of democracy.

Professor Mark then argued that courage is one several “masculine virtues” that have heretofore been powerful forces in Western culture but have, in the past half century, come under increasing scrutiny and been subject to corrosion. To further illustrate the point, Mark asked the audience to consider two different maritime disasters that happened one hundred years apart; the 1912 sinking of the Titanic and that of the 2012 sinking of the Costa Concordia off the coast of Tuscany. In former, poor and rich men alike sacrificed their lives for the women and children aboard. The tale of the Concordia, however, is awash with anecdotes of men callously pushing their way to the first lifeboats, displaying no regard for the weak in their struggle for survival. “It is easy,” Dr. Mark concluded, “to make the claim that people have, in general, become less willing to sacrifice for the common good.” With the implications of this disquieting argument still hanging in the air, Professor Mark proposed that a civilization should be judged on its treatment of its weakest and most vulnerable constituents. A culture or society is civilized only insofar as it takes into account the wellbeing of its poor and helpless.

But if we have thus defined civilization, what then is its opposite, barbarism? Barbarity, argues Mark, can manifest itself in two forms. The first and most obvious form of societal barbarism is seen when the strong sacrifice the weak to their own ambitions. The second and ultimately no less condemnable form of barbarism occurs when those with the ability to stop the perpetration of evil instead allow it to continue due to fear or apathy. Though the onlookers in this case are not directly harming the weak, they are partly to blame for the deplorable state of the weak, helpless at the hands of their aggressors.

Having both charted a thorough ethical framework as well as highlighted the West’s troubling corrosion of courage in recent history, Professor Mark delved into the most pressing security crisis in the Middle East; the emergence of ISIS. Mark asserted that the United States was unwilling to do more to put an end to ISIS because it was not confi-

dent in its own values. But, “the fact that the barbarians do believe in their ideology and they have shown that they are ready to fight and die for it means we can no longer sit idly by.” There was a time when the West, for all its flaws and internal inconsistencies, was ready to put cultural values more directly into foreign and domestic policies. In colonial India, for example, the British put the practice of Suttee—a custom of human sacrifice on the part of a wife upon the death of her husband—to a resounding end. Would such faith in the virtues of Western morality still be championed today over the critiques of cultural and moral relativism?

In order for the West to thrive in the twenty first century, “we need to believe that our civilization is worth defending and we need to have the courage to defend it,” Mark asserted.

This unlikely victory in Ramadi—a city less than two hundred miles away from Baghdad—was itself overshadowed by a successful ISIS offensive in Syria in which the caliphate gained control of the ancient city of Palmyra, a UNESCO World Heritage Site where monuments have stood for thousands of years. On Capitol Hill, the process of re-evaluating the current allied strategy in the wake of these defeats has already begun. Some question the Iraqis’ own will to fight while others disparage the US’s continued commitment to a “no-boots-on-the-ground” policy. In a later interview, Professor Mark proposed that while all national policies are an admixture of principle and prudence, the United States must begin with principle when formulating a means of combating ISIS. The prosperity of our society insulates us from true evil and allows us to become “sublimely unaware” of the dangers around us. We have become, in that way, deprived of a significant way to grow our courage. Dean-Bailey in the State House

By Brian Chen Races for the New Hampshire State House of Representatives are usually small and unexciting affairs, often requiring little more than door-to-door campaigning and a few hundred dollars for yard signs on the part of the candidates. Special elections for the State House tend to be even more obscure and dull. Somewhat unexpectedly, the May 19 special election for Rockingham’s District 32 (Northwood, Deerfield, Nottingham, Candia) turned into to a major affair, attracting significant statewide attention and even catching the eye of several potential presidential candidates.

The special election was triggered when Republican State Representative Brian Dobson resigned to become the director of military and veteran affairs for U.S. Congressman Frank Guinta, a decision that looks like an increasingly poor bet as Guinta is embroiled in a campaign finance scandal. Former Democratic State Representative and retired schoolteacher Maureen Mann, who won election in 2008 and 2012 but lost in 2010 and 2014, ran for the seat. In a volunteer legislative body filled with many senior citizens, Mann’s candidacy was unexceptional; it was her opponent who stole the spotlight. Republican Yvonne Dean-Bailey, a nineteen-year-old freshman at Mount Holyoke College and a former staffer for Marilinda Garcia and Kelly Ayotte, jumped into the race on Garcia’s encouragement. Immediately, she garnered a significant amount of attention, partly because of the historic nature of her candidacy as a young woman.

Dean-Bailey received support from libertarians and conservatives across the state, eventually raising $4,000, a significant amount for a New Hampshire State Representative’s campaign. libertarian, cited Dean-Bailey’s advocacy for school choice as his primary reason for supporting her. Nevertheless, she was still considerably outspent by Mann, who raised at least $6,000 and likely much more if money from teachers’ unions is included in the total.

In addition to significant grassroots excitement, DeanBailey also received several assists from high-profile Republican politicians, including presidential candidates working to raise their profiles in New Hampshire. Former Texas Governor Rick Perry, U.S. Senator for New Hampshire Kelly Ayotte, former Hewlett-Packard CEO Carly Fiorina, and former State Representative and congressional candidate Marilinda Garcia all campaigned with DeanBailey. U.S. Senator for Florida Marco Rubio also tweeted to get-out-the-vote for her, and former New York Governor George Pataki was quick to congratulate Dean-Bailey on her eventual victory.

While Dean-Bailey ran an effective and well-publicized campaign in a conservative district, her victory was far from a sure thing. Mann had been elected twice to the State House, and she was a known quantity with a solid base of support.

The relatively low turnout for special elections also added a huge degree of uncertainty to the election. In addition to raising more money, Mann had a large number of volunteers on the ground in the form of unionized teachers. Mann also had some star power behind her candidacy: former Maryland Governor and potential presidential candidate Martin O’Malley campaigned for her during a swing through the state.

With statewide attention, the race soon began to heat up. Mann controls many of the newspapers in the district and used her leverage to attack Dean-Bailey. However, Dean-Bailey, who has already received her first death threat from her work at Campus Reform, was more than prepared for the grueling campaign despite her young age.

In addition, one of Mann’s supporters engaged in underhanded and unwarranted, as well as illegal, behavior. Carl Gibson, a liberal activist who had previously been removed

from Mann’s campaign, sent a fake email as Dean-Bailey stating that she was dropping out of the race to focus on her studies. Gibson was identified as the perpetrator of the effort to suppress Republican turnout when his name was discovered in the metadata of an attached Microsoft Word document (no NSA necessary). He claims that the incident was a joke and that he “probably had one too many beers.”

Nevertheless, he has since been arrested on a felony charge of voter suppression.

Mann ran on a platform that consisted of little more than fixing potholes, attacking Dean-Bailey for allegedly supporting measures allowing infrastructure to depreciate.

Meanwhile, Dean-Bailey ran on a typical Republican platform of supporting the Second Amendment, opposing tax increases, supporting school choice, and opposing Obamacare. In the end, Dean-Bailey prevailed, taking 1,359 votes to Mann’s 1,230 votes (52 percent to 48 percent), a level of turnout exceptionally high for a local special election.

In the aftermath of the election, New Hampshire Democratic Party Chair Raymond Buckley blamed Dean-Bailey’s victory on the Koch Brothers as well as the conservativeleaning nature of the district. While Buckley’s floundering attempt to save face after such an embarrassing loss is quite amusing, it also demonstrates how truly out of touch his party is. Needless to say, if Democrats insist on running campaigns based on potholes and attacking nineteen-yearolds for being bought and paid for by the Kochs, they will not have very much success.

Dean-Bailey was recently sworn in by Governor Maggie Hassan on May 27. She will be transferring to the University of New Hampshire next fall so as to better handle the demands of being a part-time legislator. DeanBailey is one of the youngest state legislators ever elected in New Hampshire and is currently the second youngest in the country after eighteen-year-old West Virginia Delegate Saira Blair. I remember fishing for the elusive Hawaiian brown trout, only known to inhabit the reef surrounding Pearl Harbor. When I was off-duty, Lieutenant Platsburg and I would frequently target these trout, and had caught a great number until the Japanese regretfully rendered the fish extinct. As you might have guessed, there was not much time for fishing after that. Two years later, Lieutenant Platsburg lost his mind and tried to catch a humpback whale out of his Single Engine Thundercat Aeroplane. Upon snagging it in the back, he was jerked through the windshield and never seen again. A classic Japanese distraction tactic if I’ve ever seen one, and we won every single battle that day thanks to his heroics. Oh what a day it was. To celebrate, we all drank a special kind of martini, dyed pure black from the ink of a giant Japanese squid. Mix the ingredients well and enjoy; the drink pairs especially well with the smell of gunpowder.

Lest the old traditions fail.
