Report on Sports Excellence/ High Performance

9.1

Overseas Training & Competitions (a)

MAG Overseas Training in Penang Due to the closure of Bishan Sports Hall to shift to Hougang Sports Hall, there was a lack of training facility for our MAG Centralized Training Program from 22 Nov to 04 Dec 2009. In order to keep up the training program for our MAG Seniors and Youth Olympic Games training squad, arrangements were made for the Centralized Training Program to train in Penang during this period.

Hong Kong Artistic Gymnastics International Invitational Championships Gabriel Gan Zi Jie represented Singapore at the Hong Kong Artistic Gymnastics International Invitational Championships and won gold in the Floor Exercise and Pommel Horse events. He also ranked 4th in the Parallel Bar event.

Rhythmic Gymnastics Asian Junior Championships Our Rhythmic Gymnastics Group Event competed at this competition, which was also the Rhythmic Gymnastics YOG Qualification Event for Asia. They clinched a bronze medal in the Group Ribbon Event and were granted a spot at the Youth Olympic Games by FIG.

Artistic Gymnastics Asian Junior Championships A MAG team and 2 WAG Individuals represented us at this competition, which was also the Artistic Gymnastics YOG Qualification Event for Asia.

We successfully qualified gymnasts Timothy Tay for MAG and Rachel Giam for WAG when they achieved the qualification mark set by the FIG, which was to score an average execution score of 7.50 on all apparatus.

In addition, the MAG Team achieved 6th place out of 8 teams and Terry Tay made it to Vault finals where he finished in 6th place.

9.2

Local Training & Competitions (a)

Centralized Training Camp in Dec 2010 In order to make good use of the school holidays in Dec, a training camp was organized for our centralized training 1st teams. The teams stayed at a centralized location – NACLI – for 2 weeks during which time they trained up to 9 sessions per week. Team building workshops and psychology workshops were also organized during this period.

Training exchange with Jiangsu Rhythmic Gymnastics State Team To prepare our Rhythmic Gymnastics Group for competing the Ribbon event in an air-conditioned environment, arrangements were made to train in an air-conditioned hall for 2 weeks in Dec 2010. During this period, the Singapore Sports Council also arranged for the Rhythmic Gymnastics State Team from Jiangsu, China to come to Singapore for a training exchange. They trained together with our Rhythmic Gymnastics 1st and 2nd teams for almost a week and had friendly competition/ “tests” with our teams during this period.

(c)

Media Training for Gymnasts Media training workshops for our 1st team gymnasts were conducted in August 2009. The objective was to give them a brief introduction on how to deal with the media.

9.3

Centralized Training Programs (a)

Men’s Artistic Gymnastics

As at 31 March 2010, our MAG Centralized Training Program coached by Han Yoon-Soo and Lin Zhen Qiu comprises of 22 gymnasts, ages ranging from 10 to 25 years old. They train up to 30 hours per week at Hougang Sports Hall. (b)

Women’s Artistic Gymnastics As at 31 March 2010, our WAG Centralized Training Program coached by Zhao Qun, Yuan Ke Xia, Guo Xin Min, Li Yao Chun, and Shao Xue Qun (part-time) comprises of 24 gymnasts, ages ranging from 7 to 21 years old. They train up to 30 hours per week at CCAB Gymnasium. Since January 2010, the WAG 2nd and 3rd Teams introduced morning training sessions on 3 days a week (Mon/ Wed/ Fri) in addition to their usual afternoon training sessions.

Rhythmic Gymnastics As at 31 March 2010, our RG Centralized Training Program coached by Zhu Xiao Ping and Tan Jun comprises of 24 gymnasts, ages ranging from 8 to 15 years old. They train up to 30 hours per week. The 1st team trains at Sengkang Sports Hall, while the 2nd and 3rd teams train at CCAB.

9.4

Officiating Development (a)

National Judges In conjunction with the National Championships held in July 2009, local judging clinics were conducted from 10-14 July 2009 to develop more National judges for local competitions. Currently, we have approximately 7 National judges for MAG, 16 for WAG, and 26 for RG.

FIG International Judges – Men’s Artistic Gymnastics An FIG International Judges Course was organized in Singapore from 2225 June 2009. The Course Instructor was Huang Li Ping. Currently we have 1 x Brevet 3 MAG Judge and 6 x Brevet 4 MAG Judges.

FIG International Judges – Women’s Artistic Gymnastics Brevet 4 Judge Fionna Thong attended the Artistic World Championships held in London in October 2009. Although she was not allowed to judge on the panels because we did not have gymnasts competing at the event, she was given permission to attend all the judges’ meetings and briefings.

Upon return, Fionna conducted a session for all the FIG International Judges based in Singapore to convey the changes and updates to the

Code of Points. Fionna was subsequently sent as delegation judge to the Artistic Asian Junior Championships held in Tokyo in February 2010.

Another Brevet 4 Judge, Chong Yi Mei, was assigned to judge at the SEAGCON Senior Championships held in Bangkok in October 2009. (d)

International Judges – Rhythmic Gymnastics An FIG International Judges Course was organized in Singapore from 1216 January 2010. The Course Instructor was Nataliya Kuzmina. The course was attended by 3 Singaporeans, 3 Filipinas, 1 Hong Kong participant, and 1 Korean. All participants passed the examination and attained their Brevet 4 qualifications. Currently we have 7 x Brevet 4 RG Judges.

9.5

National Program Clinics (a)

Women’s Artistic Gymnastics 2 rounds of clinics were conducted by Technical Consultant Tian Ju Ping – once in April and once more in November 2009. In April, the clinic was attended by Singapore based coaches to review the implementation of the National Program at the 2008 Singapore Open and Grading Exercise.

In November, the clinic was attended by school-based coaches in preparation for the first-time implementation of the National Program at the 2010 Inter-school Competition.

(b)

Rhythmic Gymnastics 1 round of clinic was conducted in April 2009. Technical Consultant Zhang Gui Yu was invited from China to conduct the clinic.

Implementation of the National Program at the 2008 Singapore Open and Grading Exercise was discussed and reviewed.

9.6

Youth Olympic Games Selection Trials The Selection Trials for the Youth Olympic Games were conducted in October and November 2009 according to SG’s Selection Policy and SNOC guidelines.

The rhythmic gymnastics group of 5 gymnasts, 2 men’s artistic gymnasts, and 3 women’s artistic gymnasts were selected to participate in the respective Youth Olympic Games qualification events. Singapore qualified the following gymnasts whom SG nominated to SNOC: Cecilia Chia, Miki Nomura, Phaan Yi Lin, Sim Kwee Peng Ann, & Vivien Ho for RG; Timothy Tay for MAG, and Rachel Giam Pei Shi for WAG.

Gymnastics For All (a)

Singapore Gymnastics’ 3rd Annual Gymfest 2010 was held 05 September 2009 at the Toa Payoh Sports Hall. This Gymfest featured 18 different performances from local clubs, schools, and polytechnics, as well foreign teams from Japan and Korea.

(b)

The World Gymnaestrada Course was held in Korea from 4-7 February 2010 and was attended by SG President, Goh Hwee Cheng. The course educated participants on Gymnastics For All and the World Gymnaestrada event to be held in Lausanne in 2011. The purpose of the course was to promote Gymnastics For All and the 2011 World Gymnaestrada event to Asian countries, as well as to assist them in preparing to send teams to the World Gymnaestrada event.

National Championships 2009 National Championships – an annual competition intended for Singapore Citizens only – was organized for the first time in 2009. Under the guidance of Technical Consultants Tian Ju Ping, Diao Zai Zhen, and Kym Dowdell, we organized our first ever National Championships from 16-19 July 2009 at Bishan Sports Hall.

The competition saw a total of 168 participating gymnasts: 28 MAG, 88 WAG, and 52 RG. It was also a training opportunity for our Competition Organizing Committee, in preparation for organizing the 2010 Youth Olympic Games.

10.3

Singapore Gymnastics Open Championships 2009 The 6th Singapore Gymnastics Open Championships were held 23-27 September 2009 at Bishan Sports Hall. The event saw a total of 161 participants – 36 MAG; 95 WAG; 30 RG. This competition was opened to Singapore Citizens, as well as foreigners based in and outside of Singapore. The WAG Competition received participants from Canberra City Club, Australia.

Report on Preparations towards Organization of Youth Olympic Games

11.1

An SG Organizing Committee was formed to organize all competitions in the lead-up to the 2010 Youth Olympic Games.

11.2

Apart from organizing the 2009 National Championships and Singapore Gymnastics Open Championships under the guidance of Technical Consultants Tian Ju Ping, Diao Zai Zhen, and Kym Dowdell, key organizing committee personnel were sent to observe the 2009 World Championships held in London from 12-18 October 2009. In addition, Competition Manager for YOG – Lee Hong Chuang was supported by Singapore Sports Council to attend the Rhythmic Gymnastics World Championships held in Mie, Japan in September 2009 and SYOGOC to attend the Trampoline World Championships held in Russia in November 2009.

The Organizing Committee will collaborate with SYOGOC to organize the YOG Validation Exercise in June 2010.

Report on Fundraising

12.1

Singapore Gymnastics Charity Golf and Dinner SG held a fundraising activity on 22 March 2010 in the form of a Charity Golf Tournament and Dinner at Orchid Country Club. We drew a total of 11 flights for the Golf Tournament and 15 tables for dinner. The event raised a total of $42636.62 for SG.

Other Activities

13.1

SG was represented by President – Goh Hwee Cheng and Secretary – Choy Kah Kin at the 2009 SEAGCON Congress held in October 2009 in Bangkok. At this meeting, SG was awarded to host the 2010 SEAGCON Junior Championships.

13.2

A team building activity was organized on 13 December 2009 for all of SG’s exco members, staff, and 1st team gymnasts. This was followed by a year-end dinner, which involved all ex-co members, staff, centralized training gymnasts, and parents.

13.3

A dialogue session with members was held on 27 February 2010. It was attended by 6 full members and 7 associate members. SG’s past accomplishments, current practices, and future plans were discussed. The need for continual dialogue sessions was identified.

SG’s Centralized Training Program and YOG training squad gymnasts were featured in mediacorp’s Channel U program – GO! YOG on 03 March 2010.

13.5

SG remains affiliated with the Fédération Internationale de Gymnastique, Asian Gymnastics Union, Pacific Alliance of National Gymnastics Federations, South East Asian Gymnastics Confederation and the Singapore National Olympic Council.

14

Other Relevant Disclosures

14.1

Conflict of Interest Ex-co members are expected to avoid actual and perceived conflicts of interest.

Where ex-co members have personal interests in business transactions or contracts that SG may enter into, or have vested interests in other organizations that SG have dealings with or is considering to entire into joint ventures with, they are expected to declare such interests to the ex-co as soon as possible and abstain from discussion and decision-making on the matter. Where such conflicts exist, the ex-co will evaluate whether any potential conflicts of interest will affect the continuing independence of ex-co members and whether it is appropriate for the ex-co member to continue to remain on the ex-co.

14.2

SG Context & Reserves Policy Reserve funds comprise mainly of funds accumulated from donations and fund raising activities. It is an on-going account whereby surplus/ deficit after income tax is being transferred at the end of every financial year.

Context SG has secured an annual funding subsidy from the Singapore Sports Council (SSC) till the financial year ending 31st March 2011. The annual subsidy is some 50% of the desired annual budget but provides for about 90% of the structural costs of facilities rental and salaries. Other variable costs not provided by SSC are incurred only where alternative funding is secured.

Regular income from membership and training fees is not large but covers other structural costs not provided by the SSC subsidy. New initiatives are planned to increase regular income to build up restricted reserves to the targeted level. In addition, one annual fund raising event would also be held.

Reserves Policy The SG Exco reviews on a semi-annual basis the funding and the accumulation of reserves that are required to ensure that they are adequate to fulfil our continuing obligations.

A restricted reserve (RR-AGM) to provide stability to fund the structural costs if there is a decline in the SSC subsidy will be built up based on 30% of the previous year annual surplus, rounded to the nearest thousand dollars and after provision for working capital requirements held under unrestricted reserves (see below). This will commence from the surplus after tax of the financial year ending 31st March 2010 till it equals $500k or the equivalent of one year of annual salaries, whichever is higher. Funds from this reserve may only be released by a resolution passed at a General Meeting of members.

Other restricted reserves (RR-Specific) will be set up in accordance with IPC regulations where a specific purpose of the fund raising has been communicated to donors. Funds from each specific restricted reserve may only be released by a resolution passed at a meeting of the Management Committee.

All restricted reserves will be placed in term deposits separate from funds in the operating bank account.

The operating bank account will hold the unrestricted reserves to fund working capital requirements. Working capital can fluctuate widely depending on the events for the quarter and at least $100k would be retained as unrestricted reserves.
