DIRECTOR'S STATEMENT I am honored to lead the Dare Education Foundation during this critical time and to further the legacy of nearly 20 years of advocacy and support for the students, teachers, and schools of Dare County. In the era of COVID-19, our work to develop partnerships with the community remains central to everything that we do. We continue to respond to the immediate needs of our schools, at times working almost like first responders to make sure that all students have access to the materials they need in order to participate in learning, and that teachers have all of the tools that they need in order to feel successful and nourished by their work. We work tirelessly to bring dynamic and responsive solutions rooted in a commitment to educational success. We are deeply grateful to our Friends of Education for believing in our mission and in the collective future of our educational system.

WHAT MAKES US UNIQUE DEF is the only organization raising funds for all Dare County public schools.

Since 2002, we have raised millions of dollars for schools and resources that help students thrive. We put the right tools in students’ hands to give all kids the excellent education they deserve. Led by passionate parents, educators, alumni, and community members, the DEF Board continues the fight to uphold the quality of our public schools. Rent from our affordable teacher housing complexes covers all of our salary and administrative expenses.

COVID-19 RESPONSE The COVID-19 pandemic has brought significant change to the delivery of instruction, and heightened inequities in access to education. Without pause, the Dare Education Foundation provided valuable support to students, families, and educators who needed us more than ever.

Our COVID-19 response included:

Technology support: Partnering with Dare County Schools and the Outer Banks Community Foundation, DEF distributed 125 WiFi hotspots to homeless and low-income students lacking internet.

School supplies: We distributed over 250 bags of school supplies to students in need, ensuring that they had the materials necessary to engage in their school work while at home.

Virtual programming support: Provided grants to support virtual field trips to the North Carolina Aquarium, digital microscopes for Manteo and First Flight Middle schools, virtual reality tools for First Flight Elementary school, and more.

MAKING GREAT IDEAS IN EDUCATION COME TO LIFE BY FUNDING INITIATIVES THAT ENHANCE THE EXPERIENCES OF STUDENTS AND TEACHERS IN DARE COUNTY

GRANTS TO CLASSROOMS & SCHOOLS Dare Education Foundation works directly with Dare County Schools to fund projects that connect to the district's core values.

Over the course of 2020-2021, DEF awarded 20

grants to classrooms and schools, totaling over $43,000.

Bringing the Aquarium to the Classroom through Virtual Programming, $1,000 Submitted by Rhana Paris, NC Aquarium of Roanoke Island The North Carolina Aquarium on Roanoke Island created a series of free, online science lessons with Aquarium educators, allowing students to view live animals and engage in corresponding activities.

Disc Golf Course, $2,000 Submitted by Ted Mitchell, Manteo Middle School Expanding on the Disc Golf Course that DEF helped fund at FFMS, this instructor has the goal of making disc golf a competitive club sport in Dare County Schools.

Every child matters Dare County Schools believes every student is uniquely capable and deserves to be challenged and engaged in relevant, rigorous, and personalized learning every day.

Core Vocabulary Communication Board for Playgrounds, $500 Submitted by Curtis Price, Manteo Elementary School Provided ten new core vocabulary communication boards with symbols helping all students interact with peers on the playground, including those with limited verbal skills.

Outdoor Classroom Initiative, $807 Submitted by Trish Decker and Beverly Hagy, Cape Hatteras Elementary School Provided stadium cushions and lap desks for outdoor learning activities.

Getting Started with Printmaking K-5, $1,800 Submitted by Ida Ojanguren, Manteo Elementary School Provided printmaking tools, ink, and materials to start a printmaking studio at Manteo Elementary School.

Safe and Joyful Schools Dare County Schools believes every student deserves to learn and grow in a safe, caring, respectful, inclusive, and supportive school environment.

The Walking Classroom, $2,000 Submitted by Ellen Bryson and David Dvorin, Kitty Hawk Elementary School Provided students and teachers with an innovative way to get exercise without sacrificing instructional time. Students walk while listening to curated podcasts about science, literacy, health, and other topics.

Diversifying the Digital Collection so All are Represented, $2,000 Submitted by Elaine Marrion, First Flight Middle School Expanded the digital audiobooks to reflect a variety of cultures available through Dare County Schools' Overdrive collection to support virtual and remote learning.

Innovation Ignites Excellence Dare County Schools believes in the power of supporting teaching strategies that inspire global thinking, creativity, and problem-solving.

Student Exploration through Virtual Reality, $1,857 Submitted by Charlotte Hester, First Flight Elementary School Students engage in three-dimensional, virtual experiences allowing them to explore content beyond the classroom walls.

Exploring Evidence and Fun with Forensics, $1,750 Submitted by Carrie Housenecht and Brian Wehner, Manteo Middle School This project enables students to immerse themselves in hypothetical crime scenes and solve the crimes using scientific tests and observations.

GRANTS TO EDUCATORS During the 2020-2021 school year, DEF provided 76 grants to educators to support their professional development. Grants provided support to educators pursuing advanced degrees, certification exam fees, National Board Certification, and conference participation.

Here's a sampling of the conferences our educators attended with DEF support: "From Survive to Thrive - Music Education Recovery PostPandemic" offered by the National Association for Music Education "Supporting Unaccompanied Immigrant Youth in U.S. Schools" offered by the English Learner Portal "Making Math Moments That Matter," a 12-week, online course offered by Make Math Moments

COLLEGE SCHOLARSHIPS DEF is working with first generation college students and students with limited means across all Dare County Schools through the Ellis H. Ives, III Memorial, Mollie Shannon Gallop Memorial, and Dare Education Foundation scholarships. This year DEF provided $23,363 in support to our graduating seniors through college scholarships.

AFFORDABLE HOUSING In Dare County, one of the unique needs in attracting teachers is affordable housing. With a tourist-based economy that limits year-round housing, providing affordable housing to teachers has been a critical component of the Dare Education Foundation since 2008, when we launched our housing program.

We proudly own and support a 24-unit apartment complex located adjacent to the First Flight Schools campus in Kill Devil Hills, as well as a 12-unit complex in Hatteras located adjacent to the soccer field and the former Coast Guard station.

Interest-free loans from the North Carolina State Employees Credit Union Foundation facilitated the construction of both projects.

Rented at less than market value, the two-bedroom units provide an affordable option for teachers who may not otherwise be able to live in Dare County. Our affordable housing program assists Dare County Schools in recruiting teachers for needed positions that are more difficult to fill, such as foreign languages, advanced math, technology and special needs.

REMEMBERING WILLIAM B. PFEIFER “If you dream of doing it, just get out there and try it,” he said. “Even if you make a mistake, stick with it.”

A true believer in the power of education to transform lives, our former Board Chairman, Bill Pfeifer passed away in 2021. Bill was central to the formation of DEF's grants strategy, the development of our teacher housing program, the Outer Banks Marathon, the creation of our endowment, and more. "Mr. Bill" joined our Board in 2002 as a school representative for Kitty Hawk Elementary School where he volunteered daily, continued on as Board Chair, and was a leader in our organization until 2017. We are honored to uphold his legacy.
