The Department of Agrarian Reform Batangas recently conducted Claim Folders Review Cum OpTool Updating to validate the status of the claimfolders of those included in the CY 2016 Land Acquisition and Distribution targets of the province held on September 20-21, 2015 at DARPO Conference Room.

The review was conducted to address the concern of the DARRO4A to evaluate the claimfolders in Batangas because as they observed, some of the statuses of the landholdings were not updated in the OpTool database of the department.

The Department of Agrarian Reform Batangas recently signed contracts with professional service providers to train selected ARBOs on the installation of eBookkeeping/ Computerized Accounting System for the internal control of record keeping, installation of internal control systems and actual audit of CSF operations; and review of accounting systems and auditing.

DAR ORIENTS ARBOs FOR THE INSTALLMENT OF CAS After the successful contract signing with Green Apple Technologies and Systems Inc., the Department of Agrarian Reform Batangas recently started its training cum orientation on Computerized Accounting System (CAS) as part of the enhancement and capacity building program for ARBOs under the Partnership Development Program held on July 28-29, 2016.

The two-day training cum orientation for the selected ARBOs focused on giving them the knowledge on how a computerized accounting system actually works and how it will help to have a stable financial status. An overview for the point of sales (POS) which essentially helps to identify their point of service and point of return or customer order was also discussed.

Mr. Arnold N. Estores, Managing Director of Green Apple Technologies and Systems Inc., said that “ the bottom line of this training cum orientation is to see the profitability of their

businesses specifically, to help in recording their expenses and revenues so they can easily acquire the financial information that will enable them to decide what ventures they are going to take to achieve what they want in their cooperatives. Also, by the help of CAS, their financial information will be more accurate and timely”.

Also discussed during the training cum orientation were the software and hardware components to be used for the installment of CAS, work plan that serves as their guide and calendar for the implementation of the project and the schedule of the on-site visit of Green Apple Technologies and Systems Inc. representatives to the selected cooperatives.

“We were glad because DAR assisted ARBOs are very responsive during the training even though they haven’t enough knowledge on CAS but still they are very participative especially in the discussion on how to install the CAS in their cooperatives" Estores added.

Program Officer II James Arsenio Ponce emphasized the importance of installing the CAS to DAR assisted ARBOs. “We should level up our ARBOs especially on their financial system by introducing and providing them the knowledge of the computerized accounting system (CAS) and installing it in their cooperatives which can be a great support to their businesses" Ponce uttered.

laid down in compliance to the memorandum order of Regional Director Rodolfo Pangilinan dated August 15 to review and evaluate CFs and identify the lacking documentary requirements to facilitate the process in updating the OpTool database” During the said review, LTID staff of DARPO Batangas and Regional LTS point persons adopted handson evaluation to analyze the actual status of the CFs through a checklist which facilitated identification of the lacking documents in the CFs. “We also observed that the content of the OpTool is not that complete when it comes to the milestone date of the source document” Paule added.

After the careful review of the claimfolders, they finally came up with the list of the lacking documentary requirements and recognized the actual status of the landholdings. The data that has been collected and reviewed were encoded and updated to the

OpTool database.

“The concerns that were disclosed during the review of the claimfolders were addressed and the entries on the database were updated” Paule said.

“We are very thankful to Regional LTS point persons for helping us in reviewing the priority claimfolders of our department. It is a great help for us to have the updated actual status of the CFs for OpTool updating” CARPO Ma. Gemma Esguerra said.

At the end of the review, they also determined the possible deliverables on LAD by the end of the calendar year.

The Department of Agrarian Reform Batangas recently facilitated ARBOs Capacity Enhancement Training to 155 farmers [of which 81 percent are ARBs] in Brgy. Calubcub 1 and 2, San Juan, Batangas to strengthen the ARBs development toward operating sustainable agrienterprise. The training which was conducted in two batches was held on July 21, 2016.

ARBs from Brgy. Calubcub 1 and 2 were provided information and insights on how to increase their level of awareness and understanding about their role as ARBs and members of their organization.

Senior Agrarian Reform Program Officer Exur John Thomas Gozos, who stood as the resource person during the training said that “the training aimed to provide an understanding of the roles of our ARBOs in agrarian reform and community development as well as to impart knowledge on the roles, responsibilities and rights of our ARBs.” Discussed during the training were the ARBs roles in agrarian reform

and program implementation, the rights and responsibilities of ARBs and the processes of membership to ARBO and the availment of support services from DAR and related government agencies.

The participants during the training were very thankful to DAR for having been trained and for imparting ideas about their roles as ARBs. It opened their minds on how they can join the ARBOs that facilitate implementation of projects/ businesses/services to its members.

“The ARBs as well as the barangay officials are very thankful to us [DAR] for having such an activity in their place. They requested assistance for their organization which had been organized before by themselves so that like the other organizations in their neighboring barangays they can be strengthened and empowered also” Agrarian Reform Program Officer I Estrella A. Palo said.

Present during the training were Barangay Captain Victorio Espino and his barangay officials, SARPO Exur John Thomas Gozos, ARPO I Estrella Palo and ARPO I Agnes C. Lopez.

TWO NEWLY PROMOTED PERSONNEL OF DAR BATANGAS TAKE OATH DARPO Batangas recently officiated oath taking ceremony for the two newly promoted personnel held on August 8, 2016.

Provincial Agrarian Reform Program Officer II, James Arsenio Ponce officiated the said ceremony to swear in to office (for the public) Ms. Jenny Pola Perez as new Cartographer II and Ms. Vilma Magsino Rocafort as Stenographic Reporter II. The two employees shared their sincerest gratitude to all the people which in another way, helped them to achieve the promotion.

Jenny Perez, one of the employees who took her sworn declaration said “ Thank you to all the people who truly believed in my potentials especially to all the Division

Chiefs and to PARPO II James and PARPO I Merle”.

PARPO II James once again reminded all the DARPO Batangas employees to strive for their best and work hard to achieve the promotion they want.

DAR, BFAR boost women’s trade in Batangas »»by Cris Cabiscuelas

The Department of Agrarian Reform (DAR) and the Bureau of Fisheries and Aquatic Resources (BFAR) recently turned over a vacuum packaging machine to the women of Bilibinwang Multi-Purpose Cooperative (MPC) in Bilibinwang agrarian reform community in Agoncillio, Batangas held on August 23, 2016.

The packaging machine which will be used in dried fish processing of tilanggit – another term for dried tilapia, is part of the livelihood project of BFAR in the coastal areas dubbed as Tulong Kabuhayan para sa Kababaihang Mangingisda (TKKM).

TKKM Leader Celsa Maquiling said BFAR supports the DAR’s program in poverty alleviation especially in areas with agrarian reform beneficiaries (ARBs).

“BFAR’s activity is regularly being conducted to increase the income of the farmer-beneficiaries by providing machineries to help them produce more products.

Maquiling also said that their efforts to help DAR-assisted organizations are guided by the vision that a modernized fisheries sector should be technologicallyadvanced and globally competitive.

Its transformation is guided by sound management practices of resource sustainability, the principle of sound social justice and strong private sector participation.

As part of the DAR’s thrust and programs in strengthening interagency complementation, BFAR is one of the partner agencies that play a major role in promoting the economic well-being of the ARBs. Development Facilitator Cris Cabiscuelas of Bilibinwang MPC said the vacuum packaging machine is a great help to the cooperative in processing more tilanggit.

“We would like to thank the BFAR for their effort to help the cooperative, especially the women’s livelihood. This machine will surely boost their income,” Cabiscuelas said.

The learnings that we have collected based on their own story and experiences will surely be a good guide for us to better implement such projects in Batangas province” PARPO II Ponce said.

The PARCCOMs of Batangas and Camarines Sur II also had the chance to exchange information on PARCCOM operations. Mr Efren Arroyo of PARCCOM Cam Sur II shared that they are hands-on in helping the DARPO with their activities in land acquisition. They also monitor land conversion and raised concerns on land reclassification.

Incidentally, Mr. Arroyo is also a member of Pecuaria Development Cooperative Inc. which produces and exports organically grown rice as well as implements a Sugarcane Block Farm Project in Naga.

This two-days undertaking is part of the innovative activities of PARCCOM Batangas to improve its knowledge and capabilities in performing their functions in monitoring and coordinating the implementation of CARP.

“Under the said program, Cararayan Agrarian Reform Beneficiary Empowered Community Organization (CARBEMCO) produces safe and fresh organic foods/ vegetables to supplement the needs of the DSWD in their feeding program in different schools within the locality. Moreover, this project helps the farmers to boost their income through marketing of the organic foods/vegetables” Vargas added.

During the learning expedition, several questions were asked by the DAR and PARCCOM Batangas in relation to the Organic Vegatable Farming and the provisions of the service.Also, different programs of DAR Camarines Sur II were shared to PARCCOM Batangas and vice versa.

At the CARBEMCO, DAR and PARCCOM Batangas observed how they grow organic vegetables and they also visited the greenhouse of CARBEMCO which was full of vegetables like cabbage, mustard, green pepper, eggplant and many more.

“This visit to CARBEMCO was a good idea because we have shared our knowledge in Organic Vegetable Farming and you also shared yours. We are thankful that you find time to visit our organization” Oscar Buena, General Manager of CARBEMCO said.

Meanwhile, after the DAR and PARCCOM Batangas visited the CARBEMCO, they headed to Guinaban Multi-Purpose Cooperative on the next day to explore its Sugarcane Block Farm Project. Guinaban MPC is one of the MPCs in Naga City that implement Sugarcane Block Farm Project. To help its ARBs, Guinaban MPC practices the 60:40 rule in the production of sugarcane.

“After harvesting, we deliver the canes to the Peñafrancia Sugarcane Mill wherein we are paid with the exact amount/value of the crops and it is a big help to our farmers” Manuel Cezar, General Manager of Guinaban MPC said.

During the discussion of the Sugarcane Block Farm project, several questions and experiences were raised and shared by the PARCCOM Batangas in the implementation of their project.

Juancho Maningat, General Manager of KAMAHARI ABMPC and one of the PARCCOM members also shared their insights and practices particularly in collective farm operation in the implementation of the Sugarcane Block Farm Project in Batangas.

The Department of Agrarian Reform recently distributed land titles covering 7.38 hectares of agricultural land in Brgy. San Celestino, Lipa City, Batangas.

The distribution was held on August 26, 2016.

Municipal Agrarian Reform Program Officer Victor Romilla led the distribution of Certificate of Land Ownership Award (CLOA) together with Senior Agrarian Reform Program Technologist Rosalia Bautista and Agrarian Reform Program Technologist Nancy Garing.

MARPO Romilla said that the landholdings were acquired and distributed to the farmerbeneficiaries through compulsory acquisition.

Romilla, however, encouraged the farmer-beneficiaries to join ARB organizations because it is through these ARBOs that

The orientation was conducted to discuss the objectives and provisions of the project and to acquaint the selected ARBOs for the SBF project, namely KAMAHARI ABMPC, Taludtod MPC, Lucban MPC, DAMBA MPC and PRENZA MPC in the policies and guidelines for the implementation of the project.

During the whole orientation, documentary and technical requirements, criteria for site

selection, identification of participating ARBOs and enrollees for the implementation of the project were discussed and expounded.

Provincial Agrarian Reform Program Officer I Merle Manalo presented the project framework and discussed the guidelines and criteria for the implementation of the SBF project.

“Each ARBOs should allot 2 hectares of their land to be used for the establishment of the High Yield Variety (HYV) Nurseries and Technology Demonstration Farms” Manalo said.

Meanwhile, ARPT Garing reminded the farmer-beneficiaries that they have the responsibilities to make their land productive and should pay their regular amortization to the Landbank and land tax to the Treasurer’s Office of Lipa City.

Marcelino Bathan, one of the farmer-beneficiaries expressed his deepest gratitude to DAR after receiving his CLOA. “We are very thankful to DAR and to the former landowner because at last, we have the land titles that we’ve waited for so long.

We will ensure that we’ll do our best to make the land productive” Bathan said.

“Through these high yielding varieties, the productivity of the crop can be increased" Manalo added.

The establishment of the technology demonstration farm is another form of farm support of the SBF project.

“Applying scientific research and new knowledge in sugarcane production can improve the sugarcane yield through demonstrating to the farmers the best and adaptable practices and technology for the production” Manalo said.

“This SBF project is expected to improve the farm income of women and men ARBs engaged in sugarcane production by increasing the sugarcane yield by 20% by the end of the project” Manalo added.

Under the block farming system, small farms will be consolidated and operated as plantation farm to achieve efficiency. To attain economies of scale, the “block farms” shouldhave a total area ranging from 30 to 50 hectares.

Meanwhile, Senior Agrarian Reform Program Officer Ramon Dayrit of DAR Regional Office explained the procurement process of the SBF project.

“The procurement of the farm support for the SBF project is

through public bidding. We will hire service providers for the establishment of the HYV nurseries and Techno Demo Farms. The technical capabilities and expertise of the service providers will be evaluated by the DAR Regional Office” Dayrit said.

Dayrit suggested that the end user of the project should be the ARBOs and not the DARPO and they should be included in the decision making process in selecting the right service provider necessary for the implementation of the project.

“At this point of time, I would like to suggest that our ARBOs should become part of the procurement process through consulting them on the service providers that we will hire and acquire” Dayrit added.

Dayrit also talked over the bidding process of selecting the service providers, terms and references and contract signing.

The format of the farmerenrollee profile was also discussed during the orientation as well as the project sustainability, monitoring and evaluation. The ARBOs also came up with their action plan for the implementation of the project. An action planning was undertaken to deliberate the steps/procedures and the assigned persons and required resources to perform the function during the implementation.

Melanie Cabral, General Manager of Lucban MPC shared her experiences during the implementation of the Phase I SBF

project. Lucban MPC is one of the ARBOs who underwent the first SBF project in Batangas.

“The Phase I of the SBF project was good and successful, however, there are minimal problems regarding the financial capability of the ARBO” Cabral said.

The first farming project was launched last January 20, 2012 in Tuy, Batangas with an initial budget of P96.69 million covering 927 hectares in Tuy involving 919 agrarian reform beneficiaries (ARBs) belonging to four cooperatives.

Today, the SBF project has the total allocated budget of P6.77 million for Batangas province covering 212.32 hectares for the five selected ARBOs mentioned above.

“With high hopes and anticipations, I believe that the SBF project will become more successful because as I can see, the

JULY-SEPTEMBER 2016 department is now ready and all of the plans for the implementation are well prepared even the budget for the procurement of the service providers and other materials” Cabral added.

“I am expecting that our selected ARBOs in Batangas will do their part and their best for the program to be successful. I am also thankful to DAR-DA-SRA partnership for giving such an opportunity for our farmers to improve and enhance their productivity” Manalo ended.

(Agrarian Reform Communicator) Ngayon, medyo tayo ay nalalapit na sa edad ng pagreretiro ay tahasan kayang masasabi natin bilang lingkod bayan na tayo, lumingon sa iyong nagdaan at wariin mo ang iyong nagawa bilang kawani....

gayong Setyembre ay ipinagdiriwang ang 116th anibersaryo ng Civil Service Commission. Ito’y may temang Sigaw ng Lingkod Bayani: Malasakit para sa Taumbayan, Kapwa Kawani at Kalikasan.

Naglalakihang diskwento sa SM, at iba pang establisemento ang handog para sa mga government employees.

Marami pang programa ang dito ay nakasalaylay tulad ng Chorale competition, poster o mural painting, at marami pang iba handog sa mga kawani ng pamahalaan. Mga kawaning kulang ang kinikita at puro utang pa, sapat lamang upang makaraos sa pang araw-araw na pangangailangan. Nasasabi ko ito sapagkat ako’y isa dito. Tunay nga namang nagbibigay ng serbisyo sa maliit na sweldo, kaya nga minsan e hindi mo maiwasan ang magsideline dahil iniisip mo na kulang at kulang pa rin ang iyong kinikita. Ito naman ay isinasagawa mo matapos ang walong oras mong paglilingkod. Halimbawa dito ay ang pagtututor, o ang pagsulat ng artikulo sa pahayagan, mas mabuti na ito kaysa magtitinda ng mga tocino at longanisa sa oras ng trabaho o tuluyan kang matutong mangurakot.

Noon kapag nasabing kawani ng gobyerno, ang iniisip ng iba e laman ng bulsa, maaaring makapal o manipis. Makapal dahil maraming perang nakulimbat sa kung sino-sino, manipis dahil sa pinagkakasya mo lamang ang napakaliit na sweldo. Naalala ko noon ang mga teacher ko ay inuubliga kaming bumili sa kanya ng pulvoron at iba pang kendi minsan naman e nagpapahulugan.

Karaniwan ang ganitong scenario sa pampublikong paaralan, sa

Ruel B. Santos ospital naman ay ubod ng susungit ng nurse pati duktor dahil sa kami ay mahirap lamang at nagsasaka ang aking mga magulang kaya ganoon kami ituring ng pampublikong ospital. Sa serbisyo naman ng gobyerno, minsan lamang kaming nakatikim, ito’y ng bumaha dulot ng bagyong Yuling.

Wala pang mga highway noon at ang tulay pa ay mga kawayan. Sa mga magsasaka naman ay konting tulong o wala pang naibibigay, kung sino lamang ang kakilala ng taga munisipyo ay tiyak na merong tulong. Noon naman e kakaunti pa ang mamamayan, makapal at malago pa ang ating likas yaman kaya kung magkaroon man ng problema ay bahagya lamang.

Wala ring nababalitang nakawan sa kabang yaman, simple lamang ang pamumuhay.

Nagkataon kasing transition period noong ako ay makapasok at nagkatrabaho sa gobyerno, lubhang mahirap noon ang maghanap ng hahapbuhay pagkatapos ko ng College. Namasukan ako sa Rizal Provincial Capitol isang taon, at hindi nagtagal e ibinigay ko ang aking kaalaman sa Department of Agrarian Reform Region IV, makalipas ang anim na taon sa DAR Batangas naman ako naglingkod, dito ko naramdaman na ako’y lingkod bayan sapagkat direkta kong nadarama ang pagtulong sa nangangailangan ng serbisyo. Dito ako ay tumutulog sa mga malalayong barangay, dito ko rin naranasan ang makisalamuha sa iba’t ibang klase ng tao. Dito ko rin naramdaman ang tunay na pagmamahal mula sa mga taong iyong natulungan, sa hirap ng pagtatanim at sa saya kung nagaani. Ang kilo-kilometrong lakarin, ang pagtawid ng tulay na kawayan

at sakit ng katawan matapos kayong magtungo sa malayong lugar, subalit lahat ng ito ay sulit matapos mong makita ang pinaglilingkuran mong barangay ay unti-unti ng umuunlad, at ang mga taong minsan ay nangarap, ngayon ay isa-isa ng natutupad.

Lagi mo bang isinasadiwa ang Code of Conduct and Ethical Standard bilang kawani ng pamahalaan.

Ikaw ba ay namumuhay ng simple at malayo sa anumang tukso at mga di magandang gawain, o kaya ay nakasira ng gamit ng iyong tanggapan. Siguradong tama ang binabayaran mong buwis dahil iyan ay kinakaltas na tuwing ikaw ay kukuha ng sweldo at siguradong napapakamot ka ng ulo sa oras na matanggap mo ito.

Ikaw ba ay nagtatapon ng iyong basura sa tamang basurahan at ikaw ba ay may pakialam sa kapwa mo kawani,o taumbayan kung sinusunod mo ito ay maituturing ka ng lingkod bayani.

Ngunit kung ikaw bilang mamamayan ay naghangad pumasok sa gobyerno upang magpayaman o mang-argabyado ng iyong kapwa e hindi ka nababagay maging lingkod bayan. Sakripisyo ito, dito ay magagawa mo ang di mo ninanais na mangyari sa buhay mo. Kung ikaw ay matalino, o ikaw ay medyo ipinanganak na may pilak na kutsara sa bibig e mas nanaisin mong ikaw ay sa pribadong kumpanya magtrabaho.

Sapagkat ang maging lingkod bayan ay di biro, mantakin mong halos di ka pinadadapuan ng lamok ng iyong magulang dito ay sa lamukan ka matutulog. Ikaw halos ay prinsesa kung ituring ngunit dito ay ikaw ang gagawa.

DINè-Ga 7 Kung nag-aral ka upang makakita ng magandang trabaho, dito bagamat nagtatrabaho ka, kulang at kulang pa rin ang iyong kinikita. Kaya marami ang natutuksong gumawa ng di maganda, nangungurakot, nagbebenta ng kasangkapan ng gobyerno. Hindi lamang iyan ang paraan ng pagnanakaw, ikaw na nagpapatraining e iyong sukli na hinihingi mo sa venue ng seminar iyon ay isang klase ng corruption, iyong ikaw na papasok ng 8:00 ng umaga tsitsismis ka ng isang oras sa iyong mga kasamahan, o kaya naman sa oras ng break time ay inaabot ka pa ng alas 2:00 at sa hapon naman ay 4:00 pa lamang e naghahanda na para umuwi, ang mga ito ay pagnanakaw ng oras sa tanggapang iyong pinaglilingkuran. Kapag ganito ang iyong attitude e kawawa na ang ating bayan, naiisip mo ba ito?

Buti na lang bibihira na ang ganitong pangyayari, pilit sinusupil ng CSC ang bulok na sistemang umiiral sa burukrasya. Mabuti na lang at may FOI (Freedom Of Information) na sa mga opisina ng gobyerno, ito ay nakakatulong din upang mabawasan ang corruption sa pamahalaan, ito rin ang magtatakda upang gumanda ang imahe ng taga gobyerno sa publiko na dapat namang mangyari. Buti na nga lamang at ngayon ay medyo nahihintakutan na ang mga ito at unti-unti ay bumabalik na ang sigla sa naturang mga tanggapan.

Higit sa lahat e medyo mataas taas na ang sahod nito at nakakapantay na sa ibang nasa pribadong sector.

Kaya nga tamang tama ang tema sa paggunita sa ika-116 taong annibersaryo ng CSC sapagkat ngayon e medyo masasabi mo na ang mga lingkod bayan ay tunay na malasakit sa kalikasan, pagkat taun taon ay may programa tayong tree planting at nagtatapon na basura sa tamang tapunan. Nagmamalasakit din sila sa kapwa kawani, at higit sa lahat sa taumbayan na nagpapasweldo sa atin na pinapalitan naman ng buong tulong at serbisyo para sa mamayan.

MABUHAY ang CSC, Mabuhay tayong lahat, at MABUHAY ang sambayanang Pilipino.

THERE IS STRENGTH IN TRUST AND UNITY

(Pinagsibaan Farmers Development Multi-Purpose Cooperative Story) "Teamwork is the ability to work together toward a common vision. The ability to direct individual accomplishment toward organizational objectives. It is the fuel that allows common people to attain uncommon results. - Andrew Carnegie Packed with unity and cooperation, Pinagsibaan farmers proved that establishing a cooperative in their community was never another government program doomed to fail, but an opportunity for farmers to create another door for success.

Ms. Eva R. Romilla, Chairperson of Pinagsibaan Farmers Development Multi-Purpose Cooperative (PIFADECO) and a retired Development Facilitator of DAR Batangas was in teary eyes as she shares how the cooperative transformed from being a scrape full of doubtful members to a viable organization composed of trusting members.

“I remembered, we [DAR] consulted about 40 farmers from Brgy. Pinagsibaan and then we attended the two days PMES without anything in our pockets but the farmers brought their own food during the training” Romilla said.

From that day on, Romilla saw the interest of the farmers to organize themselves and form a cooperative.

“I was so touched seeing how our farmers persevered to attend different trainings and stay up all night just to gain learnings from the different facilitators and I felt like they are so eager to succeed” Romilla recalls.

Inspired with keen enthusiasm to be a cooperative, the 40 farmers of Pinagsibaan contributed money to start with a share capital of 39,500 and later on registered their

organization with the CDA on August 1999 through the help of DAR and called themselves as Pinagsibaan Farmers Consumers Cooperative (PIFACOCO).

Romilla, together with the 40 farmers started their journey as a cooperative and conducted house-to-house visit to other Pinagsibaan farmers and encouraged everyone to join in their cooperative.

“Just like the other cooperatives, we started from nothing, we conducted our meeting in the house of our General Manager which turns to be the brother of our present General Manager Ka Saning”.

Through the tenacious effort of the members to spread the notable objectives of the cooperative, the trust of other farmers was gained. The trust built unity and good governance which became the valuable pillars of the strong position which the cooperative now enjoys.

“Actually, Ka Saning described it as “you’re selling like a hot cake” which means that even if you do not approach or encourage others to be part of your cooperative, they really took initiatives and come to us and asked if it's okay to be one of the members of our cooperative” Romilla lauded.

As a good result of their upright leadership, they acquired their office through Mamay Pepe, one of the members of the Board of Directors at that time and they started to rent it from him. Years passed by, through the assistance of DAR, LGUs

and other agencies, they built their own office for the better operation of the cooperative.

In 2003, PIFADECO (originally PIFACOCO) started their farm machineries rental through the DAR-DA Partnership Project on Agricultural Farms Mechanization Project and they managed it properly.

As part of the DAR's initiative to help the Pinagsibaan farmers and their cooperative, DAR granted a 250,000 agricultural fund under the Agrarian Reform Infrastructure Support Project (ARISP II) which the cooperative used in operationalizing its Palay Production Services.

They also obtained 2km Farm-to-Market Road project which was a great help to the farmers in delivering their products in the market place.

It was also a great break for PIFADECO when DAR gave Pundasyon Santiago under ARISP II that led to the emergence of their microfinance savings program.

“After we received the fund, we closely monitored and recorded all of our transactions because we wanted to be transparent to the farmers specifically to DAR who provided us the financial assistance” Romilla added.

Under the ARCESS project, PIFADECO acquired common service facilities (CSFs) like rotavator, reaper, thresher and hand tractor that they used in their farm machineries rental and part of the income was spent on buying fertilizers and other farm equipment.

Actually, Ka Saning described it as “you’reToday, the cooperative selling like a hot cake"has 757 members, 19 Since then, the unity of the farmers can’t be vanished in the eyes of the other members of the community, the cooperative started to double its membership which turned to be a good feedback on the organization as their share capital continuously grow big.

“Their unity really helps them to encourage many members of the community and I was so astounded that we are earning much from what we have started” Romilla said.

“Today, the services of the cooperative cater not only to the needs of our farmers, but also to the needs of the rural women in our barangay because they also joined in our cooperative” Romilla brags.

Romilla beheld the cooperative as the intermediary between the barangay and the farmers because of the different services that the cooperative can provide to them.

However, there is no such thing as “a perfect cooperative”, they also experienced difficulties in the project implementation despite of the harmonious teamwork of its members.

They encountered problems in operations specifically on the microfinance project due to the compliance to policies, systems and procedures as well as to the re-payment scheme of the project. Though, these problems were patched up through the cooperative’s unity and cooperation.

Through the persistence, effort and determination of DAR, PIFADECO is now enjoying some of the support services that the department provided.

Also, through linkages with the other agencies, department and institutions, PIFADECO is now producing goods that really help them to increase the income of the cooperative as part of fulfilling their assurance to DAR to be more productive.

Some of the products that the cooperative produces are the tamarind jam, guava wine, Indian mango candy, mango wine, tapa and pork tocinno.

“So these products, especially the tamarind jam and the tamarind candy are part of our “Boost Our Fruits Project” under the partnership of DAR, Batangas State University and Department of Trade and Industry” Romilla added.

The products were launched in different national and regional trade fairs and actually their tamarind jam won as the Best Jam/Jelly Spread during the AGRIKULTURA Trade Fair in

2011 in which the cooperative is proud of. But besides all of these achievements and developments, they will never forget the DAR and how the department really changed their lives through its various programs and support services.

“In simple words, we are very thankful to DAR for giving us the opportunity to grow and for lending us the programs that empower us to be a good cooperative. Indeed, DAR is such a great government agency that helps our farmers and other members of the community to uplift themselves in the margins of this society” Romilla boasts.

Highly aware that the cooperation and unity are great factors for success, the cooperative will surely find its way to be a fully-grown operating cooperative fired with teamwork and solidarity.

Pinagsibaan Farmers Development MultiPurpose Cooperative (PIFADECO) situated in Brgy. Pinagsibaan, Rosario, Batangas is one of the producers of tamarind jam in Batangas aside from the Haybanga MPC in Lobo, Batangas. Just like the other cooperatives, PIFADECO was formed and organized through the initiatives of the Department of Agrarian Reform Batangas and started as Consumer’s Cooperative. Pursuant to Section 4 (e) Chapter III of Republic Act No.3720, otherwise known as the Foods, Drugs and Devices and Cosmetic Acts, they are granted to operate a food and food products manufacturing and processing establishment specifically as a manufacturer of processed fruits, vegetables and edible fungi with LTO No. RDII-RIV-F-3072.

ALA EH! HINDI LAANG MASARAP ARE! AWARD WINNING PA! The delicious tamarind jam of Pinagsibaan Farmers Development Multi-Purpose Cooperative (PIFADEO).

Tamarind jam is one of the products of PIFADECO under the “Boost Our Fruits” project and it is made from the fresh tamarind (sampalok) harvested in the locality, but if there are shortages in the supply of raw materials, PIFADECO will order some of sampalok at Lobo, Batangas which is bountiful and rich of this fruit. There are no chemical or additives added to the product and it is carefully processed and properly bottled by the well-trained farmer-workers of PIFADECO. The product was introduced to the marketplace by joining regional and national trade fairs. It is being sold within the municipality of Rosario and in the neighboring towns like San Juan and Lipa. It was also exported abroad. The tamarind jam is only PHP 75.00 per bottle. Its delicious taste was capped by a recognition given by DA-DAR-DENR National Convergence Initiative for Rural Sustainable Development as Best Jam/Jelly Spread during the AGRIKULTURA Trade Fair in 2011.

Aside from DAR, Batangas State University (BatStateU) and Department of Trade and Industry (DTI) supported the production of the tamarind jam and assisted PIFADECO for the marketization of the product.

SALAYSAY NG MGA PANGYAYARI:

Noong ika-24 ng Pebrero, 2006 habang ang bansa ay nagdiriwang ng ika dalawampung anibersaryo ng EDSA People Power I, naglabas ang Pangulong Arroyo ng Presidential Proclamation (PP) 1017 kung saan nagdeklara siya ng "state of national emergency".

Ito ay inilabas dahil sa mga sumusunod na dahilan: 1. sabwatan ng opisyales ng military at NDF-CPP-NPA; 2. mga kalaban sa pulitika na may plano na pabagsakin ang Presidente; 3. dahil sa sunod-sunod na mga mapangwasak na gawain, hinahadlangan nito ang paglago ng ekonomiya at pagkasira ng tiwala ng mga mamamayan; 4. ang mga nasabing isyu ay pinalaki ng media; at 5. ang pagtatangkang pagtanggal sa pwesto sa Pangulo o tangkang pagpatay sa kanya.

Matapos ang isang linggo, ang nasabing proklamasyon ay ipinawalang bisa ng Pangulo.

Nagsampa ng petisyong certiorari at prohibition laban sa mga respondents. Inilahad ng Solicitior-General ang mga pangyayari na nagbigay daan sa pag-isyu ng PP1017.

Ito ay ang mga nasabing dahilan: (1) Ang pagtakas ng mga miyembro ng Magdalo sa piitan;

VII, SEK. 18 NG Presidente kung saan 1987 KONSTITUSYON ang sandatahang lakas ay tinatawag upang tulungan siya (ANG KAGAWARANG na supilin ang karahasan sa TAGAPAGPAGANAP) bansa. Ngunit sa isang banda, "Dapat maging Commander-in-Chief hindi naaayon sa Konstitusyon ang parte na kung saan siya ay ng lahat ng mga sandatahang lakas ng maggagawa ng kautusan dahil Pilipinas ang Pangulo at, kailanma't ito ay legislative o pambatasan kakailanganin, maaari niyang atasan kapangyarihan ng Kongreso.

The convention highlighted the accomplishments of GAD efforts and initiatives in the region and identified potential gaps, challenges and opportunities and served as a kick-off ceremony for the 116th Philippine Civil Service anniversary celebration.

One of the resource speakers at the convention is none other than Provincial Agrarian Reform Program Officer II James Arsenio O. Ponce of DARPO Batangas, representative for the National Government Agency (NGA). He was assigned by the department as they truly believed in his potential, his performance was capped with recognitions, and he greatly excelled in Gender and Development as he is a certified trainor of the Philippine Commission on Women.

Among his milestones in gender and development include being the presenter on gender assessment on land access and tenure development; co-writer of DAR’s GAD Mainstreaming Framework and Strategic Plan from 2010

JULY-SEPTEMBER 2016 others, gender sensitivity, training of technical advisers, GAD planning and budgeting, gender and climate change, GAD mainstreaming in agrarian sector and courts, women’s rights and rightsbased approach to LGBTQCI issues, gender analysis, VAW laws, GAD mandates and GAD strategic planning.

During the convention, PARPO II James discussed gender related issuances in the DAR and highlighted innovations in the department when it comes with the implementation of Gender and Development.

He presented essential data in the development of policy and guidelines covering GAD issues and concerns in the agrarian reform. Much more of it, the critical processes on GAD Mainstreaming in DAR and CARP were also expounded as he presented the flow chart showing the critical process that the department underwent just to implement GAD in the whole sector.

As such, PARPO II James also explained the Administrative Order No. 1 series of 2011 known as “Guidelines Governing Gender Equality in the Implementation of Agrarian Reform Laws and Mainstreaming Gender and Development in the Department of Agrarian Reform”. Laws and issuances that provide impetus in the mainstreaming of GAD in the agrarian sector such as UN Convention on the Elimination of Discrimination Against Women (GAD); Millennium Development Goal (MDG) No. 3 of the United Nations; The 1987 Philippine Constitution and Republic Act (RA) No. 7192; Indigenous People’s Right Act of 1997, Chapter V, Section 25; EO 273; Framework Development Plan of Philippine Plan for GenderResponsive Development (PPGD); Chapter X Section 40 (5) of RA No 6657; Section 1 of RA No. 9700 (CARPER Law); RA 9710-Magna Carta of Women were also highlighted

GAD CORNER in the discussion. Similarly, PARPO II James stated and tackled statement of policies for the Land Tenure Improvement and Technical Assistance and Support Services.

He also discussed the accomplishment of the department for the Land Acquisition and Distribution in different administration from the Marcos time up to Former President Noynoy Aquino.

He presented the information on the distribution of EPs and CLOAs based on gender and the total area covered.

For the Program Beneficiaries Development (PBD), PARPO II James presented the numerical data of male and female ARBs, who have been trained, got access to credit and membership in organizations/cooperatives.

He also explained the Agrarian

Justice Delivery and the legal support services for farmers.

The gender mainstreaming framework for the implementation of agrarian reform programs in DAR as shown above was elucidated and presented to the convention.

The imagery is likened to a wheel – signifying its dynamism and its forward movement. The gender mainstreaming efforts in the department dated back in 1986 when the main thrust of the government was Women in Development. Over the

time, it evolved into Gender and Development and DAR is consistently moving forward like a wheel until it would be able to achieve its desired contribution to the national goal of poverty reduction and sustainable development where men and women in the society have realized their full human rights and potentials – as represented by the star.

At the center of the wheel are the outcomes that the department wants to achieve. The wheel has six spokes. These represent the six key areas where GAD shall be mainstreamed.

Similarly, PARPO James discussed and shared the study conducted by the Bureau of Local Government Finance (BLGF) of the Department of Finance (DOF) through the support of the Asian Development Bank (ADB). The gender assessment determined the extent to which

land administration and management (LAM) policies and procedures of national government agencies (NGAs) and local government units (LGUs) are gender responsive.

It used the Gender Evaluation Criteria (GEC) of the Global Land Tool Network (GLTN) of the UN-HABITAT as analytical framework and methodology.

The result of the study shows that all CLOAs and EPs issued to married farmer-beneficiaries are now placed in the names of both spouses (their names are preceded with ‘spouses’), whether both spouses have one tillage or have separate tillages.

DINè-Ga 13 CLOAs and EPs issued to farmer-beneficiaries with common law spouses indicate the names of both as co-owners (with “and” in between their names); the department uses alternative dispute resolution procedures; and the results of these initiatives of the department appear to be reflected in the increasing proportion of women, though still far from equal with men, in their database of agrarian reform beneficiaries.

In addition, he also explained the establishment of DAR’s operational women’s desk in accordance to the Memorandum Circular No. 05, Series of 2001. The department established DAR WDOs in 15 regions, 79 provinces and 559 municipalities and served 237 clients in which 233 of them are female. Lastly, PARPO II James stated the challenges related to the implementation of GAD in the department.

The convention was held to share the best practices and strategies on GAD to ensure that the ASEAN Economic Integration will benefit women and men in the region.

Pablo Del Mundo, Jr. of Laguna, Ms. Ofelia Palayan of Quezon, Dir. Francis Bringas of DepEd, Ms. Imee Sigua of TESDA, Dir. Emmylou Yanga of CHED, Ms. Nharleen Millar of PCW, Dir. Janet Nacion of COA, Dir. Annie Mendoza of DSWD, Ms. Victoria Wieneke of Kabisig ng Kalahi, Dir. Annaliza Bonagua of DILG, Dr. Ruby Brion of LSPU, Mr. Alberto Bay of Quezon and Atty. Jazz Tamayo of Rainbow Rights Philippines.

The Regional GAD Committee of the RDC prepared and organized the event through a technical working group. The NEDA Region IV-A served as the GAD Convention Secretariat.

Taking this tip will make you feel fresh all day long and refill your lungs with the maximum possible concentration of oxygen so you can focus on your work and the thoughts and ideas you think will flow quicker.

If you are a part of any meeting or at your desk all day long, try to walk and talk instead of speaking out from your seat. This will make your body feel more active. People nowadays get used to do some uniform routine filled with stress. It is a great and healthy idea to go on vacations together with your family and friends at least once a year. During your vacation, you can go to some places where you can find silence and inner peace. This will help you to forget for a while the stress in your job or office.

Exercise regularly Before you go to your office, make sure you have done a few stretching/exercises. It will open up your muscles and refresh your brain cells. If you don’t have enough time to exercise during morning, try to perform sitting exercises which you can possibly do in your office for just 10 minutes after every 2 or 3 hours.
