DAR VALIDATES FARM MACHINES OF AGRARIAN COOPERATIVES

BATANGAS—The Department of Agrarian Reform (DAR) recently conducted a series of on-site validation of farm machines given to agrarian reform beneficiaries organizations (ARBOs) to check and secure its status and to know if the machines are being utilized accordingly by the ARBOs. Chief Agrarian Reform Program Officer Ma. Surallah Rabino said most of the machines validated were in good condition. “We are proud to say that most of the cooperatives earned extra income by renting out their equipment to agrarian reform beneficiaries (ARBs) and other farmers.”

Rabino said the farm machines were analyzed based on focal points such as full utilization, underutilization and non-utilization.

DINè-Ga 3 CIC EDUCATES DAR ASSISTED AGRARIAN REFORM BENEFICIARIES ORGANIZATIONS (ARBOs) IN CREDIT INFORMATION SYSTEM APRIL-JUNE 2016

The Department of Agrarian Reform Provincial Office (DARPO) Batangas recently steered its first credit information system education to selected ARBOs in partnership with the Credit Information Corporation (CIC), as a follow-through for the orientation on the Credit Information System Act or R.A. 9510 held on December 2015.

The CIC and DARPO Batangas organized the “Installation of Credit Information System” training held on May 23, 2016.

The training was organized to help the members of the DAR assisted cooperatives to comply with R.A 9510 which mandates that all the financial institutions and large and medium cooperatives as defined by the CDA should submit their credit data to the CIC. Ms. Ma. Bernadette Bautista, IT Officer III of CIC facilitated the said training and shared her expertise on credit information system and explained the technical requirements needed

by the CIC and how the cooperatives can submit their credit data through file transfer protocol (FTP).

“The purpose of this training was to assist the DAR agrarian reform beneficiaries organizations who render credit services to comply with the requirements of the CIC" Bautista explained.

“I’ve been going around having technical orientation but this is the very first time that we conduct hands-on training to the participants” Bautista added.

Meanwhile, after the three-day training, a simple graduation was held to recognize the effort of the cooperatives.

DARPO BATANGAS CELEBRATES 2016 WOMEN'S MONTH

Agrarian Reform Beneficiaries (ARBs) of Eastern Batangas while making their final output for the GAD activity during the orientation on GAD basic concepts.

EMPLOYEES OF DARPO BATANGAS UPHOLDS UNITY In line with the celebration of women’s month, DARPO Batangas recently facilitated teambuilding activities and socialization night to strengthen the bonds and keep the fire of unity and trust of each employee burning held at Sorosoro Spring Resort, Sorosoro Ibaba, Batangas.

The first part of the event summarized insights on GAD and Climate Change and guidelines in mainstreaming gender and development in Land Acquisition and Distribution.

After the learning session, series of teambuilding activities was organized by the game committee which consists of different personnel from each division in DARPO. Employees of DARPO Batangas including MARO staff were divided into five groups and named their group according to the color assigned to them. Fearless, bodacious and daring, the teams presented their yell while the crowd went wild during their presentations.

Some of the games including unity walk and treasure hunt were expected to help the DARPO employees to better understand the concept of teamwork and to impart ideas and techniques on how to surpass each game through unity.

To culminate the team building activities, DARPO employees hit the dance floor and gave their best steps in the tune of tiny bubbles and pearly shells. Hawaiian themed-party was the concept of the socialization night and each division of DARPO Batangas gave its utmost effort for their dance number.

“This teambuilding activity was a great avenue for the employees of DARPO Batangas to create a stressfree working environment and to build harmonious relationship with one another” PARPO II James Arsenio Ponce said.

The Department of Agrarian Reform Provincial Office (DARPO) of Batangas recently hosted a series of events to honor its women employees and women farmer-beneficiaries.

With the theme “Kapakanan ni Juana, Isama sa Agenda”, the DARPO Batangas initiated the celebration to resonate the call for gender-balance in leadership and decision making and the inclusion of women’s concerns in leadership platforms in the government’s development agenda.

The series of activities conducted were expected to help the men and women employees of DARPO Batangas and agrarian reform beneficiaries to better understand GAD issues and concerns, engage in livelihood opportunities, gain access to information on climate change and create awareness towards building a gender fair community.

Provincial Agrarian Reform Program Officer II James Arsenio Ponce said the celebration started with a mass to give thanks for the realization of the event. He said the activities included among others a forum on how to unlock business opportunities and a film showing to create awareness among the DARPO Batangas employees regarding the concepts of gender sensitivity and the issues of women in the development agenda. Free therapeutic massage services were also offered to the DARPO employees as well as demonstration on food preparation.

Aside from DAR employees, Ponce said DARPO Batangas also

conducted an orientation on the basic gender and development (GAD) concepts for the 161 members of DAR assisted agrarian reform beneficiaries’ organizations (ARBOs) in Western and Eastern Batangas.

Farmers’ products of members from different associations and cooperatives from DARPO Batangas were displayed and sold during the trade fair for them to earn extra income.

To culminate the month-long celebration, a seminar on Gender and Development and Climate Change was conducted to explain the implementation of mainstreaming gender and development in Land Acquisition and Distribution and how to fully implement GAD in DARPO Batangas attended not only by the DARPO Batangas employees but also the MARO staff members of each cluster.

Ponce emphasized the importance of Administrative Order No. 1, series of 2011 which recognizes the rights of women especially in the inclusion of their names on the Certificates of Land Ownership Award (CLOAs).

“Forms should be adjusted based on A.O. No. 1 changing the status of “married to” into “spouses” in the CLOAs which can give 50 percent of the land to the wife as a co-owner of it," he said.

Aside from this concern, Ponce presented the milestones of DAR and developments under the different administrations as well as gender and development concepts on DARPO Batangas highlighting and recognizing the rights of women on agricultural lands.

IN CONTINUING the implementation of the Supreme Court Decision on the Roxas properties in Nasugbu, Batangas, DARPO BATANGAS conducted a three-day seminar-workshop to formulate policy guidelines for the selection and screening of Agrarian Reform Beneficiaries (ARBs) in Hacienda Banilad, Nasugbu, Batangas on May 25 to 27, 2016.

Provincial Agrarian Reform Program Officer James Arsenio Ponce said the objective of the workshop is to come up with guidelines that shall be used in drawing up an initial preliminary list of ARBs in Hda. Banilad after the ground validation on the hacienda has been completed by the DAR- Batangas validation team.

DARPO BATANGAS HOLDS DIALOGUE WITH DAMMMBA OFFICERS »»

For the nth time, a dialogue was conducted at DARPO Batangas with the officers of the Damayan ng mga Manggagawa, Mangingisda at Magbubukid ng Bansa (DAMMMBA) headed by Mr. Roy Mahinay and the tenants of the Hda. Roxas properties, May 31, 2015.

During the dialogue, Mahinay and his group requested to be updated on the status of the eight landholdings which CARP coverage is encountering some issues and problems specifically the properties of Hda. Chief Agrarian Reform Provincial Officer Ma. Gemma Esguerra divided the workshop participants into four groups and discussed the expected output of each workshop.

“The first workshop focused on the assessment of the documentary requirements submitted by the ARBs and the preparation of a formal letter that will serve as a final notice to the ARBs who didn’t respond to the invitation to submit documentary requirements.The second workshop dealt with the selection and screening of ARBs in tenanted areas,” Esguerra said.

According to Esguerra, the output of each workshop showed the possible scenarios of the ARBs and the applicable Administrative Orders (AOs) supporting the qualification and disqualification of the ARBs. The same workshop was given in the third group but their main focus was on the selection and screening of ARBs for the plantation areas. The data needed for presentation to the BSC for the qualification and disqualification of the ARBs were enumerated.

Pangilinan praised the DARBatangas validation team for a well-collected and wellassessed data on both tenanted and plantation areas.

The data gathered will be used as basis for the qualification and disqualification of ARBs. Likewise, it will also be used as basis for the inclusion and exclusion for the assessment of ARBS. “I would like to commend DAR Batangas for conducting this workshop. Now we know what is going on in Hda. Banilad. Because of your resourcefulness, we now have the data and the supporting documents to formulate guidelines for the screening and selection of our ARBs,” Pangilinan said.

DAR, PROJECT PARTNERS JOIN FORCES TO UP-VALUE ARBs PRODUCTS BATANGAS- The Department of Agrarian Reform through the collaboration of the Department of Trade and Industry and Department of Science and Technology recently conducted product assessment and evaluation of the manufactured goods of Seaside B Multi-Purpose Cooperative on June 9, 2016.

The Seaside B Multi-Purpose Cooperative in BIBA ARC, Lobo was identified as the project beneficiary for the Up-Valuing of ARB Products project of the department. During the assessment and evaluation, products of the Seaside B MPC were presented and evaluated according to its taste/ recipe, quality standards, labeling and packaging. Spanish sardines, dried Indian mango, Indian mango wine, wild honey, tamarind candy and green papaya relish are some of the Seaside B MPC products that underwent the assessment and evaluation.

“The products of the Seaside B MPC were good, we conducted this assessment and evaluation to enhance their products so

that they may gain competitive advantage in local markets as well as to assist them to establish market linkage for their products” CARPO Ma. Surallah Rabino said.

Meanwhile, Provincial Agrarian Reform Program Officer II James Arsenio Ponce stood as one of the evaluators commented on the products of the cooperative. “ I like the wild honey, but some of the products should be enhanced to be market-competitive by improving the product design, label, packaging material, recipe and should comply to the product standard laboratory tests required by the FDA” Ponce remarked.

Lumipas ang pananakop ng mga kastila at sinakop naman tayo ng Amerikano at Hapon ngunit naiwan ang katanungang, kanino ang malawak na lupaing ito? Walang sariling lupa ang mga Pilipino bagkos ito

ay nakapangalan sa mga dayuhang mananakop.

Nagkaroon lamang ng kalinawan ang lupang Pilipinas, nang panahon ni dating pangulong Manuel L.Quezon at Magsaysay ng ipatupad ang Land for the Land less at marami pang pangyayari ang naganap hanggang sa isabatas ang Republic Act 9822 o ang Land Reform Code sa panahon ni dating pangulong Diosdado Macapagal.

Nang ideklara ng dating pangulong Ferdinand Marcos ang batas militar ay halos kasabay na idineklara ang Presidential Decree 27 na nagsasabing ang lahat ng palayan at maisan ay isinasailalim sa Land Reform. Napatalsik si Marcos sa pamamagitan ng mapayapang rebolusyon sa EDSA, naluklok sa kapangyarihan si pangulong Corazon Aquino at naganap ang madugong Mendiola Massacre, naging hudyat ito upang pandayin ng kongreso ang Batas Republika Blg. 6657 o ang Comprehensive Agrarian Reform Law na nagsasabing isinasailalim sa Agrarian Reform, maging anuman ang tanim at kalagayan ng lupang agricultural, naging centerpiece program ang CARP noong panahong iyon.

Dalampung Taon ang itinagal ng implementasyon, ngunit bago pa man mapaso ang pagpatupad nito ay inextend ni pangulong Fidel V. Ramos ang CARP sa pamamagitan ng R.A.

7905 of 1995. Natapos ang 10 taong extension, ngunit hindi pa rin ganap na napapatupad ang CARP kung kaya itoy muling inextend ni pangulong Gloria Macapagal-Arroyo at ito ay naging Comprehensive Agrarian Reform Program with Extension and Reform o CARPer na kilala bilang R.A. 9700. Sa kasalukuyan ito pa rin ang batas na naggagabay sa atin sa implementasyon ng programa, dangan nga lamang ay putol na ang pag-iissue ng Notice of Coverage, ngunit wala pa ring tigil ang pagpapatupad ng programa, partikular ang Program Beneficiaries Development, ang Agrarian Justice at ang Land Acquisition and Distribution sa tatlong programang ito umiinog ang Department of Agrarian Reform o DAR. Ngayon kaya na isang leftist ang ating secretary sa katauhan ni Sec. Rafael “Ka Paeng” Mariano, mayroon kaya siyang ipatutupad na bagong batas gayong alam naman natin na isa siya sa nagsusulong ng Genuine Agrarian Reform Program o GARP. Ngayon na panahon ng bagong pangulong Rodrigo R. Duterte at panahon na rin ng pagbabago, may mababago kaya. Mayroon kayang aasahang pag-iiba ang mga magbubukid, ang Hda. Luisita at iba pang hacienda ay madistribute na kaya ng tuluyan? Ang mga magsasakang nagsusumigaw pa ng katarungan, ngayon kaya ay manahimik na? Ang mga walang habas na pagpapalit gamit sa lupang agricultural matitigil kaya?

Maraming mga katanungan ang ating mamatyagan, abangan na lamang ang susunod na kabanata.

The Humble Beginning

Do you ever wonder how to start with nothing?. Do you ever feel the anguish everytime you see yourself without anything to be proud of?. Well, in fact, having nothing is giving you a chance to rise from the suffering and nil you are facing right now.

These are the words in tears of Mr. Juancho Maningat, General Manager of KAMAHARI Agri-based Multipurpose Cooperative as he reminisces the milestone of the KAMAHARI ABMPC from a simple organization into a fulltime and growing cooperative.

In the past two decades, KAMAHARI ABMPC was only organized as a group and called themselves as “Buklod ng Magsasaka" until they finally conducted an assembly of farmers and further developed their peoples organization which was called “Katipunan ng Magbubukid sa Hacienda Roxas Incorporated” or KAMAHARI.

Starting from nothing, many trials were experienced by the organization until in August 18, 1994, the members decided to transform their organization into a cooperative and began with a capital of 11, 400 pesos with 47 members only. One year after, they registered it in CDA. Subsequently, it was not that easy for the KAMAHARI ABMPC to operate as a cooperative due to the lack of facilities and equipments to be used in managing its transactions and services.

“I remembered before, KAMAHARI doesn’t have an office so if there are meetings and assemblies, we conducted it at the house of the cooperative general manager” Maningat recalls.

Above and beyond, when KAMAHARI ABMPC started its operation, many doubting members of the community raised their eyebrows because at that time, many cooperatives were forced to shut down due to the problems in managing and holding the cooperatives. In addition, the absence of community services and livelihood programs became one of the hindrances in KAMAHARI ABMPC to motivate the members of the community to be part of their cooperative as well as the problems on the remuneration of the officers and staff and the endless issues on land.

But because of the collective efforts of the members and through the help and support of the Department of Agrarian Reform (DAR), KAMAHARI ABMPC arose from nothingness.

Until such time, KAMAHARI ABMPC was blessed to receive an assistance from DAR through a proposal presented to ICCO in the Netherlands ‘till the Philippine Business for Social Progress implemented projects to boost the functions of the cooperative and support the endless issues on land.

In 2011, KAHAMARI ABMPC finally put up their own office through the help of ICCO and solicited funds from the politicians and other government offices. Just to give honorarium and right salary to the officers of the cooperative, they gave interest and service charge for their loans.

When it comes to community services, KAMAHARI ABMPC recently accessed potable water system from Abanse Pinay and they ceded it to Sitio Magyaman Banilad, Nasugbu, Batangas. The second potable water system that they accessed from the Peace and Equity Foundation was

granted to Tampisaw, Reparo, Nasugbu, Batangas and because of their good deed, the cooperative received the Saint Paul Awards, a national award given by the Adamson University. Actually, it was not that easy for the KAMAHARI ABMPC to achieve all of these, there are some problems that emerged while doing their tasks and obligations as a fully- grown cooperative.

KAMAHARI ABMPC experienced problems in the collection of loans because many of them didn’t pay at the right time due to the unexpected errands that come to the members of the cooperative such as sickness and death. But, the cooperative was still looking at the brighter side of everything and due to this problem, they practiced the “damayan” system wherein when one of the members dies, they will provide a voluntary contribution to the family of the deceased member.

Moreover, KAMAHARI ABMPC also faced the struggles in paying their loans at the Land Bank of the Philippines due to the current changes in the policy of loans. The reduction of the loan portfolio of the cooperative gave them a hint to undertake crop diversification and plant red lady papaya. For two years of diversifying the crops, the results show a positive impact to the cooperative. To support the expansion of the sugar cane block farming of the cooperative, where they are very well known for, the cooperative loaned some money from the PhilSucor.

Through the persistence and determination of the Department of Agrarian Reform to lift them from nothingness, the cooperative was granted with support services that enable them to function effectively and at the same time give them the chance to become a large operating cooperative. Through the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) program of the department, KAMAHARI ABMPC received agri-extension services for the the sugar cane block farms, 4WD 90 HP Heavy Duty Tractor and 17 Tonner Dumptruck. These machineries were a great help to the cooperative in improving farm productivity and at the same time in operating agri-enterprise.

“The dump trucks and tractors were a great support to the cooperative since part of the income was spent on the operation of the cooperative”, Maningat brags.

DAR, as the major partner of the cooperative is a vast channel of linkages from the other government agencies for the different projects of the cooperative. Today, the department continues to capacitate the members and officers of the cooperative thru different trainings that can help them to acquire knowledge on how to fully manage the cooperative.

Organizational capacity building, vegetable production and farm technology trainings are some of informative trainings that the department provided to the cooperative.

Furthermore, the members of the community also gained knowledge in livelihood development, especially on planting high value crops like papaya, hot chili and many more; production of pastillas, dishwashing liquid, detergent powder, fabric conditioner, glycerine soap, salabat powder, coco jam; and management of swine and poultry. Now, KAHAMARI ABMPC has 1,243 members and 4.85 million share capital.

Maningat, while recounting the story of the cooperative, could not hide the joy and delight to the success of KAMAHARI ABMPC.

“Maybe we're not the perfect cooperative, but we still strive to do our best to make KAMAHARI ABMPC a better fully-grown operating cooperative” Maningat lauded.

“Thank you DAR for your continuous support and guidance, you are a neat instrument to reach the growth we desire”, Maningat ended.

The cooperative was founded and organized through the initiative of the Department of Agrarian Reform Batangas. They started as Auto Savings Association in 2006 and after four years, they registered as Producers Cooperative on September 1, 2010. Under the Section 4 Chapter III of Republic Act No. 3720, otherwise known as the Foods, Drugs and Devices and Cosmetics Acts, the cooperative was granted a License to Operate (LTO) in Fish Processing

ALA EH! MASARAP ARE! The smoked bangus of Sampaloc Talisay Producers Cooperative (STPC).

Deboned smoked bangus and deboned marinated bangus are made from the freshly harvested bangus from the cages along the shore of Taal Lake. The products have no chemical or additives added and they are carefully processed by the well trained workers and vacuum sealed –packed. The products were also introduced in the market place through national and regional trade fair and being sold within the municipality of Talisay, and as far as the town of Malvar and other cooperatives in the neighboring towns. The processed fish products are sold per pack at P120.00 for marinated bangus and P140.00 for smoked bangus. Aside from DAR, the ARBO is assisted by the Department of Science and Technology (DOST), Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI) and Bureau of Fisheries and Aquatic Resources (BFAR).

Nagpasa ang lungsod ng Maynila ng Ordinance No. 7783 na naglalayon na pagbawalan ang pagtatayo ng ilang establisyemento tulad na lamang ng mga KTV Bars, Motels, Lodging houses, Beer Houses, Night Clubs, at iba pang kauring mga establisyemento sa may parte ng Ermita-Malate. Nakasaad din sa nasabing Ordinansa na hindi bibigyan ng lisensya at kaukulang permit ang mga nagnanais na magtayo ng mga nasabing establisyemento sa lugar. Nagpapataw din ng multa ang sino mang lalabag sa mga nakasaad sa Ordinansa.

Binigyan lamang ng tatlong (3)buwan ang mga may ari ng mga naturang establisyemento at mga kauri nito upang umalis sa lugar o di naman kaya ay ibahin ang kanilang mga negosyo sa Ermita-Malate.

Inapela ang desisyon ng RTC ngunit natalo pa rin ang Ordinansa.

Nagsampa ng kaso sa Regional Trial Court (RTC) ng Maynila ang mga mayari ng establisyemento at mga kauri nito upang ipawalang bisa ang Ordinansa.

Kanilang sinabi na hindi dumaan sa legal na proseso ang pagpataw ng mga nasabing pagbabawal. Ito ay salungat din sa karapatan nilang pag-angkin sa kanilang ari-arian. Sinagot naman ito ng lungsod ng Maynila na layon lamang ng mga opsiyal na protektahan ang mga tao at gawing ligtas ang lugar laban sa mga masasamang loob.

Ayon sa Article III, Sec 1 ng Konstitusyon: " No person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws.

Pinawalang bisa ni Judge Laguio ang nasabing Ordinansa sapagkat labag ito sa Konstitusyon sa aspeto ng pag-angkin ng ari-arian at hindi pagbibigay ng kaukulang pagdinig sa legel na proseso.

DESISYON NG KORTE SUPREMA: Labag ang Ordinansa sa Konstitusyon.

Ayon sa Korte, hindi nabigyan ng pagkakataon ang mga may ari ng establisyemento na magpaliwanag at makuha ang kanilang panig o "due process" kaugnay ng pagpapatupad ng Ordinansa. Labag din ito sa konsepto ng "Police power" o ang kapangyarihang magpatupad ng mga regulasyon ng isang lungsod na maaaring makapag limita sa ilang karapatang pantao.

Ang agarang pagpapasara at pagpapaalis ng mga negosyo ay hindi tugma sa layunin ng Ordinansa na pataasin ang moralidad ng

mga taga Maynila. Masyado itong nanghimasok sa karapatang pantao na mangakin ng ari-arian, Hindi rin nabigyan ng pagkakataong maipagtanggol ng mga may ari ang kanilang negosyo o nabigyan ng sapat na panahon upang makapag-ayos ng sapat na patunay upang makapaghain ng depensa para sa kanilang mga karapatan.

Hindi rin tama na ihalintulad ang mga night clubs, ktv bars, sauna parlors, beer houses at iba pa, na palagiang banta sa moralidad ng tao sapagkat naniniwala ang mga opisyal ng Maynila na ito ang lugar upang magsugal ang mga tao at puntahan ng mga prostitutes. Ito ay labag sa patas na pagtrato sa ilalim ng batas o ang "Equal Protection of Laws". Hindi dumaan sa masusing pag pagklasipika ang Ordinansa ng mga nasabing establisyemento.

Nilabag nito ang legal na klasipikasyon upang masabi kung anu-anong aspeto nagkakatulad o nagkakaiba ang mga nakasaad na negosyo at establisyemento sa Maynila.

Nawa'y nakatulong ang pangyayaring ito upang higit naming maipaunawa sa inyo ang kahalagahan ng batas na ito at maipagtanggol ang inyong karapatan.

APRIL-JUNE 2016 Atty. Ellen Cetron Hernandez -Basillo or “Ellen” as she is lovingly called by her folk and allies has been dishing out the department for ten years and embarked on her career as a Legal Officer and found herself today doing great as Provincial Agrarian Reform Adjudicator (PARAD).

“Immediately after taking the bar examination in 2003, I applied at the Central Office, in the office of Asst. Sec. Lorenzo Reyes at the DARAB, then I started officially on January 6, 2004 as Legal Officer I in the DARAB Central Office then I passed the bar in April 1, 2004.

I was promoted to Attorney III at the Central Office and afterwards I was promoted on July 5, 2005 as Attorney V at the DARRO then I had my appointment as OIC- Attorney V of Batangas in July 1, 2006.”

In her ten years at DAR, Atty.

Ellen describes it riding on a roller coaster. There were ups and downs during her days in service, but she was still grateful for all the glorious and better days that happened to her.

But besides her greatest contribution to DAR, Atty.

Ellen can still manage time for her family and work.

She revealed that her family is her greatest inspiration in life. “My family is my everything, they should always be on top of that everything in my life”.

During weekends, Atty.

Ellen loves to spend time with her family. “I have this life-work attitude that

GAD CORNER I need to finish everything at work during weekdays then beyond weekends I devote it to my family. Weekends are my sacred time for my family."

Growing up in Lipa City, Atty. Ellen graduated from grade school and secondary education at Holy Child Academy, where she was a consistent honor student.

In college, she studied Bachelor of Science in Development Communication at the University of the PhilippinesLos Baños. Having a passionate heart for people who are in need of justice, Atty.

Ellen decided to take her graduate studies at Far Eastern University-Institute of Law. Actually, it was not a walk in the park, so to speak, for Atty.

Ellen to work as a Chief Legal and PARAD. There are a lot of pressures because she must win the case of her clients and farmer beneficiaries as well.

“There are a lot of pressures, you have to win the case and also you you have to study everything, then it came to the point when I was taking my bath, I was thinking of the ways on how I can win the case, what are the strategies, tactics and techniques that I can use and the applicable law just to win the case”.

Atty. Ellen is so passionate about the cases and the cost of her clients.

Every time they lost the case, she still feels bad about it even though she knows that she did her best to win the case.

But life must go on to Atty.

Ellen, there are battles in life that are meant to diminish.

Now that a new chapter in her life is going to unfold, it is another hat for her to carry on as Atty. Ellen from being the Chief Legal of DARPO Batangas is being assigned as the new principal PARAD of Region III. “It is hard to say that I am ready for the new position assigned to me, but I am willing to learn, just like what I said, I have the passion to work and I think it will help me. I am very good to do that work with the kind of experience I have, I am sure it will help me”.

4 If you’re not a DAR employee, what do you think is your job?

Maybe I am in a private practice, but my father was a great influence to me. He always keeps on saying that “great service is for the government”.

For ten years in DAR, what is that “one thing” you can be proud of?

The Legal Division became more systematic and my staff actually turned out to become my family. One of the PAROs told me that I am like a mother to them because I really protected each one of them and during my term in the Legal Office, I have four Legal Officers who became lawyers and I’m very proud of that.

What is your greatest achievement today?

My greatest achievement perhaps is that I was able to balance everything, my family and my work. We may not have everything but I am contented with what we have.
