Welcome!

This will be a European Police Handball Championship that will be memorable in a great way for all competitors and visitors. Our 2016 Organizing Committee is working hard to ensure we haven’t left any details out and we look forward to host this celebration of the game of police handball.

Handball is a very popular sport in this part of Denmark. In the top of the handball league there are 14 teams. Most of the teams are from Jutland and 6 of those teams successful teams are from our police district.

It is a great honor that the Danish Police Sports Association has chosen Silkeborg – hometown of the successful handball club Bjerringbro-Silkeborg - as the center of the USPE 2016 event.

We will make our biggest effort to give everybody a warm welcome and to have all our handball friends feel the warmth of Danish Police hospitality!

Welcome to Silkeborg!

From April 30th to May 4h Silkeborg will host an international sport’s event. Yours! We are delighted to have you here, and we hope you’ll enjoy your stay in Silkeborg Municipality.

I can name so many reasons to explore Silkeborg and the rest of the municipality, because we have so much to offer. You can relax in between matches in one of our many restaurants and cafes. Or you can take a stroll through our streets and visit some of our interesting shops – a lot of them based on local products or designs.

Or perhaps visit Museum Jorn? Asger Jorn is one of Denmark’s world known painters. He was born and lived in Silkeborg in many periods of his life, and he decided to his leave his artistic legacy with us.

If your body doesn’t need some recovery in between matches you’ll have a lot of activities to choose from. You’ll find a nature which almost asks for athletes to ride a mountain bike, take a run or a swim.

If your body needs some recovery then take a walk, find a bench to sit on and enjoy looking at the magnificent surroundings. And no matter what you choose to do; don’t worry about work. Silkeborg Municipality has one of the lowest crime rates in Denmark.

But – just saying - we have a top handball team, Bjerringbro-Silkeborg, with a lot of nationals representing Denmark in World Cups and European Cups – and this summer those athletes will compete in the Olympics. It takes a lot to impress us, but I’m sure you will manage to do the job.

I’m looking forward to watching some excellent handball. And I’m looking forward to seeing you discover Silkeborg and the rest of the municipality. You’ll have numerous possibilities to enjoy your stay.

And above all; may the best team win the 15th European Police Handball Championship!

athletes, leaders and delegates It gives me great pleasure to welcome you all to the European Police Championships in men’s handball 2016.

We are very grateful that we got the opportunity to organize this championship, where we have participating teams from 8 countries, and we promise that we will do our best to provide you with a fantastic and memorable experience during your stay in Denmark.

Denmark has a proud tradition at these championships, where since the first championship, that took place in Berlin in 1960, Denmark has been European champion twice. The latest championship is however back to 1992, when Denmark won the European Championship, that took place in Norway.

At the latest championships in Göppingen in Germany in 2012, it became a prestigious silver medal, when the team in the finals lost to the host – the team of Germany.

It will be exciting to follow the matches at the championships in Silkeborg, where we of course especially are hoping for at good Danish result.

I would also like to take this opportunity to thank the local police sports organisation in The Middle and West Jutland Police District for at good and fruitful cooperation in the organization of these championships.

Thanks also to the Police Commissioner and his staff of The Middle and West Jutland Police District for the assistance to the implementation of these championships. It has been a great help to the Danish Police Sports Association.

athletes, friends and guests I welcome you on behalf of the Union Sportive des Polices d’ Europe (USPE) to the Fifteenth European Police Championship Handball Men. Handball has a long tradition in the USPE. The first championship for men took place in 1960 in Berlin. Policewomen had to wait till 2004 in Lojt (Denmark) to compete for their first European title. At the last championship, four years ago in Göppingen (Germany) we witnessed the victory of the strong home team in the final against Denmark. I am sure the Danish team is looking for a new opportunity to win the European title.

I am delighted that Denmark is hosting this event because handball is a very popular sport in this country. I hope a lot of spectators will come to watch the best European police handball teams. I am confident that the Danish Police Sport Federation (Dansk Politiidrætsforbund) and the whole organizing team worked hard to ensure that this competition will be a success. I thank them for their effort. This will surely inspire our athletes.

I am looking forward to an exciting and fair competition in Silkeborg and I wish all teams a lot of success.

COMPETITION RULES The USPE Competition rules, item 4.3 4.3 HANDBALL 4.3.1 The rules and regulations laid down by the European Handball Federation (EHF) shall apply, unless otherwise stipulated below or provided for in the Invitation to Enter.

4.3.2 The EPC shall comprise Preliminary Rounds and a Final Round.

Preparation and organisation of the Preliminary Rounds depend on the number of engaged teams. Subject to rule 1.3.1, at least six teams take part in the Final Round. The number of participating teams is set by the USPE Technical Commission and is determined among other things to the total number of enrolled teams.

The team of the organising member union is qualified directly.

Each team may enter up to 14 players and four attendants in the Preliminary Rounds and up to 16 players and four attendants in the Final Round.

All players may take part in every match of his / her team.

4.3.3 The USPE Technical Commission determines the organisational framework of the Preliminary Rounds and the rules and regulations applicable to the Final Round.

The Preliminary Rounds should be concluded no later than four months prior to the start of the Final Round.

4.3.4 If two or more teams have gained the same number of points from the group matches, the teams will be ranked as follows: 1. goal difference in the direct encounter of the teams

2. greater number of plus goals in the direct encounter of the teams

3. goal difference in all matches (achieved by subtraction)

4. greater number of plus goals in all matches If the rank is still not possible, a draw decides the ranking. 4.3.5 If a placement match, semi-final or final ends in a draw, there shall be a five minutes break followed by an extra time of 2 x 5 minutes, with a 1-minute half-time break.

If the match is still undecided after the first period of extra time, there shall be another break of five minutes followed by a second period of extra time of 2 x 5 minutes, with a 1-minute half-time break.

If there is no winner after the second period of extra time, the match will be decided by penalty throws.

APPEALS All appeals have to be made in writing by the delegate or one of the attendants of the member union in question within less than an hour after the end of the fixing of or the publication of the results unless the respective international sport rules specify different.

The delegate or one of the attendants of the member union has to enclose an appeal fee with the appeal in order for the appeal to be valid.

The deposited sum will be refunded to its owner if the appeal proves to be justified.

If the appeal is rejected the sum deposited is retained by the USPE.

The appeal fee will be a total of 100 EUR, paid in cash.
