This report was prepared for assessment in ABPL30060 Urban Precinct Studio at the University of Melbourne.

Over a 13 week period, students were expected to develop a precinct structure plan. Firstly, groups were asked to choose a problematic 100 hectare site in need of solutions. Students undertook site analysis of their area involving research regarding the history, context and character of the site.

Afterwards, key issues and opportunities of the site were identified, and a vision was constructed to guide further planning.

The next step after visioning was to develop the objectives, design strategies and implementation schedule.

In Tuesday’s placemaking studio, students focused on developing places that promote people’s health, happiness and wellbeing, through reimagination and reinvention of public spaces.

DOCKLANDS PRECINCT- CITY OF MELBOURNE The Daring Docklands Precinct Structure Plan outlines the vision for sustainable growth to manage the increasing population of young workers and families in Docklands and Fishermans Bend. The site is bordered by three key highways, West Gate Freeway, Wurundjeri Way, Bolte Bridge and one arterial road, Docklands Drive (Google Maps, 2018).

Docklands population is expected to reach 22, 874 people by 2031 (City of Melbourne Geographia, 2018), whilst Lorimer Precinct Fishermans Bend, 9070 people(Victoria State Government, 2016).

D PURPOSE OF THE PSP

In line with the brief to facilitate community cohesion and liveability, the precinct structure plan (PSP) provides a framework for to manage development for the short, medium and long term. The plan aims to encourage community bonds and a cohesive precinct through suitable, useable and enjoyable activated spaces for people. It also aims to maintain a close consistency between land uses and services between Docklands and Fishermans bend. More specifically, the PSP acts as a planning guidance tool for land, transport and access, built form, public spaces, and facilities/ infrastructure.

The precincts close proximity to the CBD makes it the ideal location for densification of residential apartments, commercial (retail/hospitality) uses, communal public spaces and mixed use development. The structure plan will firstly undertake site analysis of the precinct through site surveys/visits, and technical assessments. This will guide the identification of issues and opportunities in the plan.

It will give purpose towards development of a new vision for the precinct, focusing on the improvement of transport modes, increased residential densification and greater public space activation. A number of design strategies relating to access and movement, public spaces and land use will be created in line with the main objectives and vision. A new implementation plan will enable the design strategies to be facilitated on ground.

D CONTEXT The site is located within the City of Melbourne within the suburb of Docklands, and Fishermans Bend, just 250m from the CBD. The City of Melbourne municipality encompasses a total area of 32km2, such a township was laid out during 1837, during the gold rush. The City of Melbourne Municipality underwent renewal and redevelopment during the 1990’s that removed industry in favour of residential and commercial areas (Profile Id, 2017).

More specifically, wharves, warehouses, and railways lands were converted to high-density apartments, offices, restaurants and shops (Profile Id, 2017).

To the South, the West Gate Freeway divides the AOI from low-density industrial areas in Port Melbourne. The AOI includes the industrial area of Fishermans Bend along Lorimer Street. This will ensure that residents to the south of Docklands have an accessible mixed use activity centre.

Wurundjeri Way creates the east border of the AOI, where the Southern Cross railway station is located. Southern Cross Railway station has been excluded from the district as it currently blocks transportation access for people walking or driving from the CBD to Docklands, and is currently located on the other side of the Wurundjeri Way border.

To the north, the Docklands Drive divides the AOI from large retail/entertainment centres, such as District Docklands, CostCo, and the Melbourne Star. This northern border also divides the district from large ecological corridors such as Moonee Ponds Creek and Moonee Ponds Trail.

The precinct is home to Etihad Stadium, a landmark which makes the precinct a destination. Adjcacent to the precinct in Docklands sits the Melbourne Start Observation wheel, Southern Cross Station, VIC Market, Melbourne Centra Station, the state library and Flinders Street Station.

D CHARACTER Mixed use buildings remain the dominant building typology in the AOI, especially along Bourke and Collins Street, adjoining to the CBD. Few building frontages in the mixed-use area are activated with retail or food and beverage shops. Most building frontages form the entrances to high rise office complexes with dark, visually imperable facades.

Industrial buildings make up a large portion of the AOI, in the south along Lorimer Street Fishermans Bend. Manufacturing and storage services are provided in this area. The Lorimer Street precinct to the south of the AOI is targeted for urban renewal in the Fishermans Bend Precinct Structure Plan to faciliate greater residential uses 2017-2028 Figure 6. A large residential area to the North near Docklands Drive is comprised of high-storey residential apartments, hotels and AirBnbâ&#x20AC;&#x2122;s. The ground level of apartments in this area have previously accomodated cafe business usage, however most businesses have closed down due to the lack of people in the area.

To the south, the residential area is comprised of 2 storey new terrace houses with front garden beds, and high rise apartments.

In the middle of the precinct close to the water, the area is filled with marinetime buildings and sheds. Some of these buildings which have remained since Docklands trade era, are currently used by marinetime schools, while others are being reconstructed or removed for future residential apartment development.

Wide. roads with a lack of street activation and distinct character dominate the precinct. This is due to limited tree driversity and poor street art.

Victoria Dock was completed in 1892 to facilitate easier freight transport.

The earth moved to create it was used to reinforce the surroundings of the West Melbourne Swamp.

Following a period of prosperity, in the mid-1900’s as new technological improvements occurred,in the design of cargo ships, it meant that ships could no longer enter Docklands. As a result, the bulk of trade moved to the West to larger docks. In 1950’s Docklands gradually declined as a consequence of this, falling into disrepair.

Development of Docklands began with the Strategic Planning Framework in 1989.

The result of this interrupted development is why Docklands today, relative to its immediate neighbours Melbourne CBD and North Melbourne, has very little remaining original structures. The boatsheds are the only remnants of the original development, having been transformed into restaurants,bars , and entertainment venues.

Before . human settlement 40,000 years ago, the Yalkult Willam clan of the Boon-Wurrung peoples inhabited the Yarra. However the swampland of Fishermans Bend was largely inaccessible by the Indigenous peoples.

The founding of Melbourne in 1835, resulted in the labelling of Fishermans Bend or Port Melbourne with the name Sandridge due to its dominant dune topography. .

By 1891, Fishermans Bend became an important pathway, and resting point for those travelling towards the post 1851 gold rushes. As a result, a tent city known as ‘Canvas Town’ was developed, complete with shops and streets. The first land sales of ‘Canva’s Town; were first reported during 1852 (SGS Economics and Planning, 2016).

With the establishment of the city came a booming population and industrial sector in Fishermans Bend.

Between the 1920’s-1950’s a housing commission project was developed, known as the Garden City’ development.

This, along with the post-war boom resulted in extreme residential and employment growth in the area.

Bend (Victoria State Government, 2017).

After urban renewal, the Lorimer Street Fishermans Bend is expected to house a similar demographic to Docklands currently that is, couples without children and lone person households. However, it is expected that later on the population is expected to age and more families will move into the precinct.

Lorem ipsum Exponential population growth is expected to start at year 2020, where development rates are expected to meet growth at 500 households per annum (Victoria State Government, 2017). However household capacity will be reached in 2030 (Victoria State Government, 2017).

A larger number of family-friendly dwellings are expected in the future to cater for existing and new resident families in the precinct.

It is expected that by 2031 and 2051, public transportation and walking will become the main transportation modes due to the precincts proximity to the Melbourne CBD.

Reason why Industries are changing?

As the world is developing, the needs and wants from people are moving from early industries into current ones. Some old industries are hard to survive in the new developed era, for example, dealers in animal skins and hides. High efficiency of machines are replacing the human labor. Thatâ&#x20AC;&#x2122;s one of the reasons why business industry is the major industry in Docklands. Two figures on the left show the comparison between early and current industries in the site.

Employment within Docklands is highest in Finance & Insurance industry, with 22,511 people employed in 2016 (City of Melbourne, 2016). It is also one of the fastest growing industries. From 2002-2016, the finance industry has increased its contribution towards total number of Docklands jobs increasing from 0% to 38% of jobs (City of Melbourne, 2016).

Public and Administration and safety comes second highest accounting for 12% of jobs, in 2016, an 43% decrease since 2003 (City of Melbourne, 2016).

The predominant age group in Docklands for both males and females was 25-34 in 2017. Following this, The second dominant age group was 15-24 for both males and females. It is projected that in 2027, the 25-34 age bracket will be dominant and expand in size.

It is anticipated that the 35-44 age bracket will increase significantly in 2027 due to the increase in financial service job opportunities and residential apartment developments in Docklands.

Currently, the most common household structure are lone person households, followed by multiple families.

Out of the 73% of people that are born overseas in Docklands, 16.5% are born in China. As a result of this large international Chinese population, the most commonly spoken foreign language is Mandarin.

The second highest area for Dockland resident employment was in the Melbourne CBD (26%) (City of Melbourne, 2013).

The mixed use, industrial and residential areas predominate the precinct. A high number of office towers are found along Collins Street, due to the influx of businesses from the CBD reallocating to Docklands. Higher density buildings and high building heights are observed in the middle and the north of the precinct. Towards the south, lower density buildings and short building heights are observed. Industrial land used for manufacturing and storage is found in the south. A challenge remains to activate these spaces with people, business and visitors, and achieve coherence between land use in Fishermans Bend and Docklands.

The most dominant building typology in Docklands are offices.

Offices also contribute towards the largest amount of building floorspace reaching 1,167,413 sqm in 2016. (City of Melbourne, 2016).

Residential apartments are the second most domainant building typology. This building use contributes towards 912,993 sqm of floor space within Docklands (City of Melbourne, 2016).

The population density of the site is concentrated within Docklands as opposed to Fishermans Bend, due to the number of financial jobs available in Docklands and the high amount of high-density dwellings accomodated through the Docklands Fig xx.Building types Zone.

Despite the sites close proximity from the CBD, the site currently lacks a diverse range of amenities. There are currently few bars/restaurants w, one supermarket, one library, two educational facilities (TAFE and Deakin University), library and a few recreational gym facilties.

There are currently no schools in the precinct to cater for the expected increase in family household numbers. Besides from the presence of parks in the precinct, there are no community facilities.

D WALKABILITY AND ACTIVE TRANSPORT Docklands high walkability score of 91, at 8 Waterside Place, Melbourne, nor the low speed limits of 40km/hr along Bourke Street and Collins Street cannot explain the inactivity of the streets within the precinct. Within Docklands and part of Fishermans Bend, streets are inactive, due to the lack of tree canopy, street/shop frontage slippage onto streets, and poor facilities/amenity.

Overall, Docklands area is highly permeable due to th enumber of lanes in between buidings, and the predominance of shared paths. 8 Waterside Place is a two minute walk from two different tram stops including 11 West Preston-Victoria Harbour Docklands and the 48 Victoria Harbour Docklands-North Balwyn. However, in the lower part of the precinct in Fishermans Bend, block lengths are longer and there is a lack of permeability within land uses.

The precinct has a number of shared cyclist trails. However the cycling infrastructure is seen to be disconnected and fragmented due to the lack of deliniated cycling lanes or existence of bike lanes along Lorimer Street and La-trobe Street. There are few cyclist parking facilities or bike share systems in the precinct, and more can be done to encourage such additional infrastructure.

D VEGETATION Vegetation in Docklands in a focus in all community plans as something that residents and visitors find important and worth investing in in any strategy. Currently the canopy cover in Docklands is very low, and the deciduous nature of many of the trees mean that in some areas it as no cover in winter. Along the main streets such as Bourke and Collins (which have no view of the harbour or Yarra river, and no other visible vegetation, this significantly impacts the aesthetics of Docklands. Other than the harbour which is accessible only to boats, and limited green spaces, all Docklands surfaces are impervious. Figure xx shows that the Coniferous trees along Harbour Esplanade have very little exposed earth, further limiting the possibility of urban vegetation. All Docklands master plans, some of which arementioned on the following page, mention, or have sections dedicated to, urban vegetation.

Offices also contribute towards the largest amount of building floorspace reaching 1,167,413 sqm in 2016. (City of Melbourne, 2016).

Residential apartments are the second most domainant building typology. This building use contributes towards 912,993 sqm of floor space within Docklands (City of Melbourne, 2016).

The population density of the site is concentrated within Docklands as opposed to Fishermans Bend, due to the number of financial jobs available in Docklands and the high amount of high-density dwellings accomodated through the Docklands Fig xx.Building types Zone.

D CHALLENGES

Transport: Missing/neglected connections within bicycle infrastructure along smaller streets that connect to Lorimer Street, Harbour Esplanade, Bourke Street and Flinders Street pose a large safety risk. Such a risk can be explained by the low expenditure by the Andrews Government on cycling projects over the last financial year, reaching the second lowest level in the country. Additionally, tram routes do not directly connect Fishermans Bend, Docklands and the CBD together. Currently there is only a few routes that only connect Docklands with CBD but no route going to Fishermans Bend. There is a disconnection between industrial land uses along Fishermans Bend lorimerprecinct and the residential land uses along Victoria Harbour Promenade/ Newquay promenade.

Land Use: In the industrial areas to the south of the precinct, large plots of land remain underutilised or abandoned, due to a declining manufacturing industry. Apartment developments currently do not provide the services needed for the increasing population of families, and currently do not provide the necessary numberof bedrooms to accomodate family household sizes. Apartments in Docklands are very high compared to the Melbournian average highlighted by a a higher median sale price, at �600,000 compared to �400,000 for the Melbourne CBD as at the June 2014 quarter (Jonathan Chancellor,2014). Public spaces are underactivated during the day, due to the minimal amounts of seating, appropriate landscape design and family-friendly infrastructure to attract residents. Docklands lack of street activation especially along Aurora Lane, Seafarer Lane, Mayfield Place, Fishplate Lane, can be attributed to Docklands’ wide, flat road design with limited tree canopy cover, limited street frontage spillage, and seating.

Finally, there are limited wayfinding objects that allow residents and visitors to move freely from one landmark to the other.

Safety: Docklands streets unsafe during the night time, due to the lack of street lighting and limited street surveillance particularly along small laneways.

D OPPORTUNITIES

Transport: The local Melbourne City Council, along with the VPA, should have the capacity to improve the tram network from CBD through Docklands to Fishermans Bend through a series of new short tram routes which act as interchanges to the existing ones. In response to the poorly connected bicycle infrastructure, more cyclist lanes can be added onto streets without cyclist lanes including La-Trobe Street. Cyclists and pedestrians could be prioritised through a transportation heirarchy system. Where there are no current protected or deliniated lanes, deliniated ones can be added.

Additionally, a new bus transportation line could facilitate greater connection between the Southern Cross Railway Transportation precinct and the Buluk Park/ Docklands Library in Docklands. To further maximise the sites connection with the CBD, a ferry transportation network which utilises the adjacent Yarra River could be possible.

There is a strong opportunity to connect the land uses from Fishermans Bend with the adjacent residential district above Lorimer Street through improved pedestrian connections as outlined within the Fishermans Bend Framework Plan.

Land Use: The activation of public spaces by resident families could be maximised through a range of placemaking strategies, such as an outdoor library, community garden and bridge with food stalls and a viewing platform. These tactics will give reason for visitors from all over Melbourne to visit the site. Additionally, the opportunity should be taken to improve the diversity and percentage of tree canopy cover. Desolate green spaces can be enlivened through better landscaping and infastructure. To cater for the growing population and workforce in the precinct, there is potential for a mixed use zone in Fishermans Bend. Within this mixed use zone, a greater number of 3-4 bedroom apartments could cater for the increase in family household groups.

Safety: Docklands liveability has declined from 129 to 88 out of Melbourneâ&#x20AC;&#x2122;s 371 suburbs.

To improve Docklands liveability in the north and centre of the site, opportunity arises to reactivate its boulevards and wide streets with enhanced street seating, spillage of existing building uses and improved street frontage design. An upgrade to existing lighting using a street heirarchy approach based on amount of usage could enhance safety through better illumination of small streets & Map Elements: laneways. â&#x20AC;&#x2122; LA

D BENCHMARKS The Highline, NYC The highline, NYC public park built on a historic freight rail line elevated above Manhattans West.

The High Line opened in 2009 as a hybrid public space where visitors experience nature, art, and design.

There are a range of viewing points and seating along the retivalised railway line.

The Docklands Bridge aims to mimic the green design of this space.

As part of the 3000 acres program empowering local communities to growth healthy food, In Fitzroy, this organisation has partnered with Neometro property developer to convert a temporary vacant housing development space into a community garden. It has transformed into an urban oasis with 22 garden plots and a compost station for food a nd garden waste recycling. A range of community workshops, and community management models for maintaining urban gardens will be offered at the site. Volunteers are able to help out regardless of their experience or time commitments.

New York Public Library: The New York Public Library is an extension of library sitting areas and services onto the outdoor areas of the library.

It encourages communal participation through a range of activities such as a book sales, poets breakfast, live readngs and a book exchange system. It promotes an informed community highlighting how this tactical urbanism idea can facilitate lifelong learning

Additionally, the Docklands urban garden will be accessible via extended shared paths along River Esplanade and improved pedestrian/cyclist connections between Fishermans Bend, Docklands Urban and Docklands. The lack of deliniated (green) bicycle lanes throughout the precinct presents a problem for the safety of cyclists in the precinct. There is a disconnect -vity between Docklands and Fishermans Bend especially along bus routes, and tram routes. Few bus stoppages in Fishermans Bend mean that residents need to travel longer distances to catch the bus. Abandoned wharf areas along central pier restrict the utilisation of water transportation in in the centre of Docklands. Cracks along tram and shared paths are evident.

D PROPOSAL 1 Transportation: New busline, No. 5 To develop a new bus line from southern cross station to Docklands

A new busline is proposed, along Collins St, number 5, from a stop between Southern Cross Station and Etihad Stadium to Buluk Park. Connectivity and accessibility will become improved despite blockages created between the Districts by Southern Cross Station and Etihad Stadium. Currently, tram routes 86 and 96, run along Bourke Street, but stop next to Southern Cross Station, at stop 1 Spencer Street/Bourke Street or Bourke Street Stop 21. There are no adjoining tram routes or bus routes from Southern Cross to Docklands on Bourke Street making library and parks inconvenient to visit. Currently, there is only one bus route from Fishermans Bend to the CBD, and does not connect to Docklands. .

D PROPOSAL 2 Transportation: Ferry Transportation To create a new ferry transportation system linking Docklands, Fishermans Bend and CBD. Related to action T-3.1 refer to appendix 1

The new Docklands ferry services will aid in the activation of public space and facilitate population expansion in residential areas alongside the waterfront, for example, Central Pier and Waterfront City, A total of 10 boats will be running along one route during the day and nightime. Ferries will be connected to other transportation modes such as pedestrian/cyclist networks, tram stops and bus stops. Co-ordination between ferry services and bus services/ tram services will be enhanced, and an increased provision of bicycle parking at wharves will be provided through an intergrated netowrk approach. .

Fishermans Bend will be transformed into a lively cafe, retail, residential and office precinct through alteration in development zoning and policy. The conversion of land zoning from a Capital City Zone to a Commercial 1 zone in Fishermans Bend will be required to ensure the development of businesses in the precinct, that higher building heights are achieved and high rise residential buildings are permitted.

Office, business and residential uses would be permitted without need for a planning permit under this zone. The maximum building height in this zone will be mandatory 13.5 m (Up to 4 storeys).
