Dakota Credit Union Association (DakCU) is the professional financial trade association serving 61 credit unions that employ nearly 2,400 individuals across the Dakotas. With more than 551,000 members in North and South Dakota, Dakota credit unions have assets in excess of $11.1 billion.

Our rolling strategic objectives consist of five priority pillars that focus on advocacy, compliance, membership engagement, business solutions, and credit union awareness. The association strives to assist our members and help them be successful. That is a simple objective, but it is truly why we exist. Ongoing credit union system evolution is necessary for an ever-stronger environment for credit unions and their members to continue to succeed. In 2024, CUNA and NAFCU merged to form America’s Credit Unions. As our new national association continues to move forward with one united voice throughout 2025, together with your Dakota Credit Union Association, we will continue to deliver the best in advocacy, education, compliance resources, and member solutions.
As an “advocacy first” organization, DakCU is the backbone of the credit union movement in our two states’ political advocacy efforts. Our highest priority is to provide representation at local, state, and federal levels to strengthen and promote a favorable operating environment for credit unions throughout the Dakotas.
DakCU also works closely with regulators to provide the credit union perspective, ensuring that our voice is heard when rules, regulations, and guidance are created that affect credit unions’ ability to serve their members.
DakCU registered lobbyists represent you on state and federal credit union legislative matters.
We track and monitor potential legislative and regulatory changes that may impact Dakota credit unions and keep you informed.
DakCU provides opportunities to attend meetings with state and federal officials so our elected representatives hear from you. With your input, comment letters are submitted on important proposed rules and regulations. We facilitate Government Affairs Committees in each state to establish political goals, develop legislative strategies, and maintain grassroots involvement.

Funds are raised and distributed by the DakCU Political Action Committee and America’s Credit Unions Political Action Committee (DakCUPAC/America’s Credit Unions PAC). We contribute to candidates at the state and federal level that are supportive of the credit union movement.

"Advocacy" encapsulates our ongoing efforts in legislation, regulatory issues, grassroots efforts, political campaigns, and much more. To ensure a favorable operating environment and to facilitate continued success for our Dakota credit unions, we work daily with elected officials and policymakers to ensure we remain competitive and relevant in the financial services marketplace in our two states. Legislative and regulatory advocacy remains our core focus at the association.
Engaged in 483 legislative contacts, reaching 246 state lawmakers.
Coordinated over 20 congressional meetings with our Dakota members of Congress in District and in Washington, D.C.
• Implemented 3 legislative action alerts resulting in 405 letters to our Dakota federal representatives.
Implemented meetings with state and federal regulators, including:
• Coordinated 10 conversations with the Consumer Financial Protection Bureau.
• Initiated over 20 contacts with the NCUA and implemented two comment letters on proposed rule changes impacting Dakota credit unions.
• Engaged with the North Dakota Department of Financial Institutions and coordinated more than a dozen contacts with the department, including discussions on modernizing and updating the administrative codes.
Prioritized political action fundraising that achieved over $101,300 in the Dakotas.
• North Dakota raised 237.3% of their goal.
• South Dakota exceeded their goal by reaching 182.23%.
Contributed $52,500 credit union friendly candidates in both the primary and general elections.

The need to develop and train future credit union leaders continues to be a common theme arising from Dakota credit unions’ strategic planning sessions. The DakCU iLead@11 Emerging Leader Program was specifically developed to fill that need, utilizing the best cooperative principles of the credit union movement. Credit unions need to define and develop leadership skills, develop deeper bench strength for future demands and expansions, and promote personal and professional growth for their staff and the next generation of credit union leaders.
Based on the successful and very popular iLead@11 program, DakCU has collaborated with Eleven Performance Group to bring this directly to you. This emerging leader program is tailored to fit the specific needs of Dakota credit unions, eliminating extended and expensive travel with a virtual – yet personal – course of instruction that features three pillars of study: leading yourself, leading others and leading the organization.
Over the past three years, DakCU has successfully supported over 20 emerging leaders through program completion. Now in our fourth year of the program, we’re excited for even more growth! Thanks to the support of your Dakota Credit Union Foundation and other strategic partnerships, program attendees can apply for funding of their tuition, paying up to 50 percent of the program cost through scholarships and grants.

Another way to engage and promote emerging leadership talent is through DakCU’s “Crasher” Program, held each year during our spring Annual Meeting and Summit. DakCU provides select attendees from the Dakotas with a career enhancing track, specifically designed for talented emerging leaders. In addition, Crashers receive free conference registration and are led in a group setting by a professional credit union industry leader. The only cost Crashers and their credit union endure are accommodations and/or travel expenses.
Futhermore, at the national level, each year the Cooperative Trust selects one Crasher from each state to attend the Governmental Affairs Conference (GAC). In addition to receiving free conference registration for the biggest credit union event of the year, DakCU provides financial assistance scholarships. Crashers represent their respective state during opening ceremonies in a grand procession, participate in league hill hikes, and, as a group, experience specialized training, networking, and events.
DakCU’s local State-Wide Awareness Program (SWAP) uses a targeted, multi-tiered advertising approach, generating regional awareness of credit unions. Our campaign also supports local businesses by engaging them in our advertising process and allows contributing credit unions to keep their money right in their local communities where they can see firsthand how it’s working to promote the #CUDifference!
The licensing agreement with the Michigan Credit Union League which began in 2024 is helping our Dakota credit unions break barriers by putting them at the center of consumer consideration for financial services! Along with our new Try a Credit Union partnership, we have set a new and bold goal, aiming for 40% of the population throughout the Dakotas to be credit union members by the year 2030. Working together towards this goal, we can achieve great things!

The DakCU Heath Benefits Trust (HBT) is a Multiple Employer Welfare Arrangement (MEWA). This health benefits program allows credit unions in SD to pool their resources to get their employees better health insurance options. With a MEWA, several employers combine contributions in a self-contributing benefits plan, making payments based on the number of employees and the estimated costs.
Our health benefits program was launched in 2018 as a solution to the ever-increasing healthcare costs and to provide a ‘best of class’ benefits program to our affiliated credit union employees. The DakCU HBT is a $10 million self-funded trust providing annual health benefits to 698 credit union employees and their families in SD.
Along with our benefit consultants, Brown & Brown Insurance, the DakCU HBT offers premium health insurance coverage through Wellmark for SD based credit unions.

The Dakota Credit Union Foundation (Foundation) is the charitable arm of DakCU with one mission: To enhance and advance the financial well-being of the communities we serve.
In 2024, the Foundation Board of Directors made a bold and courageous move by approving a major commitment to the three regional Children’s Miracle Network Hospitals. Recognizing that physical health is closely tied to financial well-being, a total of $200,000 was pledged, to be fulfilled over the next several years. In addition, the Board approved multiple grants for individuals to attend the Financial Counseling Certification
Program (FiCEP) to earn their CCUFC designations, providing them with the skills and knowledge required to guide their members to sound financial decisions. The Foundation is also dedicated to supporting financial education events for both children and adults for healthier communities across the Dakotas!

Unexpected legislative initiatives and regulatory pressures can impact our operating environment. DakCU is prepared to resist any threats with our Dakota Advocacy Fund (DAF) that can be used to respond quickly to any local legislative threats or regulatory challenges that could negatively impact Dakota credit unions.
A continual source of funds is necessary. Funds are collected through a shared voluntary assessment of Dakota credit unions above $125 million in assets and administered by the DAF Steering Committee. DAF pools nondues monetary resources from affiliated credit unions to support emergency advocacy efforts and provides an equitable share contribution to the National Advocacy Fund (NAF).
