Police arraign Premium Times reporter as outrage spreads over his arrest Andrew Orolua, Abuja

The police on Wednesday, arraigned the Premium Times journalist, Samuel Ogundipe before a Magistrates’ Court in Kubwa, an Abuja suburb on a charge of alleged criminal trespass and theft of police document, even as public outrage over his arrest spreads.

Ogundipe was charged to court over the alleged offence contrary to Sections 352, 288 and 319 of the Penal Code.

Premium Times management said in a statement made available on Wednesday that beside the fact that Ogundipe was secretly arraigned on Wednesday afternoon at about 12 noon, he has been denied access to his lawyers.

According to the online news outfit, earlier on Wednesday, the company’s lawyer and staff visited the detention facility of the Special Anti-Robbery Squad (SARS) in Abuja, where the reporter was being detained.

“Mr. Ahmadu and other police officers present asked this newspaper’s lawyer and other staff present to leave the SARS facility and return at 4pm. Earlier, the police commissioner had interrogated Ogundipe and repeatedly asked him to name his source for a story as a condition to be released.

“Despite the protest by the lawyer, Mr. Ahmadu said no action would be taken until 4pm when he asked the lawyer to return. Like most actions of the police since the targeted attack atPremium Times began on Saturday, that turned out to be a ruse and deceit.

“But surprisingly at about 4pm, Premium Times EditorIn-Chief, Musikilu Mojeed, received a call from the court that Ogundipe had been secretly taken to the Kubwa Magistrates’ Court where he was arraigned.

“Even though he repeatedly told the police that he would, as legally allowed need to contact his lawyers or his employer before going to court, the police refused.

“When the charge was brought before the magistrates court there was no mention that Ogundipe was a journalist to the presiding magistrate.

The police carefully avoided mentioning that, only telling the magistrate that he was being charged with criminal trespass and theft of police documents.

“The magistrate then gave an order that he be detained for five more days, till August

20. It was the magistrate who ordered that he be allowed to make a call while within the court premises. It was the phone of a court official that Ogundipe used to contact the editor.”

However, Premium Times management said that a review of Sections 352, 288 and 319 of the Penal Code under which Ogundipe was docked did not relate to the alleged offence but are about sexual assault and attempted murder. It therefore called for the immediate release of the journalist.

Meanwhile, former Vice President Atiku Abubakar, Senator Shehu Sani (APC/ Kaduna Central), the Nigerian Union of Journalists (NUJ) among others, have expressed outrage over the arrest and prosecution of the Premium Times reporter and have called for his release.

They condemned Ogundipe’s continued detention as a breach of freedom of the press which portrays the country in bad light.

Ogundipe was arrested by the police on Monday, for his refusal to disclose his source of a story published by Premium Times exposing the grammatical errors in a letter from the Inspector General of Police, Ibrahim Idris to Acting President Yemi Osinbajo on the preliminary report by the police on the ill-fated siege of the National Assembly by the DSS that led to the sack of former DSS DG, Lawal Daura.

Atiku in a statement expressed concern over the journalist’s detention via his official Twitter handle on Wednesday.

“The arrest and detention of @PremiumTimesng’s reporter by @PoliceNG for his refusal to disclose his source to a story raises serious concerns about the preservation of the confidentiality of sources.

“I call for the protection of press freedom as guaranteed by our constitution,” he tweeted.

On his part, Senator Sani cautioned that Ogundipe’s arrest and detention over a story would portray the country in bad light.

He stated in a statement that while he “recognized the constitutional duties of the police to investigate breaches of the law, any act capable of tarnishing the image of the country, particularly as it approaches the 2019 general elections should be avoided.

“The Police should treat the Premium Times and it’s journalists with dignity and respect”.

In its reaction, the Nigeria Union of Journalists (NUJ) condemned in the strongest terms the arrest and detention of Ogundipe at the facility of the Special Anti-Robbery Squad (SARS) in Abuja.

“The NUJ is horrified by the constant harassment and molestation of journalists by the police and other agents of the state and requests that such should abate forthwith.

“It should be noted that confidentiality of sources is necessary for good journalism to flourish and journalists should not be coerced into revealing such sources. We call for the immediate and unconditional release of Samuel Ogundipe and an end to all forms of impunity against the media” the NUJ National President Abdulwaheed Odusile said.

FRSC deploys 35,000 personnel for Eid-el-Kabir patrol

The Corps Marshal of the Federal Road Safety Corps (FRSC), Dr. Boboye Oyeyemi, has directed the deployment of 35, 000 personnel for the agency’s 2018 Eid-el Kabir special patrol.

The Corps Public Education Officer, Mr. Bisi Kazeem, who disclosed this in a statement made available on Wednesday, said the exercise would hold nationwide from August 17 26.

A breakdown of the number shows that 21, 000 are regular marshals and 14, 000 special marshals.

Kazeem said 948 vehicles made up of 656 patrol cars, 113 ambulances, 156 administrative vehicles and 23 tow trucks, in addition to 204 motor-cycles for metropolitan patrols, had also been deployed.

Other facilities rolled out for the patrol are radar guns, breathalyzers to check drunk driving and operational logistics, he explained.

The exercise, according to him, is aimed at effective management of expected upsurge in vehicular and human traffic during the Eidel Kabir celebrations to reduce

road accidents.

He identified wrongful overtaking, use of phone while driving, drivers licence violation, lane indiscipline, driving with expired/worn out tyres and without spare tyres, as some of the offences to be focused on.

He said the corps marshal had equally directed that all emergency ambulance points must be active for 24 hours for prompt rescue operations, and respond to emergency calls within the minimum FRSC response time.

Kazeem said the exercise would pay special attention to 40 federal corridors with high traffic density, including Akwanga-Lafiya-Makurdi, Jos-Bauchi-Gombe, SokotoTambuwal-Jega-Birnin Kebbi, Katsina-Kano-Wudil-DutseAzare-Potiskum, and KadunaSaminaka-Jos. Others are Abuja-KadunaKano, Okene-Ogori-Isua-Owo, Makurdi-Otukpo-Obollo Afor9thMile, Asaba-Abraka-UghelliWarri, Ibadan-Ogere-Sagamu and Sagamu-Mowe-Lagos corridors, among others.

He said that “the corps has also

identified possible alternative routes to ease traffic flow around the major highways.

“They are: LokojaKabba-Ayere-Akunu-IseJunction-Ile-are-Ado Ekiti, Lokoja-Kabba-Ayere, 9th MileUdi-Oji River-Umunze, BauchiAlkaleri-Kaltungo, KadunaKachia-Kwoi-Manchok, Keffi-Nasarawa-Toto-AbajiLokoja and Lekki-Epe-Ijebu Ode. “In line with the foregoing, the patrol is to run in shifts as follows: 6 a.m. to 2 p.m.; 2 p.m. to 8 p.m., and 8 p.m. to 10 p.m.

“Night rescue teams are to be on standby across the 12 zonal commands, 37 sector commands, 201 unit commands, 43 outposts and 48 emergency ambulance points.’’

He said the FRSC would conduct the exercise in collaboration with sister agencies including the police, military, civil defence and DSS. Kazeem quoted the FRSC boss as advising motorists to be patient on the road and operate within the ambit of the law as the Corps was poised to ensure compliance.

Controversy trails INEC’s budget for 2019 polls Henry Omunu and Tunde Opalana, Abuja

Controversy is now trailing the budget for the 2019 general elections, following the disparity in the N143 billion request forwarded from the Presidency to the National Assembly for consideration and approval and the figure of N189 billion requested from the President Muhammadu Buhari-led administration by the Independent National Electoral Commission (INEC).

While the electoral umpire at a meeting with the Senate Committee on INEC to defend its budget for the polls insisted that the amount of funds it requested from the Federal Government for the conduct of next year’s elections is N189, 207, 544, 893, 00, the Senate committee revealed that what it has before it from the Presidency is N143billion, a difference of N46.2billion.

Based on this huge differential, the Senate Committee on INEC at the end of Wednesday’s meeting, directed the INEC management to be specific in its request for funds for the successful conduct of the 2019 general elections when it appears before the committee today.

The controversy arose when the management of INEC appeared

before the committee to defend its budget of N189, 207, 544, 893.00 requested by the commission for the conduct of the general elections.

INEC Chairman, Prof. Mahmood Yakubu, sparked off the controversy when he insisted that the total money requested for legislative approval is N189 billion while the Senate said it stands by the request for N143 billion forwarded to it by President Buhari for consideration.

In a letter dated July 11, 2018, titled: “Request for virement and supplementary 2018 budget,” Buhari had sought the approval of the National Assembly in spending N164,104,792, 065.00 through virement or supplementation of the 2018 budget as urgent need for the conduct of the polls.

Out of the amount, the Presidency allocated to INEC the lion’s share of N143, 512, 529, 455 while other agencies, such as the office of the National Security Adviser, was allocated N3, 855, 500, 000; Department of States Security (DSS) got N2, 903, 638, 000; the Nigeria Security and Civil Defence Corps (NSCDC) was allocated N1, 845, 597, 000; Police got N11,457, 417, 432 and the Nigeria Immigration Service was allocated N530, 110, 178.

To complete INEC’s request, the President said in the letter that

the balance of N45, 695, 015, 438 be appropriated by the National Assembly in the 2019 budget.

Upon continuous observation by members of the committee, including the Senate Whip, Senator Olusola Adeyeye (APC/Osun Central); Attai Aidoko (PDP/Kpgi East); Ovie Omo-Agege (APC/Delta Central) and Mohammed Hassan (Yobe/South) on which figure to be considered by the Senate committee, the INEC chairman said that there was no conflict as commission submitted a proposal of N189 billion to the Presidency.

Answering repeated questions from senators, Yakubu maintained that “let me repeat my submission; what INEC asked for is N189 billion.

As for which compartment you put figures, that is left to the National Assembly”.

The Senate Committee Chairman, Senator Suleiman Nazif (PDP/ Bauchi), however, made it clear to the INEC team the need to be specific because the committee will only consider the President’s request of N143 billion while it will be procedurally wrong for the National Assembly to address the balance of N45 billion expenditure that would form part of the 2019 budget.

Defection: Kaduna, Niger Assemblies declare lawmakers seats vacant

Speaker of the Kaduna State House of Assembly, Alhaji Aminu Abdullahi Shagali on Wednesday, declared the seat of the immediate past deputy speaker and another member vacant following their defection from the ruling All Progressive Congress (APC) to the Peoples Democracy Party (PDP).

The affected lawmakers are the former Deputy Speaker, Mr. John Audu, who represents Kachia Constituency and Junaidu Yakubu, who represents Kudan Constituency.

Citing Section 21 of the constitution, the speaker of the state Assembly, said having been elected on the platform of the APC, the two members have lost their seats by moving to another party.

The speaker while declaring their seats vacant, said, “The members, having been elected under the APC without any division both at the national and the state level decamped to another party and so their seats have now been declared vacant based on the provision of the law”.

According to him, their seats were declared vacant based on Section 109 of the 1999 Constitution (as amended).

The speaker thereafter swore in Deacon Nuhu Goroh Shadalafiya, as the new deputy speaker.

Speaking shortly after his appointment the new Deputy Speaker, Nuhu Shadalafiya, said his appointment was as a result of the letter the former deputy speaker

wrote to the assembly tendering his resignation, adding that “the seat cannot be left vacant which is why the assembly nominated and appointed me”.

He said by law, there is no rancour within the APC both at the federal or state level, hence the defecting members have no reason to change their party.

The Daily Times recalls that the former deputy speaker had on August 14, tendered his letter of resignation as a member of the APC and his position as the deputy speaker respectively, saying that most of the party supporters have left due to impunity and division at the local government and state levels of the party.

In a related development, the Niger State House of Assembly on Wednesday declared the seat of the member representing Tafa constituency, Danladi Iyah, vacant.

Iyah had announced his resignation from the APC in a letter read on the floor of the House by the Speaker, Alhaji Ahmed Marafa.

According to the letter, Iyah said he was leaving the APC due to “untold hostility” during the period of his membership of the party.

He explained that the hostility snowballed into his suspension in June 2018 and all efforts to get the suspension lifted were futile and claimed he was not given a fair hearing.

The decision to declare his seat vacant was sequel to a letter sent to the House by the state Chairman of the APC, Alhaji Jibril Imam, backed by a motion moved by Bala Abba

(Borgu/APC) and seconded by Mohammed Haruna (Bida II, APC).

Abba noted that constitutionally, a member could only leave his party if there was a division, adding that the reason given by the lawmaker for his resignation from the APC was not tenable.

“The only ground on which a member can leave his party is if there is a division within that party.

“And since there is no division in the APC and he is leaving, his seat should be declared vacant,’’ he added.

The House thereafter unanimously resolved to declare the member’s seat vacant through a voice vote.

When contacted, the embattled lawmaker said he would take legal action to challenge the decision of the House.

He said there was division at the national and the local government levels of his party, adding that those were enough reasons for him to leave.

Iyah wondered how the House could take such action when he has not formally written to it but had only notified them of his resignation.

According to him, the letter read on the floor was the one he wrote to his party at the local government level, which was copied to the House without his knowledge.

In a related development, Governor Abubakar Sani Bello has presented a supplementary budget of N10.205 billion to the House for legislative consideration through a correspondence read by the speaker at plenary.

Yakubu continues today, the INEC team was advised to have an appropriate format of budget preparation and as well as make future presentations bold for committee members’ consumption.

Giving a breakdown of its N189 billion budget request, the INEC chairman said it will come under four components - election operations estimated to cost N134 billion; election technological cost of N27.5 billion; election administration cost of N22.6 billion and contingent cost of N4.6 billion.

He said that the 2019 general elections will cost N69billion more than the N120 billion expended on the 2015 polls.

Yakubu gave reasons for the increase to be an increase of 17.1 per cent in voters population of 70 million in 2015 to 82 million presently, an increase in political parties from 40 in 2015 to 91 which will be responsible for increase in the number and size of ballot papers, monitoring of parties’ nomination, congresses and conventions.

The committee chairman, Senator Nazif commended the impressive the turnout of committee members who came out of their annual recess to consider the virement and supplementary budget in the national interest.

He said that “the budget defence is a matter of urgent national importance. We will always do what is in the interest of Nigeria. This will put to rest the brouhaha over the National Assembly’s commitment.

The National Assembly is committed to ensuring adequate conduct of the 2019 general election”.

Other members of the committee present at the interactive session with INEC include Senators Aliyu Sabi Abdullai (APC/Niger); Isa Gamma Missau (PDP/Bauchi); Abdullahi Gumel (APC/Jigawa North) and Mohammed Hassan (APC/Yobe South).

Also on Wednesday, the House of Representatives Committee on INEC and of House Committee on Electoral and Political Party Matters queried the N28.6 billion proposed as honoraria for 2,763,990 ad hoc staff during the 2019 general election.

From the N2.916 billion proposed for RAC preparation for the general election, the Commission proposed for RAC management/ activation, N56.600 million for

operation kite for 2,000 tents, N123.474 million for unstipulated number of megaphones, N6.016 billion for unspecified number of sleeping mats and N232.773 million for unspecified number of tactical torchlights respectively.

According to Yakubu, from the total sum of N189.2 billion required to conduct the polls, the sums of N134,427,868,157.50 is for election operational cost; N27,503,970,680 is for election technological cost; N22,660,887,887.50 is for election administrative cost while N4,614,818,168.13 is for miscellaneous expenses.

The lawmakers, who observed that the 2019 election budget rose by N69 billion above the N120 billion spent on the 2015 general election, also demanded explanation for the N6 billion proposed for feeding of policemen.

Other controversial sub-heads include N1.050 billion for CBN charges for storage and logistics including NAF charges; N7.995 billion for movement allowance for poll officials; N2 billion for election duty allowance; N972 million for production of election guidelines; N40.630 million for monitoring of training of Ad-hoc staff for regulatory compliance in the states and LGAs, N5.477 billion for hiring of vehicles for Ad-hoc staff as well as N1.867 billion for security at elections.

The lawmakers also observed that in the security component of the elections budget and the regular budget of the Nigeria Police Force, there was provision to cater for police welfare while on important assignments.

Hon Shawulu said: “When policemen are sent out on assignments such as elections, they are paid. There is a budget for them and we still have N6 billion here.

“Is this one a duplication? You have put another N7bn here again for security and procurement of security vehicles. Why?” On his part, Jonathan Gaza, said: “Why did you provide about N700 million for international observers?

We know that the European Union and the United Nations, they all make provisions for their independent observer missions. Is INEC going to pay them in 2019?”

The Presidency on Wednesday said that President Muhammadu Buhari is fully committed to the use of card readers and Permanent Voters’ Card (PVC) during the 2019 general elections, just as it described media reports on the status of the Electoral Act (amendment) Bill, 2018, as false, misleading and a calculated attempt to cast aspersion on the Buhari administration.

According to the Presidency, the Electoral Act (amendment) Bill, 2018, was sent by the National Assembly to the Presidency at the end of June 2018, for assent following extensive consideration, the

Presidency engaged with the National Assembly to raise concerns regarding errors and inconsistencies found in the submitted version.

The Senior Special Assistant to the President on Media and Publicity, Mr Garba Shehu, who disclosed this on Wednesday, stated that the National Assembly had on July 24, 2018, met to review and correct the bill.

He stated that the bill was given a clause by clause consideration by the Senate on July 24, 2018.

Shehu said, “The votes and proceedings from the Senate on July 24, 2018, attest to this. The Senate resolved to rescind its decision on a number of clauses included in the version they had earlier sent for consideration by the

President, and to reconsider these clauses.”

According to the Senate votes and proceedings of July 24, 2018: “The Senate notes that in the course of final cleaning of the bill as passed, some provisions were found to negate the essence of the amendment and resolves to rescind its decision on clauses 3,5,8,11(2), 13(b), 14 (4), 15(3), 18,21,23,24,28,32 and 38 of the bill as passed, and recommit same to committee of the whole for reconsideration and passage.

“The re-considered bill was passed by the Senate on July 24, 2018; the same day that plenary was adjourned to September 25, 2018.

“The revised version of the Electoral Act (amendment) bill, 2018, with corrections by the National Assembly,

and dated the August 2, was received by the Presidency on August 3.

“The President has 30 days from the date of receipt, to assent to or decline the bill. The bill is therefore still under consideration by the Presidency. The allegation that the President declined assent to the bill because of objections to the use of card readers are wild and baseless.

“President Buhari did not and has never raised any objections to the use of card readers for elections in Nigeria. On the contrary, he has always been a passionate advocate for the use of PVCs and card readers in elections in Nigeria, mindful of the role that card readers and PVCs played in the election that brought him into office.”

US suspends consular services in Abuja indefinitely Mathew Dadiya, Abuja The United States Embassy has announced the temporary suspension of its consular services in Abuja until further notice.

The US embassy disclosed this in a statement made available on Wednesday but did not give reason for the abrupt decision.

According to the U.S, the embassy will temporarily be unable to provide regular services for visa and American Citizen Services in Abuja.

However, the embassy said that consular functions at the US Consulate in Lagos are not affected and will continue to function, urging people to go to Lagos.

The statement reads in part, “Due to reasons beyond our control, we are temporarily unable to provide regular services for visa and American Citizen Services in Abuja, but other offices within the Embassy remain open.

“Please note that consular functions at the US Consulate Lagos are not affected and will continue. Until further notice, applicants are encouraged to contact the Consular Office in Lagos for immediate emergency travel.”

The US embassy further disclosed that scheduled visa and ACS applicants for Abuja would be contacted for rescheduling.

The US embassy advised American

citizens in Nigeria’s northern region with emergency services should contact the afterhours emergency number for Abuja on “09461-4000 and press ‘0’ to go to the operator to request assistance”.

It also asked American citizens in the northern part of the country with urgent travel needs, who were travelling before Tuesday and were willing to reschedule their travel through Lagos to contact the ACS office at Consulate Lagos via ‘01460 3400 and LagosACS@state.gov’, to discuss their options.

“Those travelling after Tuesday should follow up with Abuja ACS to confirm their appointments closer to their scheduled date,” it

added.

The embassy urged those willing to travel to the US to monitor its Facebook handle and webpage for a later announcement of resumed consular operations in the nation’s capital, Abuja

The federal government has approved N15.3 billion for the construction of road project linking UmanaaNdiagu-Agba-EbenebeAmansil-Awka-Umumba section two in Enugu State.

The approval was made on Wednesday, during the weekly federal executive council meeting presided over by acting President Yemi Osinbajo, at the Presidential Villa, Abuja.

Minister of Power,

Works and Housing, Babatunde Fashola, who disclosed this after the meeting, explained that the project, which was initially awarded at the cost of N10.3 billion in 2012, was to serve six different communities.

Fashola said that the project suffered failed implementation due to lack of funding, adding that there was also need to provide for erosion control.

He said, “The memorandum that was approved today was for the

augmentation of an existing road contract. That road is a series of roads captured as Umanaa, Ndiagu, Agba, Ebenebe, Amansii, Awka and spurs to Umumba road in section two in Enugu state.

“The contract was awarded in 2012 and they were spurs off the EnuguOnitsha highway to six different communities, Ebenebe, Umana, Ndiagu, Nkpodu, Ekeagu and Ugwuoba.

voters, in addition to the existing 70 million, bringing the total voter population to plan for in 2019 to 82.1 million.

He added that 91 political parties have so far been registered in 2019 with a longer ballot paper.

He said, “We have to monitor the activities of all these political parties like primaries, congresses and conventions. We have to process forms for all of their candidates.

“What this means is that, if all the 91 parties will present candidates for all the categories of elections, INEC will have to produce 141,778 nomination forms.

“Again, it means we are budgeting for additional ad hoc staff, up to almost one million and still counting, because we actually have over 140 applications by associations seeking registration, awaiting consideration.”

While responding to question on the N6 billion provided for police feeding, Yakubu said it was an initiative by INEC to adequately cater for policemen and other security personnel.

“These policemen suffer a lot too and we just have to be human. If our own members of staff are eating food, it doesn’t look nice to ignore

the people providing security for them.

“They escort the elections materials from point to-point and honestly, it is not easy for them. So, we have made a provision of N1, 000 for each policeman. Because of the many number that will be used for the elections, that is why the total looks big”, he added.

On the alleged duplications of subheads in the 2018 INEC budget, Yakubu explained that the commission had earlier informed the National Assembly that the 2019 elections budget would be separate from its annual statutory budget.

He explained that INEC must still function as an agency and perform other routine duties like conducting new elections, bye-elections and pay staff salaries, which were the purpose for the 2018 budget.

According to him, the Commission conducted 10 elections between January to date, adding that “as we speak, the Osun State governorship election is next.

“Many of the bye-elections were as a result of deaths, which is something INEC could not control. Remember, by the provisions of our laws, there is a time frame for INEC to fill any vacant position. All of these activities consume money. They are separate from the 2019 general elections”.

An Abuja High Court in Bwari has restrained Senate President, Dr Bukola Saraki from declaring the seat of former minority leader of the Senate, Senator Godswill Akpabio vacant.

Justice Othman Musa on Wednesday also ordered Saraki not to impede Senator Akpabio’s access to the Senate building or take any action aimed at “overreaching his privileges and rights as a Senator pending the determination of the originating Summons of the applicant.”

Senator Akpabio (representing Akwa- Ibom North West) had two weeks ago resigned his post as the Senate Minority Leader and defected from the opposition Peoples Democratic Party (PDP) to

the ruling All Progressives Congress (APC).

Justice Musa also ordered service of the originating Summons and other court processes on Saraki through either the Clerk of the National Assembly, Clerk of the Senate or any other Clerk or reasonable staff of the National Assembly at the assembly complex.

The court granted the restraining orders after listening to an ex-parte application by Akpabio’s lawyers, Chikaosolu Ojukwu and Ebere Ahanonu.

The lawyers had argued the application, asking the court to stop the moves

by Saraki to declare Akpabio’s seat vacant, following his defection from the opposition PDP to the APC. The suit has been adjourned to August 29 for further hearing.

Short News Saraki’s wife takes youth empowerment to Ogun schools 2019: Coalition of youth Tunde Opalana, Abuja Wife of the President of the Senate, Mrs. Toyin Saraki, has taken her pioneering personal, social, health and economic (PSHE) and water, sanitation and hygiene (WASH) education programme to school children in Ogun State through her Non-Governmental Organization - the Wellbeing Foundation Africa (WBFA).

The pilot programme which took place over two days, educated 237 children at the Ogun State Summer Camp, as part of activities to mark this year’s International Youth Day, before an anticipated roll-out across the state and throughout Nigeria.

Mrs. Saraki said: “While the Wellbeing Foundation is committed to the WHO’s sepsis resolution and improving hygiene in health facilities, our Wellbeing Youth curriculum and youth teams are leading on demonstrating the importance of PSHE- WASH in schools as a priority for increasing youth wellbeing and autonomy in beating both

communicable and non-communicable diseases.

“This pilot in Ogun State has been a great success and I look forward to the curriculum being rolled out further and having ever greater impact. I’m delighted that our youth teams have demonstrated our commitment on a local level to our global water, sanitation and hygiene (WASH) campaign, as warmly endorsed by the WHO Director-General Dr Tedros Adhanom Ghebreyesus when I met with him at the World Health Assembly in Geneva earlier this year.

“During my meetings with the World Bank, the United States State Department and Congress in June, we agreed on the critical importance of global hand washing campaigns. Our global campaigns always have local impact and go on to inform all the work that we do,” she stated.

LASG arraigns 50 suspects for attacking govt officials Joy Anyim, Lagos The Lagos States Government on Wednesday arraigned 50 suspects for attacking and vandalizing government equipment (caterpillar) around Idansan Village, Ibeju, Lekki, Lagos.

The suspects were arraigned before Chief Magistrate Bola Osunsanmi of Court 4, Ikeja Magisterial District on a four count charged of ‘Arson under section 341 (c)’, ‘Conspiracy under section 411’, ‘Conduct likely to cause breach of peace under section 168 (1) (d)’ and ‘Unlawful obstruction under section 117 (1) & (2) of the Lagos Law of Lagos State 2015.

Chairman of the Lagos State Task Force, CSP Olayinka Egbeyemi who briefed journalists on the development said the 50 arraigned suspects included four girls who had attacked officials of

Lagos State Building Control Agency (LASBCA) while on official duties demolishing illegal shanties erected on acquired land.

CSP Egbeyemi said, “The LASBCA officials were attacked with stones, Ironrods, broken bottles and burnt tyres before the arrival of the enforcement team of the Agency who rescued them.

“Investigation revealed that owners/ occupiers of the illegal shanties officials of LASBCA had gone to demolish had been served necessary notices and were given months to evacuate all their belongings from government approved land for ‘Dangote Refinery’ around the area.

“Government equipment (caterpillar) worth millions used for clearing these illegal shanties was completely set ablaze with petrol by these suspects.”

The Chairman hinted further that the 50 arrested suspects were arraigned

on the directive of the Lagos State Commissioner of Police, CP Imohimi Edgal.

The Commissioner of Police further directed CSP Egbeyemi to arrest and prosecute any members of the public who vandalizes government properties across the State.

In his words of advice, Edgal implored members of the public to always protect government properties within their area as anyone caught vandalizing public properties including iron-mesh used for road demarcation along expressways would be seriously dealt with in accordance with the law.

Chief Magistrate Bola Osunsanmi however on application remanded 50 of them in prison and immediately referred the case file to the Director, Public Prosecution (DPP) for legal advice on the matter due to one of the charges ‘Arson’ which carrys a Life Imprisonment.

Technovation challenge, Anambra schoolgirls and heroes

You will expect a nation with a barrage of negative news and reputational baggage to revel in a few things that put us ahead of others and project the country in a good light. Not so with Nigeria. Amidst the battle for supremacy among politicians in the race for the 2019 elections, came the exhilarating news of five Nigerian girls who wrote the country’s name (and theirs too) in the golden map of tech-innovation in the United States of America (USA).

For these girls — Promise Nnalue, Jessica Osita, Nwabuaku Ossai, Adaeze Onuigbo and Vivian Okoye, all from Regina Pacis Secondary School, Onitsha, Anambra State, they spent five months in researching and developing an app and defeated the representatives of other technologically giant countries, including the U.S.A, Spain, Turkey, Uzbekistan and China, to clinch the gold medal in a Technovation Challenge that featured 2000 competing applications in San Francisco, USA. Although 115 countries participated in the qualifiers, only 12 teams from all over the world made it to the finals.

Under the mentorship of Uchenna Onwuamaegbu-Ugwu, the founder of Edufun Technik STEM Centre and within the context of their local community and a problem that ails it, the girls developed the mobile app to tackle the challenge of fake drugs.

Code-named, “FD Detector”, the girls pitched their app story creatively, that it could help in fighting the menace of fake drugs in Nigeria, its largest market.

Being the first time that Nigeria would get to the finals the challenge and having the opportunity to visit Silicon Valley, California, the world’s IT capital, the girls and their

mentoring platform sought to also use the occasion to get investors to buy into the app idea.

According to available information, “Technovation is a programme that offers girls around the world the opportunity to learn the programming skill they need to emerge as techentrepreneurs and leaders. Every year, girls are invited to identify a problem in their communities and then are challenged to solve them by developing applications that would address those problems”.

Apart from winning the competition, it came as a breath of fresh air from Nigeria to the world, whose only recollections about Nigerian girls in the last few years have been the unfortunate abduction of Chibok girls

by Boko Haram in 2014 and Dapchi girls last year, the rape of women and girls in IDP camps and daily abuse of minors, the vulnerable and poor, without many of the perpetrators facing prosecution and being brought to book.

But for Vice President Yemi Osinbajo’s tweet congratulating the girls and Anambra State Governor Willy Obiano’s brief send-forth ceremony, where he charged the girls to put Nigeria and Africa on the global map with their talent, there would not have been any official recognition of their effort by the Nigerian government.

In a tweet, showing the pictures of the girls, the VP said: “these young ladies in a junior secondary school, developed a mobile application called FD Detector to tackle the problems of fake pharmaceutical products in Nigeria. Yesterday, they won the 2018 Technovation World Pitch in California, Congratulations! We are very proud of you”, the VP wrote.

Notwithstanding the VP’s tweet, I can almost bet without equivocation that, that is where it will end. In any case, the VP tweeted in his personal capacity, without any policy statement on what the Nigerian government will do to encourage the girls and patent the app for commercial purpose and use by relevant government ministries, departments and agencies (MDAs).

The Ministry of Science and Technology and the Nigeria Information and Technology Agency (NITDA), the possible regulators of the new concept, and equally the Ministry of Health and National Agency for Food and Drug Administration and Control (NAFDAC), perhaps the end users, have also kept mute.

In a country so polarised, a few points of convergence such as in football, and the feat achieved by these youngsters is a symbolic rallying point. They may hold the key to our technological break-through; who knows.

The country is divided along so many fault-lines; and it is only in a few cases like football, as earlier mentioned, that we get together without questions of where did this or that person come from? What’s his religion? Is he protestant or Catholic, Sunni or Shiite?

Latching on successes like this also have the capacity to unite us; that is, for a government that places premium on human capital development and technological innovation anyway.

Nigeria is not technologically advanced, not because we do not have clear-headed, talented and innovative creators, but because there has never been deliberate encouragement from the government, with a proper policy framework that practically supports innovation. Even the media mention of the girls’ exploits has been scanty.

Yet, we pay lip service to girl-child education and technology. I have no doubt that a lot of media blitz would have taken place, if government officials had been involved with the full compliment of television crews from different stations; all of who will collect estacodes and come back home to show their faces on television, while government spokespersons would make a big capital out of it as one of the achievements of the Buhari government, and then the chapter will be closed.

That’s how we roll in Nigeria. That is why we import everything, including tooth picks, and it is the reason why the production of pencil is celebrated as a big achievement by the government.

The frustration arising from unrecognised innovations and research works gathering dust in our universities and research institutes is responsible for the brain drain disrupting all facets of our growth and development.

Right now, the only thing that matters to those elected to provide leadership and policies towards the development of the country is the battle for re-election, Senate President Bukola Saraki’s impeachment (to be or not to be) and defections to the PDP or the APC. The fight for power and supremacy goes on; but in the mix, Nigerians are pitching their tents and choosing who to hero-worship or disparage.

And in doing that, we celebrate the wrong people, who do not add any value to the country or our lives as a people. Therefore, it won’t be a surprise if the success story of the techgirls in the U.S. fizzles out like all such impactful efforts of the past, while stories of villains doting our political space continue to dominate headlines.

The fall of ‘Spycop’ Lawal Daura

Former director-general of the Department of State Services (DSS), Lawal Musa Daura, must have some genes of a tragic hero.

Barely three weeks ago, he was hand in gloves with the Police Inspector-General Ibrahim Idris in deploying personnel from both the secret and conventional police services to blockade the Benue State House of Assembly premises, where eight members had barreled off 22 others under the cover of the armed agents to serve an impeachment notice on embattled State governor, Samuel Ortom. The illegality of it all was so affronting that it ignited public outcry, which perhaps hamstrung the minority squad of legislators from their agenda. But there wasn’t any censure or other adverse consequence for the security chiefs over their professional judgment that informed the blockade, neither a public word of caution from the Muhammadu Buhari presidency to which they were answerable.

Last week, Daura stepped up the ante as he rolled out an armed siege by men of the secret police on the National Assembly complex in Abuja.

It was as if the fact was getting lost that the legislature is an independent arm under the presidential system we presently operate in Nigeria, and hence shouldn’t be lightly trampled on by security personnel who are agents of the executive arm. We copied the model from the United States, didn’t we? Try imagining the National Guard or Federal Bureau of Investigation agents willynilly blockading the Capitol complex in

Washington!

Somehow, the conventional police’s inspector-general was not in with the spy cop czar in this latest operation. And it turned out to be Daura’s last outing with the DSS because he was removed within moments from the commanding height of our country’s security architecture that he hitherto occupied. Now he is alone – all alone in the cold. He was picked up on the heels of his getting the boot last Tuesday and was only let out of house arrest two days later, but with some limitations like his international passport being seized. And far bigger troubles may yet lie ahead for him.

It must be that Daura’s luck ran out this time, though, since it wasn’t the first occasion that he bull-charged with his men against an independent arm of government. In October 2016, he deployed armed DSS personnel in midnight assaults on the homes of justices who were suspected of corrupt practices, for which they were ostensibly being called to account. But then, it wasn’t just that the judiciary is an independent arm of government, their lordships who were raided and hounded into detention that night were by no means half as armed as the DSS armoury deployed against them. And neither was there any record of their having spurned invitations for interrogation over their suspected offences, either so by the DSS or the Economic and Financial Crimes Commission (EFCC) that has the statutory mandate appertaining to the issue at hand. More curious, perhaps, was that the EFCC wasn’t even carried along by the

DSS in those midnight raids. Yet Daura was widely hailed for that operation in which the bitter national mood against the scourge of corruption – justifiably so – was said to take precedence over basic issues of the justices’ fundamental rights and the legalese of due process.

At some point Daura appeared scented with hubris, as he squared off in turf battles with principals of other agencies of government like the EFCC and Customs. He, as well, routinely ignored court orders in legal suits that the DSS is involved. And the heavens didn’t come crashing.

The safety valve however fell out, apparently, for the secret cop honcho last week. Acting President Yemi Osinbajo handed him a swift sack amidst public outrage that trailed the siege on the National Assembly complex by masked and armed men of the DSS. The Presidency was unusually blunt, explaining in a statement that the security siege was unauthorised and “a gross violation of constitutional order, rule of law and all acceptable notions of law and order.” The statement added that Osinbajo found the Daura-ordered siege “condemnable and completely unacceptable.” Shortly after their principal officer was fired, the DSS agents at the NASS complex dismantled their siege and pulled out.

There is agreement outside partisan circles that the DSS blockade of the legislative complex in Abuja threatened Nigeria’s nascent democracy and exposed security meddlesomeness in civilian politics. However, there isn’t such unanimity at all among partisans.

The propriety of Senate President Bukola Saraki retaining his seat after he recently defected from the ruling All Progressives Congress (APC) to the opposition Peoples Democratic Party (PDP) is the major sticking point, and last week’s security siege on the NASS dabbled flagrantly in competing intrigues by the parties and their legislative caucuses to determine his fate.

The contending camps expectedly have been on polar ends of narratives on the siege, and one of the issues in contention was whether Daura bit the dust for genuine operational indiscretion or he was scapegoatedly thrown under the bus in a grand anti-Saraki conspiracy that turned awry.

Saraki’s fate will yet be determined shortly by his legislative colleagues and we should leave the partisan arguments to partisans. Let it be said, however, that you can’t take it away from Acting President Osinbajo that he really acted – boldly and in nick of time – to save Nigeria’s democracy and redeem its badly smeared image in the eyes of the world. The Presidency has since explained that Osinbajo acted in concert with President Muhammadu Buhari, who is away on vacation in the United Kingdom, hence they both should be applauded. Whatever may be the underlying dynamics of the siege, they swiftly broke it up and restored the sanctity of the legislature. After all, there was a similar blockade on the NASS in 2014 under the Goodluck Jonathan presidency and nobody got to carry the can for the security misjudgment.

Editorial Commentary The immoral majority (I)

Times Guest Columnist Mohammed Adamu ‘The political machine works because it is a united minority acting against a divided majority’ –Will Durant In the thick of the June Twelve annulment brouhaha General Babangida had announced that he was, after all, ‘stepping aside’. And many said that ‘stepping aside’ was his political transition’s tragic denouement -that after all the transition procrastination and in spite of even the annulment, for him it still had to come to such mournful anticlimax. And so the annulment of June 12 many said, was now like an ‘own goal’ ending a timeless leather game of deception. From having repeatedly shifted the transition’s goal post, the great IBB had at last dribbled himself out of power. And you wondered, since he was still to leave office anyway, why might he not reconsider the annulment of June 12, validate the election and hand over to the winner, MKO Abiola? So that that way both ‘bloody civilians’ and their jackbooted military oppressors would nobly have been reconciled. But no. In pacification of the ego of esprit de corps, Babangida chose rather he would hand over to an unelected kinsman of Abiola, the famed UAC mogul Ernest Shonekan, under a contraption called ‘Interim National Government’ created, many said, to sing the Nunc dimittis or the funeral dirge if you will of June twelve. Ironically Shonekan who was to be the ‘Head Of The Interim National Government’, was conceded only the authority of a ‘Head of State’ but not the powers of the Commander-In-Chief of the Armed Forces, C-IN-C. As a matter of fact a special one-page Decree had been promulgated and circulated to that effect. A shadowy, often bleakly bespectacled de facto 2IC and alter ego of IBB, General Sani Abacha was to stay back as Commander-In-Chief, C-IN-C of the Armed Forces, and essentially so as to secure the contrived diarchical interregnum which also had the mandate, any time in the future, to conduct another election.

But Shonekan would not only lack the power to command the armed forces, he was also not to have the complement of a cabinet with the nomenclature all federal cabinets in both modern democracies and even in aberrant military dictatorships, were always known by: rather than ‘ministers’ they were to be called ‘Secretaries’. So that in place of a ‘Ministerial Cabinet’, Shonekan was to have a ‘Secretarial’ one; nominated and constituted for him by the departing IBB, to function ‘in-loco-ministrum’. In family law, a ‘guardian’ is said to act in-loco-parentis (or ‘in the position of a biological parent’). And so in-locoministrum was my own creation for Shonekan’s ‘Secretaries’ who essentially were to function and operate as though they were Ministers. The idea perhaps was to create a lame ‘government’ and not allow it have a sense of possessing the essential attributes of a government.

And just when this anti-Jun twelve contrivance was about to be constituted, one quiet, low-key weekend at the Villa, General Babangida ran into some of our members, -namely of the State House Press Corps- and as it was often the case, this time also the ‘democrat’ –rather than the soldier in himgot the better of his sense of camaraderie. And he would ‘generously’ extend to us a conditional offer of one slot of a ‘Secretary’ in that soon-to-beconstituted Interim National Government. The caveat was that whoever we were presenting must be elected through the due democratic process.

Such irony, you would say; that the man who had just brazenly subverted the electoral will of an entire nation, annulling the freest and fairest election ever, would be recommending to us, ‘watchdogs of the society’, the virtue of applying the due democratic process in the squaring of every little ‘bone’ and every ‘brown envelop’. And in fairness to IBB’s conditional offer, it did remind us, journalists especially, that the democracy that we were crusading for the nation should not only place a demand on politicians to abide by the due democratic process in partisan politics

alone; but that even as minuscule as a 53-member professional fraternity like ours may be required to live up to the demand of the democratic process.

Unfortunately, in spite of its inherent democratic moral instruction, IBB’s offer to us would soon become the proverbial apple of discord, rending us apart along sectional and tribal fault lines. It soon proved to us that Nigerians were as swiftly schismatic at the realm of national politics as they can also easily be at the minutest levels of professional groupings that arrogate the right to interrogate others.

By the way, IBB’s offer would later turn out to be a ‘Greek gift’ -to the prospective beneficiary that is. But first how was it an ‘apple of discord’?

NTA’s then State House Chief Correspondent, the famous Sola Atere had indicated his interest to vie for the offer. But then there was a snag. He was a non-participating member. He had never identified with the Corps. Let alone attend its meetings. But I was one of few members who appreciated the fact that Atere had too much on his professional plate to afford to be an active member of the Corps. He was in fact on the permanent list of the President’s domestic and international travels; and so he traveled en-suite with IBB in the Presidential Jet. Not a great number of us representing major organizations, were on the rotational list and we traveled third class by commercial airlines -often with the President’s advance team of protocol and security personnel. There were minor assignments we could afford to miss once in a while. Atere had to cover and report every presidential movement.

And so he was locked up always in NTA’s Mini State House Studio editing or programming –so much that many of our colleagues interpreted his non-participation in the activities of the Corp to mean a disdain for it. Yet, even those of us who appreciated his busy schedule still believed that it was not sufficient justification not to occasionally identify with Corps.

And now that Atere was interested in the offer made to us through the very body he was believed to have scant regard for, the argument arose whether he was a bona fide member of the Corps, and if so, whether he was entitled to contest the offer. Again I was one of few members who had no difficulty admitting that technically he was one of us; because I believed –and still do- that the qualification for being a ‘State House Correspondent’ is superior to, and predates the criterion for membership of the ‘State House Press Corps’. You are automatically a member of the Corps if you are accredited as a Correspondent to cover the State House. And so accreditation to cover the State House and not fidelity to an inhouse fraternity known only to us, was the key.

And so since IBB’s offer was made not to us as individuals, but to a body that pre-existed our individual membership, I thought that Atere was justified like any one of us to vie for IBB’s offer. It was how those who supported him treacherously went about it, (in much the same way Saraki did to grab the Senate Presidency) that is the bird’s eye view by which I intend to espouse the concepts of ‘minorities’ and ‘majorities’ in a democracy.

Anambra schoolgirls and heroic performance in US

ast week, five Anambra girls from Regina Pacis Secondary School Onitsha who represented Nigeria and Africa at the World Technovation Challenge in the Silicon Valley in San Francisco, United States won the Gold Medal in the contest.

The team, led by Uchenna Onwuamaegbu Ugwu, defeated representatives of other technological giants including the US! Spain, Turkey, Uzbekistan and China to clinch the gold medal.

The Anambra girls who have now become Africa’s Golden Girls is made up of five brilliant girls including Promise Nnalue, Jessica Osita, Nwabuaku Ossai, Adaeze Onuigbo and Vivian Okoye.

The world champions who are reported to be attracting a lot of attention in the world’s greatest technological hub won the Challenge with a mobile application called the FD-Detector which they developed to help tackle the Challenge of fake pharmaceutical products in Nigeria.

Under the tutelage of Uchenna Onwuamaegbu-Ugwu, the CEO of Edufun Technik STEM, the Golden Girls spent five months researching and developing FDDetector which swept through over 2000 competing applications to get to the finals in San Francisco.

Technovation is a programme that offers girls around the world the opportunity to learn the programming skills they need to emerge as tech-entrepreneurs and leaders.

Every year, girls are invited to identify a problem in their communities, and then challenge them to solve them by developing Andriod applications that would address those problems.

About 115 countries participated in the qualifiers, but only 12 teams from all over the world were selected as finalists for the pitch in Silicon Valley.

The girls will also be attending Field trips, life-changing workshops including a networking session during their one week stay in USA. Before their departure to US, Anambra State Governor Willie Obiano had personally sent them off to the US in a brief ceremony at the last Executive Council Meeting where he charged them to put Nigeria and Africa on the global technological map with their rare talent.

The excellent performance, no doubt was as a result of hug investment Governor Obiano has made in education sector.

Since he assumed office in 2015, his education policy has been to train and retrain teachers in the state while the governor has subjected teachers in the state to rigorous training on different subjects, in different states and countries.

Prompt payment of their salaries is no more news. What is news is that he increased the salaries of those handling special subjects and those in the hard to reach areas.

The governor has renovated schools in the state and provided them with adequate facilities to enhance learning efficiency. All geared towards promoting the comfort of the students.

All these contributed tremendously to the lofty performance of the girls, and other students in external and internal examinations.

It is instructive to note that the victory of the schoolgirls calls for proper reflection on how we celebrate our heros, past and present.

We are of the opinion that having projected the image of Nigeria and Africa to the world map, there is the need for the Federal Government, Anambra State government and other stakeholders to celebrate them.

It is time to give honour to whom honour is due and since the schoolgirls have achieved a remarkable achievement, we call on the federal government to confer the schoolgirls with national honours.

We also believe that a national monument should be erected in their honour as a motivational factor for others to know that there is dignity in labour as the schoolgirls have proved that Nigeria is a country to be reckoned with in the comity of nations.

N22trn Debt: Buhari, APC have wrecked Nigeria, says PDP Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has attributed the accumulated N22 trillion national debt burden on what it called President Muhammadu Buhari’s poor understanding of current global economic dynamics and his cover of humongous corruption in his Presidency which it said have completely wrecked the nation.

The party argued that had President Buhari heed wise counsel from the PDP to allow competent hands to manage the nation’s economy and had he not continued to provide official cover for corruption in his Presidency, the nation would not have been in this current embarrassing economic situation.

The party in a statement made on Wednesday by its national publicity secretary, Kola Ologbondiyan, said since President Buhari assumed office and took control of the once robust economy, his administration has not been able to articulate any germane policy to sustain,

let alone, grow the economy, but had instead, resorted to borrowing, while allowing his cronies and APC leaders to fritter away trillions of naira earned by the nation in the last three years.

“Why would the Buhari administration not accumulate debts when it has continued to cover up corrupt practices under its watch, including the alleged stealing of N9 trillion, through underhand oil contracts in the NNPC and Ministry of Petroleum Resources as well as the alleged illegal lifting of crude oil worth N1.1 trillion by 18 unregistered companies to service APC interests, among others.

“Moreover, the Buhari Presidency has refused to explain the whereabouts of trillions of naira unremitted oil revenue, resulting in the deadlock at the Federal Accounts Allocation Committee (FAAC).

“If these monies were properly accounted for and utilized, Nigeria will not be in this dire economic situation which has brought hunger and starvation on Nigerians and rendered millions of compatriots jobless, while President Buhari and his officials live

in affluence”, he said.

Also, in a separate statement by Ologbondiyan, the party demanded the immediate release of Premium Times Newspapers reporter, Mr. Samuel Ogundipe, who was arrested and detained by the police over a report.

The party condemned the alleged denial of personal freedom and manhandling of the newspaper’s Editor-in-Chief, Musikilu Mojeed, and its education correspondent, Azeezat Adedigba by the police.

It said the continued detention of Mr. Ogundipe is against his fundamental right to freedom as enshrined in the 1999 constitution (as amended).

The PDP insisted that the incessant clampdown on journalists and media houses by the Muhammadu Buhariled All Progressives Congress (APC) administration is completely unacceptable in a democracy and only reminiscent of military Decree 4 of 1984 that empowers then dictatorial regime to arrest and detain journalists over reports considered to be against its interest.

Invitation to participate in the NCC Tennis Cup 2018 The Nigerian Communications Commission (NCC) has concluded arrangements for the annual tennis championship tagged “NCC Tennis Cup” to be coordinated by the International Tennis Academy.

Objectives of the competition 1. To positively engage tennis players and provide a platform to enable them improve their skills and launch international careers.

2. Build nationwide interest in the sport and raise the standard of the game.

3. Give recognition to the tennis players and thereby attract more youth to the very lucrative sport.

Warning: Early signs of Kidney problems

Doosuur Iwambe, Abuja As important as your kidneys are to your health (including your bone health), symptoms of their malfunction can be quite subtle. Yet early detection is crucial for preventing permanent kidney damage, so it’s vital to recognize the signs that something is not right with these detoxification organs.

According to Dr. Gbolabo Badmus of Nyanya General hospital, Abuja, kidney Function Declines With Age. She stressed the need to pay special attention to kidneys as one get older, because their function tends to decline in the later adult years.

“In fact, and especially as it relates to your bone health, kidney function becomes even more crucial as we advance in years, because they are key players in the acid/alkaline balance in the body.

This is one of the reasons why only 10% of people with chronic kidney disease know that they have it,” says Dr. Joseph Vassalotti, Chief Medical Officer at the National Kidney Foundation.

While the only way to know for sure if you have kidney disease is to get tested, Dr. Vassalotti shares 10 possible signs you may have kidney disease.

“If you’re at risk for kidney disease due to high blood pressure, diabetes, a family history of kidney failure or if you’re older than age 60, it’s important to get tested annually for kidney disease.

Be sure to mention any symptoms you’re experiencing to your healthcare practitioner”.

1. You’re more tired, have less energy or are having trouble concentrating. A severe decrease in kidney function can lead to a buildup of toxins and impurities in the blood. This can cause people to feel tired, weak and can make it hard to concentrate. Another complication of kidney disease is anemia, which can cause weakness and fatigue.

2. You’re having trouble sleeping.

When the kidneys aren’t filtering properly, toxins stay in the blood rather than leaving the body through the urine. This can make it difficult to sleep.

There is also a link between obesity and chronic kidney disease, and sleep apnea is more common in those with chronic kidney disease, compared with the general population.

3. You have dry and itchy skin. Healthy kidneys do many important jobs. They remove wastes and extra fluid from your body, help make red blood cells, help keep bones strong and work to maintain the right amount of minerals in your blood. Dry and itchy skin can be a sign of the mineral and bone disease that often accompanies advanced kidney disease, when the kidneys are no longer able to keep the right balance of minerals and nutrients in your blood.

4. You feel the need to urinate more often. If you feel the need to urinate more often, especially at night, this can be a sign of kidney disease. When the kidneys filters are damaged, it can cause an increase in the urge to urinate. Sometimes this can also be a sign of a urinary infection

or enlarged prostate in men.

5. You see blood in your urine. Healthy kidneys typically keep the blood cells in the body when filtering wastes from the blood to create urine, but when the kidney’s filters have been damaged, these blood cells can start to “leak” out into the urine. In addition to signaling kidney disease, blood in the urine can be indicative of tumors, kidney stones or an infection.

6. Your urine is foamy. Excessive bubbles in the urine – especially those that require you to flush several times before they go away—indicate protein in the urine. This foam may look like the foam you see when scrambling eggs, as the common protein found in urine, albumin, is the same protein that is found in eggs.

7. You’re experiencing persistent puffiness around your eyes. Protein in the urine is an early sign that the kidneys’ filters have been damaged, allowing protein to leak into the urine.

This puffiness around your eyes can be due to the fact that your kidneys are leaking a large amount of protein in the urine, rather than keeping it in the body.

8. Your ankles and feet are swollen.

Decreased kidney function can lead to sodium retention, causing swelling in your feet and ankles. Swelling in the lower extremities can also be a sign of heart disease, liver disease and chronic leg vein problems.

9. You have a poor appetite. This is a very general symptom, but a build-up of toxins resulting from reduced kidney function can be one of the causes.

10. Your muscles are cramping.

Electrolyte imbalances can result from impaired kidney function. For example, low calcium levels and poorly controlled phosphorus may contribute to muscle cramping.

NAFDAC to launch new compendium of regulated products

National Agency for Food and Drug Administration and Control (NAFDAC) is to launch a new compendium of all registered drugs, processed food, cosmetics, packaged water and medical devices chemicals, an official has said.

The Director of Public Affairs of NAFDAC, Dr Abubakar Jimoh, in a statement in Abuja on Wednesday, said the document would be launched by the Director-General, Prof. Moji Adeyeye, at a stakeholders’ consultative meeting holding in Lagos on Aug. 30 and Aug, 31.

Jimoh said the compendium, formerly known as NAFDAC Green pages, was last published 10 years ago.

He said that the publishing of the new compendium was one of the major landmark achievements of Adeyeye in her nine months tenure.

“The compendium was first introduced by the former Director–General of NAFDAC, the late Prof. Dora Akunyili, as part of her concerted efforts to equip Nigerians with appropriate information that will help them distinguish between fake and unregistered drugs, processed food and other regulated products.

“Participants at the forthcoming twoday consultative meeting include farmers, manufacturers, importers, marketers of animal feeds and poultry products, food products, cosmetics, pesticides, medical devices, herbal products and chemicals.

“The consultative meeting will also afford the NAFDAC boss opportunity to interact with the stakeholders to tackle some regulatory issues and challenges facing the food, herbal, medical devices, veterinary, chemical and allied industries,” he said.

Jimoh said that Adeyeye would also announce a new policy measure for combating the influx of unregistered and counterfeit regulated products into Nigeria.

He said NAFDAC took very seriously the issue of attendance and participation of stakeholders at the meeting and urged all chief executives of invited companies to be physically. (NAN)

Aero to return aircraft from France, roll out 737-5 after C-Check Chukwuemeke Iwelunmo

Aero Contractors may be rolling out a second aircraft , its Boeing 737400 with registration number 5N-BOC from its maintenance facility in a fourth night if all goes according to plan.

This is just as the airline is set to receive another of its aircraft, a Boeing 737-500, which was taken to France for C-checks about a year ago back into the country

by this weekend.

The B737-500 aircraft, which was taken out forC-Check maintenance in France by previous management, could not return as planned due to paucity of funds.

Sanusi, the Chief Executive Officer (CEO) of the airline, however, confirmed the developments on phone with our correspondent.

It was gathered from a highly placed source that the airline had paid about

30 staff declared redundant in late 2017 about N70m their outstanding salaries and severance packages in the last one month.

Aero Contractors currently has two aircraft; B737-500 and Dash 8 in its fleet, but with the impending arrival and maintenance of the two aircraft, its fleet would increase to four.

On the aircraft presently in its maintenance hangar facility at the Murtala Muhammed Airport (MMA), Lagos that would

be rolled out in the next two weeks, it would be the second of its airplanes that would be maintained in its facility since January 2018 when it equally carried out a C-check in one of its aircraft at the same facility.

Sanusi, posited that the B737-500 aircraft would arrive the country by this weekend while the other B737-400 currently under its maintenance facility at the Lagos Airport would join its fleet in the next two weeks.

KW-IRS rakes N7.7bn IGR in 4 months Kwara state internal revenue service,( KW-IRS) has said that the sum of N7.7billion (seven Billion, seven hundred million naira) as internally generated revenue (IGR) in the first four months of 2018 compared to N7.4billion (seven billion, four hundred million naira recorded in the first four months of 2017 as N11billion targeted.

Chairman, of the board, Dr. Muritala Awodun made this known while presenting the first quarter to journalists during the quarterly parley help at ministry of information.

Dr, Awodun said the margin increase in revenue generation in the state was due to change in strategies and positive response of taxpayers.

He gave the breakdown of the N7.7billion as follows, January, the sum N2.2billion was realised, February N2.39 billion, March recorded the sum of N1.8billion and April recorded N1.29billion.

According to him executive Chairman, the total budget for the year 2018 signed was #38billion naira by the house of Assembly.

Osinbajo reconstitutes Board of Nigerian Bulk Electricity Trading Company Mathew Dadiya, Abuja The Federal Government has announced the reconstitution of the Board of Directors of Nigeria Bulk Electricity Trading Company (NBET).

The reconstituted NBET Board, which has been ratified by the Acting President, Prof.

Yemi Osinbajo SAN, has the Minister of Finance, Mrs. Kemi Adeosun as Chairman.

Hassan Dodo, Federal Ministry of Finance’s Director of Information, on Wednesday stated that the Director-General of Bureau of Public Enterprises as the Vice-Chairman of the Board and the Minister of Power, Works and Housing will serve as Non-Executive Director.

Other Non-Executive Directors in the NBET Board include Director-General of Debt Management Office (DMO); Director-General of Budget Office of the Federation and the Managing Director/ Chief Executive Officer of Asset Management Company of Nigeria (AMCON).

Dr. Marilyn Amobi, the Managing Director/Chief Executive Officer of NBET, is also a member of the reconstituted Board.

MTN signs N200bn loan agreement with 12 banks Ladesope Ladelokun Mobile telephone operator MTN on Wednesday signed a seven-year N200 billion medium term loan agreement with a consortium of 12 banks.

The Chief Executive Officer of MTN Nigeria, Mr. Ferdi Moolman, who made the disclosure at the agreement signing ceremony in Lagos, named FBN Quest the acting facility agent.

• Loan would help to deepen provision of ICT services in Nigeria – MTN boss banks as Citibank of Nigeria Ltd., Diamond Bank Plc., Ecobank Nigeria Plc., Fidelity Bank Plc., First Bank of Nigeria Plc. and First City Monument Bank Ltd. According to him, the signing of

this loan facility is a major landmark in our expansion programme in which we are making significant investment.

“The facility will enable us evolve the network to deliver convergent and superior quality, drive voice capacity expansion and data service penetration.

“It will also make it possible for people to connect to each other and the world, find and share information and ideas, create and access new digital services and reimagine old services.

“This partnership puts in place infrastructure that empowers commerce, industry and the provision of public services,’’ the MTN chief said.

Also speaking, Mr Remi Oni, Executive Director, Corporate Banking of First Bank, said that the signing ceremony showed the conclusion of a thoughtful journey for every bank that was involved.

“The sum committed shows the value of the services of MTN, and First Bank is committed to supporting its business.

“Everybody that has come into this loan facility deal is excited because it is a deal that will impact the public’’, he said.

NSE: Market capitalisation dips by N77.9bn to N12.8tr Nigerian stocks closed negative on Wednesday for the 8th consecutive trading session, as market capitalization decreased further by N77.9 billion to N12.8 trillion.

The benchmark index, the NSEASI, fell 62bps to 35,074.82 points while year-to-date (YTD) return contracted further to -8.3 percent.

The day’s bearish performance was due largely to sustained sell pressures in NESTLE (-3.9%), GUARANTY (-1.4%) and ZENITH (-2.1%).

However, activity level improved as volume and value traded rose 27.4 percent and 80.1 percent to 209.5 million units and N2.9 billion respectively.

The top traded stocks by volume were UBA (28.3m), ZENITH (22.4m) and FCMB (21.0m) while GUARANTY (N785.4m), ZENITH (N518.4m) and UBA (N255.0m) were the top traded stocks by value.

Across sectors, performance was equally bearish as four of five main indices closed southwards.

The consumer goods index led the losers’ chart, down 1.5 percent due to sell-offs in NESTLE (-3.9%) and DANGFLOUR (-5.0%).

The banking and oil & gas indices trailed, shedding 1.0 percent and 0.8 percent respectively following losses in GUARANTY (-1.4%), ZENITH (-2.1%), FORTE (-1.9%) and ETERNA (-3.9%). Similarly, the industrial goods index closed in the red albeit flattish, down 3bps. The insurance index was the lone gainer, rising marginally by 4bps as CUSTODIAN (+0.2%) recorded gains.

Inflation drops for 18th consecutive time in July to 11.14% Motolani Oseni

Nigeria’s inflation continued its downward trend in July as headline Consumer Price Index (CPI) slowed to 11.4 per cent in July, the 18th consecutive month of deceleration, according to the National Bureau of Statistics (NBS) data released Wednesday.

Specifically, headline inflation contracted to 11.14 percent year-onyear (y/y) in July from 11.23 percent y/y in June.

The statistical agency noted that the percentage change in the average composite CPI for the twelve months period ending July 2018 over the average of the CPI for the previous twelve months period was 13.95 percent, showing 0.42 percent point

from 14.37 percent recorded in June 2018.

According to the NBS, urban inflation rate eased by 11.66 percent (year-on-year) in July 2018 from 11.68 percent recorded in June 2018, while the rural inflation rate remained flat at 10.83 percent in July 2018 from 10.83 percent in June 2018.

Furthermore, on a month-onmonth basis, the urban index rose by 1.23 percent in July 2018, down by 0.01 from 1.24 percent recorded in June, while the rural index also rose by 1.18 percent in July 2018, down by 0.05 percent from the rate recorded in June 2018 (1.23) percent.

The corresponding twelve-month year-on-year average percentage change for the urban index is 14.33 percent in July 2018. This is more less 14.71 percent reported in June 2018, while the corresponding rural inflation rate in July 2018 is 13.64

percent compared to 14.08 percent recorded in June 2018.

Also, the NBS said the composite food index eased to 12.85 percent in July 2018 compared with 12.98 percent in June 2018. This represents the tenth consecutive decline in year on year food inflation since September 2017.

This rise in the food index was caused by increases in prices of Potatoes, yam and other tubers, vegetables, bread and cereals, fish, oils and fat and fruits.

On month-on-month basis, the food sub-index increased by 1.40 percent in July 2018, down by 0.17 percent points from 1.57 percent recorded in June. This represents the first-time month on month food inflation has declined since February 2018.

On a month-month basis, the core index increased at a slower pace of 0.81 percent, 22 basis points below the 1.03 percent reported in June.

Ebonyi State government said that it would construct an airport in the state, in early 2019.

The state Governor, David Umahi who disclosed this when a delegation of the Ethiopian Airlines paid him on a courtesy call at the government House Abakaliki,noting that the airport might not be the biggest in the country but would be the most functional and beautiful.

According to Umahi, the government had always accomplished all its set out to do adding that its business consultants would also liaise with airline to assist government officials who intend travelling, obtain discounted tickets.

“I am not happy about the quality of aircrafts sent to the country by the airline, especially to Nigeria especially the ones sent to the Akanu Ibiam International airport Enugu.

He noted that he had also complained about Emirate airlines on such issues because people fly on more beautiful airlines on getting to Dubai, even the ones you can bath inside on first-class.

“I will not allow such situations if I were Nigeria’s president because we have to be treated like citizens of other countries by the airline,” he said

The governor also complained about the time passengers spend waiting to board Ethiopian airline flights, noting that it extends to 14 hours most times.

“Passengers also complain bitterly about the lounge and if one waits such for such time, the person should do so with comfort and am also not happy as the chairman of the south east governors forum, that no Ebonyi citizen works with the airline.

He suggested to the airline to dedicate flights that would fly through Enugu to Abuja and Lagos, especially those that would fly in the evenings.

“The route to Lagos and Abuja from Enugu is viable and such flights can take passengers to those places by 4pm and bring back those who want to return to Enugu by 5.pm.

Speaking, Mr Solomon Megistu, Leader of the delegation and the Traffic and Sales Manager of the Airline, Enugu Office noted that the airline acknowledges the south-east states’ importance to Nigeria, West Africa and entire continent.

“We are the only international carrier in the south east zone and intend to strengthen our relationship with the region generally and Ebonyi in particular.

He noted that the airline continually improves on its products and services to meet our customers’ expectation as Enugu is our chosen gateway into the south east.

Agony of a community marginalised in Lagos Esther Taiwo

For residents of White Sand community in Isheri-Oshun, under Igando-Ikotun Local Council Development Area, Lagos, which consists of 15 Community Development Associations with over 1.2 million residents, life has not been easy as the community is not feeling the presence of the State government in terms of basic infrastructure such as good accessible roads, educational facilities, health facilities and electricity.

Addressing newsmen on the issue recently, the Chairman of White Sand Community Development Association, Pastor Adewale Oyewo, said members of the community have spent over N70 million on road construction to serve as a palliative measure, adding that dividends of democracy have in no way been extended to the community by the government.

“This whole place is a swampy area, members of the

community have spent millions of Naira to provide poles, cables, transformers, drainages, opening of the canal and so on have been done solely by us.

We have constructed several culverts to allow passage of water because once it rains heavily, the whole community is sacked, our children can’t go to school because most of the houses would be submerged in water, landlords have vacated their houses because of damages done to their properties by water”, he said.

He said for the road to be accessible, members of the community have spent a lot in buying asphalt, hard core, rubbles, granites, waste iron among others which they pour on the roads to gain access to their homes.

“For granite, each trip is N130, 000 without spreading because we travel as far as Abeokuta or Shagamu to get the materials we pour on the roads. In February, the community constructed a 1,200 meter drainage on our own

because whenever it is raining, our people vacate their homes and go and look for somewhere else to stay until the rain stops.

Every year, we have to open up the carnal for water to flow”, he said.

The Chairman explained that several letters have been written to the Lagos State Government through the offices of the Special Adviser to the Governor on Public Work and Drainage, Permanent Secretary Ministry of the Environment, Lagos State Public Advice Centre as well as the office of Governor Akinwumi Ambode requesting for assistance in dredging the canal.

Oyewo said as part of palliative measures to avoid being submerged, members of the community contributed N400,000 this year to do manual dredging of the canal that will channel the passage of water and get rid of the community from serious flooding as it happened recently in Abeokuta in Ogun State and Katsina which claimed many lives and

properties worth millions of Naira.

Buttressing his point, Chairman Isale-Ijon Community Development Area in Isheri-Oshun which is part of the White Sand area, Alhaji Hakeem Oladipupo, explained that trouble started during the Governor Ahmed Tinubu administration after the construction of road from Jakande to ijegun, the IsheriOshun area was not factored into the construction and at the end of the construction, water was dislodged into the community.

“The water that was supposed to go into the canal under the bridge at Isheri was channeled into the community and at the end of each rainfall, all the water settles in our community and we have been battling with this for so long”, he said.

Oladipupo said after approaching the Ministry of Works for assistance on dredging the canal, they were asked to pay over N700,000 for

Survey Plan which they did but up till now, the matter has not been attended to.

Our correspondent went round the community to see efforts been made so far by the community members as palliative measures part of which is the purchase of 20 transformers which costs N2.5 million each including installation by the Power Holding Company of Nigeria.

The Daily Times correspondent also noted that there were about three private schools shut down and buildings abandoned by the owners as well as a private hospital and a pharmacy abandoned due to water disturbance.

The community is therefore appealing to Lagos State government to come to their aid in addressing flooding which has claimed their access roads, preventing residents from coming back home each time there is a heavy downpour that also prevent their children from going to schools for days.

I didn’t decamp to PDP, says former Adamawa governor Mathew Dadiya, Abuja

Former acting governor of Adamawa State, Ambassador James Barka has debunked allegation that he defected to the opposition Peoples Democratic Party (PDP).

The rebuttal came on the heels of earlier media report that he has dumped the ruling All Progressive Congress (APC) following a courtesy call to his residence by the State executives of the PDP. Ambassador Barka, in a statement Thursday, denied

leaving the APC, adding that he has also reassured his followers to remain with the party which he was a foundation member.

Barka who is a committee member of the Presidential Committee on North East Initiative (PCNI), said that he was a victim of impunity in the PDP in 2014, and does not see the reason for the returning to the party.

He described the news of his alleged defection as “fake”, assuring that more politicians would rather join the APC from other parties.

“So for me to contemplate leaving APC with all these, then I must be an insane person, so

I have no course to leave APC, we are even going to gain more members from PDP. “I am staying in APC because I believe in the transformation agenda of the President.

“There is no reason to go back to my former party, and I told them that I will get back to them after consultation. That to me was just a political statement, but now that the press has reported it, I will make this statement categorically that I am a bona fide member of the APC. I am not contemplating leaving the APC at all” Barka stressed.

The Director, Public Health, Health and Human Services Secretariat, FCTA, Dr Humphrey Okoroukwu, made this known to the press in Abuja.

have so far been recorded from cholera outbreak in different communities of the FCT. The disease had claimed lives at Sauka, Mpape, Kubwa and Ushafa communities.

The Enugu State Government has announced its plan to commence the immediate and comprehensive repairs of emerging potholes on urban carriageways in Enugu and Nsukka, including the intercity roads “to ensure adequate maintenance and sustainability of our roads for safe passage at all times”.

Ike Diogu: No Rift between NBBF and D’Tigers

D’Tigers’ Captain, Ike Diogu, has blamed the conflicting schedule of the FIBA international calendar for the continued absence of members of the 2015 Afrobasket winning side from the national team fold.

Diogu dispelled rumours of conflicts between the players and the Nigeria Basketball Federation (NBBF) as reasons for their continued absence saying the players remain patriotic and ready to serve.

As captain of the men’s senior national team, the Sichuan Blue Whales of China player confirmed that he has continued to maintain communication with the players.

Diogu said the conflicting international calendar of FIBA for the

qualifiers has not really helped the 2015 team who have all expressed their readiness to feature for D’Tigers.

He said it will be unfair to compare him (who plays in China) with other players in the NBA and Europe with longer seasons.

“The good thing with me playing in China is that I have a lot of flexibility as my season is a lot shorter than these guys playing in Europe or NBA. “I don’t really need much notice but some of these guys need more of the notice than they are given, so they are not able to get out of their engagements.”

The player who has continued to be a regular in the team under Alex Nwora confirmed that the bulk of the 2015 set are ready to be part of the project being

embarked on by the federation.

“I talked to Stan Okoye, Olaseni Lawal, Al-Farouk and Alade Aminu, Chamberlain Oguchi. All of those guys want to be here and support us.

We are one big family and there is no animosity. There is nobody who does not want to play, we all love playing for Nigeria.”

He is hopeful that come September, some of the players will be around to help the team qualify for the 2019 FIBA World Cup. Lagos, Nigeria is hosting Group F which Senegal, Central Africa, Rwanda, Cote d’Ivoire and Mali between the 14th and 16th of September. Nigeria currently lead the pack with 12 points from 6 games.

Victor Moses retires from international football Super Eagles’ Victor Moses has announced his retirement from international football at the age of 27 in order to focus on his club career.

Chelsea wing-back Moses, who made 37 appearances for Nigeria, played every minute of the African nation’s World Cup campaign in Russia where Nigeria was eliminated in the group stage.

“I have experienced some of the best moments of my life wearing the Super Eagles shirt and have memories with me that will last a lifetime,” Moses said in a statement on Twitter.

“However, I feel that now is the right time to step away in order to be able to focus fully on my club career and young family,“ he said He said the retirement

was also to allow the next generation the opportunity to step up and to flourish.

Moses won the 2013 African Cup of Nations and helped Nigeria reach the last 16 at the 2014 World Cup. He won the 2016-17 Premier League title with Chelsea but has not started a match under new manager Maurizio Sarri this season.

Odion Ighalo leading scorer in China after firing 14th goal Striker Odion Ighalo scored his 14th goal to go top of the goals chart in the Chinese Super League today.

He is now just a goal shy of his tally of last season.

Ighalo, 29, first scored in the 25th minute, before he tucked away a penalty kick six minutes from time for Changchun Yatai to fight back and win 3-1 at Beijing Renhe.

Acting President Osinbajo urged to order DSS’ withdrawal from NFF secretariat A group representing retired and active footballers on Wednesday in Abuja urged the Acting President, Yemi Osinbajo, to order an immediate withdrawal of security personnel from the Nigeria Football Federation Secretariat.

The group was led by Harrison Jalla, President of the National Association of Nigerian Footballers (NANF), as well as Victor Baribote, a former Second Vice-President of NFF. It argued that the presence of men of the Department of State Security at the Glass House at Wuse Zone 7 in Abuja was inimical to football development.

During a peaceful protest at the NFF Secretariat, just before the gates leading to the Glass House, the group described the development as a violation of the rule of law.

The protesters carried placards with

inscriptions such as, “Nigeria is a creation of law, DSS should obey the laws of the land’’ and “FG, sack DSS Director of Operations’’.

Other placards bore inscriptions such as “Osinbajo, direct DSS to follow rule of law, our laws are being disobeyed’’ and “Tell DSS to obey rule of law’’.

Addressing sports journalists thereafter, Jalla noted that the continued presence of the DSS in the NFF Secretariat was an affront on the Nigeria Constitution.

Jalla restated the call for the withdrawal of DSS personnel, saying it was time to uphold the tenets of the country’s law, and warning that failure to do so could lead to “anarchy’’.

“There will be anarchy if by tomorrow (Thursday) they (DSS personnel) don’t leave here,’’ he said.

Gov Ikpeazu tasks Enyimba on Caf Confederation Cup Governor of Abia State Okezie Ikpeazu has urged players and coaches of Enyimba to make the state and country proud in this year’s Caf Confederation Cup. The People Elephants are third on the Group C log with six points after four games and hoping to revive their knockout stage bid with a fine result against Djoliba in Bamako this weekend.

The chairman of the club, Felix Anyansi Agwu, hinted that the club is confident of overcoming their hosts in Bamako and that the players and the coaches have perfected a good plan that will help unsettle Djoliba in front of their fans.

“We shall be leaving for Mali on Friday but the players, coaches and other accompanying officials will travel to Lagos on Thursday where they are going to pass the night before embarking on the trip on Friday,” Anyansi said.

Coach: Falconets have solution for Spain Assistant coach of the Falconets, Abdullahi Mansur, on Wednesday, assured Nigerians that the team would overcome Spain in their Thursday’s World Cup quarter finals match.

Mansur, who gave the assurance while speaking with the News Agency of Nigeria, said that the Spain had lots of technical flaws that the Falconets would cash in on to emerge victorious.

He boasted that Nigerian U-20 women team would crush their Spaniard counterparts.
