Delegation Visits USA Rice Ahead of Japanese Tender Season By Jesica Kincaid

ARLINGTON, VA -- Representatives from Japan's Ministry of Agriculture, Forestry, and Fisheries (MAFF) visited USA Rice last week to discuss a range of topics regarding rice trade between the United States and Japan. MAFF representatives reviewed the 2017 tender results (April 2017 March 2018), noting a 47.8 percent market share for U.S. rice.The 2018 tender season is underway, with the first Minimum Access (MA) tender held on July 6. Japan expects to hold approximately 13 to 15 MA tenders in Japan Fiscal Year 2018. Additionally, MAFF expects to hold four SBS tenders totaling 100,000 MT in JFY 2018, beginning in September.USA Rice COO Bob Cummings discussed prospects for the 2018 U.S. rice crop, noting increased area and production estimates for medium grain rice. The parties also discussed the upcoming U.S. - Japan rice technical meeting to be held this year in Sacramento in August. "This annual meeting allows for greater understanding of technical issues in rice trade between Japan and the United States and is a long-standing part of U.S. - Japan rice relations," concluded Cummings. NIRSAL distributes N2.9bn to sustain rice revolution 6th July 2018 The Nigerian Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL Plc) says it has distributed over N2.9 billion across 13,900 hectares of rice farms comprising 40 projects in Nigeria.

According to him, Nigeria‘s rice revolution has been one of the most outstanding achievements in agriculture in the current administration‘s bid for economic diversification.―According to a recent Gems4 study, Nigeria is currently producing an average of 5.8 million to six million tonnes of milled rice as against its national demand of seven million tonnes. The managing director noted that the global rice outlook for 2030 indicated that the demand for rice would be on the increase, ranging between 503 million and 544 million tonnes.―This is equivalent to the average growth rate of approximately one per cent per year relative to total consumption of 439 million tonnes in 2010.―This demand growth is driven mainly by an expanding population, although changing consumption patterns also has an influence.‘‘ He said that the Asian rice consumption was projected to account for close to two-thirds of the total increase in demand by 2030.Overall, the world rice trade for 2022 forecasts about 46 million tonnes heading to Africa, he said, adding that this should be a wake up call to Africa to intensify rice production, particularly Nigeria.Abdulhameed described rice as a strategic commodity, being a staple food in Nigeria and an important source of livelihood for around 1.4 million rice-farming households and for millions of rural poor who work on rice farms. But a crash in commodity prices has meant his immense popularity in the countryside has waned over the past few months.The government, however, said on Wednesday the latest hike in the so-called minimum support prices (MSPs) would help farmers increase their income and boost the economy.The total cost to the government would be

150 billion rupees ($2.18 billion), Union Home Minister Rajnath Singh told reporters, adding that it would be wrong to say inflation would increase due to the hike. Though the government announces MSPs for most crops, state agencies buy only rice and wheat at those prices given a lack of financial resources, limiting the benefit of higher crop prices to only seven per cent of the country's farmers. Should the government rely on large-scale procurement of crops to implement these prices, then the fiscal cost could be around 0.3 per cent of GDP (gross domestic product), which will likely be shared by the central and state governments, said A Prasanna, chief economist at ICICI Securities Primary Dealership in Mumbai. The government said prices paid to local farmers for common grade paddy rice will be raised by 13 per cent from a year ago to 1,750 rupees ($25.50) per 100 kg for the year starting on July 1. Last year, the government raised the rice price by 5.4 per cent. Zimra's chief corporate communications officer Taungana Ndoro said no such shipment arrived in the country and the revenue body was worried about the hoax message that seeks to cause unnecessary panic. "We have no knowledge of a shipment of Dana rice having crossed into our borders. Just like anyone else we saw the messages on social media," said Ndoro. To water down the alarmist message the Ministry of Health and Child Care said if ever there was a public warning to be made they issue press statements and use other official channels instead of WhatsApp. "We do not know of anything like that. To fulfill its commitment of supplementing farmers‘ income and address rising distress among farmers, the government on Wednesday announced an increase in MSP of 14 crops sown in the summer season. Among these crops were paddy and cotton that saw a hike of 13 per cent and 28 per cent respectively. MSP is a direct market intervention by the government to check distress sale by guaranteeing a fixed price in event of fall in price in open market. The prices are announced before each summer and winter cropping season. The increase in common rice and grade-A quality of the cereal will impact international price before reflecting in the domestic prices, feel exporters. ―The MSP of paddy will show its impact on international price of non-basmati as well as basmati rice by the next month, when global export deals are struck,‖ president All India Rice Exporters Association Vijay Sethia told ET. India accounts for almost one-third of the global rice trade and so far, it has exported around 14 million tonnes of rice in the current year. Although MSP covers just normal rice, it will push up price of basmati rice as well, exporters claim. Sethia said that the higher assured price under MSP for paddy will encourage farmers to grow normal rice instead of basmati from next year in the country. ―The price of basmati will have to increase or farmers will lose interest in growing the premium rice,‖ Sethia said. Traders of cotton, another major export commodity, said that the MSP will check cotton exports from India and ensure domestic supply during current season. ―The substantial increase in the price of cotton is expected to activate multi- national companies in domestic market as exports of raw cotton will be unviable now,‖ cotton trader said. India is leading global trader in rice with exports over 12 million tonnes including 4 million tonnes of basmati rice from the country. ―With exports likely to dampen, the Cotton traders including multi-national firms are expected to remain active in domestic market,‖ an analyst said. Exporters of cotton yarn and textile from India expressed concern over losing low cost advantage in raw cotton as cotton prices had remained subdued in the last few months compared to global market. ―Government could benefit farmers by directly paying the difference of amount between MSP and market price,‖ IJ Dhuria, director, (raw materials) Vardhman Textiles said.He said that the hike would distort market for yarn and textile industry. Farm activists find the MSP short of expectation. "The increase is highly inadequate and an eye wash as the increase in MSP will

hardly improve income of farmers given the spike in price of diesel, higher taxes on fertilizers, farm equipment and rising cost of cultivation,‖ lamented president Bhartiya Kisan Union Balbir Singh Rajewal. He said that the MSP is calculated on basis of costs incurred in the previous year and fail to incorporate rise in expenditure in the current year. Despite the higher MSP, the government need to strengthen the procurement infrastructure in states like Bihar and Uttar Pradesh where grain purchase is dominated by private players and remuneration is much less than the assured price. ―At present large quantity of food grain from UP and Bihar comes for public procurement in states like Haryana and Punjab,‖ a trader said. If Indian farmers were to switch from growing rice and wheat to ‗alternative cereals,‘ such as maize, sorghum, and millet, it could reduce the demand for irrigation water by 33%. This could also improve nutritional availability to consumers, according to an analysis by researchers from the U.S.-based Earth Institute, Columbia University and Indian School of Business, Hyderabad. For their analysis, the scientists considered water as well as cerealproduction data from 1996-2009. Because actual water consumption data was not available, they used a proxy — Crop Water Requirement (CWR), which is the product of the water required by a crop and the harvested area — to calculate water consumption in every district in this period. In this time, cereal production grew by 230%. Although the combined production of alternative cereals was larger than that of wheat in the 1960s, their relative contribution to the cereal supply has steadily dwindled. Yet, alternative cereals disproportionately account for the supply of protein, iron, and zinc among kharif crops. At the same time, total CWR demand for Indian cereal production increased from 482 to 632 km3 per year during the study period. ―This increase has been driven almost entirely by a doubling of consumptive blue water demand (refers to water extracted from irrigation) for wheat during the rabi season and modest increases in cropping frequencies and cropland extent,‖ says the report.―Not surprisingly, the largest increases in consumptive water demand occurred in Punjab and Haryana.‖ The nub was that rice is the least water-efficient cereal when it came to producing nutrients, and was the main driver in increasing irrigation stresses. Better production Replacing rice with maize, finger millet, pearl millet, or sorghum could save irrigation and improving production of nutrients such as iron by 27% and zinc by 13% , according to the report in this week‘s edition of the peer-reviewed Science Advances. In some districts, however, the shift in cereals translated into a reduction in calorie content. This week India announced a 50% hike, or ₹ 200 per quintal, in the minimum support price for paddy — the key kharif crop — along with several other crops. Though hikes were also announced for alternative cereals, some of which were included in the

analysis, the government doesn‘t procure these crops like it does rice and wheat. It mainly uses these procured cereals to meet obligations under the Food Security Act. For those eligible, India is mandated to provide 5 kg of foodgrains per person per month at subsidised prices of ₹ 3/2/1 per kg for rice/wheat/coarse grains. Egyptian farmers cultivate rice- Egypt Today/Hussein Tallal By: Egypt Today staff CAIRO – 5 July 2018: After being a rice exporter, Egypt will turn into an importer following the governmental measures reducing the rice-cultivated areas due to the water shortage crisis the country is suffering from. Prime Minister Moustafa Madbouly and Minister of Supply and Interior Trade Ali Meselhi will discuss on Thursday the possibility of importing rice, one of the basic commodities for Egyptians, to meet the local market‘s demands, according to a statement issued from the Cabinet on Thursday. On May 21, President Abdel Fatah al-Sisi ratified the newly-passed amendments to the Agriculture Law No. 53 of 1966, per which the government will determine the areas to cultivate certain water-intensive crops such as rice and sugarcane, amid the water shortage crisis in order to rationalize water usage.

Also, Article 101 of the law stipulates that those who violate the ministerial decrees issued to implement Articles 1, 2, 3, and 4 of the Agriculture Law shall be punished with a fine not less than LE 20,000 (about $1,119) and not more than LE 50,000. On May 2, the Egyptian government agreed to increase the area allocated for rice cultivation by 100,000 feddans (one feddan equals 1.038 acres) for this season only, bringing the total area allocated for rice cultivation to 820,000 feddans, Abdel Latif Khaled, head of irrigation sector in the Ministry of Irrigation and Water Resources stated.

Thus, it is expected that Egypt will produce about 3.3 million tons this year as one feddan produces 4 tons, while the Egyptians‘ annual consumption of rice is estimated at 4.3 million tons. However, the cultivated areas will be shrunk in the coming seasons as a result of water scarcity, given that one feddan of rice consumes 7,000 cubic meters of water. Egypt needs at least 105 billion cubic meters of water annually to cover the needs of more than 90 million citizens. However, it currently has only 60 billion cubic meters, of which 55.5 billion cubic meters come from the Nile and less than 5 billion cubic meters come from non-renewable subterranean water in the desert. The remaining 80 billion cubic meters are covered by the reuse of wastewater. The average per capita consumption of fresh water declined by 1.5 percent in 2015/2016 as it reached 103.4 cubic meters, compared to 105 cubic meters in 2015/2014, according to the Central Agency for Public Mobilization and Statistics (CAPMAS) data. A further decrease in Egypt's water resources is expected in light of the construction of the Grand Ethiopian Renaissance Dam (GERD), which could have a negative impact on Egypt‘s Nile water share. Officially, the government announced its plan to import rice (paddy, mulled and cargo rice) on June 5. After Egypt‘s announcement, the U.S. Department of Agriculture (USDA) issued a report on Egypt‘s rice production, promoting the U.S.-origin paddy rice. "I wish to make a special request, in fact appeal, that policy makers engage the trade in discussion, use the level of expertise available locally and not depend too much on external help," said Nishan Nanayakkara Chairman of the Ceylon Chamber of Commerce Import Section. The government is planning to overhaul Sri Lanka's Customs code, but influential labour unions are blocking its passage. Customs is also digitizing the entire cargo clearance process. Expenditure on imports increased 9.4 percent in 2017 to 21 billion US dollars. Vietnamese rice was sold at an average price of US$505 per tonne in the first five months of the year, up 13.4% year-on-year. China remained the country‘s largest rice importer, making up 30% of the market share, with more than 844,000 tonnes valued at US$449.4 million.

The value also increased in other markets like Iraq (25.7 times), Malaysia (2.8 times), the US (2.4 times), Hong Kong (China) (49%), the Philippines (37.9%) and Ghana (17.9%). Notably, Vietnam‘s rice exports to Indonesia rose 290.8 times in volume and 269.5 times in value against the same period last year to reach 596,058 tonnes and US$280.04 million, accounting for 17.3% of the country‘s total export turnover to Indonesia. Truong Thanh Phong, advisor of Hong Kong-based Golden Resources Development International Limited, said rice production and exports during the period ran smoothly despite price fluctuations, benefiting farmers, businesses and the State. Experts forecast that in the fourth quarter of 2018 and the first three months of 2019, rice demand will mainly come from the Philippines. Apart from Indonesia and Malaysia, whose rice demands are expected to remain stable in the upcoming months, Bangladesh and Africa will be

also promising markets for Vietnamese rice exporters. Although China is busy dealing with a trade war with the US, the country still has to import rice to feed domestic demand. However, the volume is forecast to be lower than previous years. Phong also predicted fierce price competition with Thailand from now to the end of this year, as the country has a bumper harvest this year and its currency saw strong devaluation. In a world of subsidy and quest for self-sufficiency, there is a thin line between sweet and sour

Jul 6, 2018-The word self-sufficiency has a nice ring to it. The will to become self-sufficient probably ranks very high on every human‘s—and every nation‘s—list, although attaining complete self-sufficiency is probably more of a utopian concept. Most nations in one way or another practice it—selectively. Subsequent to the 2007-08 food price crisis, there was a rise in several countries‘ desire to attain food self-sufficiency. Nepal is not an exception. On May 29, Finance Minister Yubaraj Khatiwada delivered his 2018-19 budget speech to a joint session of the federal Parliament. He said arrangements had been made to provide basic protection for at least a dozen basic goods and construction materials including sugar, medicine, iron bar, wood and cement. The goal is to become self-reliant within the next two

years. Sugarcane farmers will receive production-based grants. Support prices will be fixed before planting specified agricultural crops including wheat, rice and sugarcane. Quest for self-sufficiency Let us take sugar for our discussion purposes. It is a global commodity, entrenched in subsidy and price support. Depending on which side one is on, the scales can easily tilt from sweet to sour. A farmer‘s cost-benefit analysis differs from a middleman to a sugar mill to a user. From this respect, it is not easy being in Khatiwada‘s shoes, particularly being the finance minister of a nation sandwiched between two giants. India, for one, heavily subsidises its sugar industry where sugarcane farmers are a key voting bloc. In February this year, it doubled the import duty on sugar to 100 percent. In the current sugar season (2017-18), the southern neighbor expects a bumper harvest. But prices are dropping everywhere. In September 2016, the international price of sugar peaked at $0.2410 per pound. This then got more than cut in half before bottoming at $0.1093 in April this year. It is currently at $0.114. Consequently, India is trying to protect its domestic growers from cheaper imports. Thailand, too, is seeing record sugar production, even as the drop in prices is adversely impacting millers in Brazil, the world‘s top producer. With this as a background, while subsidies in Nepal may or may not help the domestic sugar industry in the long run, right here and now not doing so can invite cheaper Indian imports, putting farmers and mill owners at risk.That is the conventional thinking. On June 4, the Supreme Court upheld a Cabinet decision to hike the customs tariff on sugar imports.Three months before that, these tariffs were raised from 15 percent to 30 percent.The goal was to protect the domestic sugar industry from a drop in prices and from increasing imports of lowcost sugar. Be that as it may, it is a zero-sum game. In the US, which uses price supports and tariff-rate quotas to prop up prices, processed food, confectionery and soda industries such as Coca-Cola, Cargill and Nestle have long fought federal protection of domestic sugar. To them, price support measures artificially inflate prices, as do restrictions on imports. But they are also up against a strong agricultural lobby, who argue that domestic manufacturers should be protected from foreign dumping. Some US candy makers have gone on to move production to Mexico. David versus Goliath It is not an easy issue to tackle. In economics, there is a concept called comparative advantage, which refers to the ability to produce goods and services more efficiently or at a lower opportunity cost than somebody else. Call centres in India are an example. US companies are better off outsourcing this service to India rather than setting up a call centre on American soil. It is cheaper that way.This is the reason why as much as US President Donald Trump wishes Apple brings manufacturing home, in all probability it will not happen. Foxconn Technology, a Taiwanese contract manufacturer, makes the iPhone, among other Apple products, in China. One of the comparative advantages Foxconn enjoys is the Far East‘s well-established electronics supply chain—from LCD screens to printed circuit boards to memory to camera lenses. Assembly is much easier in that region. Not so in the US. Along the same lines, Germany, which draws two-fifths of its GDP from exports, counts machinery and autos as its top exports but imports all its computers.

Hence the question: Do subsidies do away with comparative advantage? Better yet, do they distort prices? If a price is guaranteed, are farmers who would otherwise be planting other crops incentivised to switch to subsidised ones? Are costs outweighing the benefits? Are zombies born? Even if the answer is a yes to these questions, painting the issue of subsidies with a broad brush can yield the wrong results. Rich—or richer—countries can afford to pay healthy subsidies, poor countries not so much. More often than not, a subsidy mismatch between the two takes a heavy toll on the less prosperous. Haiti used to be self-sufficient in rice until the 1980s. Then the International Monetary Fund and the World Bank asked the nation to liberalise the economy by lowering tariffs, which it did. Haitian rice was soon displaced by cheaper subsidised rice from the US. Haitian consumers benefited, but not the farmers who earlier were protected by import tariffs. In an ideal world, a country facing the risk of foreign dumping should be able to easily switch to a crop that is not as easily influenced by, in Nepal‘s case, Indian policy. In the real world, David does not always win the fight against Goliath unless he thinks smart. Letting go is always difficult. In the early 20th century, Henry Ford‘s Model T brought motoring to the masses. The buggy whip manufacturers of the time that did not read the tea leaves and stayed put went bankrupt. Ditto typewriters that became a relic as personal computers burst onto the scene. It was not until December 1993 that Japan ended its ban on rice imports, about the same time South Korea opened its rice market. In our subsidy discussion, New Zealand‘s example may serve a purpose. It is a large agricultural exporter and got rid of its farm subsidies in 1984. The attempt here is not to suggest to the concerned authorities to follow New Zealand‘s path willynilly, rather to look inward and try to find one‘s comparative advantage. The quest for selfsufficiency is noble; but attaining the same with the help of subsidies, likely not. He said that rice was a staple food for over 50 percent of the world‘s population and the most rapidly growing source of food in Africa, adding that its importance to food and nutrition security on the continent could, therefore, not be over-emphasised. He said that the policies of President Muhammadu Buhari‘s administration had provided the enabling environment for sustainable rice production, while creating synergy among stakeholders, particularly the private sector, to engender rice revolution in the country. ―Our domestic milled rice output now stands at about 6.4 million tonnes, up from about 5.3 million tonnes in 2015.

―The feat was achieved by expanding the areas under rice production, encouraging dry-season rice farming and increasing the average yield per hectare. ―The average rice yield rose to 4 tonnes per hectare in the wet season and 5.5 tonnes per hectare in dry season via irrigation,‘‘ he added. Ogbeh said that the government also recognised the need to improve the quality of domestic and homegrown milled rice; hence the sale of over 300 rice mills and de-stoners to small and medium rice processors across the country. ―Other support given to rice farmers includes the provision of agro-chemicals and machines at subsidised rates as well as capacity building in good agronomic practices and post-harvest handling nationwide. ―Our belief is that Nigeria will not only be self-sufficient in rice production but will also join the rice export market by the turn of 2020,‘‘ he said. The minister said that the government was committed and ready to support programmes which were geared toward providing the needed platform for the exchange of existing research information on rice production and linking research with the policy process. ―This is done to strengthen the rice sector and foster equitable integration of small-scale rice enterprises into market-oriented systems,‘‘ he said. In his speech, Mr. Tayo Adewumi, National Programme Coordinator, FADAMA III Additional Financing (AFII) Programme, said that the programme had cultivated over 124,000 hectares of rice farms while producing more than one million tonnes of rice. Adewumi, who was represented by Mr. Abdullahi Salisu, FCT Project Coordinator of FADAMA, said that the rice production, which represented 29 percent of the total rice

production of Nigeria in the 2017/2018 cropping season, was achieved with the resources made available under the FADAMA project. ―The funds for FADAMA III (AFII) programme, which total 200 million U.S. dollars, were given by the World Bank to support the production of four staple crops — rice, cassava, tomato and sorghum. ―If we are able to achieve this much in rice production, you can imagine what FADAMA would have been able to achieve in the production of all the four crops if more funds are made available. ―Nigeria spent over N1 billion daily importing rice before 2015; if those statistics stand, you can imagine what we were able to save from rice imports in just a month. ―If you put this amount into the system which the FADAMA programme has established, you can imagine the kind of production we will be able to achieve for these crops,‘‘ he said. ―We need to encourage our local farmers to produce rice with good quality in enough quantities while developing the rice value chain to make the rice acceptable to consumers and for export,‘‘ he added. The country‘s biggest Integrated Renewable Energy Project (IREP) will come up at Pinnapuram village of Panyam mandal in Kurnool district. The State Cabinet on Friday decided to award the construction work to Greenko Energies Private Limited. Briefing the media on the Cabinet decisions, Information and Public Relations Minister K. Srinivasulu said that 1,000 MW solar power, 550 MW wind power, and 1,200 MW capacity standalone pumped storage capacities were the features of the IREP. The government would accord permission through the single window at the earliest, and allot 4,766.28 acres land for the project. The cost of the land would be decided by the Revenue Department, and the project was scheduled to be completed in four years, he said.

The Cabinet also decided to allot 10 acres land at Phanirangini village of Araku mandal in Visakhapatnam district for construction of temple by the TTD. It also decided to allot 54.33 acres land under the CRDA jurisdiction to 13 organisations. Land for NIDM Similarly, it decided to allot 10 acres land to the National Institute of Disaster Management at Kondapavuluru of Gannavaram mandal in Krishna district. It was also decided to permit VUDA to acquire land for the world-class sports city and urban housing projects at Paradesipalem, Kommadi, and Gajuwaka in Visakhapatnam. The Minister said the A.P. IT 2014-2020 policy would be altered as A.P. IT 2018-2020. As per the new policy, the government decided that the contribution of IT to the GSDP should be ₹6,500 crore. It also set a target of creating one lakh jobs, he said. The Cabinet decided to award the Eluru smart city works to Shapoorji Pallonji. The project cost was put at ₹1,233.17 crore. Food processing centres planned The State Government has assured rice millers that their dues on custom milling amounting to ₹292 crore will be paid in phases. The assurance was given during a meeting convened by Ministers Eatala Rajender and K.T. Rama Rao with rice millers. Civil Supplies Corporation chairman P. Sudarshan Reddy and department commissioner Akun Sabharwal were also present during the discussions. The Ministers gave the assurance following the concerns expressed by millers over delay in reimbursement of dues. Briefing reporters after the meeting, Mr. Sudarshan Reddy said Telangana is the only State where the government is purchasing full produce of farmers by paying the minimum support price by incurring huge expenditure and hence, there are delays in the release of dues to millers to whom paddy stocks were passed on for milling. This was explained to the millers with an assurance that the payment would be made in phases. The millers in the meanwhile were asked to cooperate with the government in view of the anticipated rise in food grain output. as several major projects are lined up for completion in the coming months. The government which treats paddy cultivation as agri-based industry is concerned over the shut down of several rice mills. As against the 2,920 rice mills that existed in the past, the number had come down to 1,850 and the rice millers were accordingly asked to give suggestions for their revival. They were also asked to study the best practices in rice procurement that are under implementation in different parts of the country so that the system in the State could be

strengthened further. The officials concerned as well as the rice millers should explore options for selling rice to other States on the lines of the agreement entered into with Tamil Nadu during the previous season. In addition, Mr. Rama Rao was particular that millers focus their attention on ensuring value addition to the produce and asked them to conduct a study in this regard. Bernas says ending its monopoly will not bring down price of rice PADIBERAS Nasional Bhd (Bernas) came under the spotlight recently when the government announced that the company‘s monopoly to import rice, a right it has had since 1974, would be terminated. The move, which will liberalise the industry, is aimed at knocking down the price of rice and removing Bernas‘ ―monopolistic profits.‖ However, Bernas chief executive officer Ismail Mohamed Yusoff, who believes that there is a ―need for some monopoly,‖ says that Bernas is not ―in it‖ to make monopolistic profits, adding that should liberalisation happen, the price of rice is unlikely to come down by much – if at all. ―Contrary to popular belief, Bernas does not make monopolistic profits,‖ he tells the media during a briefing earlier this week. Citing data, Ismail says that Bernas‘ profit margins were minimal – between 0.4% and 1.8% over the past three years. ―Our return on equity (ROE) stood at 4.9% in 2017. ―This in comparison with fast-moving-consumer-goods companies such as in 2017 were also higher than us, about 12% and 9.4% respectively,‖ he says.

However, Ismail declined to comment on how liberalising the industry would impact Bernas‘ earnings. ―I cannot speculate how this will impact us,‖ he says, adding that Bernas still has the rights to manage the country‘s rice stockpiles for another two-and-a-half years. Bernas was granted a 10-year agreement extension approval from the Government in 2012 to conserve, maintain and manage the country‘s stockpiles of rice until January 2021.

Non-monopolistic benefits? Even if liberalisation takes place, Ismail says the new players coming into the industry may not be able to cope with the various responsibilities that Bernas had been tasked with all these years. ―The Single Gatekeeping Mechanism (which grants Bernas the monopoly) has been in place since 1974 and it works. ―It has allowed us to safeguard the paddy farmers and consumers alike. ―Paddy farmers in Malaysia are enjoying one of the highest paddy prices in the region; and at RM2.60 per kg, consumers are also enjoying the second lowest price of rice in the region.‖ Ismail says that since 1974, Bernas has maintained stability within the industry. ―Rice has always been available and prices have always been stable. ―Bernas has ensured stability to allow intermediaries (millers, wholesalers and retailers) to focus on their scope of work and not be concerned by global volatilities. ―The wholesalers are on a level playing field because they don‘t have to think about where to buy or what‘s the foreign exchange rate. ―We take care of the volatility so everyone can compete on a level playing field.‖ He says Bernas also functioned as a ―shock absorber‖ for the country in the case of a food crisis. ―Many people may not know that there was a world food crisis in 2008. ―This resulted in unprofitable imports for Bernas. ―Due to international price shocks, we continued to import despite making financial losses,‖ he says. Ismail adds that Bernas, over the years, had been in the spotlight due to misconception and inaccurate perception around its roles and responsibilities. ―This misconception is not because of a food crisis from mismanagement, or due to inefficiencies in safeguarding the industry.‖ Ismail points out that Bernas operates only 28 out of the 180 rice mills in the country, where between 650,000 tonnes and 800,000 tonnes of padi are imported annually. ―We have the cheapest price for rice with a bowl costing 26 sen. ―Even if we lowered it by just one sen, local farmers will be affected,‖ he says, adding that they supply some two million tonnes of padi. Last month, the government announced that it would be terminating Bernas‘ monopoly to import rice. Agriculture and Agro-based Industry Minister Salahuddin Ayub said a working paper on breaking up the monopoly would be drafted with feedback from both the ministry and other stakeholders before being submitted to the Government for further action. Salahuddin said the move would benefit consumers as they could choose the rice they want. He says the ministry, the National Agriculture Advisory Council and the corporate sector will sit together to come up with the ―best business model‖ on the country‘s rice import.

―Bernas will still import rice but other companies will be doing that as well,‖ he was quoted in a report last month, adding that liberalising the industry would reduce the risk of being too dependent on one party to import rice. Meanwhile, Ismail says liberalising the industry would not bring down the price of rice in the country. Will border closure boost fortunes of local rice? By Vincent A. Yusuf | Publish Date: Jul 7 2018 3:00AM One of the major problems confronting rice farmers and processors in the country is smuggling, particularly along Nigeria‘s land borders from Benin Republic up to Niger Republic. According to the Border Communities Development Agency, Nigeria shares international land borders with Benin Republic covering 773 Km, Niger Republic 1,497Km, Chad Republic 87 km and the Republic of Cameroon 1690 km. This stretches over a total land distance of approximately 3,053 km from the Gulf of Guinea to Lake Chad, Borno to Sokoto and Sokoto to Lagos. These thousands of square killometres of land is used as a conduit pipe for bringing into the country foreign goods or products that weakens the nation‘s agro economy. As part of measures to boost the already dampened morale of Nigerian farmers and processors, the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, recently announced drastic measure-to shut down the land boarders in order to stamp out smuggling activities. Chief Ogbeh while speaking on the subject a few days ago, said the country‘s neighbours were killing the nation‘s economy through their ports.

―As we speak, a neighbour of ours is importing more rice than China is importing. They don‘t eat parboiled rice, they eat white rice. They use their ports to try and damage our economy. I‘m telling you now in the next few days you are going to hear that the border has been shut, we are going to shut it to protect you and protect us. You will start seeing all sorts of negative things on the internet,‖ the minister said. Besides the economic war the neighbours are waging against Nigerian farmers, Chief Ogbeh also stated one other reason why the borders have to be closed. ―Let me tell you why we need to shut the borders, I grow rice, I was the first Nigerian to mill rice free of stones, if you plant rice in certain parcels of land, some poisonous materials gets into the rice. There are three kinds of water in their natural state; there is fresh water from the river, salt water from the sea, blackish water. If you go to the Delta in many countries, in South East Asia where they grow rice, if you plant rice in the same place like four to six years continuously, the quantum of acid begins to increase and acid causes cancer and that is what they are dumping on us,‖ he said. Ogbeh told Nigerians that the country had reduced rice import by 95 percent and increased the number of rice farmers from five to 13 million within the last two years. However, this is not the first time the federal government is banning rice import through land borders, it had done so two years ago, yet rice kept coming in while the Rice Farmers Association of Nigeria (RIFAN) and Rice Millers Association continue to visit the minister and customs, begging for action. Daily Trust reached out to some stakeholders to share their thoughts on the piece of news that may change their lives: Abdullahi Idris Zuru is the General Manager, Labana Rice Mill Ltd in Birni Kebbi, Kebbi State. He told our reporter that the action was overdue, stressing, ―You see in a country like this where we have land to cultivate, plant rice and we have farmers that are willing to produce this rice so that we have food self-sufficiency but sadly, the farmers produce, the processors processed, and now the processors are left with the rice in their warehouses. ―Like this year, I am telling you- you can check all over, not more than 50% of the farmers that did dry season farming went back to it this year. Now as a processor, you buy the rice, process it but you cannot sell. So how can you go back to the market and buy paddy rice? Even if the processors will buy, they will do so at lower prices.‖ He said many processors in the country still have processed rice in their warehouses, unable to sell. ―What I‘m saying in essence is this, now, we have about 12 exiting integrated rice mills in Nigeria and about 15 or more are coming up, some like Labana Rice Mill is expanding from 16 tonnes per house to 36 tonnes per hour. These are investments of people that are willing to support the government to produce enough rice for Nigerians,‖ he said. He stressed that though rice import has been officially banned, what smugglers are bringing in despite the ban is even more than what they were bringing in before the ban. ―Don‘t forget, this rice they are bringing, most of them have expired. So by the time you continue to allow them to bring in the rice, you are importing poverty into the country and exporting wealth to other countries because their farmers and processors are busy working, providing employment opportunities for their people whereas here in Nigeria, you are

discouraging farmers, discouraging processors from establishing new plants and consider the number of people that are employed by Rice millers believe that before taking this decision government was fully aware of the various ways smugglers bring rice to the country-through motorcycles, trailers, pickups, and even donkeys, in large quantities. Alhaji Aminu Goronyo, the National President of Rice Farmers Association of Nigeria (RIFAN), said the closure of land borders is a good thing not only to rice farmers but to all Nigerians. ―One, it will help us to stop eating diseases or cancer in the name of foreign rice that we import into the country. Two, the huge money that is been taken out of this country to these small countries that generate employments for them will be stopped. Also, the economy of the country will receive a boost because this huge money being taken out of the country unnecessarily will be kept in Nigeria for Nigerians to utilize and get employed,‖ he said. He said rice farmers throughout the country fully back the action of government as it would boost productivity. ―Is a welcome development, we support it, we are solidly behind it and we hope and pray that in the next few days, the economy of the country will completely change because the huge money is no more allowed to be taken to either India, Thailand or wherever in the name of importing foreign rice,‖ Goronyo said. ―Farmers believe that the Nigerian Customs Service would help stop this practice and we have high hope and confidence in the Customs with the present leadership. They have the capacity to do it. We also hope that in due course the bad eggs in the customs will be fished out,‖ he added. Loaded trucks, passenger buses and other vehicles often get stuck in the large potholes on the road, which connects Naogaon and Nachole upazila with Chapainawabganj town. Huge pressure of traffic, stagnant water and lack of proper maintenance by the authorities concerned are responsible for the awful condition of the busy road, said locals. Local traders also face problems in carrying goods by rickshaw vans and other vehicles through the road.

Traders of the area said there are many auto rice mills on both sides of the road. Movement of rice laden trucks creates large and small potholes that fill up with water even after a light shower, they added. Mohammad Rubel of Shahibag in the town and a driver of a rice mill said they also face serious problems in driving the rice-laden trucks on the road. Abdul Alim, a shop owner of Jamtala bazar, said they have been suffering for a long time due to awful state of the road. Roads and Highways Department (RHD) repaired the road on a temporary basis seven to eight months ago, but it did not last long he said. Mohammad Touhiduzzaman, a trader, said people, especially rice millers, are frustrated as the authorities concerned do not maintain the road properly. In Shibganj upazila, two kilometres of the Chapainawabganj-Sonamasjid highway near Sonamasjid land port is full of potholes, causing immense sufferings to the export-import businessmen and commuters. Traders of Sonamasjid land port have been suffering for the last one year due to the awful state of that section of the highway near the land port, said Ekramul Haque, secretary of C& F Agents Association of Sonamasjid land port. Chapainawabganj-Rajshahi and Chapainawabganj-Sonamasjid land port highways are okay, except for the two kilometre portion near Sonamasjid land port. Besides, regional roads are also not so bad. District RHD Executive Engineer AZD Farhan Daud said the road has become damaged as the rice mills discharge water directly on the road, but the water cannot flow out as there is no drain along the Bulonpur to Amnura road. Apparently, this has happened after the government's decision to raise import duty on rice to 28 percent from 2 percent. Although the decision was taken for the benefit of the farmers, it is the dishonest traders and millers who are taking advantage of the decision by making it an excuse for hiking rice prices. There is no logical reason for the recent increase in rice prices as according to various government and private estimates, currently there is adequate supply of rice in the country. The stocks of food grains at public warehouses have rather increased as our farmers had a good harvest in the last Aus, Aman and Boro seasons and the production of Boro is expected to exceed the government's target. In addition, 41.12 lakh tonnes of rice were imported during the last fiscal year, the highest in 30 years. Although the traders and importers are blaming the import

duty hike for the price increase, their claim does not have much ground as the prices of not only the imported rice but also of all the local varieties have gone up. Under these circumstances, the government must have a strong market monitoring mechanism in place so that the supply of rice remains smooth in the market and no artificial crisis is created by the hoarders. At the same time, the different government ministries concerned should work in coordination with each other to ensure a stable rice market. Action should be taken against the unscrupulous traders and importers who are increasing the price only to make more profit. Citing high temperatures and insufficient rains, Dhafer Abdalla, an adviser to Iraq‘s Ministry of Water Resources, told The Associated Press that the country has only enough water to irrigate half its farmland this summer. But farmers fault the government for failing to modernize how it manages water and irrigation, and they blame neighboring Turkey for stopping up the Tigris and Euphrates rivers behind dams it wants to keep building. The volume of water flowing in these two vital rivers — which together give Iraq its ancient name, Mesopotamia, the land between the rivers — fell by over 60 percent in two decades, according to a 2012 report by the U.N.‘s Food and Agriculture Organization. ―What‘s happened this year is a combination of low rainfall, low ground water, and the new dam that Turkey has built,‖ said Paul Schlunke, a senior emergency response coordinator for the FAO in Erbil. ―It means there‘s no water for the south (Iraq).‖

The orders against sowing rice, corn, and other crops this summer came as a shock to the towns and villages in the once fertile plains south of Baghdad, where the local economy depends on farming. Nationwide, one in five Iraqis works in agriculture. In Iraq‘s rice belt, the farmland is cracked and dry. ―I feel as though my very existence has been shaken,‖ said farmer Akeel Kamil as he surveyed his barren fields near the town of Mishkhab. His 100 dunams — about 25 acres — last year produced 150 tons of Anbar rice, a strain particular to Iraq that is prized for its gentle, floral aroma. This year, the pumps that would be flooding his fields with water are silent, and the irrigation canal that runs by his property is nearly empty. Flood irrigation has been used in the area for millennia, though FAO has warned of massive water wastage. It and other organizations are calling on the Iraqi government to revamp its approach to agriculture and promote more efficient methods including drip and spray irrigation. Iraq‘s Natural Resources Ministry protests it does not have the budget to do that. Farmers staged demonstrations against the moratorium. In one instance, they forced the closure of a levee along a branch of the Euphrates River to let the water levels rise for irrigation. India raises local rice purchase price by 13% to woo farmers India has raised the price at which the government will buy new-season common rice variety from domestic farmers by 13 percent, a minister said on Wednesday, as the state looks to woo millions of farmers ahead of general elections due early next year.India, one of the world‘s key producers of an array of farm commodities, announces support prices for more than 20 crops each year to set a benchmark. But state agencies buy only rice and wheat at those prices given a lack of financial resources, limiting the benefit of higher crop prices to only 7 percent of the country‘s farmers. The government had fixed last year‘s rice purchase price for the common variety at 1,550 rupees ($22.63) per 100 kilogrammes. Area sown to rice, the main kharif crop, has remained lower by 15 per cent at 67.25 lakh hectare (ha) so far in the 2018-19 season due to uneven distribution of rainfall.Not only rice, farmers have sown coarse cereals, pulses, oilseeds and cotton in less area as on today compared to the year-ago period.The planting of kharif (summer-sown) crops begin from June with the onset of southwest monsoon, which covered the entire country on June 29, two weeks earlier than the normal date. According to the latest sowing data released by the Agriculture Ministry, rice acreage lagged behind at 67.25 lakh hectare so far in the kharif 2018-19 season as against 79.08 lakh hectare in the year ago period. Less area of rice was reported from the states of Chhattisgarh (4.26 lakh ha), Uttar Pradesh (3.47 lakh ha), Punjab (2.77 lakh ha), Madhya Pradesh (1.60 lakh ha), Odisha (1.55 lakh ha),Haryana (1.03 lakh ha) and Manipur (1.03 lakh ha), among others."The lag in

Even planting of oilseeds remained sluggish as area was down by 13.42 per cent to 63.59 lakh hectare so far as against 73.45 lakh hectare in the same period last year.Soyabean acreage was down by 3.85 per cent to 51.64 lakh hectare when compared with 53.70 lakh hectare in the yearago. Among cash crops, cotton area was down by 24 per cent to 54.60 lakh hectare so far this kharif season as against 71.82 lakh hectare in the year-ago period. Over the last ten days, prices of all types of rice shot up by Tk 3 a kilogram at retail markets in the capital.Coarse rice, mostly consumed by low-income people, was sold for up to Tk 45 a kg yesterday, up from Tk 42 a week ago, according to the Trading Corporation of Bangladesh (TCB) data. The increase in rice prices comes at a time when farmers had a good harvest in Aus, Aman and Boro seasons in the last fiscal year. Besides, 41.12 lakh tonnes of rice were imported during the period, the highest in the last 30 years.On June 7, the government raised duty on rice import to

28 percent from 2 percent so that farmers get better prices of paddy.Bangladesh Bureau of Statistics (BBS) is yet to estimate the total production of rice in the just concluded Boro season. But overall production is expected to exceed the government target of 1.90 crore tonnes.Production in the previous Aus and Aman seasons also saw a rise, indicating that the overall production of the crops, including Boro, would be higher than 3.56 crore tonnes in the last fiscal year. The country had a supply of around 3.57 crore tonnes of rice in fiscal 2017-18 against the annual consumption requirement of 3.10 crore tonnes, according to estimates by the BBS and the food ministry.At the same time, stocks of foodgrain at public warehouses rose more than three times to 13.21 lakh tonnes on June 27, show food ministry data. Asked, Md Arifur Rahman Apu, director general of the Directorate General of Food, said there is no logical ground behind the price hike. ―Market has ample supply because of good Boro harvest and high imports.‖The DG said his office plans to begin open market sales of rice and flour in labour-intensive areas so that the poor can get the cereals at subsidised rates.Rice will be sold for Tk 30 a kg and flour for Tk 18 a kg, he added.Abdur Rashid Dewan, owner of Matin Rice Agency in Old Dhaka's Babubazar area, said prices of imported rice went up following the duty hike.Millers demand higher prices of rice on various excuses, including increase in duty on rice import, he added. Md Mayen Uddin Manik, a rice trader in the capital's Karwan Bazar market, also blamed importers and millers for the recent price hike.The domestic market registers an increase in rice prices at a time when prices of the grain are falling on the international market.For example, prices of Indian parboiled rice (5 percent broken) fell 2.5 percent to $355 a tonne in the third week of last month. Prices of the same category rice in Thailand and Pakistan also declined, according to the food ministry's Fortnightly Food Grain Outlook. Asked about the reason behind the price spike despite bumper production and huge import, KM Layek Ali, general secretary of Bangladesh Auto Major and Husking Mills Association, said, ―This is also my question ... where has all the rice gone?‖He said many seasonal traders got involved in rice trade after the government slashed import duty on rice to encourage import and curb price hike of the staple last year.―The government should monitor the market to see whether millers or others are increasing prices ... It is easy to shift the blame onto us since we process rice.―Only a few millers may have stocks of rice ... Most of them started buying rice from local market after the duty increase,‖ he added. Following the duty hike, rice import through Benapole, the country's biggest land port, dropped to 5,500 tonnes from 55,000 tonnes a month, reports our Benapole correspondent. MS-5, 90-day urgency K6, Venkatadri, Narayani, Easy diet are the new hybrid varieties that were developed by Satyanarayana after conducting several experiments on his four acre land. These seeds can sustain any environment conditions like heavy rains, different soil conditions, insects and many adverse conditions of environment.

He also developed new varieties of seeds called ‗Adhivarahalu‘ which grows and gives good yield within 100-days, Mahendri-5 which can be grown with minimum fertilisers, K-6 seeds which can withstand adverse environmental conditions. The World Bank governance specialist further noted the TRAIN will shore up revenues of up to PHP90 billion for the government until it "reaches a high-income country status". The tax collection will be allocated to healthcare, infrastructure and education. Lambino, citing a survey from the Social Weather Station, said the TRAIN has also lowered the self-poverty rate from 44 to 42 percent and a self-hunger rating from 16 to 10 percent. Implemented on Jan. 1, 2018, the first package of the TRAIN is one of six tax reform packages that is being eyed by the DOF. Lambino admitted the country needs "a better tax administration" but noted it should be done under a "tax policy reform", which has already started with the personal income tax in January. He bared the next tax reform, which will cover business incentives, encourages firms to contribute more to national development. Lambino said the DOF is planning to decrease the corporate income tax as 99.6 percent of businesses in the country are micro, small and medium enterprises (MSMEs)."Our corporate income tax rate -- which is the highest in ASEAN -- needs to be decreased. It hampers growth, despite the high foreign direct investments. MSMEs should benefit in this," he said.Lambino urged some businesses, who availed of the 6-13 percent tax

break for 20-40 years, to stop availing the incentives and let other companies tap it. The usual business tax is 30 percent. "Our incentives system is unruly since some companies could avail of them for 20-40 years," he noted.However, Lambino, a former International Rice Research Institute (IRRI) communication head, added there are deserving companies to incentivize such as those that invest in jobs in the countryside and those that bring in new technology. The rice transplanter machine was introduced in Japan by Kubota during the 1960s. It is specifically designed for transplanting rice seedlings in paddy fields. Farmers are required to drive the machine along a straight line to transplant the seedlings in rows. The rice planter comprised of three parts, namely the motor, running gear, and transplanter device. The transplanter consists of a seedling tray, seeding tray shifter, and pickup forks. India could reduce the water it uses for irrigation by a third and simultaneously address its persistent malnutrition problem, if it replaced its rice crop with more nutritious and less thirsty cereals, a study of irrigation-water use over 43 years has found.Of the cereals grown in India, rice consumes the most water per tonne of output while delivering the least nutrients–iron, zinc and protein–according to the study published in Science Advances, a global science journal. The suggested replacements for rice are maize, finger millet, pearl millet and sorghum, all of which consume less water per tonne and are more nutritious. In a first, scientists juxtaposed this potential water-saving from an alternative cropping pattern with the nutritional gains that would follow from growing more nutrient-dense and less water-intensive cereals.

While the common belief is that urbanisation and industrialisation are the reasons for the falling groundwater levels across India, over nine-tenths of groundwater is extracted for irrigation, IndiaSpend reported in November 2016.Roughly one-third (34%) of the 632 cubic kilometre (cu km) of water that India used to grow cereals in 2009 came from various irrigation sources, the new study said. Rainfall accounted for the rest. While India is food secure today, the new study showed that this achievement has come at the cost of water security, and has failed to substantially improve Indians‘ nutrition status, particularly iron and zinc sufficiency. Just over half (53%) of Indian women of reproductive age (15 to 49 years) were estimated to be anaemic–a result of iron deficiency–in the fourth National Family Health Survey of 2015-16, IndiaSpend reported in November 2017. More than a third of the Indian population is zinc-deprived, we reported in September 2017. Now it appears a solution is at hand to reverse these deficiencies while achieving water security and livelihood security for farmers. ―A massive win-win‖ is how Mihir Shah, economist, former member of the Planning Commission and co-founder of water and livelihood security initiative Samaj Pragati Sahayog, described the cropping change solution.
