TEHRAN, Dec. 26 (Xinhua) -- Recently major consignment of fruits from Pakistan to Kazakhstan has been transited through Iran which could open a new corridor for shipment of food items from Southeast Asia to markets as far as Russia, IRAN Daily reported on Tuesday.

The consignment that comprised 350 tons of tangerines was railed to Iran's southeastern city of Zahedan from Pakistan's Quetta and is on its way to the port city of Octave in Kazakhstan. It would be then loaded on ships to be transited to Russia, the report said.

In April, the first transit consignment from Quetta was sent to Octave through the same route. It comprised potatoes, mango, tangerine and rice, Press TV wrote.

Pakistan is expected to transit as much as one million tons of goods through Zahedan-Quetta railway every year, Majid Arjoni, the director general for Iran's Southeast Railway Department, said.

The railway is 650 kilometers long and it takes almost 33 hours for trains to travel between the two cities.

Iran hopes to use rail track for the transit of goods from its southeastern port of Chabahar to Central Asia and Europe in what would eventually become a major East-West corridor.

The project to develop Shahid Beheshti Port in Chabahar started in 2007 through investment of one billion U.S. dollars and President Hassan Rouhani inaugurated the port project early this month.

According to the report, the annual cargo tonnage of the port is currently almost as high as 8.5 million tons.

It can also accommodate 100,000-tonne ships, what officials say can help promote the country's international trade activities.

His remarks came in the wake of comments by lead presenter J. Yanqui Zaza who singled out the World Bank and the International Monetary Fund(IMF) for criticism.

He described them as profit seeking institutions whose Structural Adjustment policies are adverse to the interests of developing nations seeking to raise the living standards of their people.

He said the World Bank/IMF Structural Adjustment policies that are usually imposed on developing nations tend more to increase poverty rather than fight it as proclaimed in its mantra.

But Minister Attah’s call for a new development model suggests that the current development model based on World Bank/IMF policy prescriptions has not succeeded in lifting the Liberian people out of poverty.

He proposed, as remedial policy options to address the current economic downturn, a slash in recurrent expenditure by reducing employment, cutting public spending, except for health and education, and reducing all extra-budgetary expenditures.

As the way forward for Liberia, Minister Attah singled out Agriculture as the key to the country’s economic revival and development. It remains unclear, though, whether this view is shared by policymakers across the board including the National Legislature since Agriculture, over the last 12 years, has accounted for not more than a mere 2 percent of the country’s annual budget.

The Government of Liberia had proposed a US$0.25 tax imposition on petroleum imports to be allocated to a road tax fund intended to support the maintenance of the country’s road network.

However, the Legislature was of the view that the proposed tax was leading to increased hardships on ordinary Liberians and therefore recommended its immediate suspension.

Since the suspension of the tax scheme, the GOL has faced difficulty in meeting its revenue projections. According to the head of the LRA, Alfreda Stewart Tamba, the forestry sector posed another risk to the budget because of existing and pending MOUs between GOL and actors in this sector waiving taxes deemed payable to Government.

Commissioner Tamba also disclosed that a US$6.1 million waiver on rice imports, considered an essential commodity, has also had a dampening effect on revenue collection. Prices Of Local Rice To Fall To N6,500 In 2018 Alhaji Aminu Goronyo, the National President, Rice Farmers Association (RIFAN), has assured Nigerians that the market prices of locally produced rice will soon crash.

Goronyo revealed in Abuja on Wednesday that the price a 50kg-bag of locally produced rice would plummet from N18,000 to between N6,500 and N7,000 by April 2018.

He said that the price-reduction plans would be achieved under a joint programme of RIFAN and the Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria (CBN), which would be launched in Abuja on January 13, 2018.

Goronyo said that 12 million rice farmers in the country would benefit from the one-year partnership, adding, however, that 300,000 rice farmers from 20 states would be supported at the beginning of the programme in January.

He said that under the new initiative, the CBN had modified the programme to facilitate its direct relations with RIFAN so as to ensure timely disbursement and full repayment of loans, unlike what obtained in the past.

He said that the new initiative would double the achievements of the earlier edition of ABP, which was launched on Nov. 17, 2015 in Kebbi, with a target to produce additional 2.5 million tonnes of paddy rice.

He said that in 2015, Nigerians spent not less than N1 billion daily on rice consumption, adding that while the spending had reduced drastically, rice consumption had increased significantly because of the increase in local production of rice.

Goronyo said that the available statistics indicated that the rice consumption rate in the country now had increased from 7.9 million tonnes to over 8 million tonnes, while the volume of rice production had increased from 5.8 million tonnes to 6.9 million tonnes per annum.

HYDERABAD: For the first time in the last two decades, millers have returned near-100 per cent custom milled rice (CMR) to the state government for the 2017 Rabi season.

The millers were given November 30 as the deadline to give back custom milled rice. Officials said earlier, the millers used to divert a major portion of CMR to the open market as a result of which the state was forced to buy rice at 25 per kg from the open market and supply it at a subsidised Rs 1 per kg to the poor through the public distribution system. This used to result in a huge financial burden on the state exchequer.

"Booking of criminal cases, stopping paddy supplies to millers who have not returned the total CMR to the government, black-listing of millers and series of meetings with them did the trick, said an official giving the credit to civil supplies commissioner C V Anand for saving 100 crore by not only ensuring 100 per cent CMR is given back to the government but also collecting over 400 crore arrears from the millers.

Daily Global, Regional and Local Rice E-Newsletter Govt procured 15.8 lakh MT of paddy, millers returned 7.16 lakh MT Setting a record of sorts, the Civil Supplies Department has successfully collected the full quota of custom-milled rice (CMR) from millers during last season of kharif and rabi in 2016-17.

The Department ensured submission of 99.99% of CMR during kharif while it was 99.98% during Rabi. In the process, the department saved â‚š64 crore to the Government ex-chequer. According to Civil Supplies Commissioner C.V. Anand, the feat could be achieved by putting in place a specific policy for custom-milled rice which ensured that there was no scope for any irregularities.

In the normal course, the Department would procure paddy from farmers that would be allotted to millers for milling. The CMR would then be supplied to the beneficiaries through public distribution system. While it was the practice for the millers to return 68 kg of boiled rice for every quintal of rice allotted to them, this was never followed as the millers reportedly diverted the allotted quantity for other purposes.

The Department, however, ensured that there was no diversion of the allotted paddy/rice by the millers. As a result, it recorded submission of 25.26 lakh metric tonnes of rice against the 37.2 lakh metric tonne allotted to millers during Rabi marking 99.98% while millers returned 11.04 lakh metric tonnes of rice for 16.48 lakh metric tonnes paddy allotted to them during kharif season.

The Government had procured 15.8 lakh metric tonnes of paddy during the current season and allotted it to millers. Millers returned 7.16 lakh metric tonne rice of the estimated 10.59 lakh metric tonnes so far. Mr. Anand recalled that the Department used to spend close to â‚š25 a kg for procurement of rice for supplying it through PDS as the millers did not return the specified quantity of rice. This resulted in huge expenditure for the Department as it was supplying rice at â‚š1 a kg to eligible beneficiaries.

The Vice-Chancellor stressed on the need to fill up the productivity gaps in the various crops, in particular, rice through which it provides additional income to the farmers.

He said the PJTSAU is ready to join hands for mutual cooperation to support the farming community in the South-Asian region. Rao also invited the international panel members to join the university as experts in their interested fields to help the Telangana State as well as students of the university to achieve the vision of making the university as an international university. The Vice-Chancellor also lauded the IRRI for extending support in capacity building training for the faculty and students and also helping in the supply of Rice Germplasm to the university.

Dr Nafees Meah, IRRI, South Asia Representative spoke about the strategies adopted by the IRRI to strengthen the social science research in the region.

The participants highlighted the need for an effective collaboration between biological sciences and social sciences.

Thailand Rice Exports to Cross a Record 11 Mln T in 2017 Bangkok. Thailand expects to export more than 11 million tonnes of rice in 2017, the country's rice export association said on Wednesday (27/12), a record high for the world's second-biggest exporter of the grain. "This year it should be 11.2 million tonnes because right now the commerce ministry's figures for January to November are at 10.4 million tonnes already and for December it will definitely ... be around 700,000 to 800,000 tonnes," Chookiat Ophaswongse, honorary president of the Thai Rice Exporters Association, told Reuters on Wednesday. Thai rice prices were also in line with that of competitors, he said, which helped exports in 2017.

Fukuoka, on Japan’s southern island of Kyushu, is expanding production of a locally-developed variety of grain known as Ra-Mugi that’s designed to be perfect for tonkotsu ramen: a dish of cloudy white pork broth, with noodles and slices of pork that originates in the region.

Vietnam 2017 coffee exports estimated down 20.1 pct y/y, rice up 21.9 pct HANOI, Dec 27 (Reuters) - Vietnam’s coffee exports for 2017 are estimated to have fallen 20.1 percent from the previous year, while rice shipments have risen 21.9 percent, the government said on Wednesday.

COFFEE Coffee exports from Vietnam will drop an estimated 20.1 percent in 2017 from a year ago to 1.4 million tonnes, equal to 23.3 million 60-kg bags, the General Statistics Office said in a report on Wednesday.

Coffee export revenue will fall 3.7 percent annually to $3.2 billion, the report also said.

December shipments of beans from Vietnam, the world’s largest robusta producer, are estimated at 140,000 tonnes, up from November’s exports of 100,400 tonnes, the report said.

She said the scheme is due to kick off in 2018 as a pilot project to raise the export volume of premium-grade rice by around 200,000 tonnes within six months to one year.

Premium-grade Thai rice includes hom mali, or fragrant rice, and coloured rice such as violethued riceberry, which is known for its specific health benefits, said Ms Chutima.

"We aim to penetrate new markets with premium-grade rice. The ministry will start the campaign in focused markets, introducing major premium-grade rice brands to large importers," she said.

After experiencing a sharp fall in exports after the Yingluck government's rice pledging scheme a few years ago, the Thai rice market is starting to recover. Thailand is one of the world's top three exporters, with annual shipments of 9-10 million tonnes. Of the total annual exports, 70% is commodity-grade and the rest is hom mali, while some special grades such as riceberry make up a very small amount.

Ms Chutima said the ministry will work with the Agriculture Ministry to prepare plantation areas to help control production and avoid oversupply, as well as create new marketing channels and campaigns to promote Thai rice abroad.

Modernisation moves The margins will still remain stressed, and the trend is likely to prompt the mills to put on hold investments on modernisation, industry sources said.

Further, the sector being labour-intensive, the mill owners are looking for support from the government with the welfare of rural economy in mind. The National President, Rice Farmers Association, Alhaji Aminu Goronyo, has assured Nigerians that the market prices of locally produced rice will soon crash.Goronyo said in Abuja on Wednesday that the price of a 50kg bag of locally produced rice would plummet from N18,000 to between N6,500 and N7000 by April 2018.

He said that the price-reduction plans would be achieved under a joint programme of RIFAN and the Anchor Borrowers Programme of the Central Bank of Nigeria, which would be launched in Abuja on Jan. 13, 2018.

Goronyo said that 12 million rice farmers in the country would benefit from the one-year partnership, adding, however, that 300,000 rice farmers from 20 states would be supported at the beginning of the programme in January.He said that under the new initiative, the CBN had modified the programme to facilitate its direct relations with RIFAN so as to ensure timely disbursement and full repayment of loans, unlike what obtained in the past.

He said that the new initiative would double the achievements of the earlier edition of ABP, which was launched on Nov. 17, 2015 in Kebbi, with a target to produce additional 2.5 million tonnes of paddy rice.

He said that in 2015, Nigerians spent not less than N1bn daily on rice consumption, adding that while the spending had reduced drastically, rice consumption had increased significantly because of the increase in local production of rice.Goronyo said that the available statistics indicated that the rice consumption rate in the country now had increased from 7.9 million tonnes to over 8 million tonnes, while the volume of rice production had increased from 5.8 million tonnes to 6.9 million tonnes per annum.
