By Emily Woodall JONESBORO, AR -- The Arkansas Rice Council and Arkansas Rice Farmers held their annual meeting and trade show yesterday here at the First National Bank Arena. During the program, USA Rice President & CEO Betsy Ward spoke about USA Rice efforts on behalf of the industry, keynote speaker Governor Asa Hutchinson spoke about his support and plans for Arkansas agriculture, and a panel discussed agricultural crop burning.

Ward's presentation outlined USA Rice promotion efforts on behalf of U.S.-grown rice and included Lonsdale native Jessa Goodeaux's award-winning National Rice Month scholarship video, as well as a clip from Sara's Weeknight Meals, a cooking show featuring TV Chef Sara Moulton and an episode filmed in Arkansas that featured rice farmer Eric Vaught and his family from Hickory Ridge.

Ward also showcased the organization's legislative advocacy efforts as she reported on last week's Government Affairs Conference that brought USA Rice members representing all

segments of the industry together with every member of Congress who sits on the House and Senate Agriculture Committees as well as administration officials to discuss the upcoming Farm Bill, trade, and other regulatory issues.

During his speech Governor Hutchinson stated, "Arkansas exports over 40 percent of our rice to Mexico and Canada. The President understands the importance of these markets and I will continue to reinforce the significance of these markets and all international markets to our state's agriculture industry."Arkansas Agriculture Department officials including Secretary Wes Ward, Communications Director Adriane Barnes, County Forester Bryan Aday, and Arkansas Rice Federation Chairman Jeff Rutledge participated in a panel talking about the recently adopted voluntary smoke management guidelines. A task force was formed last fall to revise a model already in place by the Arkansas Prescribed Fire Governor Asa Hutchinson and USA Rice's Betsy Ward Council's for forest landowners, and private, state, and federal forestry agencies, and companies. The group developed a reporting process to the Arkansas Agriculture Department Dispatch Center as part of voluntary smoke management guidelines and discussed potential regulations imposed on farmers after next year's regular session if the guidelines are not voluntarily adopted. "Field burning is part of a complete crop management strategy and our growers want to ensure the continued quality of the airshed their families and neighbors breathe," said Rutledge. "Our discussions here helped increase awareness and education among the industry regarding voluntary smoke management guidelines."

Scientists and Yolo County farmers using rice fields to grow food for endangered fish

The winter-run Chinook salmon population continues to hover around historic lows in the Sacramento River, but Sacramento Valley farmers are working together with scientists to grow fish food on their rice fields in hopes of reversing this troubling trend.Scientists involved in the project highlighted plans and recent achievements Monday at Davis Ranches in Colusa as part of the annual “Bird Day” event, which celebrates efforts to provide habitat for native wildlife in concert with active rice-growing.While farmers have been working for decades to aid bird populations, a new “Fins and Feathers” program is now working to create salmon habitat and fish food on these same farm fields. The project — Fish Food on Floodplain Farm Fields — is a partnership among the UC Davis Center for Watershed Sciences, Cal Trout, California rice farmers and water suppliers in Northern and Southern California. The group is using existing fields to “grow” tons of bugs that fish like salmon love to devour.

“We like to think of these bugs in the water as floating fillet for the salmon,” said Cal Trout senior scientist Jacob Katz. “The fatter these little fish get from the bugs produced on rice fields, the better chance they have to survive the treacherous journey to the ocean and come back to the Sacramento Valley in three or four years as big adults.”

In just its second year, the program is already yielding results that reveal great potential for increasing the amount of food available to fish populations, including endangered salmon and smelt.

“The amount of zooplankton and invertebrates (fish food) produced on the rice fields has far exceeded our expectations,” said Carson Jeffres, a researcher with the Center for Watershed

Sciences. “We have great hope that this project will serve as a model that can be implemented at a larger scale in the near future.”

This is the latest effort tied to the Sacramento Valley Salmon Recovery Program, a collaborative effort of farmers, fisherman, conservationists, government agencies and water suppliers that aims to reverse the population decline of the winter-run Chinook salmon.

Recent surveys are startling, revealing that fewer than 2,000 fish are making the journey each winter from the San Francisco Bay to the upper channels of the Sacramento River. In the mid1970s, those numbers totaled more than 25,000.

This isn’t the first time farmers in the Sacramento Valley have stepped up to implement largescale conservation measures for wildlife. Starting the 1990s, farms like Davis Ranches and River Garden Farms in Knights Landing began working with bird conservation groups and government agencies to make their fields friendlier to ducks and geese.

That program, which saw farmers managing their lands to create winter wetland habitat by reflooding their rice fields in fall and winter, helped fuel a recovery in native and migratory bird populations. Now, farmers are finding another use for their fields — feeding salmon.

“Fish food is made on the floodplain,” Katz said. “These farmers are essentially reconnecting this critical wetland energy source to the river channels where fish can make use of it.”

Added Roger Cornwell, manager of River Garden Farms, “By borrowing water from the river for a few weeks, and spreading it out over our fields, we are mimicking how water used to flow through the natural floodplain wetlands that once covered the valley floor. When we return the water to the river, it’s supercharged full of fish food.”

As shallow water sits in agricultural fields, microbes start to breakdown the plants that grew during the previous summer. These broad, shallow puddles also allow algae to flourish. Both the algae and the decomposing plant matter feed the bugs that are a primary food source for fish.

This effort is crucial because modern development has turned rivers into food deserts for fish.

Since European settlement more than 95 percent of the Central valley’s historic floodplains have been cut off from the river by levees. Today, Central Valley rivers are too swift and deep to create the natural flow patterns that are conducive to producing food for fish.“We all agree that fish need water. This project acknowledges that they also have to eat,” Katz said.

[OPINION] Markets vs Duterte: Where do we draw the line?

You may not realize it yet, but there is a growing list of markets and economic activities in which President Duterte and his allies want to intervene.

From rice, irrigation, airlines, ride-hailing, media, telecom, fireworks, five-six, public bidding, tourism, mining, contractualization, overseas employment, illegal drugs, higher education, housing, pensions, and incomes – Duterte wants to exercise varying degrees of control over them all.

Although markets are generally good in organizing economic activity, they also occasionally “fail” – as in the case of monopolies, congestion, and disinformation.

In such cases, some form of government intervention might be justified. But economists are usually skeptical of this because some sort of failure by government itself is almost always bound to happen.

In this 3-part series we explore Duterte’s market interventions so far, which can be categorized into:

1. Threats, harassments, or extortions of specific firms or sectors 2. Blanket bans on certain goods and services 3. Populist promises of “free” or cheap goods and services

You will see that, no matter how well-intentioned, these policies by Duterte are undeniably heavy-handed and symptomatic of his authoritarian tendencies. In addition, many of them are likely to worsen market outcomes than improve them.

I. Threats, harassments, extortions Too often Duterte’s brand of regulation involves bullying the private sector: threatening, harassing, or extorting specific firms or sectors.

1) Rice In response to “greedy” traders and the recent shortage of NFA (National Food Authority) rice, agriculture Secretary Manny Piñol boldly said he wanted to “take rice business out of private hands and give it to the government.” He also threatened to file economic sabotage cases against private traders.

He’s forgetting that rice is already heavily controlled by government. By law the NFA has a monopoly on rice importation. In recent decades it has allowed some degree of importation by the private sector, but not exceeding a fixed limit or quota per year.

Economists have long blamed the government quota on rice imports (and NFA’s monopoly status) as the primary reason for our high rice prices and susceptibility to supply shocks.

Proposals to remove this quota (and abolish the NFA altogether) have long been on the table, yet Duterte has failed to act. He even angrily fired an agriculture undersecretary on the (misplaced) assumption that she wanted to allow more rice imports.

This aversion to importation by the private sector is unfortunate: it could reduce rice prices and help temper the impact of the new tax reform law (TRAIN) on inflation.

Thus, contrary to Piñol’s view, it is the government – not the private sector – that is at fault here.

2) Airlines House Speaker Pantaleon Alvarez recently railed against Cebu Pacific over various issues, such as supposedly long queues, flight delays, and a “refusal” to use airport tubes.

Alvarez ordered Cebu Pacific to fix these issues within 45 days and migrate its domestic flights out of NAIA 3, on pain of a canceled congressional franchise.

Over the years Cebu Pacific, along with other airlines, has effectively promoted tourism and democratized air travel with its affordable rates. NAIA 3, despite its shortcomings, is also arguably the best of our airports.

Denying people’s access to both these services will just spell innumerable and needless inconveniences for air travelers. How could such a thought even cross the Speaker’s mind?

This is not the first time this government has attacked specific airlines. Last year Duterte himself threatenedPhilippine Airlines (PAL) with closure of NAIA Terminal 2 (which PAL uses exclusively) if it failed to pay its multibillion-peso government debts. In the process, Duterte even accused PAL owner Lucio Tan of funding “destabilization” efforts.

Such bullying seems to have worked: last November PAL gave in and paid P6 billion.

3) Ride-hailing Government is also hot on the heels of ride-hailing services Uber and Grab.

The LTFRB recently capped the number of ride-hailing vehicles at 66,750, up from 45,700 last month.

Last year, the LTFRB also stopped the processing of new franchise applications, demanded P190 million to lift Uber’s suspension, and made a show of “losing” Uber and Grab’s accreditation papers in their office. Today, lawmakers are pushing a law that would eventually require Uber and Grab to get congressional franchises before operating.

Uber’s algorithms, which allow supply and demand to meet 24/7, are designed to make hailing fast and easy.

But the government’s incessant meddling in their operations – some say to protect vested interests in the taxi industry – has made hailing slow and painful. Waiting times have doubled or tripled in recent months, and vehicles now come from farther afield than before.

Although caps could arguably abate road congestion, chipping away at the convenience of Uber and Grab’s services – at a time when public commuting is arduous (even dangerous) – is nearly a malevolent act.

4) Media True malevolence has been manifest in Duterte’s constant threats to media outfits like the Philippine Daily Inquirer, Rappler, and ABS-CBN. Back in April, he threatened to block the renewal of ABS-CBN’s congressional franchise because of allegedly unaired political ads.

After hurling several accusations – including “economic sabotage” and “swindling” – Duterte also pressured(successfully) the owners of the Inquirer to sell their majority shares to Ramon Ang, Duterte’s friend and major campaign donor.

Most blatant, however, is Duterte’s continuing attack on Rappler. It started in his 2017 SONA and led to the Securities and Exchange Commission’s revocation of Rappler’s registration in January.

Malacañang has also recently resorted to media censorship: for example, Rappler’s Palace correspondent, Pia Ranada, was suddenly prohibited from covering the President inside Malacañang.

Any democracy is founded on a free marketplace of ideas, and this includes a free and independent press. Duterte’s incessant attacks on media outfits is no ordinary attack on business: it is a direct assault on one of the pillars of our democracy.

5) Telecom To break the telecom duopoly between Globe and PLDT-Smart, Duterte himself is aggressively pushing for the entry of a third player, preferably one from China.

He wants operations to start as early as the first quarter of 2018, and even warned the courts not to “interfere” or “prolong” the process.

Although we do need more competition in this sector – to whip the existing duopoly into providing cheaper and faster services – so many questions remain unanswered:

Does the third player really have to be Chinese? How does this fit in Duterte’s overall pivot to China? What threats could a Chinese player pose to our national security? What special interests are at play? Why is Duterte personally rushing this?

Duterte’s threats have also not spared this sector. At no cost to the government, PLDT recently surrendered some of its radio frequencies, which Duterte plans to hand to the incoming third player. But this came after Duterte threatened to send over auditors and look into PLDT’s books.

When a dictator intervenes in markets Sometimes government does need to intervene in markets (as in encouraging competition in the telecom sector).

But a lot of Duterte’s market interventions so far seem to stem not from a well-informed or genuine desire to correct so-called “market failures,” but from an urge to brandish the awesome powers of the state whichever way possible – even if it means constantly threatening, harassing, or extorting the private sector.

This brand of regulation is deviant and disturbing, but not remotely surprising: it is but symptomatic of Duterte’s nature as a bully and dictator, to which he has already confessed.

But bulldozing the private sector this way could come at the cost of worse market outcomes for our people: rice could be more expensive, air travel more inconvenient, ride-hailing more inaccessible, media less independent, and telecom less secure.

Which firms or sectors will the Duterte government threaten, harass, or extort next? Are they aware of the economic costs of their bully tactics? NFA warns government rice stock gone by April

The National Food Authority (NFA) will ask the NFA Council (NFAC) to reconsider its earlier decision to set the arrival of rice imports in June, as it warned that the government’s stockpile could be wiped out by April.

NFA Administrator Jason L.Y. Aquino also urged lawmakers to convince President Duterte to reschedule the arrival of rice imports before April during the hearing on the food agency’s rice stock conducted by the House of Representatives’s Committee on Agriculture and Food.

“To address this NFA crisis, I would recommend to this body to make an appeal to the President.

After all, it is the President who approved the importation of 250,000 metric tons [MT] of rice,” Aquino said at the hearing on February 20. “Immediate importation is the only immediate solution [to address this problem].”

Aquino’s special assistant, lawyer Rachel Miguel, told the BusinessMirror that the NFA would file a request for reconsideration to the NFAC within the week.

“The memorandum is being drafted and, within this week, it will be submitted to the Council.

[The ideal time for the arrival of imports] definitely would be before April.”

He revealed that the current stockpile of the NFA, which stands at around 1.1 million 50kilogram bags, equivalent to 56,100 MT, would be depleted as early as end-March. The volume would last for only 1.7 days.

Aquino said the NFA has further slashed its rice distribution to conserve its dwindling stockpile.

“In about 31 to 32 days, the NFA’s rice stock would be gone. By April to May, the NFA will not have rice anymore, as the NFAC allowed imports to arrive in June.”

Party-list Rep. Jose T. Panganiban Jr. of Anac-IP, committee chairman, questioned the NFAC members present during the hearing regarding the timing of the arrival of rice imports. “Why should the imports arrive by June, and not March or April? What kind of policy does the NFA Council have?” Panganiban appealed to the NFAC to reschedule the arrival of rice imports. He said he would write a letter to Cabinet Secretary Leoncio B. Evasco Jr., who chairs the NFAC, to formalize his appeal.

“The price of commercial rice would certainly increase further after [the NFA] admitted that, by April, there will be no more NFA rice. That’s the concern, that’s really the issue here,” he said.

Agriculture Secretary Emmanuel F. Piñol, who also attended the hearing, said he does not oppose the idea of allowing rice imports to arrive during the harvest season.

“Even if farmers are already harvesting rice, the Department of Agriculture [DA] will not oppose the importation of the NFA because of the situation right now. It will not affect the farm-gate prices of palay,” Piñol said.

Piñol also said the importation of rice should be undertaken only by the NFA to stabilize prices and ensure the country’s food security. “It is always my position, our intention, that importing rice to provide Filipinos with rice at affordable price and to stabilize price in the market should be controlled by government.” Last week the NFAC approved the importation of 250,000 MT of rice to beef up the food agency’s depleted stockpile, after President Duterte gave his go signal.

Aquino, however, assured that there is no rice shortage in the country, as the total national ricestock inventory stood at around 2.242 million MT, which would last for 71 days.

The panel chaired by Panganiban also approved a motion to summon in its next hearing 13 rice traders allegedly involved in manipulating rice prices in Metro Manila.

During the committee hearing on the status of the country’s rice supply, Rep. Manuel Luis T. Lopez of the First District of Manila raised the motion to invite 13 rice traders located along Dagupan Street in Tondo, Manila. Iraq makes no purchases yet in 30,000 T rice tender- trade Iraq's state grains board is still considering offers for its international tender to buy at least 30,000 tonnes of rice.

Another offer for 40,000 tonnes of Thai rice was made at $474.50 a tonne c&f free out.

One offer was made for 30,000 tonnes of rice from the United States at $739 a tonne c&f free out.Argentine rice was offered at $565 and $595 a tonne free out, each for 30,000 tonnes.

Rice from Uruguay was offered at $590 c&f free out by two separate trading houses, both offering 30,000 tonnes and two offers of 30,000 tonnes of rice from Paraguay were offered at $570 and $572 a tonne c&f free out.Two offers were made for Indian rice at $560 and $565 a tonne c&f free out each for 40,000 tonnes.

Volumes in Iraq's tenders are nominal and the country can buy more than requested in the tender.In its last reported tender Jan. 7, Iraq purchased around 30,000 tonnes from Argentina.

Agreement allows Filipino farmers to plant rice in PNG 19.02.2018

| UkrAgroConsult An agreement with the Papua New Guinea government allowing Filipino rice farmers to plant rice in the 46-million hectare nation with a population of only 8 million will improve the rice industry in the Philippines, according to Department of Agriculture (DA) Secretary Emmanuel Piñol.“The proposed project will not only ensure the Philippines of stable rice supply but will also employ thousands of rice farmers and agriculture graduates from the Philippines,” Piñol said.

In a bilateral meeting with PNG Prime Minister Peter O’Neill, President Rodrigo Duterte officially informed PNG officials that he will dispatch an agriculture delegation that Piñol will head to establish stronger agricultural and fisheries cooperation between the two countries.

President Duterte will visit PNG in November to attend the APEC Summit and witness a harvest in a rice demonstration farm.Initially, a team of 22 farmers will fly to PNG next month to start the development of a 100-hectare rice demonstration farm within a Seventh Day Adventist College compound in Port Moresby.

Most of the farmers in the first group are Ilocanos and Ilonggos from North Cotabato who will receive an initial salary of P25,000 per month from a private company who will engage them.In line with the project, Piñol asked the International Rice Research Institute to set up a satellite office in PNG and recommended to the PNG government to set up an office, which will serve as the sole administrator for buying rice from local farmers and for setting prices.

According to Piñol, this will be the third engagement between the Department of Agriculture of the Philippines and the Ministry of Agriculture and Fisheries of PNG after a bilateral meeting between Duterte and O’Neil during the APEC Summit in Vietnam last year.In initial discussions, the proposed bilateral agreement involves allowing Filipino companies to lease PNG lands to plant rice to supply the national requirement of the country estimated to be 400,000 metric tons.

Any excess production could be shipped back to the Philippines as PNG rice exports or could be exported to other countries in the South Pacific that have already manifested their interest to buy PNG-produced rice.“I told President Duterte that even if the Philippines will achieve rice sufficiency by 2020 as projected by the DA, population growth will overtake the capacity to produce rice because of limited irrigated farm lands,” Pinol said.

“The President was briefed that to prepare for the future, the Philippines must consider outsourcing its rice supply rather than rely on imports from Vietnam, Thailand, Pakistan, Cambodia and other countries,” he added.Because of the very close relationship between the two countries and the presence of Filipino investors in the area, including processing and canning of tuna, it was decided, after consultations with top officials of the DA, that PNG is the more ideal country for the rice outsourcing program.

The DA said it is enthusiastic to establish a rice model farm equipped with modern farming technology in PNG to really help develop the country’s rice industry.Papua New Guinea is a country with 46 million hectares of arable land with only an eight million population and imports about 300,000-400,000 metric tons of rice every year, mostly from Australia.

Nigerian Govt Urged To Encourage Local Rice Producers Bags of Rice

The Nigeria Renascent Group, a pressure Group on Food Security and Food Self-sufficiency, on Tuesday urged the Federal Government to encourage local rice producers to boost their production.Its Acting Secretary, Mr Abdulrasaq Lawal, gave this advice in an interview with the News Agency of Nigeria (NAN) in Lagos.

According to him, the massive smuggling of rice into the country is constantly threatening local rice production.“The Federal Government should embark on aggressive clampdown on smuggling of imported rice into the country.

“There is so much uncertainty and cloudiness in rice industry because the government has failed to check the smuggling of rice into the country through the borders.“This is preventing massive investments by private sector in the backward integration scheme of the government in producing our own local rice,’’ he said.Lawal said that the implication of continued smuggling of foreign rice through the boarders was that only few individuals and private firms would be involved in massive production of local rice.

He said even at that they would not be producing at full capacity to saturate the market and bring down the price of the local rice.Lawal said without producing at full capacity the prices of local rice would be higher or the same as foreign rice in the markets.He said that the limited quantity in the market would only be bought by those who knew the nutritional value of eating local rice.Lawal said majority of the population, especially the urban poor, would be denied the nutritional nourishment benefits of consuming local rice.

Non-basmati shipments up 40% in April-December; may top 8 million tonnes for 2017-18

BENGALURU, FEBRUARY 20 Strong demand from neighbours Bangladesh and Sri Lanka, and steady off-take from traditional buyers in Africa has led to a surge in the country’s non-basmati rice exports, which are likely to rise to new highs this financial year.

Besides, the depleted stock levels in Thailand — a major exporter — has helped India gain and consolidate its share in the global market, trade sources said.

Shipments soar 40% For the first nine months of the current fiscal, the non-basmati exports have registered a growth of 40 per cent in volumes at 63.38 lakh tonnes (lt) and 46 per cent increase in value terms at ₹16,803 crore over corresponding period last year.

Non-basmati rice shipments, after reaching a record 82.74 lt in 2014-15, had dropped in the subsequent year to around 64.64 lt. However, over the past couple of years, the Indian shipments have staged a rebound. Steady growth in domestic output of over 100 million tonnes annually, has resulted in a surplus aiding the shipment trend since 2011-12, when the exports curbs were removed.

Output, stocks For the current 2017-18 year, the government is targeting a rice production of 108.5 mt , marginally lower than the fourth advance estimates of 110.15 mt during 2016-17. Rice stocks with the Food Corporation of India stood at 198.93 lt as on February 1 this year against 170.28 lt in the corresponding period last year.

Similarly, the unmilled paddy stocks in the Central pool stood at 210 lt as on February 1 this year (183.14 lt).

“The liquidation of old stocks by Thailand has led to the increased demand for Indian white rice.

As a result, we expect the shipments to be over 8 million tonnes this year,” said BV Krishna Rao, President of the Rice Exporters Association. Further, the decline in Thai rice stocks has led to a firming trend in prices, resulting in better realisation for the Indian exporters.

Prices have moved up by around $100 per tonne as compared to a year ago, Rao said. The average prices realised by the Indian exporters stood at $411 per tonne for April-December this year, as against last year’s $378 per tonne.

Bangladesh buying Bangladesh, which bought aggressively during April-October period, has slowed down a bit in the past three months with the arrival of domestic crop. Rao estimates that Bangladesh could have bought up to 2 million tonnes of rice, while close to a million tonnes would have been purchased by Sri Lanka, while demand has been steady from African nations.

“The average exports during January-March period over the past five years stood at around 1.84 million tonnes. Assuming this is achieved this year too, the total exports would be over 8 million tonnes. Sandiganbayan drops Arthur Yap as co-accused in ex-solon’s pork case Published February 20, 2018 1:25pm

By JOSEPH TRISTAN ROXAS, GMA News The Sandiganbayan on Tuesday dropped Bohol 3rd District Representative Arthur Yap as a coaccused in the pork barrel scam case of former Nueva Ecija representative Rodolfo Antonino.

In a nine-page resolution, the Special Sixth Division granted the omnibus motion of Yap to dismiss the case due to the "violation of his constitutional right to speedy disposition of cases."

The hold departure order and bail bond posted by Yap have been lifted and released, respectively. Yap, then acting as Agriculture chief, had argued that it took the Office of the Ombudsman more than seven years to conduct its fact-finding and preliminary investigation into

his alleged involvement in the misuse of Antonino's Priority Development Assistance Fund (PDAF) worth P14.55 million in 2007.

The Sandiganbayan said the prosecution failed to justify the inordinate delay in the investigations, saying it "merely asserted the presumption of regularity" since Yap did not assert his right.The anti-graft court said it is still the duty of the prosecution to conclude its preliminary investigation of the case within a reasonable period with or without Yap's assertion.

"The prosecution argues that the accused did not show any sign of asserting his right like filing a motion for an early resolution of his cases. However, even without the filing of such motion, it is the duty of the prosecution to conclude the preliminary investigation with reasonable dispatch," the resolution read. The Sandiganbayan also said the delay impaired his ability to defend himself and present evidence of his innocence on the charges filed against him.

"The inordinate delay in the disposition of cases against the accused caused anxiety, hostility, additional expenses, and restriction on his person and well-being," the Sandiganbayan said.

Associate Justice Michael Frederick Musngi penned the resolution concurred in by Associate Justices Alex Quiroz and Geraldine Faith Econg.Division chairperson Associate Justice Sarah Jane Fernandez and Associate Justice Bayani Jacinto dissented on the dismissal of Yap's case.Yap is also a co-accused of former Misamis Occidental representative Marina Clarete over her alleged misuse of P65 million worth of PDAF from 2007 to 2009.

Yap is facing separate charges over the alleged irregular car loan plans given to the Board of Trustees of the Philippine Rice Research Institute.

Delay not unreasonable In her dissenting opinion, Fernandez said the seven-year delay is not unreasonable since the Ombudsman has been handling several PDAF-related cases.

"Considering that the Office of the Ombudsman also handles other PDAF cases, in addition to those cases not involving the PDAF, the undersigned is of the opinion that the time it took to terminate the preliminary investigation is not unreasonable," Fernandez said.

"The delay not being unreasonable, it cannot be said that such can be characterized as vexatious, capricious and oppressive. By DAVE ALBAO INTO THE DEEP WHEN saying grace before meals, we join our palms and express our most heartfelt gratitude to the blessing we are about to partake. “This food is the gift of the earth, the sky, numerous living beings and much hard and loving work,” goes the first contemplation before eating in Plum Village, a spiritual community I practice with. In the heart of this contemplation is the deep awareness that our food was served to us not only from our own efforts to earn money for the ingredients to be bought and cooked. Each piece of the meal – from the vegetables chopped several times, down to the smallest grain of rice – has an origin story.

The sun, rain, air, soil, countless nutrients and hands nurtured what we eat. These causes and conditions come together from the cycles and interconnectedness of ecology. After harvest, the circle of beings involved in food production expands to include the people transporting and trading the produce – from every truck driver, kargador, and vendor who wake up early everyday to make a living. Every one of these people are also nurtured by the same food, and the sun, rain, air, soil, countless nutrients and hands. This beautifully complex web of life is expressed by what’s on our plate. True gratitude for a meal is acknowledging each and every cause and condition that made

food possible. True gratitude for the food that sustains us – is recognizing what sustains our food.

This is why a lot of people who care make sure what they eat comes from a process that respects ecological cycles and interconnectedness. They double-check ingredients and sources of what they buy. People who are truly grateful prefer locally grown, ethically sourced, organic or natural food.

Some even trace where their fish was caught (a business practice now being done by major hotels), some do not buy imported products, and some even go as far as sticking to a plant-based diet, knowing a lot of greenhouse gas emissions causing climate change come from the meat industry.

If there was any form of exploitation (may it be of animals, natural resources, or labor) in the supply chain for a recipe, mindful eaters will think twice about that dish.

There are also people who practice food justice (not wasting anything that was produced), and also zero-waste lifestyles to lessen their impact to the resources needed for food security. Going deeper, we know that in our prayers we often mention those who are not able find something to eat, and so we must act and help build societies rising from poverty and hunger. We still have a lot to work on, to make agriculture and food production, distribution and consumption, more sustainable. State suspends distributors, ration dealers over supply of poor quality rice Team MP | 20 Feb 2018 10:56 PM

Kolkata: The state Food & Supplies department on Tuesday suspended three distributors and a number of ration shop owners in the wake of complaints of poor quality rice from consumers in parts of Nadia and Jhargram district.

The state Food department has decided to initiate an enquiry by the state Criminal Investigation Department (CID) to track the root of this inferior quality of rice that has been procured by distributors and then supplied to the shops. State Food minister Jyotipriya Mallick held a meeting with distributors' association, dealers' association and rice millers' association at Khadya Bhavan.

Chief Minister Mamata Banerjee at the administrative meeting in Murshidabad on Monday had expressed her concern over poor quality of rice under Khadya Sathi project .

"The rice that was supplied to the ration shops at Karimpur and Palashipara in Nadia and a handful of ration shops in Jhargram are not procured or stored at the godown of the Food department. It has been procured from elsewhere. We have already suspended two distributors from Karimpur and Palashipara from where the shop owners had procured rice.

Another distributor from Jhargram has been suspended for similar reasons," Mallick said. The state Food department has also suspended five ration shop owners and showcaused six from Karimpur.

It may be mentioned that a preliminary enquiry from the food department has revealed that the distributors have joined hands with as many as 16 shop owners in parts of Nadia and Jhargram district and had procured rice from elsewhere.

"We have formed eight vigilance team at the state level and four monitoring teams for each of the 23 districts for monitoring the total procurement and supply of rice to the ration shops," the minister said. Reiterating the tough stand by the department, a senior official said they had also showcaused five shop owners in Kalimpong for providing poor quality of rice to consumers.

"Once we complete a thorough investigation in this regard, we are ready to go to the extent of terminating the contract of those dealers or distributors who have indulged in this unlawful practice," the official added.

The minister further made it clear that the Food department has supplied six lakh metric tonnes of rice to Food Corporation of India for mid-day meal scheme and there have been no complaints regarding the quality.
