BEIJING - Pakistan‘s Ambassador to China Masood Khalid has underscored more cooperation between Pakistan and China‘s Hubei province in the fisheries and rice sectors. He said that Hubei has made many contributions to the development of the China-Pakistan Economic Corridor, and many companies from the province are carrying out cooperative programs in Pakistan. Addressing the audience, Ambassador Masood Khalid highlighted the ongoing cooperation between Pakistan and Hubei Province. He noted that a number of companies from Hubei Province were involved in energy, infrastructure and development projects in Pakistan such as the newly commissioned Islamabad International Airport, Karachi Deep Water Port project and Neelum-Jhelum Power Project. In addition, there is a sizeable Pakistani student community in Hubei Province. He said that Hebei also have advanced system of education. Out of 25000 Pakistani students who are studying in different Chinese universities, 2725 students are studying in Hubei which is largest number of overseas students in the province. Ambassador Masood Khalid underscored that cooperation in the fisheries and rice sectors, which were strong areas of the Province could be promoted Pakistan and Hubei Province. China made it a national strategy to develop the Yangtze River Economic Belt in 2014. The move is expected to boost cooperative development in riverside regions and provide new growth opportunities for China's economy. The Yangtze River Economic Belt, which accounts for more than 40 percent of both the national population and GDP, is a new growth engine for the country, reducing the development gap between eastern, central and western regions. Jiang Chaoliang, secretary of the Hubei Committee of the Communist Party of China, said Hubei is the only province where the Yangtze River flows for more than 1,000 kilometers, and the province plays an important role in the development of the Yangtze River Economic Belt as well as in the protection of the river. Provincial Governor Wang Xiaodong noted at the event that Hubei would like to invite friends from different countries to explore new avenues of cooperation and development. Members of the Diplomatic Corps, representatives of the International Organizations, foreign media as well as Chinese officials attended the event.

Rice, other than what is being sold through the public distribution system, is being milled in Telangana now. KHAMMAM: Telangana State has crossed another milestone in rice milling. Rice, other than what is being sold through the public distribution system, is being milled in Telangana now. Till 2014, Mandapet, a rice mill hub in East Godavari district used to fulfil 90 percent of the other-than-PDS rice demand. Now, Mandapet is replaced by Miryalagunda and the rice being milled there is being marketed in all 31 Telangana districts. The reason is the high capacity rice mills that were set up in Miryalaguda, Huzurnagar and Kodad in 2014. Machines at these mills have the capacity of processing 100 tonnes rice per day. The cost of setting up these machines, imported from Japan, Australia and France, range from Rs 3 crore to Rs 5 crore.

Another speciality of these mills is that one machine can produce ten types of rice from a single variety of paddy without any impurities. Miryalaguda, which used to be a hub of mills producing par-boiled rice, now produces all varieties of rice. Indian basmati rice exporters are facing a double whammy: while the sowing area is contracting, rising input cost has been squeezing their margins resulting in the closure of over a dozen mills in Haryana alone, says Vijay C Roy

All is not well with India's basmati exports. Disillusioned farmers increasingly prefer the rice varieties that come with the MSP cover over unpredictable basmati crops. Weary of exorbitant power tariff and high market fees, basmati rice millers, particularly in Haryana, have seen the closure of about two dozen mills in past couple of years. Haryana charges 4 per cent market fee from millers, which is high compared to 1 per cent in Delhi, 2.5 per cent in UP and 1.6 per cent in Rajasthan. There is no market fee in Bihar. Although Punjab also charges a 4 per cent fee, it is fully refunded against exports. Another major factor that erodes competitiveness of Haryana's millers is the cost of electricity. "When we are moving towards a uniform tax system, then why are we not adopting the same policy in electricity supply rates?" the All India Rice Exporters Association President Vijay Setia asks. Haryana charges almost Rs 8 per unit, double than the rate prevailing in many other states such as Maharashtra. Basmati export is also on shaky ground because of the US' tirade against Iran, a major market for the aromatic Indian rice. India's basmati exports declined by 43,000 tonne to 7.55 lakh tonne in April-May 2018 compared with 7.98 lakh tonne in the corresponding period last year due to above-mentioned reasons. Although there is a decline in the volume of basmati rice exports, situation is not that bad in terms of value. Basmati worth Rs 5,427 crore was exported in the first two months of the current financial year, which is 6 per cent more than the same period the previous year. A decline in the export quantity is, however, a concern. Besides high power tariff and marketing fee, millers and exporters of Haryana, the biggest exporter of basmati rice, are hit by regulatory issues abroad. Indian export consignments are often rejected in certain overseas markets due to high pesticide residue. The problem starts from the fields in Punjab and Haryana where ill-informed farmers use pesticides and other chemicals in excess. Indian exporters face excess residue problem mainly from the European Union, the US and some other countries as they frequently change their norms of 6


maximum residue limit (MRL) in rice, often without any scientific proof. Solution lies in educating the farming community about the appropriate use of pesticides and fertilisers. Companies dealing in pesticides and fertilisers should also help in educating the farmer. Haryana leads the country in rice milling, with about 175 units engaged in the processing of basmati. Punjab is the second biggest producer with 125 such units. The two states account for more than 60 per cent of basmati exports from the country. Basmati was grown on around 6.5 lakh hectare in Haryana and 5.6 lakh hectare in Punjab last season. Western Uttar Pradesh, Uttarakhand, Jammu & Kashmir, Himachal Pradesh and Delhi also grow basmati. The industry does not seem optimistic about exports of basmati rice in 2018-19. "It will depend on the Iran factor, a major importer of Indian basmati rice," says Kohinoor Foods Joint Managing Director Gurnam Arora. According to Vijay Setia, the newer European residue norms may also impact exports. Stricter regularisation of pesticides domestically is needed, he adds. The export industry also fears that the shrinking basmati cultivation would adversely impact the supply situation that could be met by other basmati exporting countries like Pakistan. Farmers of Punjab and Haryana are losing interest in basmati cultivation because of the government's assured procurement guarantee for other variety of rice through the MSP. Basmati farmers are left at the mercy of private purchasers. That is why basmati cultivation in Punjab is on the decline, says Arhtiya Association Punjab President Ravinder Cheema. On Thursday, July 12, the House Committee on Science, Space, and Technology heard from four academic and industry leaders – representatives from Berkeley Lab, Argonne Lab, GE Global Research and Carnegie Mellon University – on the opportunities springing from the intersection of machine learning and advanced-scale computing.

―As the nation‘s largest federal sponsor of basic research in the physical sciences, with expertise in big data science, advanced algorithms, data analytics and high performance computing, the Department of Energy (DOE) is uniquely equipped to fund robust fundamental research in machine learning,‖ said Energy Subcommittee Chairman Randy Weber (R-Texas), who opened the meeting. Weber noted there are broad applications for machine learning and advanced computing in the DOE mission space, including high energy physics, fusion energy sciences and nuclear weapons development. He also emphasized the importance of data-driven technologies for academia and industry, citing the Rice University researchers who are exploring machine learning-based approaches for modeling flood waters and aiding in evacuation planning. ―In Texas, we are still recovering from Hurricane Harvey—the wettest storm in United States history!‖ he said. Kathy Yelick, associate laboratory director for Computing Sciences at Lawrence Berkeley National Laboratory, described some of the large-scale data challenges in the DOE Office of Science and gave an overview of how machine learning, and specifically deep learning, are poised to impact scientific discovery. ―Machine learning has revolutionized the field of artificial intelligence and it requires three things: Large amounts of data, fast computers and good algorithms,‖ Yelick stated. ―DOE has all of these. Scientific instruments are the eyes, ears and hands of science, but unlike artificial intelligence the goal is not to replicate human behavior but

to augment it with superhuman measurement, control and analysis capabilities, empowering scientists to handle data at unprecedented scales, provide new scientific insights and solve societal challenges.‖ ―Machine learning does not replace the need for the high-performance computing simulations, but adds a complimentary tool for science,‖ Yelick said. ―Recent earthquake simulations of the Bay Area show that just a three-mile difference in location of an identical building makes a significant difference in the safety of that building; it really is all about location, location, location. The team that did this work is looking at taking data from embedded sensors and eventually from smart meters to give even more detailed location-specific results.‖ There is tremendous enthusiasm for machine learning in science, Yelick observed, but there‘s also a need for caution. ―Machine learning results are often lacking in explanations, interpretations, or error bars–a frustration for scientists–and scientific data is complicated and often incomplete,‖ she said. Bias in algorithms is also a concern, for example, a self driving car trained on one regional dialect may not recognize drivers from another region, or a cosmic event in the Southern hemisphere may not be recognized by a model that was trained on Northern hemisphere data. ―Foundational research in machine learning is needed along with a network to move the data to the computers and share it with the community and make it as easy to search for scientific data as it is to find a used car online,‖ she said. In her full testimony report, Yelick highlighted DOE‘s investments in supercomputing that are advancing machine learning, referencing early work on the recently-deployed pre-exascale systems Summit (at Oak Ridge National Lab) and Sierra (at Lawrence Livermore). ―One of the key computational kernels in deep learning is multiplying two matrices, which also is the dominant kernel in the Linpack benchmark used for the TOP500 list, where Summit and Sierra are in the #1 and #3 spots respectively,‖ said Yelick. ―Finalists for the 2018 Gordon Bell prize include a deep learning computation at over 200 petaops /sec computation on Summit, which was a partnership between NERSC, OLCF, Nvidia, and Google, that was used to analyze data from cosmology and extreme weather events. A second finalist is a project lead by Oak Ridge National Laboratory with researchers from the University of Missouri in St. Louis, which used an entirely different algorithm to learn relationships between genetic mutations across an enormous set of genomes, with potential applications in biomanufacturing and human health. This algorithm can also be mapped to matrix-multiply like operations. It runs at a impressive 1.88 exaop/second! These are the fastest deep learning and other machine learning computations to date.‖ Bobby Kasthuri, researcher at Argonne National Laboratory and assistant professor at University of Chicago, spoke passionately about the importance of investing in brain research. ―Understanding how [the human brain] functions will be the great intellectual achievement of the 21st century, revealing the physical bases of our most human abilities like reasoning and serving as the blueprint for reverse engineering those abilities into algorithms and robots,‖ he said in his testimony. Kasthuri detailed the deep financial and structural barriers that face the neuroscience community. It‘s a gap that the DOE and the national lab system are perfectly suited

to addressing, Kasthuri asserted, drawing a parallel to the DOE‘s support for the mapping of the human genome. Offering industry perspective, Matthew Nielsen, principal scientist with Industrial Outcomes Optimization, GE Global Research, discussed the challenge of effectively integrating AI and machine learning into a business operation to differentiate products and services. GE, he said, has been on this journey for more than a decade. Nielson‘s testimony focused on the industrial applications of AI and machine learning that GE is developing with its customers and with federal agencies like the DOE to address key challenges with cybersecurity related to critical power assets. Applications underway include the Industrial Internet of Things and the Industrial Immune system, which will be able to detect and neutralize cyber threats using advanced AI techniques combined with a deep understanding of the machines‘ physics. ―It is a great example of how public-private research partnerships can advance technically risky but universally needed technologies,‖ said Nielson. At Carnegie Mellon, U.S. steel professor of materials science and engineering Anthony Rollett helps lead the NextManufacturing Center, where researchers are combining 3D printing and machine learning to monitor the quality of manufactured components in real-time. He also participates in the Manufacturing Futures Initiative—a campus wide effort focused on accelerating innovation and enhancing manufacturing in the Greater Pittsburgh region. Rollett advocated for investment in 3D printing, which is a key component of advanced manufacturing. ―It is clear to me that this is a seriously revolutionary technology because it forces us to think differently about how to make things,‖ he said in his testimony. ―The design of a part is as intimately coupled to the printing process and the chosen material as a Stradivarius is to its wood and crafting. The difference is the importance of data as input and as output. Imagine that in a few years we will be able to, e.g., build a rocket that is tailored to the particular mission, instead of forcing the payload to match one of a limited set of vehicles. Or that ‗mass production‘ is transmuted into ‗mass individualization‘ such that Ford‘s proverbial ‗any color so long as black‘ becomes ‗any choice of color and size for dozens if not hundreds of parts of a car.‘‖ The field of materials science has some unique requirements when it comes to employing machine learning. Rollett gave the example that computer vision is well developed for identifying cats, dogs and cars, etc., in images or videos, but the manufacturing domain produces cross-sectional images that are more complex with less obvious features. The hearing was a lively one by Capitol Hill standards, drawing probing questions from committee members on topics ranging from the potential existential threat posed by artificial intelligence, the need to address bias in algorithms, the ―black box‖ problem, and the best course for federal investment in research. Picture by Prem Singh New Delhi: Tiny particulate matter in the atmosphere, long recognised as a health hazard, may also threaten the productivity of basmati rice in India, scientists have warned. Scientists at the Indian Agricultural Research Institute and Jawaharlal Nehru University, New Delhi, have documented what they say is the first experimental evidence of the effects of atmospheric PM on two basmati varieties, PB-1509 and PBS. Their study has revealed that the yields dropped by 8.5 per cent for PB-1509 and 7.5 per cent for PB-S under elevated PM levels in the air. "We looked at the direct effects -- what happens when tiny particulate matter deposits on growing rice crops," Usha Mina, a teacher at the School of Environmental Sciences at JNU and a study team member, told The Telegraph. "When elevated concentrations of particulate matter coincide with the growth period of rice crops, direct deposition of pollutants can alter the normal plant physiology." The study has found that under elevated PM levels, the chlorophyll content falls by about 20 per cent in both the PB-1509 and PB-S plants. Chlorophyll is a green pigment that helps plants generate energy from sunlight. The deposition of pollutants on these rice plants also alters the temperature of the leaves and affects gas exchange by the plants, the scientists said, reporting their findings in the research journal Atmospheric Environment. Mina and her colleagues have extrapolated their findings to estimate the impact that high PM loads would have on rice production.

Their analysis suggests that high PM loads could have lowered the production of PB1509 by 22,000 tonnes and of PB-S by 35,000 tonnes in Uttar Pradesh alone in 2016 . The state had about 53,600 hectares under PB-1509 and 90,800 hectares under PB-S in 2016. The scientists say their study only examined the direct effects of pollution. In reality, the losses could be even higher because PM pollution also reduces the amount of sunlight reaching the plants. The good news is that the PM levels in northern India and the Indo-Gangetic plain peak in or after November, when the rice crop has been harvested. In the critical months of July to September, the monsoon rain tends to keep the PM levels in check. The scientists, however, said that high PM loads were possible in October. "In October, when the plants are in their mature phase, the atmosphere tends to be stable and the wind speeds low, which can shrink the volume of air across which the pollutants can disperse," said Suresh Yadav, a team member from JNU. "These conditions are conducive for increasing concentrations of particulate matter," he said. The 12 boys rescued from a flooded cave in Thailand are craving KFC‘s homestyle cooking, according to reports Saturday.

In a video played at a news conference Saturday, the boys showed little sign of their 18-day ordeal in the dark Tham Luang cave, sitting up in their hospital beds and thanking their rescuers. They told an off-camera interviewer they can‘t wait to eat slow-cooked pork leg with steamed rice, fried crispy pork, roasted red pork, sushi, steak — and KFC. "Hello, my name is Biw, I am fine,‖ 14-year-old Ekarat Wongsukchan said. ―I want to say thanks to everyone that worried." Public Health Minister Dr. Piyasakol Sakolsattayatorn, who led the news conference at Chiang Rai Prachanukroh Hospital, said all 13 — the dozen boys, who range in age from 11 to 16, and their 25-year-old coach — were expected to be discharged from the hospital on Thursday. "All of the 13 people, their physical bodies are strong, and fit. Regarding infections, through the medical evaluations in the first days there may be some of them that had minor pneumonia, but now all is cleared, no fever," Piyasakol said. Several were also reported earlier to be recovering from minor lung and middle ear infections. Some of the boys lost as much as 11 pounds but had started to regain weight under the care of doctors, Piyasakol said, according to Reuters. All 13 were brought to safety over the course of a three-day rescue that concluded Tuesday and generated international headlines.

Samarn Kunan, 38, a former member of the elite SEALs unit, was the only casualty in the operation. Reuters reported that his wife has urged the boys not to blame themselves for his death. Samarn was cremated on Saturday in a special ceremony sponsored by the Thai royal family and broadcast live on local television, according to the wire service. "I am very strong now,‖ said one of the 13-year-old boys, Sompong Jaiwong Pong, according to Sky News. ―I would like to thank everyone who has supported me and I would like to thank people from around the world for helping us." Thailand‘s cave boys to be discharged from hospital on Thursday JULY 14, 2018 BY AGENCIES

CHIANG RAI, Thailand: Twelve Thai boys and their soccer coach rescued from a flooded cave in Thailand are recovering well from their ordeal and will be discharged from hospital next week, health minister Piyasakol Sakolsatayadorn said on Saturday. The last of the 12-member ―Wild Boars‖ soccer team and their coach were brought out of the Tham Luang cave, near the border with Myanmar, on Tuesday night, safely ending a perilous rescue and evoking international relief and joy. The boys and their coach have been in hospital since then. In a video played at a news conference on Saturday, they appeared well, sitting up in bed, and thanking their rescuers. ―I am in good health now,‖ said one of the boys, a 14-year-old nicknamed Note.―Thanks for saving me.‖The boys, aged 11 to 16, and their 25-year-old coach had planned to explore the cavern complex for about an hour after soccer practice on June 23. But a rainy season downpour flooded the tunnels, trapping them. Two British divers found them on July 2, squatting on a mound in a flooded chamber several kilometers inside the complex.

Then the problem became how to get them back out through the tunnels, some completely full of fast-flowing flood water.

All 13 were brought to safety over the course of a three-day rescue, organized by Thai navy SEALs and an international team of cave-diving experts. Piyasakol told reporters the health of all 13 had improved. Some had pneumonia when they were brought out of the cave but were recovering, he said. All will be discharged from hospital in the northern town of Chiang Rai on Thursday, he said. 17


CRISPY PORK Some of the group had lost as much as 5 kg (11 lb) but had regained some of the weight, and their appetites, in hospital, Piyasakol said. ―I want to have crispy pork rice and barbecue pork rice,‖ 15-year-old Pipat Photi said in the video. ―I want pork knuckle rice, said 13-year-old Duangpetch Promtep. ―Thank you for all the moral support.‖ Others said they were craving sushi. But while the group is good health, they still face challenges. One concern has been how they will deal with the fame, given the huge attention, both from within Thailand and beyond, on the case. The story is already set for a retelling by Hollywood, with two production companies looking to put together movies about the boys and their rescue. ―We need to prepare both the children and their families for the attention they will receive when they come out,‖ Piyasakol said. He warned relatives of the boys to resist giving interviews to media over fears they could have a negative impact on their mental health. ―Everyone has worked well together to bring the children out. The government‘s decision to raise the minimum support price (MSP) of common paddy from Rs 1,550 to Rs 1,750 per quintal this crop season may benefit farmers ahead of elections, but could impact the country‘s export of non-basmati rice, annually worth almost Rs 23,000 crore. Much of India‘s non-basmati exports — which have zoomed from just one lakh tonnes to over 8.6 million tonnes (mt) in this decade — are to African nations, both West (Benin, Nigeria, Niger, Togo, Ghana, Ivory Coast, Liberia, Guinea and Senegal) and East (Somalia and Djibouti), and also to Bangladesh, Nepal and Sri Lanka. These are poorer countries relative to West Asia, UK, Europe, US, Canada and Australia, the main markets for the more premium basmati rice. In 2017-18, India shipped out 4.05 mt of basmati rice, which was less than half the quantity of non-basmati (8.63 mt), but of higher value (Rs 26,841.19 crore versus Rs 22,927.06 crore for the latter). ―Unlike basmati, non-basmati rice is a highly price-sensitive segment. The MSP increase will totally erode India‘s price competitiveness,‖ said an official from a major agri-commodity exporting firm. Currently, long-grain (6 mm) parboiled rice with 5% broken grain content – which is what India largely exports – is quoting at $385-390 per tonne free-on-board (FOB, or the point of shipment). Paddy yields roughly two-thirds rice, with the milling costs – including salaries, interest and overheads – more or less recovered from sale of husk and bran. If paddy is sourced from Chhattisgarh, Odisha or Andhra Pradesh at an MSP of Rs 1,550 per quintal, the equivalent price of milled rice will be around Rs 23.25 per kg. After adding commission fees, local levies and transport charges of Rs 1.25, the delivered cost at Kakinada port will come to Rs 24.50/kg. On

top of this are ―fobbing costs‖ (towards bagging, warehousing, inspection, customs clearance and cargo handling/stevedoring) of Rs 1.50, which takes the final FOB price to Rs 26/kg or $380 per tonne at Rs 68.5-to-the-dollar.

But with the new paddy MSP of Rs 1,750 per quintal, the basic rice cost itself will go up by Rs 3/kg or nearly $44 per tonne. ―At this rate, we will be completely priced out. Today, even longgrain white raw rice with 5% brokens from Thailand is selling at below $400 per tonne FOB,‖ the earlier-quoted exporter pointed out. The implications of it aren‘t small. India produces about 110 mt of rice, out of which 36-38 mt is procured by government agencies and 12.5-12.7 mt is exported. The higher MSP is not applicable on basmati paddy and would anyway make little difference to the four-mt exports of this premium rice. But to the extent the 8.5-8.7 mt of non-basmati rice exports are affected, there will be that much of surplus grain in the domestic market, which may end up in government warehouses. This, when public rice stocks, at 23.25 mt as on July 1, are way above the normative buffer of 13.54 mt required to be maintained before the start of the new agricultural year. ―The entire 8.5-8.7 mt exports may not take a hit, but at least 3 mt or so can be impacted. The two offsetting factors could be a further depreciation of the rupee and a bumping up of prices by Indian exporters,‖ noted Ashok Gulati, agriculture economist and former chairman of the Commission for Agricultural Costs & Prices. India, according to US Department of Agriculture data, accounted for 12.8 mt out of the total global rice trade of 48.98 mt in 2017-18, making it the world‘s largest exporter, ahead of Thailand (10.5 mt), Vietnam (7 mt), Pakistan (4.2 mt), Myanmar (3.5 mt) and the US (3.05 mt). ―Being a large exporter, India can set prices. But the ability to pass on the higher MSP is limited by the low purchasing power, especially of African countries who may even switch to cheaper cereal substitutes like cassava. Besides, Thailand and Vietnam may respond by ramping up their supplies and grabbing our market share,‖ added Gulati. But there could also be a third possibility – of rice meant for the public distribution system (PDS) getting diverted for exports. This, if trade sources are to be believed, is already taking

place. Given that the Central issue price for rice under the National Food Security Act is just Rs 3/kg – states like AP, Telangana, Odisha and Chhattisgarh are offering it at Rs 1/kg – the incentives for diversion are obviously huge. ―PDS rice typically has 20-25 % brokens. There are traders/millers who manage to get these through collusion with food department officials and transporters, which they then convert into 5% brokens (by adding unbroken or head rice bought from the market) and sortex (to remove discoloured and damaged grain) for achieving export quality,‖ explained an exporter, who, however, couldn‘t quantify the extent of such PDS-diverted shipments. Thiourea is used to minimise bad effects of salt stress High salinity is one of the major problems in agricultural fields and many countries, including India, use an organic sulphur compound thiourea to minimise the negative effect of salt stress. Now, using molecular biology tools, scientists from Bhabha Atomic Research Centre (BARC), Mumbai have reported how this treatment altered the plant RNA and hormones to facilitate this survival in mustard plants grown with high salt stress (125-150 milliMolar NaCl). Anthropogenic factors, irregular irrigation and proximity to the sea can cause high salinity in the agricultural fields and this induces redox imbalance and damages the plant. Various studies have shown that thiourea is a good redox stabiliser as it scavenges multiple reactive oxygen species including hydrogen peroxide. The researchers carried out studies to understand how this thiourea activates the tolerance mechanisms. Mustard seedlings, just 20-day-old plants, grown in a liquid nutrient medium, were given saline treatment with and without thiourea, and their growth was studied for seven days. The plants which were supplemented with 75 micromolar of thiourea showed increased survival and better phenotype with larger leaves compared with the group grown in saline medium. The researchers then studied the microRNA of the plant as it is an important component that regulates plant transcriptomes according to the environmental conditions. ―We found that downregulated microRNAs were enriched in the thiourea group to facilitate transcriptional activation and adaptation under salt stress conditions,‖ explains Dr. Ashish Kumar Srivastava, at BARC and first author of the paper published in Scientific Reports. They also studied different genes and plant hormones that are involved in stress management and identified four key genes responsible for the

adaptation. Plant hormones such as ABA, Auxins, jasmonates which have been shown to play important roles in salt tolerance were all found to be coordinately regulated upon thiourea treatment. The team also studied the effect of spraying diluted thiourea directly on the shoot of rice plants grown in arsenic contaminated soil and found it effective in reducing arsenic accumulation in rice grains. An international team of researchers led by Tohoku University has found that deepwater rice plants have evolved to overcome flooding conditions by developing a gene that allows them to grow taller. Deepwater rice normally grows in shallow water. However, during the rainy season in South and Southeast Asia, flood water can reach up to several meters in depth and often persists for weeks or even months at a time. In order to survive heavy flooding, the rice plants grow taller as the water rises. The researchers identified a gene that is key to this self-preserving response known as SD1 (SEMIDWARF1). When submerged in water, the rice accumulate ethylene, a gaseous plant hormone. As a result, an ethylene-responsive transcription factor called OsEIL1a activates the SD1 gene. The SD1 protein signals the increased production of gibberellins, particularly GA4, which promote vertical growth in the plant. The team‘s analysis showed that this variation among deepwater rice first evolved in a wild ancestor during the domestication of cultivated rice. According to the study, the ability to grow

taller in response to high water levels emerged as the plants adapted to the deepwater environments of Bangladesh. While it is a transcriptional gain-of-function allele of the SD1 gene that enables the increased height of deepwater rice plants, the same gene is also associated with short plant height. This occurs when a loss-of-function allele of SD1 stunts the growth of rice. The shorter height improves lodging resistance and reproductive efficiency, increasing the plant‘s grain yields. According to a study published in the American Journal of Clinical Nutrition, brown rice has been declared the top preference in terms of both dietary and various intrinsic healthy benefits. The researchers involved about 157,463 women and 39,765 men, from Brigham and Women‘s Hospital, in the experimentation. The participants were asked to fill in detailed surveys constituting questions related to their diet, lifestyle, and health conditions. The study continued for around 4 years. The results said that replacing a one-third of daily serving with brown rice can lower the risk of type-2 diabetes by 16 percent. MU research targets Japanese beetles July 13, 2018

COLUMBIA, Mo. – Japanese beetles—those mean, green eating machines—are peaking throughout much of Missouri.University of Missouri Extension field crops entomologist Kevin Rice hopes his research on Japanese beetles will take a bite out of their buffet.Japanese beetles cause large economic losses for the agricultural community. Adult beetles typically feed on silks and tassels in corn and foliage on soybean. They also damage the foliage and fruit of more than 400 flower, shrub and tree species. Currently, pyrethroids are the best knockdown control measure for them, says Rice. Apply chemical control when thresholds are met. The beetles move quickly from nearby woods, fields and lawns to re-infest an area, so multiple applications might be necessary. Rice and his team of MU graduate students are researching the use of nets containing pyrethroids to control Japanese beetles. They place nets and pheromone lures around field borders. Previous researchers found that beetles pick up a toxic dose within three seconds. The nets remain effective throughout the growing season and are unlikely to attract pollinators. ―It‘s not a silver bullet,‖ Rice says, ―but it‘s a bullet.‖ Japanese beetles are in peak season in Missouri now. Rice recommends chemical control when economic thresholds are reached. Bags and traps are far less effective and may attract more beetles. Traps catch about 75 percent of beetles and can actually attract more beetles than they capture, according to the USDA publication ―Managing the Japanese Beetle: A Homeowner‘s Handbook‖ (bit.ly/2KJsCdo).

decision of the lower court, which had come up with a new standard for issuing patents that virtually eliminated their value. PPS Pangli, a farmer leader of the Borlaug Farmers‘ Association for South Asia, who grows wheat, rice, basmati non-scented, corn, pulses, garlic, onion, mustard and seed production for fodder and seasonal vegetables on a farm located at his ancestral Panglian village, said the Supreme Court must reverse the lower court‘s faulty legal decision and defend the intellectual property rights that were essential for the future of farmers. ―Intellectual property rights are similar to the traditional private property rights. It is based on this knowledge that farmers are worried about a case that the Supreme Court of India will hear on July 18. When the courts rule on the case, which involves a patent for Bt cotton, they are determining the future of agriculture in India. Farming these days does not mean physical labour, but it also depends on creativity. Without thoughtful contributions of Dr Norman Borlaug, India and the other developing nations would have never seen the Green Revolution that allowed us to become self-sufficient in food grains in the 1970s and 1980s,‖ said Pangli. ―Now, we find ourselves in a Gene Revolution, powered by new plant technologies. Indian farmers have welcomed its arrival. My experience and that of our farmer association with the genetically modified (GM) seeds was memorable,‖ he said. RPS Rana, Secretary General of the Bourlaug Association, said: ―We were able to harvest great profits by reducing the agro-chemical costs of farmers and boosting yields and income. We are on the threshold of growing more food on less land than ever before. The protection of intellectual property rights make these advances possible. Hyderabad: As part of farm mechanisation, the State government has decided to hold an awareness programme on paddy transplanters at Professor Jayashankar Agriculture University on July 17, Agriculture Minister Pocharam Srinivas Reddy said here on Saturday. He held a review meeting with department officials on farm mechanisation at his official residence. Later he said due to labour scarcity, farmers across the State are showing interest towards farm mechanisation. ―The State government is giving huge subsidy on

purchase of paddy transplanters, harvesters, tractors and other machinery,‖ Reddy said, adding that still, farmers need to get more awareness on the usage of machinery. Reddy said with the wide usage of farm machinery, farmers can save expenditure as well as time. Minister wanted department officials to invite interested farmers for the awareness programme and directed to give a demonstration on transplantation. The Minister said Chief Minister K Chandrashekhar Rao was keen on farm mechanisation and officials should make plans accordingly. He said the government was planning to give 10 rice plantation machines to each mandal starting from this year under huge subsidy. He also directed officials to prepare a list of machinery required and submit to the government for procurement. Agriculture Principal Secretary C Parthasarathi and Commissioner M Jaganmohan participated in the meeting.

The report notes that low-carb diets haven't made a dent in the popularity of wellknown grains such as rice and corn. Research finds that, compared to five years ago, 58% of consumers eat the same amount of grain today, while 22% eat more. Also, 85% said dietary reasons don't keep them from consuming any type of grain. "For instance, the corn renaissance is playing out perhaps most obviously with multicultural foods such as chilaquiles & migas, more broadly with tacos as street food gone sacred, and even as taco-style toppings and tortilla chips are spiked into breakfast bowls."

New research: Financial incentives create critical waterbird habitat in extreme drought News Release: July 12, 2018 - Projections by climate scientists suggest that severe droughts may become more frequent over the next century, with significant impacts to wildlife habitat. Fortunately, new research from scientists at Point Blue Conservation Science and The Nature Conservancy shows how financial incentive programs can create vital habitat for waterbirds, filling a critical need in drought years. Between 2013 and 2015, the Central Valley of California sustained an extreme drought, dramatically reducing wildlife habitat. The area is recognized as of hemispheric importance for waterbirds, which use flooded agricultural land and wetlands as habitat. Under two innovative financial assistance programs, farmers are provided with an incentive payment to flood their fields at key moments to create habitat for waterbirds. Until this research, the landscape effects of these incentive programs had not been rigorously studied. Point Blue and The Nature Conservancy researchers used satellite images to evaluate two issues: 1) the impact of the 2013-2015 drought on waterbird habitat in the Central Valley; and, 2) the amount of habitat created by incentive programs. "Before this research was completed, we had a sense that these programs were succeeding in offsetting the impacts of the drought on wildlife, but now we know exactly how critical they are in providing bird habitat in the Central Valley," said Dr. Matt Reiter, Principal Scientist and Quantitative Ecologist at Point Blue and lead author of the study. "Program managers should

place a high priority on maintaining these incentive programs in the face of more frequent severe droughts in order to sustain waterbirds in the Central Valley and the Pacific Flyway," he added. Data analysis showed that there were declines of up to 80% in the amount of open water on postharvest agricultural fields and declines of up to 60% in managed wetlands, in comparison with non-drought years. Crops associated with the San Joaquin Basin, specifically corn, as well as wetlands in that basin showed larger reductions in open water than rice and wetlands in the Sacramento Valley. Overall, the satellite data showed that the 2013-2015 drought in the Central Valley was more severe than previous drought years between 2000 and 2011. Looking at the amount of habitat created by incentive programs, researchers found that a large portion of the open water in rice fields during key times of the year that are critical to waterbirds could be attributed to the programs. BirdReturns, a program paid for and administered by The Nature Conservancy, provided up to 61% of all available flooded rice habitat on some days during the fall of the drought years studied. The Waterbird Habitat Enhancement Program, administered by the Natural Resources Conservation Service (NRCS), created up to 100% of available habitat on some days during the winter and on average, created 64% of available habitat. "As we experience these wild swings between droughts and flooding, we know we need to be more agile from year to year as conditions change. Critical to that dynamic conservation is understanding what works and what doesn't and having the data to adjust on the fly," said Dr. Mark Reynolds, Lead Scientist, Migratory Bird Program, The Nature Conservancy. "It's incredibly rewarding to know these programs made a significant impact to these bird populations during these extreme drought years. It gives us a blueprint for what to do when we encounter another drought." "NRCS has been administering our waterbird habitat incentive program for 8 years and it's great to have strong supporting data now on how well it's working," said Alan Forkey, Assistant State Conservationist for NRCS. "Learning that, during drought years in winter, on average over 60% of the available bird habitat was provided by Farm Bill conservation programs makes it clear that we are achieving the desired benefits."

Carl Brothers received a standing ovation from his peers yesterday at the USA Rice Business Meeting General Session where he was recognized for his contributions to the U.S. industry on the eve of his retirement from Riceland Foods after 53 years of service. ―Carl‘s impact on the rice industry is so large, it is difficult to quantify, but I think it‘s safe to say the USA Rice Federation would not exist as it does today, were it not for Carl‘s passion, foresight, and vision,‖ said USA Rice President & CEO Betsy Ward in her remarks about Brothers. Hired at Riceland in 1965 as a Sortex Operator, Brothers worked his way up to his present position as the company‘s senior vice president and chief operating officer. Throughout his career, he has guided Riceland‘s expansion in export markets, rice flour, rice bran oil, and many other areas with dedication and strong leadership. Always taking an active role in the Rice Millers‘ Association, Brothers served as the chairman in 1988 and again in 1997. In 1994, he was instrumental in bringing together all the U.S. rice

Navy arrest youth leader, others over rice smuggling From INI BILLIE, Uyo The Nigerian Navy, Forward Operating Base, Ibaka in Mbo Local Government Area of Akwa Ibom State has arrested the Youth President of Udung Isemin in Ibaka, Emem Ukut, 44, and two other persons for smuggling 40 bags of rice. Ukut and two other suspected smugglers – Kingsley Ekpe, 31 from Ibaka and David Etim, 32, from Ebughu, all in Mbo LGA, were arrested while transporting the rice within the Nigerian territorial water. One 175 horsepower Yamaha outboard engine; nine empty 200-litre drums; two empty 100 litre drums, and a fibre boat used in transporting the contraband from the suspected smugglers were also seized by the Navy. The Commanding Officer, FOB, Captain Yusuf Idris, said on Thursday in Ibaka that the command would not be tired of arresting the smugglers as they have not stopped engaging in the illicit business despite numerous arrests. He said the command is committed to curbing the trade in contraband to protect the average Nigerian citizen from the harmful effects of goods smuggled into the country. He added that the command would continue to seize bags of rice no matter how small once it has been established that the item is contraband.

While handing the three suspects together with the seized items to the Assistant Comptroller of Customs in charge of Oron Outstation, Eastern Marine Command, Mr. Ali Garko, Idris said, ―We are here again to handover three suspected rice smugglers with 40 bags of rice and a fibre boat with 175 HP Yamaha outboard engine; nine empty drums of 200 litres; two empty 100 litre drums.

―These suspects and their items were arrested at Mbo River on Tuesday by our men on patrol at about 20:30 hours. So as usual and in line with the harmonised standard operating procedures, I shall be handing over the suspects and the exhibits to men of the Nigeria Customs for prosecution and necessary conviction.

―On this note, I want to assure the good and legitimate users of the seas, of navy‘s continuous assistance and protection towards their legitimate business that enhance economic growth of this nation. ―I will equally warn as usual that the Nigerian Navy as I said during last arrest that even if it is two bags of rice that is suspected to come from any foreign country through this water, I will confiscate the items, arrest the suspects and hand them over to the appropriate authority for further necessary actions. ―I want to remind you that rice is a contraband and it remains so. It should not pass through Nigerian water again because I will not get tired; my men will not be tired of arresting the smugglers if they do not get tired of bringing this rice into this country, I will also not get tired of getting them arrested and the contraband seized‖. He further added that no threat or intimidation anywhere will make him renege in the navy‘s core mandate of securing Nigeria‘s maritime space against smuggling or other forms of criminality. The Customs Assistant Comptroller, Eastern Marine Command, Garko, thanked the Nigerian Navy for its unwavering support in fighting smuggling within the Nigerian maritime territory. He cautioned would-be smugglers to desist from the illicit trade saying that smuggling ruins a country‘s economy. RIFAN state chairman, Malam Shuaibu Wakili, described the emirs as icons of agricultural transformation, saying their support was outstanding and instrumental to the effective implementation of the anchor borrower scheme, particularly in rice production. It is the only commodity covered by the QR. A country with a great rice culture is now the world‘s most prodigious rice importer. The country that defined the best practices of agronomy and that once showed in its university system, has to import at least 1.5 million metric tons a year to prevent rice queues and food riots. The so-called 4.5 million hectares of arable land devoted to rice production is a myth. The country‘s supposed advocates for agricultural modernization in Congress are land bankers responsible for paving tens of thousands of hectares of A-1 rice farms into jungles of steel and concrete. Because government and policy have betrayed the peasantry, they have to offer crumbs to the farmers — in form of policies that do not need money. And QR, the Consuelo de bobo that farmers have now, is part of the token offerings of government to the farmers it has betrayed and neglected. Soon, even this token will be gone. Rice Imports By Benin, Niger Republic Rises July 13, 2018

By YUSUF BABALOLA … As Nigeria slams restriction Foreign rice imports by neighbouring Benin Republic, Niger and Cameroon from Thailand has increased sporadically while import to Nigeria decreases, LEADERSHIP investigation has shown. Analysts have argued that the sharp increase was

fuelled by the federal government‘s policy on imported rice in Nigeria which restricts rice importers from accessing the official foreign exchange (forex) market. This policy implies that those who import items under foreign exchange restriction can no longer buy foreign currency from the official window to pay the overseas suppliers. Rather, they would have to source forex from the parallel market or bureau de change (BDCs) to pay for their imports. But, the policy has cut down rice imports into Nigeria drastically that Nigeria had not received vessel of traded rice since 2017. Also, the 10 per cent import duty with 60 per cent levy and Benin Republic crashing its own tariff from 35 per cent to a paltry seven per cent, while Cameroon introduced a zero per cent duty policy on the commodity, down from 10 per cent is fueling smuggling of parboiled rice into Nigeria. In the entire West African region, only Nigerians eat parboiled rice. Benin Republic with a population of 8.02 million and Togo‘s 7.06 million people cannot consume the massive rice imported to their countries. According to data from the Thai Rice Exporters Association, rice imports from Thailand to Benin Republic rose from 805,765 MT in 2015, when Nigeria introduced the policy to 1,427,098 metric tonnes (MT) in 2016. It further rose to 1,814,014MT in 2017, importation from January to May 2018 has risen to 625,863 MT in first five months of the year. Cameroon also experienced an upsurge in importation from 449,297 MT in 2015 to 502,254 MT in 2016, and 749,008 MT in 2017. The tiny central African country bordering Nigeria has recorded 185,707 MT of imported rice from Thailand from January to May 2018. On the other hand, the importation of foreign parboiled rice by Togo increased from 54,086 MT in 2016 to 132,978MT in 2017 and currently stood at 100,996 as at May 2018. Ironically, while the rice vessels call to Nigerian ports have continue to decrease, neighbouring countries continue to experience increase in vessels. Statistics showed that importation of parboiled rice into

Nigeria decreased from 1,239,810 MT in 2014 to 644,131 MT in 2015. It further decreased to

58,260 MT in 2016 to 23,192 MT in 2017, and January to May statistics showed that Nigeria has imported a paltry 2,351MT in 2018. Corroborating the Thai Rice Exporters Association, the Nigeria Customs Service (NCS) said since 2017, Nigeria has not received traded rice in Apapa ports. Speaking when members of the Shipping Correspondents Association of Nigeria (SCAN) paid him a courtesy visit at the command in Lagos recently, the controller of the command, Comptroller Jubril Musa, disclosed that the CBN has not issued Form M to any rice importer. The Customs CAC said no single vessel of traded rice berthed in Apapa ports in the last two years. Consequently, the command, he said, has not recorded any revenue on imported rice through the ports within the reviewed period. He said, ―Form M issuance is not within the purview of the Nigeria Customs Service. It is a document that is sourced from CBN. If we see any consignment that has form M, we treat. All goods imported that are for commercial activities must have form M whether valid for foreign exchange or not valid. CBN does that and we only treat when we see but throughout last year to date, no importation of rice has passed through Apapa. The shipment arrived at Tacloban Port exactly five years ago and was consigned to A-1 Milling Corporation, but a hold order was issued because it lacked import permit from National Food Authority (NFA) and other pertinent documents. The owner expressly renounced its right over the seized milled rice, which prompted the BOC to order for its forfeiture. Moreover, the subject items were offered to be sold in public auction twice but failed due to lack of interested bidders considering that they have also been damaged by Supertyphoon Yolanda (Haiyan) on November 2013. After two failed biddings, it has been automatically forwarded for a ‗negotiated sale‘ subject for the approval of the commissioner, but considering the abrupt changes in the Bureau‘s administration, the Office of the Commissioner was not able to come up with a decision, said Acting District Collector Jose A. Naig. Furthermore, the decision of BOC-Tacloban was based on the result of the laboratory analysis performed by the NFA, which deemed the rice to be unfit for human and animal consumption.

With said findings, he shared that he created a Committee on Disposition of Goods Injurious to Public Health, which recommended the disposal thru condemnation due to items‘ present condition.

The committee also observed that the grains were already moldy, discolored and powdery, and emit pungent smell. ―Upon my assumption of office, I have worked out for the condemnation and immediate burying of these items. The prolonged stay of these commodities is prejudicial to the interest of the government because we are paying for their storage and a hazardous to public health,‖ he said.

Nearly 1k sacks of spoiled rice buried in Tacloban posted July 13, 2018 at 11:50 pm by Ronald ReyesTacloban City—The Bureau of Customs on Friday, buried some 982 sacks of confiscated milled rice at the city‘s landfill area after it was found to be no longer fit for human and animal consumption. The rice shipment arrived at the Tacloban City port on July 13, 2013, and consigned to a private company identified as A-1 Milling Corp., according to BoC at the port area in a press statement.

The agency added that on Feb. 17, 2014, the district collector at that time decided to forfeit the subject shipment in favor of the government for violation of Section 2530 (f) and (1)-5 of the Tariff and Customs Code of the Philippines. The statement also said that the claimant ―expressly renounced its right over the seized milled rice, which left him no other option but to order for its forfeiture.‖ It added that while the rice items were offered to be sold in public auction twice, it also failed due to lack of interested bidders. State-run National Food Authority (NFA) wants to import an additional 500,000 metric tons (MT) of rice to boost its inventory and ensure the availability of low-priced rice for the rest of the year. NFA Administrator Jason Y. Aquino said the grains agency was targeting an October arrival for the shipments, which he described as ―backup plan‖ to prevent a repeat of an inventory depletion.

―We do not want this situation to happen again. We are planning [to import]as soon as possible. We will be proposing that because we do not want the importation to be hindered by rainy season again,‖ Aquino added. The proposal will be submitted to the NFA Council and a decision could be made by next month, he said.As for the mode of importation, Aquino said he preferred the government-to-government (G2G) scheme to facilitate importation. Earlier this week, the NFA said it had only two and a half days‘ worth of rice in its stockpile. Under the law, the agency is mandated to have at least 15-days worth of consumption at any given time and 30-day buffer during lean season, which starts in July and ends in September. The Philippines‘ rice consumption is expected to hit 14.08 million MT this year, way above the projected production of 12.26 million MT. The country secured 500,000 MT from importations under the G2G scheme (250,000 MT) and opentender procurement (250,000 MT) earlier this year. The additional imports, the NFA said, will only be good for 15 days worth of consumption. NFA spokesperson Rex Estoperez said the arrival of the initial 250,000 MT of rice from Thailand and Vietnam ―somehow stabilized‖ domestic prices. A lowering will require the NFA will to literally ―flood the market‖, he added. ―The 250,000 MT isn‘t enough to really change the movement of prices of rice in our local markets. It needs the second batch of importation,‖ Estoperez said ―We also need the additional 500,000 MT rice imports in order to really bring down the prices of rice in the market as private traders will, of course, match the NFA‘s buying price and may even be pushed to create their bridge prices,‖ he added. Pangilinan, president of the opposition Liberal Party (LP), issued the statement following an NFA announcement that it is considering importing another 500,000 metric tons (MT) of rice due to the depletion of the agency‘s stocks. NFA administrator Jason Aquino said his office would propose to the interagency NFA Council the importation of the 500,000 MT during the next Council meeting. But Pangilinan fired off the following questions: Who benefits from a premature disclosure to import huge volumes of rice? Rice traders who make a killing in the sudden spike in rice prices as well as corrupt government officials who receive kickbacks because of this artificial price spike. The premature announcement of rice imports will only exacerbate increase in rice prices to the detriment of the buying public, many of whom are poor. Why is this so? The Philippines is one of the world‘s largest importers of rice. Thus, when international rice traders get advance information regarding these plans, their response is to increase rice prices in anticipation of our purchases. This can be seen as price manipulation.

What should have been done? The plan to purchase or import rice should be a closely guarded secret and public disclosure made only when the bidding process is to be undertaken. How else is the rice-buying public, especially the poor, disadvantaged by the early announcement? The expensive purchase of rice imports by government places the country deeper into debt since NFA rice purchases are paid through government borrowings. The announcement has already been made, what can be done? Reject high bids. As chairperson of the NFA Council, we rejected bids that were too high. We rejected bids 4 times in a span of 1 year and a half. In the first instance, rice prices went down by 30 dollars per ton the week after the rejection. Overall, we saved the government P6 billion in rice imports and slashed the average price of rice imports by as much as 120 dollars per metric ton from 2010 prices. Aquino had said his office is planning to submit the proposal as soon as possible. ‗‘We do not want a repeat of what happened [in the past month,‘‘ he said. The plan of NFA to import was made during the launch of NFA Kontra Abuso hotline last Thursday. Aquino expected that once approved, ideal arrival would be October to December because during this time prices in the world market are low. ‗‘We can get the best deals from foreign suppliers – low price but still good quality. It‘s a win-win for us,‖ he added. The NFA proposal is designed to boost its buffer stock inventory which is currently at 2.5 days only or about 1.6 million bags when it is supposed to have a 30-day buffer stock during the lean season. The previous week‘s column (01 July 2018) dealt with decoupled payments as safety nets for rice farmers as an appropriate and equitable response to the imminent lifting of the quantitative restrictions (QR) in the importation of rice and its replacement with tariffs. This is part of our commitment to the Uruguay Round Agreement on Agriculture (URAA) as a member of the World Trade Organization (WTO) and its predecessor, the General Agreement on Tariffs and Trade (GATT).

The lifting of quantitative restrictions will open up our domestic rice trade to the entry of cheap rice from Thailand, Vietnam and other sources. As a result, the retail price of rice will go down to the benefit of consumers. But will depress the farm gate of palay (unmilled rice) to the detriment of our already poor rice farmers who will become poorer. Hence the need for safety nets to allow rice farmers time to adjust to the new price regime, either to raise their productivity to compete with imports, or to shift to other commodities and livelihoods where they can earn more. Following are further clarification on what decoupled payments in agriculture are all about, their origins and purposes, and how they can be implemented to suit our national purposes, specifically our problem with rice. Uruguay round agreement on agriculture It all started with the multilateral free trade agreement (GATT) which was originally entered into by 23 countries in 1948 (the Philippines joined later) to eliminate harmful protectionism which brought down global trade 65 percent during the Great Depression (1930s). The primary purpose was to increase international trade by eliminating or reducing various tariffs, quotas and subsidies. It is claimed that GATT boosted world trade 8% a year during the 1950s and 1960s thus accelerating the rehabilitation of the economies of countries devastated during World War II. From its inception in 1947, the member countries of GATT conducted nine rounds of trade negotiations. The ninth, and last, the Doha Round was started in 2001 and has yet to be concluded. The eighth round, the Uruguay Round brought major reductions in tariffs and agricultural subsidies (URAA). The Uruguay Round also led to the formalization of the WTO which succeeded GATT. In order to ensure their domestic food supplies and provide adequate levels of incomes to households dependent upon agriculture, countries institute various policies and measures to support their rural economies. In addition to the usual research, extension, rural infrastructure and credit programs to enhance productivity, reduce costs and minimize risks, farming households are provided subsidies. In the case of the member-states of the European Union (EU), the system of subsidies paid to EU farmers are prescribed in the Common Agricultural Policy, better known as CAP. In the case of the United States of America, the support their farmers receive are legislated in a succession of farm support laws, e.g. the Federal Agriculture Improvement and Reform (FAIR) Act of 1996; and the Farm Security and Rural Investments (FSRI) Act of 2002. Domestic support to agriculture come in various forms and combinations but most commonly in the form of market price support and government procurement; input subsidies; tariffs, and import quotas. These measures provide incentives to farmers to grow more, often far in excess of national requirements. They lead to the proverbial ―mountains of butter and rivers of milk‖ in Europe and North America. Without a local demand for these products, the developed countries dump the surpluses in the global market, sometimes as food aid, depressing food prices, to the detriment of developing country farmers who are unable to compete with the heavily subsidized products from the developed countries.

The URAA was intended to address and regulate these excesses. There were three major provisions: the member-countries pledged (actually are required) starting 1995 to 1) remove import quotas and replace them with tariffs, 2) reduce the volume and value of export subsidies, and 3) reduce over-all domestic support, and very importantly, re-direct their policies/measures to those with no or minimal distortive effects on production and trade. The mandated reductions/cuts are higher for developed countries, and more moderate for the developing countries. Further if the aggregate value of the support measures (Amber Box) subject to reduction commitments do not exceed 10% of the total value of agricultural production, developing countries are not obligated to reduce them (de minimis provision). Production- and trade-neutral policies/ measures are specified in the so-called Green Box and are exempted from reduction commitments. Among the Green Box measures are research and development, extension, rural infrastructure improvements, maintenance of buffer stocks, provision of food aid to distressed populations, and direct payments to producers which are not linked to production decisions. In contrast, the trade-distorting policies/measures are classified in the Amber Box. The aggregate monetary value of Amber Box measures are subject to reduction commitments as specified in the schedule of the individual WTO members. In an intermediate category are The Blue Box measures, which are direct payments to farmers under production limiting programs. The payments are based on fixed areas and yield, and based on 85% or less of the production in a defined base period. Post QR scenario As a member – country of the WTO/GATT we are obliged to comply with the provisions of URAA applicable to developing countries. Specifically with regard to rice, we have to lift QR of imports and replace them with tariffs. Actually we are not giving up anything to comply. On the contrary, we have so much to gain. Our current policy of rice self-sufficiency and protection of the domestic rice industry has not really worked for us. Our retail price of rice is much higher than the world market price. The price support and procurement program of the National Food Authority (NFA) is a continuing big drain on government resources. And the rice farmers whom we want to protect remain poor. About time we change direction. The new scenario if we lift QR for rice and impose a uniform tariff of 35% has been worked out by Roehlano Briones and Lovely Ann Tidon of the Philippine Institute of Development Studies (PIDS) in a policy note published in 2015. By their estimation, consumers will greatly benefit from a reduction of the retail price of rice by as much as P6.97 per kilogram. However, farmers will suffer a significant loss of income with the decline of the farm gate price of palay by P4.56 per kilogram. Our palay production will shrink by 2.4 million tons by 2022. And our rice imports will balloon to 4.4 million tons. The tariffs collected from rice imports will amount to P27–P28 billion per year. A two-prong production strategy is in order. The less productive rainfed lowland and upland rice areas will have to move out of rice production and diversify to other crops. The remaining rice areas with irrigation will have to further raise their productivity and reduce costs to compete with imports. These will require more research and development; better extension and advisory services;

affordable and readily accessible credit; rehabilitation and continuing expansion of irrigation; more farm-to-market roads; more mechanization and closer integration of primary production with the markets, and the rest of the value chain. These are standard, continuing programs under the mandate of the national agencies, particularly the Department of Agriculture. However, what is missing in the narrative is how do we help rice farmers cope with their immediate loss of income, while waiting for the benefits of the above programs to take effect. Compensation schemes to help rice farmers The immediate need of the rice farmers can be addressed in three ways, namely: 1) traditional support e.g. price support and procurement by NFA; inputs (seeds and fertilizers) subsidies; consumer subsidies (Amber Box), 2) deficiency payments — compensations in the event that the commodity market price falls below a target price; based on volume and price differential (Blue Box), and 3) decoupled payments — lump sum payments not linked to commodity price and quantity and therefore do not influence production decisions (Green Box). Under URAA the developed countries are phasing out the support measures in the Amber Box, and gravitating to the Blue and Green Boxes to minimize production and trade distortions and reduce costs. More and more countries are trending to decoupled payments. We are coming to the same conclusion but not exactly for the same reasons. The price support and procurement program of NFA is wasteful, costly, prone to corruption and ineffective. We do not want a repeat of the fertilizer subsidy scam in the Department of Agriculture, and tales of overpricing of seeds, pesticides, fertilizers and tractors, ghost deliveries and ghost farmers. In the case of deficiency payments, their determination based on individual farmers volume of production and price differential between target and market prices are time consuming and prone to corruption. More transparent and less subject to fudging are decoupled payments based on land area which are recorded in land titles or tax declarations in the local assessors‘ offices. All that is required is that the beneficiary is a registered farm operator/tiller in the Registry System for Basic Sectors in Agriculture (RSBSA) initiated by National Economic and Development Authority. Conclusion We should comply with our commitment/obligation under the URAA. We should repeal parts of R.A. 8178 and enact a new law to tarrify the imports of rice and mandate that the collected tariffs be dedicated exclusively for the benefit of the rice sector. We should persevere in the further intensification of rice production in the favorable irrigated areas to enhance yield and reduce costs to compete with imports. But divert the less productive lowland rainfed and upland areas into other high value crops. Finally, and this is the key message of this column, let us provide direct decoupled payments to rice farmers for a limited period to compensate for their immediate loss of income from market liberalization, as the more equitable sustainable approach compared with the other forms of farm subsidies. All of us, not just the rice farmers, should bear the burden of adjustment to market liberalization.

Most of the boys, who were shown in their hospital beds, looked relaxed, and began their brief statements with a ―wai,‖ the traditional Thai greeting of hands raised to chest level with palms together. A few also gave the two-finger victory sign and raised a fist. One of the 14-year-olds, Ekarat Wongsukchan, whose nickname is Biw, playfully raised his two arms in a boxer‘s victory stance as laughter was heard in the background. ―Hello, my name is Biw, I am fine. I want to say thanks to everyone that worried,‖ he said. All 13 offered thanks for the support they‘ve been given. Asked by an off-camera interviewer what they were looking forward to eating, their wish list included slow-cooked pork leg with steamed rice, fried crispy pork, roasted red pork, sushi, steak and KFC. Adul Samon, a stateless 14-year-old sent to Thailand for schooling by his ethnic minority parents across the border in Myanmar, spoke in Thai and then in English: ―Hello, I am Adul. I am very thank you so heavy, thank you so much.‖ Adul is perhaps the best known of the boys because he was the one speaking English in the video taken inside the cave when the team members were first found by two British cave divers on July 2, nearly 10 days after being trapped by flooding. In the video from the hospital, he also holds up a paper, apparently a drawing of his teammates, whom he points out one by one. Public health minister Piyasakol gave a prognosis for the boys, and said, ―Psychologists have been talking to the kids, with the kids, their mental well-being is good today.‖ ―Even though they are about to leave in the days ahead ... they aren‘t as strong as a normal person, they still need to rest and improve their health, and body,‖ he said. A hospital statement said as the boys continue to recover, they remain susceptible to infectious disease. The government‘s decision to raise the minimum support price (MSP) of common paddy from Rs 1,550 to Rs 1,750 per quintal this crop season may benefit farmers ahead of elections, but could impact the country‘s export of non-basmati rice, annually worth almost Rs 23,000 crore.Much of India‘s non-basmati exports — which have zoomed from just one lakh tonnes to over 8.6 million tonnes (mt) in this decade — are to African nations, both West (Benin, Nigeria, Niger, Togo, Ghana, Ivory Coast, Liberia, Guinea and Senegal) and East (Somalia and Djibouti), and also to Bangladesh, Nepal and Sri Lanka. These are poorer countries relative to West Asia, UK, Europe, US, Canada and Australia, the main markets for the more premium basmati rice. In 2017-18, India shipped out 4.05 mt of basmati rice, which was less than half the quantity of non-basmati (8.63 mt), but of higher value (Rs 26,841.19 crore versus Rs 22,927.06 crore for the latter). Unlike basmati, non-basmati rice is a highly price-sensitive segment. The MSP increase will totally erode India‘s price competitiveness,‖ said an official from a major agri-commodity exporting firm. Currently, long-grain (6 mm) parboiled rice with 5% broken grain content – which is what India largely exports – is quoting at $385-390 per tonne free-on-board (FOB, or the point of shipment). Paddy yields roughly two-thirds rice, with the milling costs – including salaries, interest and overheads – more or less recovered from sale of husk and bran. If paddy is sourced from Chhattisgarh, Odisha or Andhra Pradesh at an MSP of Rs 1,550 per quintal, the equivalent price of milled rice will be around Rs 23.25 per kg. After adding commission fees, local levies and transport charges of Rs 1.25, the delivered cost at Kakinada port will come to Rs 24.50/kg. On top of this are fobbing costs‖ (towards bagging, warehousing, inspection, customs clearance and cargo handling/stevedoring) of Rs 1.50, which takes the final FOB price to Rs 26/kg or $380 per tonne at Rs 68.5-to-the-dollar. But with the new paddy MSP of Rs 1,750 per quintal, the basic rice cost itself will go up by Rs 3/kg or nearly $44 per tonne. At this rate, we will be completely priced out. Today, even longgrain white raw rice with 5% brokens from Thailand is selling at below $400 per tonne FOB,‖ the earlier-quoted exporter pointed out. The implications of it aren‘t small. India produces about 110 mt of rice, out of which 36-38 mt is procured by government agencies and 12.5-12.7 mt is exported. The higher MSP is not

applicable on basmati paddy and would anyway make little difference to the four-mt exports of this premium rice. But to the extent the 8.5-8.7 mt of non-basmati rice exports are affected, there will be that much of surplus grain in the domestic market, which may end up in government warehouses. This, when public rice stocks, at 23.25 mt as on July 1, are way above the normative buffer of 13.54 mt required to be maintained before the start of the new agricultural year. The entire 8.5-8.7 mt exports may not take a hit, but at least 3 mt or so can be impacted. The two offsetting factors could be a further depreciation of the rupee and a bumping up of prices by Indian exporters,‖ noted Ashok Gulati, agriculture economist and former chairman of the Commission for Agricultural Costs & Prices. India, according to US Department of Agriculture data, accounted for 12.8 mt out of the total global rice trade of 48.98 mt in 2017-18, making it the world‘s largest exporter, ahead of Thailand (10.5 mt), Vietnam (7 mt), Pakistan (4.2 mt), Myanmar (3.5 mt) and the US (3.05 mt). Being a large exporter, India can set prices. But the ability to pass on the higher MSP is limited by the low purchasing power, especially of African countries who may even switch to cheaper cereal substitutes like cassava. Besides, Thailand and Vietnam may respond by ramping up their supplies and grabbing our market share,‖ added Gulati. But there could also be a third possibility – of rice meant for the public distribution system (PDS) getting diverted for exports. This, if trade sources are to be believed, is already taking place. Given that the Central issue price for rice under the National Food Security Act is just Rs 3/kg – states like AP, Telangana, Odisha and Chhattisgarh are offering it at Rs 1/kg – the incentives for diversion are obviously huge. PDS rice typically has 20-25 % brokens. There are traders/millers who manage to get these through collusion with food department officials and transporters, which they then convert into 5% brokens (by adding unbroken or head rice bought from the market) and sortex (to remove discoloured and damaged grain) for achieving export quality,‖ explained an exporter, who, however, couldn‘t quantify the extent of such PDS-diverted shipments. "We don't think of underwater noise as an issue ... but most marine life — if not all marine life — listens to the world around it in one way or another," said Aaron Rice, a researcher at Cornell University's Lab of Ornithology. As part of the lab's bioacoustics program, Rice's research dives into the sounds animals make, helping scientists pinpoint habitats and behavior patterns. He also examines how human-made sounds impact sea critters, whether oysters slamming their shells shut at the hum of a cargo ship or whales within earshot of a pile driver for an offshore wind turbine foundation. Rice said he's been encouraged by what he's learned about offshore wind, even with an immense amount of "steel in the water" planned off the shores of the East Coast within the next five to 10 years. Deepwater Wind, which built and operates the Block Island Wind Farm, plans a 75-turbine wind farm south of Martha's Vineyard that will deliver electricity to Rhode Island and Connecticut by 2023. The company is proposing to help New London State Pier become a hub for offshore wind deployment. While noise pollution associated with pile driving into the seabed is "not an insignificant noise footprint," Rice said it was "a fairly short noise event," especially compared to geophysical exploration for oil and gas, in which "seismic activity will go on for months and months on end." Rice added that Deepwater Wind could consider other foundation and turbine types that could lessen the impact of pile driving or eliminate the need to pile drive at all. Trenching a cable from turbines to the shore, and ships required for maintenance and construction also will produce noise that could impact sea life, Rice said. "A quiet ocean is a good thing," Rice said. "Elevated noise has demonstrated effects to all animals, including people. But wind is not the most severe by any stretch of the imagination." He described the overall impact of offshore wind on marine life as "a drop in the bucket ... compared to global shipping on which the world depends." Stephen Boutwell, a spokesman for the federal Bureau of Ocean Energy Management, said BOEM "is unaware of any harm to marine life as a result of operating a wind facility." BOEM leases swathes of federal waters to offshore wind developers and researches potential impacts on marine life. The agency has reshaped wind lease areas based on concerns from the commercial fishing industry and conservationists, Boutwell said.

Deepwater Wind says surveys of the site area and sea floor likely will begin this summer. Construction should begin by 2021 after lengthy state and federal permitting processes. The costs of the project have not yet been revealed, and Deepwater Wind and utilities still need to hammer out contracts. Scientists: no evidence linking turbines to whale strandings Last June, after a humpback whale carcass was found stranded ashore in Jamestown, R.I., University of Rhode Island researchers called into question some widespread reports that tried to pin the Block Island Wind Farm as the culprit, arguing "it is highly unlikely the whale's death had anything at all to do with a turbine." Bob Kenney, a URI marine research scientist, and Jim Miller, a URI professor of ocean engineering and oceanography, said the five turbines off Block Island produce about 100 underwater decibels at a range of about 50 meters, "very low and only detectable when ships are not nearby and when the wind is not too strong." Additionally, the pair noted that noisy pile driving and construction occurred a few years before the whale was stranded in Jamestown, and that "whales themselves are louder than turbines." The researchers said social calls of humpbacks have measured between 123 and 183 underwater decibels at 1 meter, while scientists have measured fin whale vocalizations near the Block Island Wind Farm at more than 140 underwater decibels at a range of 500 meters. In an email Sunday, Kenney said nothing had changed his opinion since last year. Offshore wind projects "will all have mitigation plans ... which typically include seasonal restrictions" on construction to protect marine life, he said. He added that the impact of turbine foundations in the water was not as great as some had feared, "and for some species, sea turtles, some fish, added structure is probably a benefit rather than a negative impact." "Marine mammals are not following some narrowly defined movement routes along the shore, so it's not like building something in one lane of the highway," he said. At the time of the humpback's stranding in Jamestown last year, Mendy Garron, the Regional Marine Mammal Stranding Coordinator, told the Block Island Times that, "We don't believe the Wind Farm would have any negative activity on the humpback whales." Asked about the Jamestown humpback last week, NOAA spokeswoman Jennifer Goebel said, "The report on this whale was that it is a presumed ship strike case based on test results, which are apparently limited." Professor Ian Boyd, who has researched acoustic disturbance to whales at the University of St. Andrews in Scotland, was misquoted by a United Kingdom news outlet seven years ago in what he described to The Day as a "spurious and untrue" article about whale deaths. Several websites since have directly or loosely referenced "research at St. Andrews University" linking turbines to whale deaths.

"I know of no evidence supporting a connect of wind farms to the deaths of whales," Boyd wrote to The Day on Friday. "Frankly, it's really unlikely. The greatest risks occur during construction but even then they are only likely to cause disturbance, be relatively short-lived and vary between species. Many species are pretty robust to disturbance. There are also well developed methods to mitigate these effects." Deepwater Wind to schedule construction around whale migration season Ensuring protection of the North Atlantic right whale is a top concern, according to scientists and Deepwater Wind. Rice noted it was a "highly endangered species hunted nearly to extinction" that was rebuilding for a time but is "slow moving and vulnerable to ship strikes or getting tangled in fishing gear." Aileen Kenney, Deepwater Wind's senior vice president of development, acknowledged that noise from construction equipment and shipping potentially could disturb whales and other species, making them go into deeper waters or change their movement patterns. Kenney has no relation to the URI scientist. When building the Block Island Wind Farm, Deepwater Wind complied with BOEM requirements to stop construction if workers spotted certain sea life within specific distances. The company also established agreements with groups such as the Conservation Law Foundation, the National Wildlife Federation and the Natural Resources Defense Counsel to limit impact on right whales. "We're saying we're not going to do any pile-driving, not any survey activities ... from the November time frame to April or May," Kenney said. "It is a big logistical challenge for us, but it's an important commitment that minimizes impact to the species." Kenney and several scientists noted that no right whale calves had been born so far in 2018, and NOAA says only about 450 right whales remain in the Atlantic. NOAA is investigating three separate waves of abnormal fatality totals among three species of whales between 2016 and 2018, including the right whale, minke whale and humpback whale. Since June 2017, NOAA has investigated 19 dead stranded right whales, 12 of them in Canada and seven in the U.S. In the past two years, 33 minke whales have been found stranded along East Coast beaches, including a dozen in Massachusetts. Since 2016, 76 humpbacks have met the same fate, 20 of them in New England. The causes of the overall increase in deaths — deemed by NOAA as Unusual Mortality Events for each species — remain undetermined. But many necropsies show evidence of vessel strikes or entanglements in fishing gear, and NOAA said more study is needed. FILIPINO rice farmers are now seeking government intervention to cushion the impact of rising global oil prices and the Tax Reform for Acceleration and Inclusion (TRAIN) law, which have sent their production costs soaring. For one, they are urging the government anew to issue fuel vouchers to aid them in coping with the increasing oil prices. ―We have been asking the government to give us fuel vouchers for years now. We asked this before from the National Food Authority [NFA] but to no avail,‖ Edwin Y. Paraluman, chairman of the Philippine Farmers Advisory Board, told the BusinessMirror. ―So we are renewing our call to give us fuel vouchers, especially when fuel prices are increasing. If they can give fuel cards to jeepney drivers, then why can‘t they give farmers as well?‖ Paraluman added. Rice farmers are affected by the increase in oil prices as farm machineries and equipment utilize fuel, Paraluman explained. ―That will cause a domino effect. Increase in oil prices would lead to increase in fertilizer prices, and that would mean higher cost of production.‖ The TRAIN law imposed an excise tax of P2.50 per liter on diesel products and P7 per liter on gasoline. A study recently conducted by the Philippine Rice Research Institute (PhilRice) concluded that ―the TRAIN‘s imposition of increased excise tax, unstable global fuel prices, and the peso-dollar exchange rate conspired‖ to raise rice farmers‘ production cost.

And one of the recommendations of the study, authored by AIleen C. Litonjua and Jesusa C. Beltran, to help farmers cope with rising production costs, is to give ―discounted fuel.‖ ―[The government could] explore ways to provide farmers with discounted fuel,‖ the authors said. ―This will directly unburden them of the ill effects of TRAIN on rice farming.‖ Under the TRAIN law, jeepney franchise holders are entitled to fuel vouchers to mitigate the increase in oil prices. For this, the government has allocated some P977 million, which is expected to be distributed to about 179,000 jeepney franchise holders. Fuel costs increase The study found an increase in the fuel costs of farmers across three different sources of irrigation. Farmers exclusively using national irrigation systems (NIS) saw their fuel costs rise by P249 per hectare after the implementation of TRAIN; those using pumps to supplement irrigation incurred a P949 per-hectare increment in their fuel costs. Farmers who solely depend on water pumps posted the highest increase in fuel costs, incurring an additional P2,014 per-hectare expenditure after the TRAIN law. ―Farmers who depend on pumps for irrigation water suffer from the increased fuel prices. Their fuel consumption accounts for some 30% of their total production cost,‖ the study explained. ―TRAIN increases the production cost of pump-dependent farmers by 50 centavos for every kilogram of palay produced, which diminishes their income by 10 percent,‖ it added.

The study said pump-dependent rice farmers consume about 397 liters to 413 liters of fuel per hectare, more then double the fuel requirement of those not solely dependent

on pumps.

―The fuel price increases, therefore, disadvantage farmers who highly depend on pumps for water supply,‖ the study said. The increase in the fuel costs of pump-dependent rice farmers translated into a 10percent cut in their net income, according to the study. The study noted that farmers in 2016 earned P5.12 per kilogram but since the implementation of the TRAIN law, their net income went down to P4.62 per kilogram. In 2016 farmers spent P12.31 to produce a kilogram of rice while they earn about P17.43 per kilogram, according to the study. Recommendation Pump-dependent rice farmers could recoup the increase in their production costs if farm-gate price of palay continues to increase, according to the study. But if it doesn‘t, then they would be ―even less competitive due to increased production cost,‖ and this would ―deprive them of a higher income,‖ the study said. So what should pump-dependent rice farmers do to cope with the increased in fuel prices? Produce an additional yield 105 kilograms per hectare ―to maintain the same level of income,‖ according to the study. And for them to do this, the study recom-mended, they should invest in farm machinery and slowly mechanize their operations. ―The DA-PHilMech [n.d.] asserts that farmers incur 4.29-percent harvest losses, which steal 214 kg/ha from the would-be gross yield of 5,000 kg/ha. Adopting the combine harvester can reduce this to only 2.11% [Regalado and Ramos, 2016], thereby saving more farmers‘ produce without having to significantly increase fuel cost,‖ it said. ―The mechanized farmer only uses an additional 16-26 liters per ha, equivalent to PhP600-1,000/ha more cost under TRAIN-lifted prices. additional net income [Litonjua et al., 2016] from using the combine harvester more than offsets the additional cost,‖ it added. ―Therefore, the increase in fuel prices has less impact on farmers who choose to mechanize,‖ the study concluded. Furthermore, to cushion the ill effects of TRAIN on rice farming, pump-dependent farmers have to continue ―using yield enhancing technologies, reduce harvest losses through mechanization, and adopt water-saving technologies like Alternate Wetting and Drying [AWD],‖ the study said. AWD, according to the study, reduces farmers‘ water use by 16 percent to 35 percent without decreasing grain yield. The study also recommended that the government fast-track the completion of existing irrigation projects to increase the number of farmers benefiting from ―free and reliable irrigation supply.‖ This, the study pointed out, would help pumpdependent farmers save on irrigation cost. Support price Paraluman said fuel voucher is just one of many subsidies the government could give the rice sector to cope with rising production costs. ―I hope the government could give us subsidies for us to be able to cut our production costs. They could give us high-yielding seeds and fertilizers,‖ he said. Furthermore, Paraluman, who represents the farmers‘ sector at the NFA Council, sought an increase in the agency‘s support price for palay to ensure the rice farmers‘ profititability. Paraluman said increasing the NFA‘s palay buying price ensures farmers earn more instead of being at the mercy of loan sharks every harvest season.

Earlier this year, the NFA proposed to increase its buying price from the current P17 per kilogram to P22 per kilogram, but this was thumbed down by the NFA Council. Last month the NFA proposed to increase its support price to P25 per kilogram to become competitive against the buying price posed by traders in the market—ranging from P22 to P25 per kilogram. ―All farmers live on debts. The harvest is mortgaged to the lenders even while the palay is still standing,‖ he said, mostly in Filipino. ―The service of the government should be for the people. What they get from the people‘s income should also return to them.‖ ―The economic managers have been saying that increasing the NFA support price to P22 would be inflationary. But at the present P17, why did the prices of rice in the market continue to increase? The NFA has been obsolete in buying from farmers,‖ Paraluman added. Paraluman said the NFA has been given P7 billion for its local palay procurement program but has only been able to withdraw some P1.8 billion due to its incapability to buy from local farmers. While these ideas remain as proposals to the government, rice farmers are left with no choice: tighten their belts and borrow money. ―Farmers cannot do anything with the increasing production costs and rising prices of goods but to budget what they have,‖ Paraluman said. ―They are only tightening their belts. The government‘s decision to raise the minimum support price (MSP) of common paddy from Rs 1,550 to Rs 1,750 per quintal this crop season may benefit farmers ahead of elections, but could impact the country‘s export of non-basmati rice, annually worth almost Rs 23,000 crore. Much of India‘s non-basmati exports — which have zoomed from just one lakh tonnes to over 8.6 million tonnes (mt) in this decade — are to African nations, both West (Benin, Nigeria, Niger, Togo, Ghana, Ivory Coast, Liberia, Guinea and Senegal) and East (Somalia and Djibouti), and also to Bangladesh, Nepal and Sri Lanka. These are poorer countries relative to West Asia, UK, Europe, US, Canada and Australia, the main markets for the more premium basmati rice. In 2017-18, India shipped out 4.05 mt of basmati rice, which was less than half the quantity of non-basmati (8.63 mt), but of higher value (Rs 26,841.19 crore versus Rs 22,927.06 crore for the latter). ―Unlike basmati, non-basmati rice is a highly price-sensitive segment. will totally erode India‘s price competitiveness,‖ said an official from a major agri-commodity exporting firm. Currently, long-grain (6 mm) parboiled rice with 5% broken grain content – which is what India largely exports – is quoting at $385-390 per tonne free-on-board (FOB, or the point of shipment). Paddy yields roughly two-thirds rice, with the milling costs – including salaries, interest and overheads – more or less recovered from sale of husk and bran. If paddy is sourced from Chhattisgarh, Odisha or Andhra Pradesh at an MSP of Rs 1,550 per quintal, the equivalent price of milled rice will be around Rs 23.25 per kg. After adding commission fees, local levies and transport charges of Rs 1.25, the delivered cost at Kakinada port will come to Rs 24.50/kg. On top of this are ―fobbing costs‖ (towards bagging, warehousing, inspection, customs clearance and cargo handling/stevedoring) of Rs 1.50, which takes the final FOB price to Rs 26/kg or $380 per tonne at Rs 68.5-to-the-dollar. But with the new paddy MSP of Rs 1,750 per quintal, the basic rice cost itself will go up by Rs 3/kg or nearly $44 per tonne. ―At this rate, we will be completely priced out. Today, even longgrain white raw rice with 5% brokens from Thailand is selling at below $400 per tonne FOB,‖ the earlier-quoted exporter pointed out. The implications of it aren‘t small. India produces about 110 mt of rice, out of which 36-38 mt is procured by government agencies and 12.5-12.7 mt is exported. The higher MSP is not applicable on basmati paddy and would anyway make little difference to the four-mt exports of this premium rice. But to the extent the 8.5-8.7 mt of non-basmati rice exports are affected, there will be that much of surplus grain in the domestic market, which may end up in government warehouses. This, when public rice stocks, at 23.25 mt as on July 1, are way above the normative buffer of 13.54 mt required to be maintained before the start of the new agricultural year. ―The entire 8.5-8.7 mt exports may not take a hit, but at least 3 mt or so can be impacted. The two offsetting factors could be a further depreciation of the rupee and a bumping up of prices by Indian exporters,‖ noted Ashok Gulati, agriculture economist and former chairman of the Commission for Agricultural Costs & Prices.

India, according to US Department of Agriculture data, accounted for 12.8 mt out of the total global rice trade of 48.98 mt in 2017-18, making it the world‘s largest exporter, ahead of Thailand (10.5 mt), Vietnam (7 mt), Pakistan (4.2 mt), Myanmar (3.5 mt) and the US (3.05 mt). ―Being a large exporter, India can set prices. But the ability to pass on the higher MSP is limited by the low purchasing power, especially of African countries who may even switch to cheaper cereal substitutes like cassava. Besides, Thailand and Vietnam may respond by ramping up their supplies and grabbing our market share,‖ added Gulati. But there could also be a third possibility – of rice meant for the public distribution system (PDS) getting diverted for exports. This, if trade sources are to be believed, is already taking place. Given that the Central issue price for rice under the National Food Security Act is just Rs 3/kg – states like AP, Telangana, Odisha and Chhattisgarh are offering it at Rs 1/kg – the incentives for diversion are obviously huge. ―PDS rice typically has 20-25 % brokens. There are traders/millers who manage to get these through collusion with food department officials and transporters, which they then convert into 5% brokens (by adding unbroken or head rice bought from the market) and sortex (to remove discoloured and damaged grain) for achieving export quality,‖ explained an exporter, who, however, couldn‘t quantify the extent of such PDS-diverted shipments. Scientists at the Indian Agricultural Research Institute and Jawaharlal Nehru University, New Delhi, have documented what they say is the first experimental evidence of the effects of atmospheric PM on two basmati varieties, PB-1509 and PBS. Their study has revealed that the yields dropped by 8.5 per cent for PB-1509 and 7.5 per cent for PB-S under elevated PM levels in the air. "We looked at the direct effects -- what happens when tiny particulate matter deposits on growing rice crops," Usha Mina, a teacher at the School of Environmental Sciences at JNU and a study team member, told The Telegraph. "When elevated concentrations of particulate matter coincide with the growth period of rice crops, direct deposition of pollutants can alter the normal plant physiology." The study has found that under elevated PM levels, the chlorophyll content falls by about 20 per cent in both the PB-1509 and PB-S plants. KEBS Stamps Shortage to Affect Goods Such as Rice, Toothpaste and Beauty Products 

The Kenya Bureau of Standards (KEBS) is facing a shortage of the International Standardisation Mark (ISM) meant for imported goods. This comes in the wake of fake stamps found on some international products which means that goods such as toothpaste, beauty products, and rice are likely to be affected as traders cannot sell them without the mark. The move was confirmed by KEBS interim Managing Director David Ikiara who noted that the body was looking to come up with new measures to solve the situation. ―We stopped printing the stickers. In the meantime we‘re coming up with a stop-gap measure, maybe use of certificate of conformity, before we find a permanent solution,‖ stated Ikiara

Some supermarkets had little stock left when the government gave the directive to block imported goods for about three weeks and warehouses were unable to release goods that had been paid for.Country manager for supermarket chain Carrefour Franck Moreau stated: ―Carrefour has sufficient stock on some products that were imported before the directive was issued. However, we are already feeling the pressure on products that we receive on a weekly basis.‖

In June, the government nabbed counterfeit goods worth over Ksh1.2 billion as they waged war on fake goods in the country. KEBS also started investigations into imported goods that have the Diamond Mark of Quality yet had not received them from the quality assurance body.Kenya imports a lot of rice from Pakistan and this will affect its distribution to consumers. This might also lead to higher prices of the product as has already been witnessed in the rising sugar prices due to a crackdown on illegally imported goods.
