Corinth man accused of selling stolen guns
Deaths Jimmy Bishop
RIENZI — Funeral services for Jimmy Andrew Bishop, 57, are set for 2 p.m today at McMillan Funeral Home with Bro. Jerry Kelly, Bro. Shelton Ivey and Bro. Jimmy Glover officiating. Burial will be in the Danville Cemetery. Mr. Bishop died Thursday, January 3, 2013, at the Magnolia Regional Health Center. He was born September 2, 1955 to Gene and Geneva Bishop. He was the Chief of the Rienzi Volunteer Fire Department, a member of the Rienzi Rescue Squad, and the Rienzi Lions Club. He was a supervisor at Corinthian Furniture. He attended Bethel Methodist Church. Survivors are his wife, Caffie Bishop; one son, Joe Bishop and his wife; his mother, Geneva Bishop; one sister, Arlene Gooch; and a host of nieces and nephews. Preceded in death by one daughter, Andrea Bishop; his father, Gene Bishop; his grandparents, Doug and Frances Austin, and Jack and Rachel Bishop; and one sister, Tina Bishop. Pallbearers are Bud Brooks, Bobby Bishop, John Beavers, Eric Price, Lee Benjamin, and Brandon Derrick. Honorary pallbearers are All Alcorn County Volunteer Fire Fighters. Funeral services for DeBria LaSha Agnew, two months, of Corinth, are set for noon Saturday at Freedom Fellowship with burial in Rienzi Cemetery. Agnew died Monday, December 31, 2012 at Magnolia Regional Hospital. She was born October 23, 2012. Survivors include her mother, Deundra Shanae Harmon; her father, DeBrico Agnew; grandparents, Latanja (Calvin) Agnew, Rico (Brandi) Hastings, Karen Cook and Michael Morrison; Agnew two sisters, Takhia Crump and Jayana Hill; and great grandparents, Virginia Barnett, Cleveland (Mary) Hastings, Nellie Bush, Tommy Dyer and Mary John Baldwin. She was preceded in death by grandmother, Veronica Harmon Ellis. Rev. Steve Roberson will officiate. Visitation is 11 a.m. until noon Saturday at the church. Grayson Funeral Services is in charge of arrangements.

A Corinth man is facing charges for allegedly trying to sell guns stolen from a Holly Springs home. According to Holly Springs police, 18-yearold Corinth resident
Kendrick Jones was one of two people arrested for the late-December burglary of a residence. Authorities say guns were among the items taken from the residence. Jones and Holly Spring resident Koleguo Moore,
also 18, were arrested by Holly Springs police while the two were meeting buyers for the guns and other stolen items. At the time of their arrest, the pair had a small .38 caliber pistol and a high power .50 caliber rifle in their possession.

MICHIE, Tenn. — Funeral services for Martin Lee Harben, 81, are set for 1 p.m. Sunday at Shackelford Funeral Directors in Selmer with burial in Acton Community Cemetery. Mr. Harben died Wednesday, January 2, 2013 at his residence. Born October 25, 1931 in Hornsby, Tenn., he was a factory worker and member of The Springs United Pentecostal Church in Bethel Springs, Tenn. Survivors include a son, Wylie Lee Harben and wife Lisa of Guys, Tenn.; two sisters, Mary Ann Blankenship and husband Bobby of Guys, Tenn., and Barbara Gray of Guys; a brother, Roy Marland Harben and wife Frances of Guys; grandchildren, Heath Rebstock, Heather Hayes, Holly Crum and husband Jason, Ginna Black and husband Zach, Wylie Harben, Jr., and T.J. Harben; and six great grandchildren. He was preceded in death by his wife, Fannie Mae Harben; a daughter, Judy Rebstock; his parents, Roy Everett and Amy Verna Martin Harben; and a brother, Robert Wylie Harben. Trent Nethery will officiate. Visitation is 5:30-9 p.m. Saturday at the funeral home.

JACKSON — Mississippi’s proposed health insurance exchange is in limbo because of a dispute between the governor and the insurance commissioner. Gov. Phil Bryant and Insurance Commissioner Mike Chaney, both Republicans, disagree about which of them has authority to create a plan and submit it for federal approval. An exchange is an online marketplace where people can buy private health insurance. Under the health care law President Barack Obama signed in 2010, exchanges are to be set up and run by individual states or by the federal government. Chaney submitted an exchange proposal to the U.S. Department of Health and Human Services in mid-November. Bryant objects to the federal health law and has sent two letters to Health and Human Services Secretary Kathleen Sebelius trying to block Chaney’s proposal. In a Nov. 26 letter, Bryant wrote that he believed the creation of a health exchange was a “gateway” for the 2010 law, the Affordable Care Act, to take hold in Mississippi. He said he would support a true state-run exchange not associated with the federal law. Mr. Rodgers died Tuesday, January 1, 2013 at his residence. He was a stone mason and carpenter. He was an Army Veteran of the Vietnam War and member of Palestine Community Church. Survivors include his wife, Anita Rodgers of Tishomingo; three children, Haley Rose of Arlington, Tenn., Matthew Rodgers of Iuka, and Mark Rodgers of Iuka; two sisters, Glenda Bumpas of Horn Lake and Margaret Collum of Michie, Tenn.; and a brother, Jimmy Dale Rodgers of Horn Lake. He was preceded in death by his parents, James and Edna Rodgers; and a brother, Billy Rodgers. Bro. Danny Young will officiate. Visitation is noon to 1 p.m. today at the church. has never provided funds for a program without ultimately seizing control of it.” In a Dec. 28 letter, Bryant said only the governor — not the insurance commissioner — has the authority to act on behalf of the state. He asked Sebelius to block Chaney’s proposal. Bryant pointed out that in 2011, the insurance commissioner sought permission from the Legislature to create a health insurance exchange, but legislators didn’t pass a bill. After that, Chaney said he didn’t need legislative permission to create an exchange, and the Mississippi Insurance Department started working on a plan. Bryant wrote in his Dec. 28 letter that the Mississippi Constitution specifies that the chief executive power in the state belongs to the governor, and that the constitution does not mention the Insurance Department. The department was created by a law rather than by the constitution. “I have concluded that MID lacks authority under Mississippi’s Constitution and laws to create an exchange under ACA,” Bryant wrote. “Therefore, HHS should not certify an exchange based on MID’s application.” The federal government on Thursday approved insurance exchange proposals from 17 states and Washington, D.C. Four of those states have Republican governors. Gary Cohen, director of the federal Center for Consumer Information and Insurance Oversight,
said the Department of Health and Human Services “is not approving or denying Mississippi’s application at this time.” The office that Cohen heads at the department is responsible for the rollout of the federal health care law. Federal officials are trying to better understand the question of legal authority in the Mississippi dispute, but they recognize that the final determination must be based on state law, he said. It was not immediately clear whether the dispute over state authority would end up in court. Chaney was in meetings Thursday and was not immediately available for comment. Chaney has said repeatedly that he doesn’t like the federal health law, but he believes Mississippi — not the federal government — should control the state exchange. “The whole goal here is to help the consumer in this state have more information and make an intelligent decision about what they are going to buy,” Chaney said Nov. 14, when he said he had completed the exchange proposal and was planning to submit it to Washington. Under the federal law, Americans who are uninsured can start shopping for coverage through exchanges on Oct. 1 and coverage begins Jan. 1, 2014. About 8 in 10 customers in the new marketplaces will be eligible for federal aid to help pay their premiums. Small businesses will have separate access to their own exchanges.

WASHINGTON, D.C. — U.S. Senator Thad Cochran (R-Miss.) is encouraging the nomination of Mississippi employers who have demonstrated exceptional support for members of the National Guard and Reserve. The Employer Support of the Guard and Reserve (ESGR), an agency within the Department of De-
fense, is accepting nominations from guardsmen, reservists or family members for the 2013 Secretary of Defense Employer Support Freedom Award. “Mississippians serve with distinction in the National Guard and Reserves, and we are grateful for their readiness to serve overseas or at home in times of crisis,” Cochran said.
“The Freedom Award is a chance to show appreciation to the employers and businesses whose support makes National Guard and Reserve service possible. I believe there are numerous employers in Mississippi who are worthy of recognition, and I encourage their nomination for the 2013 Freedom Award,” he said. Up to 15 employers from
around the nation are selected annually to receive the Freedom Award, which is the highest award for civilian employers that support the Guard and Reserve. Recipients are honored at a ceremony in Washington, D.C. This year, the Crystal Springs United Methodist Church in Crystal Springs, received a 2012 Freedom Award. U.S. Army Na-
tional Guard Captain John Branning nominated the church based on its willingness to continue employing him during his active duty service, despite churches being exempt from the Uniformed Services and Reemployment Rights Act.
