The House was built in 1825 by enslaved laborers.

Enslaved people lived and worked in the DACOR Bacon House until 1862 when the District of Columbia Emancipation Act was signed.

Members, along with guests they accompany, are invited to attend luncheon talks which are held weekly throughout the year. Unless otherwise noted, these talks begin at noon with a cash bar reception in honor of the speaker. Lunch starts at 12:30 pm, followed by the speaker’s remarks which conclude by 2:00 pm; attendees are free to leave at that time.

The charge is $35 per DACOR member and reservations are required.

(The charge for attending only the speaker portion of the program from 1 – 2 pm is $15.) Changes and/or cancellations to programs are announced in our e-blasts and on our website.

OTHER EVENTS

All members of DACOR are invited to attend ADST/DACOR book launch receptions, receptions for newly-commissioned FSOs, and DCM/PO receptions for DCMs and Principal Officers. There is no entry charge, but reservations are necessary. Members are also welcome at the Sunday afternoon Huston Musicales; a fee of $30 per DACOR member and $35 for guests is collected at the door. Children under 18 are admitted free.

DACOR routinely takes photos at its events. Members and guests should notify the DACOR photographer if they want to restrict the use of their names and images.

DRESS CODE

DACOR maintains a professional business attire dress code in the DACOR Bacon House. While suits, ties and heels are always welcome, they are not required. For individual events, or categories of events, DACOR may apply a formal business attire dress code where men are expected to wear a suit or jacket and tie, and women should wear commensurate attire. Promotional material for these events will specify that formal business attire is required. During summer months, from Memorial Day to Labor Day, business casual may be worn.

From the President Warm new year greetings to all as we commemorate the Bicentennial of the DACOR Bacon House. I am grateful that so many members responded positively to our recent call to endorse an 18.7 percent increase in DACOR dues for 2025. I know that the dues increase, while not much in actual dollar terms, may impose a hardship on some members during this time of financial challenges. Thus, I particularly appreciate that the special members meeting devoted to the discussion over the dues increase drew record numbers of virtual and in-person attendees.

Especially in view of the Bicentennial, I invite us to turn our collective attention to the critical need for follow through on our larger vision as articulated in the Strategic Plan: to establish a perpetual House Preservation Fund that will be self-sustaining.

The good news is that Virginia Murray Bacon, the last private owner of our House at 1801 F Street, took extraordinary measures to ensure its longevity. She bequeathed it to a non-profit that evolved into our DACOR Bacon House Foundation. She left instructions that the House be used in perpetuity as a place for discussing international affairs and improving cultural and international understanding.

What is not well understood is that Mrs. Bacon did not leave us with an endowment for caring for her house. After she died in 1980, DACOR and its original “Educational and Welfare Foundation” used the proceeds from the sale of the original DACOR house on H Street to convert Mrs. Bacon’s residence into a clubhouse with office spaces.

Mrs. Bacon had also assumed that whatever fees we and the other tenants of the House were charged would be sufficient to care for it over time. The DBHF Foundation has continued to invest in the maintenance and preservation of the House in the ensuing decades.

Thanks to the excellent stewardship of Trustees, officers, and staff, combined with the philanthropy of more than 300 members of DACOR her residence is in better shape than it ever has been, even as we continue to realize that we must invest many more millions of dollars over the long term. For details about this long-term project, please see my December 2024 Annual Fund Appeal letter.

The responsibilities of taking care of an historic house are legion, and DACOR membership dues are not used to support the preservation of DACOR Bacon House. As outlined in my November Bulletin article, your dues are used entirely to subsidize the operations of DACOR, Inc., a 501(c)(4) membership organization.

DACOR is a permanent tenant of the DACOR Bacon House Foundation, which owns and maintains the House itself and distributes approximately $250,000 in annual educational fellowships.

Nevertheless, it is DACOR members who in 2012, under the leadership of then- Treasurer Lange Schermerhorn, initiated the House Preservation Fund (HPF). They have been steadily adding to Continued on page 12.

Hussein Ibish is a senior resident scholar at the Arab Gulf States Institute in Washington.

He is a weekly columnist for The National (UAE), former columnist for Bloomberg, regular contributor to The Atlantic and The Daily Beast, and frequent contributor to many other U.S. and Middle Eastern publications. He has made thousands of radio and television appearances and was the Washington, DC correspondent for the Daily Star (Beirut). Many of Ibish’s articles are archived on his Ibishblog website. He is also the author and editor of major studies.

Crises in Sri Lanka and Bangladesh: The Costs of Denial

Join DACOR and UAA for a conversation with Shanta Devarajan, Professor of Practice at Georgetown University's Edmund A. Walsh School of Foreign Service. In the past three years, two successful South Asian countries—Sri Lanka and Bangladesh—experienced widespread protests, the resignation of democratically elected leaders, and economic slowdown.

Shanta Devarajan will show that the economic and political upheaval occurred not despite their development progress, but because of it. In both cases, the underlying problem of weak governance had been present for a long time. But development successes enabled policymakers and the international community to overlook the serious crisis lurking below the surface - thus, the costs of denial. Meanwhile, the reduction in extreme poverty created a middle class that was much more concerned about good governance. The result was that both countries experienced a crisis that not only disrupted the economy in the short run but will have consequences for the countries’ long-term development. Shanta will also discuss the lessons in this experience for other developing countries.

DACOR's pre-election Salons discussed the role of domestic politics in foreign policy and diplomacy – with a focus on polarization and “post-truth” rhetoric.

As a newly elected President takes charge, the questions now are: How will the advent of a new administration and an electorally reconfigured American public shape foreign policy and the conduct of diplomacy in the coming years? Will the U.S. do better, worse, or about the same-- applying differing and often conflicting standards? And, in turn, how, will events around the world (wars, trade, climate crises, migration, political change elsewhere, relations with allies and adversaries, and push-back from key actors) register in the United States with the public at large, the President’s supporters, and the Administration?

Returning to our guiding themes – post-truth rhetoric and polarization – will these phenomena wax or wane as the new administration pursues its agenda internationally?

Will polarization among allies and partners overseas develop and stymie success with the President’s agenda or will a “transactional diplomacy” work to achieve U.S. policy goals and create workable solutions to shared global problems? In the event of impasse, how best can stakeholders reach agreement and take action?

Guest presenters from the previous Salon in October, Tom Reston and Roger Noriega, will return to initiate Salon discussion again, carrying over ideas and issues from the previous Salon while bringing diplomatic experience and political engagement on the left and right.

The Story of Frances Perkins' Efforts to Aid Refugees from Nazi Germany

Join DACOR for a conversation with author Dr. Rebecca Brenner Graham on her new book Dear Miss Perkins: A Story of Frances Perkins Efforts to Aid Refugees from Nazi Germany. Perkins was the first woman to serve in a presidential cabinet, the longest-serving Labor Secretary, and an architect of the New Deal. Yet beyond these celebrated accomplishments there is another dimension to Frances Perkins’s story. Without fanfare, and despite powerful opposition, Perkins helped save the lives of countless Jewish refugees fleeing Nazi Germany. Her story can provide insight into the refugee crises of today.

Perkins’s early experiences working in Chicago’s famed Hull House and as a firsthand witness to the horrific Triangle Shirtwaist fire shaped her determination to advocate for immigrants and refugees. As Secretary of Labor, she wrestled widespread antisemitism and isolationism, finding creative ways to work around quotas and restrictive immigration laws. Diligent, resilient, empathetic, yet steadfast, she persisted on behalf of the desperate when others refused to act.

Rebecca Brenner Graham is a postdoctoral research associate at Brown University.

Previously, she taught at the Madeira School and American University. Oksana Markarova is the Ambassador of Ukraine to the United States (since February 2021), Permanent Observer of Ukraine to the Organization of American States (since May 2021) and Ambassador of Ukraine to Antigua and Barbuda (since July 2023).

Before she arrived in DC on Apr 20, 2021, she served in Ukraine’s Ministry of Finance in 20152020 as First deputy Minister and Government commissioner on investments and then since 2018 as a Minister of Finance.

Prior to career in public service Mrs. Markarova spent 17 years working in private equity and financial advisory having leadership roles in ITT investment group, Western NIS Enterprise Fund, Chemonics and World bank, as well as founded Archidata startup electronic archive company in between service positions in 2020.

The Severe Impact of a Plastics Pandemic

Join DACOR and UAA for a conversation with Dr. Charles "Ok" Pannenborg on the impact of plastics. Every day there are reminders that plastics are everywhere, in the water, land and air, posing problems for both developing and developed countries. In December, a UN-sponsored conference failed to reach agreement on a global plastics treaty. Differences centered on the vast amounts of plastics produced, the waste that must be disposed of, where it goes, who should pay, what recycling by the private and/or public sector could reduce the problem, and so forth. Dr. Ok Pannenborg, formerly the World Bank's Chief Health Scientist, is a frequent member of many important U.S. and international health commissions. He has been actively calling attention to an under-addressed aspect of this problem - the impact of micro and nano plastics on our health, whether linked to severe diseases of unknown origin, to reproductive health and declining human fertility, and to wider policy implications..

Support for the Senior Living Foundation DACOR is proud to continue the tradition of presenting an annual grant to the Senior Living Foundation to support its mission. DACOR has long believed in assisting active and retired members of the Foreign Service family. In fact, DACOR used to have a Welfare branch for decades which was the predecessor of SLF. DACOR backs the important work SLF does for our members and other retired Foreign Service personnel and their spouses.

DACOR’s Executive Director John Bradshaw presented SLF’s Executive Director Kyle Longton the grant check in December, 2024.

200 Years of DACOR Bacon House History DACOR Bacon House is celebrating its bicentennial year 2024-2025 with a series of programs that highlight important events in the house’s history and the contributions its occupants made to our nation’s capital and to our national history. We have divided the two-hundred-year period into significant eras. For this month, January 2025, we start off with the era we might call “Beginning our Historic Journey,” starting with the construction of the house and its early ownership by the Ringgold and Carroll families.

1825-1860 Beginning Our Historic Journey 1825

Tench Ringgold and his enslaved and free workers complete construction of the house on the corner of 18th and F Streets.

A year earlier, Ringgold and Frances Lear, widow of Tobias Lear, former private secretary to George Washington, swapped properties: he traded lots he owned on Pennsylvania Avenue for three lots on the corner of 18th and F Streets in 1824. The two-and a half story house, with a stable, was completed the following year with money provided by Tench’s daughter Sally Ringgold. They drew up a mortgage and he was to repay her in five years. When he moved in, his second wife, Mary Aylet Lee Ringgold, was ill with edema (then called dropsy). She and the enslaved staff of some thirteen or more people of African descent, looked after them and his seven children (ranging in age from 25 to seven).

Ringgold, now widowed and marshal of the District of Columbia since 1818, provided a lavish wedding for his daughter Anna Maria who was married to Dr. Henry Huntt, physician to the President.

Vice President Martin Van Buren attended, but President Andrew Jackson did not. As Salmon Chase later wrote about the affair, “Hams, rounds of beef, chicken were not spared… Wine flowed in rivers – and rivers [were] drunk dry.” The secondfloor rooms were large, magnificently proportioned, and clearly designed for entertainment.

As Virginia Murray Bacon, a later occupant, once remarked, “It is a house that wants to be amused."

1832-1833

Ringgold was not reappointed marshal in 1831 by President Jackson, and he fell on hard times.

Chief Justice Marshall and Associate Justice Story took pity on him and arranged to have the justices board at his house during the 1832 and 1833 Court terms. The connection between the house and the Supreme Court remained close throughout its history. While the justices were in the house, they decided on the important Worcester vs. the State of Georgia, in which the justices were obliged to define the rights of the Cherokee nation which had its own treaties with the federal government. The Supreme Court declared a Georgia law requiring white residents in Cherokee territory to obtain a license from the governor unconstitutional since it conflicted with a federal treaty. A slap in the face of states’ rights, it was immediately controversial.

President Andrew Jackson is reported to have said of the decision: “John Marshall has made his decision, now let him enforce it!”

Samuel Sprigg, former governor of Maryland and a wealthy planter and slave owner whose farm was in neighboring Prince George’s County, bought Ringgold’s house and his daughter Sally Sprigg Carroll and her husband and children moved in.

Sally’s husband was William Thomas Carroll, Clerk of the Supreme Court from 1828 until his death in 1863.

Sally made it her home for sixty years, until her death in 1895. The Carrolls, with their close contacts with justices, congressmen, and the local gentry, loved to entertain and its occupants soon earned a reputation for their hospitality and grand parties. Among the many who attended parties in the house was Dolley Madison, then a widow and living again in Washington with her sister’s family on what became known as Lafayette Square.

After he lost his house in 1833, Tench Ringgold purchased a 150-acre farm in Alexandria County, the part of the District on the other side of the Potomac.

The farm was near the junction of Four Mile Run and Lubber Run. His unmarried daughter Mary D. G. Ringgold bought a property nearby.

Ringgold’s farm was worked by several of his five enslaved men and women.

One of them – or perhaps another of the enslaved women from his time on F Street – named Susan sued Ringgold and his daughter for her freedom and the freedom of her four children. Her lawyer was Francis Scott Key, then the District Attorney, who often took cases of enslaved people seeking freedom on a pro-bono basis. The case never came to trial, so we don’t know the reasons that prompted her to seek her freedom, and we can assume that as a result Susan and her children became free. At that time, more than 8,000 out of the 12,000 Blacks living in Washington were free.

1857

William and Sally Carroll had been living twenty years in the house when a double tragedy struck.

Their second eldest son William Thomas Carroll Jr., known as Willie, died in January 1857 after a painful struggle with tuberculosis. Willie was twenty-four. His suffering and the loving care with which his mother, family and the enslaved staff lavished on him was the subject of a column in the local newspaper, the Daily National Intelligencer. A few weeks later, another son, Howard, only five years old, died. These two painful deaths may have prompted the Carrolls to order and erect a mausoleum on a ridge of the new Oak Hill Cemetery in Georgetown overlooking Rock Creek.

Five years later, the Carrolls would offer to shelter the body of President Lincoln’s young son, Willie, after he died in the Whtie House of typhoid fever. The mausoleum is now the most visited site in the cemetery.

Shultz, playing your part in our campaign to add his name to the DBH Dining Room. As I said in my Annual Fund Appeal letter, we must raise 1 million dollars specifically designated for this tribute to our late Secretary—and we already have nearly half of that pledged as I write this.

Indeed, the 2024 Annual Fund Appeal for donations has, for the fourth year in a row, already been tremendously successful. We have now met the five-year 2020-2025 Strategic Plan goal of $5 million for the HPF, and we are a year ahead of schedule. As a result, the Foundation’s Board of Trustees will be able to consider steps to create a self-sustaining and sacrosanct fund in 2025 into which donors will continue to contribute through both outright and estate gifts.

Over the course of this Bicentennial year, and in addition to our regular member programs with a foreign affairs focus, we will be showcasing stories of our House and its people. These will be open to all so that we can better educate both ourselves and the wider public on the historical relationship between our House, the Federal City, and the United States Government, and the central place of diplomacy in that story. Please check the on-line calendar of events and in the meantime mark your calendars for bicentennial programs on the following dates: March 19, April 10, and May 14. Details will be announced shortly. We will launch with a cocktail party on January 9, to which we have invited special guests. On June 10, the DACOR Bacon House Foundation will host a very special Bicentennial Garden Party.

Please note that the Bicentennial calendar of events will supplement, not replace, regular activity in 2025. Since 1985, which marked the creation of the DACOR Bacon House Foundation, the House has been devoted to foreign affairs programming and events and has served as a de facto “third place” for the foreign affairs community to gather outside home and workspaces. Here we discuss, debate, and reflect on the international events of the day and the place of the United States in the world. Our goal is to ensure that U.S. foreign policy not only serves the best interests of our country but, indeed, creates a more peaceful and sustainable planet. Not only is our House home to DACOR; we also share our space with like-minded organizations as was Mrs. Bacon’s fervent wish. “The house demands people,” she once declared. “The house itself wants to live.”

In 2024, our House hosted 212 DACOR member events and 386 member-sponsored private events. These included lunch and evening programs; member lunches; Thursday evening cocktails; cultural programs showcasing classical and jazz music; wine tastings; birthday parties; Embassy reunions; weddings; public and private tours of the DBH museum collections; mentoring and other educational activities; and memorial services. In sum, DACOR Bacon House serves as a venue for the common good of the entire foreign affairs community.

Please help us properly celebrate our historic home in 2025, through your participation, both physical and philanthropic. Happy Birthday, DACOR Bacon House!

The Gantenbein Medical Fund Fellowship

• What has been the most memorable moment for you during your studies?

One of the most memorable moments during my studies was volunteering with the African Refugee Development Center in Israel, where I taught ESL and GED science courses to asylum seekers from Eritrea and South Sudan.

The most rewarding moment came when one of my students passed his GED science exam after months of dedication and hard work. Seeing his growth and success, knowing the challenges he faced both personally and academically, was incredibly fulfilling. It reinforced the power of education and has inspired me to continue working toward improving access to education and healthcare for refugees and asylum seeking individuals on a global scale.

• Where have you worked or interned during your studies? What have you gained from the experiences?

I have gained invaluable hands-on experience during my studies, significantly enriching my clinical and professional development. Before earning my bachelor’s degree at Columbia University, I served as a First Sergeant in a special forces unit in the Israeli Defense Forces, where I developed adaptability, resilience, and leadership skills that continue to inform my approach to challenges in healthcare.

During my senior year of college, I worked on the frontlines of the COVID-19 pandemic as a medical scribe at an urgent care in New York City. My responsibilities included taking patient histories and vitals, performing point-of-care tests, conducting phlebotomy, and

documenting in electronic medical records. After graduation, I served as a project manager at Weill Cornell Medicine, where I led a multidisciplinary research team to identify policy solutions for including pregnant and lactating persons and children in vaccine trials.

Concurrently, as a research assistant on the COVID Mother-Babies Outcome (COMBO) Study at Columbia University Medical Center, I analyzed complex datasets and helped design a protocol to study the long-term consequences of perinatal COVID-19 infection on child neurobehavioral development and attachment.

Now, as a medical student at WashU, I am engaged in research with the Plastic Surgery department to expand our understanding of congenital craniofacial abnormalities and strengthen birth defect surveillance infrastructure. These experiences have equipped me with a solid foundation for tackling complex global health challenges and advancing meaningful solutions.

• Where have you traveled during your studies?

I have been fortunate to travel to a diversity of countries during my undergraduate and graduate studies, including Israel, Egypt, India, Indonesia, Qatar, the UK, Italy, Mexico, Costa Rica, and Antigua during my undergraduate and graduate studies. My most transformative travel experience was in the Fall of 2019, when I took a semester off of school to solo-travel in India. I spent two months backpacking through rural villages in the Himalayas and completed a month-long Yoga Teacher-Training course at an Ashram in Rishikesh, the “Yoga Capital of the World.”

Witnessing the weak sanitation infrastructure, lack of access to clean water, and geographic and socioeconomic barriers to healthcare provided real-life context to many

of the global health issues I had studied in the classroom.

This was an incredible opportunity to immerse myself in and learn from, a culture wildly different from my own. I returned home in November 2019.

• What are your goals for the future?

Upon graduating medical school, I aim to match into a residency program that emphasizes global health through robust research opportunities and advocacy efforts. My long-term career goal is to address global maternal and child health disparities, particularly in conflict zones and under-resourced settings, by combining clinical practice with impactful research and policy initiatives.

My experiences in and out have the classroom have solidified my dedication to improving healthcare accessibility on a global scale. Witnessing the healthcare challenges exacerbated by the ongoing war in the Middle East has intensified my resolve to contribute meaningfully to this mission. I eagerly anticipate returning to the frontlines as a physician, equipped with the skills to deliver compassionate care and drive systemic change.

• What has your scholarship/fellowship allowed you to do that you would not otherwise have been able to do?

The DACOR Bacon House Foundation Gantenbein Medical Fund Fellowship has been instrumental in providing me with opportunities to advance my leadership and engagement in global and public health initiatives.

By easing the financial burden of medical school, the fellowship has afforded me the freedom to engage in initiatives that align with my passion for global health and to establish connections with professionals across various fields.

As President of Global Health & Medicine at WashU, I have organized events featuring global health leaders like Dr. Oliver Ezechi of the Nigerian Institute of Medical Research and Ms. Fouzia Mahmoudi of Operation Smile Morocco. These events have provided students with unique insights into impactful global health careers.

Since receiving the fellowship, I was elected Chair of the Global Health Student Advisory Committee, a university-wide group representing all eight schools at WashU. Recently, I facilitated a networking event that brought together over 90 students and 17 faculty members from diverse fields. This work underscores the fellowship’s impact on fostering interdisciplinary collaboration in global health.

The fellowship has also supported my involvement in the Asylum Support Initiative at WashU Institute for Public Health, where I have completed specialized training in forensic evaluations, trauma-informed interviewing, and cultural sensitivity to support asylum seekers in the St. Louis area. This opportunity has enriched my understanding of how global health principles can be applied locally to address critical public health needs.

I am deeply grateful for this fellowship and the opportunities it has provided. I look forward to learning from and collaborating with the foundation’s members, whose dedication and vision inspire my own pursuits in global health and public service.

Welcome New Members Rushan ABBAS and Abdulhakim IDRIS

Rushan Abbas started her activism work while she was a student, organizing and leading pro-democracy demonstrations. From 2002 - 2013, she was a Uyghur Translator for the US Government Agency Collaboration (DoD), where she translated for Uyghur detainees at Guantanamo Bay and facilitated their resettlement, collaborating closely with multiple U.S. government agencies. Since 2017, she has been the Founder and Executive Director of Campaign for Uyghurs, with operations across North America, Europe, Asia, and the Middle East. As the founder, she has mobilized international advocacy for Uyghur rights, directly influencing foreign policy discussions on human rights in East Turkistan. Her organization has coordinated global demonstrations and influenced governments worldwide. Lastly, since 2024, she is serving as the Executive Committee Chairperson for the World Uyghur Congress, overseeing global advocacy efforts aimed at exposing and countering the human rights abuses in East Turkistan, involving significant engagement with international legislative bodies and foreign policy advocacy. She was introduced to DACOR by Sheridan Prasso.

Masood AHMED and Priscilla A. AHMED

Masood Ahmed has worked on international development for over 40 years, both as a researcher and as a practitioner.

While much of this work has been done in the Bretton Woods organizations, he has had the privilege of leading the Center for Global Development, a premier think tank in international development for the past 8 years. He was introduced to DACOR by Alex Shakow.

David Bocskor was a Regional Security Officer from 19742002 in China, South Africa, Jamaica, and South Korea. The Honorable Sandra Clark had a long career as a Foreign Service Officer at the State Department, ending her career as the U.S. Ambassador to Burkina Faso (2020-2023). She also served overseas in a variety of countries and positions, including the following U.S. embassies: Manila, Philippines; Lagos, Nigeria; Paris, France; London, the United Kingdom; Tbilisi, Georgia; Dakar, Senegal and Ouagadougou, Burkina Faso. She held several positions at the State Department in Washington, DC, primarily in the Economic Bureau, the Bureau of European and Eurasian Affairs and the Bureau of African Affairs, and spent a year at the German Marshall Fund in Washington, DC as a Senior Fellow (2016 -2017).

Dana FRANCIS and Jonathan MENDELSON Dana Francis was a Foreign Service Officer from 1999-2024, with various posts including: Office Director, PRM; Deputy Director AF/W; Regional Refugee Coordinator Bogota and Brussels; Political/Consular Officer San Salvador and Yaoundé. She was introduced to DACOR by Carolee Heileman.

Sherri GOODMAN and Dr. John GOODMAN

Sherri Goodman is a senior Fellow at the Wilson Center’s Environmental Change and Security Program and Polar Institute and Secretary General of the International Military Council on Climate & Security. She is credited with educating a generation of US military and government officials about the nexus between climate change and national security to fundamentally reshape the national

discourse on the topic. She serves as Vice Chair of the Secretary of State's International Security Advisory Board and on the EXIM Bank's Council on Climate. A former first Deputy Undersecretary of Defense (Environmental Security) and staff member on the Senate Armed Services Committee, she has founded, led, or advised nearly a dozen research organizations on environmental and energy matters, national security, and public policy. She was introduced to DACOR by Dana Strititt.

Moroccan Embassy in DC with respect to upcoming exhibits celebrating contemporary Moroccan artists. She has spent approximately one year in Morocco, one year in the UK, and multiple years in Mexico. She received her Master’s in economics from Carnegie Mellon, an International MBA from Thunderbird, and is enrolled in a Data Analytics certification course and hopes to use her education and experience to do a career pivot with foreign emphasis. She was introduced to DACOR by Walter Baker.

Arthur James Gordon is a Military Officer who spent a significant portion of his career abroad, and worked with US Embassies and Foreign Governments on issues such as Treaty Compliance, Terrorism, and the equipping and training of National Emergency Services. His specific posts include: Multi-National Forces and Observers, Siani, Egypt, Treaty Compliance Observer between Egypt and Israel (January 1993-June 1993); US. Embassy, Baghdad, Night Operations Officer, C9 (June 2004-October 2004); US. Coalition Provisional Authority, Baghdad, Iraq, Analyst and Liaison between the US Military, the CPA and Iraqi Emergency Services (Feb 2004-June, 2004). He was introduced to DACOR by R. Clarke Cooper.

John Patrick GROARKE and Margaret GROARKE

John Patrick Groarke was a Career Minister in the USAID foreign service with 30 years’ experience, including 20 years in senior management. He has held leadership position in various countries including Afghanistan, Egypt, Iraq, Pakistan and Burma. He was also an Associate Professor of national security strategy at the National War College (2021-2023). He was introduced to DACOR by Thomas Staal.

James Seymour LANDFIELD and Ann SCHROEDER

James “Jim” Seymour Landfield’s career has been focused largely in finance. He has a Master’s in International Relations, and worked for multilateral corporations and for the World Bank. Although he has never been in the Foreign Service directly, he has lived overseas in Spain and has family in the Foreign Service and American Field Service.

Brenda PRIEBE

Brenda Priebe has more than 20 years of international experience, including freelance editing PhD-level academic articles. She leveraged her flexibility and contacts to raise ~$120K in critical material aid for Afghan guests of Forts G-A and Pickett. Currently, she is collaborating with the

Tara Ramsey recently served as the Director for the U.S. Office of Migrant Education (OME) in the U.S. Department of Education (USED), an office that serves migrant and seasonal farmworker (MSFW) families. She served the MSFW community for over 20 years, starting her career in migrant education as the assistant director of a High School Equivalency Program (HEP) at Crowder College in Missouri.

At the federal level in migrant education, Tara has served as the coordinator of the Binational Migrant Education Initiative with Mexico, and as a program officer for the HEP, College Assistance Migrant Program (CAMP), and Migrant Education Program (MEP); she has also been a team leader and group leader for the HEP/CAMP programs. Tara left the OME to take on the director role in the U.S. Office of Indian Education, managing several programs and contracts for Native American students. Later, in the Office of State and Grantee Relations within the Office of Elementary and Secondary Education, she led a major customer service initiative that was put on hold when the office was called to oversee the billions of dollars in COVID-19 education relief funds. Besides her work at USED, in April of 2021, she volunteered to work with the youth crossing the southern border. In Mexico, she served as a trainer of public school teachers for the Instituto Mexicano Americano de Relaciones Culturales and served as a teacher and curriculum designer for the Instituto Tecnologico y de Estudios Superiores de Monterrey (ITESM).

Dr. Michael Joseph SIMSIK and Hermann Pascal ANDRIAMANAMBINA

Dr. Michael Joseph Simsik has over 25 years of experience engaging with the African continent. He spent approximately 20 years of USG service, including the last 7 years with the Millennium Challenge Corporation (MCC) in Washington, Ouagadougou, and Abidjan. He has also had 9 years with the U.S. Peace Corps in Antananarivo, Bamako, and Washington. Dr. Simsik also served for 3 years as a U.S. Peace Corps Volunteer in Benin. His other international work includes 5 years of work with three different nongovernment organizations, including twice serving as a Chief of Party on USAID-funded projects in Kinshasa January 2025 • DACOR Bulletin 17

Pricing Updates for 2025 NEW GUEST ROOM RATES DACOR guest rooms are a great deal for DACOR members and their guests. The location of the DACOR Bacon House allows for easy travel to the State Department, White House, National Mall and downtown DC restaurants and attractions.

For 2025 we are standardizing our room rates. Each of our 3 guest rooms will be priced at $189 per night. This is an affordable rate and compares well to other lodgings in the area.

All members are welcome to make reservations for themselves and sponsored guests by contacting Seou (pronounced Sue) Park at spark@dacorbacon.org.

DUES INCREASES At the Special Members Meeting held on November 25, 2024, DACOR members voted overwhelmingly to authorize an 18.7% across-the-board dues increase.

Dues will now be $495/year for Resident Members and $175 for Non-resident members (for details on other categories see the DACOR website).

We will also be instituting an initiation fee of $250 for new resident members and $100 for new non-resident members. Existing members will not need to pay this fee.

Active duty, full-time U.S. government employees will be exempt from the initiation fee when they join as new members.

Invoices at the new rate for all members in paying categories will begin going out in January 2025.

Set Up Auto-Pay for Your Membership Account Your DACOR membership account has the option of auto-pay. If you would like for your bank account (no processing fees) or credit card to be charged automatically when we send out your membership dues invoice or other invoices through our website system, please follow the steps below to set up auto-pay. This is a great option for those who want their dues taken care of right away. No more keeping track of invoices, sending checks/online payments, etc., It will all be automatic!

1. Go to www.dacorbacon.org. Click the “Members Portal” menu option and then “My Membership Account” in the drop down menu that appears.

2. Log into your membership account. (For login instructions and/or password reset steps, please see the Logging Into DACOR’s Website Quick Guide on page 18.)

3. Once you are logged in, you will see a row of tabs. Select “Billing Info” (yellow arrow (top arrow) in menu image below).

4. Select “Enter Autopay Info” (green arrow (bottom arrow) in menu image below).

5. A form will appear (see image at right). Enter the necessary info (some information may be auto-filled from your membership account). You have the option to link the auto-pay to your credit card or your bank account. Please note that the bank account option will not result in processing fees.

6. Once you have completed the form, click the “Submit” button. You will see a confirmation message that your payment method has been added.

If you would like to stop auto-pay at any time, follow steps 1 - 4. When the form appears, make sure your name, address, phone and email is filled out. Then, scroll down to the bottom of the page. Select the “Delete Credit Card/ Bank Info” box and click the “Submit” button. You will see a message that your payment information has been updated.

2025 Dues Invoices will be posted in January 2025.

We will email and mail your invoices once posted. You can also access your invoice (once it has been posted) and pay online by following steps 1-3 above. Then, select the “Pay Membership Dues/Fees” option and follow the prompts. Please note, the pay option only appears when there is an unpaid dues invoice.

Green Room Update

By Audrey Straw, Program Intern In early 2024, the House and Garden committee prioritized the replastering and repainting of the Green Room. The cochairs of the House and Garden Committee (H&G), Jewel Norlin Maune and Meredith Whiting, note: “The Green Room’s color scheme was established when the House came under management of the DACOR Bacon House Foundation. The deep teal paint color and faux finish were then of a twotone coloration to simulate fabric wall covering. It appears the coloration was specifically selected to provide an appropriate background to accentuate the portrait of the young Virginia Murray. Recently the paint finish needed repairs and recreating the faux finish required a craftsmanship not readily available. H&G instead selected a deep teal that echoed the faux finish. Careful consideration was given not to change the look and feel of the existing color scheme. The selection of the color in a flat finish with glossy moldings also seemed a good fit with the historic style of 1825 Federal period houses. The room continues to be ‘The Green Room’ and remains very popular with members for small group lunches and meetings.

H&G applauds the Curator’s choices in art, both in scale and subject matter.”

In preparation for the room’s renovation, all of the furnishings were carefully removed from the Green Room, protecting the collection pieces and providing space. The renovation provided the Museum Committee with an opportunity to refresh the art on the walls. Much of the art had been in the room for a very long time, and here was the chance to highlight the breadth of DACOR’s wide-ranging international art collection. The Museum Committee, headed

by Curator T.J. Holland, pulled from the art in Collections Storage in the Mews, working to select interesting pieces of art from across East Asia that worked together as a unified whole.

Some of the early 20th c. founders of ‘The Family’ (DACOR’s informal antecedent) at 1718 H Street were respected ‘China Hands’ who collected fine and decorative art. The last private owner of the House, Mrs. Virginia Murray Bacon, was equally well-travelled and similarly had a particular interest in Asian art and donated her collection to the DACOR Bacon House Foundation. We wanted the revived Green Room to reflect that aesthetic.

painted in 1905, still hangs above the fireplace, presiding over the Green Room. In the painting, the 15 year old Virginia, hands demurely clasped, wears a dark dress with a broad white lace collar and cuffs, and a velvet bow in her hair. The piece was completed by Constance Curtis, an artist who grew to prominence in Washington, DC during this era.1 Curtis took an impressionistic approach to her art, as seen in this portrait. The image hangs in homage to an early DACORian and primary benefactor and ensures that her presence and influence remain felt in the room. In a further nod to Mrs. Bacon, the painted cast-iron figure of a white Scottish West Highland Terrier stands sentinel as doorstop. Mrs. Bacon doted on her beloved ‘Westies,’ and the sight of this ankle-high pup on duty at the door is meant to elicit a smile.

On the mantelshelf are two charming English Chinoiserie polychrome porcelain duck figurines, the generous bequest of stalwart DACORian Morton A. Bach in 2003, delightful favorite fixtures retained in the room. Flanking the ducks are two beautiful Himalayan ritual horns, jeweled with raw carnelian and turquoise. Typically played in pairs in Tibetan Buddhist monasteries during puja (chanting and prayer), they are associated with peaceful deities and the idea of devotion.2 They were acquired by Mrs. Bacon when she was appointed by President Eisenhower as his personal ambassador heading a U.S. delegation to the coronation of the Nepalese King Mahendra. Note how they are echoed in the form of the larger Dung-Chen Tibetan long horn floor lamps in the corners of the room. Most of the furniture was also kept in the room, including the 19th c. lacquered Chinese nesting tables. Made in China, likely for the American export market,3 the top of the tables depicts scenes of a nobleman and his attendants.

The small giltwood sculpture you see to the right when entering the Green Room is another familiar piece, though newly located so that the glint of gilding catches the light in a way that brings your eyes to an otherwise dark corner.

The statuette is a gilt-polychrome wood carving of a graceful standing figure with hair painted black and hints of red inside the sleeves of the flowing robes.

Above the yellow sofa, an imposing framed Chinese painting understood to be the “Barge of Judgement” was one of the pieces brought out of Collections Storage. This unique piece of DACOR’s collection has not been on display in the reception rooms of our historic House for many years. The colorful boat features many souls on board and the Ten Kings who judge all at the end of their days. The barge also carries animal-headed beings drawn from Chinese myth, with a dragon on the face of the boat and a warrior standing atop the bow. This magnificent piece came to the Bacon House from the DACOR House on H Street. It was originally donated by Dorothy Payne Whitney Straight, the widow of Willard Straight, as part of a group of her late husband’s best Chinese art given to help ‘The Family’ to redecorate their house after it had been destroyed by fire.4 When DACOR was founded and acquired the H Street house from the Family, they also got ownership of the house’s art collection, including the “Barge of

Judgement.”

Two Japanese scrolls, accompanied by their original boxes, were also brought out of storage into the renewed Green Room - one on the east wall and one on the south wall by the door to the garden. Both pieces were generously donated by Kyoko Schmidt. The first scroll, monumental in size, depicts the legend of Emperor Jimmu and the Crow. Jimmu, the first of the “legendary emperors” descended from the Sun Goddess, unified Japan during his reign from 660-585 B.C.E. The future emperor is depicted with his troops traveling through a dangerous mountain pass. At the top of the painting, Yatagarasu, the Crow god, is flying over the scene, helping Jimmu to find a way out of the mountains.

The painting is by Kawabe Mitate, an artist who was active from 1839-1905.5 He painted in the style of the Tosa school, famous for their depictions of the imperial court, and his art is known for exemplifying the revival of historical subjects and styles among painters active in the Meiji period.6 The second scroll features two famous rival samurai warriors on horseback. On the black steed Ikezuki is Kajiwara Kagesue, and on the white steed Surusumi is Sasaki Takatsuna - they are racing to cross the Uji River to fight the emperor’s enemies. The painting shows a distracted Kagesue pulling back, allowing Takatsuna to take the lead and thus achieve the glory of being first to the other side, a scene that is very famous in the history of Japan’s 12th c.

Genpei War. Surrounding the scroll of Emperor Jimmu are a selection of four chromolithographs depicting domestic landscapes in China from the 1840’s. Thomas Allom, an English architect, printmaker and topographic illustrator,7 created all four of these pieces.

is represented in the lithographs, where they came from, and what the writing said helped inform the decision on which pieces should be featured in this space. The “Mouth of the River Chin-Keang” depicts a river scene with fishing junks in the foreground in Hong Kong. “The Tung-ting Shan,” is a riverside scene of a nobleman and his entourage boarding a junk. “Junks passing an inclined plane on the Imperial Canal,” shows a junk being pushed up a ramp. And “A Capvendor's Shop, Canton” depicts a unique mercantile interior.

The work done in the Green Room pays homage to the DACOR Bacon House Foundation’s benefactor Virginia Bacon Murray, while also evoking a cohesive theme that brings

together pieces representative of DACOR’s comprehensive art collection.

2024 Eleanor Dodson Tragen Award On November 13, 2024, DACOR President Angela Dickey presented Megan Kuhn with the 2024 Eleanor Dodson Tragen Award at a ceremony that also included the Secretary of State Awards for Outstanding Volunteerism Abroad (SOSA), the CCE-EFM Award, and the Dorman Award. The ceremony took place on the 8th floor of the State Department.

The Tragen Award honors a spouse, family member, domestic partner or member of household, who has effectively advocated and promoted rights, programs, services and benefits for Foreign Service families in the tradition of the AAFSW and its members, as did the late Mrs. Eleanor Tragen. The award is funded by the income from a gift to DACOR Bacon House Foundation from retired FSO Irving Tragen.

After the ceremony, Megan Kuhn, and family, friends and colleagues returned to DACOR for a celebratory luncheon.

 In Remembrance of Their Service to Their Country  The officers and governors of DACOR note with deep regret the deaths of the following DACOR members and extend sympathy and condolences to members of the families and to colleagues and friends.

Hon. Morton I. ABRAMOWITZ,

as Ambassador to Thailand and Turkey, and later as president of the Carnegie Endowment, pushed for making human rights central to foreign policy, died Friday, November 29, 2024, in Washington, D.C., at the age of 91.

Mr. Abramowitz was an adviser, analyst, and three-time ambassador, who influenced U.S. policymaking in Europe and Asia and helped forecast shifting priorities as the Cold War ended and other challenges emerged, including Islamist extremism and China’s rise as an aspiring superpower.

Morton Isaac Abramowitz was born January 20, 1933, in Lakewood, New Jersey. He received a bachelor’s degree from Stanford University in 1953 and a master’s degree in East Asian studies from Harvard University in 1955.

After working for the Department of Labor and serving a year in the Army, he went to Taiwan in 1960 with the International Cooperation Administration, the forerunner to the U.S. Agency for International Development. He then joined the Foreign Service in 1960 as a consular officer in Taipei, Taiwan, and served one tour there and in Hong Kong before returning to Washington, D.C. During much of the 1970s, Ambassador Abramowitz served in diplomatic and defense roles as a high-level adviser — at one point joining national security officials who helped thwart a proposal by President Jimmy Carter to withdraw U.S. ground forces from South Korea. He and others argued that the ground troops were a vital line of defense against communist North Korea.

While serving from 1978 to 1981

as U.S. ambassador in Thailand, Mr. Abramowitz was a leading advocate of humanitarian aid as a tool of foreign policy. An invasion of Cambodia by Vietnam in late 1978 had toppled the genocidal regime of Pol Pot’s Khmer Rouge, but it also triggered a staggering hunger crisis. More than 1 million people were on the move, seeking help.

Ambassador Abramowitz leaped into the fray, sending embassy staff to the border to monitor conditions and creating a group to coordinate relief efforts. He persuaded Thailand to take most of the refugees, but he also won a commitment from Washington for the U.S. to take some as well.

Mr. Abramowitz served as ambassador to arms-reduction talks in Vienna in the mid-1980s. As ambassador to Turkey from 1989 to 1991, he negotiated an agreement with President Turgut Özal that allowed U.S. warplanes to use Turkish bases during the 1991 U.S.-led campaign to drive invading Iraqi forces from Kuwait.

Then, when a wave of Kurdish refugees flowed north to escape the wrath of Saddam Hussein, he persuaded President George H.W. Bush to protect them with a no-fly zone. He retired from the Foreign Service that same year, 1991.

After retiring from government service, he took on the role of statesman emeritus as head of the Carnegie Endowment for International Peace and the International Crisis Group — the latter envisioned while he was in battle-ravaged Sarajevo during the bloody unraveling of the former Yugoslavia.

Ambassador Abramowitz was predeceased by his wife, Sheppie in

April 2024. He is survived by a son, Michael and a daughter, Rachel, and three grandchildren.

Hon. Paul M. CLEVELAND,

former Ambassador to New Zealand and Malaysia and past president of DACOR, died November 21, 2024, in McLean, Virginia, at the age of 93.

Ambassador Cleveland was born August 25, 1931, in Boston, Massachusetts. He received a bachelor’s degree from Yale University in 1953, after which he was an Air Force pilot, flying missions across Europe. He received a master’s degree from the Fletcher School of Law and Diplomacy at Tufts University in 1965.

He dedicated much of his life to public service, starting as a member of the U.S. Foreign Service in 1957.

In his career of 36 years, he served in Australia, Germany, Indonesia, South Korea, New Zealand, and Malaysia – the latter two countries as U.S. Ambassador.

As a career diplomat, Ambassador Cleveland was assigned overseas in locations involving some of our nation's most challenging foreign policy problems. As Ambassador he negotiated assiduously with New Zealand Prime Minister David Lange over the visiting rights of U.S. nuclear armed ships. Cleveland was able to sustain strong bilateral commercial and geopolitical ties and support and coordinate Wellington's continued positive participation in world affairs.

Maintaining balanced and productive political and military relations with Malaysia was a signature accomplishment during his time as chief envoy in Kuala Lumpur.

At the same time, Ambassador Cleveland became an advocate for the American business community initiating a new idea: the U.S. Ambassadors assigned to the ASEAN countries traveling back to the U.S. annually as a group to promote business ties with the region.

Subsequent traveling "shows" by the U.S. Ambassadors followed annually.

Interviewed about his career by The Association of Diplomatic Studies and Training, Ambassador Cleveland reflected: "Where else could one have such an opportunity to learn about history, politics, economics and foreign culture, and then actually have an opportunity to write and do something about them – no matter how small a something. Would I do it again? Yes, and I'd do it in East Asia which I have seen grow from revolution to extraordinary success. I think I was suited to the Foreign Service life. It was good to me, and I am grateful."

He retired from the Foreign Service in 1993.

In retirement, Ambassador Cleveland continued to pursue activities that involved his deep experience and knowledge of Asia Pacific Affairs. He served as Executive Director of the U.S. – New Zealand Business Council as well as head of the U.S. Indonesia Society. He was President of the DACOR Bacon House overseeing programming and affairs for the retired Foreign Service community. He also enjoyed social activities as a member of the Cosmos Club and was an avid golfer at the Chevy Chase Club.

Ambassador Cleveland was preceded in death by his first wife of 48 years, Carter Sellwood Cleveland and his son, James Cleveland. He is survived by his second wife, Joan Oberhoff Cleveland; brother, James Cleveland (Karen); three children, Robin Cleveland, Sandra Shaw (Thom), and Peter Cleveland (Allison); five grandchildren (Christian, Colin, Aaron, Christopher, and Alexander), and one great-grandchild (Owen).

Jim HOAGLAND

whose long career as a foreign correspondent, editor, and columnist for The Washington Post brought him two Pulitzer Prizes and made his work a must-read among the nation’s top diplomats and politicians, died November 4, 2024, in Washington, D.C., at the age of 84. His intrepid reporting and erudite columns for The Washington Post made him for decades a leading voice in world affairs.

Jimmie Lee Hoagland was born January 22, 1940, in Rock Hill, near the North Carolina border. He received a bachelor’s degree from the University of South Carolina in 1961 and then spent two years studying French at the University of Aix-en-Provence.

He then served as a U.S. Air Force intelligence officer in what was then West Germany. He was a copy editor for the New York Times in Paris on the newspaper’s international edition. In 1966, he joined The Washington Post, writing on the paper’s Metro desk, alongside recent hire Carl Bernstein.

Mr. Hoagland later served as bureau chief in Beirut and Paris, and then in Washington as a diplomatic correspondent. In 1979, he was made foreign editor. In this job he hired platoons of reporters; opened bureaus in Ivory Coast, New Delhi and Warsaw; and, he claimed, was soon running more articles from overseas than The New York Times.

Mr. Hoagland was a favorite of both Ben Bradlee, the famed editor of The Post and of Katharine Graham, the newspaper’s longtime publisher, who often took Mr. Hoagland on her trips abroad to meet foreign leaders.

Having grown up in the segregated South, Mr. Hoagland said he had a healthy skepticism of the world. He wielded that asset on one of his first big assignments for The Post, a 10-part series on apartheid in South Africa. The series won the 1971 Pulitzer Prize for international reporting; became the basis of a book by Mr. Hoagland, South Africa: Civilizations in Conflict (1972); and is widely credited with helping to

introduce apartheid as a moral issue in American foreign policy.

Mr. Hoagland returned to Paris in 1986, this time to write a twiceweekly foreign affairs column, which was later syndicated, appearing in scores of newspapers. With the column, he established a reputation for sober news analysis rooted in deep reporting.

Mr. Hoagland won his second Pulitzer in 1991 for columns on the collapse of the Soviet Union and the Persian Gulf war. He came away from that conflict convinced that the Iraqi strongman Saddam Hussein was a threat to world security.

Mr. Hoagland is survived by his wife, mystery novelist Jane Stanton Hitchcock; his son, Lee; his daughter, Lily; three grandchildren; and two halfbrothers, Lane and Joel Estes. Another daughter, Laura Dahdah, died in 2003.

retired U.S. ambassador, died July 26, 2024, in San Diego, California, at the age of 97.

Ambassador Matheron was born April 13, 1927. He received a bachelor’s degree from the University of California Berkeley in 1949 and began his career in Paris on the staff of the Marshall Plan shortly thereafter. After six years in Vietnam, in various U.S. economic assistance positions, he became a Foreign Service Officer.

Ambassador Matheron’s posts included Rome, Nigeria, Cameroon, Democratic Republic of the Congo, Burkina Faso, Madagascar, Ethiopia, and finally, ambassador to the Kingdom of Swaziland from 1979 to 1982. Following one year as ambassador-in-residence at Tuskegee University, he completed his Foreign Service career as a senior inspector at the Department of State. He retired in 1986.

In retirement, Ambassador Matheron moved to San Diego County, where he continued to nurture his interest in international affairs as

a board member of the San Diego World Affairs Council and the Citizens Diplomacy Council. In 1997, he served on six separate missions as a volunteer elections supervisor in Bosnia and

Kosovo for the Organization of Security and Cooperation in Europe.

Ambassador Matheron was predeceased by his wife, Katherine.

He is survived by two daughters,

Marguerite-Sylvie and JeanneAlexandra; six granddaughters; 14 great-grandchildren; a stepson, Ron; and two step-grandchildren.

The officers and governors of DACOR were saddened to learn of the deaths of the following colleagues and friends.

Richard V. ALLEN,

who as President Ronald Reagan’s first national security adviser supported tougher Cold War military strategies and helped guide U.S. policies on Iran after the release of American hostages, but who soon stepped down amid fallout from an ethics probe, died November 16, 2024, in Denver, Colorado, at the age of 88.

Richard Vincent Allen was born in Collingswood, New Jersey, on Jan. 1, 1936. He received a bachelor’s degree from University of Notre Dame in 1957 and a master’s degree the following year. From 1962 to 1966, Mr. Allen worked at the Center for Strategic and International Studies and then spent two years at the Hoover Institution at Stanford University.

An international business consultant who for decades had cultivated clients in Japan and Portugal, Mr. Allen was a veteran political operative with conservative Republican credentials. He was a foreign policy adviser to Richard M. Nixon in his 1968 and 1972 presidential campaigns and a deputy national security adviser and later an economic adviser in the Nixon White House Mr. Allen joined Ronald Reagan as a foreign policy adviser in 1976 during a primary race won by the incumbent Ford. (Democrat Jimmy Carter beat Ford in the election.)

In the fall of 1980, during Reagan’s presidential campaign, Mr. Allen temporarily stepped down as the candidate’s foreign policy adviser after an allegation surfaced in news reports that he had used his connections

in the Nixon White House to obtain consulting contracts for himself with foreign governments. Mr. Allen denied that allegation as well. After Reagan’s victory, he was named national security adviser.

After leaving public service, Mr. Allen founded the Richard V. Allen Company, a Washington-based consulting services firm. He retired in 2004.

Mr. Allen’s survivors include his wife of 67 years, the former Patricia A. Mason; seven children, Michael Allen, Kristin Muhl, Mark Allen, Karen Ready, Kas Allen, Kevin Allen and Kimberly Allen; a brother; 22 grandchildren; and eight great-grandchildren.

Charles William “Bill” BUCK,

retired Foreign Service Officer, died September 30, 2024, in Elberta, Michigan, at the age of 93.

Mr. Buck was born April 7, 1931, in Creston, Iowa. In 1949, he attended the Naval Reserve Officers Training Corps and later received his bachelor’s degree from Northwestern University.

He was a veteran of the Korean War, serving in the Pacific Fleet. He received his master’s degree from New York University. After serving in the Navy until 1957, he joined Phillip Morris Overseas first in New York City and later in Paris, Lausanne, and numerous other European countries and North Africa. In 1982, after two decades in the private sector, he joined the Foreign Service.

Mr. Buck’s overseas posts included Lagos, Abu Dhabi, and Casablanca

and at the American Institute in Taipei, Taiwan. also served as district director for the Department of Commerce in Washington state. He retired from the Foreign Service in 1993.

In retirement, Mr. Buck enjoyed golf, bridge, genealogical research, gourmet cooking, and art history.

Mr. Buck is survived by his wife, Janet; three children, Elizabeth, Kristina, and Nathaniel; and three grandchildren.

María Teresa “Marieta” FABIÁN,

retired Foreign Service staff corps, died September 11, 2024, in Santo Domingo, Dominican Republic, at the age of 66.

Ms. Fabián joined the U.S. consular section in Santo Domingo in 1979. In her more than 43 years of service, she was the linchpin of daily immigrant visa operations. She was instrumental in training and guiding generations of Foreign Service professionals. She retired in 2022.

Ms. Fabián was a superb cook, publishing a cookbook in 2016. She loved the iconic Argentine comic strip Mafalda, having breakfast at Cappuccino Restaurant—located right behind the old consular section building and a block from her home, and her two Yorkies, Ginger and Coco.

She also loved traveling to see her daughter in New York and her family in Spain.

Ms. Fabián is survived by two children, Carmen and José.

Ronald Patrick DeBROSSE,

retired Foreign Service Officer, died September 15, 2024, in Summerville, South Carolina, at the age of 82.

Mr. DeBrosse was born in Charleston, South Carolina, at the naval base there.

He served four years in the U.S. Navy as a Radioman Petty Officer 3rd class. From 1965-1969, he was a corrections officer for Los Angeles County and Torrance, California police departments. He joined the Foreign Service in 1969.

Mr. DeBrosse’s overseas assignments included Vientiane, Frankfurt, Quito, Moscow, Canberra, Damascus, Brussels, Rio de Janeiro, Tel Aviv, and Washington. He retired from the Foreign Service in 2002.

In retirement, Mr. DeBrosse enjoyed reading, taking walks around his neighborhood, playing World of Warcraft, and spending time with his grandchildren. For three years, he also volunteered at a local homeless shelter.

Mr. DeBrosse is survived by his wife, Modena; a brother, Wes; two daughters, Michelle and Elaine; three grandchildren; and many extended family members.

Thresia “Terry” MARTINO,

retired Foreign Service Officer, died August 29, 2024, in Washington, D.C., at the age of 95.

In 1950, Ms. Martino began her career working with the U.S. Information Agency (USIA) in Washington. In the early 1960s, she served as the executive secretary for three USIA representatives at the U.S. Mission to the United Nations in New York. She later worked on the staff of USIA’s assistant director for the Soviet Union and Eastern Europe.

In 1971, she traveled as part of a USIA inspection team to Japan and Hong Kong, which inspired her to join the Foreign Service.

Ms. Martino’s overseas assignments included Belgrade, East Berlin, Bonn, and Moscow—during the height of the Cold War. After Moscow, Martino returned to the United States and worked in the registrar’s office recruiting 28 DACOR Bulletin • January 2025

new officers. She retired in 1986 after 35 years of government service.

Ms. Martino is survived by nieces and nephews, including her grandnephew Patrick, a Foreign Service officer.

Leslie Murrow Brice MORRIS,

retired Foreign Service Officer, died September 21, in Macon, Georgia, at the age of 88.

In 1958, Ms. Morris received a bachelor’s degree from Emory University. She wrote feature stories for the Atlanta Journal for two years, then joined the Foreign Service in 1961.

Ms. Morris served at the passport agency in New York; as a communications clerk in Dar es Salaam and Colombo; as a consular officer in Brussels, Washington, Lima, Montreal, and Quebec; and as a regional director for the passport agency in Boston. She retired from the Foreign Service in 1986.

In retirement, Ms. Morris moved to Alexandria, Virginia, where she worked for three successive accounting firms.

In 2011, she moved to Carlyle Place in Macon, Georgia, where she served on various committees and groups.

Ms. Morris is survived by two nieces, Jeanette and Leslie; and a nephew, Harold.

Steven J. ROSEN,

a hard-charging lobbyist for a prominent pro-Israel group who used his vast Washington connections to boost its reach and influence, but whose career unraveled as he faced charges of leaking U.S. security secrets in a case that was later dropped, died October 28, 2024, in Kensington, Maryland, at the age of 82.

Mr. Rosen was born July 22, 1942, in Brooklyn, New York. He received a bachelor’s degree from Hofstra College and a doctorate from Syracuse University. He spent nearly a decade teaching at Brandeis University, the University of Pittsburgh, and Australian National University.

Mr. Rosen joined the Rand think tank in the late 1970s and was recruited by the American Israel Public Affairs Committee (AIPAC) as a researcher in 1982.

Mr. Rosen was a prominent behindthe-scenes figure in Washington as the director of foreign policy issues for AIPAC from the 1980s to the early 2000s.

He forged ties with officials in the State Department and the White House to promote American support for Israel.

He expanded AIPAC’s lobbying clout beyond Capitol Hill and into the State Department, intelligence agencies, Pentagon, and members of the executive branch. What became known as “executive-branch lobbying” soon was copied by others.

Mr. Rosen had worked for AIPAC for 23 years when, in 2005, under the World War I-era Espionage Act, he was charged with sharing secret national security information with journalists and the Israeli Embassy. This highly unusual prosecution raised alarms about whether the government was moving to turn the trading of inside information, practiced daily among Washington power players and journalists, into a criminal activity. By 2009, the case had collapsed, and all charges were dropped, but Mr. Rosen had already been fired by AIPAC, despite more than two decades as one of the most influential figures in an influential organization.

Mr. Rosen is survived by his former wife and partner of the last 23 years, Barbara Schubert. Other survivors include son Jesse and daughter Jamie from his marriage to LeaAnn Rosen; son Jonah from his marriage to Rebecca Lippman; and three grandchildren.

Warren M. WASHINGTON,

senior scientist at the National Center for Atmospheric Research, who helped invent one of the first computer models of the earth’s atmosphere, paving the way to accurately measure humaninduced climate change, died October 18, 2024, in Denver, Colorado, at the age

of 88.

Dr. Washington was also one of the country’s first and most influential climate scientists, advising five presidents on climate change and serving as a mentor to generations of researchers who followed him.

Warren Morton Washington was born August 28, 1936, in Portland, Oregon. He received a bachelor’s degree in physics from Oregon State University in 1958 and went on to earn a master’s in general sciences from the same institution in 1960. In 1963, while he was a graduate student at Penn State, he was hired by the new National Center for Atmospheric Research, in Boulder, Colorado, where he would spend the rest of his career, becoming a senior scientist in 1975, and later, head of the Climate and Global Dynamics Division.

Over the years, Dr. Washington won numerous awards and was appointed to various environmental bodies. In 1994, he served as president of the American Meteorological Society, which gave him the Charles E. Anderson Award in 1999. In 2007, he was part of the Intergovernmental Panel on Climate Change, which shared the Nobel Peace Prize with former Vice President Al Gore.

And in 2010, President Barack Obama awarded Dr. Washington the National Medal of Science.

Dr. Washington is survived by his wife, Mary (Curtis) Washington; three daughters, Teri Ciocco, Kim Pierce and Tracy Smith; and 10 grandchildren, including the professional soccer player Reggie Cannon.

Richard N. WINFIELD,

a leading U.S. First Amendment lawyer who represented The Associated Press for three decades and championed freedom of expression for journalists around the world, died

October 22, 2024, at the age of 91.

Mr. Winfield was born January 20, 1933, in Chicago, Illinois. He received a bachelor’s degree from Villanova University in 1955 and served as a lieutenant in the U.S. Navy from 19551959, teaching European and U.S. diplomatic history at the U.S. Naval Academy in Annapolis, Maryland. He graduated from Georgetown University Law school in 1961.

Mr. Winfield began his legal career as an associate at the New York City law firm of Donovan, Leisure, Newton & Irvine and then became assistant counsel in Governor Nelson Rockefeller’s office in Albany, N.Y., from 1965-1967. Upon returning to New York City, Winfield began representing AP in 1969.

Mr. Winfield served as general counsel for AP for three decades while a partner at the New York law firm of Rogers & Wells, which became Clifford Chance US LLP. During that time, he worked closely with American publishers and editors, defending AP as well as other media clients in hundreds of press freedom cases.

After he retired from the firm, Mr. Winfield became a founding director of the International Senior Lawyers Project (ISLP), a non-governmental organization that mobilizes pro bono legal support to advance the rule of law and accountable, inclusive economic development around the world. When he retired from ISLP in 2023, the organization renamed its media law working group “The Winfield Freedom of Expression Initiative.”

Mr. Winfield’s volunteer activities to promote freedom of expression took him to over 20 countries. He led media reform programs in several former Soviet bloc nations, trained lawyers and judges from Albania to Zimbabwe about freedom of expression and served as a court observer in overseas

media defamation cases. He also taught media law classes at the Columbia and Fordham law schools, both in New York City.

Mr. Winfield is survived by his wife, Deborah; three children, Richard Neill Winfield Jr., Pamela Winfield and Nicole Winfield; their spouses; seven grandchildren; and his sister, Denise Mack.
