EAC’s Mari levy scrapped early LATEST OIL AND GAS DEAL SIGNED

Consumers and businesses can say goodbye to 5.75pct charge By George Psyllides

T

HE CRIPPLING 5.75 per cent surcharge imposed on electricity bills in the wake of the Mari tragedy in 2011, is being scrapped two months early, the island’s energy regulator CERA announced yesterday. The surcharge on electricity bills imposed after the Mari naval-base munitions explosion incapacitated Cyprus’ largest power station, was introduced in September 2011 to help the electricity authority (EAC) cope with the destruction of its Vassilikos plant. Initially it was 6.96 per cent on all electricity bills but it was cut to 5.75 per cent midway through 2012. It had been scheduled to stay in effect until May this year. “The surcharge will be in effect until February 28, 2013 for monthly bills and March 31, 2013 for consumers on twomonth bills,” CERA said yesterday. The power utility began levying the 6.96 per cent surcharge in order to help cover the costs incurred to lease generators after the explosion. The loss led to rolling power cuts across the island for around a month. The move was welcomed yesterday by consumer groups and employer organisations. ‘This is one of the few times that consumers have been able to rejoice since 2008 when the economic crisis began,” said a statement from The Union of Consumer and Quality of Life. “As a serious organisation

we felt it necessary to express our gratitude for the understanding shown by CERA to our demands for the abolition of this extra charge and their intervention with the Electricity Authority,” the statement said. Employers’ federation OEV also issued a statement welcoming the decision, which it said would help businesses and consumers. Jumping on the bandwagon, the presidential camps of both DISY leader Nicos Anastasiades, and AKEL-backed Stavros Malas claimed credit for helping to ensure electricity prices were reduced. Anastasiades’ spokesman Tasos Mitsopoulos said the DISY leader had sent a letter to CERA last week asking for the immediate scrapping of the levy. He said this was part of a move “to support households and small and mediumsized businesses tested by the effects of the economic crisis and the catastrophic explosion at Mari”. “Nicos Anastasiades’ programme of governance is committed to reassessing the pricing policy of the EAC to reduce the cost of electricity for households and businesses,” said Mitsopoulos. A similar statement was made by an AKEL spokesman, commenting on how Malas “had asked CERA to intervene to ensure this positive development.” It was the second time CERA stepped in recently to help lower the cost of electricity for consumers who were

Pakistan plans park where bin Laden killed By Jibran Ahmad PAKISTAN plans to build a $30 million amusement park and outdoor activity centre on the edge of the northwestern town of Abbottabad, where US special forces killed Osama bin Laden, an official said. The private venture in the foothills of the Himalayas will include a zoo, water sports, a mini-golf course, rock climbing and paragliding, said Jamaluddin Khan, the provincial secretary of tourism. “The project will take five

years to complete,” he told Reuters. US Navy SEALs killed the al-Qaeda leader in 2011 in a secret raid that humiliated Pakistan’s military - which has an academy nearby - and heavily strained ties between strategic allies Washington and Islamabad.

SHELTERED Some US officials suspected that Pakistan’s intelligence agencies had sheltered bin Laden. Pakistan dismissed the idea. Authorities have demolished the large white villa where

bin Laden lived, and senior regional official Khalid Omarzai said he had advised the government to build houses for local officials on the site. “The government officers in Abbottabad have been facing residential problems and we have enough space now where bin Laden’s compound was demolished,” he said. Omarzai added that some people suggested the government should build a public park on the land but he had rejected the idea because some might call it ‘Osama Park’.

Home One week sees another 100 needy families added in Paphos CYPRUS

Volunteers needed to help cope By Bejay Browne THE number of Paphos families in urgent need of help is growing daily, according to organisers of a local drive to help them. Local businesswomen Pavlina Patsalou who heads up the group with Paphos councillor George Sofokleous told the Cyprus Mail that the number of needy families has now grown to around 350. Just one week ago, they were helping 250 families. These families and individuals are victims of the economic crisis. They live outside the boundaries of Paphos municipality and therefore don’t qualify for help from social welfare, or they are receiving a small amount in benefits, which isn’t enough to cover basic needs, yet disqualifies them from municipal help. Sofokleous said that the community had responded well to the appeal which was recently highlighted in the Cyprus Mail. “Both Pavlina and I are accepting food and clothes at our shops as usual and there are now a number of other col-

lection points around Paphos. As a community, we have to come together... it could so easily happen to any one of us.” The volunteers are asking for food donations, which include dried goods, such as rice, pasta, pulses and tinned goods. They also need clothes and blankets. Patsalou said at least 50 new families asking for help had young children or babies. “We urgently need all things associated with young children such as nappies, baby food, powdered milk, blankets and clothes,” she said. The volunteers started the programme around 18 months ago, helping around 20 families. Most are without work, some have large families with five children or more, some are without homes and others without electricity. Although the volunteers are asking for non-perishable items, when large amounts of fresh bread, dairy products or fruit comes in, it is given to the families almost immediately. A farmer in Argaka recently donated a truck full of fruit, and a bakery has given bread. Alison Fudge joined the group of volunteers before

Some of the goods that have been donated for the 250 - now 350 families Christmas with the aim of raising awareness of the problem to the English-speaking community. She has since set up a Facebook page – ‘ Aphrodite’s Angels Paphos ‘ which lists goods most needed at any given time. The page also contains information on all of the fundraising events which are taking place. She has also arranged additional drop-off points as volunteers in various areas and villages have come forward. A number of events in support of the drive have been organised for February.

Patsalou said: “We need volunteers to help sell vouchers outside Papantoniou’s supermarkets and Carrefour supermarket this coming Saturday - February 9. They will be used to purchase goods for the needy.” Would-be volunteers for this event should contact Patsalou directly. In addition, Paphos resident Paul Clarke aka Cycling Cyprus is organising a static bike ride to raise awareness of needy families and to get people to donate cash and food. ‘Pedalling against poverty’ will see Clarke cycle outside

The final frontier: Cypriots looking to outer space By Poly Pantelides CYPRIOTS have made their home across the globe, in the UK, Australia and the US, but outer space remains as yet unexplored territory, though a newly launched company hopes to change that and has entered a competition to land a robot on the Moon by the end of 2015. The Cyprus Space Office is the newest member of Synergy Moon, a private space company competing in the Google Lunar X Prize. Synergy Moon is among 25 teams competing for a $20 million (€14.82 million) prize for being the first to safely land a robot on the surface of the Moon, having it travel 500 metres over the lunar surface

and sending audiovisual data back to earth. The Cyprus Space Office is working on the education front with head Sotira Trifourki working on projects such as Science Hack Day, to encourage people to collaborate on designing apps, robotics and gadgets. The event is due to take place between April 6 and 7 this year at the Home for Cooperation in Nicosia. It will include a schools science fair to create art and design that may see its way to the moon on a lunar art capsule, a news release said. “With the rise of Citizen Science projects and private companies developing the capabilities for space travel, the time has come for Cyprus to develop its plans to join the international community in exploring space,” the statement said. The Cyprus Space Office wants to go beyond helping Cypriots access

space, it aims to create manned and unmanned orbital launch vehicles, train teachers, and use space industry developments to drive the economy and support job creation. “The benefits (of space travel) include monitoring our environment, research into improving our health and transport systems, and developing technology which can fuel innovation and create jobs to boost our economy. The possibilities are endless,” Trifourki said. Teams must be at least 90 per cent privately funded but may have governments among their clients, Google Lunar X Prize said on its website. If none makes it by 2015, the competition expires. More at http://universechallenge.org/cyprus-spaceoffice/ or http://www.googlelunarxprize.org/

A 64-YEAR-OLD man was yesterday remanded in custody for eight days on suspicion of the statutory rape of a 16-year-old girl. Police said the girl, who was the man’s neighbour, had been threatened by the suspect “to succumb to his sick desires”. He was arrested after the teenager spoke to her parents about it. Police said the suspect and the girl were involved between April and December last year. Recently however, the suspect allegedly threatened the girl that if she did not give in, he would spread the word of what had happened between them. The man was arrested on Tuesday afternoon. He denied the accusations. The hearing was held behind closed doors. The age of consent in Cyprus is 17.

Jailed drugs priest defrocked THE Holy Synod yesterday defrocked a priest who was found guilty of drug trafficking last year. The decision to defrock Panayiotis Triantafyllou, 37, was unanimous, an announcement said. The former priest is currently doing a five-year stint in prison after he was caught in possession of some three kilos of cannabis. The drugs were found in his suitcase upon his return from Athens in April 2012. Triantafyllou, a Greek national, had told the police that he had accepted €1,000 and a return plane ticket in return for carrying the suitcase because his wife was ill. He later said his actions had been a mistake. Triantafyllou joined the Church of Cyprus around 10 years ago.

Home EAC’s Mari levy scrapped earlier than expected (continued from front page) facing a 4.0 per cent hike at the beginning of the year in addition to a rise in VAT to 18 per cent in January. Earlier last month, CERA decided to cancel the price increase imposed on energy bills by the EAC on January 1 based on a recalculation of the fuel cost formula. Each month, the EAC adjusts its fuel cost formula - the major component of electricity bills. The electricity rate - kilowatt hour (kWh) - is the sum of the fuel cost plus the price of carbon credits. Following the resumed operation of Units 4 and 5 at Vassilikos, the EAC bought greater quantities of diesel in November to power the combined cycle units, requiring more money and most likely more carbon credits. The authority passed on the extra cost to the consumer by punching the numbers into the existing fuel cost formula, resulting in a price adjustment. Following a meeting with the EAC, CERA released an announcement saying it has instructed the EAC to suspend the fuel adjustment and refund the charges in a future bill.

BONDHOLDERS PROTEST OUTSIDE POPULAR BANK HQ

Angry bondholders protested yesterday outside Popular Bank’s Head Office in Nicosia, demanding a meeting with the CEO, Christos Stylianides. When their demands were not met they attempted to storm the building but were stopped by members of the police. They later marched to police headquarters where they met Police Chief Michalis Papageorgiou to demand

criminal charges be brought against those responsible within the banks for losses incurred on their investments. Papageorgiou gave them assurances that the case would be examined by the Attorney-general. Last week the protesters stormed the Bank of Cyprus headquarters, pushing their way inside and damaging furni(Christos Theodorides) ture

Industrial unrest spreads By Peter Stevenson PRESIDENT Demetris Christofias has ordered a full investigation into the violent scuffles on Tuesday at a Paphos building site between striking builders and police, Justice Minister Loucas Louca said yesterday. Trouble erupted in Paphos on Tuesday when police confronted striking builders who tried to stop strike-breakers who were brought in to take over the work at a hotel construction site. Three people were arrested during the trouble on Posidonos Avenue. Police intervened in a bid to restore order, arresting two striking workers and a female union official in the process as both police and builders pushed and shoved each other.

Reports from Ayia Napa said striking builders visited sites with unionists, armed with bats Unions accused police of using excessive force, and Christofias later criticised the police for their actions. “The President’s instructions are clear, and I am awaiting the report of the incident to uncover what really went on so we can act accordingly with the police,” Louca said yesterday. Asked what information he had received so far the minister replied that he did not want to rely on rumours but on the facts, and once he had the report in his hands he would be able to comment further. Louca was asked by reporters whether police were planning to adopt new methods

of dealing with an increase in incidents from protesters. “I have been informed by the chief of police that orders have been given for necessary action to be taken,” he replied. “We have discussed the subject so that we will not see a repeat of Tuesday’s incident,” he added. Louca was also asked to comment on several small incidents that were reported in Ayia Napa yesterday of striking builders who had visited several sites with trade unionists, armed with bats, in attempts to bully strike-breakers and contractors who were continuing work. “I am not aware of any incidents in the Ayia Napa area,” he said. “As far as I am aware the Chief of Police has given orders to members of the force on how to act appropriately in these cases,” he added. Head of Cyprus’ Association for Tourist Enterprises Akis Vavlitis and the Federation of Construction Contractors’

(OSEOK) representative Nicos Kelepeshis both claimed to state broadcast radio that striking workers and trade unionists ransacked and vandalised hotel construction sites in the Ayia Napa area yesterday. “Members of both trade unions, PEO and SEK, armed with bats, stormed into hotels looking for strike-breakers,” Vavlitis said. “We are sending out a message abroad, that the strikes are adversely affecting the tourism industry, instead of trying to overcome the crisis,” he added. Kelepeshis claimed police had received many complaints from hotel owners that striking workers had harassed them yesterday morning. PEO representative, Michalis Papanicolaou questioned the accusations, stating that the striking workers would continue their strike until they get what they deserved. “How did they know these people that ransacked the sites were

from PEO?” he asked. “Did they ask them for identification?” he continued. “For the moment these workers have an uncertain future and they will continue striking until they receive assurances that their jobs are safe,” he concluded. Yiannakis Ioannou, the head of SEK’s construction branch, claimed yesterday that both SEK and PEO had acted accordingly and had not committed any crimes. Ioannou said builders had already agreed to cuts of around 8.0 per cent but contractors also wanted to reduce provident fund contributions by 3.0 per cent, cut Christmas bonuses by 50 per cent, and take away one day from the Easter holidays. “All they [the workers] want is for the collective agreements to be met,” Ioannou said. The ministry of labour would continue to actively search for a solution to the problem, it said yesterday. Minister Sotiroulla Charalambous said that during the attempt at reconciliation both sides had introduced new demands which had not been discussed before, making matters even more complicated.

Church believes DISY leader will win in first round ARCHBISHOP Chrysostomos II believes Nicos Anastasiades will only need one round to win the upcoming presidential elections. After speaking with candidate Praxoulla AntoniadouKyriacou about the economy, the Cyprus problem and natural gas, the Primate wished her good luck. “I hope she reaches the second round,” he said. “Although I fear there will be no need for one, as Anastasiades will only need one round,” he added. Speaking at a dinner in Paphos, Anastasiades said he would attempt to rebuild the shattered remains, left by the current administration. “The current President has less than two weeks left and so I don’t really want to talk about him,” he said. “I’m hoping he isn’t hiding any more surprises up his sleeve like he did with the appointment of a deputy Central Bank governor,” he added. Anastasiades said he would keep his word by cooperating with all of the parties towards a solution for the Cyprus problem and hoped to give Cypriots their identity back. Speaking about the labour dispute with the builders Anastasiades queried why the current government had not carried out checks to find illegal workers on building sites. Meanwhile DISY spokesman Charis Georgiades said of EDEK candidate Giorgos Lillikas: “He is an incorrigible populist.” This was after Lillikas claimed Cyprus would be committing ‘National Suicide’ by agreeing to send natural gas via a pipeline through Turkey. “By seeing through this course of action, Cyprus would then become a hostage of Turkey and economically dependant on them,” Lillikas said. “We should ally ourselves with other nations like France, Russia and Israel.” AKEL - backed Stavros Malas, speaking after a meeting at the Chamber of Commerce and Industry said the discovery and exploitation of natural gas would give Cyprus the economic push needed to move away from the crisis. Speaking about the elections, he said he was confident of winning in the second round, using a sporting analogy. “I will warmup on the first Sunday (of elections), to help me win on the second Sunday,” he said.

‘PIMCO tangle reeks of political scheming’ Opposition says figure was The Central Bank said yesterday it had its own views on the methodology and assumptions used by PIMCO allowed to become high Cyprus By George Psyllides seeks EU money Vacancy laundering Marine & Safety Superintendent audit

THE opposition yesterday accused the government of amateurism and political expediency over a due diligence on bank portfolios, which could render the island’s debt unsustainable, leading to additional austerity measures. Investment managers PIMCO who were hired to carry out the due diligence to determine the banks’ needs ahead of a bailout sought by Cyprus last year, have reportedly come up with a worst-case scenario of €10.1 billion. The opposition suggested the government and the Central Bank deliberately allowed the figure to become so high in a bid to confirm the administration’s position that the bank’s were to blame for the mess the economy is in. Even before hiring PIMCO, daily Phileleftheros reported that the banks’ recapitalisation needs would be as high as €10 billion – the same figure provisionally included in a draft deal with international lenders before the due diligence was completed.

DISAGREEMENT In a confidential letter to parliament, which was leaked to the media, Central Bank Governor Panicos Demetriades said the macroeconomic scenarios were given to PIMCO by the steering committee, made up of representatives from the Central Bank, the finance ministry, the cooperative bank supervisory service, the IMF, European Commission, the European Stability Mechanism, European Banking Authority, and the European Central Bank. Demetriades said the committee had no right to intervene in the model used by PIMCO, which had given some information on the parameters it use, without however disclosing exactly how much weight it placed on them. The governor said no instructions could be given to PIMCO if there was disagreement among members of the steering committee. “The company must act based on the terms of reference it was given, exercising its professional judgment,”

Demetriades said. “This also applies to the discussion at the final stage of the results where disagreements still exist between the Cypriot members of the steering committee and those representing international organisations.” In a statement yesterday, the Central Bank said it had its own views on the methodology and assumptions used by PIMCO, which had been repeatedly expressed in the steering committee and to the company.

AMATEURISH The opposition has also censured the firm’s selection and supervision throughout the process. “The procedure of selecting, appointing, and supervising PIMCO raises a major issue for the government and the Central Bank,” main opposition DISY spokesman Haris Georgiades said yesterday. “The amateurism and, apparently, the political expediency of those who gave the specific company a blank cheque, have put our country in an unbelievable situation.” Unlike Ireland and Spain, which also had to bailout their banking sectors, Cyprus had left PIMCO unchecked. It was also reported that PIMCO had no direct communication with the banks. It was only after it transpired that the results were highly unfavourable that the Central Bank brought in BlackRock, which had carried out a due diligence on Greece’s banks, to help convince PIMCO to ease its adverse scenario. For the government, the existence of a disagreement between Cyprus and PIMCO proved that DISY was wrong. “Of course we will not try to convince the DISY leadership … of the contrary,” government spokesman Stefanos Stefanou said. “They have already decided to adopt the PIMCO report, in the same way they had adopted the troika memorandum, demanding an agreement before the negotiations were finished.” Stefanou said DISY was trying to provide cover for the bank administrations that are responsible for the “economic crime against Cyprus.”

EUROZONE finance ministers will discuss on Monday a Cypriot proposal to order an independent report on whether the country is fully complying with laws against money laundering, a senior EU official said. The report would, be a response to German, and others’, concerns that Cyprus, which asked the eurozone for financial help last June, has been a tax haven for rich Russians. Eurozone finance ministers, called the Eurogroup, will meet on Monday in Brussels to review progress on the €17.5 billion bailout negotiations for Cyprus, whose banks have been hit by Greece’s debt restructuring. The senior EU official said yesterday that Cyprus made the recommendation in the Eurogroup Working Group, a body that prepares eurozone finance ministers’ meetings. The official explained that Cyprus already had a positive report on its laws from the Council of Europe’s anti-money laundering committee MONEYVAL. The new report could focus more on the actual application of the legal framework in place in Cyprus than was positively verified by MONEYVAL, the official said. Choosing a private auditor for the job, rather than an international institution, would mainly be guided by the need for speed, the official said. Eurozone ministers want to take a final decision on the Cyprus bailout in the second half of March, possibly in a special teleconference, the official said, and commissioning a report from an institution would take longer than that.

Home MTN Group acquires 50pct of MTN Cyprus MTN Group announced yesterday it had agreed to acquire the 50 per cent share in MTN Cyprus held by its local partner, Amaracos Holdings, a company representing the interests of the Shacolas Group and the Panos Germanos Group. At the conclusion of this transaction, MTN Group will own 100 per cent of MTN Cyprus. The move is part of MTN Group’s broader strategy to make Cyprus an innovation hub for the development of new products and services for the Group. “MTN Cyprus is an important part of MTN Group, as it represents one of our most developed markets. We see MTN Cyprus as a springboard for the development and introduction of innovative products and services that may be applicable to other MTN Group markets in future” said MTN Group President and

CEO Sifiso Dabengwa said. Both Shacolas and Germanos confirmed they will continue to provide their support to MTN Cyprus. MTN Cyprus is an integral part of MTN Group, a multinational telecommunications operator with more than 185 million customers in 22 countries, 25,000 employees and annual revenues of €13,5 billion. MTN Group acquired its initial investment in MTN Cyprus in 2006 as part of a larger transaction where 100 per cent of Investcom LLC, a holding company of operations in 10 countries in Africa and the Middle East, was acquired. Since 2008, MTN Cyprus has increased its market share from 14 per cent to 32.8 per cent – 316,000 subscribers on September 30, 2012. The acquisition is subject to approval by the Commission for Protection of Competition of the Republic of Cyprus.

‘A book that will make you think and talk’ THE NOTIONS of a creative society, the state, the environment, the Cyprus problem, among others, are the subject matter of a recentlypublished book by academic Stavros Zenios, the former rector of the University of Cyprus. Translating as “Creative Cyprus,” the leaner version of the book is available at http://www.fbrh.eu/zenios/ (Greek only) and exalts hope and the ability of people to take control of their fate. “Our desires often reflect fears, fantasies, purely subjective desires. Our real needs express essential needs, objective realities, realistic hopes,” Zenios says in his book. The version available at bookstores and presented to journalists yesterday has been interlaced with interventions and comments from players in Cyprus’ cultural and political life. Cyprus’ own Nobel laureate Christophoros Pissarides calls the book a challenge. “You might agree with (Zenios), you might disagree, you might even get angry. You will likely do all that but (the book) will make you think and talk,” Pissarides said. “Only in this way can we mature on this island and join the 21st century,” Pissarides said.

Less for luxury and more for necessities Credit card usage down in January over previous year By Poly Pantelides

Stavros Zenios “The publication comes at a critical time for Cyprus. A deep recession ails our country and has awoken strong social movements,” a news release said. “As a people we have huge deposits of mental strength and high education levels so that we can design a path ahead, find the courage to dare, devise ways to succeed,” the statement said. Zenios has also launched a movement called freedom or “Eleftheria” in Greek to promote political dialogue.

JANUARY’S card usage shows that people are cutting back on luxury spending and using credit more to pay their bills. According to the stats, Cyprus’ residents used their cards more abroad and less in Cyprus this January compared to January 2012, the island’s main clearing agency JCC transactions said yesterday. There was an 8.0 per cent decrease in card usage in Cyprus, partly because fewer people had renewed their vehicle’s annual road tax in time, compared to January 2012, JCC said. Without the state sector transactions, the decrease in local card use in Cyprus comes to 5.0 per cent, the clearing agency said. January to January, there was a 15 per

cent decrease in payments to the government sector; an 18 per cent decrease in clothes’ purchases; a 16 per cent decrease in card usage for restaurants, bars and catering services; a 13 per cent decrease in DIY purchases; and a 41 per cent decrease in travel usage, JCC said. The biggest increase in card payments was in relation to utility bills with transactions going up by 42 per cent, although amounting to just 4.3 per cent of total payments. The majority of card use in January last year – 27.47 per cent – was in supermarkets, followed by clothing, shoes and accessories at 12.45 per cent. Payments to the government came to 11.19 per cent, and payments at petrol stations came 10.37 per cent of total card transactions. In total, local card transactions in Cy-

prus came to almost €212 million this January compared to €229 million in January 2012. The average local card transaction by Cypriot residents was valued at €75 compared with €83 in January 2012. There was a 5.0 per cent increase in local cards used abroad for sales and cash withdrawals, JCC said. Cypriot residents collectively spent over €121 million abroad coming to an average €138 per transaction, a slight decrease from January last year when the average transaction was €141. Visitors to Cyprus spent €23 million, an increase of 9.0 per cent January to January but spent on average €97 per transaction compared with €104 per transaction in January 2012. JCC did not break down figures to credit card and debit card transactions.

Health ministry says it’s checking into horse meat burger reports By Poly Panteldies BURGERS containing horse DNA may have made their way to Cyprus through an Irish manufacturer of frozen beef burgers, the health services said yesterday. “We got in touch with the Irish authorities (on Tuesday) and we are waiting to hear back on whether any batches of burgers containing horse meat have been distributed to Cyprus,” acting head of health services Christos Christou said. A Polish meat ingredient at Ireland’s Rangeland Foods contained 75 per cent horse DNA, the Irish agriculture ministry said in an announcement on Tuesday. The Irish authorities said in the same statement that Rangeland Foods had suspended production pending

the outcome of an investigation in to “the full supply chain,” but added that the company had indicated that none of the products had entered the food chain. Christou said that Rangeland Foods products enter the Cyprus market through a local distributor, but said the health services were not yet in a position to identify the distributor. “The supplier (in this case Rangeland Foods) is obliged by law to have a distribution list stating who sells their products in Cyprus and the Irish authorities will be able to tell us whether any products containing horse DNA have been distributed (to the Cyprus market),” he said. Although the health services do hold periods of sample testing on food products, they are not at this stage investigating whether any meat

products in Cyprus contain horse DNA. “There are no inherent health risks,” Christou said, although he did concede that the issue was one of misleading consumers. “If and when any products are discovered, we will discuss the matter with the veterinary services and decide how to proceed,” Christou said. “We have so far received no official word from the European Commission.” Major supermarket chains in Britain were recently found to have sold beef products containing horse meat. Rangeland Foods says on its website that it has a growing customer base in the UK, Sweden, Spain, Belgium, Greece and Cyprus. “All our products are manufactured using only top quality Irish beef and best manufacturing practice with full traceability from farm to plate,” it says.

Total: looking forward to a bright future The deal, for blocks 10 and 11, should bring in €24 million in signature bonuses By George Psyllides CYPRUS yesterday signed a deal with French energy giant Total to search for oil and gas in two offshore blocks as part of a second licensing round initiated last year. The deal, for blocks 10 and 11, follows agreement with a consortium of Italy’s Eni and South Korea’s KoreaGas Corp (Kogas) for blocks two, three and nine, concluded last month. “With today’s act we conclude one of the most critical targets set by the government in its energy policy,” Commerce Minister Neoclis Sylikiotis said. Reports said Cyprus would receive €24

million in signature bonuses as part of the deal. Sylikiotis said some 10 exploratory drills were expected to take place within the island’s exclusive economic zone in the next three years while infrastructure projects should also get underway. “All these mean growth and thousands of jobs in the energy and other sectors,” the minister said. Cyprus hopes for a windfall from hydrocarbons beneath the seabed in a largely untapped area of the east Mediterranean although any finds were not expected to come ashore until 2018 at the very earliest for domestic consumption, and in 2019 for export. Sylikiotis said they would

bring relief to Cyprus, which is in line for an international bailout with the accompanying tough conditions placed on its economy. “Cyprus will finally and irrevocably turn its back on sterile policies of austerity imposed on countries of the south by a neo-liberal international and European establishment,” Sylikiotis said during a signing ceremony. The minister also emphasised the strategic alliances forged through the quest for hydrocarbons. “Alliances that are important both for securing our country’s sovereign rights and the unobstructed commercial exploitation of our hydrocarbons in a way that will turn Cyprus into an

Commerce Minister Sylikiotis and Total’s Breuillac shake on it energy hub,” Sylikiotis said. Cyprus first struck natural gas offshore in late 2011, when US based Noble reported an estimated seven trillion cubic feet (tcf) natural gas find in Cyprus’ block 12, which is close to a major gas discovery by neighbouring Israel. Arnaud Breuillac, president of Total’s Middle East exploration and production appeared upbeat about the

company’s prospects. “We can say that it is the first day of Total’s presence in Cyprus and we look forward to a bright future,” Breuillac said. The executive said his company will carry out two-dimensional surveys in block 10 and three-dimensional in block 11 but could not yet say whether it will search for oil first. Breuillac said the company

(Christos Theodorides)

had two different plans for the two blocks “so basically we might proceed with drilling for oil and gas. It is very early to say but the possibility for the presence of oil has been examined.” According to Sylikiotis, the government has extended the second licensing round deadline by 180 days. Cyprus has bids for five more of its 13 blocks.

Cameron apologises for ‘dreadful’ hospital neglect PRIME Minister David Cameron yesterday announced the creation of a Chief Inspector of Hospitals and apologised for Mid-Staffordshire NHS Trust’s “truly dreadful” mistreatment and neglect. His move followed the publication of the Francis report into events at the trust between 2005 and 2009, which called for a “zero tolerance” approach to poor standards in the health system. Speaking in the Commons after the 1,782-page report was released, Cameron announced a raft of changes designed to ensure that any future failures in NHS organisations are detected

PM announces raft of changes to the NHS including post of hospitals inspection chief and dealt with quickly and effectively. Robert Francis QC, chairman of the public inquiry, refused to point the finger at any organisation or individual connected to the shocking failure at the trust, instead blaming an “insidious negative culture”, but families of those who suffered in the care failings at Stafford Hospital called for senior NHS figures to resign. Julie Bailey, who set up

campaign group Cure The NHS after her mother, Bella Bailey, 86, died at the scandal-hit hospital in 2007, said the report gave patients “power” but called for the resignation of NHS chief Sir David Nicholson, as well as Royal College of Nursing chief executive Peter Carter. She said: “We want resignations, we are going nowhere. We have lost hundreds of lives within the

NHS, we want accountability.” Responding to the report, the Prime Minister announced a raft of changes to the NHS, telling the Commons he had ordered the creation of the post of Chief Inspector of Hospitals, who will have responsibility for a regime of inspections which are an investigation into “whether a hospital is clean, safe and caring, rather than just an exercise in bureau-

cratic box-ticking”. An immediate investigation will be carried out by Sir Bruce Keogh into the standards of care at hospitals which currently have the highest mortality rates, he said. Patients and their relatives will be invited to say whether they would recommend treatment at their hospital to their friends and families, and the results will be published. Changes will also be made to the failure regime for NHS trusts, to ensure that the suspension of a board can be triggered by failures in care, and not just financial failings as at present, said Cameron.

Justice ministry slammed for ‘shambolic’ commissioning BRITISH government plans to contract out billions of pounds worth of public services to private companies have been called into question in a parliamentary committee report published yesterday. The ministry of justice (MOJ) plans, which have been criticised by the opposition Labour party, include allowing firms to run criminal probation services, and are part of a wider drive across government to cut spending by outsourcing. The chair of the justice select committee said that the MOJ’s handling of a 90 million contract to run court translation services was “shambolic” after translators failed to turn up at court and others mistranslated hearings to defendants. The report also said that weaknesses in the MOJ’s due diligence and risk mitigation procedures were a “cause for concern” ahead of its ambitious plans to contract out more public services, and repeated a call made in a previous report for an independent review into the department’s ability to commission services. It added that the MOJ did not have a sufficient understanding of the complexities of the work it was contracting out when it started the procurement process. The committee said that services firm Capita, which inherited a five-year translation services contract when it bought Applied Language Solutions for £7.5 million in late 2011, had improved the service markedly but it had taken a long time, even with Capita’s “considerable” resources. The service is also still largely boycotted by qualified interpreters who previously worked in the public sector. Capita acknowledged there had been issues regarding the delivery of the contract but said it had invested in improving its performance.

BRITAIN TODAY Flybe deal AIRLINE Flybe boosted Ryanair’s hopes of a takeover of Aer Lingus yesterday by agreeing a plan to fly 43 of the Irish carrier’s short-haul routes. The proposal is part of Ryanair’s attempt to persuade the European Commission that its planned €694 million takeover of Aer Lingus will not harm competition for Irish passengers. Under the agreement, Flybe will receive a minimum of nine Airbus A320 aircraft and a cash injection of €100 million from Ryanair. The newly created Flybe Ireland will operate from bases in Dublin and Cork, with many of the 34 European destinations served by the 43 routes already used by Flybe’s UK business. Ryanair will give Flybe the right to use the Aer Lingus brand for three years and will develop a business plan that should provide €20 million in pre-tax profits in the 12 months following the transfer. The deal comes a month before the European Commission is due to give a decision on Ryanair’s bid for Aer Lingus.

Malone will avoid UK rights war with Murdoch JOHN Malone’s Liberty Global will avoid a battle with Rupert Murdoch’s BSkyB over expensive content like English Premier League soccer, the US company said after agreeing to buy BSkyB’s biggest rival. Liberty is buying Virgin Media for about $15.75 billion in stock and cash, pitting Malone against his old rival Murdoch in British pay-television and broadband. Both Virgin Media and Liberty Global said the deal, worth more than $23 billion including debt, was more about expanding the US group’s presence in Europe than shaking up British pay-TV. Virgin Media had a strong commitment to share content with Sky, Liberty Global Chief Executive Mike Fries said yesterday, and he wanted to make sure Virgin Media had access to premium programming. “We do not see any reason why that would change or any reason why Virgin Media needs to compete with Sky for that premium content,” he told reporters. Liberty will serve 25 million customers in 14 countries after the deal, overtaking ComCast as the world’s number-one cable TV operator by subscriptions, Fries said. Virgin Media, which has 4.9 million customers compared to BSkyB’s 10.7 million, was formed when cable groups Telewest and NTL and mobile telecom operator Virgin Mobile merged

in 2006. That deal was led by Virgin Group’s Richard Branson, who still owns around 3 per cent, and who will make about $316 million from the Liberty takeover. Virgin Media’s first few years were marked by lengthy and costly legal fights with BSkyB over access to channels and content. More recently, however, Virgin Media boss Neil Berkett has stabilised the group, taking it into the black two years ago after years of losses racked up in a costly network expansion. In a peace deal in 2010, it sold BSkyB a package of channels and offered some Sky high-definition channels to its own customers. Since then, Virgin Media has focused increasingly on selling high-speed broadband and technological innovations such as digital TV service Tivo. Last year, BSkyB and telecoms operator BT signed a threeyear deal worth £3 billion to show English Premier League matches, cementing the league’s position as the most valuable domestic soccer competition in the world. Virgin Media said it added 42,700 new cable households and 62,700 cable broadband connections in the fourth quarter, its best customer additions in four years according to analysts. Analysts said there was little chance of a rival bidder and that was reflected in Liberty’s offer. (see John Malone: Newsmaker page 13)

A DNA sample from a girl in New Zealand has been sent to British police to quash the suggestion that she could be Madeleine McCann. Scotland Yard said the girl was not a line of inquiry and it requested the sample to confirm statements made by New Zealand police that the girl was not Madeleine. It was reported in New Zealand media that the girl has been mistaken for Madeleine more than once, because she has a similar mark in one of her eyes. Madeleine was nearly four when she vanished from her family’s holiday apartment in Praia da Luz in the Algarve on May 3 2007 as her parents dined at a tapas restaurant with friends nearby.

DIY not dinner BRITISH women want men with practical skills more than any other attribute, according to new research in anticipation of Valentine’s Day. Of the women surveyed by Spaceslide. co.uk, an online store for made-to-measure wardrobe storage, 38% said they found men who were practical around the home sexy, rating DIY skills above sporting prowess, creativity and even lovemaking ability.

Spaniards show little faith in politics or economic recovery By Clare Kane

Spain’s unemployment rate hit 26 per cent in the last quarter of 2012

RECESSION-HIT Spaniards are losing faith in politicians and support is dropping for the ruling People’s Party (PP), which has slashed public spending and is embroiled in a corruption scandal, a poll indicated yesterday. Over 40 per cent of Spaniards believe the country’s political situation is worse than a year ago, and a third think it will not improve in the next year, according to the survey by Spain’s state-owned Social Investigations Centre (CIS). The poll of around 2,500 adults

across Spain was carried out between January 4 and 14, before a newspaper sparked public anger by reporting that Prime Minister Mariano Rajoy and other PP leaders had received payments from a slush fund. CIS estimated that Rajoy’s PP would win 35 per cent of votes if a parliamentary election were held at once, compared to 43 per cent in the CIS poll a year ago, while the opposition Socialists would creep up to 30 per cent from 28 per cent in January 2012. The kickback scandal engulfing the PP is unlikely to trigger a general election, as the PP has an absolute ma-

jority in parliament. Rajoy denies any wrongdoing and Spain’s slow justice system means time is on his side. Spaniards are also pessimistic on the outlook for the economy, which has been shrinking since the end of 2011. Over half of those surveyed said the economic situation was “very bad” and four out of 10 thought things would be worse in a year’s time. Spain’s unemployment rate hit 26 per cent in the last quarter of 2012. More than 80 per cent of respondents cited it as Spain’s biggest problem, followed by the state of the economy and politicians. Corruption ranked as the fourth-biggest concern.

Putin trying to scare off protesters, claims tycoon

Merkel proposes September 22 as an Khodorkovsky languishing in prison near the Arctic Circle election date By Madeline Chambers By Gabriela Baczynska

PRESIDENT Vladimir Putin is increasingly trying to intimidate ordinary Russians into abandoning protests against him to keep his grip on power, jailed former oil tycoon Mikhail Khodorkovsky said. In replies to written questions by Reuters, dictated to lawyers during prison visits, Khodorkovsky, once Russia’s richest man, accused Putin of resorting to political repression to try to reassert his authority after 14 months of protests. He said such efforts were destined to fail and Putin was pushing Russia into an era of economic and political stagnation comparable to the rule of late Soviet leader Leonid Brezhnev. “Opposition to the current regime is growing and will continue to grow ... The risks for the regime are constantly increasing,” said Khodorkovsky, who was convicted of multimillion dollar tax evasion, fraud and money laundering. He has always denied the charges, which he says were politically motivated. “A certain ‘tightening of the screws’ is undoubtedly going on. We see an expansion of old repressive practices, the

Mikhail Khodorkovsky, once Russia’s richest man, accused President Vladimir Putin (above) of resorting to political repression to try to reassert his authority after 14 months of protests creation of new ones and the preparation of a legal base in case there is a need to sharply curb civil rights and freedoms.” What was new in Putin’s third term as president, he said, was the tactic of trying to scare people into not pro-

and has dismissed Khodorkovsky’s criticisms in the past. But Western governments and human rights groups share some of his concerns. Khodorkovsky, 49, has for years been one of the sharpest critics of Putin, who last year faced the biggest pro-

CHANCELLOR Angela Merkel’s government has asked the German president to set September 22 as the date of the next federal election, when she hopes to secure a third term in power. “It will come as no surprise that the German government is proposing to the president that Sunday, Sept. 22, 2013 should be the day of the 18th German (federal) election,” Merkel’s spokesman Steffen Seibert told a regular news conference. Merkel is seeking re-election as chancellor of Europe’s biggest economy and most opinion polls put her conservative bloc at least 10 points ahead of the biggest opposition party, the Social Democrats (SPD). However, it is unclear whether she will be able to form another government with her current coalition partner, the pro-business Free Democrats (FDP), who in most polls are scoring below the 5 per cent threshold needed to enter parliament. Merkel, popular among voters for her tough stance in the eurozone debt crisis, may end up in a ‘grand coalition’ with the SPD in what would be a repeat of the 2005-2009 government.

CIA operating secret drone airbase in Saudi Arabia Base used to launch attacks against al-Qaeda THE US Central Intelligence Agency has been operating a secret airbase for unmanned drones in Saudi Arabia for the past two years. The facility was established to hunt for members of al-Qaeda in the Arabian Peninsula, which is based in Yemen. A drone flown from there was used in September 2011 to kill Anwar al-Awlaki, a USborn cleric who was alleged to be AQAP’s external operations chief. US media have known of its existence since then, but have not reported it. Senior government officials had said they were concerned that disclosure would undermine operations against AQAP, as well as potentially damage counterterrorism collaboration with Saudi Arabia. The US military pulled out virtually all of its troops from Saudi Arabia in 2003, having stationed between 5,000 and 10,000 troops in the Gulf kingdom after the 1991 Gulf war. Only personnel from the United States Military Training Mission (USMTM) officially remain. The location of the secret drone base was not revealed in the US reports.

Fury in Tunisia after govt. critic shot dead By Tarek Amara

Drones reportedly carry out strikes against members of al-Qaeda in the Arabian Peninsula, which is based in Yemen However, construction was ordered after a December 2009 cruise missile strike in Yemen, according to the New York Times. It was the first strike ordered by the Obama administration, and ended in disaster, with dozens of civilians, including women and children, killed. US officials told the newspaper that the first time the CIA used the secret facility was to kill Awlaki. Since then, the CIA has been “given the mission of hunting and killing ‘high-value targets’ in Yemen” - the leaders of AQAP who gov-

ernment lawyers had determined posed a direct threat to the US - the officials added. Three other Americans, including Awlaki’s 16-year-old son, have also been killed in US strikes in Yemen, which can reportedly be carried out without the permission of the country’s government. Kristian Coates-Ulrichsen, an expert on Gulf politics at the London School of Economics, told the BBC that Saudi anxieties about the growing threat of AQAP would have been behind the government’s decision to allow the US to fly drones from

inside the kingdom. “The Saudis see AQAP as a very real threat to their domestic security,” he said. “They are worried about attacks on their energy infrastructure and on the royal family, so it fit their strategy to allow the drone attacks.” The existence of the base was likely a “sensitive issue” for both Washington and Riyadh, Coates-Ulrichsen added. A source close to the Saudi Interior Minister, Prince Mohammed bin Nayef, declined to comment when contacted by the BBC. The Washington Post re-

ported that President Barack Obama’s counter-terrorism adviser, John Brennan, a former CIA station chief in Saudi Arabia, played a key role in negotiations with the government in Riyadh over building the drone base. Saudi Arabia is home to some of Islam’s holiest sites and the deployment of US forces there was seen as a historic betrayal by many Islamists, notably the late leader of al-Qaeda, Osama Bin Laden. It was one of the main reasons given by the Saudi-born militant to justify violence against the US and its allies.

Islamic summit calls for Syrian dialogue By Shaimaa Fayed and Paul Taylor

Egyptian President Mohamed Mursi (right), seen greeting Turkish President Abdullah Gul, called on ‘the ruling regime’ in Damascus to learn the lessons of history

LEADERS of Islamic nations called for a negotiated end to Syria’s civil war at a summit in Cairo that began yesterday, thrusting Egypt’s new Islamist president to centre stage amid turbulence at home. The summit of the 57-member Organisation of Islamic Cooperation opened on a day when the assassination of a leading Tunisian opposition politician highlighted the fragility of ‘Arab Spring’ democratic revolutions in North Africa. With Iranian President Mahmoud Ahmadinejad making an ice-breaking visit to Egypt after 34 years of estrangement, the two-day meeting was focusing on how to stop the bloodshed in Syria, where President Bashar al-Assad counts Tehran as one of his last allies. In a keynote address, Egyptian President Mohamed Mursi called on “the ruling regime” in Damascus to learn

the lessons of history and not put its interests above those of the nation, saying that rulers who did so were inevitably finished. Mursi urged all OIC members to support the Syrian opposition’s efforts to unite and bring about change. Heavy fighting erupted in Damascus yesterday as rebels launched an offensive against Assad’s forces, breaking a lull in the conflict, opposition activists said. Ahmadinejad earlier told Egyptian journalists there could be no military solution and he was encouraged that the Syrian government and opposition were moving towards negotiations to end a conflict in which at least 60,000 people have died. “Fortunately in Syria at the moment matters between the two parties - the opposition and the government - are heading towards establishing the idea of dialogue and talking together,” al-Ahram daily quoted him as saying. Opposition Syrian National Coalition leader Moaz

Alkhatib offered on Sunday to meet Assad’s ceremonial deputy, Farouq al-Shara, for peace talks if the authorities released thousands of prisoners. There has been no response from Damascus so far. The leaders of Egypt, Turkey and Iran met on the sidelines of the summit to support the peace initiative, an Egyptian presidential spokesman said, adding that Mursi had brought together the most influenial players in the conflict. Saudi Arabia, a key supporter of the Syrian rebels and a member of an ‘Islamic Quartet’ formed by Mursi last August to try to broker a solution, did not attend, diplomats said. Saudi Crown Prince Salman told the summit the Syrian regime was “committing ugly crimes” against its people. He said the UN Security Council, which has so far been paralysed by Russian and Chinese opposition to sanctions, should act to “finalise the transition of power”.

A FIERCE critic of the Tunisian government’s dealings with radical Islamists was shot dead yesterday, sending protesters onto the streets two years after their Jasmine Revolution sparked revolt across the Arab world. The headquarters of the moderate Islamist Ennahda party, which rules in a fractious coalition with secularists, was set ablaze after Chokri Belaid, an outspoken, secular leader, was gunned down outside his home in the capital. His party and others in the opposition parties said they would quit the assembly that is writing a new constitution and called a general strike for today when Belaid will be buried. Prime Minister Hamadi Jebali, who said the identity of the attacker was not known, condemned his killing as a political assassination and a strike against the ‘Arab Spring’ revolution. Ennahda denied any involvement. As Belaid’s body was taken by ambulance through Tunis from the hospital where he died, police fired teargas towards about 20,000 protesters at the Interior Ministry chanting for the fall of the government. “This is a black day in the history of modern Tunisia ... Today we say to the Islamists, ‘get out’ ... enough is enough,” said Souad, a 40year-old teacher outside the ministry. “Tunisia will sink in blood if you stay in power.” Despite calls for calm from the president, who is not an Islamist, thousands also demonstrated in cities including Mahdia, Sousse, Monastir and Sidi Bouzid, the cradle of the revolution, where police fired teargas and warning shots at protesters who set cars and a police station on fire. While Belaid’s nine-party Popular Front bloc has only three seats in the constituent assembly, the opposition jointly agreed to pull its 90 or so members out of the body, which is acting as parliament and writing the new post-revolution charter. Ennahda and its fellow ruling parties have some 120 seats. The small North African state was the first Arab country to oust its leader and hold free elections as uprisings spread around the region in 2011, leading to the ousting of the rulers of Egypt, Yemen and Libya and to the civil war in Syria. But as in Egypt, many who campaigned for freedom from repression under autocratic rulers and better prospects for their future now feel their revolution has been hijacked by Islamists they accuse of clamping down on personal liberties, with no sign of new jobs or improvements in infrastructure.

Traffic jams clogged roads as people evacuated following the 8.0 magnitude quake

Tsunami kills five in Solomons after big quake Evacuations across the South Pacific By James Grubel A POWERFUL 8.0 magnitude earthquake set off a tsunami that killed at least five people in a remote part of the Solomon Islands yesterday and triggered evacuations across the South Pacific as island nations issued tsunami alerts. The quake struck 340 km (211 miles) east of Kira Kira in the Solomons, the Pacific Tsunami Warning Centre in Hawaii said as it issued warnings for the Solomons and other South Pacific nations including Australia and New Zealand. It later cancelled the warnings for the outlying regions. A tsunami measuring 0.9 metres (three feet) hit near the town of Lata on the remote Santa Cruz island, swamping some villages and the town’s main airport as people fled to safety on higher ground. More than three dozen aftershocks up to magnitude 6.6 rocked the region in the hours after the quake, the US Geological Survey said. Lata hospital’s director of nursing, Augustine Pilve, told New Zealand television that five people had been killed, including a boy about 10 years old, adding that more casualties were possible as officials made their

way to at least three villages that may have been hit. “It’s more likely that other villages along the coast of Santa Cruz may be affected,” he said. Disaster officials in the Solomon Islands capital Honiara told the Solomon Islands Broadcasting Corp. that they believed six people were dead and that five villages had suffered damage. Solomon Islands Police Commissioner John Lansley said it was too early to fully assess the damage or casualty numbers, and said authorities hoped to send aircraft to the region on Thursday to help determine the extent of the damage.

WATCHED Luke Taula, a fisheries officer in Lata, said he watched the tsunami as it came in small tidal surges rather than as one large wave. “We have small waves come in, then go out again, then come back in. The waves have reached the airport terminal,” he told Reuters by telephone. The worst damage was to villages on the western side of a point that protects the main township, he said. “There are reports that some communities have

been badly hit, their houses have been damaged by the waves.” About 5,000 people lived in and around the town, but the area was deserted as people fled to higher ground, Taula said. The Solomons, perched on the geologically active ‘Pacific Ring of Fire’, were hit by a devastating tsunami following an 8.1 magnitude quake in 2007. At least 50 people were killed then and dozens left missing and more than 13 villages destroyed. “It’s an area that is very prone to earthquakes,” said Jonathan Bathgate, seismologist at Geoscience Australia. “We’ve had seven six-plus magnitude earthquakes in this region since January 31, so it has been very active in the past week.” Initial signs were that the tremor was a thrust quake, in which vertical movement in the continental plates generates higher risk of tsunami, Bathgate added. Authorities in the Solomons, Fiji, Guam and elsewhere had urged residents to higher ground before the Pacific Tsunami Warning Centre cancelled its alerts. “The earthquake would have to be quite a bit bigger to make a much more sizeable tsunami,” said Brian Shiro, geophysicist for the centre in Hawaii.

JAPANESE Prime Minister Shinzo Abe urged China yesterday not to stoke tension over disputed East China Sea isles, a day after Japan said a Chinese vessel directed radar, normally used to aim weapons at a target, at a Japanese navy ship. A Chinese government spokeswoman said she was not aware of the details of the incident, and focused instead on China’s stance that Japan should stop sending its ships into what China considers its territorial waters around the islands. “The incident is dangerous conduct that could have led to an unforeseeable situation. It is extremely regrettable that China carried out such a one-sided, provocative act when signs are emerging for dialogue,” Abe told parliament. “I ask the Chinese side to return to the spirit of mutually beneficial, strategic relations and prevent the recurrence of an incident like this. I strongly ask them for restraints so that the situation will not escalate further.” Fire control radar is used to pinpoint the location of a

The radar incident, which Japan said took place in the East China Sea on January 30, came days after Chinese Communist Party chief Xi Jinping told Abe’s envoy that he was committed to developing bilateral ties. Chinese Foreign Ministry spokeswoman Hua Chunying told reporters: “In recent days, Japan has on many occasions

deployed aircraft and ships and illegally entered Chinese waters around the Diaoyu Islands. China has made representations on many occasions and requested Japan stop its illegal activities.” Relations between Asia’s two biggest economies deteriorated sharply when the Japanese government bought the islets, called the Senkaku in Japan and the Diaoyu in China, from a private Japanese owner, in September, igniting protests across China.

Business Panasonic sells buildings to raise about $100m JAPAN’S Panasonic Corp (6752.T) has sold two of its office buildings in central Tokyo to raise around $100 million as the company tries to improve its balance sheet by selling non-core assets, sources with direct knowledge of the transactions have told Reuters. The sale is part of efforts by Panasonic to raise 130 billion yen from asset sales in a bid to underpin cash flow. Rival Sony Corp (6758.T) is in the process of selling one of its main buildings in central Tokyo in a deal that could raise up to 100 billion yen.

RBS fined for rate rigging BRITAIN’S Royal Bank of Scotland will pay US and British authorities $615 million and plead guilty to wire fraud in Japan to settle allegations it manipulated global benchmark interest rates. “The RBS board acknowledges that there were serious shortcomings in our systems and controls and also in the integrity of a small group of our employees,” Chairman Philip Hampton said yesterday. “This is a sad day for RBS, but also an important one in continuing to put right the mistakes of the past.” More than a dozen traders at RBS offices in Lon-

Like UBS, RBS did not have to admit criminal liability in the United States, meaning it can retain its

The bank said John Hourican, head of RBS’s investment bank, had agreed to leave following the misconduct of staff in that business. Hourican had no involvement in or knowledge of the misconduct, RBS said. Critics say the scandal over manipulation of Libor shows banks’ riskier activities should be separated from basic lending functions.

NOT PUBLIC Panasonic sold a fivestorey building in Tokyo’s Minato ward to Mitsubishi Estate Co (8802.T) and another eight-storey property in the same neighbourhood to Nomura Real Estate Holdings Inc (3231.T), said the sources, who asked not to be identified because the transactions are not public. The Osaka-based Panasonic is also considering selling its much larger office building in Tokyo’s Shiodome district, which houses about 2,000 workers and serves as its Tokyo headquarters, sources have told Reuters. These buildings have become available for sale at a time investors are becoming more willing to buy properties in Tokyo on expectations property prices will rise in the near future.

UBS agreed in December to pay fines of $1.5 billion to regulators in the United States, Britain and Switzerland over Libor rigging. Its unit in Japan, where much of the wrongdoing occurred, pleaded guilty to criminal fraud. US prosecutors also filed criminal conspiracy charges against two former UBS traders allegedly at the heart of the scheme. Barclays got a non-prosecution agreement and paid $453 million in penalties. Barclays’ three most senior executives, including then chief executive Bob Diamond, were also forced to leave the bank in the wake of the Libor debacle.

lawmakers on a British banking inquiry yesterday “Our geographic footprint became very attractive to trans-national criminal organisations, whether they are terrorist in origin or criminal in origin.” HSBC, whose former slogan “The world’s local bank” reflects its presence in more than 80 countries, was in December given a $1.9 billion fine, the largest ever imposed on a bank, following a US investigation into its Mexican and US operations. The probe made scathing criticism of HSBC’s antimoney-laundering systems and found its lax controls allowed two drug cartels to move $881 million through the bank. “We’ve crushed our reputation with the Mexico events,” Gulliver said. “The behavioural stuff of what went on in Mexico is absolutely

shocking to us.” After taking the bank’s helm at the start of 2011, Gulliver centralised control and created global business operations, taking much of the control out of the hands of country managers. “It’s the biggest organisational change in this firm since 1865 and we did it to deal with the weaknesses,” the CEO said. HSBC’s problems in Mexico stemmed from its purchase of Grupo Financiero Bital in 2002, and Gulliver and his chairman, Douglas Flint, said the bank was too slow to improve its systems and controls. Gulliver said some senior people had been removed from the bank for “values breaches” in the last two years, but he said there were rewards on offer as well as penalties.

The bank’s chief risk officer is likely to be the fifth-highest paid person at the bank in 2012, whereas he wouldn’t have been in the top 50 in 2006, he said. The CEO has sold or exited from 45 businesses deemed non-core in the last two years, in an attempt to not only reduce complexity, but also cut costs and boost profitability. Last week it set up a Financial System Vulnerabilities Committee to help further simplify business activities and spot risks in areas such as preventing terrorist financing or illegal drugs activities. “We’re not saying the job is done ... the people we’re dealing with are highly sophisticated and will continue to change their ways of trying to penetrate the banking system,” Gulliver said.

CHINESE radio and television stations are to ban advertisements for expensive gifts such as watches, rare stamps and gold coins, the Xinhua state news agency said yesterday, as part of a push by the government to crack down on extravagance and waste. Such advertisements had “publicised incorrect values and helped create a bad social ethos”, the State Administration of Radio, Film and Television (SARFT) said in a release, Xinhua said. The ban comes after repeated calls from Xi Jinping, China’s presidentin-waiting, for a renewed fight against graft. But it could take a toll on luxury product manufacturers who advertise on Chinese television and radio. Makers of expensive Chinese liquors including Kweichow Moutai Co Ltd and Wuliangye Yibin Co Ltd routinely dominate the annual ad auction at China’s official television network, CCTV. Producers of the fiery Chinese liquor known as baijiu, which once flowed freely at government banquets, were hit in December by an official ban on alcohol at military events. High-end bottles of the grain-based liquor can cost thousands of yuan. The crackdown on corruption has also hit jewellery retailers hard, especially after high-end watches became a symbol of graft. Hengdeli and Emperor Watch and Jewellery are among the biggest watch retailers in China and both of their shares were down yesterday. Hengdeli had lost 2.2 per cent by the early afternoon in Hong Kong while Emperor was down 1 per cent. “Watches and liquor have been influenced by government policies and have been pulled down by a change in leadership,” Rupert Hoogewerf, the founder of Hurun Report, told Reuters last month.

Opinion

Reprimanding the police for doing their job is a joke THE MOST frequently used response by the government spokesman and AKEL deputies to criticisms of President Christofias was that his detractors were undermining the institution of the presidency. They urged opposition politicians to show respect for the institution, even if they disagreed with the president, because personal attacks against the state’s top official were harmful to the Republic. It was a nonsensical argument which could now be directed at Christofias after his astonishing, public attack on the police for trying to enforce law and order in Paphos on Tuesday. A President of the Republic censuring the police for doing their job not only undermines but demolishes the foundations on which a state is built – respect for the law. This also undermines the institution of the presidency, because when the president publicly reprimands the police for enforcing the law, the top post cannot command the respect of any law-abiding citizen. Police had arrived at the scene of the strike, because striking construction workers were preventing non-striking workers from going to their jobs on a hotel building site. Scuffles broke out when police arrived to restore order and three strikers were arrested for attacking a policeman, causing actual bodily harm, resisting arrest and preventing police performing their duties. Predictably, union representatives accused the police of using ‘excessive force’. Christofias made the following statement about the police: “We do not accept such behaviour. I want to express my solidarity with the people who were beaten and suffered injuries and call on the chief of police to put an end to this behaviour.” Apart from urging the chief of police not to enforce the law, the head of state sided with the law-breakers and ordered an investigation into the police behaviour. But what behaviour did Christofias want the police to stop? Did he not want police to protect the workers going to their jobs because they were strike breakers? Did he not want the police to prevent strikers from blocking the traffic? Perhaps he wanted the police to politely ask strikers to behave themselves and then leave the scene, or maybe he wanted the police to arrest the strikebreakers who were undermining the strike. This is the type of gross irresponsibility we have come to expect from this populist president who has done more than anyone to undermine the institution of the presidency by turning it into a joke. It can only be described as a joke when the head of state publicly reprimands the police for enforcing the law and expresses sympathy for the law-breakers.

John Malone set to be European cable king F

OR MORE than three decades, John Malone has been known as America’s King of Cable. Now, he is gaining that title in Europe as well. Malone, through his Liberty Global Inc unit, has made his most audacious bet yet on the burgeoning European cable market, striking a deal for about $15.75 billion to acquire Virgin Media Inc, the cable group in which fellow billionaire Sir Richard Branson holds a 3 per cent stake. The deal is Malone’s biggest ever in Europe and puts him in direct competition with Rupert Murdoch, the News Corp chairman who controls Britain’s BSkyB. Liberty Global, which Malone controls with a roughly 40 per cent voting stake despite only owning 4 per cent of its equity, already ranks as the largest cable operator in Europe with 18.4 million subscribers. It also has 1.2 million subscribers in Chile and Puerto Rico for a total of 19.6 million. The company’s position is the result of a decade-long acquisition spree spanning 11 countries from Germany and the Netherlands to Switzerland and Belgium that helped grow Liberty Global into a company with $7.6 billion in revenue and $3.6 billion in operating cash flow from continuing operations in the nine months ended Sept. 30. Virgin Media was created by the merger of cable operators NTL, Telewest and Virgin Mobile in 2006. It will be not only Malone’s largest European acquisition to date, but also one he has been trying to seal for more than a decade. Malone began buying up stock in Telewest and tried several times to acquire NTL at the turn of the century when they were still separate companies. His plan even back then was to merge them. Virgin Media’s 4.9 million subscribers significantly trails BSkyB, the UK market leader,

Newsmaker Liana B Baker and Leila Abboud of private equity firms that have rolled up smaller regional cable operators in Britain and Germany in recent years. For example, Liberty Global in 2011 bought Kabel BW, the third-biggest cable operator in Germany, from private equity firm EQT for €3.16 billion ($4.30 billion). A few years earlier, Liberty Global acquired Germany’s second-largest cable operator, Unitymedia GmbH, from private equity firms BC Capital Partners and Apollo for $5.2 billion, including assumed debt. In Belgium, Liberty in September made a tender offer for the 49.6 per cent of Telenet Group Holding NV it didn’t already own. The bid failed after the group’s management deemed it too low. Liberty currently owns 58.3 per cent of Telenet. Liberty Global also reportedly looked at buying Dutch cable operator Ziggo in 2011, but private equity firms Cinven and Warburg Pincus eventually pursued an initial public offering instead. Liberty Global CEO Michael Fries recently told a Citigroup Inc investment conference that the group would be looking for acquisitions in Europe to both bolster existing markets and enter new ones. “He sees the importance of scale in the business,” said Evercore Partners analyst Bryan Kraft of the rationale behind Malone’s European acquisitions. “He’s been trying to build scale within these markets and also leverage the scale that they bring as a company across all these markets.” The Kabel BW and Unitymedia deals marked Malone’s return to the German market,

‘Malone timed his European buying spree to the exit plans of private equity firms that have rolled up smaller regional cable operators in Britain and Germany in recent years’ which has 10.7 million subscribers. Indeed, battles with BSkyB over access to channels and content, coupled with heavy losses from a network upgrade, forced Virgin Media into a precarious financial situation that prompted a debt restructuring to help it stabilize. The company posted its first annual profit in 2011. Malone timed his European buying spree to the exit plans

which ranks as the second-largest cable market in the world behind the United States. In 2001, he tried to acquire cable assets from Deutsche Telekom and Deutsche Bank, but the deals were eventually blocked by German regulators, forcing Malone into a temporary retreat. Malone’s M&A activity suggests that he is trying to make Liberty Global a Western Eu-

Reclusive American billionaire John Malone ropean cable play. Prior to his buying in Germany and the UK, he sold out of Scandinavia, France, Japan and Australia. ISI analyst Vijay Jayant said expanding in Western Europe gives Malone a more focused strategy in a market with high disposable income. The strategy Malone is pursuing in Europe is essentially the same strategy he used in the United States; take a patchwork of disparate and technologically outdated cable systems, stitch them together and upgrade their networks to leverage their combined power to reduce internal costs and reduced external costs such as programming. That is the model he used to found TeleCommunications Inc, or TCI, which Malone grew into the largest cable operator in the United States before selling it to AT&T Inc. Malone is using that blueprint in Germany, which ranks as Liberty Global’s largest and fastest-growing market. There, Malone is offering TV, phone and Internet bundles with faster speeds and cheaper rates in a bid to steal market share from incumbent Deutsche Telekom. The rationale for the Virgin Media deal appears to be grounded in the TCI model as well. Cable only passes through about half the homes in Britain, so more investment in infrastructure to provide faster Internet speeds could help grow adoption rates. The aggressive tactics Malone used to build TCI prompted former US Vice

President Al Gore to label him the cable industry’s “Darth Vader,” a reference to the popular head of the Evil Empire in the “Star Wars” film saga. The nickname referenced Malone’s power at TCI, which he used to demand equity stakes in cable networks, particularly start-ups, in return for distribution. Malone also fought vigorously against must-carry laws that require cable operators to carry free-to-air broadcast networks like NBC and ABC and, as a matter of course, structures deals to help him pay very low taxes and has a rather well documented loathing of big government. Indeed, Jayant said Malone is likely to leverage Liberty Global to get stakes in channels in Europe in return for carrying them. The company already has programming partnerships with CBS and MGM overseas. Liberty Global also owns Chellomedia, a European producer and distributor of 66 TV channels, including movies, sports, lifestyle and entertainment programming. Malone, the largest private landowner in the United States with about 2.2 million acres to his name, is no stranger to battles with media titans. The reclusive billionaire has faced off with Murdoch numerous times on US soil, at one point acquiring a big slice of Murdoch’s voting position in News Corp that came onto the market unbeknownst to the newspaper baron. Malone eventually leveraged that stake to pry satellite TV company DirecTV from Murdoch.

Year of the Snake may smile on Psy, health woes could bite Gangnam Stlye singer likely to make even more money By Christine Lu THE coming lunar Year of the Snake is likely to smile on South Korean rapper Psy with increased prosperity, but he will need to leave Korea to make money and could risk exhaustion. As Chinese communities around the globe prepare for the lunar New Year on February 10, which ushers in the Year of the Snake, a Taiwanese fortune teller predicted a mixed bag of luck for famous ‘snake’ people around the world. Psy, who shot to global fame last year with Gangnam Style and was born in 1977, is likely to make even more money this year if he continues to travel around the world, though he also faces a few challenges, said fortune teller Chan Wei-chung. “First, he must take care of his health. Second, he must make good judgments. Third, his career will be helped by people of prominence - but most importantly, he will need to leave Korea and run around the world,” Chan told Reuters. “He will work and receive rewards, but he must be careful not to exhaust himself and become ill, because it could bring disaster to his

South Korean pop star Psy shot to global fame last year with the mega-hit Gangnam Style year of the snake.” Sarah Jessica Parker, who was born in 1965 and is widely known for her role as Carrie in the Sex and the City television series, will also reap financial rewards, but only if she works for this with her husband, actor Matthew Broderick. “A star shines in her marriage palace, which means by working together with

her husband, there are good chances of making a fortune,” Chan said. Love may also shine for singer-songwriter Taylor Swift, born in 1989 - but it awaits her in foreign lands. “Leaving the US to another country to film a movie, host concerts or conduct other entertainment businesses will bring her good fortune for love,” Chan said.

But television host Oprah Winfrey, who was born in 1954 but qualifies as a ‘tail of the Snake’ because her January birthday still falls within the lunar Year of the Snake, may face difficulties. “Two of the biggest problems this year are money disputes and troubles when travelling, like traffic problems or quarrels with people,” said Chan of Oprah,

who recently drew global attention with her interview of disgraced cyclist Lance Armstrong. “Her fortune gets better as she ages, but the Year of the Snake may be challenging,” Chan said. The lunar New Year is celebrated on February 10. People born in 1929, 1941, 1953, 1965, 1977, 1989 and 2001 are all snakes.

Beyonce kicks off world Michael J. Fox filming TV show tour in Belgrade in April HOT on the heels of her Super Bowl half-time performance, US singer Beyonce has announced a world tour kicking off in Belgrade on April 15 and wrapping up in New York on August 3. The tour, which so far includes 19 European cities and more than 20 in North America, is part of the 31-year-old’s carefully crafted comeback since giving birth to her first child with rapper and husband Jay-Z in January, 2012. Some online media reports said a second wave of performances would be announced for Latin America and Asia, but there were no such details on her official website. The Mrs. Carter Show World Tour will stop in Paris for two performances on April 24 and 25 and in London for a fourdate ‘mini-residency’ at the O2 Arena on April 29 and 30 and May 1 and 3. The European leg ends in Stockholm on May 29 and the tour travels to North America where it kicks off in Los Angeles on June 28. Beyonce was watched by a television audience of more than 100 million people on Sunday in New Orleans for the Super Bowl. Her comeback was temporarily derailed when she admitted that she sang along with a pre-recorded track of the national anthem at President Barack Obama’s inauguration in January. But reviews of her appearance on Sunday, which included a reunion with former Destiny’s Child bandmates, were largely positive. It will be followed by the premiere of her self-directed documentary, Life is But a Dream, on HBO on February 16.

The actor on the set of his new comedy The Henrys

MICHAEL J. Fox has begun filming his new TV show. The Back to the Future actor - who suffers from Parkinson’s disease, a debilitating condition which affects the nervous system - was spotted in New York City filming the pilot episode of The Henrys, braving the freezing temperatures in a light jacket on the third day of shooting. However, despite the chilly conditions, Michael was unconcerned, with crew members describing him as a “doll” to work with. The outdoor scenes were the first away from those shot already on location in an apartment in the city, though a source said the property will be recreated on a stage when shooting resumes in May. The Henrys sees 51-year-old Michael - who has children Sam, 23, twins Aquinnah and Schuyler, 17, and Esme, 11, with wife Tracy Pollan play a local newscaster who is married with three children. A source said: “The show is really based on his life.”

Oscar night to have something for everyone WITH a high five from 9-year-old actress Quvenzhane Wallis, and a pledge that Oscar night will have something for everyone, the Academy Awards kicked into high gear yesterday at a luncheon for more than 160 nominees. Jennifer Lawrence, Steven Spielberg, Jessica Chastain, Naomi Watts, Joaquin Phoenix, Kathryn Bigleow, Anne Hathaway and Denzel Washington were among the Oscar-nominated actors, directors and producers who mingled over cocktails and lunch at a Beverly Hills hotel before gathering for the traditional group photo of the Academy Award class of 2012. Beasts of the Southern Wild newcomer Wallis, the youngest actress ever to be nominated in the lead actress category, slapped hands with Academy of Motion Picture Arts and Sciences President Hawk Koch as her name was called to join her peers for the annual photo ahead of the February 24 ceremony. Argo producer-director Ben Affleck, riding high after his Iran hostage thriller took its third major award at the weekend, shrugged off being overlooked in the Best Director Oscar shortlist. “I feel honored to be here. It’s a big party,” Affleck told reporters, adding, “I’ve had many, many nights watching (the Oscars) from home.” Craig Zadan and Neil Meron - who will be producing the three-hour Academy Award telecast for the first time - said performances by Barbra Streisand, Adele and Norah Jones, along with special tributes to Hollywood musicals and 50 years of James Bond movies, should give the ceremony wide appeal. The popularity of many of the nine Best Picture nominees should also help bring in big audiences at home and abroad, they said. “It has been a great year for movies. The movies are very competitive and they have done great box office. So we feel there is more interest this year than perhaps previous years, “ Zadan said. Life of Pi, Lincoln, Argo, and Django Unchained have made more than $150 million each so far at the North American box office alone, while Silver Linings Playbook and Zero Dark Thirty have grossed more than $70 million each. Last year’s Best Film winner, black and white silent movie The Artist, took just $44.7 million at the box office in the United States and Canada, even after the boost from its five Oscars. Zadan and Meron reminded the nominees that the Oscar telecast was seen by an estimated one billion people in more than 200 countries, and urged them to keep their acceptance speeches short and sweet.

PREMIER Guarantee, a leading warranty provider, has been appointed by Galatariotis Group to provide insurance cover for the L’Union Residences development, located adjacent to Le Meridien Limassol Spa & Resort. The development will be covered by a Latent Defects insurance scheme, which provides cover for the cost of remedying and rectifying damage arising out of latent or inherent defects, whether it be in commercial, residential or mixed use developments. A key benefit of the policy is that it is taken out at the start of a project and does not need to be renewed, meaning it is unaffected by the future solvency of contractors involved in the build phase. The policy can also be assigned to future owners during the policy period. Areas covered by the policy include faults in the design,

workmanship, materials, supervision and construction of a new building, caused by structural or waterproofing defects that remain undiscovered at the date of practical completion, and discovered during the policy period. The partnership follows the announcement that Akathiotis Developers Ltd had appointed Premier Guarantee as the insurer for its new luxury Blue Waves Beachfront Residences development. Lifestyle Manning the barricades: producer Debra Hayward

ESISTANCE is useless. Tom Hooper’s Les Misérables has already scooped three Golden Globes and the number one spot in the album charts in the UK at least - the first film cast recording to do so since Evita in 1997 – and seems set fair for Bafta and Oscar glory over the coming days and weeks. But the success of this British screen adaptation of Cameron Mackintosh’s stage musical was by no means assured, as producer Debra Hayward explains. “We had great film actors who had never sung before, singers who had never been on film, Tom who had never directed a musical,” says Hayward, 48. The show’s creators,

Mackintosh, the movie’s coproducer and guardian of the musical’s honour, is “tough as old boots”, and millions of fans worldwide were ready to explode on the blogosphere at each casting decision. “Les Mis is like a family,” says Hayward. “Or a cult.” A film had been mooted ever since the RSC first staged Les Mis in 1985, but once it was finally green-lit last year, it happened extraordinarily quickly, taking just over a year to reach the

nightmare. After the rehearsals, we all said, ‘Thank God it’s over’. Then we had to do the film.” Hooper, riding high on the success of The King’s Speech, insisted that even the biggest stars in the cast went through full auditions - “no one was kissed into this film” - and conformed to his strict working practices. “He is no more of a taskmaster than any other great director,” says Hayward, “but he was very exacting in terms of what he wanted, because he has a strong commitment to realism.” Hugh Jackman, who plays

the nobly downtrodden Jean Valjean, and Russell Crowe, who plays his nemesis Javert, both had a background in musical theatre, but this was different. “The demands of film are that you can do 20 or more takes, and the singers were not exempt,” says Hayward. “That is a lot more wearing than delivering dialogue. Usually you record the songs first then mime to them on-screen. I remember Amanda Seyfried [who plays Cosette] saying that on Mamma Mia! they sang for two days, then never again. What we did, effectively, was put on a different live show

The first time he sang we thought, ‘F***, we’ve done it’.” Both Jackman and Anne Hathaway, as Valjean’s doomed employee Fantine, made visible commitments to the project, losing dramatic amounts of weight Hathaway’s diet apparently involved porridge. “I don’t know her exact regime but it was very strictly managed, as was Hugh’s. Hugh had to be absolutely emaciated. Valjean has been in prison for 20 years, has been absolutely starved but has also been doing hard labour. Hugh didn’t want to bulk up like he probably does for Wolverine so he worked on his body to make it look malnourished but also incredibly strong. Just prior to shooting, he went through a dehydration process, which is very dangerous and not to be advised. But it gave him that sallow look.” Hayward says she felt privileged to be on set when Jackman later made the transition from Valjean the wiry

convict to Valjean the sleek, successful mayor of Montreuil: “Literally he had to do that overnight.” Hathaway had all her hair hacked off live for Hooper’s camera, as Fantine sells off bits of her body and soul to support her child, Cosette. Hayward says the mood on set was “sombre and quiet” that day. “When I heard she was getting married [after the film] I thought, as a woman, oh, are you sure you want

History goes digital If you thought history was best left to dusty old books, here’s your chance to think again. The digital age has transformed how we access information, conduct business and interact with each other. For many institutions, putting collections online, for both preservation and accessibility, is a priority. While cautious at first, historians now understand that the public demand is for quick, easy, and accessible information. Modern technology means that history projects can be delivered to our fingertips. One such ambitious and far reaching project is The Cyprus Critical History Archive (CCHA) a joint initiative between the Association for Historical Dialogue & Research (AHDR) and PRIO Cyprus Centre (PCC) which provides a unique digital resource on the troubled history of Cyprus during the 1955-1964 period. Tomorrow evening the AHDR and the PCC are hosting a public presentation of the CCHA at the Home for Cooperation. The archive contains digitised newspaper articles on intercommunal relations and conflict-related violence in Cyprus which have been uploaded to an online database, which will be made public on the day of the launch. This endeavour is a pioneering contribution to historical enquiry, with the island remaining divided; up until this point, there has been no single source to which researchers from both sides of the island may turn for multi-lingual information about the history of the conflict. This lack of solid, comprehensive information about violations that occurred during the course of these troubled times allows each side to make claims that support discordant histories. The archive and database will provide an independent source of information in all languages and facilitate the quest for knowledge and understanding while its placement in the Home for Cooperation in the buffer zone will make it easily

accessible to researchers of all nationalities. By providing English translations of Greek and Turkish sources, this resource makes readily available otherwise inaccessible material to anyone interested in Cypriot history. In this way, the archive aims to aid in building an accurate historical record that will serve as the foundation for reconciliation. Emphasising access to primary material means that the CCHA encourages users to enquire into historical issues themselves, rather than accepting ready-made answers that favour particular interpretations of Cypriot history. This initiative has been underway for the past two years and during the initial phase of the project, that lasted about 15 months, researchers have been identifying, digitising and cataloguing material from libraries and archives all over Cyprus. Having collected tens of thousands of images, the second phase of the project concerned the uploading, summarising, and translation of articles pertinent to selected themes and topics. This selection was based on specific criteria, the main consideration of which was going beyond conventional wisdom and established knowledge by highlighting marginalised facets of the 1955-64 period. Eventually, it is hoped that the project will broaden its scope and extend its resources up to 1974, while the typology of sources will include private and public archival documentation, photographic archives, audio-visual material and oral accounts from Cyprus and abroad. NIGHTLIFE Time for some close encounters of the Minus One kind If you haven’t seen Minus One play live yet, then what are you waiting for? The five-piece local band are possibly one of the best live bands on the circuit, playing everything from pop and rock classics, to today’s latest hits. Following a very successful run at the BackRoom Club located inside STOA Nicosia, the band changed location and approach to their shows for their new season. In September Minus One started off fresh in a new venue DownTown (ex Berdema) and there you’ll find them every Saturday rocking out the best tunes until the end of June. The band doesn’t just play covers but rear-

ranges and refreshes songs bringing them closer to the bands own sound. They also add new songs weekly, keeping their playlist fresh. The band are constantly looking to make their performances more interesting and explosive, often trying new things in a bid to be ahead of the pack and deliver better shows each week. In their previous show at the BackRoom, many people rightfully complained about the start time, so the band decided to adjust accordingly for the start of the new season. Now the band goes on stage at 11pm and will keep to that schedule, so make sure to

be there early or they will start without you. This brings the whole live show forward by more than an hour which means it will end earlier, but worry not the fun doesn’t end here. After the live show is done, the music will continue with DJ’s, or even band members playing your requests until the wee hours. Minus One – Close Encounters Live music from popular local five-piece band playing pop, classic and latest hits. Every Saturday until June 29. DownTown (ex Berdema), 30 Nikiforou Foka, Nicosia. 11pm. €10. Tel: 99-810011

Mumford (LTV, 21.00) What happens to people as they grow older? Once upon a time Lawrence Kasdan wrote Raiders of the Lost Ark, Body Heat, The Big Chill and The Empire Strikes Back; then he grew older and wrote (and directed) Mumford, a film so aggressively ordinary you forget it even as you’re watching it. Admittedly he’s unlucky with his leading man, the blankly handsome Loren Dean who’s never more than a good-looking cipher (“Are you always this sunny?” someone asks, and you see their point) - but the script is also uninspired, its one feeble insight being that “psychotherapy is all about listening to people”. Mumford is a psychotherapist, though ‘Mumford’ isn’t really his name; he’s a

newcomer in the small town of Mumford, taking the town’s name as his own - and the townspeople are delighted by his sage advice, at least till jealous rivals expose the young man’s chequered past. Some vaguely pleasant moments, a good cast (including 19-year-old Zooey Deschanel in a small role) and a coincidental resemblance to rock band Mumford & Sons - but still: Lawrence Kasdan, what happened? Made in 1999.

Fish N’ Chips (Novacinema1, 22.00) A Cypriot film! I’ll repeat that: a Cypriot film! Once more, just to make it clear: a Cypriot film! Not entirely Cypriot, of course (some of it is set in London), but

Fish N’ Chips

director Elias Demetriou is a Cypriot - albeit based in Athens - and our hero is a so-called ‘London Cypriot’: he’s Andy (Marios Ioannou), a hard-working immigrant who braves Paki-bashers and back-breaking hours in a fish-and-chip shop. He finally decides to return to his homeland and open his own shop - but locals are confused by the name (‘The Codfather’), fish and chips is a dubious proposition, and Andy finds himself as much of a foreigner in Cyprus as he was in London. Rather slow-moving, by the looks of it, but Ioannou (who also starred in Kalabush some years ago) is a lively actor and the subject sounds quite interesting. And of course it’s a Cypriot film! One last time, just because we say it so rarely: a Cypriot film! Made in 2011.

There’s a mish mash of forces around you, so don’t be surprised if you feel pulled in a number of directions. Your main feeling may be to want to opt out and relax, but in practice, this may be hard to do. You could have work or business matters to attend to. On the plus side, you could get a lucky break while out enjoying yourself today.

Some of the folks you encounter could be of the emotional and excitable kind. In other words, don’t count on stability - expect the unexpected. But do pay attention to a loved one who may need your company or attention more today. As Venus aspects Jupiter, it’s a good time to take them somewhere special that you’ll both remember and enjoy.

This could be a delightful day for romance. You could be swept off your feet by a confident, upbeat person, or could enjoy a romantic evening with a mate or companion. There can be an element of luck around you if you decide to socialize. You may be hit with the recycling bug, so finding a new use for an old item may bring satisfaction.

TAURUS April 21 - May 21

VIRGO August 23 - September 23

CAPRICORN December 22 - January 20

Finances may improve on this auspicious day, when you seem to know how to get what you want, and receive the support you need. Business wise, you may get a new customer who has a lot of money to spend. The Moon in Capricorn reveals that you might need to make some decisions about a project that you and your partner could be planning.

The start of a new project at work or linked with your career may take a promising turn, as fabulous stars can bring out the best in everyone. There’s also a chance that finances might improve. Don’t waste a high-spirited vibe tonight, as with all your hard work you need some time to recharge your batteries. Your partner may be full of surprises.

You may be surprised by your creativity and inventiveness, especially when it comes to earning money. Be open to trying new things, as today’s lucky influence may bring a lucrative deal your way. Yet a conversation topic that seems innocent may end up opening the door to regrettable comments or points of view. Try to sidestep gossip if you can.

GEMINI May 22 - June 21

LIBRA September 24 - October 23

AQUARIUS January 21 - February 19

It’s a lovely day for all kinds of improvements, including social affairs, romance and generally having fun. Friends may get in touch at some point, and there are lots of good times in store. The Moon in your joint financial zone suggests you may need to make a few adjustments to your current money situation. Don’t put off important decisions.

It’s a day that has potential for fortunate surprises, with the possibility of success written all over it. Make new friends, explore a budding relationship and perhaps take it further, or invite friends over for a meal and a chat. If you’re thinking of buying clothes or accessories, you may be attracted to ethnic styles or jewellery that are cheerful and fun to wear.

Be observant and keep your ear to the ground today, as what you learn could provide the key to solving a problem or dilemma. The prospects for a great evening out may put you in a good mood. As Venus, in your sign, aspects Jupiter, a budding romantic relationship may show genuine promise. However, try not to say anything you might regret later.

CANCER June 22 - July 22

SCORPIO October 24 - November 22

PISCES February 20 - March 20

Some people may be strong willed and a touch unreasonable at one juncture today. Instead of squaring up to them, it may be best to pursue more peaceful pastimes. Changes in your relationships may be the cause of some anxious feelings - but talking them over should dispel them quickly. In general, loving feelings and artistic tendencies are to the fore.

Today may present a challenge to your way of thinking. If you have trouble making a decision, weigh the pros and cons of taking a risk versus playing it safe. It’s time to study options and make an informed choice. Romance wise, your emotions may have the upper hand, but they could be an unreliable guide to knowing which direction to take.

A change in schedule could work out well, with a possibility that a spur of the moment decision may be promising - especially where family and home are concerned. An impromptu meal with a relative or friend could bring a slice of good fortune your way. However, be careful of someone in your social circle who may be jealous. Be vigilant to see just who.

Sport IN BRIEF Hot Rockets tie NBA record Baghdatis

Houston hit an incredible 23 three pointers THE Houston fans knew the Rockets were on the verge of history against Golden State, needing one more three-pointer to set an NBA record. Warriors coach Mark Jackson wasn’t going to let that happen. The Rockets settled for tying an NBA record and set a franchise mark with 23 three-pointers in a 140109 win over the Warriors. Houston matched the single-game record for threes set by Orlando in a win over Sacramento in January 2009. The Toyota Center crowd realised the outright record was within reach in the final three minutes, chanting ‘One more three!’. But the Warriors took away Houston’s chances of getting it by fouling at the end. “We’re not going to lay down,” Jackson said. “If you’re going to try to get the record, we’re going to stop it.” The Warriors should’ve employed that plan sooner. Jeremy Lin sank five three-pointers, a career high, and Chandler Parsons and James Harden hit four apiece as the Rockets

beats Kamke in Zagreb

Linsanity: Houston’s Jeremy Lin (left), who shot to global fame with the NY Knicks last season, sank five three-pointers reached a season-high point total. They also tied an NBA record with 14 3-pointers in the first half and dished out a season-high 35 assists on 46 field goals overall. “Thankfully, we were just able to get a bunch of open looks and knock them down,” Lin said. “That’s just the way it is sometimes.”

Lin scored 28 points, Harden added 18 and Parsons had 16 for Houston. The Rockets put on the shooting display without their best three-point shooter Carlos Delfino, who sat out with a right elbow injury. “We just got hot tonight,” Harden said. Jarrett Jack scored 20

points and David Lee had 18 for the Warriors. Stephen Curry, averaging 21 points per game, scored only seven points on 3-for-12 shooting. Houston set a Toyota Center scoring record and reached 140 points for the first time since April 1995. “Throughout the whole game, you figured they’d

cool off,” Curry said. “But we have to force them to take tougher shots. You just can’t give them open looks.” “Obviously, the amount of threes we hit is pretty ridiculous,” Parsons said. “We were open, and nobody is going to turn down open shots.”

THE National Football League, the Superdome and a utility investigating the cause of a power outage at one of the world’s most watched and meticulously planned events, has exonerated the halftime show from blame in the Super Bowl mishap. With more than 108 million Americans watching along with television viewers in 180 countries, about half the stadium lights went dark early in the second half of the game, in which the Baltimore Ravens defeated the San Francisco 49ers, 34-31. The 35-minute disruption came moments after performer Beyonce lit up the Superdome with a halftime spectacular that officials said was powered by generators and would not have sapped the stadium’s electricity. “There’s no indication at all that this was caused by the

halftime show,” NFL commissioner Roger Goodell told reporters. “I know that’s out there, that Beyonce’s halftime show had something to do with it. That is not the case from anything we have at this point.” The Super Bowl ranks with the Olympic Games and football’s World Cup among the most planned sporting events in the world, and viewership is so intense that advertisements costing $4 million for 30 seconds on US TV are considered part of the show. “The outage was on an epic scale for organisers across the board. They start planning Super Bowls approximately four to six years out. It’s the same thing with Olympic committees,” said Dave Longwill, vice president for special events at TBA Global, which stages large events. “I’m sure they’re already looking at reviewing what’s our contingency plan if this happens at the next one,” he

said. Entergy Corp, the utility providing power to the Superdome, said its distribution and transmission feeders were serving the Superdome at all times. A piece of equipment designed to monitor electrical load sensed an abnormality in the system where the Superdome equipment intersects with Entergy’s feed into the building, triggering an automatic cut in power, Entergy said in a joint statement with the Superdome’s management company, SMG. “The halftime show, as the commissioner said, was running on 100 percent generated power, which means it was not on our grid at all,” said Doug Thornton, senior vice president of SMG. “There were no injuries, people remained calm, we had a pre-programmed announcement that was actually played. These are things that we actually drilled for,” Thornton said.

MARCOS Baghdatis recovered from a set down to beat German Tobias Kamke 6-7 6-2 6-4 in the first round of the Zagreb Indoors yesterday. There were no breaks of serve in the opening set and it was Kamke who kept his cool in the tiebreak. Baghdatis bounced back immediately in the second set by breaking his opponent’s serve twice to force a decider. He then continued to build on his momentum and eventually sealed victory in just over two hours of playing time. The 27-year-old Cypriot will now take on Slovenian Blaz Kavcic who beat compatriot Ales Bedene 6-7 6-3 6-3 in his first round encounter. World number 36 Baghdatis beat Kavcic in straight sets in their only previous meeting so far in the first round of the 2008 Davis Cup Europa/Africa Zone Group II. Baghdatis meanwhile teamed up with Russian Mikhail Youzhny in the doubles competition and the duo upset top seeded Robert Lindstedt of Sweden and Romanian Horia Tecau 6-2, 6-1 in less than an hour on Tuesday evening. They will now face German Philipp Marx and Florin Mergea of Romania in the quarter-finals.

Lance could face charges US media are reporting that cyclist Lance Armstrong is facing a fresh federal investigation after admissions hetook performance-enhancing drugs. Attorney Andre Birotte, who oversaw an earlier inquiry, had said a previous decision not to prosecute still stood. However, ABC News reported that: “Agents are actively investigating Armstrong for obstruction, witness tampering and intimidation”. It added that Birotte “does not speak for the federal government as a whole”. Armstrong confessed to taking performanceenhancing drugs during all seven of his Tour de France wins in an interview with Oprah Winfrey last month. Legal experts said Armstrong exposed himself to possible charges of perjury or obstruction of justice.

Sport Hamilton crashes in first test with Mercedes

Vonn breaks leg at skiing world champs opener

By Alan Baldwin

Crash takes place in controversial conditions By Patrick Lang THE Alpine skiing world championships got off to a bad start when top racer Lindsey Vonn was injured in a season-ending crash in controversial conditions in the opening women’s super-G. Slovenia’s Tina Maze, the runaway World Cup leader, kept her momentum to snatch her first gold medal of the competition but her feat was obscured by her rival’s crash and the decision to let the race go ahead late in the day when the light was fading. Vonn, crowned world champion in the discipline in Val d’Isere four years ago, tumbled down the Streciher piste, breaking her shin and tearing ligaments in her right knee in a race taking place nearly four hours behind schedule. After she had been flown to hospital, the American’s team said she would miss the rest of the season because of the injuries. Fog had forced the organisers to delay the race 13 times and the start of the favourites was further postponed by the crash of a race steward after eight skiers had gone down. Snow conditions and vis-

ibility had seriously worsened by the time the American four-time World Cup winner set off, only to suffer the most serious crash in her career. “Vonn suffered a torn ACL and MCL in her right knee and a lateral tibial plateau fracture,” the US team said in a statement. The crash brought to an end an already troubled season for Vonn, who took a three-week break from racing over New Year to sort out personal and health problems. Her team said she was expected to return to World Cup racing next season and to compete at next year’s Winter Olympics in Sochi. After her crash, pre-race favourites Maria Hoefl-Riesch of Germany and Austrian Anna Fenninger also failed to complete the course. In spite of the controversy, the podium was a prestigious one, with Maze winning in one minute 35.39 seconds ahead of two event specialists and former medallists. Lara Gut, who won two silver medals in Val d’Isere in 2009, was second, 0.38 behind, a great reward for the talented Swiss after she spent the whole of 2010 off through injury. Vonn’s compatriot Julia Mancuso was third, 0.52

adrift, for her eighth medal at either the worlds or the Olympics. “I’m really sorry for Lindsey who took a too direct line. I regret her dreadful crash,” said Maze, who watched in horror as her rival fell. “I think my performance was solid, I attacked well, but it wasn’t easy to manage the wait before the race. I tried to stay focused and determined,” she added. Scheduled for 10.00 GMT, the race finally went ahead at 13.30 GMT and ended up being the latest super-G in history. Skiers had been on the slope at 07.30 to check the course. As dusk fell on the Planai massif, the race was stopped after 37 skiers, preventing 22 later starters from racing. While Vonn was taken by helicopter to hospital in Salzburg, Maze was left to enjoy the second world title of her career after the giant slalom two years ago in Garmisch-Partenkirchen. “First day, first gold, I’m excited. I stayed focused the whole day. I knew that today there would be a race,” said the Slovenian, who will take part in all five disciplines in the coming fortnight and can hope for more medals.

Watson ton drives Australia to win over West Indies

Shane Watson, back after injury, hit an impressive 122

SHANE Watson celebrated his return to international cricket with a sparkling innings of 122 to drive Australia to a 39-run victory over West Indies in the third one-dayer in Canberra and an unassailable 3-0 series lead. The 31-year-old opener’s 111-ball knock yesterday helped Australia to 329 for seven in their 50 overs and West Indies flirted with reaching the big victory target before James Faulkner (4-48) polished them off for 290 with 15 balls to spare. Darren Bravo top scored with 86 for West Indies, who will be playing only for pride in the remaining two matches in Sydney and Melbourne after a third emphatic defeat. It was the first one-day international ever played in the nation’s capital and the Manuka Oval track certainly gave the batsmen plenty of opportunity to score runs. Watson, who missed much of the domestic season through injury, reached his seventh ODI century in 102 balls and then conjured up two fours and two sixes in the next nine

balls before holing out to Kieron Pollard at backward square leg. “I’ve been dreaming of that for the last four weeks,” Watson, one of whose sixes was measured at 114 metres, said in a televised interview. “It was one of those days that you dream of when even from the first ball it feels like everything’s coming off the middle of your bat. I’m just so excited to be out here and playing.” Phil Hughes offered able support with 86 runs before being caught behind off the bowling of Darren Sammy, while the innings of Glenn Maxwell (4) and George Bailey (44) were both ended by stunning leaping catches from Pollard on the boundary. West Indies started their run-chase at a slow pace but soon picked up with typical flourish to match Australia’s run rate at around the 30 over mark. Left-arm seamer Faulkner made two crucial interventions, however, the first when he bowled dangerman Chris Gayle (2) and Darren Bravo in

the space of four balls to leave West Indies at 215-5. He returned to end the match by claiming the wickets of Sunil Narine (1) and Darren Sammy (8) in three deliveries. All four of his victims in the match were bowled. In other news, Hashim Amla occupies the top spot in both the Test and one-day rankings but would not call himself the best batsman even in the South African dressing room. Amla’s 74 not out in the second innings of South Africa’s 211-run win over Pakistan on Monday elevated him above Australian Michael Clarke to the top of the Test batting rankings. It also made him the first man since former Australia captain Ricky Ponting in December 2007 to top both the Test and one-day batting tables. The 29-year-old, however, remained characteristically modest. “It’s been a great year for our squad, and to be honest I still don’t think that I am the best batsman in our team,” he said.

LEWIS Hamilton crashed his Mercedes nose-first into a tyre wall after the 2008 world champion suffered brake problems on his first day of testing with the Formula One team yesterday. The Briton’s car careered straight across the gravel runoff at the Jerez circuit’s turn six, the notorious Dry Sack corner where Michael Schumacher and Jacques Villeneuve collided in the 1997 title-deciding European Grand Prix. The car’s wheel tracks indicated Hamilton, who stepped out unhurt after staying in the car for a few minutes, had been a mere passenger with no response from the steering as it went off the track. “Lewis suffered a loss of rear brake pressure, the front brakes enabled him to slow the car but he couldn’t avoid the barrier,” said Mercedes. “We have traced the problem to the hydraulic brake line connecting to the right-rear caliper,” the team added on their Twitter feed. The front left suspension and aerodynamic parts were damaged in the impact and there was no immediate news on how long the car would take to fix. The 28-year-old had been second fastest, with a best lap of one minute 19.519 seconds, when he brought out the red flags one hour and 48 minutes into the session. Hamilton, who had completed 15 laps, is opening a new chapter in his Formula One career with Mercedes after six years with McLaren. Mercedes have just one win, last year’s Chinese Grand Prix, to their credit since buying the championshipwinning Brawn team in 2009 and Hamilton has replaced retired seven-time world champion Schumacher. The British-based team had a difficult start to the first pre-season test of 2013 on Tuesday when Germany’s Nico Rosberg completed only 14 laps. Problems with the car’s wiring loom left Rosberg stranded on the track, with flames flaring briefly around the rear of the vehicle, before Mercedes called an early halt to proceedings. For the second day in a row, the car was returned to the garage on Wednesday on the back of a flat bed truck for the mechanics to repair.

Sport Clubs in favour of separate European competitions

Three-goal burst puts Nigeria into Nations Cup final

By Brian Homewood EUROPEAN clubs are in favour of keeping the Champions League and Europa League as separate competitions, the association which represents them said this week. The European Clubs’ Association (ECA), whose members include around 200 clubs from across the region, said that 92 percent of those questioned in a survey said they wanted the two competitions to continue to exist in parallel. Seventy-five percent were “satisfied” or “extremely satisfied” with the format of European club competitions according to the survey, conducted among 87 clubs from 36 countries. The only significant change they wanted was for the Europa League winners to qualify directly for the following season’s Champions League group stage, with 61 percent in favour of the proposal.

Burkina Faso await in Sunday’s showpiece By Mike Collett NIGERIA scored three goals in a blistering 20-minute first-half spell as they routed Mali 4-1 to reach the final of the African Nations Cup for the first time since 2000 yesterday. After Mali settled first and threatened to take an early lead, Nigeria clicked into gear with goals from Elderson Echiejile after 25 minutes, Brown Ideye in the 30th minute and an own goal from Mali defender Momo Sissoko just before halftime. Substitute Ahmed Musa, who replaced the outstanding Victor Moses after 53 minutes added the fourth shortly after coming on when he beat the offside trap and slipped the ball through goalkeeper Mamadou Samassa’s legs. Mali, who famously came back from 4-0 down to draw 4-4 with Angola in the opening game of the 2010 finals, never looked like repeating that feat but did score a consolation goal when Cheick Diarra fired home in the 75th minute.

Nigeria coach Stephen Keshi is one victory from becoming the second man to win the tournament as player and coach but, before the goal onslaught, Mali had the better of play and created three good chances inside the first 15 minutes. Nigeria, with John Obi Mikel, Ogenyi Onanzi and Moses asserting themselves in midfield, took control of the game with devastating effect. Nigeria made the breakthrough when Moses turned and nutmegged Mali defender Adama Tamboura wide on the left and sent in a low cross which Nigerian defender Echiejile, unmarked, stooped to head home. Five minutes later, Ideye doubled their lead from another Moses cross, bundling the ball home with Samassa powerless to prevent him scoring. Onanzi came close to making it three when he tried to lob Samassa two minutes later and Nigeria did not have to wait long for the third goal. Gambian referee Backary Papa Gassama awarded Ni-

geria a free kick on the edge of the box just before halftime and Emenike’s powerfully struck effort took a big deflection off Sissoko leaving Samassa watching the ball go into his net. That effectively killed the game as a contest and although Mali coach Patrice Carteron replaced Modibo Maiga with Cheick Diarra up front, the damage was already done. It got worse for Mali after 56 minutes when Musa stayed onside, advanced on Samassa and scored by slipping the ball through his legs. Mahamadou Samassa, the cousin of the Mali keeper, had a good chance for a consolation goal before the team did finally score but it was too little too late. In the day’s second semifinal, Burkina Faso reached the final for the first time with a dramatic 3-2 penalty shoutout win over Ghana after the match ended 1-1 following extra time. They clinched the victory after Emmanuel Agyemang Badu missed Ghana’s third penalty after a weak shimmy and shot.

Berlusconi brothers are in hot water over Balotelli By Philip Pullella

Mario Balotelli scored twice on his Milan debut on Sunday

SILVIO Berlusconi and his brother Paolo are getting heat over maverick Italy striker Mario Balotelli, with one accused of racism and the other of signing him for their club AC Milan only to win votes in this month’s national election. Paolo Berlusconi, AC Milan’s vice president, was lambasted in social media after calling former Manchester City forward Balotelli “the little black boy of the family”. A video of his comments, made on Sunday after a political event, was going viral after it was posted on various websites, including Tuttosport. “And now let’s go and watch the little black boy of the family, the crazy head,” Paolo Berlusconi says in the video. A spokesman for the Serie A club said yesterday there would be no comment on the video, which was recorded on the day Balotelli made his debut for AC Milan after being transferred from English Premier League club Manchester City last month. Criticism of Paolo Berlus-

coni’s remarks took off after foreign media began writing about the video, which had received relatively little attention in the Italian press in the past few days. “Balotelli is back in Italy for 2 minutes and already had racist comments made about him. Why do black players even play in Italy?,” one person tweeted. Other tweets slammed the comments as “appalling”, “gross” and “idiocy”. Balotelli, playing three days after leaving City, scored both goals in Milan’s 2-1 home victory over Udinese on Sunday. While Paolo was taking the heat for his comments, Silvio Berlusconi was still under fire over his motivation for bringing the hot-tempered Balotelli back to Italy in the first place, having previously said Milan did not need a “rotten apple”. For the past week, former prime minister Silvio has been the regular butt of jokes by comedians and attacks by his political rivals over the transfer, which they see as a clear attempt to woo Italian fans to vote for his centre-right coalition. Last week L’Unita, the paper of the main centre-left party, said nationwide fans

of Milan, who won the Italian championship in 2011 but are now fourth in the Serie A standings, could influence about 1.3 percent of the vote. L’Unita said thrusting Balotelli into the election campaign was “the devil’s touch”, a play on words because Milan’s mascot is a red-and-black devil. Another paper said the move was so blatantly political that it called Balotelli ‘Candidate Mario,’ in an editorial. Balotelli is no stranger to racism, real or perceived. He was born in Sicily to Ghanaian parents and given up for adoption to an Italian family at the age of three. He grew up in northern Italy and became an Italian citizen at 18. Both in Italy and during the 2012 European Championship co-hosted by Poland and the Ukraine he endured monkey chants and bananas thrown on the pitch. He seemed to anger racist fans more than other black players in Italy, precisely because he is Italian and not a foreigner. When Balotelli played for Inter Milan, rival Juventus fans once shouted: “There are no black Italians.”

“The results clearly show that European clubs are very happy with the current competitions and do not wish to see major changes to their format,” ECA, which is meeting in Doha this week, said in a statement. The Europe League, which has replaced the UEFA Cup, has produced mixed reactions, with many clubs fielding reserve teams in matches and critics saying it is too big and complicated. The Champions League group stage is often criticised as being too predictable with the same teams qualifying for the last 16 year after year. ECA said that clubs could not agree on the proposal from European football’s governing body UEFA to abolish third-party ownership of players. “ECA will further assess the merits and the impact of third party ownership on the game and the repercussions of a possible ban,” the statement said. Third-party ownership is when the transfer rights of players are wholly or partially owned by the footballer himself or a company, instead of just the player’s club. The practice is banned in England, France and Poland but allowed in many other countries. It is especially prevalent in Brazil.

United’s pampered players are humbled by Munich memories

Keeper says he’s clean amid Reds fix probe

55-year anniversary of the air disaster

By Mark Meadows

By Mark Meadows MANCHESTER United players need to remember the legacy of those affected by the Munich air disaster because the aftermath of the tragedy is part of what makes the club great, Ryan Giggs said on the 55th anniversary yesterday. United’s current players, including new striker Robin van Persie, recently watched a DVD about the crash, in which 23 people died as the squad, supporters and journalists returned from a European Cup match in Belgrade. Eight players and three members of the United staff were among those who died after their plane crashed as it tried to take off following a refuelling stop in Munich. “New players, especially the foreign players, are joining a club which they think is great and offers them everything that comes from United being successful over the last 10 to 15 years,” Giggs told the club website (www.manutd.com). “We all watched a DVD about Munich recently. It was really important for the squad to watch that and learn about what happened. Not only about the crash itself but also the success they had before it and how the team moved forward in the aftermath,

Gone but not forgotten: the famous Red Devils side of 1958 before tragedy struck

from winning the next game to winning the European Cup ten years later. Everyone was moved.” The Premier League leaders also listened to a talk by Bobby Charlton, who survived the crash along with manager Matt Busby, who had to quickly rebuild a team amid the grief. “I think it’s very important, to know how the Busby Babes played and how successful they were before the air disaster and to know how Sir Matt built another great team,” added the 39year-old Giggs, who has

been at United since 1987. “There are so many things that are relevant to us today and we need to carry on their legacy. For example, fans want to see young players coming through and doing well which they do on a regular basis at this club, and both as individuals and as a team, we have to play in the right manner.” Despite Giggs’ long association with the club and the many Munich memorial services he has attended, the DVD taught him new elements of the story which have inspired the midfield-

er as United, nine points clear, hone in on a 20th topflight title. “There were things I didn’t know about the crash. I didn’t know how soon United played again afterwards, just 13 days later, and that players like Bill Foulkes and Harry Gregg who survived the crash were in the team. I thought that was unbelievable,” he said. With a Champions League last-16 clash with Real Madrid in the next two months, United’s jet-setting squad were reminded that technology was very different in

Busby’s day. “Now if we’re playing in a big game like a Champions League semi-final, we’ll watch videos and know everything about the opposition. Everything. Then I think Sir Matt would go on one scouting mission and that would be it,” Giggs said. “Once Sir Matt went to watch Real Madrid and when he came back, his players asked him what they were like. He didn’t want to tell them because Real Madrid were that good.”

Hart not ready to concede title By Andy Hampson

Man City goalkeeper Joe Hart believes his side are still in the title hunt despite slipping nine points behind Man United

MANCHESTER City goalkeeper Joe Hart claims it is not in the champions’ nature to accept defeat in the title race. City suffered another setback in their quest to retain the Barclays Premier League title as they were held to a 2-2 draw with Liverpool on Sunday. That result came five days after a goalless stalemate at struggling QPR and City now find themselves trailing rivals Manchester United by nine points at the top of the table. Just a week ago the gap had been five points but Hart insists spirits have not dropped. The 25-year-old England number one said: “Of course we still feel we can do this. That’s who we are, and that’s what we are. “We’ve put ourselves in a worse position than we would like to be, but that’s football sometimes.” City memorably overturned an eight-point deficit with just six games remaining to pip United to the crown on goal difference last season. The turning point then came after a damaging defeat at Arsenal in April. Manager Roberto Mancini publicly wrote off

his side’s hopes but privately the squad steeled themselves for one last determined push. Yet Hart played down any comparisons between the situation then and now. He said: “We do that anyway. It’s not like we just float along and think, ‘Oh my God, we’re six points behind, we’re nine points behind, we had better talk to each other’. “The same stuff goes on - there is stuff we need to address and that gets done on a regular basis.” City still have to play United, at Old Trafford in April, but they need favours from elsewhere. Hart said: “The only time we can have an impact on them is when we play them. “They do what they do, and I’m sure they have realised that if they play well they have a very good chance, but we know that we will always be there.” One bonus for City from the weekend was that Ivory Coast were knocked out of the African Nations Cup, meaning influential midfielder Yaya Toure and defender Kolo Toure should soon be back. City face Southampton at St Mary’s in their next fixture on Saturday. Hart said: “You’ve got to be happy - the more players the better.”

DEBRECEN goalkeeper Vukasin Poleksic has denied attempting to fix his Hungarian side’s Champions League match with Liverpool in 2009, saying his performance should speak for itself. European police said on Monday that about 680 suspicious matches including qualifying games for the World Cup and European Championships, and the Champions League for top European club sides, have been identified in a fix inquiry. Media reports said Debrecen’s 1-0 defeat at Liverpool was under scrutiny amid allegations of a failed plan to concede more than two goals but the club have said the issue had already been looked at and Montenegrin Poleksic has hit out. “Anyone who watched the match would know what people are saying is bull,” the 30-year-old, who made a few decent saves, told Britain’s Daily Mail newspaper yesteray. “It was the biggest match of my career and Liverpool have always been my favourite club. I can’t believe what people have said about me. But I don’t care because I know I am clean.” Poleksic was given a twoyear ban in 2010 for failing to report approaches from alleged fixers ahead of another Champions League match with Italian side Fiorentina and Debrecen said on Tuesday that the Liverpool game was also probed in that case. Debrecen said the keeper, who returned to action this season, was punished for not informing authorities of an approach from fixers but was innocent of having manipulated any matches because he rejected the bribery requests. The case came before the Court of Arbitration for Sport in 2011 when Poleksic’s team-mate Norbert Meszaros, who played against both Liverpool and Fiorentina, had his own 18-month ban for the same offence overturned. “I was just delighted to be playing at Anfield. It was a great night for me and my club and we played well,” Poleksic added. English Premier League side Liverpool, who are not under suspicion, said they had not heard from European anti-crime body Europol or any other agency regarding the match. Last month, FIFA secretary general Jerome Valcke said no games in Europe’s Champions League had been fixed. The Europol announcement about a widespread global match-fixing ring being run from Singapore shocked much of the game but others said a lot of the revelations were old news with many matches already having been investigated by football authorities.

Nadal wins on eagerly awaited comeback

I’m back: Rafa Nadal played his first match since Wimbledon

RAFA Nadal made a successful comeback after a near eight-month injury absence with victory in the first round of the Chilean Open doubles. The former world number one and Argentine partner Juan Monaco overpowered second-seeded Czechs Frantisek Cermak and Lukas Dlouhy 6-3 6-2 in 65 minutes at the Pacific coastal city of Vina del Mar. But after the win, he admitted he is still in pain. “The doctors have said it’s OK. There is no risk of making it worse,” he said. “My knee keeps hurting. But the fact I am playing here is a thing of joy.”

‘My knee keeps hurting. But the fact that I am playing here is a thing of joy’ “I am not 100 per cent, I need some weeks,” he added. “If it hurts, it hurts and we’ll put up with it. I am here to play tennis, with or without pain. I’m

happy to have played an official game, although it was doubles. “It was a great feeling to play again and I’m very happy for doing it with a friend like Monaco in a great atmosphere that we had on the court. Spanish left-hander Nadal had been out with a knee problem since losing to Czech Lukas Rosol in the second round at Wimbledon in June. “We’ll see how the knee reacts,” Nadal told a news conference. “The moment and the surfaces were the right ones and playing for the first time in this country was a great opportunity.

“Playing doubles is less aggressive, so we’ll see how things go in the singles,” he added. The 26-year-old’s planned return at the end of last year was delayed due to illness but he will compete on his favourite clay surface at three Latin American events this month. In the early hours of this morning, Nadal played a second-round singles match against Argentine qualifier Federico Delbonis. After the Chile tournament he will compete at the Brazil Open in Sao Paulo next week and the Mexico Open in Acapulco from February 25.

Scolari suffers as Lampard seals England win over Brazil Three Lions down the five-time world champs at Wembley England 2 Brazil 1

L

UIZ Felipe Scolari’s second coming as Brazil manager ended in defeat as goals from Wayne Rooney and Frank Lampard earned England a 2-1 victory in a prestige Wembley friendly yesterday. Veteran Ronaldinho, who donned the famous yellow shirt for the first time in a year, missed a first-half penalty for the five-time world champions and England capitalised when Rooney gave the hosts a 27thminute lead. Substitute Fred equalised for Brazil just three minutes after coming on and struck the crossbar as Scolari’s side came alive in a fixture arranged to kick off the 150th anniversary year of the Football Association. Lampard, one of six Chelsea players on display including Ashley Cole making his 100th appearance for England, sent the majority of the 87,000 fans home happy with a superb curled winner on the hour. England hung on with few alarms for their first victory

It’s been a long time: Wayne Rooney and Frank Lampard gave England their first victory over Brazil in nine attempts stretching back to 1990. Joe Hart (below) made a superb double stop in the first half, saving Ronaldinho’s penalty over Brazil in nine attempts stretching back to 1990. The match began at a sedate pace with with only an early burst from Neymar briefly raisiing the decibel level, although his touch let him down badly. Brazil keeper Julio Cesar did well to claw away a Rooney header although the whistle had already been blown. Scolari’s side had the better of the opening 20 minutes and Ronaldinho earned a penalty when his cross was handled by Jack Wilshere. With boos ringing round, however, the architect of much pain for England

and English clubs down the years, had his spotkick saved low down by Joe Hart who reacted superbly to deny Ronaldinho on the follow-up.

The let-off energised England and they went ahead when Wilshere, proving more useful at the other end, slid in Theo Walcott whose shot was saved by Cesar, only for

Rooney to cooly steer a shot through a crowd of players. Neymar was struggling to live up to his pre-match hype and the Santos player somehow contrived to scoop the ball over the bar from Oscar’s teasing cross. A raft of halftime substitutions, including Ronaldinho’s removal from the action after a disappointing 45 minutes and the introduction of former Everton player Fred, revived the visitors. England defender Gary Cahill carelessly conceded possession after 48 minutes and was left with his head in his hands after Fred lashed Brazil’s equaliser past Hart

in front of a sizeable Brazilian contingent behind the goal. Rattled, England almost went behind immediately when Fred curled a fierce shot onto the crossbar, but Roy Hodgson’s side quickly regained their poise and went back in front on the hour. Rooney snatched possession from Arouca’s weak pass and he teed up Lampard who curled a precise shot from outside the area past the despairing dive of Cesar and in off the post. Brazil thraetened sporadically after that but Scolari, who led them to victory at the 2002 World Cup, was left with much to ponder as he prepares to lead the hosts at next year’s finals. “The lads who completed 90 minutes deserve a lot of credit because Brazil can’t half move the ball,” Lampard said after the game. “We’ve played some very good games against lesser opposition, we had to work hard and they missed chances, but we did well and we could have scored more.” “Jack Wilshere is a fantastic player, his technical ability, his quality on the ball, he is going to be a massive player for England and in the world,” he added. “The important thing now is consistency in the group matches. We can’t get carried away but it’s a long time since we beat Brazil so it’s a lovely feeling.”
