T

HE time has come for Cyprus to foot the bill for past mistakes, Finance Minister Haris Georgiades said yesterday, as he warned that Cyprus could go bust if there was a delay in the ratification of a bailout deal with international lenders. State accountant-general Rea Georgiadou warned that the government needed an additional €80 million – on top of an €85 million reserve -- before April 24 to avoid a default. But the finance minister said this would not happen. “There is certainly no question of a default if everything goes according to schedule,” Georgiades told reporters after a lengthy discussion before the House Finance Committee. “We will face a risk if for some reason, either in Cyprus or in the eurozone, this agreement is not ratified.” The minister reiterated that there was no question of Cyprus abandoning the euro, leaving the EU or seeking non-existent alternatives that would secure the economy without help from the European support mechanism. Abandoning the euro would mean much higher losses, not only for deposits but the entire economy, the minister said, sending “citizens’ living standards back decades.” He challenged supporters of the so called ‘Cypexit’ to

recommend an alternative that would ensure that wages and pensions would continue to be paid and state debts financed. Georgiades said the government has presented its proposal, albeit a painful one. “We are essentially paying the price for a course that led the Cypriot economy to the brink of disaster,” the minister said. “Unfortunately it is the time we foot the bill for the mistakes, omissions and delays of the past but we are determined to look ahead, restart the Cypriot economy and keep it inside the European family.” Georgiades said Cyprus could not go any longer without a bailout, urging parliament to approve the austerity measures included in the agreement ahead of meeting of eurozone finance ministers. Ratification of Cyprus’ bailout effectively starts this week at the Eurogroup, Georgiades said. Individual states also have to rubber-stamp the deal. Earlier, Georgiadou warned that the government needed an additional €80 million – on top of an €85 million reserve -- before April 24 to avoid a default. Reports suggested that the shortfall could be covered through the dividend the Central Bank of Cyprus pays the state on profits it made.

Time is running out for CY Minister says national carrier could be shut down soon By Elias Hazou TIME is running out for ailing national carrier Cyprus Airways (CY), which could be forced to shut down unless a way is found to keep the company afloat, the government said yesterday. Communications Minister Tasos Mitsopoulos said the state - which has a controlling interest - could no longer prop up the airline. Itself cash-strapped, the government can ill afford to pour more money into CY; however, even if money was no object, legal constraints prevent any cash injection whatsoever, the minister said. That’s because the European Commission recently initiated an investigation into whether some €100m in state aid granted to CY complied with EU rules. The commission has stressed to Cypriot authorities that “no further state aid measures in favour of Cyprus Airways should be implemented without

The government can ill afford to pour more money into CY and in any case cannot due to EU rules the commission’s prior approval.” The commission said also it doubted the airline’s capital increase, with a €31.3m contribution from the Cypriot state, was conducted on market terms. It is looking into a €73m rescue loan for the ailing airline, as well. It appears the airline has

only implemented parts of a restructuring plan for CY that concern flight co-operation. The commission further doubted the credibility of CY’s restructuring plan, and questioned intentions to grant compensation to redundant personnel over and above what they were entitled.

Nonetheless Mitsopoulos reiterated that the government would exhaust all possibilities to keep the company alive. Later in the day, the airline’s board submitted to a tri-ministerial committee a comprehensive proposal for CY that included a worstcase scenario. The ministerial committee

was also briefed on ongoing talks between CY and foreign companies who have expressed an interest in buying the airline, among them China’s Beijing Yi Xiang Da Investment Co Ltd and Lebanon’s Middle East Airlines. In a short statement released after the meeting, CY said its chairman Stav-

ros Stavrou had presented to the ministers all the data and alternative scenarios. Final decisions were expected soon, it added. The ministerial committee is to review the proposal and make a recommendation to the Cabinet; which could reach a decision tomorrow, according to reports. The restructuring plan reportedly calls for a drastic downsizing: the fleet would be stripped down from 11 to 6 aircraft, and one in two employees would be made redundant. The airline currently has some 1,000 people on its payroll. After the redundancies, remaining staff could suffer pay cuts. One major headache concerns the fate of the CY employees’ provident fund, held with the Bank of Cyprus. The fund had invested in bank securities, and with the ‘haircut’ it stands to lose around €10m. Meanwhile the pilots’ trade union PASYPI yesterday urged authorities to conclude a restructuring plan as soon as possible, warning that closure of the airline would impact the economy at large. In a press release, the union said the airline needs financial support to carry it through for the next 1 to 3 months, “after which revenues will come in from the increased air traffic during the tourist season.” The union argued that CY has already pre-sold around 400,000 seats for the summer. “It would be criminal... to allow Cyprus Airways to collapse today,” it added.

Fifteen arrests after weekend football hooliganism By Peter Stevenson HOOLIGANISM reared its ugly head on Saturday, before, during and after the Omonia – APOEL match in Nicosia and the Anorthosis – AEK match in Larnaca as police arrested a total of 15 people. Before the Omonia – APOEL game which was due to start at 4.30pm, trouble started while APOEL fans were making their way into the GSP Stadium, with one fan and three police officers being injured. Police arrested one man to help their investigation into the incident. According to police, both sets of fans set off firecrackers and flares before and during the

match. As the second half was about to get underway a section of fans from each team attempted to enter the moat which circles the stadium and throw objects at each other. In their attempts to prevent trouble escalating, the police used a limited amount of tear gas. After the match three more fans were arrested. One had a sharp object in his possession and the other two caused damage to a police vehicle with a flare. After the match at around 7pm, around 300 APOEL fans gathered outside the team’s clubhouse, throwing Molotov cocktails and stones, causing damage to passing cars. Two men, aged 21 and 23 were arrested there. Nicosia CID and Lykavitos

Police Station are continuing their investigations. At the same time, Anorthosis and AEK were playing each other at the Antonis Papadopoulos stadium in Larnaca. During the match, fans from both teams threw objects and firecrackers at each other. Ten minutes after the match finished, a section of Anorthosis fans left the stadium, put hoods on and threateningly headed towards the stand where the AEK fans were, police said. Police cut them off but were hit with stones that the Anorthosis fans threw at them, resulting in one officer being injured. Following that, 100 Anorthosis fans went

to their team’s training ground where they threw stones at around 12 cars according to police reports. Later on, a car with five AEK supporters was cut-off by three cars containing Anorthosis fans who attacked and injured them. Three men, aged 21, 20 and 18 were arrested during the early hours of Sunday and yesterday another six men were arrested to assist investigations. The six men were remanded in custody for three days. Police spokesman Andreas Angelides said that the police were continuing to look at evidence and information regarding incidents at both matches and will arrest more people if necessary.

Home CYPRUS TODAY CIPA works on ways to boost economy THE CYPRUS Investment Promotion Agency (CIPA) is due to present a series of measures and actions on the economy and attracting foreign investment, Commerce Minister Giorgos Lakkotrypis said yesterday following a meeting with CIPA brass and President Nicos Anastasiades. “We have agreed that by mid-next week (CIPA) will present a series of measures to the President of the Republic, as well as give a series of outstanding projects to try to implement as soon as possible,” Lakkotrypis said. He said this included looking at golf courses and marinas, as well as incentives to foreign investors including tax breaks. Projects “will be prioritised, to see what we can implement immediately, and what (we can implement) in the mid-term or long-term that may relate to institutional (changes),” Lakkotrypis said. CIPA chairman Christodoulos Agastiniotis said that the goal was to restart the economy – that came to a standstill during recent efforts to secure an international bailout – “but also to make Cyprus more attractive to foreign investors”. As part of such efforts, Anastasiades is due to address the Global Russia Business Meeting in Limassol this Sunday, hosted by CIPA and organised by Horasis, an organisation promoting sustainable growth. The Global Russia business meeting will take place this coming Sunday and Monday to bring together “eminent business leaders to discuss Russian firms’ role in the global economy,” CIPA said on its website. Roughly 300 stakeholders are expected to participate in a meeting due to also discuss Cyprus’ financial crisis.

BoC keeps Romania unit shut BANK of Cyprus (BoC) will keep its Romanian operations closed for two more weeks as it seeks a buyer for them under a reorganisation forced by the bailout deal. A one-week freeze on the Romanian operations was already imposed by the Central Bank of Cyprus on April 1. BoC will keep the Romanian operations suspended until April 22, the lender said. “This prolongation is needed in order to conduct the negotiations for a sale of BoC (Romania), negotiations which start on Monday, April 8 with the banks which expressed their interest in purchasing BoC,” it said in a statement. Two of Cyprus’ banks operate in Romania: Bank of Cyprus and Marfin, a unit of Popular Bank of Cyprus (BoC), also known as Laiki. Together the two control less than 1.3 per cent of assets in the Balkan country’s banking system. BoC has yet to say which third parties have expressed interest in buying the Romanian business. An adviser to Romania’s Central Bank Governor Mugur Isarescu told Reuters last week that depositors in Romania would suffer no loss on their deposits following the unit’s sale. The adviser said that withdrawals at Bank of Cyprus cash machines remained at “normal levels.”

No horsemeat in IKEA meatballs IKEA has assured consumers that health ministry tests on their trademark Swedish meatballs had come back negative for any traces of horsemeat, which the company said are safe to eat. The company said the Europe-wide horsemeat problem had affected all of its control processes on food products in an effort to ensure high quality standards, hygiene and safety. Specifically IKEA has reduced the number of its meat suppliers for more effective and immediate checks. Cyprus was one of the 13 countries from which IKEA halted sales of the Swedish meatballs after tests in the Czech Republic on February 25 showed the products contained horsemeat.

ed health reasons for stepping down from the committee which was only sworn in last Tuesday, launching investigations into civil, political and criminal responsibilities. The other two members are a former Supreme Court judge and former member of the International Court of Justice in The Hague, Giorgos Pikis who also heads the investigation, and former Supreme Court judge Panayiotis Kallis. The committee’s mandate includes looking into why the country came to the brink of bankruptcy, averted in late March by the decision to resolve its second biggest bank, Laiki, and the decision to write down deposits in the biggest bank, the Bank of Cyprus. ‘Exemptions mean others pay more’ Central Bank Governor brief deputies on status of deposits haircut at BoC By George Psyllides EXEMPTING additional groups from a haircut on Bank of Cyprus (BoC) deposits could mean higher losses for other depositors, Central Bank of Cyprus (CBC) Governor Panicos Demetriades warned yesterday. Uninsured deposits in BoC – over €100,000 – currently face a €37.5 per cent cut although an additional 22.5 per cent, which have been frozen, could also suffer the same fate. The raid on deposits in the island’s biggest lender was decided by the Eurogroup together with the resolution of the second-biggest, Laiki. The government has decided to exempt various entities from the scheme, such as municipalities, charities, schools, and insurance companies. Various groups have also demanded their provident funds be exempted. “The contribution of uninsured depositors increases with every additional exemption,” Demetriades told the House Finance Committee. MPs heard that the final rate would become clear by September. Finance Minister Haris Georgiades stressed the need for the island’s banking system to return to normalcy. “This is the government’s objective; this is our priority at this time, to stabilise the situ-

ation definitively,” Georgiades said. Cyprus introduced curbs on money movements when banks reopened on March 28 after a two-week shutdown while the government negotiated a €10 billion bailout from the International Monetary Fund and the European Union. Its capital controls are a first for the eurozone, introduced in an effort to prevent a cash drain. Responding to criticism, Demetriades said the CBC was merely enforcing political decisions. “I respect and understand the people and the difficulties. I understand there is anger and insecurity on the part of the public, maybe because they do not know the real events,” the CBC governor said. The CBC and governor found themselves faced with a reality that came about through political decisions and they were responsible for tackling the dire situation the banking sector found itself in. The CBC reiterated that the sale of the Cypriot banks’ Greek operations had been set by international lenders as a condition for the approval of Cyprus’ financial support programme. If the Cypriot government had not agreed to this sale, the negotiations with the troika for the finalisation of the deal would have been terminated, resulting in the disorderly collapse of the financial system and of the country itself, the CBC said.

A 36-YEAR-OLD man from Zakaki was arrested yesterday in connection with the murder of Loucas Constantinou, the 35-year-old whose burnt remains were found in a car near Ladies Mile in Limassol last week. Constantinou, who worked for Limassol municipality’s department of sanitation, was from Kolossi. He had been reported missing from his home a week ago today. “SBA Police are investigating the case of murder and for this reason a number of lines of enquiry have been undertaken including the issuing of a warrant of arrest against a person suspected in this case,” acting superintendant of SBA Police, George Kiteos said. Police said they had obtained the victim’s phone records and were hoping it would shed light on his movements on the evening before his body was found. “Among other lines of enquiry are forensic and DNA evidence,” Kiteos added. Constantinou’s burnt body was found inside a torched car last Wednesday at around 8am by a passerby in the Ladies Mile area.

Parents Association demands investigation after complaints By Maria Gregoriou THE EDUCATION ministry has started an investigation in to a claim from the Parents’ Association of the Evaggelismos Special School in Nicosia that a teacher has been verbally and physically abusing disabled children. “We have received complaints from other teachers and assistants that the teacher has been violent towards the children. These children have disabilities and cannot tell their parents or other teachers that they have been physically abused,” said the president of the Parents’ Association, Yiannos Lambiriti. “We sent letters about this case to the ministry of education and culture on March 26, 2012 and December 16, 2012. We also had a meeting with the head of primary education on March 5, 2013. The latest letter was sent on March 20, asking for the removal of the teacher. No action has been taken by the government so we decided to go to the media,” Lambiriti added. The association was told by the ministry that an official was appointed on Saturday to carry out an investigation in the school. ‘But why did they only decide to do so now and not when we sent the letter in March,” Lambiriti said. He said the school’s new headmaster, who started yesterday, has asked the teacher to take leave for the time being. If this does not

happen then the students will not attend school until the teacher is removed, he added. He said the appointed official would take statements from the parents and teachers who have made complaints. Head of Primary Education, Elpidoforos Neocleous, to whom the letter was addressed said such issues could not be resolved overnight as there were procedures that needed to be followed. Once the investigation has been completed within a week or so, further action would be taken. If the evidence showed that the teacher did cause physical and verbal abuse, the case will be taken to the Justice Board for further decisions to be made, Neocleous said. The letter sent on March 20 to the ministry accuses the teacher in question of verbal abuse and intimidating students and teachers’ assistants. It also accuses the teacher of violating human rights and the rights of children by physically abusing students and carrying out random body checks on students for health reasons without written authorisation from parents or guardians. The teacher has also been accused of unacceptable and aggressive behaviour towards parents. The Evaggelismos special school is a school for children and young adults with disabilities aged from five to twenty-one.

Atmospheric dust at dangerous levels THE AMOUNT of dust in the atmosphere blowing in from the Sahara was at an extremely dangerous level yesterday, threatening the health of vulnerable sections of the population. “Unfortunately the situation is getting worse by the hour but we are confident that by tomorrow the atmosphere will be free of dust,” said Savvas Kleanthous, an official at the Labour Inspection Department. “At 12pm the amount of microgrammes per cubic metre was 470 in Nicosia, 653 in Larnaca, 440 in Limassol. At 11am the levels were at 962 microgrammes per cubic metre, which was the record for the day. In the Ayia Marina area the amount of microgrammes per cubic

metre was 681, and in Paphos 200, and 359 in Zygi. I want to clarify that this is an hourly calculation and cannot be compared to the maximum of 50 micrograms per cubic metre that is the rate for 24 hours,” Kleanthous said. the department of labour inspection advised young children, the elderly and pregnant women to stay indoors. PAPHOS General Hospital has been scrambling to find a blood donor who might have been infected with Hepatitis B after a patient who underwent surgery at the hospital died on Sunday. The 57-year-old man was hospitalised on March 26 after being admitted with abdominal pains. He had recently undergone surgery at the hospital, and had been bed-ridden since. Hepatitis B is a liver disease that results from infection with the Hepatitis B virus. It can range in severity from a mild illness lasting a few weeks to a serious, lifelong illness. Hepatitis B is usually spread when blood, semen, or another body fluid from a person infected with the Hepatitis B virus enters the body of someone who is not infected. This can happen through sexual contact with an infected person or sharing needles, syringes, or other drug-injection equipment. The man’s family insists it was impossible for the disease to have been transmitted sexually, and it could only have happened through a blood donation. In an attempt to clear up the donor angle, Paphos hospital recalled blood donors whose blood had been used on the patient during his operation. “We have examined all of our donors from Paphos and they have come-up clean and we are waiting on one last donor from Larnaca to test before we can conclude that he was not infected by the hospital,” Chief of Paphos General Hospital, Spyros Georgiou told the Cyprus Mail. He added that if the blood donors were found to be free from Hepatitis B then the health ministry would then be responsible for any further investigation. “The only way someone can be contaminated with Hep B is through a blood transfusion with a carrier or from sexual contact and Mr Andreou was in no state to be sexually active,” Georgiou said. The man’s family said blood tests administered before the surgey showed no signs of the disease. State-pathologist, Eleni Antoniou, in the presence of pathologist Panicos Stavrianou, who was representing the man’s family, carried out a post mortem yesterday at the Paphos hospital. Neither pathologist made any statements. The man’s family is demanding a full investigation from the ministry. In a statement they said that they might have lost a close member of family but they hoped that an investigation would help prevent similar deaths in the future. The funeral will take place today at 2pm at the church of Andronikos and Athanasias in the Mandria community of Paphos. The family have appealed for contributions to be given to the Margarita Liasidou Foundation for people with special needs instead of the offering of traditional wreaths.

Appraisal drilling to start at Aphrodite well in June Kassinis says quantities will be known in the Autumn By Elias Hazou NOBLE Energy will commence appraisal drilling at the Aphrodite well in June, the executive vice chairman of the state hydrocarbons company Solon Kassinis has said. The former energy chief appeared bullish yesterday, asserting also that the evaluation of the appraisal - revealing the precise quantities of gas within the prospect - should be completed sometime in the autumn. Kassinis said a number of foreign companies are expressing an interest in investing in a planned LNG plant on the island. Japan’s Mitsui was interested in both co-financing the project as well as purchasing gas, he said. But, he warned, Cyprus needs to get its act together fast if it is to attract project partners. “Steps must be taken to lay the groundwork for the energy centre at Vassilikos,” he said. If we do this, we could make advance sales of LNG as early as 2014, which will bring in some cash.” One such step would be preparing a final master plan for Vassilikos, the designated site for the LNG facility. Another obstacle, said Kassinis, was that the Cyprus National Hydrocarbons Co, a state concern, is currently operating on a shoestring and cannot proceed with vital preparatory work or hire consultants. Late last year the organisation took out a €900,000 loan from a co-operative to kickstart it, but is waiting on parliament to release an initial share capital of €1m as well as endorse a budget of between €3m to €3.5 million. The cash was withheld amid political disagreements over

Israel, where larger gas finds have been made by Noble and Delek, is mulling what export routes make geopolitical and economic sense. The stated priority for the Israeli government is to ensure the country, which has long been dependent on imported fuel, is assured of sufficient domestic supplies. Only then would exports be authorised. When Tel Aviv does make up its mind - and a decision is expected soon - security and political considerations will probably take precedence. While pipelines might be less expensive, Israel is wary of sending gas north through Syria and Lebanon, both of which may have offshore gas deposits of their own. The recent thaw between Israel and Turkey brokered by US President Barack Obama has made energy co-operation between the two countries more likely.

E-wave project THE E-Wave project, a major research project on exploitation of wave energy in Cyprus, which started in January 2011, is due for completion in May. The project duration was planned to be 24 months and was co-ordinated by the Oceanographic Centre of the University of Cyprus. Its main objective was the creation of a complete, high resolution digital atlas containing detailed maps for the coastal and offshore areas of Cyprus Exclusive Economic Zone (EEZ) in which sea wave and wind climatological characteristics as well as the distribution of the wave energy potential were monitored.

Solar panels for buffer zone UNDP Action for Co-operation and Trust (ACT) yesterday announced the activation of its new energy producing solar panels that help reduce carbon dioxide emissions and minimise office costs. A UNDP-ACT announcement said the organisation was doing its part to support renewable energies, and was successfully applying for a US$30,000 grant to install a 15 KW photovoltaic park at its premises. Christopher Louise, UNDP-ACT Programme Manager said: “We can do our part to mitigate climate change by using more modern, energy-efficient technologies such as solar power for electricity and water heating”. He said the Regional Bureau for Europe and the Commonwealth of Independent States (RBEC) allocated some $100,000 in 2011 to help country offices install solar energy facilities. Research into CO2 emissions of UNDP suggested that buildings are responsible for 37% of total UN emissions and are the largest source of greenhouse gas emissions after travel.

This lady’s not returning,” said the site. The phrase is a play on words of Thatcher’s famous remark ‘The lady’s not for turning’, which she said in a speech in 1980 at a political conference to those in her own Conservative party who were urging her to moderate her radical, rightwing polices. Those policies, credited by some with modernising Britain, alienated many, who saw her as a destroyer of jobs and traditional industries.

IT WAS ideological love at first sight for Margaret Thatcher and Ronald Reagan, who made the most unlikely but dominant international pairing of the late 20th century, triumphing side-by-side in the Cold War. Thatcher defied illness to attend Reagan’s funeral in Washington in 2004. For her inscription in a book of condolences, she chose: “Well done thou good and faithful servant,” a biblical quotation that reflected the Christian faith they shared but also the tough capitalist principles they embraced at a time when both believed the war against Soviet communism was one that could be lost. Both leaders became not just national, but world icons, representatives of a resolute conservatism that polarised their own countries, committed to unambiguous economic theories that countered what they saw as the fuzzy principles of socialism. For both, the watchwords were tax cutting, smaller government, trickle-down economics and a rising tide lifting all boats. Thatcher sneered at Britain’s welfare system, calling it the “nanny state.” Despite some economic improvements during their tenure in the 1980s, critics complained of a growing gap between rich and poor, parodying their right-wing theory as “a rising tide which lifts all yachts.”

It was not always smooth sailing between Thatcher and Reagan, whose countries traditionally enjoyed what has been dubbed a “special relationship.” Washington was initially reluctant to help Thatcher’s 1982 military excursion to eject Argentina’s forces from the Falkland Islands in the South Atlantic, and Britain was angered by Reagan’s decision to invade the Commonwealth island of Grenada after a military coup a year later.

GENUINE But their personal bond was genuine and enduring. Thatcher wrote in her memoir, The Downing Street Years, that in their first meeting “I knew that I was talking to someone who instinctively felt and thought as I did.” This was not just a matter of politics, but “about a philosophy of government, a view of human nature,” she said. Thatcher, a driven, unrelenting character who needed little sleep, had no time for small talk and cowed her rivals. Reagan was breezy and charming, a broad-brush thinker who kept a tight limit on his work hours even in the White House. “It may be that one reason President Reagan and I made such a good team was that although we shared the same analysis of the way the world worked, we were very different people. He had an accurate grasp of the strategic picture but left the tactical detail to others,” Thatcher wrote in her memoir.

Scientists at the University of Warwick have come up with a way to cut half the fat from the confectionery while retaining its “chocolatey” feel. The secret is juice in the form of micro-bubbles that preserve a texture that is firm to bite yet melts in the mouth. Lead researcher Dr Stefan Bon said: “We have established the chemistry that’s the starting point for healthier chocolate confectionery. “This approach maintains the things that make chocolate ‘chocolatey’, but with fruit juice instead of fat. Now we’re hoping the food industry will take the next steps and use the technology to make tasty, lower-fat chocolate bars and other candy.” Using fruit juice or diet cola to make chocolate also reduced overall sugar content. The technology works with all kinds of chocolate - dark, milk and white, said Dr Bon. The Warwick team has made chocolate infused with apple, orange and cranberry juice. “Fruit juice-infused candy tastes like an exciting hybrid between traditional chocolate and a chocolate-juice confectionery,” Dr Bon added. “Since the juice is spread out in the chocolate, it doesn’t overpower the taste of the chocolate. We believe that the technology adds an interesting twist to the range of chocolate confectionery products available.”

Four armed men snatched freelancer Pierre Borghi from a busy area of the capital, Kabul, in November, ministry spokesman Sediq Sediqqi said. Sediqqi said Borghi had run away from his captors in Wardak province, near Kabul, and then been picked up by Afghan security forces and taken to the capital. Kidnappings are on the rise in Afghanistan and neighbouring Pakistan. Experts say militants are using them to raise funds after cash from al Qaeda dried up. It was not clear who was responsible for Borghi’s kidnapping. Criminal gangs frequently carry out the initial attack then sell victims on to militant groups.

Musharraf in treason trial PAKISTAN’S Supreme Court has ordered former President Pervez Musharraf to respond to an accusation of treason, a move that could hurt his ambitious bid to win back influence in the country. Lawyer Iqbal Haider has filed a complaint which states that Musharraf had committed treason when he declared emergency rule while in power, in 2007. A SUICIDE car bomb exploded in the main business district of Damascus yesterday, killing at least 15 people, setting cars ablaze and damaging buildings, according to state television. A Damascus resident who described the blast as the biggest she had heard in the capital during the two-year-old revolt against President Bashar al-Assad said large plumes of black smoke were rising from the Sabaa Bahrat district. State television said the explosion had occurred near a school in Sabaa Bahrat, a heavily populated area that also houses the Central Bank and the Finance Ministry. It said 53 people were wounded. Residents and opposition activists reported hearing gunfire and ambulance sirens in the vicinity. State television said shots had been fired in the air to clear a path for ambulances. It showed footage of seven bodies in the street, including at least two charred corpses in the wreckage.

The move puts pressure on Syria to grant access to the team, as Damascus resists extending the investigation beyond a government claim that rebels used chemical munitions near Aleppo to include rebel claims that President Bashar al-Assad’s government has used them. Syria’s ally Russia has backed Damascus against demands from Western powers that the probe be widened. Ban made clear that he wanted an all-encompassing inquiry, saying it was the “firm principle” of the United Nations that investigators be granted access to all areas where chemical weapons were allegedly used. After meeting the head of the Organisation for the Prohibition of Chemical Weapons (OPCW), which is providing scientists and equipment, in The Hague, Ban said an ad-

A security source said a 21-year-old Muslim man, named only as Mohamed, died of a fractured skull in hospital after fighting between local Muslims and Copts who had been attending a funeral for four Christians shot dead in a town near Cairo on Friday.

The health ministry said at least 90 people, including 11 policemen, were wounded around the cathedral in one of the worst sectarian flare-ups since the fall of autocratic President Hosni Mubarak in 2011. Prime Minister Hisham Kandil said the government was taking all measures to protect the safety of Egyptians of all faiths, promising to bring to justice the perpetrators of sectarian attacks and to crack down on unlicensed weapons. Jerome Cahuzac quit his post in March and was placed under formal investigation for alleged tax fraud last week as he acknowledged he had been caught “in a spiral of lies” over his previous denials of holding a Swiss bank account. The affair risks upsetting President Francois Hollande’s economic reform effort, with even left-wing allies criticising his handling of the scandal. Hollande’s opinion poll ratings are already at record lows for his failure to tackle unemployment. While government opponents are calling for more heads to roll, one minister said a hasty reshuffle would be unwise and it was more likely to happen a few weeks from now. “We find ourselves in a more complicated situation than before in dealing with a difficult economic situation. Greek banks NBG, Eurobank face state rescue after failing to raise cash By George Georgiopoulos and Lefteris Papadimas TWO OF Greece’s biggest banks risk being nationalised after admitting they were unlikely to raise enough cash from private investors and seeing their merger blocked by the country’s international lenders. National Bank bought 84.3 per cent of its smaller rival Eurobank via a share swap in February, as Greek banks consolidate to survive a debt crisis that has pushed the economy into a six-year slump. But lenders fear the combined entity with assets of about 170 billion euros will be too big relative to Greece’s 190 billion euro economy and make it difficult to sell in future, prompting the state to halt their in-

tegration until a state bank support fund decides their future. Both banks told the central bank they are unlikely to raise a set portion of their planned share issues from the market, meaning they would fall under the control of the support fund, the Hellenic Financial Stability Fund (HFSF). Shares of both banks initially fell as much as 30 per cent on Monday on concerns their investors would effectively be wiped out if the HFSF takes full control of the lenders. Yet Eurobank shares gained 25 per cent in late trade on talk it would make a final push to meet the required private sector participation on its own and stay privately run. “We will mobilise and try to cover the required 10 per cent from the market. I am not saying we will

make it, but we will try,” a Eurobank executive who declined to be named told Reuters, putting the bank’s needs from the private sector at 580 million euros. Both bank boards will meet today to spell out their recapitalisation plans. Together they need 15.6 billion euros to boost their solvency ratios to levels set by the central bank after losses from a sovereign debt writedown. Greek government officials have said deposits in the banks will be unaffected by the deal’s suspension, in a bid to reassure jittery Greeks after a bailout to rescue Cyprus included slapping a levy on deposits. Under a recapitalisation plan agreed with Greece’s international lenders, the HFSF will supply most of the capital banks need in ex-

By Andrei Khalip PORTUGUESE will suffer from cuts to schools and hospitals to protect civil service benefits after the constitutional court rejected austerity measures that would have reduced holiday bonuses and other public sector perks. The government has had to scramble to find new areas to cut after the court concluded that it was unfair to single out civil servants for reductions in benefits under measures imposed to meet the terms of an international bailout programme. The decision deepens the divide between a protected class of civil servants and other workers, whose lives have become far more precarious during the worst recession since the 1970s. Although public sector pay has fallen faster than in the private sector during Portugal’s economic crisis, state workers still earn on average double the wages of the private sector. Meanwhile, all Portuguese have been hit since January by the largest tax hikes in living memory, and many economists believe more austerity measures will prolong and deepen the slump. “This decision left me very worried. Civil servants benefit, but not the private sector. It’s in the public sector where the government has

ing cuts means Lisbon will now have to find another 0.8 per cent of Gross Domestic Product to satisfy the “troika” of lenders - the EU, European Central Bank and International Monetary Fund - which demand austerity in return for bailout loans. Lisbon has already promised to its lenders to cut 4 billion euros progressively in spending between 2013 and 2015, and the pace of the cuts will now have to accelerate. Political scientist Viriato Soromenho Marques said the spending cuts were unlikely to cause new constitutional problems for now. “But most importantly, they will cause problems with people’s living standards, which are already very low.”

GERMAN industrial output rose moderately in February as increases in capital goods and energy production offset a weak construction sector, in a sign Europe’s largest economy is slowly recovering after a dismal end to 2012. Coming on the heels of figures showing a strongerthan-expected rise in industrial orders in February, Economy Ministry data on Monday showed output edging up 0.5 per cent on the month. This was above the mid-range forecast in a Reuters poll of economists for a 0.3 per cent rise. But industrial output still fell 0.2 per cent in the first two months of the year due to a downwardly revised drop in production of 0.6 per cent in January. Output last month was originally reported unchanged. “Production is stabilising once again after the sharp decline at the end of last year,” said Unicredit analyst Alexander Koch. “Given that retail sales are also rising and investments are stabilising, we expect a return to economic growth in the first quarter.” Germany’s economy, long resilient to the euro zone crisis, slowed in 2012 and output shrank by 0.6 per cent in the fourth quarter. But economists expect it to avoid recession and to have returned to weak growth in the first three months of 2013. German growth is crucial for stimulating the economy of the broader single currency bloc, struggling with a debt crisis and mired in recession.

Cyprus has lost control of its tourism industry ASIDE from having to sort out its position with relation to the deposit haircut and the issue of capital controls and how they might affect tourism in the near term, the industry needs to get its act together for the medium and long term if it is to contribute to the economy in any significant way. Obviously tourism cannot save the economy as it once did. The experts have been quite clear on the differing circumstances with respect to the boom of the early eighties and the current climate where we, according to one “are drowning in competition”. What has not changed since the late eighties when Cyprus became an established destination, is the attitude towards tourists. It has been a constant, and not in a good way. Even back then serving a tourist mouldy ham toasted into a sandwich – yes it happened - was an acceptable practice, and dismissed with the wave of a hand under the chef ’s flawed reasoning: “It’s a passing trade”. This mentality has not changed in 30 years. The CTO may spend millions on advertisements saying: ‘Ski in the morning and swim in the afternoon’ but as long as: ‘…and get ripped off in between’ remains a factor, this money is wasted. The best marketing tool for the tourist industry will always be word of mouth, and it comes for free. All is needed is a little bit of honesty and the end of the complacency that has marked the industry for decades. As tourism slogans go, ‘If you don’t like it, go back to your own country’ is surely not the one Cyprus wants to be known for. Yet, in many instances it is. A good portion of the British market has received the message loud and clear – half a million of them over the past five years. Consumers are always told to vote with their feet. Tourists are consumers. They want low prices, value for money and above all, not to be ripped off. These should form the basic foundation of any tourism policy, and there is no point talking about golf and marinas until these tenets are finally brought home. The current crisis provides an opportunity to finally value the tourist instead of using him or her just to make a quick buck. The fact is Cyprus has lost control of its tourism industry. The Russian market is 70 per cent controlled by one company. The UK market is controlled by two giants. The CTO has paid low-cost carriers to come in and if they don’t see enough profit, they will pull out, like one did at Larnaca, and will operate where the same sun shines a lot cheaper.

Cyprus may be edging towards exit from euro C

YPRUS is no longer centre stage. Nicosia has agreed a 10 billion euro bailout deal with its euro zone partners and the International Monetary Fund. A visible bank run has been averted by stringent capital controls. International markets, which only ever suffered a mild bout of jitters, have calmed down. But it would be foolish to forget about Cyprus. The small Mediterranean island is edging towards euro exit. Quitting the single currency would devastate wealth, fuel inflation, lead to default and leave Cyprus friendless in a troubled neighbourhood. Even so, the longer capital controls continue, the louder the voices calling for bringing back the Cyprus pound will grow. President Nicos Anastasiades is against Cyprus leaving the euro. But the main opposition communist party wants to pull out. A smaller opposition group wants to stay in the euro but kick out the troika – the European Commission, the European Central Bank and the IMF. The country’s influential archbishop is also critical of the troika. Anastasiades can hold the line for now. After all, he has just been elected and the constitution gives him huge power. What’s more, there are strong arguments for staying inside the single currency – not least the fact that, otherwise, it would lose the 10 billion euros (or nearly 60 percent of GDP) of bailout money. If Nicosia brought back the Cyprus pound, it would plummet in value. Nobody knows how much, but economists guess it might be up to 50 per cent. Cypriots are complaining at the massive haircuts suffered by big depositors in their two largest banks: Bank of Cyprus and Laiki. Such a massive devaluation would savage the wealth of all other depositors. Meanwhile, devaluation would fuel inflation. Cyprus is a small open economy. All the oil is imported. Over 80 per cent of the textiles, chemicals, electronics, machinery and automotive vehicles are imported too, according to Alexander Apostolides, a lecturer in economics at the University of Cyprus.

Comment Hugo Dixon Cyprus also relies on cheap immigrant labour in its agricultural and tourism industries. Following a devaluation, their cost in local currency would rise. All this would mean that any gain in competitiveness would be eroded. The island’s economy would suffer a further shock because it is running a current account deficit of somewhere around 5 per cent of GDP. Given that Cyprus has limited access to hard currency reserves, this deficit would have to vanish overnight. Imports would slump. But so would domestic production, given its reliance on imports. In such a scenario, Nicosia would not be able to avoid defaulting on its debts. Following a 50 per cent devaluation, these would be double their current value when expressed in local currency. The debts come in two forms: the government’s own 15 billion euros of borrowings; and the central bank’s 10 billion euro emergency liquidity assistance (ELA) to the banks. Default might seem an attractive option because Nicosia would suddenly shrug off a vast debt load. But it wouldn’t be that simple. It would face a slew of lawsuits. What’s more, if the central bank defaulted on its provision of ELA, the ECB would take the hit. The euro zone would not be happy and would, at minimum, insist on some sort of staged repayment plan. Cyprus could, of course, refuse to pay point blank. But it is not Argentina. Its small size makes it vulnerable to being pushed around. If it tried to act tough with its euro zone partners, they would probably play hardball in return. They might even find a way to kick Cyprus out of the European Union. Exit from the EU would be another blow for Cyprus. Its best trading opportunities are with the bloc. Most of the rest of the neighbourhood – such as Syria and Egypt – is not in great shape. And Turkey is off bounds until and unless some way can be found of resolving

Cyprus will also struggle to exploit its offshore natural gas reserves if it quits the EU. Turkey, which is already trying to stop it, would find it easier to get its way if Nicosia was friendless. Apart from all this, the country would have to decide how to run monetary policy. A responsible government would want to contain inflation by either linking the Cyprus pound to another currency, such as sterling, or running a tight but independent monetary policy. In either case, Nicosia would have to keep interest rates high and curb its budget deficit. It might also need to maintain capital controls. Such an austerity programme would be worse than

that demanded by the troika. It would then be hard to avoid the temptation to print money. But that way lies hyperinflation. So quitting the euro would not be a good choice. But staying is not a great one either. GDP could plunge around 20 percent over the next two years, according to the latest guesstimates. And the longer capital controls are in place, the more the Cypriot people will feel they are not in the single currency anyway – as a euro in Cyprus is not equal to one in the rest of the world. The troika should help lift the controls as soon as possible. Otherwise, Cyprus may well quit the euro and, small though it is, that could destabilise the zone. Hugo Dixon is a Reuters contributor

prus’s current predicament. We have received such approaches from firms based in the Cayman Islands, Dubai, Luxembourg, Singapore Switzerland and, inevitably, the Netherlands. Some of the services they offer appear close to tax evasion: one Swiss firm is promoting a product “which is extremely low-profile, not classified as a bank account

or trust and thus very much under the radar of national fiscal authorities.” It is inevitable that the vultures will seek opportunities to feed and it is our professional duty to offer our clients full advice on all options, but nevertheless it is distasteful to see Cyprus firms and service providers actively promoting the transfer of their clients’ affairs from Cy-

Foreign demand for beef, soybeans adds pressure on Amazon forest RISING foreign demand for beef and soybeans will tempt Brazil to clear more of the Amazon rainforest, in a reversal of recent success in slowing forest losses, a new study said. About 30 per cent of deforestation in Brazil in the decade to 2010 was due to farmers and ranchers seeking land to expand export production of beef and soybeans, against about 20 per cent in the 1990s, the report said. “Trade is emerging as a key driver of deforestation in Brazil,” accord-

ing to experts at the Centre for International Climate and Environmental Research, Oslo (Cicero). “This may indirectly contribute to loss of the forests that industrialised countries are seeking to protect through international agreements,” they wrote in the journal Environmental Research Letters. Exports of beef and soybeans accounted for 2.7 billion tonnes of carbon emissions caused by Brazil’s deforestation in the decade to 2010, the report said. That exceeds greenhouse gas emissions of a na-

tion such as Egypt over the same period. Deforestation of Brazil’s Amazon region fell 27 per cent to 4,656 square kilometres between August 2011 and July 2012 from the same period a year earlier, the Brazilian Environment Ministry said in November. That was the lowest since monitoring began in 1988. Brazil’s socalled Legal Amazon covers 5.2 million square kilometres. But growing foreign demand and the Brazilian government’s eager-

ness for economic growth meant continued falls in the rate of forest loss were unlikely without new measures to safeguard forests, the report said. Worldwide, deforestation accounts for up to a fifth of greenhouse gas emissions from human sources, according to UN estimates. Trees soak up carbon dioxide as they grow and release it when they burn or rot. Under UN climate change rules, greenhouse gas emissions count as those within national boundaries.

Suggestions of shifting responsibility to consumers, for instance foreign buyers of Brazil’s beef, are often dismissed as too complicated. The Cicero study suggested better labelling or information about imports to guide consumers. The study did not try to compare the environmental impact of Brazil’s beef or soybean production with that other nations to see where production was least damaging. “Similar analyses still have to be done,” lead author Jonas Karstensen said.

Oceans may explain slow down in climate change Slowdown in surface warming seen since 2000 is unlikely to last By Alister Doyle CLIMATE change could get worse quickly if huge amounts of extra heat absorbed by the oceans are released back into the air, scientists said after unveiling new research showing that oceans have helped mitigate the effects of warming since 2000. Heat-trapping gases are being emitted into the atmosphere faster than ever, and the 10 hottest years since records began have all taken place since 1998. But the rate at which the earth’s surface is heating up has slowed somewhat since 2000, causing scientists to search for an explanation for the pause. Experts in France and Spain said on Sunday that the oceans took up more warmth from the air around

That would help explain the slowdown in surface warming but would also suggest that the pause may be only temporary and brief. “Most of this excess energy was absorbed in the top 700 metres of the ocean at the onset of the warming pause, 65 per cent of it in the tropical Pacific and Atlantic oceans,” they wrote in the journal Nature Climate Change. Lead author Virginie Guemas of the Catalan Institute of Climate Sciences in Barcelona said the hidden heat may return to the atmosphere in the next decade, stoking warming again. “If it is only related to natural variability then the rate of warming will increase soon,” she said. Caroline Katsman of the Royal Netherlands Meteorological Institute, an expert who was not involved in the latest study, said heat

absorbed by the ocean will come back into the atmosphere if it is part of an ocean cycle such as the El Nino warming and La Nina cooling events in the Pacific. She said the study broadly confirmed earlier research by her institute but that it was unlikely to be the full explanation of the warming pause at the surface, since it only applied to the onset of the slowdown around 2000. The pace of climate change has big economic implications since almost 200 governments agreed in 2010 to limit surface warming to less than 2 degrees Celsius above pre-industrial levels, mainly by shifting from fossil fuels. Surface temperatures have already risen by 0.8C. Two degrees is widely seen as a threshold for dangerous changes such as more droughts, mudslides, floods and rising sea levels.

Some governments, and sceptics that man-made climate change is a big problem, argue that the slowdown in the rising trend shows less urgency to act. Governments have agreed to work out, by the end of 2015, a global deal to combat climate change. Last year was the ninth warmest since records began in the 1850s, according to the UN’s World Meteorological Organisation, and 2010 was the warmest, just ahead of 1998. Apart from 1998, the 10 hottest years have all been since 2000. Guemas’ study, twinning observations and computer models, showed that natural La Nina weather events in the Pacific around the year 2000 brought cool waters to the surface that absorbed more heat from the air. In another set of natural variations, the Atlantic also soaked up more heat.

“Global warming is continuing but it’s being manifested in somewhat different ways,” said Kevin Trenberth, of the US National Centre for Atmospheric Research. Warming can go, for instance, to the air, water, land or to melting ice and snow. Warmth is spreading to ever deeper ocean levels, he said, adding that pauses in surface warming could last 15 to 20 years. “Recent warming rates of the waters below 700 metres appear to be unprecedented,” he and colleagues wrote in a study last month in the journal Geophysical Research Letters. The UN panel of climate scientists says it is at least 90 per cent certain that human activities - rather than natural variations in the climate - are the main cause of warming in recent decades.

FAT, oil and build-ups in drains will soon be powering what will be the world’s biggest fat-fuelled power station in Britain, and it will tackle the ongoing problem of “fatbergs” in sewers. The grease will be fed into the power station at Beckton in East London, and is set to produce 130 Gigawatt hours (GWh) a year of renewable electricity - enough to run 39,000 average-sized homes, according to Thames Water. The water company has agreed to buy 75 GWh of this output to run Beckton sewage works, which serves 3.5 million people, and the nearby desalination plant, which is operated in times of drought or other emergencies. The remaining power will be sold on to the national energy supply grid. Thames Water has also committed to provide at least half of the fuel the generator requires to run - in the form of 30 tonnes a day of fat, oil and grease - enough to fill a six metre-long shipping container – that would otherwise clog up London’s sewers. Leftover, low-grade cooking oil and food fat will be collected from food outlets and manufacturers. Solidified grease, such as from lamb and chicken, will be harvested from ‘fat traps’ in restaurant kitchens and from pinch-points around the UK capital’s sewer network. The rest of the power plant’s fuel will come from waste vegetable oils and tallow (animal fat). Andrew Mercer, chief executive of operators 2OC, said: “This is good for us, the environment, Thames Water and its customers. “Our renewable power and heat from waste oils and fats is fully sustainable. When Thames doesn’t need our output, it will be made available to the grid meaning that power will be sourced, generated and used in London by Londoners.” The plant is due to be operational in the first quarter of 2015. Every year across its 109,000km of sewers, Thames Water removes 80,000 blockages, half of which are caused by fat wrongly poured down drains.

ARGARET Thatcher, the ‘Iron Lady’, was a towering figure in British 20th century politics, a grocer’s daughter with a steely resolve who was loved and loathed in equal measure as she crushed the unions and privatised vast swathes of industry. She died yesterday, aged 87, after suffering a stroke. During her life in politics some worshipped her as a moderniser who transformed the country, others bitterly accused her of entrenching the divide between the rich and the poor. The abiding images of her premiership will remain those of conflict: huge police confrontations with the miners’ union, her riding a tank in a white headscarf, and flames rising above Trafalgar Square in the riots over an unpopular local tax which ultimately led to her downfall. To those who opposed her she was blunt to a degree “the lady’s not for turning”, she once famously informed members of her own Conservative Party who were urging her to moderate her policies. Others who crossed her path, particularly in Europe, were subjected to withering diatribes often referred to as “handbaggings”, named after the black leather bag she in-

Britain’s only woman prime minister, the tough, outspoken Thatcher led the Conservatives to three election victories, governing from 1979 to 1990, the longest continuous period in office by a British prime minister since the early 19th century. With US President Ronald Reagan, she formed a strong alliance against communism and was rewarded by seeing the Berlin Wall torn down in 1989 though she worried a unified Germany would dominate Europe. Her radical, right-wing views broke the mould of British politics, changing the status quo so profoundly that even subsequent Labour governments accepted many of her policies. The woman who became known simply as “Maggie”, transferred big chunks of the economy from state hands into private ownership. “The problem with socialism is that eventually you run out of other people’s money,” she once said. Her personal credo, founded on competition, private enterprise, thrift and self-reliance, gave birth to a political philosophy known as “Thatcherism”. But her tough economic medicine put millions out of work, alienated many and largely destroyed industries such as mining. Her combative stance an-

tagonised allies in Europe and her intolerance of dissent eventually led to her downfall. “A brilliant tyrant surrounded by mediocrities,” was how former premier Harold Macmillan described her. “That bloody woman,” was the less charitable verdict of Edward Heath, another prime minister and her predecessor as Conservative Party leader. At the peak of her powers, Thatcher’s sheer personality made her one of the West’s best known figures. A workaholic, she put in 18-hour days, after which she would relax over a glass of whisky. After winning the May 3, 1979 election, she launched social and economic reforms designed to end what she saw as a spiral of industrial decline, crippling taxes and intrusive state control, a period under the Labour government that had become known as the “winter of discontent”. Fighting inflation-boosting pay rises and modernising the economy meant curbing the power of organised labour. After changes to the law and a bitter year-long strike which ended in defeat for the miners in 1985, the days when unions could dictate to British governments were over. Britain held its breath in 1982 when Thatcher dispatched a naval task force to the Falkland islands, which had been seized by Argentine invaders. Despite losing several war-

ships, the British eventually reclaimed the south Atlantic islands 74 days later. A total of 649 Argentines and 255 British troops died. An opinion poll in 1981 rated Thatcher Britain’s most disliked prime minister of all time. But, two years later, after the Falklands war, she was swept back to power on

She demanded a huge refund on Britain’s contributions to the European budget and brought European Community business to a virtual standstill until she got it. On The Scene Music From Yerevan to Rome This week, the Cyprus Symphony Orchestra (CSO) turns its attention to Armenian and Italian music in its latest concert series. In collaboration with the Kalaydjian Foundation, the CSO presents two concerts, the first on Thursday at the Rialto Theatre in Limassol, followed by a show on Friday at the Strovolos Municipal Theatre in Nicosia The programme of Armenia meets Italy showcases a musical journey with famous works, arias and songs by Babajanyan, Chukajian, Tigranian, Verdi, Donizetti and Mascagni. The concert will be accompanied by vocal soloists Sona Gargaloyan and Alex Moskofian under the direction of Vardan Hakobyan. Moskofian started his studies in singing in 2004 with Professor Valery Harutyunov at the Yerevan State Music Conservatory where in 2010 he attained his Bachelor’s Degree. During these years he performed with the Yerevan Opera studio. After attaining his Bachelor’s, he further pursued his studies to attain his Master’s Degree. Later, she turned to vocal music and chorus direction, attending the special Choral Association of Armenia. She studied at the Komitas State Conservatoire under the well-known soprano Professor Gohar Gasparian, obtaining the Master Diploma with distinction. Since then she has performed as a soloist extensively throughout Europe. She is very active in events involving the reunification of the Greek Cypriot and Turkish Cypriot communities and has participated in many concerts, the most spectacular of which was ‘Hands Across the Divide’ at the Pallas Theatre in 2010, where only female musicians took part. Moreover, Gargaloyan has 18 years of pedagogic practice and has discovered and supported several young talents. Currently, she is a singing lecturer in the Music Department of the European University Cyprus. It can focus on the residents of a single city, or reach out to a global audience. Some artists’ work is becoming more political, while others are using humour to deal with tough circumstances. her own problematic relationship with her stomach, while the monologues that follow trace a variety of self-image complexes, delving into issues such as plastic surgery, obesity and anorexia. The issues root themselves in the misconception that women must live up to a specific physical image, and the play strives to dismantle this myth. “Love your body. Stop fixing it. It was never broken,” Eve urges. The performers, guided by director Athena Xenidou, bear the weight of the challenging script well, evoking continuous fits of laughter, and effectively using this humour to convey the work’s message. The script alone is powerful enough to move us, yet the positive energy exhibited by these performers takes it to that next level, making it an inspiring piece of theatre. Potentially, the production could

have delved a little further, mapping deeper connections between the seemingly separate monologues, and bringing these extreme cases in touch with the everyday. Bruc (LTV3, 20.15) Bruc Willis? Robert the Bruc? Not exactly - but not too far either, Bruc (Juan Jose Ballesta) being a Catalan riff on the Scottish king or the action heroes played by Mr. Willis. He defeats an entire French regiment singlehanded, though he’s just a humble drummer - and Napoleon, understandably peeved and depressed by this news, sends his best man (Vincent Perez) to track Bruc down and make an example of him. “I want his head,” says Vincent grimly, wreaking havoc as his troops turn our hero’s friends and family into collateral damage. It’s a case of Bruc vs. brutes - and the film is an action flick with some graphic violence and a breathless pace, aimed at the Catalan multiplex audi-

ence (Bruc is something of a local legend) rather than the forelock-tugging crowd who admire ‘European’ cinema. “There’s something oddly fascinating about watching a film where the French get spanked,” says a patriotic British website called ‘Boom’ approvingly. The Grey (Novacinema2, 22.00) ‘A slasher movie with wolves,’ was the lazy consensus on this wilderness adventure - but in that case consensus needs to explain why the wolves all but vanish in the last half-hour, leaving the characters to sit around talking about God and Death and Fate and other weighty philosophical matters. few survivors when a plane crashes in the Alaskan wilderness - and they’re led by Liam Neeson, a stubborn atheist and ‘lone wolf’ whose skills come in handy when the party are beset by man-eating wolves. Liam knows all about death - and death recurs throughout, always in the air, the film’s key scene being perhaps the man who decides to choose his own death (“I just had the clearest thought,” he announces, sitting down before the glorious Alaskan landscape: “I’m done”). You could call it a potent existentialist parable about men forced to confront the inevitable in a world without God (“This is real,” insists Liam; “The cold. The air in my lungs”). Or you could call it a slasher movie with wolves. But you’d be wrong. Made in 2012.

For Scotland’s Laird, a brilliant victory secured with a closing round of 63 was essential simply to claim the last place on offer at the Masters reserved for the winner in San Antonio. For McIlroy, finishing second just two shots behind was comfortably his best performance of a poor season so far and boosts his chances of claiming a first Green Jacket and third major title next Sunday. “It’s unbelievable,” a delighted Laird said after ending the dominance of home players on the PGA Tour this season; all 14 previous events had been won by Americans. “I’ve been asked probably 30 times in the last couple of weeks, ‘Are you in Augusta? Are you in Augusta?’, and I’ve had to say ‘No’ and every time it kind of hurt

me a little bit after playing the last couple. “So that was my major motivation, to try to get back into tournaments like that this year and this win goes a long way in doing that.”

INITIALLY BEHIND Laird went into Sunday’s final round five shots behind overnight leader Billy Horschel and having missed the cut in four of his last six starts, but then stormed to his first title since winning the Arnold Palmer Invitational a little over two years ago. The 30-year-old Glaswegian began his charge with five birdies in his opening six holes to move into a share of the lead alongside Horschel, whose one-under 71 saw him finish joint third. And after picking up further shots at the eighth and 12th, Laird finished his brilliant round in fitting style with three consecutive birdies to pick up his third PGA Tour title. McIlroy will hope to have ended speculation about

his struggles with new equipment this season following his multi-million pound switch to Nike. INSURER Aon will sponsor Manchester United’s training kit and have its name attached to the club’s training ground under a new eight-year agreement announced yesterday. The commercial appeal of the Premier League giants means they can do separate sponsorship deals for their training kit and the famous red shirts they play in. It is the first time United have sold naming rights to their training ground in Carrington on the outskirts of Manchester in northern England. The facility will be called the Aon Training Complex under the agreement that begins in July. The Aon brand is already on the United playing kit but it was previously announced the name will be replaced by Chevrolet from 2014 after United signed a record $559m, seven-year deal with US carmaker General Motors.

But the Blues returned to third with a come-from-behind 2-1 victory at Stamford Bridge, moving above Tottenham on goal difference after Spurs were held to a draw by sixth-placed Everton. “We knew that we had to win and especially because they (Tottenham and Arsenal) will continue winning,” Benitez told Chelsea TV. “The main thing for me is the big picture, so keep calm. We have a good team, if we perform at our level we can win against anyone. “You have some bad games and good games, but it will be the same for them. “We have to carry on. AS he prepares to defend his Masters title this week, Bubba Watson has revealed his determination not to be a one-major wonder. Watson claimed his first major championship at Augusta National 12 months ago, beating South Africa’s Louis Oosthuizen on the second hole of a play-off thanks to a brilliant escape from the trees. But the big-hitting left-hander from Bagdad, Florida, does not want that triumph to be a flash in the pan and was quick to seek out advice from fellow players in a similar situation. New Zealand’s Michael Campbell has attributed his slump in form to not setting new goals for himself after winning the 2005 US Open, but asked if he had readjusted his sights, Watson said: “Well, it’s funny you ask me that question, because as soon as I won I sought out some players that

have won recently. “I sought out Graeme McDowell, (Rory) McIlroy, asked Tiger (Woods), asked some big-name players that have won (like) Charl Schwartzel. I asked, how do you deal with it, because the first three months to the first six months, your sponsors, media, you get more attention.

Golf is the last thing on anybody’s mind but you still have to keep executing. “In Campbell’s situation ... that’s what I tried to not do. I tried to get out of that situation fast, and it helped me too that I had my child; we had adopted our son Caleb so I spent a few months with him. I missed a couple of tournaments that

I normally play in and I got to relax, reset, refocus. “I missed my first two cuts after my long layoff, but then I finished second again right after that.” One of those missed cuts came in the US Open, but Watson proved he had the appetite for more major success by finishing 23rd in The Open and 11th in the US PGA Championship later that year. “You have to do that because you don’t want to be known for the one tournament,” the 34-year-old added. “You want to go out there and compete. I want to play for many more years and so I got lucky because we adopted our child at the same time, so I got to focus on family, I got to focus on other things other than golf, and then it helped me reset. Then I was itching to go back out there and play and compete.”

eal Madrid and Bayern Munich have one foot in the Champions League last four as they go into this week’s quarter-final second legs while Barcelona face a harder fight for their berth with doubts over the availability of injured Lionel Messi. With Real holding a comfortable 3-0 lead over Galatasaray before today’s trip to Istanbul and Bayern travelling to Juventus with a 2-0 advantage tomorrow, two semi-final spots seem already taken. The other ties are much more delicately balanced, with competition favourites Barca locked at 2-2 before hosting Paris St Germain tomorrow and Borussia Dortmund tied at 0-0 before entertaining debutants Malaga today.
