HE GOVERNMENT, Central Bank and Cooperative Movement rushed to calm fears of a new raid on bank deposits yesterday after rumours, texts and reports circulating spread panic among depositors who formed long queues mostly outside cooperative banks. Massive lines of people formed outside cooperative banks across the country seeking ways to either get their money out or divide their fixed deposit accounts into smaller ones of under €100,000 following the circulation of text messages claiming the government was about to impose a haircut on cooperative bank deposits. Other depositors whose fixed deposit accounts had yet to mature but who also heard the rumours turned up simply to withdraw the €300 maximum amount permitted from their accounts. Head of the Cooperative Central Bank Erotocritos Chlorakiotis yesterday assured the public that deposits at the cooperative credit institutions were safe, insisting that the rumours of a haircut were completely “unfounded”. He said the run on cooperative banks was a result of two develop-

ments: the untrue text messages going around the last few days and a misleading news article posted on a television channel website yesterday morning. Chlorakiotis explained that rumours of a haircut culminated yesterday morning as a result of a misinterpretation of discussions between the government and unions about how to save provident funds deposited in the Bank of Cyprus (BOC) and Laiki. One television channel had posted an article yesterday referring to discussions between the government and unions on preparing a bill regarding the provident funds deposited in BOC and Laiki. The cooperative banker said the article failed to specify the difference between beneficiaries of the provident fund of up to €100,000 which are insured and beneficiaries of over €100,000 for which they are preparing a formula of a scaled haircut. In other words, the effort is to treat Laiki workers’ provident funds in the same way that deposits in BOC are being handled, that is, with up to 60 per cent wiped out and partly exchanged for shares in Bank of Cyprus. However, the article in question omitted to refer specifically to the beneficiaries of the two banks’ provident funds,

Passengers’ body weight fixes air ticket price A SAMOAN airline that says it is the world’s first carrier to charge passengers by their weight rather than per seat defends the plan as the fairest way to fly, in some cases actually ending up cheaper than conventional tickets. Samoa Air, which opened in 2012, asks passengers to declare their personal weight during booking, which is then charged per kilogram (2.2 lb) at a rate dependent on flight length. The customers will also be weighed at the check-in counter. “The industry has this concept that all people throughout the world are the same size,” Samoa Air CEO Chris Langton told Reuters. “Aeroplanes always run on weight, irrespec-

tive of seats.” “There is no doubt in my mind that this is the concept of the future. This is the fairest way of you travelling with your family, or yourself.” Though the airline instituted the plan last November, it caught attention last week when the carrier began international flights to neighbouring American Samoa and coincided with the publication of a report by a Norwegian economist suggesting that airlines should charge obese passengers more. The Pacific Islands contain some of the world’s most prevalent countries for obesity, many ranking in the top 10, according to the World Health Organisation (WHO).

Home President and CB chief receive death threats from ‘Deposit Rescue Group’ By Stefanos Evripidou POLICE ARE investigating death threats against President Nicos Anastasiades and Central Bank Governor Panicos Demetrides and their families over the raid on deposits in the island’s two biggest banks. The threats were made in a typewritten letter addressed to the two men but sent by post to local daily Politis in Nicosia and signed by the ‘Deposit Rescue Group: To the Death’. The paper’s assistant editor Manolis Kalantzis said he received the letter on Thursday morning and immediately notified police who sent CID investigators to the paper’s offices in the old town.

The letter itself was dated March 20, 2013, five days after the first Eurogroup meeting which introduced the notion of a haircut on insured and uninsured depositors in all banks in Cyprus. If authentic, it also means the letter was written five days before the final meeting of eurozone finance ministers in Brussels on March 25, which concluded on the winding down of Laiki Bank and the restructuring of Bank of Cyprus, with uninsured depositors in both taking massive hits. The letter, addressed to Anastasiades and Demetriades, warns that professional killers will be hired to carry out the group’s wishes. “You have destroyed us following a very well prepared plan and you continue to destroy us showing indifference to what will become of us

and our children and grandchildren.” It adds: “We warn you that whatever you do to us you will get it back to a much greater degree because we have nothing to lose from this point on.” The group highlights that it will operate “from coast to coast across all Cyprus and will punish all those who brought us to this wretched state”, warning those culpable for the current crisis to take their threat seriously. “If you do not stop immediately all haircuts on people’s deposits, you will pay a very high price. With us we have professionals who are paid handsomely, understand nothing and have no god other than money. “We warn you and we’re not bluffing. We will start with your grandchildren, then go to your children and leave you last so you can hurt as

much as we are.” The ‘Deposit Rescue Group’ warns that it has “the means and strength to know each moment where every member of your families is”, adding that if they are ignored, that’s when the party will really start. The author(s) of the letter called both men “sold out scumbags” and “traitors to the nation”. The letter ends with: “We belong to no party or organisation. You are fated to die.” Justice Minister Ionas Nicolaou said yesterday the matter was being investigated but that no extra measures were requested for the protection of the President and governor. Despite the letter dated March 20, the minister said police were only informed of its existence on Thursday.

Co-op rumour spreads panic Officials said such an issue was never discussed or tabled during troika talks (continued from front page) referring instead to depositors which caused confusion and distress among the public. “Those who read it understood that this was about deposits in any bank, hence the peak in concern of the people,” said Chlorakiotis. The banker put it down to a misunderstanding, but left a question mark over the motive behind the text messages doing the rounds, saying he did not want to believe this was an orchestrated effort to harm the cooperative movement. He said the text messages were completely unnecessary and only served to spread panic. “Those spreading this know it’s not true.” Speaking on state broadcaster CyBC, Chlorakiotis said it was made perfectly clear in the memorandum of understanding agreed with the troika, which has already been made public, that any recapitalisation needs of the Cooperative Movement and Hellenic Bank will be covered by their own capital and from the €10 billion bailout money. Finance Minister Haris Georgiades yesterday confirmed that around €1.2

billion of the €10 billion has been earmarked for the cooperative banks and societies to cover any possible recapitalisation needs. The Cooperative Societies’ Supervision and Development Authority yesterday called on members and customers of cooperative credit institutions to ignore text messages doing the rounds regarding the fate of deposits in coop banks. The authority described the texts as “malicious”, and aimed at shaking people’s confidence in the cooperative movement. “Our people are experiencing tragic moments,” said the supervisory authority, adding that it wants to believe the whispers and rumours emanate from people’s agony and are not part of an organised effort. The Central Bank also released a statement denying media reports that a general haircut will be applied on deposits in other banks, noting that this would not happen “because such an action is not provided for in the political decisions taken by the Eurogroup on March 25, 2013”.

The Finance Ministry echoed the above institutions, saying the rumours of a possible haircut on coops were “groundless”. “Such an issue was never discussed or tabled, as such it is categorically stated that no such issue nor intention exists,” said the ministry statement. “The memorandum has been agreed with the troika, in which there is no additional measure included which would lead to the need to impose any new haircut on deposits on the cooperative movement of Cyprus,” it added. The ministry argued that based on the implementation of the last Eurogroup decision for the winding down of Laiki and restructuring of Bank of Cyprus, the Cypriot banking system was “on track towards stabilisation and consolidation”. The finance ministry urged the public “not to give weight to unfounded rumours that have the sole purpose of harming the banking system of Cyprus and shaking the public’s confidence in the banks and other credit institutions”.

Currency decree eases controls on bank transfers THE GOVERNMENT partially relaxed currency controls imposed to prevent a run on banks, issuing a decree last night permitting companies to make cash transfers between banks. Other restrictions, including a €300 per day cash withdrawal limit from banks, and a vetting process for payments of more than €25,000 per day remained in place.

Home Fifty appeals lodged against bank haircut THE Supreme Court yesterday cancelled two injunctions aimed at preventing bank restructuring procedures from going ahead as more than 50 appeals have been submitted against the Eurogroup decision to resolve Laiki and force losses on Bank of Cyprus (BoC) depositors. At the same time the Church of Cyprus withdrew an appeal it had filed against writing off all of its current BoC shares, after the decision was reversed by the Central Bank. The injunctions were cancelled because of a possible conflict of interest. The judge who issued them, Myronas Nikolatos, had recused himself from the cases after issuing the injunctions. “The judge determined that a close family member had an interest in the outcome of these cases so he recused himself from two cases before him and that is why he is not with us today,” Supreme Court President Petros Artemi said. The Supreme Court upheld the Attorney-general’s argument that not only must justice be done; it must also be seen to be done. “We have arrived at the conclusion that the Attorney-general’s posi-

tion regarding the matter of the objectivity of the judge who issued the order is correct,” Artemi said. A second judge, Leonidas Parparinos, also recused himself from the procedure. “I have a personal problem because a relative has a large number of shares in BoC,” Parparinos said. Artemi himself said his brother Andreas had been a member of the BoC board in the past few years. “Personally I do not have a problem in trying the case, but I want to hear the views before deciding,” the Supreme Court President said. No objections were raised. Over 50 appeals have been filed against the Eurogroup decision to resolve Laiki and force heavy losses on uninsured deposits – over €100,000 – which could reach 60 per cent. The Supreme Court gave the state and the Central Bank 10 days to file their objections, starting the day they received all the appeals. The court decided to reconvene on April 23 at 11.30am. The plaintiffs’ lawyers must decide on who will appear before the court after their clients’ cases were grouped accordingly.

MOKAS announces new project THE UNIT for Combating Money Laundering (MOKAS) has announced the launching of a new project titled “Strengthening MOKAS Capacities and Improve Efficiency to Detect Money Laundering and Financing of Terrorism”. The project began on March 1st and it is co-funded to the tune of 85 per cent by the Norwegian Financial Mechanism. The agreement takes place within the framework of the continuing development and upgrading of the Unit. The total budget of the project is €1.1m over three years. The main objective is to automate the analysis and investigation procedures of MOKAS, by implementing a sophisticated IT system for supporting its core activities. The project will assist MOKAS in enhancing its capabilities, with better use of available information and automatic recognition of relationships between data, information and suspects. In addition, it will enhance cooperation with its foreign counterpart Units, Law Enforcement Agencies in Cyprus and abroad, as well as with reporting entities such as banks and others)

Banks’ report raises questions, says state Central Bank: investigation is not over just yet By George Psyllides THE government yesterday appeared to dispute an investigation launched by the Central Bank of Cyprus (CBC) into the island’s banking debacle, as the media criticised the regulator over the apparent failure to probe certain vital aspects of the affair. The CBC was quick to stress that the investigation was not over yet. “The publication of the Alvarez and Marsal investigation into the banking system raises questions regarding

the objectives and the terms of reference set from the beginning,” government spokesman Christos Stylianides told reporters. “The government notes this fact with concern, and expects that society, which is subjected to huge sacrifices for reasons it bears no responsibility for, will be fully informed.” The spokesman said it would be premature to say whether an investigating commission appointed by the government would also look into A&M’s mandate. into all the aspects that led the island’s two biggest banks to seek assistance from the cash-strapped state, which in turn sought a bailout from international lenders. The findings of the investigation were leaked to the media on Thursday with some of the aspects, including the acquisition by Laiki of Greek Government Bonds (GGBs), nowhere to be found. Daily Politis suggested that someone did not want to touch former Laiki strongman Andreas Vgenopoulos, whom many on the island hold responsible for the bank’s eventual downfall with all the repercussions it brought along with it. The CBC was quick to respond to Politis’ and other reports, saying that the probe would continue. The regulator, which has been heavily criticised over its handling of the banking crisis, cited a part of the A&M report,

which said the investigation would continue. “Next matters to be addressed include Cyprus Popular Bank’s acquisition of GGBs and international expansion, along with oversight by the CBC and the status of supervision,” said a statement by CBC Governor Panicos Demetriades that was attached to the report. Despite the investigation not being over, Vgenopoulos suggested yesterday that the findings left his detractors exposed. “Unfortunately for them the report includes a series of findings about their beloved Bank of Cyprus and nothing about Laiki,” Vgenopoulos said. “Whatever they do though, the truth is that for the culprits of the unnecessary catastrophe in Cyprus they must look into their mirrors and (look at) other people in Cyprus and not the ‘evil’ Greeks.”

A CHINESE company is interested in buying ailing national carrier Cyprus Airways (CY), it was revealed yesterday. In a statement to investors, CY said officials from Beijing Yi Xiang Da Investment Co Ltd held talks with finance ministry and airline officials. Signs for a conclusion appear to be encouraging, the airline said, but there has not been an agreement yet. “Unfortunately we have also inherited this (problem) and the government is prepared to

BBC World Service’s Cyprus short wave relay station closed By Peter Stevenson THE BBC World Service’s Cyprus shortwave relay station closed on April 1, meaning listeners are no longer able to listen to the famous World Service broadcasts. Shortwave broadcasts of World Service Arabic will also end by the end of April. The closure of the Cyprus shortwave relay station will see the loss of 26 jobs. These are Foreign and Commonwealth Office and Babcock employees who are funded by the World Service. Peter Horrocks, director of the BBC World Service, said that the changes reflected listening trends, as audiences increasingly embrace TV, mobiles and the internet over shortwave radio. “The changes are in line with our overall strategic aim of ensuring that we are able to respond to changing audience needs and invest in the way audiences consume news,” he said. “Shortwave audiences are declining as radio audiences come to rely increasingly on medium wave and FM, and there has been a rapid growth of television and digital media.” The UK government’s 2010 Comprehensive Spending Review set the World Service the target of saving £42m by April 2014. It has already achieved nearly £30m with the loss of five language services and around 480 jobs. According to the BBC, World Service English shortwave transmissions will be reduced to six hours a day, with 1.5m listeners likely to be lost as a result. Currently, there are between seven and 19 hours of shortwave depending on region. The distribution changes - which include cuts to medium wave transmissions are designed to save £4.8m in 2013/14. It’s a large chunk of the £12m savings the World Service is targeting in its third phase of cuts as a result of a 16% reduction to its grant-in-aid. The World Service first setup in Cyprus in 1957 when it established the British East Mediterranean Relay Station (BEMRS) in Limassol, which was one of the most powerful broadcasting stations on the island.

SUFFERING Animal shelters work with volunteers and donations. The animals taken in are normally in a poor state and need to be taken to vets, where shelters are given special rates. Other expenses are vaccinations, neutering, collars, and cleaning of cages. “Shelters run charity shops to help raise money but these shops are also suffering. We also have fundraising events. With

more animals being taken in and expenses reaching their peak, I really don’t know where we will be six months from now and if we will be able to survive,” Anastasi added. Argos Sanctuary, located in Ormidhia, has circulated an appeal for donations of €2 a month to help the shelter that helps more than 300 animals, survive. the streets lately and the dog shelters are running out of space. In the light of all this disaster and being shut-out of our bank accounts, I really do not see how we can go on feeding these animals. What is worse, to stay open and have these animals starve to death or to close our doors?” President of Argos Sanctuary and Secretary General of CVA, Stella Stylianou said. Stylianou referred to the shelter’s many discussions with government officials over the past five years to implement an animal control authority. “All this work is now going to go down the wastepipe,” she said. CVA has arranged for pet-food containers to be present in a number of supermarkets all over the island. Cans or packs of petfood can be put into these containers located at the main exits. “One pack of pet-food means a lot to the animal shelters. If we all do a little bit to help then the total outcome will be a lot,” Anastasi said.

Shelters expect more animals to be abandoned due to crisis

DOG shelters all over the island are struggling more than ever to feed the animals in their care, and some are even close to shutting down. The only thing saving them in the short term is a small amount of funding from the International Fund for Animal Welfare (IFAW). IFAW is a US-based organisation that rescues animals, protects entire populations and preserves habitats. The organisation normally helps animals all over the world who have been struck by natural disasters. During a conversation between a representative and Mary Anastasi, Founder and Director of Cyprus Voice for Animals (CVA), Anastasi mentioned the problems that Cyprus has been facing. The representative then asked what the shelters were in need of and the answer was food. “IFAW considers the current situation in Cyprus as

a special case and wants to help us by trying to raise €5,000 which will be equally distributed between the shelters. We greatly appreciate this act of kindness,” Anastasi said. These emergency funds will only help buy about two week’s worth of food however. Heart ops decision hailed A DECISION to resume children’s heart surgery at Leeds General Infirmary has been welcomed after the unit was closed amid fears over its safety. Calls have been made for an investigation into why the decision was taken to suspend services last week. All operations at the unit were halted last Thursday after NHS figures suggested the unit had a death rate double that of other centres. But a decision to work together over the weekend to reopen the unit early next week was reached at a summit between Leeds Teaching Hospitals NHS Trust, NHS England and other partners late Thursday night. A trust spokesman said: “Following a productive multi-agency meeting to review the decision to suspend children’s cardiac surgery at Leeds General Infirmary, agreement was reached to work together to restart surgery on the site early next week subject to independent assurance of concerns raised.” Maggie Boyle, chief executive of the trust, said she was “extremely confident” the service was safe and effective and NHS England said the organisation would support the safe reopening at the earliest opportunity. Lib-Dem MP Mulholland said figures cited to back the suspension of surgery services were incomplete treated at the unit, MPs and campaigners, have welcomed the news but said questions now needed to be answered. Greg Mulholland, Liberal Democrat MP for Leeds North West, called on Health Secretary Jeremy Hunt to launch an investigation. He said figures cited as evidence to support the suspension were incomplete and should never have been released. After the closure, medical bodies, doctors and other

experts questioned the accuracy of the data, which they said was unverified and not fit to base such a decision on. Sir Bruce Keogh, the medical director of NHS England, said the figures were among a “constellation of reasons” the decision was made. Mulholland raised serious concerns over the “conduct and judgment” of Sir Bruce and Professor Sir Roger Boyle, director of the Nicor, which oversees cardiovascular mortality data across the NHS. He told Radio 4’s Today programme: “We now need an investigation so we can get to the bottom of this decision, why it was taken, and we then need to understand that.” Stuart Andrew, Conservative MP for Pudsey, Horsforth and Aireborough, said he hoped the parliamentary Health Select Committee would look at “whether or not the right processes were made”. A Department of Health spokeswoman said Hunt was in support of the decision to reopen the unit. Jon Arnold, whose daughter Zoe underwent life-saving heart surgery at the unit in 2007 when she was three weeks old, said the news was a relief but added that families would have questions about the closure.

DAVID Cameron stepped up clashes with Labour today by insisting the case of child killer Mick Philpott did raise “wider questions” about the welfare system. The prime minister echoed comments by George Osborne, saying society had to consider what “signals” benefits sent. However, the Chancellor’s Liberal Democrat deputy Danny Alexander said he did not believe the case should be linked to the coalition’s controversial shake-up. Cameron told reporters: “I think what George Osborne said was absolutely right. “He said that Mr Philpott was the one to blame for his crimes and he should be held responsible. “But what the Chancellor went on to say is that we should ask some wider questions about our welfare system, how much it costs and the signals it sends. “And we do want to make

clear that welfare is there to help people who work hard and should not be there as a sort of life choice. “I think that is entirely legitimate.” Philpott, who was jailed for life for killing six of his children in a fire, lived in a council house in Derby, claimed thousands of pounds in benefit and refused to get a job. He was handed a 15-year minimum term after being convicted of manslaughter along with his wife Mairead and friend Paul Mosley.

‘LIFESTYLES’ On a visit to Derby on Thursday, Osborne was asked if the Philpotts were a product of Britain’s benefit system. “Philpott is responsible for these absolutely horrendous crimes, these are crimes that have shocked the nation. The courts are responsible for sentencing,” he replied. “But I think there is a question for government and for society about the welfare state, and the taxpayers who

pay for the welfare state, subsidising lifestyles like that. And I think that debate needs to be had.” The remarks drew a furious response from shadow chancellor Ed Balls, who accused Osborne of demeaning his office. “We should have a proper debate about welfare reform,” he wrote on his blog. “But for the Chancellor to link this wider debate to this shocking crime is nasty and divisive and demeans his office.” Senior Lib Dems have been holding back from getting involved in the row but, when asked about the issue yesterday, Alexander replied: “The Philpott case is an individual tragedy. Children have died in that case. “I think that is where we should let that case lie. I would not want to connect that to the much wider need to reform our welfare system.” Meanwhile, Osborne also came under fire yesterday after his official car was photographed parked in a disabled space.

‘Plebgate’ evidence review due in a fortnight PROSECUTORS are expected to complete an initial review of the Andrew Mitchell “plebgate” evidence within a fortnight, it was revealed yesterday. The Independent Police Complaints Commission (IPCC) said police had gathered hundreds of statements amid claims of a conspiracy by officers to unseat the former Cabinet minister. However, further forensic and technical work needs to be completed. IPCC chair Deborah Glass also knocked back Mitchell’s calls for an immediate inquiry into apparent media leaks from the investigation,

which is being led by Scotland Yard. In a letter to the Tory MP, Glass wrote: “The Metropolitan Police Service (MPS) has specifically asked the Crown Prosecution Service (CPS) for advice and guidance surrounding the future course of the investigation, in relation to potential criminal charges ... I will be meeting with the CPS reviewing lawyer when they have completed their initial review, I hope within the next two weeks, to consider this further. “The CPS will make the final decision in relation to whether there is sufficient evidence and in the public interest to charge anyone.”

The deal will bring classics like George Orwell’s 1984 and the recent literary phenomenon Fifty Shades of Grey by E.L. James under one umbrella. The merged publisher Penguin Random House is set to control about a quarter of the world’s consumer book market. Still, the deal does “not raise competition concerns, in particular because the merged entity will continue to face several strong competitors,” the EU Commission said in a statement. The decision follows a similar unconditional green light by US antitrust authorities in February. The Canadian Competition Bureau and other regulators are still reviewing the deal’s impact.

Latest Bollywood flics? Blood-soaked zombie movies BOLLYWOOD is branching out from its traditional songand-dance dramas and slapstick comedies with its first zombie films which filmmakers hope will entice younger crowds back to Indian films from Hollywood’s living dead. Few horror films are made in Bollywood and those that do make it to the big screen tend to focus on ghosts and the after-life, which are common themes in Hindu mythology. But this year, as Indian cinema marks 100 years, three zombie films made in Hindi are slated for release, hoping to compete with blockbuster US zombie movies such as Warm Bodies and World War Z. Directors Luke Kenny and Devaki Singh will release the first of the three Hindi films, Rise of the Zombie, on April 5, and hope twinning zombies with Indian filmmaking will appeal to younger audiences. “We’ve been wanting to make something like this within the Hindi film industry set-up and we realized that within the horror film genre nobody has ever touched the zombie genre,” Kenny, who also stars in the film, told Reuters. “Prepare to witness the ultimate human fear”, proclaims the film’s trailer, which shows photographer Neil Parker in

the jungle fighting off a swarm of insects before transforming, writhing and screaming, into a blood-splattered zombie. Kenny, who has worked as content head at a music channel and directed one previous film called 13th Floor, said part of the challenge was to educate Indian audiences about the living dead as the country has no zombie folklore. But he said they managed not to “dumb down” the film, the first of a planned trilogy, since the main target audience is aged 18 to 25, a group likely to know about Hollywood zombies. Other challenges were to make the film as realistic as possible, despite severe budget limitations, and to give it international appeal. Kenny said the film was made for “less than the song and dance sequence of a Bollywood film”, with the filmmakers relying mainly on makeup and camera effects rather than more costly computer graphics used in Hollywood horror films. “It’s a Hindi film with international sensibilities ... The effort on my part was to make a film that anybody in the world can watch,” he said. Kenny’s film will be followed by two more zombie films in India this year.

Bird flu toll rises CHINESE authorities slaughtered over 20,000 birds at a poultry market in Shanghai yesterday as the death toll from a new strain of bird flu mounted to six, spreading concern overseas and sparking a sell-off in airline shares in Europe and Hong Kong. The local government in Shanghai said the Huhuai market for live birds had been shut down and 20,536 birds had been culled after authorities detected the H7N9 virus from samples of pigeons in the market. Other live poultry markets in the city will be closed down from today, it said. All the 14 reported infections from the H7N9 bird flu strain have been in eastern China and at least four of the dead are in Shanghai, a city of 23 million people and the showpiece of China’s vibrant economy. The latest death was of a 64-yearold man in Zhejiang province, state news agency Xinhua said yesterday, adding that none of the 55 people who had close contact with him had shown symptoms of infection. Shanghai authorities stressed the H7N9 virus remained sensitive to the drug Tamiflu and those who were diagnosed early could be cured. “We currently have enough reserves of Tamiflu to meet with the current outbreak,” Wu Fan, director of the Shanghai Center for Disease Control & Prevention, told a news conference. Tamiflu is made by Roche Holding AG. Airline shares tumbled in European markets on fears the outbreak could become widespread. The STOXX Europe 600 travel and leisure sector index fell as much as 1.6 per cent, the biggest laggard among European sectors. “The sector is reacting to fears of a new pandemic of bird flu in China, which would hurt air traffic,” said a Paris-based airline sector analyst.

Rescue workers using cranes and bulldozers searched for survivors in the wreck of steel and concrete yesterday after the seven-storey building crumbled on Thursday night. Residents said labourers paying rent of around $5 a day had lived in it. A shortage of cheap homes in Asia’s third-largest economy has led to a rise in illegal construction by developers who use substandard materials and shoddy methods in order to offer rock-bottom rents to low-paid workers. “The building collapsed like a pack of cards within three to four seconds,” said Ramlal, a local resident.

which world powers suspect are part of a covert drive to achieve atom bomb capability. The UN Security Council has demanded that Iran stop the process, in several resolutions since 2006. Iran argues it has the right to enrich uranium for peaceful purposes under international law and denies its nuclear work has military aims. It has refused to change course unless the big powers recognise its right to enrichment and

lift sanctions. Stakes are high because Israel, widely assumed to be the Middle East’s only nuclear-armed power, has threatened to bomb the Islamic Republic’s atomic sites if diplomacy fails to rein in a foe which it sees as bent on its destruction. Chances for a quick breakthrough are seen as scant, with Iran not expected to make any major decisions on nuclear policy until after its presidential election in June. Western diplomats are hoping at least for serious discussion of their February proposal, under which Iran would have to close a nuclear facility and ship some enriched uranium stockpiles abroad in return for modest relief on sanctions on Iranian petrochemicals and trade in gold and other precious metals. UK MPs call for ban on ex bosses for HBOS failure

AMERICAN employers hired at the weakest pace in nine months in March, a sign that tax hikes that kicked in early this year as part of Washington’s austerity drive could be stealing momentum from the economy. The economy added just 88,000 nonfarm jobs last month, the Labour Department said yesterday. That was well below market expectations for a 200,000 increase and lower than even the most pessimistic forecast in a Reuters poll. The jobless rate ticked a tenth of a point lower to 7.6 per cent largely due to people dropping out of the workforce. “The US economy just hit a major speed bump,” said Marcus Bullus, trading director at MB Capital in London. Some of the weakness appeared due to tax hikes enacted in January. While prior reports have pointed to relatively buoyant retail sales in January and February, yesterday’s data showed retailers actually cut staff in March by 24,100, making it the hardest-hit sector last month. Moreover, the government said hiring in the retail sector was weaker in January and February than initially thought. The report rattled investors, sending US stocks lower and putting them on pace for their poorest weekly performance this year. Benchmark Treasury debt yields fell to their lowest this year and the dollar declined against a basket of currencies. It was unclear whether across-the-board federal budget cuts that began in March played a role in the weak pace of hiring, although nervousness over the cuts might have made businesses shy about taking on more staff.

‘Regulator should mull barring execs from banking’ By Matt Scuffham BAILED-out British bank HBOS was so badly run it would have failed even without the 2008 financial crisis and the regulator should consider banning its former bosses from the industry, UK lawmakers said in a report. The Parliamentary Commission on Banking Standards, tasked with finding ways to reform UK banks, said HBOS was an “accident waiting to happen”, with bad lending and losses across the business likely to have led to its insolvency even without the funding and liquidity problems of the financial crisis. HBOS, Britain’s biggest mortgage lender, had to be rescued in 2008 with a government-engineered takeover by rival Lloyds, which subsequently needed a £20billion (now $30 billion) bailout to survive. The committee said regulators bore some of the blame, but primary responsibility lay with Dennis Stevenson, chairman from the formation of HBOS in 2001 until its collapse, and former chief executives James Crosby and Andy Hornby. There was a “colossal failure of senior management and the board”, said Commission chairman Andrew Tyrie, a Conservative lawmaker who expressed surprise that only

A U.S. judge again upheld an agreement to pay individuals and businesses for claims related to BP Plc’s 2010 Gulf of Mexico spill, as the oil company seeks to avoid the potential for escalating costs from the settlement it reached last year. Federal District Judge Carl Barbier said that he found no reason to reverse a decision he made last month to uphold the payout process, even though BP insisted some of the claims were “fictitious” and “absurd”. Patrick Juneau, the court-appointed administrator overseeing the payouts, had urged the dismissal of BP’s lawsuit and argued that he deserved judicial immunity to allow for “principled” decision making. Barbier told a New Orleans federal court he could not see a situation where either Juneau or the settlement programme was breaching the agreement, which is uncapped but originally estimated by BP to be for about $7.8 billion. Barbier is also hearing a civil claims trial in the same court to determine blame for

the 2010 disaster at the Macondo well, and that trial will start its seventh week on Monday. The accident killed 11 people and triggered the worst offshore oil spill in United States history. BP has already estimated it will spend more than $42 billion to cover clean-up, fines and other liabilities, and has sold off assets to cover its costs. Did anyone really need to be tipped off to move their money out in time? A VERY big issue has been made out of the withdrawal of a very big amount of money, €21 million, from Laiki by the inlaws of President Anastasiades’s daughter. The implication was that Andys and Katia Loutsios had been tipped off about the impending haircut of deposits by Anastasiades and got their money out of Laiki in the week leading up to the crunch Eurogroup meeting of March 15 that decided the haircut of deposits. As the Loutsios family explained in a statement issued on Sunday, if it had insider information why would it have moved half the above amount to the Bank of Cyprus and not have sent it abroad with the other €10.5 million? It is a justified question. And did anyone need to be tipped off by the President to take their money out of a bank that had been insolvent for more than a year and had taken €9.2 billion in liquidity assistance from the ECB to stay afloat? This was no secret. Last November when the then president was dragging his feet over agreeing the memorandum of understanding, the ECB threatened to withdraw liquidity assistance, which would have led to the collapse of Laiki. It was widely reported at the time that the risk of the immediate collapse of Laiki persuaded Chistofias to agree the memorandum. In short, everyone, who followed events, knew that Laiki was hanging from a thread and would have been taking a big risk in keeping money in the bank even if there was no threat of a haircut. And nobody needed insider information or tip-off from the President to realise that a haircut of deposits was a possibility at the March 15 Eurogroup meeting. The two men calling the shots at Eurogroup – Dijsselbloem and Schaeuble – consistently refused to rule out the possibility when pressed by journalists. Even the European Commission had circulated a memo, leaked to the FT, talking about a haircut. No privileged information was required for someone to conclude that keeping his or her money in a Cypriot bank was not such a good idea. But our politicians, supported by the media, have been demanding that the names of those who moved money out of Cyprus in the first half of March should be made public, as if some crime had been perpetrated. Is there some law that makes it a crime for someone to take action to protect their money? Is transferring money abroad a crime? And what about banking confidentiality which is protected by law? Yet such has been the public pressure that Mr and Mrs Loutsios issued an announcement on Tuesday night, saying that if the transaction for which they exported €10.5 million fell through, they would bring the money back, deduct the equivalent of the haircut that is decided and donate it to the Church’s fund for feeding the poor. Political intimidation always works.

Cyprus has too big a banking sector? Tell that to Luxembourg where bank assets are 22 times, yes, that’s right, 22 times the nation’s GDP. Russians are routinely killed in what is now called Londongrad. The most flagrant example of the corruption and criminality now enshrined as a state system under Putin was the agonising death in prison of a Russian lawyer Sergei Magnitsky. He was investigating the theft of $230 million by Russian tax police in a complex scam. To discourage him inquiries the tax cops had his arrested and when he refused to give up his duty as a lawyer he was so badly treated in prison he died in agony. Some $31 million of the stolen money has been traced to Cyprus but more is lodged in Swiss banks where the Swiss prosecutors have frozen accounts. The House of Commons in London unanimously voted for Magnitsky’s killers to be banned

from entering the UK in line with the Justice for Magnistky Act in America which President Obama has signed into law. But British Foreign Secretary, William Hague, refuses to implement the terms of the House of Commons resolution as the British government is terrified of speaking truth to Putin’s power in case Britain might lose any commercial benefit from Russia. The attack on depositors sent shivers down the spine of every bank in Italy, Portugal and Spain. With Chinese growth slowing Europe needs new confidence not to cast a shroud of fear over anyone who has some savings in the bank. Europe also needs to develop its new regions and build new partnerships. Here new Cypriot thinking could help. In 1974, Cyprus reached out to the international community and built a network of influence. Today can Cyprus do the same and help Europe solve some of its problems independently of the broader growth, debt and currency conundrums? ain was five years into open conflict in Northern Ireland and it took a further 25 years before Tony Blair’s peace process put an end to what all considered to be an unsolvable problem. Big concessions were made and the peace is far from perfect and the two communities are far from integrated. Can Cyprus rise above its internal political point scoring on the north and find a solution? Cyprus’s closeness to Greece ties Cyprus into many unresolved Balkan questions. Croatia had entered the EU but Serbia cannot begin accession talks until it recognises Kosovo as an independent nation state as more than 100 UN member states and most EU governments have done. Cyprus, for understandable reasons about the status of the north and some misguided solidarity with fellow orthodox Serbs, broke ranks with Europe and refused to recognise Kosovo. That policy could be reversed and would win headlines and thanks from Washington as well as EU capitals at Cyprus showing initiative and imagination on a thorny foreign policy issue. Being bold on foreign policy will not solve the nation’s financial and economic woes. But Cyprus can win friends and influence Europeans if it shows movement, flexibility and imagination on regional problems. More phony eurozone crises to come NOW THAT the crisis in Cyprus has passed, we can finally admit the obvious: The “crisis” it provoked did not deserve the attention it received. Cyprus makes up a fraction of one per cent of the European Union’s GDP. If Cyprus had drowned in a sea of Mediterranean debt, the eurozone would not have gone under with it. But what a story. The news was dominated by theatrics: a plane filled with one million euros, last-minute deals in danger of falling apart, and failed emergency meetings in Moscow. But behind that global drama, all the Cypriot political parties supported staying in the eurozone, and the German government remains committed to the sanctity of the monetary union. The sideshow is still telling. It spoke to the new reality in the eurozone: for anything to get done, it has to first generate an unnecessary crisis. There are so many moving parts to European Union bureaucracy that the only way to create action is with dire

Most sane people now understand that the eurozone is not going to fall apart, so Germany has to ring the alarm more loudly than in the past if it hopes to force change. In the absence of imminent crisis, the only way to implement deep, structural change is by harnessing the pain that market forces can inflict. The Cyprus affair proves that the European Union has parallel crisis narratives, one that’s playing out in the open, and another underlying one that gets less attention but is far more concerning. The eurozone’s existential crisis is over - whenever you hear or read or see a story claiming the euro might collapse, know that it’s 100 per cent optics. Somebody (usually Germany) is playing somebody to try to get what

it wants. But crisis, manufactured or otherwise, is still the only thing that will bring some change to the continent, and so crisis is what it will get - likely, for the next few years. Europe, meanwhile, is suffering. Not only is every faux-crisis a distraction that derails policy leaders, it’s preventing Europe from asserting itself as a collective whole. What, for example, is the European Union’s foreign policy at the moment? The French are intervening in Mali, but more or less unilaterally. The Germans are friendly to the Chinese - some estimates peg Germany’s share of China-EU trade at nearly 50 per cent - but other key EU players are wary of that budding relationship. Of the 27 EU states, 25 stand in opposition to a FrenchBritish push to provide arms to the Syrian rebels. When it comes to foreign policy, flaws inherent in the EU’s design, and distracting debt crises, often leave it unable to operate as a cohesive

diplomatic body. So what does all this mean going forward? What hope can we have for a continent and an economic zone that needs to cry wolf anytime it wants to herd the flock? If I were a European finance minister, I’d tell you that the eurozone is in existential peril, even if that wasn’t the case. That approach allows a debt crisis in the European Union’s smallest member to flare into the global spotlight. When another European “crisis” pops up - I hear Slovenia will be next (seriously!) - we’ll be thrust back into the same panic we just moved on from. Cyprus may not have been another Greece, or set any precedents for dealing with debt crises going forward. Rolling Stones unveil details of biggest tour in six years Concerts celebrate 50 years in music

The band said they would kick off their 50 and Counting tour in Los Angeles on an unspecified date and then play Oakland, California, on May 5 and seven other North American cities before performing in London’s Hyde Park on July 6. The veteran rockers, who played sell-out shows on a mini-tour of London, the United States and France last year, had already been named as headline act at Britain’s biggest musical festival, Glastonbury, on June 29 which is also a sell-out. As part of their 50th celebrations, the band last year released a greatest hits collection, a documentary, and a photographic book and then sparked rumours about more concerts with a March 29th website post saying: “5 Days & Counting”. “50 and Counting has been pretty amazing so far,” lead singer Mick Jagger said in a statement this week. “We did a few shows in London and New York last year ... and had such a good time that we thought ... let’s do some more.” The band, working with privately held tour promoter

‘Bond girl’ Queen wins Rihanna victim of ‘swatting’ honorary film award QUEEN Elizabeth was awarded one of Britain’s most prestigious entertainment honours for her support for the film and television industry. Actor and director Kenneth Branagh presented the 86year-old monarch with an honorary BAFTA award - Britain’s equivalent of Hollywood’s Oscars - for her patronage of many of the country’s entertainment organisations since coming to the throne in 1952. The Queen personally demonstrated her support for the film industry last year when she starred with actor Daniel Craig in a James Bond spoof as part of the opening ceremony for the London Olympic Games. The short sequence, seen by a worldwide television audience, showed the Queen meeting Craig at Buckingham Palace before leaving to board a helicopter. After the scene’s transmission, the Queen appeared to leap from a helicopter hovering over the event and parachute into the stadium - a role performed for her by a stunt artist. The unexpected entrance had made the Queen “the most memorable Bond girl yet”, said John Willis, chairman of the British Academy of Film and Television Arts, which made the award. Presenting the award event at her Windsor Castle residence near London, Branagh said to laughter that there were more roles on offer if the Queen was available.

RIHANNA has become the latest celebrity victim of ‘swatting’. Police were called to the 25-year-old singer’s Pacific Palisades home on Thursday after the Los Angeles Police Department received a call claiming two armed men were inside the house and someone had been shot, according to gossip website TMZ. The incident at Rihanna’s home comes just one day after more than a dozen police cars and two helicopters swarmed Diddy’s Los Angeles home after they received a hoax phone-call. Comedian and actor Steve Carell’s home was also secured as it is located next door to Diddy’s, whose real name is Sean Combs. There were similar incident at Paris Hilton’s home last week and Tom Cruise’s Beverly Hills home in January.

ROGER Ebert, who was the first film critic to win a Pulitzer Prize and became an unlikely TV star while hosting a movie review show with fellow critic Gene Siskel, died in Chicago on Thursday, two days after he disclosed his cancer had returned. “It is with a heavy heart we report that legendary film critic Roger Ebert (@ebertchicago) has passed away,” the Chicago Sun-Times, the newspaper where Ebert, 70, worked for decades, said on Twitter. “There is a hole that can’t be filled. One of the greats has left us,” the newspaper added. Ebert, who was dubbed by Forbes magazine in 2007 as the most powerful pundit in America, was one of the mostly widely read US movie critics, known for more than 40 years of insightful, sometimes sarcastic and often humorous reviews. “For a generation of Americans - and especially Chicagoans - Roger was the movies,” President Barack Obama said in a statement. “When he didn’t like a film, he was honest; when he did, he was effusive - capturing the unique power of the movies to take us somewhere magical.” Ebert’s reviews appeared in more than 200 newspapers and in 1975 he won the Pulitzer Prize for Criticism, the first film critic to do so. But his most visible role was as one of the hosts of a popular television movie review show with Gene Siskel, a reviewer from the rival Chicago Tribune. The programme began airing in the 1970s on a Chicago public television station and eventually ran nationally under various names, including Siskel & Ebert. The sometimes sparring pair later trademarked their ‘Two thumbs up!’ seal of approval for movies. After Siskel died in 1999 at age 53 due to complications from surgery for a brain tumour, Ebert teamed with critic Richard Roeper on another movie review show. He later left the programme for health reasons. Ebert lost his ability to speak and eat after surgeries for thyroid and salivary gland cancer in 2002 and 2003 and again in 2006. But it did not stop him from working. On Tuesday, Ebert had posted a blog entry saying he was taking a “leave of presence” and scaling back his work after doctors diagnosed his cancer had returned. He said it was discovered by doctors after he fractured his hip in December. “I am not going away,” he added. “My intent is to continue to write selected reviews ... What’s more, I’ll be able at last to do what I’ve always fantasized about doing: reviewing only the movies I want to review.”

Apple’s apology plays well in China WITH its rare apology, Apple Inc went from pariah to praiseworthy in the eyes of China’s state-controlled media, a lesson for other foreign firms not to underestimate the speed and power of the government press. After coming under neardaily media assault for the past two weeks and facing the threat of penalties from two Chinese government bureaus, Apple apologised to Chinese consumers this week for poor communication over its warranty policy and said it will change the terms for some of its iPhones sold in China. Greater China is Apple’s second-biggest and fastestgrowing market, with sales up almost 40 per cent to $6.8 billion in the final quarter of 2012. The Chinese newspapers that threw brickbats at Apple have since changed their tune. “The company’s apology letter has eased the situation, softening the tense relationship between Apple and the Chinese market ... Its reaction is worth respect compared with other American companies,” wrote popular tabloid the Global Times, published by Communist Party mouthpiece the People’s Daily. The Foreign Ministry praised Apple for “conscientiously” responding to consumers’ demands. “We approve of what Apple said,” spokesman Hong Lei told a daily news briefing on Tuesday. Apple was first targeted in mid-March by state broadcaster CCTV during its annual consumer day segment. Volkswagen AG, which was also criticised on the same show, plans to recall vehicles to fix a gearbox problem. “That Timothy Cook had to step up and respond from the CEO’s chair shows the importance of China and how critical it is as a market not just for Apple but for every multinational company here,” said Kent Kedl, Shanghai-based head of Greater China and North Asia for risk consultancy firm Control Risks.

Its new family of apps will let users display mobile versions of their newsfeed and messages prominently on the home screens of a wide range of devices based on Google’s Android operating system, CEO Mark Zuckerberg told reporters. “Home” software will be available for download from Google Play starting April 12. AT&T Inc has exclusive rights to sell for $100 the first phones, made by Taiwan’s HTC Corp, to come pre-installed with the software starting the same day. Apps to monitor kids’ Net use WITH smartphone and tablet users getting younger, new apps can help parents of two- to 13-year-olds monitor and control their children’s use of the Internet. A Pew Research Centre study shows that more than one-third of American teenagers own a smartphone, up from more than a fifth in 2011. For nearly half of these users, the phone is their main way of getting online, making it difficult for parents to supervise their behaviour. “When you have a smartphone, you basically have the internet in your pocket wherever you are - away from your parents’ eyes,” said Anooj Shah, a partner in Torontobased company Kytephone, which develops apps. Kytephone’s namesake app (inset) allows parents to control the apps and sites their children use and the people they receive texts and calls from. The company this week re-

leased Kytetime for 13- to 17year-olds. The new app has many of the same features as Kytephone, but does not include the ability to block calls. Earlier this month, Net Nanny, a monitoring software company, released a browser

For parents of two- to eightyear-olds, Boston-based Playrific has a free app with a locked browser that allows only content suitable for children, including educational videos, interactive games and books. Google’s five-year old Android has given the Internet search company a strong footing in a world in which consumers increasingly access the Web from mobile phones rather than from PCs. More than 750 million mobile devices featuring Android have been activated to date, according to Google, more than gadgets based on Apple Inc’s iOS, the runner-up. But Facebook’s move complicates Google’s mobile efforts, by potentially diverting smartphone users from the panoply of services from search to email that generate advertising revenue for Google. Google’s Android software, used by smartphone handset makers including Samsung, HTC and LG, is free. The open-source software allows companies to tinker with it, customize it and craft applications for the platform. F YOU have ever been in the UK and bought a Big Issue from a bedraggled soul who has then thanked you in distinctly plummy tones, leaving you wondering what series of events led him to this sorry pass, living in the cold on the streets, then this man’s story is one for you. Last week, Wilfred De’Ath, 75, who was a successful BBC producer in his twenties, now a columnist for Richard Ingrams’s Oldie magazine - and in the decades in between, a self-confessed thief and vagrant - was released without charge after being arrested in November in the fallout of the Jimmy Savile abuse scandal. He was one of 11 people arrested so far under Operation Yewtree but the Crown Prosecution Service said on March 25 that there was not enough evidence to hold him. The actress who had gone to the police, thinking she had recognised him on a Jimmy Savile documentary last October, and reported that he had groped her at a film screening (almost 50 years ago, when she was 14 and he would have been 26), later withdrew her statement. Far more fascinating than the Yewtree connection, for me, is the story of how a young man with such a promising future ahead of him came to be an “uncommon criminal” (the title of his memoir, yet to find a publisher), sleeping rough for several decades, in France and the UK, having lost his family, his job and his home. We meet in a favourite Italian restaurant of De’Ath’s, near the British Museum and the London Review of Books (office and bookshop). He was an Oxford contemporary of the editor owner, MaryKay Wilmers, and treats her bookshop as his office. I arrive 10 minutes late and my host has already ordered his food. He appears to have made an effort for his trip up to town from his Cambridge bedsit - dressed in a shirt, tie and jacket, corduroy trousers and a pair of unscuffed laceup shoes. Indeed, De’Ath would look almost respectable were it not for a gummy grin and his patchwork cap which is pulled down low so you cannot see his eyes lending him a shifty appearance. After a swift lunch, we adjourn to the basement of the LRB bookshop and start the interview. It feels a bit inconsiderate, breaching the sepulchral calm, but De’Ath keeps reassuring me it’s fine: “I’m a friend of Mary’s, don’t worry.” De’Ath was born in August 1937, the only son of a German mother and English father, whom he is named after and who was a clerk in the aviation business. Wilfred Jnr and his older sister, Erica, were raised in Elstree, Hertfordshire. He describes his childhood as schizophrenic, largely because he was brought up as a German boy - speaking better German than English - and persecuted at school for being the “Little Hun”. These problems were compounded by him being a sickly child. He describes himself

as highly strung and had a nervous breakdown when he was convinced, mistakenly, that he had failed the 11plus. I wonder whether, as a legacy of those difficult childhood years - being the “Little Hun” while England was at war with Germany - he had always felt something of an outsider? “Yes, I felt deeply alienated from English society. When I got to Oxford, I was the only boy in my year who had been to a grammar school. Everybody else was public school and nearly everyone else was homosexual,” he says, drawing out the word (he has an old-fashioned, precise way of talking), with a look of distaste on his face. He says that he has a good quote for me: “When I used to make love to these young debutante girls at Oxford

and afterwards, I used to think that the whole of the British Empire was writhing beneath me,” he says with relish, “and this was my act of revenge on the class system. Not a very nice thing to admit but that’s how I used to feel – still do, to a point.” De’Ath is often boastful, which can be tiresome and occasionally pitiful since it is obviously a form of bucking himself up. When I compare his Oldie column to Jeffrey Bernard’s legendary Low Life column, he has to say, “Yes, but of course I am a far better writer,” with no ironic twinkle. He also takes a faintly belligerent pride in his prejudices. In his December column (submitted possibly pre-arrest), he wrote: “I have led a very wicked life... I have been guilty not only of transgres-

sive behaviour but been the cause of it in others... I have been guilty of racism, sexism, anti-Semitism and homophobia.” When I ask him whether he would call himself a racist, after he has said that he wouldn’t mind shooting an Arab now and again (we were talking about Albert Camus’ anti-hero in The Outsider whom he identifies with), he says: “I don’t like people with coloured skin, no - they’ve brought terrible things to this country - Aids, guns, and all kinds of things I don’t like.”

And as for homosexuals, he seems obsessed with them. He went to Oxford after doing his national service, coped with various kneepatting, homosexual tutors, switched from theology to English, bedded lots of girls, became theatre critic for Cherwell and produced plays - all of which meant he got a rather poor degree (a third) but was well-prepared for a career in the media. In 1960, six months after coming down from Oxford, a series of felicitous opportunities led to him becoming a

He felt that the Home Service, as it was, was terribly “fuddy-duddy” and pushed to do more programmes with young people: New Names Making News, which became The Teen Scene - enter Jimmy Savile. He got Mick Jagger on the show (for a fee of £5) and interviewed John Lennon himself, for which he still gets royalties.

OF DE’ATH One of his coups was persuading Daphne du Maurier to be interviewed, by himself, for television - a first for the author. “Look it up, I am young and handsome and it is an extremely successful programme,” he says. In 1963, he had married his secretary, Erica, and had two children - Emma, who is executive producer on the Open University programme of the BBC, and has two children of her own, and Charles, an actor who lives in Liverpool, with his wife and their three daughters.

De’Ath is estranged from Emma “because she thinks I’ve lived too much of a rackety life - I don’t know the names of her children - so that is a kind of sadness in my life.” De’Ath’s marriage broke down in 1978, when he says his wife went off with her Open University tutor: “I am not very good at cherishing and she felt neglected. I was BBC correspondent for Radio 4 in San Francisco and New York; I used to be away so much – sometimes for as much as five months in a year.”

What made him go off the rails so spectacularly? “Well, when I left my home in Hampstead, everything went wrong at once,” he says. “My career collapsed and I lost my family.” A libel suit, where he wrote an article for the local paper - the Ham and High – accusing nine BBC colleagues of being “intellectual pygmies”, led to him losing his case [even though he was represented by the heavyweight Lord Goodman] and having to pay out £4,500, “which may not sound much, but it was all the money I had

- so I had nowhere to live and things just went from bad to worse”. After the marriage breakup, he took up with a schoolteacher, Sarah, and moved to the pretty village of Combe in Oxfordshire. A daughter, Katie, came along but the couple split up and the child was taken off to Switzerland to be brought up by her grandparents. Did he not have any feelings for his daughter? “No, nothing,” he says. “I feel, I’m afraid, totally indifferent about her ...” In the Eighties, De’Ath

lived quietly in Oxfordshire, “brooding about Roman Catholicism” and staying in various Benedictine monasteries. By the Nineties, he was living on the streets in France. How destitute were you? “Totally, at some points,” he says. “I always remember spending the whole of Christmas at the train station in Limoges, sleeping on the floor.” What kept you going? Drink? “No, no, I don’t drink heavily at all,” he says. “Interest in other people, mainly. The French didn’t understand what this Englishman was doing with them but they couldn’t have been kinder. My fellow vagabonds would buy me coffees and food, and if I wanted a room in a refuge [foyers, in French, which he writes about in The Oldie], I could always get one.” But how did your family feel

knowing that you were living in this way? “I suppose my children must have been upset.” You surely asked yourself, ‘How the hell have I ended up here?’ “Occasionally I did but I had this absolute determination to get through it,” he says. “It was almost like a dream. I would tell myself, ‘This is a dream’.” He had several spells in prison in the Nineties but since his last stint in a prison ship in 1998, De’Ath restricts his thieving to “stealing newspapers or a glass of orange juice, very small things”. His first attempt at stealing was at school, a piece of graph paper: “I did it because I wanted to see if I could get away with it. As Truman Capote said, successful theft is exhilarating and I steal for the same reasons now. But I’m better than I was.” Nowadays, he leads an orderly life, getting up early to swim and go to church, staying the night in an expensive hotel when he can: “It’s only 24 hours but it gives me a little lift from my rather drab surroundings in Cambridge. The only difference is that now I pay the bill.” When I ask him, finally, for his verdict on his life so far, he says: “The only thing I regret is having hurt people - and I’ve been hurt, too. I had my heart broken at Oxford and then in my marriage, and the separation from my children. “But my answer to how I got through all this, which is the secret to old age, is to live very intensely in the present. Because if you live in the past, as Freud said, it’s a recipe for neurosis. And as for the future? Who knows?”

Dragon boats to the starting line!

What do you get when you take 16 people, give them a set of paddles and a drummer, and put them in a 40-foot canoe to race against a number of other, similarly-equipped teams? Well, only one of the most impressive of water-based sports - the International Limassol Dragon Boat Festival held at Yeremasoyia Dam. The annual Dragon Boat challenge is becoming a regular feature on the Limassol calendar and returns for its sixth year in 2013 on April 14. Organised by the Cyprus Dragon Boat Association, the unique event attracts people from all walks of life and backgrounds as well as varying degrees of age and fitness and is an enjoyable social day for people who enjoy a bit of a challenge. For over 2,000 years, crews have raced these dragon boats, so named because they feature the head and tail of a dragon which is regarded by the Chinese as having power over the waters. Dragon boat racing owes its origin to the suicide of a third-century BC poet, Qu Yuan, considered a national hero. He was said to have drowned himself in the Mi Lo River in protest over government corruption. Legend has it villagers attempted to recover Yuan’s body, beating drums and throwing dumplings into the sea to prevent the fish from consuming

The problem is, he has instead been using the money to support himself as a struggling writer. Quickly, he enlists the help of his secretary to be his nurse and roommate Jimmy to round up his actor friends to be patients. Complications arise when Jimmy decides that he is such a good actor that he can impersonate all the patients with the help of a trunk of costumes and some bad dialects. Playing Doctor is by far the zaniest farce from this pair of accomplished comedy writers, hailed by the New York Times as “the masters of modern farce”. The duo’s plays have kept audiences amused by the multi-faceted plots and trails of gags for almost 30 years and hopefully this latest Greek adaptation will be no exception, leaving audiences wanting more and in stitches. Two for the Road (Novacinema2, 18.05) In these troubled times, take solace in Audrey Hepburn - the most charming, most elegant creature in the history of everything, though the Audrey in this chic 60s classic isn’t the wide-eyed, ‘Moon River’-singing Audrey in Charade or Breakfast at Tiffany’s. She’s a little older, and a bit more jaded - unsurprisingly, since she’s been married for 12 years. Albert Finney is the lucky man in question though he doesn’t seem to realise how lucky he is, bickering and quarrelling with Audrey (with Audrey!) as they look back over their courtship, up-and-down marriage and steadily deteriorating relationship. A civilised comedy, despite the plot, with

some tricky Time-shuffling, lots of 60s cars - much of it takes place on the road - Carnaby Street fashions and smart, brittle dialogue. Hepburn: “You just want me to become a beautiful memory, the sooner the better”. Finney: “Who said anything about ‘beautiful’?”. Leave Audrey alone, you big brute! Made in 1967.

found abandoned (and adopted) by Diane, later lost by husband Kevin, but still - a film about a married couple looking for their lost dog was never going to set the box-office on fire, even if the pooch represents the Hidden Issues in their marriage or whatever. Also on hand are Kevin’s sister (Dianne Wiest, another Oscar winner), her new beau, plus the family maid who’s apparently psychic and claims she can ‘see’ the missing mutt in a shady place surrounded by trees. “It is depressing to reflect on the wealth of talent that conspired to make this inert and listless movie,” scoffed Roger Ebert - but I reckon any opportunity to see Diane Keaton and Kevin Kline should be taken, however reluctantly. The dog isn’t bad either. Made in 2012.

Sport Hamilton can win the F1 title with Mercedes, says Stewart ‘Lewis will drive the living daylights out of the car’ LEWIS Hamilton and Mercedes have a car which is capable of challenging for race wins and the world championship, according to Sir Jackie Stewart. ON-FIELD uncertainty over Steven Finn’s habit of hitting the non-striker’s stumps during his delivery stride will soon be over after the International Cricket Council announced it will be considered a no-ball from the end of the month. The rule will enter the playing conditions for all three formats of the game and, while it will apply universally, the frequency with which Finn has disturbed the bails in the past year is a clear motivation. The issue first came to light in England’s home series against South Africa, with Proteas skipper Graeme Smith highlighting it as a distraction. During the series Smith was reprieved having seemingly fallen to Finn when dead-ball was called due to the disturbance at the non-striker’s end. Finn has worked hard to remove the quirk but again saw an important wicket chalked off when bowling to Suresh Raina in January’s ODI series in India. Speaking after that match captain

Alastair Cook said there was “a little bit of confusion” in his side as to whether or not Finn would first receive a warning before being a dead-ball call. There will be no such confusion from April 30, after which all such incidences will be deemed no-balls. ICC general manager of cricket Geoff Allardice admitted the existing playing conditions were not workable and credited the MCC with taking the initiative on new steps. “The recent interpretation used in international matches to call ‘dead ball’ when a bowler breaks the wicket during a delivery has not adequately dealt with this situation,” he said. “The Marylebone Cricket Club (MCC) recently decided to address this issue by introducing a new ‘No ball’ Law from 1 October 2013.” The timing of the decision means both the Champions Trophy and Ashes series will now be played under the revised conditions.

Armstrong ineligible for event LANCE Armstrong has abandoned his plans to return to competitive sport this weekend after swimming’s world governing body objected to his participation in an event in his home town of Austin. The disgraced American cyclist, who was stripped of his seven Tour de France titles after being part of a doping scandal, had been entered for the US Masters South Central Zone Swimming Championships, which takes place at the University of Texas. The event is hosted by the university’s Longhorn Aquatics club, whose director Ann Nellis told Press Association Sport: “Longhorn Aquatics and the Jamail Texas Swimming Centre are hosting the US Masters South Central Zone Championships. “Lance Armstrong, a member of the West Hills Athletic Club, registered to participate in that event and was accepted in accordance with US Masters Swimming policy. “Today we were notified that Mr Armstrong will not be competing, following a request from the International Swimming Federation (FINA) to the US Masters Swimming organisation that his entry not be accepted.” Although he is banned for life from all competitions that adhere to either the US Anti-Doping Agency (USADA) or World Anti-Doping Agency (WADA) codes, it was thought the low-profile US Masters Swimming event fell outside those restrictions. The Argentina forward damaged a hamstring in Tuesday’s 2-2 Champions League draw at Paris St Germain and has been ruled out of the clash at the Camp Nou when Barca will seek to protect their 13-point lead over second-placed Real Madrid. Messi’s importance to the Catalan giants extends beyond his goal-scoring exploits. As well as netting 43 of Barca’s 90 goals in La Liga and eight of 17 in the Champions League this season, he has provided a total of 13 assists in the two competitions, second only to Andres Iniesta, who has one more. The last time Barca lost Messi to injury was in November 2009 when he was out for a week and missed a Champions League Group F game at home to Inter Milan which Barca won 2-0. It is still unclear how long he will be sidelined this time and Barca have not ruled

him out of Wednesday’s return leg against PSG. Fullback Daniel Alves, who provided the exquisite pass that sent Messi clear to score on Tuesday, said the Argentine’s absence was a chance for other players in the squad to step up. “The fact that we don’t have him is an incentive to prove to everyone that we have enough quality to compete without him and show that we can do it just as well as when he’s here,” Alves told a news conference on Wednesday. RICCARDO Montolivo’s return to his former club Fiorentina will add extra spice to their encounter with AC Milan tomorrow in a potentially decisive match for the Viola’s Champions League qualification hopes. Italy midfielder Montolivo spent seven seasons at Fiorentina, captaining the side, before joining Milan at the start of this term. Seen as a player who has never quite lived up to his early promise, the 28-yearold intially found the going tough as Milan’s rebuilt team floundered, but he has become a driving force at his new club. “I didn’t realise he was so good, he can become the leader of this team for many years,” team-mate Massimo Ambrosini told Milan’s website. It remains to be seen what sort of reception he will get as he returns to his old club for the first time since his move last May. “In life and in professions, relationships can break down and not always in an

understandable and painless way for everyone,” Montolivo wrote in an open letter to Fiorentina supporters after leaving the club. “Although some see me as an enemy, I can only wish joy and satisfaction to Fiorentina, Florence, to my former comrades and all the people who work every day in the club with passion and dedication.” Fiorentina’s revival, in their first season under coach Vicenzo Montella, has been one of the season’s high points, and has included a 3-1 win away to Milan and a 4-1 thrashing of Inter Milan at home. However, they could ultimately pay for some disappointing performances, such as a home defeat to bottom club Pescara and last week’s 2-1 loss at Cagliari. A STRING of injuries is making life hard for Schalke, who travel to Werder Bremen this afternoon in their quest to secure at least a Champions League qualifying spot for next season. With Bayern Munich preparing to celebrate their 23rd German league title against Eintracht Frankfurt, Schalke, who reached the Champions League knockout stage this season, are desperate for a top-four finish. The Gelsenkirchen club have recovered from their implosion midway through the campaign and their win against Hoffenheim last Saturday lifted them back to the fourth place that leads to the qualifying rounds of the Champions League. With several key players injured going into the last seven games of the season, however, they have got their work cut out. Central defender Kyriakos Papadopoulos underwent another minor operation on his injured knee, delaying further his return to action, and striker Chinedu Obasi also remains on the injury list. Defenders Christoph Metzelder and Benedikt Hoewedes missed some training this week with minor problems as did midfielder Jermaine Jones, who is nursing an ankle cut while on international duty. Fellow strikers Ibrahim Afellay and Klaas-Jan Huntelaar, recovering from injuries, are also still doubtful for the rest of the season. “We know that there are seven finals coming our way,” said midfielder Marco Hoeger. “We have to get as many points out of them as possible. “We stayed patient at Hoffenheim and then solved that problem. THREE Lebanese football officials accused of receiving sexual bribes in return for fixing a match in Singapore had their bail hearing postponed by a judge in the city state yesterday. In the hearing, the prosecution said they opposed bail for FIFA-recognised referee Ali Sabbagh and assistant Abdallah Taleb, arguing they were involved in what ‘appears to be a syndicated operation.’ Assistant referee Ali Eid did not appear in court after he suffered an ‘episode’ in detention. The official is currently under observation in a Singapore hospital and is expected to appear in court on Monday or Tuesday. The bail hearing for all three was re-scheduled for April 10, when their lawyer can request bail or enter a plea on their behalf. The judge ordered the trio to stay in separate cells. Their lawyer, who was appointed by the Lebanese Football Association on Thursday, had not met his clients prior to yesterday’s hearing. He was accompanied in court by Leba-
