EARS of omissions and delays have forced the government to submit provisional immovable property tax legislation (IPT) in a bid to meet immediate bailout conditions, but which will have to be amended by the end of June to make it fairer, spokesman Christos Stylianides said yesterday. The spokesman said authorities lacked sufficient data to prepare a comprehensive proposal but at the same time the bill had to be approved in the next few days for Cyprus to be eligible for the muchneeded first tranche of a €10 billion bailout at the beginning of May. “Unfortunately, past omissions and shortcomings have resulted in insufficient data,” Stylianides said, adding that the government could not accept the current distortions in the system. Cyprus has until now taxed properties according to their 1980s values while many properties have not even been registered. “There are whole areas in Limassol, Nicosia, and Larnaca, where houses worth millions of euros are built, which do not have a building permit at the moment and are considered plots and fields,” Stylianides said. This means any law

passed under current circumstance would be unfairly distributed among registered home owners. The administration was asking for more time, pledging to have a fairer final proposal before parliament by the end of June. “We must send a bill to parliament … because we all know that we need the disbursement of the first tranche. “We expect the approval of this proposal being fully aware there will be a much better and much fairer IPT by June,” Stylianides said. The finalised IPT was expected to be paid by property owners towards the end of September. Stylianides said the state would use information and data held by local authorities, the land registry and even the VAT service. The finance and interior ministries judged that they could not collect all the data in such a short time, he said. “We are asking for this small extension because we saw that the data is distorted and insufficient,” Stylianides said. The bill aims to raise €75 million on top of the €30 million collected from the IPT in 2012. Stylianides said the final bill provided for €125 million in revenues from IPT – €75 million plus €30 million plus a ‘cushion’ included because “not everyone will

Human extinction warning from Oxford University WHAT are the greatest global threats to humanity? Are we on the verge of our own unexpected extinction? An international team of scientists, mathematicians and philosophers at Oxford University’s Future of Humanity Institute is investigating the biggest dangers. And they argue in a research paper, Existential Risk as a Global Priority, that international policymakers must pay serious attention to the reality of speciesobliterating risks. According to the BBC, the Swedish-born director of the institute, Nick Bostrom, says the stakes couldn’t be higher. If we get it wrong, this could be humanity’s final century.

So what are the greatest dangers? First the good news. Pandemics and natural disasters might cause colossal and catastrophic loss of life, but Dr Bostrom believes humanity would be likely to survive. This is because as a species we’ve already outlasted many thousands of years of disease, famine, flood, predators, persecution, earthquakes and environmental change. So the odds remain in our favour. And in the time frame of a century, he says the risk of extinction from asteroid impacts and super-volcanic eruptions remains “extremely small”. Even the unprecedented self-inflicted

losses in the 20th Century in two world wars, and the Spanish flu epidemic, failed to halt the upward rise in the global human population. Nuclear war might cause appalling destruction, but enough individuals could survive to allow the species to continue. If that’s the feelgood reassurance out of the way, what should we really be worrying about? Dr Bostrom believes we’ve entered a new kind of technological era with the capacity to threaten our future as never before. These are “threats we have no track record of surviving”.

Home CYPRUS TODAY School brawl POLICE are investigating a fight between roughly 30 youths in a school yard in Limassol which took place in the early hours of yesterday. According to a police spokesman, members of the force arrived at the school in Polemidia after being tipped off at 11.45pm on Tuesday, as troublemakers fled the scene. Police later searched Limassol General Hospital where they found two 19year-olds who had suffered severe head injuries. Due to the severity of their injuries the two young men were moved to Nicosia General Hospital. Police are looking into the incident amid rumours the fight was scheduled for midnight after three unknown young men had visited the school in Polemidia earlier in the day and had been attacked by students from the school.

Man burns to death in truck fire

Drugs arrest FAMAGUSTA District Court remanded a 19-yearold soldier from Xylofagou for three days yesterday for allegedly growing cannabis. The soldier who is currently serving in Avgorou was being questioned by members of the drug squad after they found six cannabis plants being grown outside the Avgorou National Guard army post. The drug squad had initially received reports that soldiers had been growing the plants, which were seven centimetres in height, in plastic pots just outside the post. The 19year-old was arrested after he showed up to allegedly water the plants. “The case will be investigated fully,” a statement from the drug squad said.

Car fire A CAR valued at around €15,000 was completely destroyed by a fire at around 4am yesterday in Lakatamia, police said. The cause of the fire has yet to be ascertained and police are investigating all possibilities.

A 66-YEAR-old man burnt to death yesterday while his son, 44, was in critical condition after the truck they were in was engulfed in flames on a rural road in Nicosia. Gavril Yerolemou died at around 1.30pm when the truck driven by his son, Yerolemos, was engulfed in flames while on the Nicosia to Palehori road near the Ergates industrial estate. The fire started in the engine and spread quickly to the bales of hay the pair were carrying in the truck. Yerolemos managed to get out of the vehicle but his father remained trapped inside. Eyewitnesses spoke of the injured son’s desperate effort to save his burning father. He was trying to save him, shouting “my dad, my dad,” said a driver who had stopped to offer help with a small extinguisher. “When I got close it was no longer possible. We shouted to him to get back to save himself if nothing else. His father burnt inside. We did whatever we could,” the driver said. Yerolemos was rushed to Nicosia general hospital in critical condition. He was placed on a ventilator and is being treated for burns. Eyewitness Makarios Christodoulou also tried to help. I tried to do whatever I could to help but it was in vain. “I couldn’t do anything,” he told reporters. The fire was put out by the fire service while experts later inspected the destroyed truck in search of the cause of the blaze.

Home Former leukaemia sufferer pleads for help for sick boy

Push to boost tourism from the Netherlands By Peter Stevenson OFFICIALs from the Cyprus Tourism Organisation (CTO) met with the heads of the Dutch Association of Travel Agents along with journalists from the country’s three biggest newspapers yesterday in an attempt to attract tourists from Holland. Speaking after the meeting, head of the CTO Alecos Oroundiotis said that the meeting took place as the organisation is making attempts to reverse the negative image the island is suffering from in light of recent economic developments. He added that both sides took part in a very constructive meeting regarding the arrival of Dutch tourists and promoting Cyprus in the Dutch tourist market. “We were assured by everyone that they found Cyprus a very attractive destination that should not be envious of any other tourist destination as our Dutch colleagues have not found any problems here,” he said. Oroundiotis added that an agreement had been put in place with the head of the Dutch Association of Travel Agents, Frank Oostdam, to hold their next conference in Cyprus. “This indicates once more the trust shown to Cyprus by Dutch travel agents and we are sure this support will continue in the future,” Oroundiotis said. “The Dutch market is one of the best in central Europe,” he added. In 2011, 45,000 tourists came to Cyprus from Holland according to Oroundiotis who added that 2012 was not a great year regarding Dutch tourism, with arrivals being limited to just 35,000. “The Dutch market has plenty of potential and we hope to surpass in the future the amount of tourists from Holland that we have had in the past,” he said. Asked whether any incentives would be given to travel agents working abroad to attract tourism to the island, the head of the CTO said that efforts were being made, although unfortunately the organisation was working with a lower budget in 2013. “Of course this affects all of our efforts but we will do our best to reverse the situation,” he said. Oostdam told reporters that a very interesting discussion had taken place with officials

from the CTO. He revealed that the number of tourists from Holland had decreased by 25 per cent in comparison to previous years and said that it was in everyone’s interests to find a way to attract Dutch tourists to the island. “I believe the Cyprus government needs to give funding to promote the island as a tourist destination in Holland and in that way help Dutch travel agents,” he said. He expressed the Association’s support towards the Cypriot people and gave assurances that an increase in Dutch tourists to the island would benefit both the Association and Cyprus. “I am sure the situation will improve,” he concluded. Senior executives from international leisure travel group TUI Travel PLC, will be in Cyprus today to meet with government officials and representatives from the tourism industry. They will be headed by deputy chief executive, Johan Lundgren. According to a TUI statement, the aim of the group’s visit is to reaffirm their trust in the island’s tourism industry and the wider business environment after recent events. They will be present at an official dinner this evening hosted by the government in the presence of Commerce and Industry Minister, Giorgos Lakkotrypis and other officials from the tourism industry. “Despite recent developments in the economy, Cyprus remains a very attractive tourist destination that has all manner of high quality services that any visitor might require,” Lundgren said. “Tourism can be a powerful weapon against the recession and can also spearhead the effort to restart the country’s economy,” he added. TUI is one of the leading tourism organisations in the world and has 141 aircraft and 1,800 retail stores across Europe. TUI’s customers spend around €120 million annually in Cyprus, with the average expenditure per tourist coming to about €65 per day. Through its programmes, TUI Travel brings more than 365,000 tourists during the summer season and 81,000 tourists in winter to the island. It cooperates with 65 tourism companies in Cyprus, which include more than 300 hotels.

THE DEFENCE ministry is calling on people to step up their efforts to give blood so that a viable bone marrow donor can be found for five-yearold leukaemia sufferer George Philippides from Paphos. Vassos Vassiliou, whose son Andreas, also suffered from leukaemia in 2000 but was cured after a donor was found, took the initiative along with the defence ministry to have his son speak to the press yesterday. “It is our chance to show that despite the current financial crisis we can stand on our feet and help little George,” Andreas Vassiliou said. “When I heard about the case I was moved to make a plea to the public because I know what he is going through.” Defence Minister, Fotis Fotiou called on people to act now to help save the little boy, and hailed Andreas for currently serving in the army when he could have asked for an exemption. People who want to donate blood to be tested must be 18 to 45 years old. ESM grants stability support to the island Dijsselbloem: member states showing solidarity with Cyprus By Stefanos Evripidou CYPRUS IS on track to get €3 billion by the end of June after the Board of Governors of the European Stability Mechanism (ESM) yesterday decided to show “solidarity” and grant, in principle, financial assistance to the troubled island. Following the Eurogroup’s decisions taken on March 25, 2013, Cyprus will receive assistance of up to €10 billion over the next three years. Repayment of the loan will begin in ten years time and have a maximum maturity of 20 years and an average of 15 years while the interest paid will be calculated based on the funding costs of the ESM, likely to be between 2 and 3 per cent. The ESM is expected to provide approximately €9 billion, subject to approval by its Board of Directors, and the International Monetary Fund (IMF) is to contribute around €1 billion, subject to approval by its Executive Board. “By providing loans of up to €9 billion the euro area member states are showing solidarity with Cyprus,” Jeroen Dijsselbloem, Chairman of the ESM’s Board of Governors and Eurogroup President said. “The implementation of the conditions attached to the assistance should ensure that Cyprus can build its economy on a sustainable basis,” he said. Klaus Regling, the ESM’s Managing Director, said: “This is the first fully fledged macro-economic

adjustment programme financed by the ESM.” So far the ESM has financed the programme for financial sector reform in Spain to the tune of €41 billion. The ESM was set up last October to preserve the financial stability of Europe’s single currency by providing direct financial assistance to euro area Member States in difficulty. It was preceded by the European Financial Stability Facility (EFSF) and the European Financial Stabilisation Mechanism (EFSM). The EFSF and EFSM continue to handle money disbursements and programme monitoring of previously approved bailout loans to Ireland, Portugal and Greece. Greece alone has secured around €200 billion in bailout funds so far from the two previous instruments. Cyprus is not only the first fully fledged macro-economic bailout financed by the ESM, it is also the first country forced to contribute to its rescue package with a “bail-in” by uninsured depositors of the island’s two biggest banks. A further estimated €3 billion will come from privatisations, state gold sale and fiscal adjustments. While the ESM’s mandate includes providing loans to eurozone countries in financial difficulties or to finance the recapitalisations of banks, in Cyprus’ case, no portion of the €10 billion can be used to recapitalise the Bank of Cyprus or Laiki whose losses are considered too big to be covered by the EU. Instead, €3.4 billion of the funds will be used to cover Cyprus’ fiscal needs, €4.1

billion to redeem its medium and longterm debt, and €2.5 billion for the recapitalisation of banks apart from Bank of Cyprus and Laiki. Despite containing buffers for possible upward adjustments, the above figures regarding the state’s fiscal needs and banks’ recapitalisation needs are merely estimates. The true figures will depend to a large extent on how many depositors try to take their money out of Cypriot banks once capital controls are lifted and the impact of the crisis on state revenue and expenditure. The first disbursement of ESM financial assistance to Cyprus, around €2 billion, is expected in mid-May 2013, to pay maturing government debt while a further €1 billion will come before the end of June. Each tranche will be disbursed roughly every quarter after that. The ESM can tweak the size of each tranche disbursed based on the current needs of Cyprus at each stage and its adherence to pledged reforms. The country will be subject to quarterly reviews of its needs and implementation of an extensive programme of policy reforms including restoring the soundness of the Cypriot banking sector, continuing the process of fiscal consolidation, and implementing structural reforms to foster competitiveness and sustainable growth. Cyprus is expected to receive around half of the full bailout money within 2013. The aim is for Cyprus to return to international markets for loans after the three-year programme ends in 2016.

CBC says urgent need for interest rate reduction Governor meets with financial institutions for a drop in rates effective as of May 1 By George Psyllides THE CENTRAL Bank (CBC) is trying to create conditions under which banks could reduce their interest rates on deposits, which could eventually lead to a cut in borrowing rates, the regulator said yesterday. “The CBC recognises that under the current circumstances ‌ there is an urgent need for a reduction in deposit rates, which in turn will lead to lower borrowing rates,â€? CBC spokeswoman Aliki Stylianou said. The CBC has proposed that a lender would have to keep additional equity when its rate on deposits exceeds Euribor (Euro Interbank Offered Rate) plus 300 basis points. Stylianou said banks pass the cost of high deposit rates onto borrowing rates with negative effects. It causes an increase in non-performing loans, which then affects the lenders’ capital, Stylianou said. The scheme will apply to deposits made or renewed from May 1 onwards. Hellenic Bank struck a note of caution over the CBC’s proposal, which had been based on a similar scheme implemented in Portugal. Marios Clerides, Hellenic’s director of risk management, said the two countries had dif-

ferent conditions. “Portugal does not have restrictions on the export and import of capital,â€? Clerides said. The executive, whose bank was downgraded by Fitch ratings agency because of the capital controls, said they must be lifted soon. “We also feel they must be lifted because they hurt us as an organisation without being to blame,â€? Clerides said. Fitch said it downgraded Hellenic’s longand short-term Issuer Default Ratings (IDRs) to ‘Restricted Default’ from ‘B’ and removed them from Rating Watch Negative on prolongation of capital controls, which included deposit withdrawal restrictions set by the Cypriot banking regulator. Clerides said a number of restrictions ought to be lifted to see how the system responded. Depending on that, the remaining controls should be lifted as soon as possible, he added. “What’s dangerous is to lift restrictions and then reinstate them. You need to do it right,â€? he said. Nicolaou sworn in to inquiry panel FORMER Ombudswoman Iliana Nicolaou was sworn in yesterday at the Presidential Palace, before President Nicos Anastasiades, replacing Panayiotis Kallis on the committee of inquiry into the economy, after he resigned on Tuesday. In a letter to the president and the justice minister, Kallis said he felt obliged to step down citing a possible conict of interest with his sons’ law practice. In the letter, Kallis explained that he could not in good conscience continue his work as his sons’ law ďŹ rm has taken on clients challenging the ‘haircut’ on deposits at Laiki and Bank of Cyprus. Speaking to Nicolaou, Anastasiades said, “I would like to thank you for your willingness to participate in the committee of inquiry which has been set up to investigate the acts or omissions of persons who were authorised to manage Cyprus’ economy or its banking systemâ€?. The president went on to clarify that the government neither intended nor aimed at “punishing political lifeâ€?. Through investigating the circumstances that led to the island’s “economic tragedyâ€?, Anastasiades added that noone was immune from scrutiny. He said that any possible criminal liabilities were the responsibility of an independent judiciary panel and not the government. “The government has

The voice of diversity New radio station aims to give everyone a chance to speak out By Maria Gregoriou CYPRUS’ first multilingual community radio station, MYCYradio was launched yesterday to provide a platform for cultural and linguistic diversity on the island. The radio station has been established by the Cyprus Community Media Centre (CCMC) and is supported by the European Commission Representation in Cyprus. The station’s studio is located in the buffer zone in Nicosia, in the CCMC building where individuals who are interested in participating will receive training and broadcasting time. Radio is still the most dynamic medium within the community media sector, with over 2,000 community radio stations across Europe. It is for this reason that radio has been chosen to represent the different communities in Cyprus. “Cyprus has many communities. Not just the long-established, historic communities but also newer communities of people who have come to the island seeking work, education or, indeed, a peaceful retirement. And not just communities defined alongside ethnic, religious and linguistic lines but also communities made up of people of different backgrounds who are bound together by shared concerns

MYCYradio has been established by the Cyprus Community Media Centre or interests,” Georgios Markopouliotis, head of the European Commission Representation in Cyprus said during the launch event. The project is guided by a charter, which is a set of principles and guidelines based on the shared EU values of respect, diversity and active citizenship. “Community organisations and their representatives who are interested in broadcasting on MYCYradio will need to subscribe to this charter. Once they do so, access to air time, or more precisely, to bandwidth on the internet, is free of charge and equal for all”, Markopouliotis added. “We are very excited about the launch of MYCYradio, a project that we have been working on for a long time and are pleased to be working with the European Com-

mission Representation in Cyprus, who have been supporting the development of community media in Cyprus since November 2011,” said Larry Fergeson, the station manager of MYCYradio and project manager of CCMC. “CCMC works to empower community groups with the tools to communicate their message to a wider audience and we believe MYCYradio, through its media skills training and dedicated production support, as well as access to a state-of-the-art production studio, will promote the benefits of community-based media by giving people the skills to be an example of best practice,” Fergeson added. The radio station has funding for one year. This funding was raised following an open competitive tender launched

by CCMC. “We will monitor how the radio station will perform during this year and if more funding is required, it will be considered,” Markopouliotis said. When asked why someone should listen to this radio station and not another one Fergeson said “the radio station is aimed at communities that are not so much out in the open so when they hear their language on the radio, it will grab their attention and a momentum will be created. This may attract them to present a programme themselves.” The project was approved in late December of 2012. CCMC has used these four past months to research how the radio station could best be set-up. The community radio station is open to individuals, organisations and com-

munities in Cyprus who want to have their voice heard and who want to broadcast their own programmes online. It will initially begin with five presenters who responded to an announcement on the CCMC website. As of Monday April 29, the radio station will be broadcasting a scheduled programme in a number of languages. These include English, Greek, Turkish, Farsi, Arabic, Swahili, Tamil and Sinhalese. Music shows and community news will also be broadcast. MYCYradio is accepting applications for programmes on an ongoing basis. Downer meets Eroglu to prepare ground for new talks UN SPECIAL Adviser Alexander Downer yesterday called on all sides to take into account the huge economic difficulties facing the Greek Cypriots at this point. Speaking after meeting with Turkish Cypriot leader Dervis Eroglu yesterday, Downer said everyone wants to get peace talks started again but that one cannot ignore the very difficult times facing Cyprus as a result of the Eurogroup decision last month. He noted the increase in unemployment and deteriorating living conditions, adding that the UN would not be acting humanely if it did not express its sympathy and concern to the Greek Cypriots at this point. Downer met President Nicos Anastasiades on Tuesday and plans to visit Athens, Istanbul and Ankara in the coming days before returning to Cyprus on Tuesday to meet again with Eroglu and Anastasiades. The UN diplomat said a meeting with the two leaders is likely to take place next month. According to press reports, the UN is trying to host an informal dinner between the two. It will be the first meeting of Anastasiades and Eroglu since the former replaced Demetris Christofias as president last month. With the Cypriot economy tanking and its future sustainability in the balance, it remains to be seen when the UN will be able to resume peace talks which Eroglu pulled out of last June, citing Cyprus’ six-month EU presidency.

Turkish Cypriot teen left alone after Turkish father thrown out By Stefanos Evripidou A 17-year-old school pupil has been left to fend for himself after his father was deported from Cyprus following nine years living in the country. Turkish national Sabahattin Sakizci, 45, was arrested and deported two weeks ago on the grounds that he was illegally resident on the island, despite living here since 2004. He came to Cyprus in 2004 with his Turkish Cypriot wife, Meryem Sakizci, 43 and their son. Taking advantage of the government’s decision to fund Turkish Cypriots’ education so long as they live in the government-controlled areas, the family moved to Nicosia and enrolled their son at a private primary school in the capital for three years. When of age, the son continued his secondary education at a different private school in the capital. However, given his parentage being mixed, half Turkish, half Turkish Cypriot, Sakizci said his son became the target of taunts from other Turkish Cypriot pupils there. The family tried to move him to a public school in Turkey but the school would not recognise his edu-

cation in Cyprus and tried to move him down two classes. Instead, after the summer, the family re-enrolled him in the same private school in Nicosia. The taunts continued, said Sakizci, so the parents decided to enrol him the following year in a private school in Turkey. The son spent one year in Turkey but was not happy there. So, he returned to Cyprus where the parents enrolled him in another private school in the capital, one of the most expensive in the country, where he resumed his education.

LIVING ALONE He is now in his third year there, and needs one more year to graduate. The problem is he is currently living alone in a flat in central Nicosia, preparing for exams. According to Sakizci, his mother Meryem has a job in Turkey as an associate professor at a university. Effectively, she never lived with the father and son permanently, only spending summer holidays and other breaks with the family. The father, meanwhile, works in the north as a sales manager. In essence, neither parent is contributing direct

taxes to the state, a factor which may have influenced the authorities’ decision to deny him temporary residence here. Sakizci has applied for a temporary residence permit three times. The first two times, he secured a ‘pink’ slip from the migration authorities but on his third application, he received no reply. According to the 45-year-old, he spent five to six years waiting for a reply. Every time he went to migration asking about his application, he was told, “Your case is under examination”. He believes the authorities delayed responding because he told them he planned to apply for citizenship after getting a third pink slip. Last month, while he was at work, police visited his flat where his son was staying. When he tried to cross over in the evening, police told him he was on the stop list because he didn’t have a pink slip. Officially, he hasn’t had one in years. Sakizci was able to cross anyway and talk with immigration police who removed him from the stop list. “I have to be there in the mornings for my son and in the evenings after work, I stay with him,” he said. On April 5, a Friday, he received a

letter saying he was illegally resident on the island and had to leave. The following Monday he went to the migration department where he spoke to an official who said they would find a solution. As he was driving away, he said he felt anxious about the situation and turned back to talk again with someone at the department.

ARRESTED This time, a policeman spotted him and arrested him. He was handcuffed and taken to Block 10 at the Nicosia Prisons. Sakizci was told he would have to wait a week until his deportation could be arranged. Instead, he found the money and bought a ticket to Athens himself. From there, he went to Turkey and has since returned to the occupied areas. Now, he sleeps at his workplace, north of the buffer zone, while his son is alone in the flat. “I don’t want to make a political issue out of it, I just want to go see my son,” he told the Cyprus Mail. “I have no problems with Cypriot people. They have been great with me. It’s just migration that is causing problems,” he added.

Migration department head Anny Shakallis said yesterday Sakizci was deported because he was deemed to be living here illegally. His pink slip application was rejected because it did not fulfill the necessary criteria. Asked to clarify, she said a third country national who is a family member of a Cypriot national needs to be living with the Cypriot national to be eligible for a residence permit. “His wife does not live anywhere on the island,” said Shakallis. Also, he has to present evidence of adequate financial resources. It doesn’t matter where these resources come from as long as he can prove he has access to the funds through a Cypriot-based bank, ie, in the government-controlled areas. Asked about the teenager living alone, the migration head said the teenager is a Cypriot national and can stay where he likes. Without professing direct knowledge of the case, she said: “He is of a certain age where it must have been considered OK for him to stay here without his parents. The son will be referred to the welfare services, if this has not already happened, so they can keep a check on his living conditions.”

Organic veggie gardens planned for 100 schools Children learn eco-lessons and grow food at the same time By Maria Gregoriou ORGANIC vegetable gardens are to be grown in 100 schools islandwide to get students involved in the process of nurturing crops and to teach them to be more environmentally friendly. Premier Shukuroglou Cyprus Ltd, a company that offers products and services in the fields of crop protection, animal health, public health and industrial chemicals, will donate the compost and instructions on how the organic plants should be grown. Solomou Nurseries Ltd, a garden centre and landscaping service, will donate the plants. Two vegetable gardens have already been created in the elementary and secondary schools in Yeri. Lettuce, onions, parsley and other vegetables were planted about two months ago. Other vegetable gardens will be planted in schools that want to take part in the programme. Once the crops are ready, the students can take some vegetables home. “Students will soon have the ability to come into daily contact with nature and learn how to grow their own organic vegetables,” said a statement. During an event to officially inaugurate the programme yesterday in Geri, Education Minister Kyriacos Kenevezos said: “The vegetable gardens can help children learn key concepts and help them strengthen their connection with nature. Students can also become familiar with a scientific way of thinking through monitoring, investigating and interpreting various biological phenomena.” Kenevezos complimented the school on its good work and said the efforts that had gone into creating the garden provided a very good example to other schools. “The vegetable gardens do not only teach the children how to grow crops but it also teaches them to add vegetables to their diet and therefore to lead a healthier lifestyle,” said Ioanna Panayiotou, Environment Commissioner and Green Party head. At the end of the event students gave Kenevezos and many people who were present some vegetables from their garden. The elementary and high schools in Yeri regularly take part in the Eco-Schools programme. “We asked which students

Annual flower festival in Paphos celebrating ten years of popularity By Bejay Browne THE annual flower festival at Ayia Kyriaki Chrysopolitissa church in Paphos is celebrating its tenth year in May with a focus on biblical proverbs. Ayia Kyriaki - known locally as St. Paul’s pillar church - is a beautiful setting for the festival and is a church which is steeped in history and tradition. “This year we have decided to use the Book of Proverbs as our theme and we will create about 20 arrangements each depicting individual proverbs,” festival organiser Margaret Keeble told the Cyprus Mail. The experienced flower arranger noted that the event is a joint effort between the Anglican church the local Catholic church, the Paphos flower club and friends. The church of Ayia Kyriaki will be awash with colour and perfume of thousands of flowers for the three day festival in May, which attracts hundreds of visitors every year. “I have been involved with this event for several years now and none of us are professional florists.” Nevertheless arrangements by participants displayed at the

popular event are magnificent and of a high calibre. Flowers used in the displays are all fresh and are mostly Cyprus grown. “We always try to buy Cypriot flowers wherever possible, but some do have to be imported.” Keeble moved to Cyprus 12 years ago and has been flower arranging for close to 50 years. The flower lover usually comes up with a couple of ideas for the event and then the groups involved discuss the options and pick a theme between them.

THEMES “It is important to remember that the festival takes place in a beautiful Greek Orthodox Church, so we always try to have something with a biblical connection. The furthest we have strayed from these ideas was a theme of favourite hymns,” she said. “We are working on our flower order now. The flowers will then be delivered to our church hall two days before the festival gets underway. There are massive amounts of them and we will sort them into individual buckets for each arrangement.” The following day, the participants will spend most of the day - around seven

hours - creating their masterpieces ready for the public to view. She said: “Entry to the festival is free, but we would hope that the public will leave a donation.” Funds collected at the event will be divided between the two churches and donated to local Cyprus charities; the Archangel Michael’s Hospice, the Kidney Association and the Heart Association. ‘Evenings of Music’ will be held daily from 6.00 pm for the duration of the festival. Performances will include a local choir, a recital by the Anglican church resident organist and an evening of choral music and readings from the combined choirs of the Anglican and Latin churches. There will also be refreshments, such as light lunches and afternoon teas available all day at a restaurant next to the Anglican Church hall which is situated just up from Ayia Kyriaki church. Nicky Lovell, 38, entered guilty pleas to causing the deaths of “perfect couple” Ross Simons, 34, and his wife Clare, 30, by dangerous driving. Lovell, of Oldland Common, South Gloucestershire, admitted the two charges and one of driving while disqualified at Bristol Crown Court today. Louise Cox, 35, who owned the Citroen Picasso driven by Lovell, also appeared at the court to admit a charge of perverting the course of justice by providing police with false details about who had been driving her vehicle. Mr and Mrs Simons died at the scene of the crash on Lower Hanham Road on January 27. The couple, from Staple Hill, Bristol, were killed less than 24 hours after celebrating the news they had been accepted for fertility treatment to start a family.

Fall in UK crime THE UK has seen a “substantial and sustained” fall in violent crime over the last decade, according to a report, while Broadland in Norfolk has been declared the most peaceful local authority area. The murder rate has halved since 2003, from 1.99 per 100,000 people to one per 100,000 with the violent crime rate falling from 1,255 to 933 per 100,000 people, according to a new “peace index.” Broadland, in Norfolk, was the most peaceful area at local authority level, followed by Three Rivers in Hertfordshire, South Cambridgeshire, East Dorset and Maldon in Essex. Inner London boroughs were the least peaceful - headed by Lewisham and followed by Lambeth, Hackney, Newham and Tower Hamlets. The most peaceful region in the UK was South East England and the least peaceful Greater London followed by Scotland and Northern Ireland. The least peaceful major urban centre in the UK was Glasgow, followed by London and then Belfast.

BRITAIN has signed a new legal treaty with Jordan in the hope of being able to deport a radical cleric accused of being Osama bin Laden’s “right-hand man in Europe” later this year, the interior minister said yesterday. The British government has for years been unable to deport Abu Qatada back to his native Jordan, where he is wanted on terrorism charges, because judges have said evidence obtained through torture could be used against him. The saga has been embarrassing for the Conservative-led government, which wants to appear tough on security and immigration, and in particular for Home Secretary Theresa May, who has been tipped as a future party leader. A year ago, she said she was confident that Abu Qatada, whose sermons were found in a Hamburg flat used by some of those who carried out the September 11 attacks on the United States, would “soon” be on a plane out of the country for good, but judges have ruled otherwise. “I have signed a compre-

hensive mutual legal assistance agreement with Jordan,” May told parliament, a day after a court rejected the government’s latest appeal of a judicial decision to block Abu Qatada’s extradition to Jordan.

ASSURANCE “The agreement also includes a number of fair trial guarantees ... I believe these guarantees will provide the courts with the assurance that Qatada will not face evidence that might have been obtained by torture.” The treaty is expected to be ratified by the Jordanian and British parliaments by the end of June, but May said it could still take several months to secure Abu Qatada’s deportation. Once described by a Spanish judge as “Osama bin Laden’s right-hand man in Europe”, Qatada has been in and out of jail since first being arrested in 2001, and was last month sent back to prison for breaching his bail conditions. May’s lawyers have described him as a “truly dangerous” individual, a point judges do not dispute, but despite assurances from

Jordan they fear a “flagrant denial of justice” if Abu Qatada were returned there for a retrial. The use of evidence obtained through torture would breach the European Convention on Human Rights, to which Britain is a signatory, prompting speculation that Britain may ditch the treaty to get rid of the cleric. A spokesman for Prime Minister David Cameron said yesterday Britain was looking at “every option” to deport the Jordanian, and did not rule out withdrawing from the convention. Such a move would delight Cameron’s increasingly antiEurope centre-right Conservative Party, but would dismay his left-leaning proEurope Liberal Democrat junior partners in government. It would also anger human rights campaigners. The opposition Labour party blamed Abu Qatada’s continued presence in Britain on legal missteps. “In the past, the home secretary has overstated the evidence, overstated her legal position, and overstated her legal strategy, which has not worked,” Labour interior affairs spokeswoman Yvette Cooper said.

Reporter charged in payments probe THE Sun’s chief royal correspondent has been charged with allegedly paying public officials for stories about the Royal Family and Sandhurst military academy. Duncan Larcombe, 37, is alleged to have paid more than £23,000 to John Hardy, 43, who served as a Colour Sergeant at the Royal Military Training Academy at Sandhurst, and his 39-year-old wife Claire Hardy, for stories relating mainly to the Royal Family or matters at Sandhurst. All three were yesterday charged with conspiracy to commit misconduct in a public office between February 9, 2006 and October 16, 2008, Scotland Yard said. A fourth person, Tracey Bell, 34, who was employed by the Ministry of Defence as a pharmacy assistant at Sandhurst Medical Centre, was charged with misconduct in a public office. The charges have come as a result of investigations under Operation Elveden, Scotland Yard’s probe into alleged corrupt payments to public officials. Announcing the decision to bring charges, the CPS yesterday said it is alleged that

between February 10, 2006 and October 15, 2008, 34 payments were made to either John or Claire Hardy totalling more than £23,000. Tracey Bell allegedly received £1,250 between October 17, 2005 and July 7, 2006 relating to five articles published in The Sun regarding matters at Sandhurst, said Alison Levitt QC, principal legal adviser to the Director of Public Prosecutions (DPP). “These decisions were considered carefully in accordance with the DPP’s guidelines on the public interest in cases affecting the media,” she said. “These guidelines require prosecutors to consider whether the public interest served by the conduct in question outweighs the overall criminality before bringing criminal proceedings.” Larcombe, of High Street, Aylesford, Kent; John and Claire Hardy, of Millbrook Close, Oswaldthistle, Lancashire; and Bell, of Co-Operative Street, Goldthorpe, South Yorkshire, are all due to appear at Westminster Magistrates’ Court on May 8.

But the watchdog added it had not been able to discover why nothing was done, adding that senior officers appeared to be suffering from a “form of collective amnesia”. RUSSIAN protest leader Alexei Navalny accused President Vladimir Putin yesterday of seeking “political revenge” against him after a court refused to throw out what he says are trumped-up charges. On day two of his trial on theft charges that are punishable by up to 10 years in jail, the anti-corruption campaigner and protest organiser said Judge Sergei Blinov was biased. Navalny urged Blinov to recuse himself and send the charges back to state prosecutors for review. The judge rejected both demands and pressed on with a trial in the drab industrial city of Kirov which Navalny says is part of a clampdown on the opposition since Putin’s return to the presidency last May. “First, this is political revenge for my and my foundation’s investigations in the fight against corruption,” Navalny, 36, told a packed courtroom after the judge announced his decisions. “Second, it is political revenge for my and my supporters’ campaign to ‘Vote

for any party except United Russia’,” he said, referring to his opposition to Putin’s party that he has branded “swindlers and thieves”.

But two human rights groups issued damning reports on Putin’s first year back as president. Tall and clean-cut, Navalny has been a thorn in the side of the government since starting to campaign online against state corruption in 2007. FRANCE unveiled draft legislation yesterday aimed at making hundreds of parliamentarians and other elected officials disclose their wealth and business activities to a new watchdog. A response to a scandal over a former minister’s secret bank account, the bill would create one of the most transparent systems in the West, exposing lawmakers’ assets and barring them from non-governmental work that means a conflict of interest. President Francois Hollande is striving to reassert his authority after the furore over ex-budget minister Jerome Cahuzac’s Swiss account and wants to force all 577 deputies and 348 senators, and other senior public officials, to declare their assets and activities upon taking and leaving office. He faces stiff opposition, including from within his Socialist Party, from lawmakers loath to be exposed to scrutiny. “The main bone of contention is whether it should be made public or not. Most members of parliament oppose that as they are worried it will lead to resentment against politicians,” said Jacques Reland of the Global Policy Institute. “In other countries people think it’s normal, a good sign even, if politicians are rich, but in France there’s this guilty rapport with money where people are envious and less admiring of the rich than people in the US or Britain,” he said. The law would force elected officials, ministerial staff, mayors and other officials to declare their assets, income and any potential conflicts of interest to an independent authority. The state council, the government’s legal watchdog, would decide how much information to make public. Failure to comply would risk a three-year prison term and a 45,000-euro ($58,600) fine. A minister caught lying about assets could face a five-year jail sentence and a 75,000-euro fine.

Train plot suspect dismisses Canada law, cites ‘holy book’ ONE of the two men accused of an al Qaeda-backed plan to derail a passenger train in Canada questioned the authority of Canadian law to judge him, telling a court yesterday that the criminal code is imperfect and is not a holy book. Chiheb Esseghaier, a Tunisian-born PhD student, faces charges that include conspiracy to murder and working with a terrorist group. He and another suspect allegedly hoped to derail a passenger train, perhaps at a bridge near the US-Canada border, with possible heavy loss of life, authorities said. In a brief hearing where he was ordered back into custody, Esseghaier, 30, said the allegations against him are based on laws that are unreliable because they are not the work of God. “All of these conclusions was taken out based on (the) Criminal Code,” he told a Toronto court. “The Criminal Code is not (a) holy book.” He added: “Only the Creator is perfect.” Esseghaier, who has a thick black beard and wore a blueblack windbreaker, declined to use an Arabic interpreter the court had made available. But he seemed to struggle at times to understand the proceedings.

Canadian authorities said they have linked the two to al Qaeda factions in Iran. They said, however that there is no indication the plans, which police described as the first known al Qaeda-backed plot on Canadian soil, were statesponsored. Tehran has vehemently rejected any ties to the arrests. Authorities said there is also no connection to the Boston Marathon bombing. But US officials say investigators are trying to establish if the two suspects were part of a wider network with associates in the United States, especially in New York. Esseghaier, along with Raed Jaser, 35, of Toronto, were arrested on Monday in separate raids after what police said was a joint Canada-US investigation that started last year after a tip from a member of the Muslim community. Jaser was remanded into custody on Tuesday. He denies the charges against him, said his lawyer John Norris, who has also represented Canadian Guantanamo detainee Omar Khadr. Jaser was born in the UAE and came to Canada with his parents as refugees 20 years ago, although he only recently obtained status as a permanent resident, Canada’s equivalent to a US Green Card.

Name on watch list THE name of one of the Boston Marathon bombing suspects, Tamerlan Tsarnaev, was listed on the U.S. government’s highly classified central database of people it views as potential terrorists. But the list is so vast that this did not mean authorities automatically kept close tabs on him, sources close to the bombing investigation have said. Tsarnaev, 26, was killed in a police shootout early Friday, while his younger brother Dzhokhar, 19, was captured later that day. Prosecutors say the brothers, ethnic Chechens who had been living in the United States for more than a decade, planted two bombs that exploded near the finish line of the marathon on April 15, killing three people and wounding more than 200. The sources said Tamerlan Tsarnaev’s details were entered into TIDE, a database maintained by the National Counterterrorism Centre, because the FBI spoke to him in 2011 while investigating a Russian tip-off that he had become a follower of radical Islamists. The FBI found nothing to suggest he was an active threat, but all the same placed his name on the “Terrorist Identities Datamart Environment” list. The FBI has not said what it did find about Tsarnaev. But the database, which holds more than half a million names, is only a repository of information on people who US authorities see as known, suspected or potential terrorists from around the world. Because of its huge size, US investigators do not routinely monitor everyone registered there, said US officials familiar with the database. As of 2008, TIDE contained over 540,000 names, though they represented about 450,000 actual people, as some of the entries are aliases or different name spellings for the same person.

Nanotechnology, working at a molecular or atomic level, could also become highly destructive if used for warfare, he argues. He has written that future governments will have a major challenge to control and restrict misuses. There are also fears about how artificial or machine intelligence interact with the external world. Such computer-driven “intelligence” might be a powerful tool in industry, medicine, agriculture or managing the economy. But it also can be completely indifferent to any incidental damage. Seán O’Heigeartaigh, a geneticist at the institute, draws an analogy with algorithms used in automated stock market trading. These mathematical strings can have direct and destructive consequences for real economies and real people. Such computer systems can “manipulate the real world”, says Dr O’Heigeartaigh, who studied molecular evolution at Trinity College Dublin. In terms of risks from biology, he worries about misguided good intentions, as experiments carry out genetic modifications, dismantling and rebuilding genetic structures. “We are developing things that could go wrong in a profound way,” he says.

SYRIA accused international envoy Lakhdar Brahimi yesterday of bias and interference after he criticised its response to an opposition offer of talks and suggested Bashar al-Assad should not stand again for president. Brahimi told a closeddoor session of the United Nations Security Council last Friday that Damascus was “surprised and embarrassed” by a January offer of talks from opposition leader Moaz Alkhatib, and its response was “slow and confused”. At the conclusion of his remarks, which were later circulated by UN diplomats, Brahimi suggested Assad “voluntarily forego” the right to stand for another term as president in an election scheduled for next year. EUROPE’S deepening car market slump is starting to strain its most prosperous automakers as they respond to profit-crushing discounts imposed by loss-making rivals in a desperate battle for customers. The region’s car sales are heading for their sixth straight yearly decline to a two-decade low and industry forecasters now say the crisis could drag on for years. German manufacturers with some of the industry’s strongest brands have held up better than mass-market competitors such as France’s loss-making Peugeot or Italy’s Fiat. But yesterday, Volkswagen and Daimler said their earnings dropped in the first quarter and Daimler scrapped a profit target for the second time in six months. Volkswagen, which is Europe’s biggest car maker, said it was bracing for “increasingly stiff competition in a challenging market environment”, after withstanding most of the slump last year. “We’re not completely immune to the intense competition and the impact this has on business,” the company said. While Volkswagen held to a six-week old target to equal last year’s record operating profit of 11.5 billion euros ($14.94 billion), Daimler said it no longer aimed to match its 2012 earnings before interest and tax from ongoing business of 8.1 billion euros, dropping the goal it had made just nine weeks earlier. “Many markets developed worse than expected for economic reasons, especially in western Europe,” Chief Executive Dieter Zetsche said. INVESTMENT banking made most of the first quarter profit at British bank Barclays, highlighting the challenge for the lender’s new boss in making money as he shrinks that part of the business. Chief Executive Antony Jenkins was brought in to bring a more ethical approach to Britain’s third largest bank after scandals over rate-fixing and big bonuses in the investment banking arm that was built up by his predecessor Bob Diamond. Jenkins has pushed out top management and cut pay and jobs and yesterday’s results showed the costs of

restructuring contributed to an overall fall in earnings for the lender. BOEING Co’s first-quarter earnings jumped nearly 20 per cent, handily beating analysts’ estimates and showing little impact from the 787 Dreamliner problems, sending the company’s shares up more than 3 per cent in midday trading. Boeing, in its quarterly report yesterday, stood by its sales, earnings and cash forecasts for the full year, reassuring investors that it expects to deliver all of the jets it had planned, including Dreamliners. Cost-cutting and higher profit margins

more than offset a small decline in sales. Boeing delivered the same number of commercial jets as in the year-earlier quarter, but with deliveries of low-margin 787 halted, margins improved. Regulators grounded the plane after batteries overheated on two 787s in January, which stopped deliveries. The company did not release a cost estimate for the Dreamliner problems, as some analysts had expected. But on a conference call, it said the majority of the cost of fixing the battery issue had been reflected in the

first-quarter results. The cost of analysing the problem, redesigning the battery system, testing it and retrofitting the 50 Dreamliners in service was absorbed in large part by shifting resources around the company, CFO Greg Smith said. On an accounting basis, the expense will be folded into the cost of producing more than 1,100 Dreamliners, so it will not be felt in the company’s earnings, he added. He declined to provide a figure for that total cost.

It’s time children were taught to take responsibility for their actions IT WAS inevitable that the police who tried to restore order, at 5am on Monday morning, when faced with some 60 reportedly, drunk and disorderly teenagers, would be accused of using excessive force. Yesterday morning, on a radio show, an outraged representative of the parents’ association of the teenagers’ school, accused the police of exactly that, avoiding mentioning, however, what he would have considered adequate force. And of course the students, also claimed they were blameless, telling one daily newspaper that they had done nothing wrong – the smashing of school windows and setting fires to dustbins was the work of outsiders who had arrived at the school before them, a student said. As for the two students who had been arrested by the police, they had done nothing wrong – one was handcuffed after just ‘touching’ an officer on the arm, while the second was charged for trying to prevent the arrest. “They treated us like criminals,” one student was quoted as saying, subscribing to the hyperbole used by the parent that complained about ‘excessive force’. But how should drunken teenagers vandalising school property at five in the morning be treated? Perhaps the parents’ association of the school should advise police how to deal with unruly and anti-social behaviour by drunken teenagers, in the early hours. Should the police have offered the unruly kids coffee and toast? The problem is that nobody takes responsibility for their actions. The students insisted they had done nothing wrong, blaming outsiders (as if non-students have nothing better to do at 5am than go around smashing the windows of random secondary schools) and of course the police for not treating them as lawabiding citizens. But for the parents to ignore their kids behaviour by shifting blame to the police was beyond belief. Why do parents allow their children to be out drinking until the early hours, something that invites trouble? And why do the schools allow the holding of parties for school-leavers at which there is alcohol consumption until the early hours? Nobody is to blame for all this except the police who are forced to deal with the consequences of everyone else’s irresponsible actions. Nobody is asking why inebriated teenage students were out and about at dawn, causing damage to school property and ignoring police orders. This was totally unacceptable behaviour and the parents’ association should have been condemning the school-kids’ behaviour instead of blaming the police. It is time children were taught to take responsibility for their actions, if they are ever to become responsible adults.

It’s not just about either Disaster A or Disaster B T

HERE ARE, we are told, only two options. Either we stop burning fossil fuels before our carbon dioxide emissions drive the planet’s average temperature up a full 2 degrees C (3.6 degrees F), in which case we will push the world into the biggest-ever recession. Or we continue to burn fossil fuels and push the planet into runaway warming, with lethal consequences for a large part of the human race. The 2008 bank crash that triggered the recent recession was caused mainly by reckless investment that created a “bubble” in house prices. When the bubble burst, hundreds of billions of dollars’ worth of investments suddenly became worthless. The losses were so great that they nearly brought the whole banking system down. This time the problem is a “carbon bubble”. The market valuation of the world’s 200 biggest oil, gas and coal companies is about $4 trillion, a figure based on the assumed value of their confirmed reserves that are still in the ground. Or, more precisely, a figure based on the assumption that they will eventually be able to sell all of those reserves to customers who want to burn them. On the strength of that assumption, the fossil fuel companies have been able to take on $1.5 trillion of debt, and last year alone they spent $647 billion in the search for even more oil, gas and coal reserves. But what if

Comment Gwynne Dyer they will never be able to sell all of their reserves? What if the need to avoid runaway warming forces governments to curb the burning of fossil fuels, so that much of those reserves has to stay underground forever? This is the focus of a new report titled “Unburnable Carbon 2013”. The report’s authors, the Grantham Research Institute at the London School of Economics and the Carbon Tracker Initiative, have the support of organisations like the HSBC and Citi banks, the Standard and Poor’s rating agency, and the International Energy Agency. Their conclusion is that if we are to have a 50 per cent chance of stopping the warming before +2 degrees, then at least two-thirds of the currently listed fossil fuel reserves will have to stay in the ground permanently. If they cannot be burned, then they have no economic value. Therefore, the market valuation of the fossil fuel companies is three times higher than it should be. The report assumes that rationality will prevail, and that at some point a limit will be imposed on the burning of fossil fuels. In this new reality, the debt burden of the fossil fuel companies becomes unsustainable and

there is a financial meltdown that dwarfs 2008. Global warming is held to +2 degrees, but at the cost of the Mother of All Recessions. The other option is that no controls are imposed on burning fossil fuels, and the carbon bubble does not burst until the warming breaks through the two-degree limit and triggers the natural feedbacks that will carry us inexorably up to +6 degrees C. That implies mass death and possibly civilisational collapse by the end of the century, but the fossil fuel reserves will retain their assumed value for the meantime and there will be no financial crash. This is the scenario that the market is betting on, and at the moment most of the evidence supports that wager. The ideological and commercial interests that oppose action on climate change have triumphed in the United States and Canada, and without the Americans decisive action is hard to imagine. The denial campaign has not explicitly defeated science elsewhere, but four years of recession in Europe have had much the same effect, sapping the will of governments to spend money fighting climate change. Last week, for example, the European Parliament refused to fund a scheme to rescue the carbon emissions trading scheme, once the centrepiece of the EU’s climate strategy. In big, rapidly developing

countries like China and India, the race for growth takes priority over cutting carbon emissions. And just when you think things couldn’t get worse, along comes shale gas to expand the fossil fuel reserves even further. It’s a grim choice: either financial meltdown if we act decisively to halt climate change, or physical meltdown if we don’t. But there is, unfortunately, a third alternative. In fact, it’s the likeliest outcome by far. First we go on growing our emissions at the current rate (3 per cent per year) for the next couple of decades, and the fossil fuel industry thrives. Then, when it’s already too late and we have crossed the +2 degree limit, the actual warming (which always lags the growth in emissions by a decade or more) frightens us into taking action at last. So we lurch into a crash programme to cut fossil fuel use – and suddenly the market wakes up to the fact that a lot of those reserves will have to stay in the ground forever. If you liked the subprime mortgage fiasco in 2008, you’ll positively love this one. It’s not either Disaster A or Disaster B. It’s first one and then the other, interlocking and mutually reinforcing. Banker steps into the role of superhero IN OTHER ages, we have called on shamans or saints in times of crisis when the usual remedies have not worked. In the stagnant world economy today, we have designated central bankers as our superheroes, and we are relying on their magical monetary powers to restart global growth. As the European Central Bank president, Mario Draghi, whom some have nicknamed Super Mario, said this month: “There was a time, not too long ago, when central banking was considered to be a rather boring and unexciting occupation.” Not anymore. No one embodies this new glamour more than Mark Carney, the 48-year-old governor of the Bank of Canada, who has been tapped to lead the Bank of England, making him the first foreign governor in the institution’s 319-year history. The bar for Carney could not be higher. A cartoon in the British papers made the point. It showed a Bethlehem inn with Joseph leading Mary on a donkey. The caption above the innkeeper’s head declares: “Unless you’re Mark Carney, you’ll have to make do with the stable.” Carney’s star power was reflected in the packed house that turned out in Washington on Thursday to hear him at a

Carney, who told legislators he hoped his departure from Britain would be “less newsworthy” than his arrival, continued his effort to play down heroic expectations. He deftly dodged questions about the British economy, saying it was not his job to comment on Britain yet. And he pointed out that fiscal policy - the domain of the elected authorities - and the private sector were the true engines of economic liftoff. “If we want to talk about ultimate sources of growth, sustainable fiscal policy is a necessary condition. Sustainable growth comes from the private sector, not from the (International Monetary Fund), the Bank of Canada or anyone else,” he said. He also took care to delineate the proper lines of authority between the central bank and the Ministry of Finance, and steadfastly declined repeated invitations to overstep them. “Central bankers take fiscal policy as given,” Carney said. “Treasuries take monetary policy as given. That’s the separation, and I’m not going to wade in positively,

negatively, neutrally.” Within those constraints, though, Carney offered a cautiously optimistic view of the world economy. “The important development in our opinion over the course of the last 12 months or so, is that the quality of private-sector growth in the United States has picked up,” he said. “The US is moving towards that class of advanced economies that have well-functioning financial systems where private credit is growing and where there is reasonably solid investment growth.” Carney believes that a crucial element in restoring sustainable global growth is finishing the job of repairing global finance and the regulatory framework in which it operates. As the head of the Financial Stability Board, set up by the Group of 20 major economies in the aftermath of the financial crisis, he is one of the leaders in that effort. A major focus is repairing the gap that was revealed in the emergency response to 2008 the existence of “too big to fail” banks, whose owners and executives pocket profits in the good times but get a state bailout when things go awry. Over the next few days in Washington, during the spring meetings of the IMF and the World Bank,

Carney and other central bankers and finance ministers will continue to hammer out a way to let banks die without requiring taxpayers to foot the bill. The recent crisis in Cyprus gave a messy preview of how that sort of resolution might work. Carney hopes that global guidelines - and they need to be simple enough, he said, to be usable in the time frame in which the authorities in the real world must often operate - will make future resolutions cleaner and more predictable. That game plan, he believes, should include bail-ins, or making stakeholders in the banks pay most of the costs. “Bail-in broadly speaking - not bail-in as it was performed a couple of weeks ago in Cyprus - but bail-in as a component of addressing systemic risk,” Carney said, “is an absolutely necessary element. It doesn’t solve everything, but it’s absolutely necessary.” Having lost our faith in the private sector and the bankers who dominated so many Western economies before 2008, some are looking to government bankers like Carney. One of the analytical mistakes before the financial crisis was believing that efficient markets were perfect and that private bankers could police themselves.

Collectively, the three films have made about $2.7 billion at the global box office in the past five years. Iron Man 3, which continues Stark's storyline from both sets of Marvel franchises, centres around the evil extremist known as The Mandarin (Ben Kingsley) who is hell-bent on destroying the United States. When The Mandarin destroys Stark's personal world as well as his superhero suit, Stark must begin from scratch, rebuilding his suit, freeing the woman he loves and saving the country from destruction. Bombs go off in crowds of people and buildings are destroyed in the film that the cast says reflects real-life threats. "We do live in an unsafe world, that's the truth," Gwyneth Paltrow, who plays Downey's love interest Pepper Potts, told reporters at a news conference this week. "I don't think there is anything wrong with presenting that idea. We can't lie to our children and pretend the world is perfect." Marvel's first self-financed film, 2008's Iron Man, became a global phenomenon, transformed Downey into a superstar and set off a

The foursome - Aston Merrygold, 25, Marvin Humes, 28, Jonathan 'JB' Gill and Oritse Williams, both 26 - had fulfilled their initial recording deal, but did not want to sign a further contract committing them to several more albums.

THE 19-year-old singer's animal pal Mally was seized by customs in Berlin, Germany, in March when he tried to sneak it into the country without the correct papers. Justin had a deadline of May 17 to arrange for Mally's collection but rather than fighting for his furry friend to be released, the pop star has asked his manager Scooter Braun to request the animal centre which has been caring for the creature to find him a new home in a zoo or shelter. Karl Heinz Joachim, the boss of the animal centre where the monkey is staying, insists it is imperative Mally is found a new home quickly because there are no other monkeys to keep him company at the centre. Joachim said: "There are a great many suitable places that have offered to take Mally and integrate him with their own Capuchin monkeys where he would be much more happy with his own kind. "A baby monkey was never going to be suited to be on a world tour even if he is travelling by private jet. He should be out in the wild climbing tress and learning from other monkeys if he isn't to have serious psychological problems later in life."

GOR Luksic, leader of the Social Democrats in Slovenia’s ruling coalition, disagrees with the European leaders who say his country should privatise its three biggest lenders to avoid the misery of another bailout in the eurozone. The political science lecturer who has lined his office with portraits of Martin Luther King, John Kennedy, Mahatma Gandhi and Che Guevara said his party would fight the move. “We have always been against selling banks,” said Luksic, whose party is the second largest in Prime Minister Alenka Bratusek’s government. The banks in the Alpine former Yugoslav republic of 2 million people are a key reason why it showed up on the agenda of last Friday’s Dublin meeting of the bloc’s 27 finance ministers on preventing a new eurozone debt crisis. “Slovenia is facing serious challenges,” EU Economic and Monetary Affairs Commissioner Olli Rehn said, calling for decisive action to restructure and recapitalise the banking sector among other urgent measures. Financial market pressure on Slovenia has lain bare how this tiny eurozone state achieved Europe’s smoothest transformation from a Communist economy to a marketbased model: it only went half way. While former Soviet satellite states like Poland and the Czech republic privatised big firms, slashed budgets

and pushed through other reforms, Slovenia held on to public assets, avoided cost cuts and repeatedly bailed out state banks after escaping the violent breakup of nonaligned Yugoslavia in 1992. That has now become a liability for Bratusek who, after last month’s chaotic rescue of Cyprus, is scrambling to stop a spike in Slovenia’s borrowing costs and convince investors it can change its ways and avoid insolvency. Bratusek, who took power only four weeks ago, has pledged to break taboo by imposing unpopular austerity measures and selling at least one of the publicly owned companies that make up as much as half of the economy, and possibly a bank. Luksic stopped short of threatening to quit the coalition if it privatised the banks, but the cabinet has not rejected its predecessor’s plan for Ljubljana to keep blocking stakes in the main two ones, which experts say will prevent their sale. The coalition of parties whose members range from neo-liberal centrists to leftists, is not united on other reforms either, and may face staunch opposition from voters. “Slovenia did not embrace reforms because it did not have to,” said Borut Hocevar, an analyst at the daily Finance. “Everything seemed fine on the surface until a few years ago but now it is clear that banks were used as a tool of political and economic elites and that Slovenia would be

Sharpe’s Peril (Capital, 21.00) Just when he thought he was out of it, they pull him back in! 15 years after he first played Sharpe - 19thcentury soldier and adventurer - Sean Bean, now pushing 50, is “no longer in the service of his Majesty”, but gets prevailed upon to perform “one last duty” by an officer of the East India Company. There’s a baggage train travelling through hostile territory, and Sharpe is just the chap to protect it from bandits; also on hand is a snobby French mam’zelle (“Unhand me!” she protests indignantly, calling our hero an “uncouth brute”) plus elephants, Indian princesses and other exotica. “Holy crap are they ever old. I miss the days when he was a young officer fighting the French with

his chosen men,” says a rather ungracious fan on YouTube - and it’s true that ITV milked this franchise past its sell-by date (this is the last Sharpe movie, though more may conceivably be made as long as Bean is still around), but this kind of handsome colonial adventure is still good fun, even with the clichés and occasional dodgy stereotypes. few choices on these streets”, and pressure from a local kingpin to whom Brian’s mate owes a lot of money forces our hero back into “the dangerous world of underground bare-knuckle fighting”. Gosh! Not the kind of film where you’d expect to find two Oscar nominees among the cast - but in fact Ed Harris co-stars as Brian’s estranged dad, trying to help his son from jail where he’s part of a neo-Nazi gang, and Taraji P. Henson plays the inevitable love interest who holds out the promise of a normal life, at least if Bri can beat his demons, overcome his chequered past and so on. To paraphrase our tortured hero: I’d like to do something with my life other than fight, deal drugs and watch crushingly predictable B-movies. Made in 2008.

Players at this year’s grasscourt grand slam, which starts on June 24, will receive a total of £22.6 million with the men’s and women’s singles champions each pocketing £1.6 million. Last year’s Wimbledon singles champions earned £1.15 million - 39 per cent less. “These are significant increases and we have made them because we wanted to and not because we had to,” All England Club chairman Philip Brook told reporters at a news conference that also outlined a redevelopment of the site including putting a roof on Court One by 2019. “We understand and appreciate the difficulties for all players reaching the top echelons of our sport. It’s a long and expensive road to the top and it’s getting longer.” Asked if the rises were justifiable during a harsh economic climate in which many people struggled just to afford tickets for the prestigious tournament, he said Wimbledon had to compete with other major sporting

events. “I know the economic climate is difficult, I accept that, but the world that we live in is a world where we are competing with other international tennis events and we also keep an eye on what is happening in other sports. “We do think that this was a moment in time when we could respond to a subject that has been spoken about a lot over the last 18 months and we have chosen to make these increases this year because we feel it’s the right thing to do. “Fans won’t pay the price (through ticket increases),” he added. “It’s an affordable increase in terms of our overall operations here. “We’ve had early discussion about 2014 ticket prices and there won’t be any significant change to how we look at that.” Brook said there had been no pressure from the world’s leading players but said the increases reflected calls for more prize money for the lesser-ranked players who are often packing their bags after the early rounds. Players who lose in the opening three rounds at Wimbledon this year will be the chief beneficiaries of the prize money rises with increases of between 62 and 64 per cent. Those who fail to survive a single match in the main draw at the champion-

ships will be rewarded with a £23,000 cheque, up from £14,500 last year. “We started last year focusing the prize-money increases on those that lose in the early rounds or qualifying,” Brook told Reuters. “These are not players who are superstars but players who are finding their way and not making a lot of money.” A women’s singles player who bows out in the first round without winning a game will still be rewarded with a cheque that is close to the average annual earnings in the UK. With a 6-0 6-0 demolition usually lasting less than 45 minutes, Wimbledon officials were quick to defend their generosity. Richard Lewis, chief executive of the All England Club, said the public should recognise that the riches enjoyed by the likes of Roger Federer and Novak Djokovic through prize money and sponsorship were not available to rank and file tour players. “It’s not just the top players, we have to make the sport attractive to the next generation of talent and that means that players ranked 50 to 100 or 100 to 200 need to know that they can make a good living.” Even defeat in the qualifying rounds will be tempered by a 41 per cent rise with £12,000 going to players who fall at the last hurdle before the main draw.

Veteran wicketkeeper Brad Haddin, who had been dumped last year, and top-order batsman Chris Rogers, who had played just one Test in 2008, were named in a 16-man squad for the first of back-to-back Ashes series against England. Haddin will reclaim the vice-captaincy from Shane Watson, who relinquished the post earlier this week but still made the Ashes squad as a batting all-rounder, while the uncapped James Faulkner was named the bowling allrounder. “The most impressive thing about Brad is that he continues to put form on the board,” Australia captain Michael Clarke told a news conference in Sydney. “His leadership and his experience will play a large part in this group. The best teams in the world have a good mix of youth and experience and I think this squad of 16 has that mix.

“I’m confident that we have a good group of players that can learn from each other.” Australia’s planning and confidence to regain the Ashes from Alastair Cook’s side when the first game begins at Trent Bridge in Nottingham on July 10 suffered a massive dent last month when they were hammered 4-0 in the Test series in India. GODOLPHIN stables trainer Mahmood Al Zarooni, who has admitted using banned steroids to dope racehorses, will face a Disciplinary Panel in London today, the British Horseracing Authority said. Eleven horses based at Newmarket in southern England tested positive for steroids, including stanozolol - the substance used by disgraced Olympic sprinter Ben Johnson at the 1988 Seoul Olympics. Announcing the date for the disciplinary hearing, the BHA said Al Zarooni had also admitted administering prohibited substances to four other horses under his care, in addition to the 11 that were tested positive. On Tuesday Al Zarooni, who works for Dubai ruler Sheikh Mohammed bin Rashid Al Maktoum’s stable, said he regretted what he described as “a catastrophic error”. Samples were taken from 45 horses at Godolphin’s Moulton Paddocks Stables on April 9. Eleven samples were found to contain prohibited substances including ethylestranol and stanozolol. Unbeaten in four career outings, Certify was one of seven horses to test positive for ethylestranol. Gold Cup runner-up Opinion Poll was one of four to test positive for stanozolol. Founded in 1992, the Godolphin stable has won more than 2,000 races worldwide with winners in 14 countries.

Armstrong ‘unjustly enriched’ THE US Justice Department laid out its case in a lawsuit against Lance Armstrong this week, saying the cyclist violated his contract with the US Postal Service and was ‘unjustly enriched’ while cheating to win the Tour de France. The government had previously announced it would join the whistle-blower lawsuit brought by former Armstrong teammate Floyd Landis. Tuesday was the deadline to file its formal complaint. The Postal Service paid about $40 million to be the title sponsor of Armstrong’s teams for six of his seven Tour de France victories. The filing in US district court in Washington, DC, says the USPS paid Armstrong $17 million from 1998-2004. The lawsuit also names former Armstrong team director Johan Bruyneel and team management company Tailwind Sports as defendants. The financial costs for Armstrong and Bruyneel could be high. The government said it would seek triple damages assessed by the jury. “Defendants were unjustly enriched to the extent of the payments and other benefits they received from the USPS, either directly or indirectly,” the complaint said. Armstrong, who in January admitted using performance-enhancing drugs after years of denials, has argued that the Postal Service’s endorsement of his team earned the government agency far more than it paid him. Armstrong attorney Elliot Peters called the government’s complaint “opportunistic, and insincere.”

this important step toward recovering taxpayer dollars lost to fraud,” Scott said. “It plainly does more damage than good to the policies, programs and international standing of the United States for it to be associated with a cycling team that dopes to win. The fact that the team’s fraud was concealed for many years does not take away from the fact that the United States was harmed. Even if the USPS received some ephemeral media exposure in connection with Mr. Armstrong’s

false victories, any illusory benefit from those times will be swamped over time immemorial by the USPS forever being tied to the largest doping scandal in the history of sports.” The government must prove not only that the Postal Service was defrauded, but that it was damaged somehow. Previous studies done for the Postal Service concluded the agency reaped at least $139 million in worldwide brand exposure in four years - $35 million to $40 mil-

lion for sponsoring the Armstrong team in 2001; $38 million to $42 million in 2002; $31 million in 2003; and $34.6 million in 2004. The formal complaint against Armstrong appears to rely heavily on evidence and statements supplied by Landis and gathered by the US Anti-Doping Agency for its 2012 investigation that exposed a doping program on the USPS team. Armstrong has been banned from sports for life and stripped of his seven Tour de France victories.

Paul’s last-second jumper gave the Clippers a 93-91 victory and a 2-0 lead in their best-of-seven first-round series with the Memphis Grizzlies that left the home crowd buzzing. “He’s so stubborn and strong-willed. There’s not too many players like that,” Clippers forward Lamar Odom

told Reuters, likening Paul’s clutch play to former team mate Bryant. “It’s all about their mentality. RED Bull have an agenda in complaining about this year’s tyres and the ‘vast majority’ of Formula One teams have urged Pirelli not to change them, according to the Italian company’s motorsport director Paul Hembery. After the first four races of the season, Pirelli have been in the headlines more than ever after introducing new compounds to encourage overtaking, mix up strategy and create more pitstops. There have been concerns that the races have become confusing for fans, while some drivers have moaned about having to pace themselves rather than being able to go flat out. Much of the criticism has come from champions Red Bull, who want the tyres to be longer-lasting and blamed excessive wear for their controversial use of ‘team orders’ in Malaysia last month. Hembery said he felt like ‘piggy in the middle’ and the situation was all “a bit weird really”. “We often sit down and go ‘what’s all this about?’,” the Briton, Pirelli’s main man in Formula One, told Reuters at last weekend’s Bahrain Grand Prix.

CHALLENGE “It’s the third year (of Pirelli being sole tyre supplier), it’s no different this year than any other year. We’ve given the challenge, some like it and some don’t. They all have the same challenge,” he added. “In the end we’ve had the vast majority of teams come to us and say: ‘Whatever you do don’t change anything’. “We might - because we have to, and because we see things that as tyre supplier we might want to change - but essentially they are saying: ‘Don’t change even if you are getting thisnegative) media coverage.’ So it is rather strange.” Sebastian Vettel won for Red Bull in Bahrain, the triple champion’s second victory of the year, but team principal Christian Horner told reporters afterwards that he felt the tyres were still too “on an edge”. “The most vocal team has been Red Bull obviously, and for their reasons,” said Hembery. “The others, if they see one team pushing that way will push against that because they feel there’s a good reason why Red Bull want to go in that direction.” Pirelli have been supported by Formula One supremo Ecclestone, who always likes a controversy - or indeed anything that gets F1 talked about - but is also in favour of rewarding strategy and driver skills. “If the tyres lasted from January to December, there’d be something else to talk about,” 82-year-old billionaire Ecclestone told Reuters with a sigh.

ARSENAL Independent Supporters Association chair Lois Langton feels the club were right to agree to a guard of honour for newly crowned Barclays Premier League champions Manchester United ahead of Sunday’s showdown at the Emirates Stadium - but warned Robin van Persie should expect a “hot reception”. United sealed a 20th domestic championship on Monday night when they beat Aston Villa 3-0 at Old Trafford, where former Gunners’ captain Van Persie smashed a hat-trick. The title winners have traditionally been clapped out onto the pitch in their next match, with United having done so themselves in 2005 for Chelsea, who then returned the gesture two years later, and also Arsenal when they came to Highbury back in 1991.

However, with passions still running high among some of the Emirates Stadium faithful by the manner in which Van Persie left last summer in a £24million move, there have been suggestions those disgruntled fans will turn their backs when the teams come out from the tunnel in protest. While AISA chair Langton believes the club are right to show United respect of their achievements, she can understand why emotions will boil over as far as Van Persie is concerned. “I think we have to give the guard of honour, as I don’t want us to look as though we are being petty by not giving the guard of honour,” Langton told Press Association Sport. “For it not to happen and for supporters not to acknowledge the Manchester United team as they come out would actually boost Robin van Persie’s ego. “I would rather us just ac-

THE sudden resignation from FIFA’s executive committee of Paraguayan Nicolas Leoz means almost half the men who decided on the hosts for the 2018 and 2022 World Cup finals have left world football’s governing body. Leoz, 84, president of the South American confederation CONMEBOL, has quit the executive role he has held with FIFA since 1998 and his position as CONMEBOL’s president after 26 years. He is the fifth man who voted in December 2010 on the World Cup hosts to leave with the whiff of corruption trailing in his wake. Three others have gone with their good names unblemished while two more were banned from even voting at the time because of their involvement in vote-selling allegations. In all, 12 executive committee members have been accused of some form of corruption since October 2010 with Leoz, Jack Warner (Trinidad & Tobago), Mohamed Bin Hammam (Qatar), Ricardo Teixeira (Brazil), Chuck Blazer(United States), Amos Adamu (Nigeria), Reynald Temarii (Tahiti) and Vernon Manilal Fernando (Sri Lanka) facing the most serious allegations. Leoz, Warner, Bin Hammam, Teixeira and Blazer have resigned with Bin Hammam banned from football for life. All of them have repeatedly denied any wrongdoing. Adamu was banned for three years and Temarii for one year while Fernando is serving a provisional 90-day suspension. Leoz, one of FIFA’s crusty old guard, has quit shortly before FIFA’s Ethics Committee announces its findings into a bribery probe in which he was implicated in 2008. He was identified during a criminal trial in Switzerland as having received kickback payments from FIFA’s former marketing partner ISL, which went bankrupt in 2001. The Paraguayan, who has been suffering with heart problems for years, cited ‘health reasons’ for his departure and said he was leaving his roles with a clear conscience. “I feel very happy because I’m retiring with the tranquility and knowledge of having done a sincere, honest job,” he said at a news conference in Asuncion. He follows out of FIFA four disgraced colleagues who were among the 22 men who voted in Zurich in December, 2010 for the 2018 World Cup to be held in Russia and the 2022 finals to be staged in Qatar.

EVEN Lionel Messi, so often Barcelona’s saviour, was at a loss to explain how the La Liga leaders could come back from their Champions League semi-final mauling in Munich. Barca were thumped 4-0 away by an impressive Bayern Munich in their first leg on Tuesday, putting in one of their most toothless displays in recent memory. Yesterday, they were greeted with newspaper headlines such as ‘Historic beating’ in Madrid-based daily Marca, ‘Catastrophe’ in Barcelonabased Mundo Deportivo, and ‘Azulgrana Waterloo’ in daily El Mundo. The Barca players looked dazed and downcast as they spoke to reporters in the mixed zone, and lacked conviction when asked about their chances of turning the result around at the Camp Nou next Wednesday. “They were better than us, they were much stronger. They beat us in everything and were superior,” World Player-of-the-Year Messi told reporters.

“A comeback is difficult, Bayern are a very good team. We have to lift ourselves, try to secure the league title and try to turn this round. If we can’t, we need to start thinking about next season.” Barca could be crowned La Liga champions for the fourth time in five years if they can beat Athletic Bilbao on Saturday, and Real Madrid lose the city derby at Atletico. The Argentine forward has been the outstanding figure in the Barcelona side that won the European Cup in 2009 and 2011, his goals helping them to a sixth consecutive Champions League semifinal, but he was a barely noticed presence in Munich. Messi suffered a hamstring injury against Paris St Germain in the quarter-final first leg, and after making a decisive substitute appearance to help Barca through the second leg two weeks ago, he has not played. Looking ahead to the second leg, their only alternatives up front are Cesc Fabregas and little-used winger Cristian Tello. On top of that, is the feeling that the side are running out of steam. Their pressing game high up the pitch has dropped off and the circulation of the ball has lost its zip, in stark contrast to a dynamic and imposing Bayern. “They beat us with their physical fitness,” Barca captain Xavi told reporters. “We have to work a miracle. There are 90 minutes remaining and it is practically impossible, but we have to try because we wear the badge of Barcelona.”

TWO things usually happen when Louis van Gaal coaches a side. The fiery Dutchman invariably gets involved in personality clashes with the directors and he also discovers young talent that other coaches might have missed. His two-year stint at Bayern Munich was no exception. Van Gaal slunk out the back door when he was fired in 2011 after a series of disagreements with the club’s high profile directors, so much so that club president Uli Hoeness recently said that the Dutchman considered himself to be ‘the father of God.’ Yet, Van Gaal, now in charge of the Dutch national team, also left an impressive legacy, harnessing the talents of wingers Franck Ribery and Arjen Robben and turning Bayern into an aggressive, attacking outfit. Possibly his most important contribution, though, was to recognise the potential of forward Thomas Mueller, the architect of Tuesday’s astonishing 4-0 win over Barcelona in the Champions League. Mueller, who scored two goals and was involved in the other two against the stunned Catalans, was expecting to be loaned or transferred from Bayern until Van Gaal turned him into a first-team regular in the 2009-10 season. On the pitch, he does not terrorise opponents with his dribbling in manner of Ribery and Robben, nor does he score goals at the same prolific rate as Mario Gomez and Mario Mandzukic. Instead, Mueller has emphasised that his gift is his understanding of space. “You can reflect about a game as much as you want beforehand, but on the pitch you must rely on your instinct,” he once said in an interview. “There’s sometimes logic in where the ball is going and maybe I simply have the gift for reading it. “I have to find my own ways of being successful. Some things you can learn by training, but sometimes you have a certain instinct, a feel for space. I’m happy I have that capability.” German media have labelled him the ‘Raumdeuter’, which means ‘interpreter of space’ and is a term usually associated with interior design. Bayern lost 4-0 on their last visit to the Camp Nou four years ago, when Mueller was still in Bayern’s youth division, but the 23-year-old was convinced it would not happen again. “I made my contribution. It went very well,” he said of Tuesday’s game. “You’re fired up for a Champions League semi-final. It feels good when it ends like this. “I knew I’d only be able to do a good job if I covered a lot of ground. 4-0 is a dream result. We’ve all witnessed the magic of Camp Nou often enough. But we want to show the world it won’t work on us.”

Liverpool ‘shocked’ after Suarez gets 10-game ban By Martyn Herman LIVERPOOL striker Luis Suarez was handed a 10-match suspension by the Football Association (FA) yesterday following his bite on Chelsea defender Branislav Ivanovic on Sunday. Suarez accepted a charge of violent conduct after the incident in the 2-2 Premier League draw at Anfield but disputed the FA view that it merited more than a threegame ban. An Independent Regulatory Commission met in London yesterday to decide the Uruguayan international’s fate and added seven games to the usual ban for violent conduct. The suspension begins immediately meaning Liverpool’s leading scorer will miss his side’s last four games of the season and the first six at the beginning of next term. Liverpool, who expressed their shock at the Commission’s decision, have until tomorrow (11:00 GMT) to appeal. “Both the club and player are shocked and disappointed at the severity of today’s Independent Regulatory Commission decision,” Liverpool managing director Ian Ayre said in a statement on the club’s website (www.liverpoolfc.com). “We await the written reasons tomorrow (Thursday) before making any further comment.” Suarez’s bite on Ivanovic’s arm at Anfield was missed by referee Kevin Friend but television replays showed him sinking his teeth into the Serbian. The 26-year-old Suarez, who was banned for biting an opponent while with Dutch club Ajax before joining Liverpool in 2011, apologised for the bite after the game and

was fined a reported £200,000 by the club. However, he was widely condemned for his behaviour with some media suggesting he was in danger of being sacked by the club. Former Liverpool player Graeme Souness said Suarez’s latest misdemeanour had left him in the “last chance saloon” although the Mersey side club said this week that they wanted the Uruguayan to see out his four-year contract. The FA said a three-match ban was “clearly insufficient” for the serious nature of the offence. Controversy has followed Suarez since he joined Liverpool, with his antics often overshadowing his impact on the pitch. He served an eight-match ban for racially abusing Manchester United’s Patrice Evra last season and later angered United manager Sir Alex Ferguson by failing to shake the French defender’s hand before their league match in February last year. He has also been regularly accused of diving to win penalties and free kicks, while in an FA Cup tie this season against minor league Mansfield Town he was again criticised for scoring a goal despite a blatant handball. Until Manchester United forward Robin van Persie’s hat-trick against Aston Villa on Monday that secured the title, Suarez was leading scorer in the league with 23 goals - a record that saw him included on a six-player list for PFA Player of the Year. BBC Match of the Day host Gary Lineker said on Twitter: “Very strong punishment. Vital now that FA are consistently strong on all issues eg racism, abusing refs etc. Also this ridiculous nonsense of ‘if the ref saw it they can’t punish retrospectively’ has to be addressed!”

ORWARD Robert Lewandowski scored a stunning four goals to steer Borussia Dortmund to a 4-1 demolition of Real Madrid in their Champions League semi-final first leg on Wednesday. Dortmund’s dazzling performance comes only a day after Bayern Munich crushed Barcelona 4-0 in the other semi-final first leg to raise the prospect of an all-German match-up in the final at Wembley in May. Poland international Lewandowski, who looks set to leave after refusing to extend his contract past 2014, became the first person to score four goals in a Champions League semifinal, opening his account after eight minutes. The 24-year-old added three more in the second half, including an emphatic penalty, leaving the ninetime European champions badly wounded. Cristiano Ronaldo had equalised just before the break for the Spaniards, who face a monumental task against still undefeated Dortmund in Tuesday’s home second leg. Dortmund, who had beaten Real at home in the group stage, had hoped a surprise July transfer of Mario Goetze to Bayern Munich announced on Tuesday would not distract them. Coach Juergen Klopp had appealed for a great footballing evening and the 62,000 Dortmund fans, angered by the 20-year-old’s decision to join their archrivals in the south, showed restraint when he came onto the pitch.
