YPRUS has agreed to sell excess gold reserves to raise around €400 million to help finance part of its bailout, according to an assessment of the island’s financing needs prepared by the European Commission, revealed yesterday. The draft assessment, referring to the gold sale, obtained by Reuters, also said that Cyprus would raise €10.6 billion from the winding down of Laiki Bank and the losses imposed on junior bondholders and the deposit-forequity swap for uninsured deposits in the Bank of Cyprus. Nicosia would get a further €600 million over three years from raising the corporate income tax rate and the capital gains tax rate. Out of the total Cypriot financing needs of €23 billion between the second quarter of 2013 and the first quarter of 2016, the eurozone bailout fund will provide €9 billion, the International Monetary Fund €1 billion and Cyprus itself will generate €13 billion, the assessment said. The Central Bank of Cyprus (CBC) said last night however that selling the island’s gold had not been on the table. “Such an issue has not been raised, has not been discussed and is not being discussed at the moment,” CBC spokeswoman Aliki Stylianou said. Stylianou added that sale

of the gold was a matter handled exclusively by the CBC board. The sale plan, set out in a draft assessment of Cypriot financing needs prepared by the European Commission, would be the first major gold disposal by a euro area central bank since France sold 17.4 tonnes of gold in the first half of 2009. “The amount mentioned, 10 tonnes, is not large we’ve seen that on average come out of exchangetraded funds this year every week,” Macquarie metals analyst Matthew Turner said. “But it’s the first eurozone country to have said it will do this, and the first eurozone country to sell gold, other than Germany’s coin programme, for a while.” At current prices, €400 million worth of gold amounts to 10.36 tonnes of metal. Cyprus’ total bullion reserves stood at 13.9 tonnes at the end of February, according to data from the World Gold Council. “A bearish interpretation would be, where Cyprus leads, others will follow,” Turner said. “If those others were Spain or especially Italy, they have very large reserves. Cabinet decides to keep CY for summer at least By George Psyllides THE government yesterday decided to keep national carrier Cyprus Airways (CY) flying, at least throughout the summer, but measures to restructure the company must be fully accepted by staff. “This is a crucial condition,” government spokesman Christos Stylianides said after a cabinet meeting yesterday. “Keeping the company alive with the aim of selling it to a strategic investor is based on the responsible stance of all those involved.” The measures include cutting staff

by 560 immediately, a 17 per cent cut in salaries and reducing the fleet to six aircraft from 10. Unions said the provident fund of those being laid off was not secured and there was no gratuitous compensation. SIDIKEK PEO representative Antonis Neophytou described the cabinet’s decision as blackmail. He said the matter would be discussed by the union, which will seek to hold a dialogue with the government. “If the government responds, we must agree by Saturday,” Neophytou said. Andreas Pierides, the chief of SYNIKA SEK, said it was a very serious matter that the union will decide how

The unions said it was ready to respond to the government’s call for dialogue and urged all involved to rise to the occasion and cooperate for the airline’s salvation. The company posted a €55.8 million loss in 2012 compared with €23.9 million in 2011. “The government inherited a very difficult and unsound situation, which was also left to deteriorate,” Stylianides said. Itself cash-strapped, the government cannot afford to pour more money into CY. Even if money was no object, however, legal constraints prevent any cash injection whatsoever. The European Commission recently initiated an investigation into whether some €100 million in state aid granted to CY complied with EU rules. The commission has stressed to Cypriot authorities that “no further state aid measures in favour of Cyprus Airways should be implemented without the commission’s prior approval.” The commission said also it doubted the airline’s capital increase, with a €31.3m contribution from the Cypriot state, was conducted on market terms. It is looking into a €73 million rescue loan for the ailing airline, as well. Meanwhile, around 300 Cyprus Airways employees protested outside the Presidential Palace yesterday at the same time that the cabinet was meeting to discuss the national carrier’s future. CYPRUS TODAY Plea for special needs help centre THE AYIOS Lazaros Centre for people with special needs in Larnaca is organising a campaign to collect food and cleaning materials as the current crisis has put a further strain on its stock. “Due to the current situation, the Centre’s management has announced the beginning of a campaign to collect food and cleaning materials to cover the centre’s needs due to a lack of funds,” a statement said. The centre’s sustainability is wavering on the brink and efforts are being made to keep it afloat. “In an attempt to help the centre, we will be accepting donations of food and other necessities on Friday, April 12 from 5pm until 9pm at the centre’s grounds,” the statement said. Suggested foods are pasta, rice, noodles, jam, tomato paste, tea, sugar, coffee, lemons, salt, beans, olive oil, peanut oil, vinegar and baby food. Also cleaning items such as washing powder, fabric softener, mopping liquid, hand soap liquid, dishwashing liquid, bleach, toilet rolls, tissues, trash bags, garden bags and baskets. The centre will also accept various personal hygiene items such as shaving cream, razors, deodorant, sanitary wipes, toothpaste and shampoo. “The directors and management hope people will show solidarity in order for this humanitarian effort to succeed,” the statement concluded.

Enough food for 15,000 families

Employees say they are in a desperate position the government’s support to prevent the airline from closing and for them to take an immediate political decision. Employee representatives entered the Presidential Palace and met with head of the President’s office, Panayiotis Antoniou, and also spoke with Communications and Works Minister Tasos Mitsopoulos before he entered the cabinet meeting. “I have been working for Cyprus Airways for 21 years and it not only helped me feed my family but it is a large part of who I am,” one protester said. “We are not only losing our jobs but a large part of Cypriot history,” she added. The employ-

ees demanded that their provident funds and their jobs be saved as they have families to feed. “We are in a desperate position right now because decisions should have been taken a long time ago,” another protester said. “This indecision is leading to people travelling to and from Cyprus from the occupied areas,” she added. “This whole situation is unacceptable and our hotels will close because they are far more expensive than hotels in the north,” she concluded. For others, the current turmoil the company is in is depressing after being employed for many years by the airline. “They need to take

(Christos Theodorides) a political decision as this company has a long and rich history,” an employee with 33 years worth of experience said. “We have been accused of receiving large salaries but what most people are unaware of is we have had cuts of 40 per cent which makes it very difficult to survive,” he added. The workers gathered at around 9am at Cyprus Airways’ offices before heading to the Presidential Palace. During the past week a total of 29 vehicles from bishoprics, municipalities and other organisations from all over the country have passed by the old market to collect food. “The collected food and essentials were taken back to the organisation’s premises to be shared among people and families who are in need,” the statement said. Medical provisions collected from individuals and pharmaceutical companies were given to the clinics for the poor after being checked by pharmaceutical services. Small quantities of food and essentials have been given to the Nicosia district welfare office to be given to people who go there for help, to the Cyprus Girls Guides to support needy families, and to the Skapaneas society to be given to needy children.

Home CYPRUS TODAY DEFA chief sacked by cabinet THE CABINET yesterday sacked the chairman of Cyprus’ natural gas company, DEFA, because of serious misconduct, government spokesman Christos Stylianides said yesterday. Stylianides said the decision to sack Costas Ioannou came after the attorney-general handed over a report to President Nicos Anastasiades. Stylianides did not disclose details. Media reports suggested the decision was linked with a licence given to a private company to build and operate a private power station, secured when Ioannou was chairman of the energy regulator CERA in 2009. The reports have suggested that the private company was using as a mediator a person who had a personal relationship with Ioannou, raising questions over conflict of interests. DEFA is responsible for the import, storage, distribution, transmission, supply and trading of natural gas, and the management of the distribution and supply system of natural gas in Cyprus. Asked if sacking Ioannou would have consequences for natural gas developments, Stylianides said, “Individuals do not stop procedures”. DEFA is currently discussing with companies the supply of natural gas until the country can start exploiting its own supplies.

The analysis from the EU and IMF shows that the economy will go on contracting through 2014, returning to marginal growth of 1.1 per cent in 2015. At the same time, debt as a proportion of GDP will peak at 126 per cent, before

falling to 104 per cent in 2020, the debt sustainability report shows. The analysis, which underpins the €10 billion bailout forecasts the budget deficit to be 6.0 per cent of GDP this year, 7.9 per cent next year, 5.7 per cent in 2015 and 2.5 per cent in 2016. Meanwhile, Standard & Poor’s Ratings Services yesterday raised its outlook on Cyprus to stable from negative, saying it expected the troubled new government to agree to the terms of a bailout, averting any immediate risk of a sovereign default.

THE BRITISH government is making changes to the passport service for British nationals living overseas. From April 15, the application process will be centralised and British nationals in Cyprus should submit their passport application to Identity and Passport Service (IPS) in the UK. Before April 15, British nationals living in Cyprus submitted passport applications to a regional processing hub in Madrid, Spain. From 15 April, information on the UK government website will advise British nationals on the new passport application process. All the information required to make an application will be found at https://www.gov.uk/overseas-passports. Applicants will be required to send their applications to the Passport Customer Service Centre in Belfast. There will be no change to processing times. Fees charged to British nationals applying overseas are based on the current costs of providing the service. As overseas volumes are much less than UK volumes it is harder to gain efficiencies overseas. “That is why we have taken the decision to repatriate the issuing of passports to British nationals overseas to the UK,” a statement said. Once this has been completed IPS will be seeking to create closer alignment between the two sets of fees.

TC side cashes in on GC misery THE BREAKAWAY regime appears to be utilising the economic woes of the Cyprus Republic in a UK promotional campaign to attract British tourists to the north. According to Turkish daily Milliyet, the Turkish Cypriot side has launched a tourism promotion campaign in the UK using the slogan: “Just relax; there are no euro worries in north Cyprus”. The new campaign appears to focus on highlighting the fact that the occupied areas are not affected by the current crisis in the government-controlled areas. According to Milliyet, a number of advertisements have been penned to include messages like: “Do you know this? North Cyprus is not in the eurozone”, “It does not use the euro”, “Just relax; there are no euro worries in north Cyprus”, and, “We are the other half part of Cyprus, we are separate, we use the Turkish Lira”. Turkish Cypriot tourism representatives said the strategy was two-pronged, to lure tourists already planning to visit Cyprus anyway to go north and to change perceptions about the island so people are more aware of its division and the two separate currencies operating here. The paper reports that 660,000 tourists visited the occupied north last year, while the regime’s goal for 2013 is to reach 850,000-900,000 and by 2016, 1.5 million tourists.

Rents frozen for two years Cabinet in effort to help small businesses stay open By Stefanos Evripidou THE CABINET yesterday decided to freeze controlled rents for the next two years in light of the deteriorating economic situation in Cyprus. Justice Minister Ionas Nicolaou said the decision to block rent increases from April 22, 2013 until April 21, 2015 for “controlled areas”, was taken as a result of the impact of the economic crisis, particularly on small and medium-sized businesses who rent property, shops or offices. Under Cypriot rent laws, landlords can increase rents by a maximum of 14 per cent every two years. The minister also called on property owners to cooperate with tenants and businesses to help them get through the worsening crisis, asking them to go beyond a freeze on rent increases and “reach a common understanding in solidarity (with tenants) for a reduction in the rent”. “In these difficult times we are going through we must stand by each other to over-

come today’s problem which demands urgent attention,” said Nicolaou. The minister clarified that “controlled areas” meant those areas that come under the Rent Act, representing over 75 per cent of immoveable property rented in the country. The cabinet decision also applies to those areas deemed “disadvantaged”, where rent is already very low. Asked how much the state would save as a result of the decision to freeze rents, Nicolaou said in many cases following consultations with property owners, rents have seen a significant decrease already. “We call on the owners and tenants to demonstrate the same level of responsibility and reach agreement on reducing the rent so everyone can respond (to the crisis) and the rent does not kill off businesses or other activities,” he said. According to Nicolaou, the rent freeze issue was raised during a meeting on Tuesday with the Cyprus Immoveable Property Owners’ Association

months now have already imposed significant rent reductions while many properties are left vacant,” said KSIA. According to the announcement, property owners supported Nicolaou’s proposal to freeze rents for two years and not impose legal obligations to reduce rent, leaving

it instead to market forces to determine. Highlighting the “tragic moments” the economy is experiencing, KSIA called on its members to show solidarity to tenants and if need be, proceed with rent reductions so as not to force out tenants who have until now shown

consistency in their obligations. The association also noted that the supply of rentable properties currently outweighed demand, giving tenants the upper hand in negotiations. KSIA called on tenants to be reasonable in their demands.

Opposition AKEL: trumped up charges By Stefanos Evripidou THE HOUSE Ethics Committee will look into whether parliament was misled by the Central Bank of Cyprus (CBC) governor over the terms of reference of an investigation he launched into the island’s banking debacle. House President Yiannakis Omirou said yesterday if the committee finds there is a case, it will draft a report and send it to the plenum for discussion behind closed doors. If the plenum judges there is an issue of misconduct through disciplinary or criminal offences, the case will either be referred to the attorney-general, or a parliamentary investigating committee will be set up, Omirou said. The decision was taken yesterday following a meeting of parliamentary party leaders and representatives at the House to discuss allegations that CBC governor Panicos Demetriades misled parliament over an investigation ordered by the regulator into Bank of Cyprus and Laiki (Popular) Bank. “The ethics committee will look at whether he supplied sufficient information or the correct information to parliament,” Demetris Syllouris, chairman of parliament’s ethics committee, said. A spokesperson for the CBC said Demetriades had not

been summoned to give his position in parliament. Demetriades has come under attack from many quarters in recent weeks, following the Eurogroup’s decision to wind down Laiki and recapitalise the Bank of Cyprus, in the process taking a massive swipe at uninsured depositors of both banks. Laiki was part-nationalised last year when attempts to find a buyer for it collapsed. The governor, who took up his five-year post in May 2012, has come under fire for allowing Laiki to receive more than €9 billion in emergency liquidity assistance to keep it afloat. With the winding down of Laiki, this debt has since been passed on to the Bank of Cyprus. With the net seemingly closing in around him, the new DISY government on Tuesday rescinded the appointment of Demetriades’ close aide, deputy governor Spyros Stavrinakis. The latter was appointed by the previous AKEL government during its last days in office. Demetriades had assigned the investigation into the banking collapse to global forensics and dispute service providers Alvarez and Marsal (A&M) which had been tasked with looking into all the aspects that led the island’s two biggest banks to seek assistance from the cash-strapped state, resulting in Cyprus requesting a bailout from international lenders.

According to reports, lawmakers are peeved that Demetriades informed Omirou in a letter last November that the investigation would cover the activities of both banks yet the final report appears to only focus on the one, Bank of Cyprus. The findings of the investigation were leaked to the media last Thursday with some of the aspects, including the acquisition by Laiki of Greek Government Bonds (GGBs), nowhere to be found. Both members of parliament and the government questioned the apparent failure to probe certain vital aspects of the affair, particularly those relating to the actions and omissions of Laiki. Government spokesman Christos Stylianides said the final A&M report raised questions regarding the objectives and terms of reference set from the beginning. The CBC was quick to stress that the investigation was not over yet. The regulator, which has been heavily criticised over its handling of the banking crisis, cited a part of the A&M report, which said the investigation would continue, focusing next on Laiki. However, according to leaked excerpts of the preamble to the A&M report, the mandate “originally anticipated a robust investigation” of the need for Laiki to have required state aid and the events which led to the state acquiring 84 per cent of the bank’s shares. Central Bank Governor Panicos Demetriades: under fire was meant to have addressed the shifting of Laiki’s Greek liabilities to the Cypriot balance sheet. Laiki was merged with two Greek banks, Marfin and Egnatia, in 2007. But according to the leaked preamble, A&M were advised early in the investigative process that such a robust mandate could jeopardise any potential recovery from litigation launched at the time by the state-owned Laiki against Greece, as well as an internal central bank probe. This began an internal dialogue that resulted in a “narrowing” of the Laiki investigation, said the A&M report. As a result, the investigation

in respect of Laiki (former Marfin Popular Bank) was limited to the Laiki conversion of its loss-making Greece-based subsidiary Marfin Egnatia into a branch and only from the perspective of the CBC’s supervision of this conversion. AKEL spokesman Giorgos Loucaides said yesterday parliament’s investigation into Demetriades was a clear attempt to shift responsibilities away from bankers and the former regulator and on to Demetriades. “These are trumped-up charges,” he said. The House Ethics Committee will convene again on Tuesday.

Central bank issues reprieve for bounced cheques By Peter Stevenson UNTIL capital controls become more relaxed and the banking situation returns to normal, the Central Bank has decided not to blacklist anyone whose cheques may have bounced recently. “During these difficult times, the Central Bank has informed the Central Information Archive to suspend operation,” Central Bank spokesperson, Aliki Stylianou said. She added this meant that anyone whose cheque may have bounced recently would not be blacklisted. Stylianou said the measure would remain in place until things returned

to normal and was aimed at helping those who might have unwittingly had their cheques bounce. The problem with the cheques materialised with bank closures last month. A person or a company’s name will be placed on the Central Information Archive’s blacklist if in the space of three months, three of their cheques bounce, irrespective of the amount, or if a cheque of over €2,000 bounces. The current relaxation of measures has been labelled as dangerous by various economists who warn that there could be people taking advantage of the situation. it could be seen as a double-edged sword. He said it would protect people who issued cheques before any haircut was decided but would also protect anyone who might issue a cheque in the knowledge that they do not have the funds to cover the value of it. He added that this could cause more problems as it would be difficult to ascertain who issued a bounced cheque unwittingly and who issued one knowingly. For one businessman the banks lack of flexibility has caused his company severe operational difficulties. “I had deposited roughly 10 cheques valued at €15,000 although they hadn’t

cleared yet and I wanted to make a payment of €140 but couldn’t because my account had reached its limit,” he said. He told the Mail he had to leave an important meeting to transfer money from a personal account to cover the €140 payment. “I’m not asking the banks to break the rules, and we are probably in this mess right now because our banks have been overly flexible over the years, but all I want is for them to use common sense when it comes to certain transactions,” he added. He believed it was not a legal issue but rather a moral one but fully understood that although they weren’t exercising common sense, banks were doing everything by the book.

A MAN in Limassol managed to fend off a mugger who was attempting to take a bag with €25,000 in it, after being sprayed in the face on Tuesday evening. Police said that around 9.40pm the man parked the company car in the block of flats where he lives and got out to take the money bag from the back seat. He was then attacked by a hooded man who failed to grab the bag and fled. The attacker was around 1.70 metres tall, of thin build and wearing a black tracksuit.

Unconscious man AN unidentified man was taken to Nicosia General Hospital yesterday after a passer-by found him unconscious on Kennedy Avenue in Nicosia, police said. The man had been taken to hospital after being found unconscious. Police have yet to identify the man, although they believe he might be an immigrant. He is in a critical condition.

Theft remand A 32-year-old Romanian man was remanded in custody for three days yesterday after he was stopped at Larnaca airport attempting to smuggle out ten Rolex watches in his luggage on an early flight. The watches were valued at €177,000. The suspect was unable to give a satisfactory explanation as to how he came to possess the watches but said he was taking them to Rome to sell them.

‘Senior finance ministry officials ordered early haircut law draft’ Anastasiades ‘not aware of instructions’ on March 15 By George Psyllides THE Presidential Palace insisted yesterday that President Nicos Anastasiades had not been aware of instructions to draft legislation regarding a ‘haircut’ on deposits before the decision was actually announced by the Eurogroup. In a statement yesterday, the Palace also suggested that the previous administration knew about a possible haircut, at least since November last year, pointing to a reference in the preliminary bailout deal agreed by former president Demetris Christofias. The matter came to the fore on Monday evening, after Attorney-general Petros Clerides revealed he received instructions from the finance ministry on the morning of March 15 to prepare a bill concerning a haircut on deposits. “Two senior finance ministry officials came to my office with instructions to prepare legislation,” Clerides said. The island’s top lawyer said they left some gaps in the bill to be filled later, without clarifying. Late on Friday evening, the Eurogroup announced a decision to slap all depositors with a levy of 6.7 per cent for deposits under €100,000 and 9.9 per cent above that amount. Former ruling party AKEL jumped on the opportunity and accused the government of knowing in advance despite their declarations to the contrary and despite pledges they would never accept a haircut. The Presidency denied that Anastasiades knew, and published a March 20 letter to the finance ministry in which Anastasiades demanded to know which ministry official had instructed Clerides and who had ordered the official to do so. The ministry responded that it was a senior official who, along with two others, had been handling the bailout issues. The Presidency said it was apparent that the state bureaucracy was acting within the framework of the November 23, 2012 agreement

“that was based on the logic of a haircut as set in paragraph 1.19 of the initial memorandum.” The paragraph in question states: “The authorities will introduce legislation establishing a comprehensive framework for the recovery and resolution of credit institutions, drawing inter alia on the relevant proposal of the European Commission. The framework will be subject to consultation with the EC, the ECB and the IMF and will enter into force by [end-January 2013].” The proposal cited in the paragraph clearly refers to “bail-in” – what the EU did in Cyprus – as a method of recapitalising stricken lenders. EU officials have denied that Cyprus would be used as a template, but Reuters reported yesterday that EU ministers will consider a proposal this week to impose losses on interbank deposits of lenders in dire financial trouble as they shape a draft EU law introducing powers that would also penalise those with big savings. In a document prepared by government officials in Ireland, which as holder of the rotating EU presidency, will chair the ministers’ gathering, they write that interbank deposits of less than one month should also be penalised. The proposal will be part of wider talks to consider when, for example, depositors should be penalised if a bank runs into difficulty. This is known as bail-in. Shareholders are the first to lose their money, with various rankings of creditors behind them. Customer bank deposits of up to €100,000 would remain protected under an existing EU law and the latest proposals touch on sums above this threshold. “While it is acknowledged that bailing in interbank liabilities may carry certain risks,” officials write in the document, seen by Reuters, “on balance, it is preferable ... that these liabilities are not

Such a suggestion will dismay many officials, who witnessed a freeze in interbank lending that the European Central Bank is still struggling to unblock despite having provided more than one trillion euros of cheap funds. At a meeting of EU country officials in Brussels yesterday, France and Italy expressed serious reservations about the idea. Although some policymakers have sought to portray Cyprus and the losses suffered by depositors at two of its banks as a one-off, many experts believe it marks a dramatic change in tack in how Europe deals with troubled banks, to spare taxpayers who have been on the hook for previous bailouts. Jeroen Dijsselbloem, head of the Eurogroup of eurozone finance ministers, has said that in future, the currency bloc should first ask banks to recapitalise themselves, then look to shareholders and bondholders and then “if necessary” to uninsured deposit holders. He later backtracked on his statements.

Laiki depositors get organised LAIKI (Popular) bank depositors have formed themselves into an organised group, already have hundreds of members and are growing, they said yesterday. Adonis Papaconstantinou, a spokesman for the group named as The Popular Bank Depositors’ Association appealed for the word to be spread that the depositors were organising. “It is irrelevant whether they have already taken individual legal action. Together we have more chances of winning,” said Papaconstantinou. “We have already started a collaboration with established law firms. There will be a large number of law firms coordinating in Cyprus which will be manned by experts in both Cyprus and abroad. “A well known and reputable European

law firm will also be involved because we do not plan to have talks amongst ourselves in Cyprus only,” he added. The legal teams are looking into the possible violations of the constitution, the possible violation of human rights and other foundations on which the European Union, the eurozone and the Republic of Cyprus are founded on, possible acts of fraud, possible illegal transactions, and the possible attempt to compensate insured depositors (below €100,000) by the uninsured instead of the government. “We shall act legally, peacefully and in a civilised manner. Thatcher an extraordinary leader, says PM Cameron Iron Lady ‘made this country great again’ DAVID Cameron has paid tribute to Baroness Thatcher as an “extraordinary leader and an extraordinary woman”. Cameron yesterday told MPs at the start of a specially convened session the former prime minister “defined and overcame the great challenges of her age”. He praised her achievements in breaking through the “glass ceiling” and said she had made Britain “great” again. Ed Miliband said she had been a “unique and towering figure” but said he had disagreed with much of what she did. Cameron opened the tribute debate in the Commons, saying: “As Winston Churchill put it there are some politicians who make the weather and Margaret Thatcher was undoubtedly one of them “She made the political weather, she made history and let this be her epitaph that she made this country great again.” Lady Thatcher’s son Mark Thatcher earlier said her family had been “overwhelmed” by messages of support since her death on Monday at the age of 87. He also thanked the Queen for agreeing to attend his mother’s funeral, a gesture which he said would have “honoured” and “humbled” his mother. David Cameron yesterday paid tribute to Margaret Thatcher in a special session at the House of Commons to St Paul’s, including three bands whose drums will be covered in black cloth. A gun salute will be fired from the Tower of London and the coffin will be carried into St Paul’s by service personnel from regiments and ships closely associated with the Falklands campaign. Lady Thatcher’s family is meeting an unspecified amount of the expense, thought to cover transport, flowers and the cremation, with the government funding the rest, including security. No official figure has been given for the estimated overall costs, although newspaper reports suggest it could be up to £10m. Downing Street said the cost of the funeral would not be released until after the event. ROBERT Edwards, a British Nobel prize-winning scientist known as the father of IVF for pioneering the development of ‘test tube babies’, died yesterday aged 87 after a long illness, his university said. Edwards, who won the Nobel prize for medicine in 2010, started work on developing in-vitro fertilisation (IVF) in the 1950s, and the first so-called test tube baby, Louise Brown, was born in 1978 as a result of his research. Since then, more than five million babies have been born around the world as a result of the techniques Edwards developed together with his late colleague, Patrick Steptoe. Edwards, who has five daughters and 11 grandchildren, said he was motivated in his work by a desire to help families. “Nothing is more special than a child,” he was quoted by his clinic as saying when he won his Nobel prize. Edwards began his work on fertilisation in 1955, and by 1968 had managed to fertilise a human egg in a laboratory. He then started to collaborate with Steptoe. In 1980, the two founded Bourn Hall, the world’s first IVF clinic, in Cambridge, eastern England, where gynaecologists and cell biologists around the world have since come to train. Mike Macnamee, chief executive of the clinic, said Edwards was “one of our greatest scientists”, whose inspirational work had led to a breakthrough that had enhanced the lives of millions of people worldwide. IVF is a process by which an egg is fertilised by sperm outside the body in a test tube, giving rise to the term ‘in vitro’ or ‘in glass’.

EU raises flag over French, Italian, Spanish economies By Jan Strupczewski and Martin Santa THE European Commission warned of deepening economic problems in France,Italy and Spain yesterday, and said Slovenia must take urgent steps to offset the risk of a wider destabilisation across the eurozone. Unveiling its second review of economic imbalances in 13 European Union countries, the Commission flagged concerns about France and Italy, while including Spain and Slovenia among countries that could face fines if they do not correct course. The early warning system was set up after problems in Greece, Ireland and Portugal triggered the eurozone sovereign debt crisis and forced the bailing out of four member states. “In Spain and Slovenia, imbalances can be considered excessive,” said the Commission, mentioning problems with high deficits and public debt levels, imbalances in the banking system and in labour market structure and costs. In Spain, which had to borrow 40 billion euros from the eurozone last year to recapitalise its shattered banks, it said very high domestic and external debt levels posed serious risks for growth and financial stability. “Although adjustment is taking place, the magnitude of the necessary correction requires continuous strong policy action,” the Com-

GERMAN authorities said yesterday they had uncovered a network of far-right activists in prisons communicating by secret code. Among the names on the network’s address list was that of a woman who goes on trial next week accused of a series of racially motivated murders. Yesterday’s revelations are embarrassing for Germany, which has been shaken by charges that for decades its intelligence services bungled the monitoring of far-right groups. The justice minister in the state of Hesse, JoergUwe Hahn, demanded a thorough investigation and confirmed inmates’ cells had been searched and letters checked in the last few weeks. “We don’t want to repeat the mistakes made by security authorities in relation to the crimes of the (neo-Nazi cell) the National Socialist Underground (NSU),” Hahn told Bild daily. “We know that far-right criminals are trying to build up networks and new organisational structures from prisons. We will stop this,” he added. A spokesman for prosecutors in Frankfurt confirmed they had opened an investigation but declined to give further details. It was unclear how far the network stretched across Germany. The aim of the new network is to offer financial support to inmates and their families and to allow individuals to exchange political views, German media said. Members communicated via code and hidden messages in letters and small advertisements in magazines.

CHINESE police detained at least ten people for spreading rumours about the H7N9 bird flu virus, state media said yesterday, as the death toll from the new strain rose to nine. Authorities detained the people in six provinces Shaanxi, Guizhou, Jiangsu, Zhejiang, Anhui and Fujian - some of whom had posted “fake information” online about new cases of the virus in their areas, the official Xinhua news agency said. The death toll and number of infections in China from the strain of bird flu first found in humans last month has ticked up daily. Nine people have died out of 33 confirmed cases of the virus, all in eastern China, according to data from the National Health and Family Planning Commission. State media quoted authorities as saying a vaccine should be ready within

months. Until yesterday, the source of the virus was not known but Chinese researchers said they had traced it to wild birds and chickens, Xinhua reported. One man detained in Anhui province was given seven days of administrative detention for fabricating posts on microblogs about infections, Xinhua said. The Xi’an city public security bureau in Shaanxi province is investigating another man’s posts, “to prevent untrue information from causing public panic”, Xinhua said. Scientists around the world have praised China for its handling of the deadly outbreak, but many Chinese people are sceptical of the government’s pronouncements about the H7N9 virus, given a history of public health scandals and cover-ups. The government initially tried to conceal an outbreak of Severe Acute Respiratory Syndrome (SARS),

which emerged in China in 2002 and killed about one in ten of the 8,000 people it infected worldwide. Chinese Internet users have questioned why the government waited weeks to announce cases of the bird flu strain, but health officials said it took time to identify the virus, which was previously unknown in humans. China’s Communist Party is very keen to maintain social stability, but it has struggled to clamp down on rumours, which often spread quickly on the Internet. Authorities have detained people in the past for rumours, including 93 people accused of circulating information about the apocalypse last December. Still, some commentators have noted that reports of a flu-like condition killing one person near Shanghai had been circulating on Chinese microblogs weeks before the government confirmed it was a case of H7N9.

THE leader of the al-Nusra Front, a jihadist group fighting in Syria, has pledged allegiance to the leader of alQaeda, Ayman al-Zawahiri. Abu Mohammed al-Jawlani said the group’s behaviour in Syria would not change as a result. Al-Nusra claims to have carried out many suicide bombings and guerrilla attacks against state targets. On Tuesday, al-Qaeda in Iraq announced a merger with al-Nusra, but Jawlani said he had not been consulted on this. Al-Nusra has been designated as a terrorist organisation by the US. Debates among Western leaders over whether to arm Syria’s rebels have often raised the concern of weapons ending up in the hands of groups such as al-Nusra. “The sons of al-Nusra Front pledge allegiance to Sheikh Ayman al-Zawahiri,” Jawlani said in a recording released yesterday. But Jawlani said al-Nusra had not been consulted on the merger with al-Qaeda in Iraq and insisted his group would not change its stance in Syria. The al-Nusra statement assured Syrians that the “good behaviour” they had experienced from the front on the ground would continue unchanged, the BBC’s Jim Muir reported from neighbouring Lebanon. Jawlani said that the oath of allegiance to Zawahiri “will not change anything in its policies.” Abu Bakr al-Baghdadi, the head of the Islamic State in Iraq, which is the Iraqi wing of al-Qaeda, had said that his group would be joining with al-Nusra under the name The Islamic State in Iraq and the Levant. But Jawlani said he only heard about the announcement from media and had no prior knowledge of it. Correspondents say that although it is widely believed - and al-Nusra Front has acknowledged - that there are strong ties between it and the Iraqi branch of al-Qaeda, it is clearly not something the group wants to highlight. Al-Nusra is seen as trying to win the support of the population in rebel-held areas, and also to keep the goodwill of the other opposition groups who do not want to be associated with al-Qaeda. Spokesmen for the Free Syrian Army, considered the main armed opposition group in Syria, reacted to yesterday’s statement by distancing themselves from al-Nusra. “We don’t support the ideology of al-Nusra,” FSA spokesman Louay Meqdad told the AFP news agency. Also yesterday, British Foreign Secretary William Hague said the crisis in Syria will be at the “top of the agenda” when G8 foreign ministers meet in London this week.

SOUTH Korea said yesterday there was “very high” probability that North Korea, engaged in weeks of threats of war, would launch a medium-range missile at any time as a show of strength despite diplomatic efforts to soften its position. Foreign Minister Yun Byung-se said South Korea had asked China and Russia to intercede with the North to ease tension that has mounted since the U.N. Security Council imposed fresh sanctions on North Korea after its third nuclear arms test in February. But all was calm in the South Korean capital, Seoul, long used to North Korean invective under its 30-yearold leader Kim Jong-un. Offices worked normally and customers crowded into city-centre cafes. Seoul stocks edged up 0.77 per cent from a four-and-ahalf-month low hit earlier in the week, though trading was light with threats from the North still clouding the picture. The won currency gained 0.3 per cent. Other officials in Seoul said surveillance of North Korean activity had been enhanced. Missile transporters had been spotted in South Hamgyong province along North Korea’s east coast - a possible site for a launch. But it is unlikely to be aimed directly at the South. The Musudan has a range of 3,500 km (2,100 miles) or more, according to South Korea, which would put Japan within range and may even threaten Guam, home to U.S. bases. South Korea can be reached by the North’s short-range Scud missiles. Foreign Minister Yun told a parliamentary hearing: “According to intelligence obtained by our side and the U.S., the possibility of a missile launch by North Korea is very high.” North Korea, he said, could launch a Musudan missile “at any time from now”. The U.S.-South Korea Combined Forces Command in Seoul raised its ‘Watchcon 3’ status, a normal condition, by one level to boost monitoring and increase the number of intelligence staff, a senior military official told the South’s Yonhap news agency.

CUBA allowed U.S. authorities to land a plane in Havana and retrieve an American couple accused of kidnapping their two young sons and sailing to the communist island with them, Florida officials said. The plane returned to Tampa, Florida, early yesterday with Joshua Michael Hakken, his wife, Sharyn Hakken, and their sons, 4-year-old Cole and 2-yearold Chase, the Hillsborough County Sheriff’s Office said. The parents, who had lost custody of their children, were jailed on kidnapping and other charges. The children were returned to their maternal grandparents, from whose home they were allegedly abducted last week. Cuba’s Foreign Ministry issued a terse statement on Tuesday saying the family had arrived by boat at the Hemingway Marina near Havana on Sunday and would be turned over to U.S. authorities. Cuba handed them over to officials from the U.S. State Department and the FBI a few hours later. Business BoJ’s Kuroda may keep stimulus for more than two years BANK of Japan Governor Haruhiko Kuroda said yesterday that the bank was resolved to keep printing money for as long as needed to achieve 2 per cent inflation, signalling his readiness to offer further stimulus or maintain an ultra-easy policy beyond two years if meeting the target by then proves difficult. Barely two weeks into the job, Kuroda stunned global markets in his maiden BoJ policy review on April 4, announcing monetary easing measures of an unprecedented scale. Speaking to journalists days later, he suggested there would be no additional stimulus given in coming months. The central bank, he told a group interview, must take time scrutinising the effect of last week’s bold action. “Our belief is that we took all necessary steps to achieve the 2 per cent inflation target basically in two years. “We’ll examine the effect each month but that doesn’t mean we will adjust policy every month,” Kuroda said. The BoJ last week unleashed the world’s most intense burst of monetary stimulus, pledging to inject about $1.4 trillion (914.6 billion pounds) into the economy in less than two years, marking a radical shift from the previous approach of incremental action. The massive scale of the stimulus pushed the yen near a four-year low against the dollar and Japan’s Nikkei share average to a nearly fiveyear closing high.

The move brings Luxembourg into line with all other EU countries bar Austria in sharing information within the European Union about bank depositors in its territory. The decision adds to pressure on Vienna to fall into line, after Austria’s chancellor said on Tuesday it would join talks on the subject. Luxembourg’s decision follows lobbying by Germany and the European Commission, bolstered by the case of former French budget minister Jerome Cahuzac, who was placed under investigation for fraud after admitting lying about having a Swiss bank account. “We can, without great damage, introduce automatic exchange of information as of January 1, 2015,” Prime Minister Jean-Claude Juncker told parliament in a state-of-the-nation address. “We are following a global movement ... we are not caving in to German pressure,” he said, adding that 25 EU countries as well as the United States wanted such datasharing. The AG and the complete inversion of all that is logical ON SUNDAY a Greek newspaper carried a report that Attorney-general Petros Clerides had suspended prosecution for driving offences against his son. Clerides, declined to comment until Monday night on a television current affairs show where although he was not specific about the reported offences – drink driving and not having an MOT – he did confirm that an offence had taken place and that he had suspended prosecution. Article 113 of the constitution grants the Attorney-general or members of his office acting on his instructions the right to suspend any prosecution against anyone in Cyprus “exercisable at (the AG’s) discretion in the public interest”. While no one is saying the AG acted illegally, his reasoning is however flawed. He suggests the fact that he did not sweep the whole affair under the carpet showed transparency. He suggests the fact that he has suspended such prosecutions for other people’s children means his own son should be treated no differently. He suggests it was no big deal because the particular offence is now regulated by an on-the-spot fine and is not really an offence at all. This is a complete inversion of all logic and a brazen example of Orwellian doublespeak. Whether he did it above board or under the carpet, he has sent the message that some people are above the law. His, son, a lawyer, was 32 years old at the time, not an errant teenager who didn’t know any better and might deserve a second chance. And how was quashing such a prosecution in the public interest anyway? If a driving offence punishable by an on-the-spot fine is not really an offence at all, why is it written in the law and why is there a fine? If there were, as the AG said, no serious consequences on his son’s career from the driving offence, why not just pay the fine? It’s not like he could not afford it. Even if there were extenuating circumstances that we are not aware of that caused his son to commit a driving offence, the fine could have and should have been paid since it was all ‘no big deal’ anyway. The AG says he is not ashamed of his actions and merely wanted to treat his son the same way he has treated other people’s children. Does that mean he suspends more driving prosecutions than not? If the majority are fined, then his son, by his own reasoning, should actually have been fined if he wanted to treat him like most others. The whole point of punishing those who break the law is that they won’t offend again or worse still, harm someone by their repeated actions. If the highest lawyer in the land can dismiss the letter of the law with a wave of his pen, there is not much hope for this country. It’s the AG’s job to lead by example but the only example that has been shown here is that the law is not worth the paper it’s written on, if you know the right people that is.

ESOP’S fable about the hare and the fox relies on wordplay involving a nickname for the fox, kerdo, which is related to trickery and profit-making. Fifteen years ago, Roger Fox, a British Airways pilot (captain), and his wife, Jean made Cyprus their primary residence, but Roger failed to declare his 120,000 pound sterling annual income to the Cyprus tax authorities. Roger was a long-haul pilot – Australasia and the like – where he would bank his wages and draw sufficient funds for his ‘European’ needs. When Roger was on leave, he and Jean would live the ‘Days of Wine and Roses’. Roger wouldn’t touch a drop 48 hours ahead of any trip and thus never failed random blood tests. I once told him that I was frightened to fly. He responded that he was ‘terrified’, and that was when my phobia evaporated. Let’s move on to my greengrocer’s son, who was a pilot for Eurocypria established in 1992 as a wholly owned subsidiary of Cyprus Airways - the first Cyprus based charter airline. Operations began with two new Airbus A320 aircraft. Two more were added and, in 2001, the airline operated scheduled services as well as charter flights. In 2003 Eurocypria replaced its Airbus fleet with four new Boeing 737-800 aircraft. Three of its former Airbus A320s were transferred and operated by Cyprus Airways. In June 2006, CA sold the share capital of Eurocypria to the government for CYP13,425,000 due to the ‘poor’ financial situation at CA, the charter arm the only venture of the Cyprus Airways Group to make a profit. In February 2010, the Cyprus government offered to inject €35m into Eurocypria to enable the airline to pay off €28m of owed debt and invest the balance in the airline’s ‘future’, this cash injection in contravention of EU law forbidding subsidies by govt. of their national carriers. The Cyprus Airways board stated that Eurocypria should be shut down as “a small island cannot withstand two state-owned airlines”, but the House of Reps went blindly ahead with the ‘bailout’. Eurocypria ceased operations in November 2010 and my greengrocer’s son was deprived of his SUV Merc, his wife, two children and new concrete palace in Latsia. Untold damage is about to be inflicted on our struggling tourist industry when the EU introduce a system of carbon credit payments (tax) this year that will increase the cost of flights in excess of 3000kms by 100 euros per passenger; the distance between London Heathrow to Larnaca is 3,200kms!! I cannot substantiate accusations of jiggery-pokery by present and past CA board members totalling millions of euros purportedly transferred into Swiss bank accounts. All I can say is that a CA pilot claims that certain CA board members have, and still are, artfully ‘maneuvering’ benefits from the leasing of aircraft, a ‘procedure’ that began many years ago and seems to be without end. The average age of the Cyprus Airways fleet of 11 aircraft is nine years, four aircraft leased from ILFC and the remaining 7 from CIT Leasing Corporation, a company based in the United States currently operating a fleet of 8 aircraft, while ILFC (International Lease Finance Corporation) is a global market leader in the leasing and remarketing of advanced technology commercial jet aircraft. In 1992, Cyprus Airways established a wholly owned charter subsidiary called Eurocypria Airlines, and a dec-

ade later, founded Hellas Jet to Athens, Greece. After holding 75 per cent of Hellas Jet for almost 3 years, CA sold all but 24 per cent to Air Miles in 2005. Cyprus Airways is owned by the government of Cyprus (almost 75 per cent) and ‘various’ private shareholders. Staff levels on the payroll have been cut from 2,200 to 1,040 in the past year with no significant improvement in the company’s balance sheet. Two weeks ago, the government appointed a commission (quelle blague !) comprising three ‘doddery’ gents (one wicket down for a duck due to ill health) to investigate how the country was led to the brink of financial ruin. This commission might care to employ an independent body of auditors to re-audit the past 20 years of CA accounts and perhaps uncover a model/example of the sort of corruption/fraud endemic in our banks, SGO’s, ports, govt. and civil service. CA requires a further 100 million euros to stay ‘afloat’, whether merged with Europe’s leading carriers, Turkish Airlines, or as rumours would have it, Lebanon’s Middle East Airlines. Our minister of communications and works, Tasos Mitsopoulos claims that Beijing Yi Xiang Da Investment Co Ltd have shown an interest in CA, although an Internet search into the background of this organisation revealed ‘no services, no company’. No deadly accidents involving Cyprus Airways have been recorded so far. But then again, deadly deficits due to corrupt governance in this ‘reward for failure’ foxy economy are rife!

FTER midnight on one of Jordan’s busiest highways, only the beaming headlights of vehicles driving between the capital Amman and the Dead Sea pierce the gloom. The highway is lined with street lights as it weaves down from Amman to the valley floor below sea level, but none are switched on. The government can no longer afford the bill. The resource-poor kingdom, which imports 97 per cent of its energy, has in the past two years seen the annual cost of those purchases soar above $5 billion - equivalent to about 15 per cent of its gross domestic product - after supplies of cheap Egyptian gas were disrupted by sabotage of a pipeline to Jordan. Dependent now on costly diesel and fuel oil, Jordan is considering wider electricity rationing and is preparing a hike in electricity prices in June, a politically fraught move in a country which saw street protests last year over

fuel subsidy cuts imposed as a condition for a $2 billion IMF loan. “Energy is the Achilles heel of the Jordanian economy, it’s a huge vulnerability for Jordan... the biggest drain on the economy,” Nemat Shafik,

ise its decades-old oil refinery, which handles 140,000 barrels per day of crude imports but has only a limited ability to refine high-quality diesel, has worsened the crisis, experts say. Meanwhile, foreign invest-

ment in independent power plants, which produce over 60 per cent of the country’s installed power capacity of 3,300 megawatts, is barely keeping up with a seven per cent annual rise in consumption, experts say. So in the short term, the government is being forced to tackle the other side of the supply/demand equation and find ways to reduce consumption. Some steps are relatively painless; last month authorities asked for bids from firms to introduce 600,000 energysaving light bulbs in public buildings, and they plan a nationwide campaign to distribute 1.5 million of those bulbs to households. “If you don’t have enough generation, you have to manage demand. One quick solution is energy efficiency in transport and electricity, where load consumption is high,” said Khaled Irani, an energy consultant and former energy minister, estimating efficiency steps could save $1 billion. Other measures are painful. The government is considering a new power rationing

scheme for this summer, to cope with an expected influx of tourists on top of over 460,000 refugees from Syria who have fled the civil war there. The government also plans to raise electricity tariffs this summer, a step which could help to curb demand growth while easing the losses of the technically bankrupt state-

Hanna Zaghloul, the project’s chief executive, said the government would now pay 16.9 US cents for a kilowatt hour of electricity from solar technology, compared to around 24 cents for electricity from heavy fuel and 28 cents from diesel. “That’s why renewable energy is feasible for the government these days,” Zaghloul said. A year ago parliament passed a renewable energy law setting a tariff structure for grid connection. The government is soliciting expressions of interest by April 11 to build a $120 million, 75 MW solar plant at Quwaira in southern Jordan; at least a dozen international firms have submitted proposals to build this and other solar projects. Jordan’s ability to pro-

ceed with such projects has been given a boost in recent months by a $5 billion fund contributed by wealthy Gulf states to support its development amid regional instability. The fund may also help finance construction of a $100 million liquefied natural gas terminal that is expected to be ready by the second half of 2014 and receive gas supplies from Qatar. Meanwhile, Jordan plans to build a strategic reserve of 100,000 tonnes of oil to increase its critically low stockpile, currently at just three weeks of supply. A 1,000 kilometre crude oil pipeline is being planned to export at least 1.5 million bpd of Iraqi crude through Jordan and its port of Aqaba to other countries. Technical studies have been made and tender documents are expected soon. In the very long term, industry experts say Jordan hopes to find oil shale and natural gas reserves large enough to reduce its dependence on energy imports. Oil shale development has already begun with Estonia’s

Royal Dutch Shell has invested $100 million to explore for oil shale in Jordan’s east and north. Jordan’s oil shale projects focus on obtaining liquid hydrocarbons from fine-grained sedimentary rock, and are different from the shale oil industry in the United States, which blasts non-porous rock through hydraulic fracturing and is revolutionising the US energy outlook. Meanwhile, BP has invested $260 million in Jordan’s Risha gas field near the border with

Iraq; the company has dug a well and plans two more this year. Jordanian officials say seismic studies suggest the field could in 2020 be commercially producing between 300 million and 1 billion cubic feet of natural gas per day, turning the country into a gas exporter. Even Jordan’s controversial effort to build a 1,000 MW nuclear plant has seen some progress, although the financing challenge means completion of the project is by no means certain. The government is expected to choose in coming weeks between two preferred bid-

ders to supply the reactor, a French-Japanese consortium including Areva and Mitsubishi Heavy Industries, and Russia’s Rosatom. For now, however, Jordan will have no option but to grapple with an energy bottleneck that weighs on its economy and worsens its political risks. “We face definitely a tough situation regarding energy. It will remain an alarming issue for the coming three or four years, until some of the projects such as oil shale kick in,” said Alaa Batayneh, who led the drive for energy selfsufficiency as energy minister in the last government.

The Cyprus Aid concert took place in Nicosia with the participation of around 50 artists from Cyprus and Greece who performed from mid-afternoon until late at night, uniting their voices and art and expressing solidarity with people who are faced with economic hardship. The Goodbye Girl (LTV3, 18.00) Reasons to watch this late-70s comedy: (a) Richard Dreyfuss won an Oscar for it (beating John Travolta in Saturday Night Fever, among others); (b) it’s written by Neil Simon, master of brittle Broadway wit; (c) it’s consistently funny in a wisecracking, fast-talking way that’s more sitcom than rom-com - though it’s rom-com as well, the ‘rom’ supplied partly by Marsha Mason as a New York single mum. Her boyfriend is an actor - and also a slimeball, not just walking out on her but also sub-letting their apartment to another actor (Dreyfuss) without her consent. Marsha initially tells the stranger to get lost - but he does have some rights, and she does need to pay rent, so they reluc-

tantly agree to co-habit. “I love listening to you talk. I hate living with you, but your conversation is first class,” says the vain, neurotic Dreyfuss, by which time you know (if you didn’t already) that they’re going to be an item - but Neil Simon’s conversation is also first class, and the film floats by amusingly. “A funny-sadtough-warm story about basically nice people who are given just three snappy one-liners too many to be totally human,” snapped Roger Ebert. films - presumably for families who’ve watched absolutely everything (no wonder, when their kids are up watching movies at 10 o’clock) except horsey threequels like last night’s Flicka 3: Best Friends and Aussie dramas about a little girl’s imaginary friends. Her name is Kellyanne, the friends are called Pobby and Dingan, and they might be imaginary but their disappearance causes “a heap of real problems” as Kellyanne sinks into depression and her small Outback town tries to help. “From the director of The Full Monty,” purrs Mr. Trailer Man, prompting a startled double-take (yup, that is indeed Peter Cattaneo’s name in the credits), “comes the story of a small town ... and a big imagination!”. Why, Novacinema, why? Made in 2005.

By Greg Stutchbury STEVE Hansen has signed a contract to take the All Blacks through to the 2015 World Cup but several of the players who won the Webb Ellis trophy in 2011 may not be in England to defend it, the coach said yesterday. Hansen, who was appointed to the job in 2011, received a massive boost of support from the New Zealand Rugby Union yesterday when they extended his initial two-year contract through until the global showpiece in England in 2015. The former Wales coach and long-time assistant to Graham Henry introduced nine new caps into the All Blacks last year as he balanced the team’s expectation of winning consistently with introducing new blood for the defence of the Webb Ellis trophy. The 53-year-old, however, said he would increase the pace of rejuvenation of the squad this year if several of his stalwarts were not performing on the field. “It’s well publicised we have an aging leadership group and ... there are a lot of people in the group who want to be in the World Cup squad and some of them

aren’t going to make it,” Hansen told reporters in Wellington. “We have to get our balance right in the next two or three years so that if they don’t make it we have the right people in place to take their place and produce the rugby performance we are after.” The core group of the 2011 World Cup winning team are now all over 30 or have left to play abroad, while three stalwarts Ma’a Nonu, Tony Woodcock and Andrew Hore are all under-

performing in Super Rugby this year. Flyhalf Daniel Carter, who Hansen said was a “red flag athlete” last year in terms of how his game time was managed looking towards the 2015 World Cup, has also suffered several long-term, and persistent, injuries. As such, Hansen said he would re-examine the leadership group within the side and introduce younger players so they were ready to take responsibility when their first game at the 2015 tournament rolled around.

“We need to be really bold. It would be too easy to go with some of the older guys, but we have to look to the future at some of the younger guys,” Hansen said. “Without naming names now because we haven’t named the team, that’s the approach we are looking at. “People who may not have necessarily played 50 or 60 Tests. It could be someone who has played four or five, or under 20 but by the time they get to the World Cup that’s what they would have played.”

Hansen added the transition would be sparked by form alone. “That’s the million dollar question. When do you do it? And when do you shut the dream off for some of those older guys? Some of those guys will make it, some won’t,” he said. “We need to do due diligence on our selection processes and have the conversations we need to have. “It’ll become obvious when we need to make changes. “If the player’s form is suggesting it’s time, it’s time.”

THE legend of Jackie Robinson, the man who broke baseball’s colour barrier more than 60 years ago, gets a human touch in biopic 42, that opens in US movie theatres tomorrow. Chadwick Boseman, who stars as Robinson, said he wanted to remake the iconic image of the Hall of Fame baseball player, who has long been seen as a stoic figure with an unshakable will in the face of racial hatred, into an emotionally complex man who privately raged against racist taunting. “I was able to explore him as a man and not an idea,” Boseman told Reuters. “Some people say he’s almost a perfect person, but he’s not.” Boseman, 36, a little-known face on Hollywood’s big screen, stars opposite Harrison Ford who plays Branch Rickey, the general manager

of the Brooklyn Dodgers team, who paved the way for Robinson to enter Major League Baseball in 1947. 42 takes its name from Robinson’s number, which Major League Baseball retired from use for all players in 1997 on the 50th anniversary of Robinson becoming the first black player in the league. The actor said he sought insight into Robinson’s personality and emotions at that time from his wife, Rachel Robinson, with whom he met several times to prepare for the role. The Robinsons were married from 1946 until Jackie’s death from a heart attack at age 53 in 1972. Rachel, now 90, founded the Jackie Robinson Foundation to help educate underprivileged youth in 1973. In the film, director Brian Helgeland fashions Robinson and Rickey as precursors to the Civil Rights movement. Robinson is forced to endure

Robinson’s anger over racial abuse hits a climax when an opposing manager stands on the field shouting racist insults while Robinson is at bat. Unable to retaliate, Robinson comes apart in the tunnel connecting the Dodgers bench and clubhouse, smashing his bat in front of Rickey who challenges him to rise above racism. “At some point he had to break,” Boseman said. Although more than half a century has passed since Robinson’s final game in 1956, Boseman said the film also reflects the scars millions of African Americans still bear today. “We still have people that remember that time living,” he said. “But the fact that it wasn’t that long ago lets you know that some of those things still resonate.”

World No.1 desperate to end major drought By Julian Linden TIGER Woods is happier and healthier than he has been in years. His aching knee has stopped hurting and he has a new love interest. His golf game is in great shape as well, having already won three tournaments this year and returning to top spot in the world rankings. The only thing missing is a new major. It has been five years since the 37-year-old won the last of his 14 major titles, stalling in his bid to beat Jack Nicklaus’ record of 18. If his state of mind counts for anything, Woods could add to his collection this week where he is the overwhelming favourite to win the April 11-14 Masters. “I think life is all about having a balance and trying to find equilibrium and not getting things one way or the other,” he told a news conference at Augusta National. “And I feel very balanced.” Woods has had enjoyed a prickly relationship with the media in recent years after his infidelities were exposed to the world and his marriage collapsed. But he was all smiles when he faced his inquisitors before he tees off today, speaking candidly about his game and mindset and even cracking a joke about whether he could end his eight-year drought at the Masters after

growing a small beard. “I’ve never won a major with a goatee on because it takes a long time for this thing to grow,” he said. Woods has been grouped with Britain’s Luke Donald and American Scott Piercy for the first two rounds. Speaking this week, Nicklaus was startled to learn that Woods has not won a major in nearly five years but the golfing great is convinced his younger fellow American will go on to eclipse his record total of 18 wins. Nicklaus believes the 37year-old is simply “too driven and too focused” to fail in his long-targeted bid. Told by reporters at Augusta National that Woods had remained stuck on 14 major victories since the 2008 US Open, Nicklaus replied: “Really? It’s been a while. “He’s going to have to figure it out. But I think if he figures it out here (at the Masters), it will be a great boost for him. If he doesn’t figure it out here, after the spring he’s had, I think it will be a lot tougher for him.” A four-time champion at Augusta National, Woods clearly enjoys a huge comfort factor on the hilly layout. “I’ve said, and I continue to say it, that I still expect him to break my record,” added Nicklaus who has long been known as the ‘Golden Bear.’ “I think he’s just too talented, too driven and too focused on that. “From this point, he’s got to win five majors, which is a pretty good career for most people to start at age 37. But I still think he’s going to do it.”

PHIL Mickelson has always been a magician on the golf course but sounded more like a mad scientist yesterday discussing his creation the ‘Phrankenwood’ he is about to unleash on Augusta National. The hugely popular Mickelson will never be mistaken for Dr. Frankenstein but his monster club, described as a “souped up three-wood/ driver combo”, is designed to strike fear into fellow golfers as he chases a fourth Masters title. “I asked the engineers to take that technology in our three wood and just put it on steroids, which is probably not the best way to say it, but I wanted to make it more like a driver,” explained Mickelson. “It’s a larger three-wood

but it’s got a driver shaft in it and it’s hot like our threewood. We had to put hot in the name, it’s so hot.” Mary Shelley’s horror tale about Frankenstein does not remotely fit Mickelson’s nice guy profile but the lefthander is a ruthless competitor and if he is able to control his creation, he will be among the favourites to slip into the green jacket on Sunday. During practise rounds, Mickelson has already seen enough from his new driver to convince him it has improved his chances of adding to his collection of four major wins. He introduced the club at the Phoenix Open in February, going on to claim his only PGA Tour win of the season thus far, and says he’s already been hitting the ball further at National Augusta. “What it’s done is taken a lot of spin off of it and if you watch,” he gushed.

“You’ll see a lot of the shots off the tee that I hit have a lot more scoot on them.” Mickelson also arrived at Augusta with a new pre-Masters routine, opting not to compete in the week leading into the year’s first major. In the last few years, Mickelson has fine tuned his Masters preparations at the Houston Open because of its similarities to Augusta. But with the Texas Open in San Antonio now acting as the lead in event to the Masters, Mickelson decided to shake up his final routine and come directly to Augusta. “I’m a little bit nervous heading in because I’m not competing the week before, as I have for many years in the past,” said Mickelson. “But I had some great days here. I came out here and got some good work done and got to spend a lot of time on the golf course.”

BUBBA Watson welled with emotions after winning the 2012 Masters and one year later he cried again when asked if he did anything special with the prized green jacket he took away from Augusta National. Choking up and taking a couple of minutes to compose himself at his Masters news conference, Watson spoke about the moment an Augusta National member said he could keep the famed winner’s jacket for a year. “I told him that I was going to go home and wrap Caleb up in it,” he said about the baby boy he and his wife had adopted a week before last year’s Masters. “That’s the only thing I did with it. Out of respect, out of honour,” he added before having to take another long pause. Emotions run high just under the surface of the funloving, daring golfer, who plays his shot-shaping game with a singular imagination. “Out of respect and honour for Augusta National, as one of greatest clubs we have, as one of greatest tournaments, out of respect for them, I didn’t do any of my funny antics that I normally would do,” said Watson. “Only thing I did was wrap Caleb up in it,” the 34-yearold added, wiping away tears. The sensitive, sentimental Watson stands in contrast to an ebullient, outgoing alter-ego, who roars around in vintage cars and glides along in his one-of-a kind hovercraft golf cart, and makes rap videos dressed in overalls as one of the Golf Boys with some of his fellow young pros. Watson won his maiden major at Augusta in fitting fashion, with a miraculous recovery shot from out of the pine straw inside the tree line on the right that enabled him to win his playoff against Louis Oosthuizen by making a par on No.10. The native of Bagdad, Florida, took his wife, Angie, to the magical spot right of the 10th fairway upon their return. “What a dream, what an honour,” said Watson. Watson tied for fourth in the season-opening Tournament of Champions but has not made much noise since, but does not discount his chances to join Jack Nicklaus, Nick Faldo and Tiger Woods as players to win back-to-back Masters. “I can see that I can compete at a high level at certain moments. You know, I’m not as consistent as some of the guys, I’m not up there every year, but any moment I have a chance to win,” said Watson, who has won four PGA Tour events.

TWO camera-based systems have emerged as the clear favourites to be awarded the contract to provide goal-line technology to the Premier League. Top-flight clubs are expected to vote today on introducing goal-line technology (GLT). BBC Sport understands Hawk-Eye, the Britishdeveloped system, and GoalControl, a German firm appointed by FIFA to supply GLT to the Confederations Cup and the 2014 Brazil World Cup, are the leading contenders to win the Premier League contract. It is felt the two systems can provide broadcasters with accurate graphical imagery of goal-line incidents. The Premier League has said previously that it wants to use GLT “as soon as practically possible” and earlier this week The FA’s generalsecretary, Alex Horne, told BBC Sport he “expected” clubs to give their final approval when they meet. The 20 Premier League chairmen will gather in central London today and are understood to be highly likely to give the go-ahead to GLT so it can be installed in time for the start of next season. Premier League officials have been in lengthy discussions with the four GLT companies approved by FIFA, football’s world governing body, and clubs will receive an update on those negotiations during the meeting. The two camera-based systems - Hawk-Eye and GoalControl - are understood to hold a competitive advantage over their rivals, Cairos and GoalRef, which both use magnetic fields and a sensor inside the ball to detect if a goal has been scored. This advantage is believed to stem from the fact that graphical images can be utilised by broadcasters to show viewers at home where the ball has landed in relation to the goal-line. Hawk-Eye, now owned by Sony, uses seven cameras per goal to detect the ball and claims its system is “millimetre accurate, which ensures that no broadcast replays could disprove the decision”. The company already supplies its technology to tennis and cricket competitions, leading to replays of close decisions becoming an established part of the match experience for viewers. GoalControl also uses highspeed cameras around the pitch to track the ball.

Chelsea, Benfica and Fenerbahce all won by two goals at home in the first leg, a margin of victory which has generally proved sufficient in the competition’s recent past. Meanwhile, Basel’s 2-2 draw at Tottenham Hotspur last Thursday makes them favourites to go through at St Jakob-Park and continue their European odyssey. Chelsea visit Moscow’s Luzhniki stadium, venue of their 2008 Champions League final defeat to Manchester United, with a 3-1 lead against Rubin Kazan and a 100 percent record in their five meetings against Russian clubs. Benfica lead by the same score against Newcastle and Fenerbahce are 2-0 ahead against Lazio, who will be playing behind closed doors at Rome’s Stadio Olimpico because of racist behaviour and firework use by fans at previous home games. Fulham and Steaua Bucharest are the only teams to have overturned two-goal, first leg deficits in the knockout stage of the competition since its name was changed from the UEFA Cup in 2009. European champions Chelsea visit Russia’s Rubin Kazan with a 3-1 first-leg advantage quarter-finalists, will be playing their 18th European match of the season, a marathon which started against Flora in Estonia on July 17. PLAYERS found guilty of racist offences face a minimum ban of ten matches, a sanction European governing body UEFA hopes will be adopted by all their 53 members, their general secretary Gianni Infantino said. Clubs will also face partial closure of stadiums for a first incident of racist abuse by fans and a full closure for a second offence plus far tougher financial penalties. The new sanctions, discussed by UEFA’s Executive Committee but not revealed until yesterday, would initially affect all matches in European competition, with UEFA hoping that its members will adopt the same punishments in domestic competitions. Infantino, the opening speaker at the Soccerex European Forum in Manchester, told delegates: “We have to have sanctions and they must have a deterrent effect and what we are proposing is if a player or official is convicted of racism they should receive a 10-match suspension at least.

“If supporters at a club are found guilty of racist abuse, the first sanction will be a partial closure of the part of the stadium from which the racist abuse took place. “For a second offence, there will be the full closure and a minimum fine of 50,000 euros.” The Swiss-Italian also said referees would be encouraged to abandon matches if there was racist abuse from fans towards players at games. A number of high profile racist issues have had huge impact in the recent past with Chelsea’s John Terry banned for four matches and Liverpool’s Luis Suarez for eight games for offences in England. Kevin-Prince Boateng of AC Milan led his team off the field after racist abuse during a friendly match in Italy against lower league club Pro Patria in January and Infantino said they backed Boateng’s stance but hoped it would not happen again. Infantino said the new rules will be ratified at the next UEFA executive committee meeting on May 22-23 and are planned to come into effect at the start of next season.

Platini is deeply unpopular in Malaga after UEFA slapped a ban on the club from competing in continental competition from next season due to delays in payments to creditors. “We suspect Platini and all the rest of them who are involved,” Joaquin told Spanish radio. “Because we are Malaga and not Real Madrid it’s easier to do this to us.” Whatever conclusions are drawn about Tuesday’s game, Malaga performed above expectations on their first foray into Europe’s elite club competition but now need to put their disappointment behind them and focus on qualifying again for next season. IF Real Madrid win their 10th European title this season, coach Jose Mourinho will no doubt take many of the plaudits but it is his Portuguese compatriot Cristiano Ronaldo who continues to do the business on the pitch. Ronaldo struck twice in Tuesday’s 3-2 quarterfinal, second leg defeat at Galatasaray, which put Real through to the last four of the Champions League 5-3 on aggregate, taking his tally in the latest edition of the competition to 11 in 10 matches. Lionel Messi of Barcelona has topped the scoring chart the past four seasons but Ronaldo is on course to displace his great rival with the Argentine World Player of the Year on eight goals ahead of last night’s match against Paris St Germain. Ronaldo, 28, who became the world’s most expensive

player when he joined Real from Manchester United for a fee of around 90 million euros in 2009, now has 50 goals in Europe, 34 for the La Liga champions and 16 for United. “There nothing left to say, the statistics are there and speak for themselves,” Mourinho told a news conference after the game in Istanbul. “What I think about Ronaldo is what everyone thinks,” he added. “I don’t think anyone in perfect mental health thinks any differently.” Ronaldo initially found it tough to win over the Real fans when he arrived in the Spanish capital and raised eyebrows earlier this season when he complained of being “unhappy for professional reasons”. He has mainly let his football do the talking since then and although Real’s La Liga title defence has faltered they have every chance of securing the

WHEN Felipe Santana scored in the 93rd minute to send Borussia Dortmund into the Champions League semi-finals at Malaga’s expense, it marked the completion of a stunning comeback that catapulted the Germans back into the European elite. In a remarkable finale, the 1997 European Champions booked their first last-four berth in 15 years courtesy of two goals in second half stoppage time to edge out Malaga 3-2 on aggregate after a goalless first leg in Spain. While Santana’s goal was arguably well offside, their last-gasp victory was not only reminiscent of the best German comebacks but also fuelled by luck, coach Juergen Klopp said. By the time they turned the tie on its head, hundreds of Borussia spectators had already left the stadium thinking their team was out of the competition. “We have to accept that we could have been eliminated but we were lucky,” Klopp told reporters. “We played our worst Champions League game, that has to be clearly said. “The team really wanted to advance and that led to us playing without our usual light touch.” The Germans, who are the only unbeaten team remaining in the competition this season, saw Malaga take a 25th minute lead but bounced back with a Robert Lewandowski strike before squandering a host of chances to score again. The Spaniards, however, retook the lead in the 82nd minute with Eliseu’s goal leaving a desperate Dortmund needing two more goals to qualify. “We were never that easy to defend against like today, we lacked patience, creativity and flexibility,” Klopp added. “But the greatest games are not remembered for being fantastic because they were one-sided but because they were tight, and there was a turn of events in the end that no one expected. I will not forget this game.” It was indeed a game with more than one last-minute twist as Marco Reus levelled in the first minute of stoppage time before Santana’s dramatic winner sent Dortmund through and triggered wild celebrations across the Ruhr valley city. For Dortmund, who were on the brink of bankruptcy in 2005, it was a game that put them firmly back on the European map after dominating domestic competitions in the previous two seasons. “We are not lucky that often,” Klopp added. “When we were not good in the past we usually lost. BAYERN Munich weathered an early Juventus storm before Mario Mandzukic headed a second-half goal to help the Germans to a 2-0 win at Juventus yesterday and send them into the Champions League semi-finals. Juventus, chasing a 2-0 deficit from the first leg of the quarter-final tie and backed by a raucous crowd, huffed and puffed but were not quite creative enough to cause the newly-crowned Bundesliga champions more than the odd scare. That left Juventus with the impossible task of scoring four goals and turned the rest of the game into a formality, with substitute Claudio Pizarro netting again for Bayern in injury time. “It was decisive that we played like we did in Munich. It was a great atmosphere. It was not easy and we had to stay patient,” Mandzukic told Germany’s ZDF television. “I am happy to have scored but happier that we are through. But we are not yet done.” Juventus, determined to make up for their poor showing in the first leg last week when they were lucky to escape with a 2-0 defeat in Germany, predictably made an aggressive start but Bayern quickly evened the match up.
