WELCOME Welcome to CVTA’s 2017 Spring Conference. On behalf of the Conference Committee, please let me extend our thanks and appreciation for taking time out of your busy schedule to attend this conference.

This conference is especially exciting for me, as this is the first one I’m attending as the Conference Committee Chairman. Over the last few months, the Committee, alongside of CVTA staff, worked together to put forth an agenda that truly reflects the changing and evolving landscape of the commercial driver training and trucking industries. From legislative and regulatory issues, to understanding changing market conditions, these are interesting times we find ourselves in as members of the transportation and trucking sectors.

I believe that this year’s Spring Conference agenda addresses on how to better improve and have a positive impact on your business goals.

As always, we are looking for both new and current members to serve and participate in the Conference Committee. Within our membership, we have many passionate members that have great ideas on very topical subjects that can speak to and provide information on a variety of subjects. Becoming a member of the Conference Committee, is one valuable way to bring to the table ideas and new ways of thinking to elevate CVTA-sponsored events to the next level.

Driverless, and other automotive safety technologies, are emerging at a very rapid pace. What was once thought to be 20 years away, is now being adopted by manufacturers. This session will examine how these emerging technologies will likely change the nature of trucking and driver training from a regulatory perspective. Mr. Lewis will focus his discussion on how, when, and what regulations and compliance will change or be necessary because of these new technologies, as well as how those changes impact the equipment CDL schools will purchase in the future and how they train future students.

Biographies Jeff Bauza

Mike Busada

From the small town of Nashville, IL, Jeff was raised in the trucking industry by his father, an OTR/Owner Operator for 38 years. After college at Southern Illinois University, Jeff met his wife Ann and had two boys.

Over the years, the entire family became involved in the transportation industry. In 1988, Jeff began his career in truck driver training at CareerCom/MTA under the guidance of President Jerry Daley. In 1993, Jeff started MTC Truck Driver Training and has always made the goal of the schoole to provide quality safe drivers to the trucking industry.

Mike Busada began practicing law with Adams and Reese LLP, one of the largest law firms in Louisiana and the Gulf South, where he focused on regulatory, commercial and economic development law. Busada later returned to Shreveport to accept the position of General Counsel & Vice President for Shreveport based Linden Management. In this position, Busada oversees all legal and regulatory affairs, compliance and HR for Linden Management operated entities, which include educational institutions in Louisiana and Arkansas.

Chief Economist and Vice President American Trucking Associations (ATA)

Brad Bentley is a 1988 graduate of the University of Alabama, having earned a BA in broadcast journalism.

Since that time, his accomplished career has led him from various leadership positions in trucking media companies like Randall-Reilly to most recently serving as President of the Truckload Carriers Association (TCA). Today, Bentley oversees a variety of key roles as President of FASTPORT, including sales, operations and forming and enhancing trucking industry partnerships. In addition to his experience in driver recruiting, publishing and executive leadership, Bentley focuses on honoring our nation’s military with projects such as Wreaths Across America, the Vietnam Veterans Memorial Fund’s The Wall That Heals project and creating the Operation Heroes To Highways program while at the helm of the TCA. At FASTPORT, Bentley continues that work by helping the trucking industry adopt and improve military hiring programs.

Bob Costello is the Chief Economist and Senior Vice President for the American Trucking Associations (ATA), the national trade association for the trucking industry.

As Chief Economist, he manages all of ATA’s collection, analysis and dissemination of trucking economic information. This includes several monthly trucking economic indicators, motor carrier financial and operating data, an annual freight transportation forecast, driver wage studies, weekly diesel fuel price and economic reports, and a yearly trucking almanac. Bob also conducts economic analyses of proposed regulations and legislation affecting the trucking industry.

Stuart Bowman is the Vice President for Finance with Roadmaster Drivers School, which is one of the nations largest with locations stretching from Pennsylvania to California. Over the past 18 months, Stuart has been creating an in-house student finance arm for the organization, using available systems, leveraging resources, and consolidating processes to build a strategically performing loan portfolio. Stuart is the prior COO of Paramount Capital Group and had previously spent over 25 years managing various bank loan assets and programs. His overall 30 plus years of financial industry experience and expertise is specific to loan portfolio asset management and profitability. Stuart earned his Bachelor of Arts degree in Economics from The Pennsylvania State University.

General Counsel & Vice President Linden Management

Bob is often cited in the news media as an expert on trucking economics, including the Wall Street Journal, Business Week, CNBC, FOX Business Channel, and National Public Radio. Bob has testified at congressional hearings on trucking issues. In March 2010, the U.S. Secretary of Transportation appointed Bob to the Advisory Council on Transportation Statistics (ACTS), which advises the Department’s Bureau of Transportation Statistics (BTS). Bob is a member of the National Association for Business Economics and has served on several research and project panels for the Transportation Research Board, which is part of the National Academies. Prior to joining ATA in 1997, Bob was an economist with Joel Popkin & Company in Washington D.C., an economic consulting firm that specializes in the analysis of wages, inflation, and economic trends.

Bob has a Master’s degree from the University of Northern Iowa and a Bachelor of Arts from Winona State University in Winona, MN.

Biographies Dave Harrison

Larry Marsh

Dave has extensive experience coordinating and advising employers and the Department of Labor Office of Apprenticeship (DOL OA) on the most effective implementation models for Registered Apprenticeships in the Transportation & Logistics Sector. With nearly two decades of experience in the transportation industry, Dave has directly supported, developed, and implemented apprenticeship related instruction (ARI) and on-the-job (OJT) training outlines for a National DOL Apprenticeship program. As the Executive Director of National Apprenticeship, Dave continues to develop and perfect programs that correspond directly with the OA and the industry by offering best practices, consulting, and finding resources to companies participating in Registered Apprenticeship. Before joining FASTPORT, Dave served in the U. S. Army and is a Veteran of a multiple combat tour. He graduated from Austin Peay State University with a Secondary Ed. History B.A. and has been a high school and middle school football coach, and later a small fleet owner and a business owner. Most recently, Dave developed and managed J.B. Hunt’s military hiring program, Hunt’s Heroes, and with the dedicated mission of hiring 10,000 Veterans.

Larry Marsh is the President of JTL Truck Driver Training based in Omaha that he founded in 2001, and continues to oversee operations of the school.

Prior to starting his own truck driver training school, Larry was Controller of Plastilite Corporation in Omaha. Following his job at Plastilite Corporation, he was a self-employed grain and livestock farmer until 1999, when he became the Director of an Omaha-based truck driving school. Larry has long been involved in the trucking and education sectors. Currently, he is a member of the Nebraska Trucking Association. Over the years, he has served on the Nebraska Department of Education Private and Postsecondary Career School and Veterans Education Advisory Council, the Nebraska Department of Education Private and Postsecondary Career Schools, and Veterans Education TRCF Advisory Committee. In addition, Larry has been a member of CVTA since 2008, and since 2013, he sits on the Board of Directors. In addition to his seat on the Board, Larry is Chairman of CVTA’s Membership Services Committee that is responsible for the association’s Instructor Certification Program (ICP), Best Practices and other member programs.

Larry received a Bachelor of Science degree in Business Administration with an Accounting major from the University of Nebraska Omaha.

Kevin R. Lewis

Director, Driver Programs American Association of Motor Vehicle Administrators (AAMVA) Kevin R. Lewis is the Director, Driver Programs for the American Association of Motor Vehicle Administrators. Kevin was born in Pittsburgh, Pennsylvania on January 5, 1955. Served in the United States Navy in the military intelligence arena from 1973 to 1979 and graduated from the University of Maryland with a degree in Business Administration in 1985. Kevin has over 35 years of Information Systems, Computer Hardware/Software Integration, and Driver Licensing experience. Kevin has worked for a wide variety of employers, including NASA, where he worked on the first 3 Space Shuttle launches and the Defense Advanced Research Projects Agency (DARPA) where he was responsible for managing the Agency’s Data Processing Center as well as providing computer hardware support for over 1,500 workstations. Kevin joined AAMVAnet in August 1997 as the Driver Systems Implementation Manager and became Manager of the Operations Department in June 1998. In March of 2000, he assumed the position of CDL Safety Director in AAMVA’s Programs department.

Larry Minor

Associate Administrator for Policy Federal Motor Carrier Safety Administration (FMCSA) Mr. Minor is FMCSA’s Associate Administrator for Policy. His office is responsible for strategic planning, program evaluation, and safety regulations concerning driver qualifications and training, hours of service for truck and bus drivers, and inspection, repair and maintenance programs for commercial motor vehicles. He began his Federal career in 1989 as a Mechanical Engineer responsible for developing truck and bus safety regulations for the Federal Highway Administration’s Office of Motor Carriers.

He served as Chief of the Vehicle and Roadside Operations Division from 1999 through February 2005, and Director of the Office of Bus and Truck Standards and Operations from 2005 to July 2007, when he was appointed Associate Administrator for Policy.

He holds a B.S. in Physics from American University and an M.S. in Mechanical Engineering from George Washington University.

Mr. Spatocco has served on the CVTA Board as Treasurer, Vice Chairman, Chairman and Past Chairman. Has served on the PTDI Board and as a commissioner for many years. Has served on the ELDTAC Committed for the FMCSA. Is a Partner with Education Evolve and the owner of the Cape Island Foods Group.

Marilyn Surber

Employee Services Manager Melton Truck Lines Ms. Surber joined Melton Truck Lines’ Recruiting Department in 2008. During her time in Recruiting, she developed Melton’s Road Recruiter program. This program equips Melton drivers with the tools to recruit other drivers and make extra money through Melton’s referral program. In 2011, she moved to Driver Relations and Corporate Training where she has continued to develop priceless relationships with the drivers who make Melton the great company it is. Currently, Marilyn oversees Melton’s human resources, training programs and communication, employee services, and social media network to ensure consistency and relevance in the organization. The transportation industry keeps our country moving, building, growing, and supplied with food among many other vital materials. Marilyn is honored to be in a position to help transition people into a career where they can impact their nation.

She has 10 years’ experience in corporate communication and training. Prior to joining Melton Truck Lines, Marilyn served in a number of roles with Hilti, Inc. and Mazzios Corporation. She holds a bachelor’s degree in Communication from the University of Tulsa. She is an active member of the Tulsa Are Employers Council, Commercial Vehicle Training Association, National Association of Publicly Funded Truck Driving Schools, and Tulsa Young Professionals.

Director of Government Affairs CVTA Mark Valentini is CVTA’s Director of Government Affairs, and brings over 16 years in government affairs experience in the trade association, transportation and financial services sectors. During his career as a professional lobbyist, Mark has helped several small business trade associations in the financial services and transportation sectors successfully navigate the political arena, increase their profile on Capitol Hill, and achieve their policy goals. As Director of Government Affairs, Mark strategizes and leads government relations activities on behalf of CVTA and its members in front of members of Congress, state officials, as well as state and federal agencies.
