Fluvanna County: CLOSE IN, RURAL & BUSINESS FRIENDLY BY CARLA HUCKABEE

A

ndrea Nickels and her husband, Rob, were both entrenched in the deep corporate grind of the Baltimore/Washington metropolis. When COVID hit, though, they did a full stop and took stock. “As empty nesters with four grown children, we agreed it was time to consider the next chapter of our lives,” said Nickels. “We’d been casually looking at land for long-term retirement consideration for a while.” But COVID accelerated everything. On a day trip from their home in Maryland to Fluvanna County, they fell in love all over again. This time with a winery that was for sale near Scottsville. Unfortunately, it was already under contract. But Nickels says, “That property became the measuring stick for everything we looked at over the next six months.” Its location along the Hardware River just a few miles from the James River was the

trump card that no other site could beat. The Nickels aren’t the only ones who look at Fluvanna County and see great potential. The county attracts wouldbe residents of all stripes who love the outdoorsy, rural (but business-friendly) environment that describes life here. Fluvanna—or Anne’s River—was named after Queen Anne of England. And the Queen would be pleased to see what has become of her namesake in the two and a half centuries since it was carved out of Albemarle County.

Best of Both Worlds A 15-mile drive to the northwest lands you in Charlottesville. It’s 62 miles east to Richmond, and 117 miles north to Washington. And right in the center, Fluvanna County remains mostly rural. Bordered by the James River to the south, Interstate 64 to the north, and dissected by U.S. Route 15, getting to, from and around the county is easy.

Jennifer Schmack is the Director of Economic Development for Fluvanna County and moved from congested Hampton Roads three years ago. “Fluvanna County is great,” she says. “It’s the best of both worlds, still mostly rural and just outside of the urban rings for

Charlottesville and Richmond.” And residents want to keep it that way. The county has begun its comprehensive plan update and, according to Development Director Douglas Miles, “The major theme is that most residents want to keep Fluvanna’s inherently rural character. That’s job number one.” REALTOR® Cindy Taylor, with RE/ MAX Realty Specialists, agrees. “My favorite things about Fluvanna County are the beauty of our rural landscape, including the James and Rivanna Rivers, the plentiful amenities, and the focus on small business and economic growth.” So don’t expect to see any sprawling subdivisions in Fluvanna’s future. With targeted development, the county can preserve its natural beauty while it at-

tracts new businesses and helps to grow existing ones. That way residents don’t have to travel far for work, shopping, and restaurants. Schmack says, “You really can live a balanced life here in a true live, work, play environment.”

On or Off the Water The water tower at the Zion Crossroads Water and Sewer System earned a top 10 spot for best tower design in 2020. The image of a canoer on a river, a bicyclist in the countryside and a setting sun makes it clear what visitors can expect to find in Fluvanna. Rolling hills and mountain views serve as a backdrop to fantastic outdoor recreation. Three rivers sound the clarion call alerting locals that the fish are jumping and the waters are running. The Rivanna and Hardware Rivers both flow into the mighty James. Paddlers on the Rivanna find the 6.5-mile run from Crofton to Palmyra just right for novices. The next 15 miles to Columbia jump up to intermediate. The James River along the southern border of Fluvanna County offers mostly Class I and II riffles, great for fishing, tubing, and gentle paddling while enjoying the scenery. A multitude of islands at the confluence of the Hardware and the James highlight the Hardware River Wildlife Management Area. Visitors enjoy hunting, wildlife, and wildflower viewing on more than 1,000 acres. If dry land is more to your liking, the county-owned 900-acre Pleasant Grove Park, near Palmyra, is the place to be. Explore the 22-mile Heritage Trail by foot, mountain bike, or horse. The dog park, disc-golf course, sports fields, and sandy beach along the Rivanna make it

a one-stop destination for outdoor fun.

Water Drives Development Whether it’s a lake, river, or water infrastructure, the major population centers revolve around water. Although Palmyra is the county seat, more than 40 percent of the county’s 27,000+ residents live within a few miles of Lake Monticello. And it’s easy to see why. Described as a “summer camp for grown-ups,” the gated community sur-

rounds a 300-acre lake, boasts a rich tree canopy throughout an 18-hole golf course and enough activities to keep kids of all ages entertained. The lake attracts people interested in affordable resortstyle living all year long. Another reason for this concentration of homes and businesses is that the Lake Monticello area has been the only part of the county with the water and sewer infrastructure to support this level of density. As the new Zion Crossroads water and sewer system finally comes into play, expect a surge of businesses and services to pop up there. Schmack says, “We are finishing up building permitting and are starting to break ground on 125 acres of industrial property in the Zion Crossroads area. “It’s an exciting time in Fluvanna County! There is such an immense appetite for what we have to offer. We have projects going in every district.” Another population center in the county is Fork Union, home to the Fork Union Military Academy and the future home of new businesses. “Rezoning has already taken place and a business park was recently approved. Major properties have changed hands and sites are readying for some major revitalization,” according to Schmack. Scottsville hugs the horseshoe of the James River. It has the distinction of straddling the Albemarle/Fluvanna County line, with just a smidgen of the town in the southwest corner of Fluvanna. While most of the residences and businesses are on the Albemarle side, Fluvanna residents enjoy easy access to all Scottsville has to offer.

Making History With several hundred years of records since Europeans settled in Fluvanna, and an even richer history before that, the county is sure to please history buffs. Rassawek, the capital of the Monacan

Indian Nation, is located at the confluence of the Rivanna and James rivers. Its 5,000 years of history overlapped Jamestown’s founding and includes a sacred burial site. Each spring the James River Batteau Festival celebrates the history of these flat wooden cargo vessels with a 120-mile journey from Lynchburg to Powhatan. The former recreation director of Fluvanna County, Joe Ayers, built his own batteau and traveled on it to Richmond in 1983. Two years later he organized the first Batteau Festival and it’s been going strong ever since. The 1854 Pleasant Grove House on Route 53 serves as both a museum and the Fluvanna County Welcome Center. Listed on the National Register of Historic Places, the site has grown to more than 900 acres and hosts exhibits on Fluvanna history and transportation. The adjacent Farm Museum has historic local farm equipment. Self-guided tours of the Village of Palmyra include the Historic Courthouse and Old Stone Jail. The nearby HollandPage House is a historically renovated 1865 farmhouse. The Bremo Slave Chapel is the Commonwealth’s only known chapel for enslaved people. This Gothic Revival structure was built in 1835 as part of the Bremo Plantation. Bremo is also home to a 90-year-old coal-fired Dominion Energy power plant that was shuttered in 2018. Its demolition will be completed this year, eventually making the site available for other uses. This smattering of historic sites hints at the stature of Fluvanna County throughout history, including both Civil and Revolutionary War sites. Tomorrow’s history is being written by today’s locals. Eventually, the Nickels did purchase the old Thistle Gate Winery in Fluvanna. With a nod to the nearby river, CONTINUED ON PAGE 54
