STOCKTON — Ten years from now, if all goes well, downtown Stockton will be a place where people work, go for entertainment and live among a mix of new and historic buildings, and blight will be a distant memory The ambitious plan to revitalize 15 square blocks of downtown Stockton over the next decade was approved unanimously by the City Council Feb. 23 in a marathon meeting that ran past midnight. The council considered and approved three items for the Open Window Project developed by Ten Space: the Master Development Plan, the Development Agreement and the Purchase Option Agreement for city-owned properties.
