This PIN will allow you to vote electronically in the 2016 Executive elections. If you have not received this information please contact the union office immediately and we will verify your membership and contact the election provider on your behalf. Simply Voting has been hired as the independent third-party election provider and all PIN issuance and voting is maintained and monitored by them.

The deadline for requesting a PIN is Tuesday, May 24, 2016 at 9:00 a.m.

No exceptions.

There will be an election for the City Member at Large, K-12 Member at Large (Sector Representatives), 1st Vice President, and Secretary-Treasurer (Table Officers). Only members in the City Sector are eligible to vote for the City Sector Representative and only members in the K-12 Sector are eligible to vote for the K-12 Sector Representative. All members are eligible to vote for the Table Officer positions.

Results will be announced at the Annual General Meeting which convenes at 5:30 p.m. on May 25, 2016 at the Italian Cultural Centre. A computer will be available at the union office for those members who do not have access to one.

t’s election time It’s time to have your say in our democratic process. Please pay special attention to your mail box as you should have received an envelope with directions on how to vote, along with your Personnel Identification Number (PIN).

You will need your PIN for online voting and you need to keep it as you may need it if there is a runoff vote. If you haven’t received your PIN please call our office at 604-8794671 and staff will ensure one is provided to you.

I would ask that we all pay attention to any news or call outs to support the Vancouver School

Board Trustees’ decision not to pass the 20162017 budget which would be devastating to the students of Vancouver in terms of the support they receive from our members in K-12. Please support our children’s right to a properly funded public education system; one that puts people before corporate tax cuts.

CUPE BC’s 53rd annual convention in Victoria Delegates to convention acclaimed Brother Paul Faoro to the position of President and Brother Trevor Davies to the position of SecretaryTreasurer. Sister Alison Pringle was elected to the position of General Vice President and Sister Laurie Whyte was elected to the position of Trustee for a three year term. These elections were made necessary by the election in November of former CUPE BC President Mark Hancock to the office of CUPE National President.

Among the resolutions delegates passed was an historic constitutional amendment that will add two diversity seats to the Executive board after

next year’s elections, one representing workers with disabilities and one representing LGBTQ+ workers.

Convention featured keynote speeches from award-winning Canadian journalist Mohamed Fahmy, outgoing representative for Children and Youth, Mary Ellen Turpel-Lafond, and BC NDP Leader John Horgan, as well as greetings from a wide range of union leaders.

For the first time in CUPE BC’s history, the president of the BCGEU was invited to address the convention, continuing to build the strong relationship between the unions. This is long overdue and I hope it will continue. We need the support of each other in the labor movement in this Province.

Finally, congratulations to our members at Chartwells who ratified a three year deal!

hank you bothers and sisters for electing 20 delegates to attend our CUPE BC Convention from April 27 to 30th.

I look forward to reading the details shared by our 20 delegates elsewhere Sally Bankiner in this issue. It was Secretary-Treasurer re-invigorating to see the enthusiasm of our delegates who had not been able to attend a convention in previous years and I will leave it to them to report on their experiences either through an article or at our next General Membership Meeting on May 25th.

I had the honour of being chosen to sit on the Resolutions Committee and arrived in Victoria on the previous Sunday to start working with the Committee. Resolutions are submitted long in advance by locals throughout the province and give the CUPE BC Executive Board direction on the goals, causes and plans that various provincial locals would like CUPE BC to take sometimes for years to come, and are the most important piece of work we do at Convention.

This year there were a record breaking 165 resolutions submitted on a variety of topics such as environmental protection, preserving our drinking water, human rights, labour activism issues and education to name a few and I anticipate many articles in this issue on the resolutions we were able to cover.

I am sure you have all heard about the horrific devastation in Fort McMurray, but what you may not be aware of is that we have hundreds of our CUPE brothers and sisters who have likely lost everything, including their Union offices! At

We will continue in our support and solidarity and will continue fighting for the future of all our children and our jobs!

the time of this writing about 85,000 hectares of land, forest, businesses, the hospital and people’s homes have been completely destroyed as they are consumed by this wildfire! Can you imagine, having to literally grab your children and run for your lives as the winds increased and shifted towards the home you have lived in your whole life! Our brothers and sisters literally had to run to escape! I believe we have about 11 CUPE locals in the area including the District Council and CUPE represents about 35,000 members in Alberta.

CUPE BC has set up a link for all of us to show our support financially for our brothers and sisters and you can donate by following the link at alberta.ca/emergency On behalf of Local 15 I wish to express my sincere appreciation to all of our emergency personnel who are helping to fight the wildfire and evacuations as others are assisting with finding accommodations for over 80,000 residents who had to flee the area. It would truly be moving if each of our 7,000 Local 15 members who were able to donated even $10 to help. At our May 25th membership meeting, a motion will be going to the floor to make a donation towards the relief efforts and I hope you all can attend and support that motion. Let our brothers and sisters feel our solidarity by helping financially.

We have two courses coming up for OH & S Representatives and Stewards on Mental Injuries and Incident Investigations and have overflowing classrooms as the numbers of stewards and reps at worksites is increasing dramatically. I am happy to be able to report to you that those stewards will be getting the training they need to represent you and we will be there when you need us. I say that, as the majority of members never have any contact with our Union throughout their working lives until one day, something goes wrong and they reach out.

That is what we are here for – amongst many other things of course, like bargaining your working rights and responsibilities of the employer to secure your present and future.

Our annual Steward & Activist Recognition Dinner was on May 13th and was well attended and we have been working on our ongoing plans for the Steward training event upcoming the end of June with a theme of Occupational Health & Safety. With the arrival of summer comes vacations! Courses offered usually ramp down for the summer months as there are so many taking their annual vacations and being able to get a full classroom becomes challenging.

I hope each and every one of you stays safe and comes home to your family at the end of the day.

Notices of Motion - Union 1. 2015 Audited Financial Statement

That the membership receive the Union Audited Financial Statement for 2015.

(An Executive recommendation will be made at the AGM.)

2. Transfer of Douglas College Student Union Staff into Local 15 The Executive Board recommends that a full and complete discussion be held at the May Membership meeting explaining all the implications to the local, our staff, and the National Representative prior to a vote on this issue.

3. CLC Youth Worker Summit

It was moved by Brother Brendan Boylan and seconded by Brother Sunera Samarakoon to send four delegates to the 1st CLC Youth Worker Summit in Ottawa, October 23-25, 2016, that people put forward their name and why their attendance will benefit CUPE 15 and Young Workers by May 31, 2016 to the New and Young Workers’ Committee, and the New and Young Workers’ Committee put forward their recommendations to the Executive at the next Executive meeting for the Executive to finalize the delegates. The executive recommends sending four delegates to the CLC Youth Worker Summit.

4. Donation - Fort McMurray Fire

The Executive recommends a donation of $1,000 or more to the Red Cross Alberta Fires/ Emergency Appeals.

2016/2017 Bursaries

Member Bursaries – Full and PartTime Studies

Ten full-time bursaries and ten part-time bursaries are available annually to CUPE Local 15 members. Full-time bursaries are to a maximum of $1,200 of tuition only and part-time bursaries are to a maximum of $600 of tuition only.

Dependant Bursaries – Full-Time Studies Only

Ten dependant bursaries are available annually to dependants of CUPE Local 15 members.

Dependant bursaries are to a maximum of $1,200 of tuition only.

Application Process

The application forms will be available on the CUPE 15 website from Tuesday, May 24, 2016.

The union office will also have hard copies available. Please read the Member Bursary Policy on Page 2 of the form to determine whether or not you are eligible. Complete the application in full and forward it to the union office via email, fax, or mail.

Application forms for both Member and Dependant bursaries must be received at the union office by Friday, June 24, 2016.

Public input on the staggering $24M shortfall of the 2016/2017 VSB Budget My name is Maria Perpetua Siglos and I migrated from the Philippines. From K-12, I was educated in a public system in the Philippines, considered as a third world country where education is very basic. It included reading, writing, arithmetic, good manners and right conduct, science, physics, social studies, grammar and composition, English, PE, and Home Economics.

No arts. No music, No special needs. No gifted students. No special teachers. Very basic. As a child then, I did not understand why we received underprivileged education when I could see that the children of the rich people in the Philippines went to private schools.

Now, I am a privileged citizen of Canada, a democratic government, and working for a prestigious school board, the VSB. I am thankful to be part of Canada.

For the past week, I have heard the cry of parents and children impacted by the budget shortfall. In the news, I have heard and read the finger pointing between the government and the school system about how the money is used and how funding is withdrawn at the expense of the education of the poor and the children.

As for Christy Clark and Fassbender, how can you build a better economy when you withhold

funding from the children who are hungry for better education?

As for the VSB, I can only look and compare what is on the financial statement. I am not an accountant nor do I understand the logic of cutting union workers when the excluded staff (mostly management) remain untouched. If there are less included (union workers) then there should be fewer exempt and management staff. It seems there would be less people to manage and administer when the proposed cuts take place.

As for the children receiving education from public education, remember they are our future.

Give and provide them with the legacy of a good education. Remember, one day our future will depend on these children.

As for me, I will end this letter by quoting Philippines’ National Hero, Jose Rizal: “Education the Educators failure or success: the lack of financial aid is the very great obstacle to the realization of any educational program.”

The Executive decided

At the Special Executive meeting on April 20th and the Executive and Society meetings on May 4th the following decisions were made: • To grant Brother Kevin Tilley a leave for up to six months to work for CUPE National.

• To proceed to arbitration on a policy grievance in the Park Sector.

• To agree to the City of Vancouver’s request regarding the filling of positions.

• To donate $250 to Rabble.ca.

• To direct the Finance Committee to seek proposals from three audit firms, one of which will be Fairhall, Jang and Associates and make a recommendation to the members at the September General Membership Meeting on the appointment of an audit firm for 2016.

The Members decided

At the General Membership Meeting on April 20, 2016 the members in attendance made the following decisions: • To elect Sister Audrey Lavers to fill the balance of a Trustee position term until May 24, 2017.

• To donate $1,000 to the Carnegie Community Centre Association to be used toward the National Aboriginal Day celebration at Oppenheimer Park.

• To donate $1,000 to Douglas Park Community Centre to support Youth Week.

• To endorse Brother Paul Faoro for President of CUPE BC and Brother Trevor Davies as Secretary-Treasurer of CUPE BC.

Executive By-Elections

1. Member at Large – HSSCBA Health Sector Representative This is for the balance of a two year term ending May 24, 2017. Only members from the Community Health Sector are eligible to be nominated or to vote.

VSB Job Share Opportunity

I am looking for an SSA with a current full time position, who is interested in a job share arrangement for the next school year, 2016-2017.

1st Vice President

Candidate Statement - Gail Johnson Hello Brothers and Sisters of CUPE 15. My name is Gail Johnson and I am running in this upcoming election for 1st Vice President of our local.

I am passionate about ensuring that workers have a collective voice through representation and I am committed to social justice principles and the rights that have been fought for and negotiated through our collective agreements.

Currently, I am the 2nd Vice President of Local 15. I have represented CUPE 15 members as a Member at Large for K-12, Steward, Chief Steward, and Committee Chairperson. I have been involved since 2005.

I have taken many union education courses but won’t list them all. However, I do want to highlight my skills in parliamentary procedure and public speaking, as I know these will serve our union well as your 1st Vice President.

I am seeking the confidence of the membership as I believe the 1st Vice President position is very important. We, CUPE 15, are the largest local in British Columbia. We have an established 90 year history in the Vancouver region, and now represent 6000+ members in the public sector.

We have a diverse and complex workforce that serves in health care, cultural, recreation, technical, educational, administrative, and residential settings. As well, we have 17 collective agreements to enforce, protect, and challenge the austerity agendas, accept no concessions and fight for living wages and job security.

I have established respectful relationships in the work that I do, from keeping our employers accountable at the Labour Management level to working with our unionized staff, Unifor, and I am committed to being fair and just.

My commitment is to work hard and cohesively and face whatever challenges that face us as a whole. I feel confident in assuring you that I will be available to assist with any issue, question or initiative from every member from all across our membership. I will be available to bring issues to the executive body.

I have worked on committees, gone to workshops, and attended various union functions. I value and understand the importance of mentoring and ensuring succession planning for the health of our union and our labour movement.

My philosophy is in line with our National Equality Statement. All members deserve respect and dignity and have the right to be involved. I will uphold that in my words and actions.

The position of 1st Vice President must be prepared to represent CUPE 15 on behalf of

the President and membership. I recognize the depth of this task and I am up to the challenge.

I am an activist that can communicate shared values and stand up for our common struggles.

Someone asked me the other day “when are you going to be done with your union activism”… I answered, “Never, I’ll always be a steward”.

1st Vice President

Candidate Statement - Brenda Coombs (Incumbent) CUPE is a democratic union in which the members make the decisions and set the policies. At all levels, it is the rank-and-file members who determine by majority vote what the union does.

I believe in CUPE 15. We are a sectored union that represents many workers and the obligation of your Executive is to ensure that representation is there when you need it. We need respectful workplaces, collective agreements that are enforced, policies and practices that are there to ensure that your union operates in an unbiased and fair manner and for the betterment of the members in every sector. I have worked with all of our sectors and bring that experience to assist the members, I do hear your voice and I do understand the needs of our members.

A strong union ensures representation on behalf of our members is completed with thought, knowledge and understanding. A strong Executive Board has to be cohesive and committed to the principles of trade unionism.

Membership involvement has to be a priority in order to move your working rights forward and create a respectful workplace, and strong collective agreements. This union cannot operate without fiscal responsibility, it is your dues and you need to know how your money is spent.

We must have a decent, respectful and communicative relationship with our employers, if we can’t talk, we can’t move anything forward.

Candidate Statement - Santino Scardillo My name is Santino Scardillo and I am running for 1st Vice President. I have over 27 years of experience as a CUPE 15 member. I have worked for the City of Vancouver for the past 23 years in the Traffic/ Operations Department and prior to that, as an After School Programmer with the Vancouver Park Board.

As your 1st Vice President I would like to create an “Anti-Contracting Out Committee”.

I am committed to increasing awareness regarding unionized jobs that are continually being contracted out. This practice is taking valuable employment away from you, our hard working members. As your 1st Vice President I am also committed to increasing membership involvement of over our 7000 members. Imagine the change we could create if more members got involved with their union at monthly meetings, as shop stewards or site contacts.

CUPE members are increasingly retiring and taking valuable experience and knowledge with them. It is crucial that we get involved now, especially given the recent and very heavy Vancouver School Board budget cuts.

This role would give me the privilege of doing just that by giving me voice in decisions that affect all members and which speak to our Local’s commitment to social justice, employment equity, fundamental human rights, and environmental stewardship.

Candidate Statement - Kamal Gautam (Incumbent)

City Sector Representative Candidate Statement - Joy Tullos

I am very excited to announce that I am running for the position of City Sector Rep. I have been working for the City with Animal Control since early 2008 and have always been an outspoken advocate for fairness and equity in the workplace since I joined the workforce at the age of 15. This has caused me much grief over the years, and if I could go back, I wouldn’t change a thing. I am now the Chief Shop Steward for the City Sector, an active participant on the Labour Management Committee, and a delegate on the Vancouver and District Labour Council.

My role as Chief Steward gives me unique perspective on and insight into what’s happening in various departments and worksites City-wide. Having this broad view allows me to see the issues and management practices that are affecting our members the most. I am then able to put those issues on the table in Labour Management meetings to have them addressed at the highest level. I believe these two roles naturally set me up to take on the role of City Sector Rep as I am privy to those bigger picture issues and already actively working to address our primary concerns with management, HR, and Labour Relations. I would very much value and utilize this additional opportunity to bring these concerns to the fore within our Executive. Not only do I have a solid grasp on what the greatest challenges facing our membership are, but I also work well collaboratively to solve them.

I am actively working on several initiatives including: supporting members struggling with mental health and addiction issues; finding ways to support and mentor women working in male dominated trades; and am seeking to improve how issues of bullying and harassment and Respectful Workplace complaints are handled.

I will continue to work very hard to help shape the City into the progressive employer it claims to be.

While I would be fiercely dedicated to representing our City Sector members on the board, I would also be an asset to the entirety of our membership by engaging in discussions

Let me begin by saying thanks to my nominator and to you for taking the time to read my article to reelect me as your City Sector Representative.

This is why I am in this race. Not just to hold an office, but to gather with you to transform how we do business with this employer, the City of Vancouver. I want to win that next battle - for better collective agreement language, for better jobs and promotions, for better benefits, and for better job security for all our sisters and brothers.

I want us to take up the unfinished business of perfecting our union and building a better workplace environment.

If you will join me in this difficult quest, if you feel destiny calling, and see as I see, a future of endless possibility stretching before us, if you sense, as I sense, that the time is now to shake off our slumber and slough our fear, then I am ready to take up the cause and march with you and work with you.

Together, starting today, let us finish the work that needs to be done… I am asking for your support and vote for the position of City Sector Rep.

City Sector Representative

I have been a CUPE member for the last 24 years and have had the privilege of working in various capacities within the City of Vancouver and the Union as follows: • 20 years as a Shop Steward • Member of the City Labour Management Committee • Member of the Executive Board • Vice Chair and Member of the OH&S Committee • 15 Years as a special police constable with the Vancouver Police Department • Member of the CUPE BC International Solidarity Committee • Member of the Union Education Committee • Vancouver and District Labour Council Delegate • CUPE Metro Delegate All of us know the challenges we face today such as the stress of the Attendance Management Program with no end, and a dependence on weak language in our collective agreement that weakens our voices and rights. We need to focus on our auxiliary members’ rights and strengthen our collective agreement to protect against privatization, and ensure the prompt filling of vacant positions.

There are many challenges; a war with no end.

We all know them, we have heard them, and we have talked about them for years.

My goal, should I be elected, is to be a leader in speaking to our members at the Executive level.

I would recognize and embrace our differences that should be utilized to strengthen our membership as a whole. We need to educate and train our stewards and activists with professionalism in order to effectively represent members of our union in times of need. We also need to ensure that we have strong and improved language in our collective agreement that will assist our members in times of difficulty.

This is our purpose here today.

Candidate Statement - Ralph Mason My name is Ralph Mason and I wish to share the following: I am a Dale Carnegie graduate in public speaking and served two terms as a Graduate Assistance Instructor. I was hired as an auxiliary Weighmaster in 1990 and remained in that position for many years before being granted a permanent parttime position. After nearly ten years I was finally awarded an RFT position as a Meter Tech. What a fantastic job it was at that time, but as with many, changes occur, and some become very challenging.

Our collective agreement has been, and still is, constantly challenged as to its true meaning.

New policies being posted and then being filed away become past practice. Employee morale suffered and something needed to be done. Without a challenge, we have given the employer carte-blanch. A shop steward was desperately needed and thus, my role with the union.

Currently I am co-chair of the Parking Operations OH&S Committee. I also am a CUPE 15 steward, CUPE 15 OH&S Special Projects Coordinator, I sit on the CUPE 15 Health and Safety Committee representing all departments under CUPE 15, and I am a delegate to CUPE Metro. Most recently and unexpectedly, I was nominated as a delegate to the Vancouver and District Labour Council (VDLC). What an honour. I accepted the nomination and now occupy a two year term.

I believe that the role of City Sector Rep is extremely important and one that has a tremendous opportunity to make a positive difference. I am currently a senior shop steward and have been stewarding for about eight years and a CUPE 15 member for ten years.

I have a strong commitment to the labour movement and believe in trade unions. I am also committed to working cohesively with other sectors on the Executive as well as to following the policy and procedures and bylaws of CUPE 15, CUPE BC and CUPE National to ensure that the business of the union is done.

I would like to see our union working together, especially in these times of government attacks on public sectors. I have been quite active in the union. I sat on the last round of bargaining, was a strike committee member, currently sit on the JEIS committee, am a CUPE National Ombudsperson, participated in mediations, bullying and harassment cases, and am also the Chair of the K-12 Stewards.

Some of my accomplishments are as follows: • K-12 Sector Rep - elected three times thus served six years on the Executive Board.

• Shop Steward for seven years and organizer of the monthly steward meetings.

• Employed by the VSB for 18 Years as Office Support at Strathcona Elementary, Van Tech, Windermere and Britannia Secondary.

• Nominee of the Vancouver Employees’ Savings Plan (VESP). Our former president, Brother Paul Faoro asked me to join because of my business and financial background.

• Member of the Union Education Committee and the VSB Job Evaluation Committee.

Qualifications and Experience: Currently I am the Office Manager and Communication Assistant for Youth and Adults. I am responsible for the accounting and purchasing of this organization. We assist adults who cannot speak by providing augmentative and alternative communication devices.

Verifying invoices and reimbursements, budgets, monthly and quarterly financial statements, arranging travel and events and organizing AGMs are duties I perform every day! I am also the buyer and negotiator for furniture and equipment, AAC devices, software, hardware and iPhone and Android Apps; furniture and equipment.

Physical Facilities Dept. of an International church 1990 to 1998 - have worked on numerous construction projects; possess project management skills for the upcoming construction project of our union building.

What will I do?

The Secretary-Treasurer is the steward and manager of our union dues. It is governed by our Local’s Policies and Procedures, Bylaws and our Constitution that outlines how funds can be used and distributed. One example, hardship loans are temporary loans to members who need temporary help and must be paid back to the union. We can be compassionate and generous and not follow the policy to have a member repay the loan. We need discernment and strict adherence to our policies and procedures.

Member Engagement – Provide an FAQ for each of the 17 collective agreements so members of each sector can understand our collective agreement. Knowledge and understanding becomes the strength of our local.

Shop Stewards - Ongoing steward training and support and ensures access to resources as needed.

I will ensure our collective voices are heard and a positive coalition is formed within our local.

I want to promote and share the importance and relevance of unions in our society. Stable unionized employment benefits society and allows us to have a standard of living to raise our family and accomplish our goals.

On behalf of our President, Brother Warren Williams and on my own behalf, I hereby express our sincere greetings to you all for May Day 2016.

These greetings are tempered by our shock and deep sorrow at the recent tragic death of Park Board Arborist, Brother Jody Taylor and the injuries to our brothers and sisters sustained arising out of and in the course of their employment with the city of Vancouver.

CUPE 15 extends heartfelt condolences to the bereaved, Jody’s family. We are with them in their sorrow. Our thoughts are also with others who are injured and we trust they are provided with all necessary assistance for their recovery.

On this day of special significance in the world of work, all concerned must commit to preventing the recurrence of such avoidable tragedies by resolving to make workplace safety the top priority for action right now.

The mandate of CUPE 15, together with CUPE BC and CUPE National is closely linked to the spirit of May Day.

The booth was set up to show CUPE 15’s commitment to workers’ movements and to engage in some fun outreach. We offered activities for children that included face-painting and colouring.

The event was well attended with several CUPE 15 members present including Sister Donna Petersen (VSB), Givan Ho (Health), and Gail Johnson (Local 15 2nd Vice-President).

We look forward to being at the next May Day rally where we will continue the fight against the attacks on the public, including the current attacks on the education system.

Massacre of Lumad and Peasant Protesters Kidapawan Philippines

by Kamal Gautam, CUPE BC International Solidarity Committee In January 2016 on behalf of our Local 15 President, I presented an open letter to the Consul General of the Philippines calling for an immediate stop of the actions of the police force that are part of a wave of state sanctioned attacks and a campaign of terror that the military and paramilitary groups under its command have been waging against workers, Lumad communities, and peasants of Mindanao.

This conference is to deal with the issues that currently face new and young workers, and where do we go as a movement to lead the next generation to fight for a more equitable tomorrow.

The conference is open to any member that considers themself a young worker or an ally.

On April 1, 2016 the Philippine government’s police force attacked and killed peaceful protesters blockading a highway in Kidapawa, Philippines. The protestors, mainly peasants, Lumads and their families were asking government support to offset the debilitating effects of the drought brought about by El Nino. Five protestors were killed and 116 were reported injured. CUPE was shocked to learn the police later denied wounded protesters access to medical services at a local hospital.

Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian accounting standards for not-for-profit organizations, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error.

In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. 1 Purposes of the Society

The purposes of the Society are to hold the Capital Assets used by the Canadian Union of Public Employees Local 15 - VMECW (referred to as Local 15) and to provide benefits to Society members, as determined by Society policy or membership resolution. It was incorporated under the Society Act of British Columbia and is therefore exempted from income tax.

The Union prepares its financial statements in accordance with Canadian accounting standards for not-for-profit organizations (ASNPO).

The financial statements have been prepared using the deferral method of accounting. Under this method, revenue and expenses are reflected in the accounts in the year in which they have been earned and incurred respectively, whether or not such transactions have been finally settled by the receipt or payment of money. The Union has internally restricted funds and has adopted fund accounting as a basis of reporting the funds’ activities. These financial statements present all the funds’ activities on a combined basis. The “Funds” of the Union consist of the following: • i Unrestricted Fund Its purpose is be used for the Society’s administrative activities.

• ii Building Fund Its purpose is to cover the costs of future renovations and/or purchase of office building.

• iii Memorial Fund Its purpose is to report resources for memorial donations to members’ families.

• iv Strike Hardship Fund Its purpose is to assist members in times of financial hardship during a strike.

10 Financial Instruments

The Society is exposed to the following risks arising from financial instruments.

Credit risk

Credit risks arise from two sources: cash and cash equivalents, and accounts receivable. Cash and cash equivalents are deposited with reputable, major financial institutions to limit the credit risk exposure.

The credit risk from counter parties not paying accounts receivable is not considered to be significant.

Interest rate risk

The Society is exposed to interest rate risk with respect to cash and cash equivalents. Changes in interest rates can affect the fair value of investments and the cash flows related to interest income and expense.

Liquidity risk

Liquidity risk exposure is dependent on the receipt of rental revenue from CUPE 15 to enable the Society to pay its liabilities as they become due.
