Special Rapporteur on the Situation of Human Rights Defenders The mandate on the situation of human rights defenders was established in 2000 by the then Commission on Human Rights (as a Special Procedure) to support the implementation of the 1998 Declaration on human rights defenders. The mandate was most recently renewed in 2017 with resolution A/HRC/RES/34/5 https:// bit.ly/2wtVjZC for a period of three years.15 The Special Rapporteur works with States and individual cases of human rights violations committed against defenders. Information on such cases is received through a variety of sources including individual defenders, NGOs and UN agencies. If the information falls within the mandate and its probable validity is confirmed, the Special Rapporteur contacts the Government of the State where the alleged violation is thought to have occurred. Contact is usually conducted through an urgent appeal or allegation letter (called ‘communications’) addressed to the State’s diplomatic mission with the United Nations in Geneva for transmission to capitals. With both urgent appeals and allegation letters the Special Rapporteur asks the Government to take all appropriate action to investigate and address the alleged events and to communicate the results of its investigation and actions to the Special Rapporteur.
