BAH improvements in the Air Force

PETERSON AIR FORCE BASE, Colo. — Recently, customers have brought to the attention of the 21st Comptroller Squadron that pay actions and monetary payouts regarding their Basic Allowance for Housing have experienced long waiting period.

The result is a slow processing of pay actions through the validation and approval process. Members can aid in the process when requesting pay adjustments by refraining from turning in non-original or incomplete documentation.

Files such as PDF files or photo copies of birth certificates, marriage licenses and divorce decrees are not original copies by themselves; they have to have an original stamp or notarized seal.

“If there was one thing I could say to mentor young Airmen regarding their pay, it would be to get educated regarding their Leave and Earnings Statements,” said Master Sgt. James Johnson, 21st CPTS customer service flight chief. “Being aware of your entitlements will help you understand your pay, taxes and will ensure you’re receiving all of your designated entitlements.”

BAH rates increase and decrease in relationship to the economy. For those that have experienced a decrease in BAH this year, they can solicit guidance from their CPTS professionals. Finance technicians will be able to provide council and the best course of action for their circumstance. Some members may be qualified to be grandfathered into their previous year’s rate depending upon their eligibility.

“This situation is one to be answered on the Defense Travel Management Office level, which annually conduct surveys and area analysis that review cost of living expenses that influence BAH rates,” said Airman 1st Class Kennedy Smalls, 21st CPTS finance technician. “Although they can go up or down based upon that information, everyone’s situation is uniquely different.”

One improvement to the BAH system was the amendment of AFMAN 65-116, Volume 1 that allows for back pay to Airmen for unused entitlements. Airmen can now make a claim for unclaimed funds and receive a check for compensation. This is an improvement in regards to helping families in receiving past deployment benefits and with Permanent Change of Station moves.

Are you ready?

Imagine that it’s 3:30 p.m. local time on a Friday and you’re looking forward to a rare treat, some down time over the weekend. It’s your time to catch up with the family, take care of some needed tasks at home, have fun with friends, and maybe get a little sleep. Things are winding down at work as everyone is getting ready for the weekend.

Your supervisor walks over to you with a look of concern in their eye. You are informed that you need to be at the passenger terminal at 2:45 a.m., less than 12 hours from now. You’re deploying and you’ll find out on board where you’re going, and with luck, how long you’ll be gone. You have roughly one hour of duty time to wrap things up for your office, pick up some gear at the Logistics Readiness Squadron, and finish up anything else you need from other base agencies before you’re out the door.

Are you ready?

Over my Air Force career, the question of “are you ready?” has been the single most valuable question for me to ask. The short notice deployment just described actually happened to me early in my career.

I was not ready.

With less than 12 hour’s notice, I still had some computer-based training to take care of. My mobility bag technically had all the required items, but most of the gear wasn’t serviceable, and some of it was even secondhand and didn’t fit. I didn’t have a will or power of attorney, and I wasn’t sure where my passport was. I didn’t even know where the PAX terminal was on base, and that was where I was supposed to show up to deploy. I was told I would need to bring documentation covering my qualifications and certifications, but I wasn’t really confident I knew how to provide that. About the only thing I had going for me was a good attitude. The

deployment was turned off after waiting 16 hours in the PAX terminal, which gave me ample time to reflect and ask myself “am I ready?” Clearly, the answer was a resounding, no.

Are you ready?

It’s easy going day-to-day thinking about all the tasks and jobs we have to do. Pretty much every work center on base could use more people just for normal operations. On occasion, we show up on someone’s radar as “being red” for some computer-based training, medical requirements, or some other issue that needs to be corrected. It is easy to feel that these requirements are a hindrance and that they interfere with the job that needs doing right now. It can be tempting to do whatever you can to “go green” as fast as possible. But we need to slow down and ask first if we are ready. When we show up “green” with all of our CBTs, medical exams, and other requirements, we’re sending a message to our leadership that we’re good to go at a moment’s notice. But if we clicked “next” as fast as we could on our CBTs, didn’t tell the doctor about that medical issue we’ve been pushing through best we could, or thought the other requirements we had were just boxes to check, we might not be ready when needed. It’s understandable to think that we don’t need a passport, will or power of attorney. It’s easy to assume that we can pay bills online pretty much anywhere in the world, or think that because we can do our job on base we can do it anywhere. But we need to ask ourselves if we are really ready. If we were asked today if we could go to a bare base in a hostile war-torn country, without hardened facilities or even a good fence around the base (much less mail or internet), can we honestly say we’re ready for anything and everything we might face? If your answer is yes, think again about all the other jobs you might have to do in a deployed location. Sure, I’m a great medic, but how good of a security forces augmentee am I? Do I feel comfortable

with a weapon? Can I move in body armor? Am I good with my combative skills? Those are things that I don’t do every day, and might not show up on any report about my readiness. If the answer to any of these questions is no, I need to let my supervisor and commander know my weak spots where I need training. Not everything shows up on a convenient report. If there are skills or training you need before you deploy, chances are good someone else in the unit will need them too.

Likewise, don’t neglect your home situation. It’s easy to focus on the job, but what would happen to your family if you were suddenly gone for an extended period of time? How prepared are they for the challenges that might come when you are not there? Even if your only family is a pet goldfish, do you have a plan for those that rely on you being here?

We have become accustomed to routine deployments in the Air and Expeditionary Force cycle, and I’m sure our enemies appreciate that. Natural disasters tend to be unpredictable as well. Asking if we’re ready to perform the mission anywhere, anytime is a useful tool that can help when the unexpected tragedy happens, but it can also help enable some great opportunities. After that incident early in my career, I’ve tried to always be ready, and it certainly has paid off. I had the opportunity to go on some amazing temporary duty assignments simply because I was ready when someone was needed, from supporting NASA in Morocco, to providing medical care in Nepal, to teaching in Indonesia to name a few. More to the point, if I get a call this afternoon like I did all those years ago, I know that I am ready. I can focus on the mission and do my job anywhere I may get called, and my family will be taken care of.

For more than 60 Years Canadian military members and their families have been present in southern Colorado, typically stationed at the headquarters of the North American Aerospace Defense Command (NORAD), and this recent New Year's Eve presented a first-of-a-kind opportunity for one member of the group.

Canadian Forces Lt. Gen. Christopher Coates, deputy commander of NORAD, received one of a few invitations to participate in the annual AdAmAn Club ascent of Pikes Peak, which was the first time a Canadian, or any international climber has been included in the climb. The two-day climb culminates with the lighting of New Year's Eve fireworks from the summit of Pikes Peak.

The Pikes Peak AdAmAn (add a man) tradition started in late December 1922 when a group of five men from Colorado Springs, seeking a novel, adventurous way to celebrate the New Year, decided it would be interesting to attempt to climb Pikes Peak in the dead of winter. Following their astonishing feat they resolved to repeat the climb, adding one person to the group each year.

"While I have summited all [58] of the 14,000' peaks in Colorado, in a variety of conditions in both summer and winter, it was incredibly special to join this group for such a remarkable tradition," remarked Coates.

The ascent was difficult for the original group, given relatively challenging conditions and the clothing and equipment at their disposal.

Nonetheless, the frozen five, as they became known, attained the summit and proceeded to light fireworks and create a bonfire, much to the concern and amazement of the surprised residents of the town 8,000 feet below.

Dan Stuart, President of the AdAmAn Club said, "Celebrating the New Year in this way is a tradition that the entire Pikes Peak Region enjoys.

Having Lt. Gen. Coates join us this year was an honor for all of us. An especially memorable part of this year's adventure for the club was singing "O Canada" in his honor at 14,000 feet."

For more than 90 years the AdAmAn Club has perpetuated the tradition of the original frozen five. The 101st member was added to the club in 2018, and nearly 400 guest climbers have completed the summit with the group over the years.

The briefings will inform the 21st SW community of the NRO and potential assignment opportunities available to military, civilians and contractors at multiple stateside and oversea locations. TAX ASSISTANCE PROGRAM DISCONTINUED

The Peterson legal office will not be sponsoring a Tax Assistance Program this year. The primary reason for this decision is competing mission requirements (i.e. legal assistance, etc.) and the program’s detraction from mission readiness. Second, the Secretary of the Air Force and Chief of Staff’s August 18, 2016 “Reducing Additional Duties” memorandum limits the legal office’s ability to obtain and train volunteers in each squadron. The minimal number of volunteers over recent years put a significant strain on the legal office.

In consideration of the aforementioned factors, the decision was made to discontinue the tax Assistance Program at Peterson AFB. Numerous tax preparation resources are available. 704th Test Group successfully leads Directed Energy Experimentation Campaign

By Deidre Ortiz | ARNOLD ENGINEERING DEVELOPMENT COMPLEX PUBLIC AFFAIRS KIRTLAND AIR FORCE BASE, N.M. (AFNS) — After the success of the first range experiment of the Directed Energy Experimentation Campaign at White Sands Missile Range, in October 2018, the 704th Test Group’s Directed Energy Combined Test Force is now planning future experiments in support of the campaign.

The Air Force Strategic Development Planning and Experimentation office at Wright-Patterson Air Force Base, Ohio, tasked the 704th TG Directed Energy Combined Task Force at Kirtland Air Force Base to execute the DE Experimentation Campaign. The task force is an operating unit of Arnold Engineering Development Complex, which is headquartered at Arnold AFB, Tennessee.

The Directed Energy Combined Task Force was developed after the secretary of the Air Force signed the Air Force Directed Energy Weapons Flight Plan, charting a course to transition DE weapons to operational users. Part of the flight plan, headed by the SDPE office, is to execute the DE Experimentation Campaign.

According to John Cao, director of the DE CTF, the objective of the initial DE experiment was to understand capabilities and limitations offered by existing, off-the-shelf high power microwave and high energy laser systems against group 1 and group 2 unmanned aerial systems.

“The test scenario was air base defense against small unmanned aerial systems,” he said. “Two industry systems, one high power microwave and one high energy laser, were evaluated, with more than 220 vertical-lift and fixed-wing UAS sorties flown as threats.”

To obtain operator feedback, Air Force

security force members from Kirtland AFB, Joint Base Andrews, Maryland, and Edwards AFB, California, operated the DE systems.

“Valuable data were collected to address the experiment’s objective,” Cao said. “Now we’re in the planning stages of conducting more DE experiments.”

The DE experiments are meant to provide further understanding on how DE capabilities can be used and progressed.

“The Department of Defense has demonstrated that DE weapons can negate threats,” Cao said. “However, transitioning the DE technology is a different story. We must also understand concept of operations, tactics, techniques and procedures along with the potential implications to doctrine, organization, training, materiel, leadership and education, personnel, facilities and policy.

The campaign’s primary goal is to understand these areas.”

Col. Scott Cain, AEDC commander, recently praised the work being done by the DE CTF team.

“The 704th Test Group’s Directed Energy CTF did a phenomenal job representing the Air Force Test Center and demonstrating their leadership in the Directed Energy experimentation at White Sands Missile Range,” he said. “Mr. John Cao, the Directed Energy CTF Director, led a live counter-UAS test demonstration to multiple senior executive service and general officers from across the Air Force, and he gave a great talk on the CTF construct the 704th has built that's the engine behind this experiment.

“John and several others in the 704th, and one member of the 96th were singled out

by Mr. Thomas Lockhart, SDPE Director, for their contributions to the experiment.

KIRTLAND AIR FORCE BASE, N.M. (AFNS) — The directed energy system emits an adjustable energy beam that, when aimed at airborne targets such as drones, renders them unable to fly. During the October 2018 experimentation event at White Sands Missile Range, N. M., this system used high power microwave to disrupt and destroy small unmanned aerial systems. The 704th Test Group Directed Energy Combined Test Force supported the event as part of the Directed Energy Experimentation Campaign.

Remembering a legend: Air Force Medal of Honor recipient Col. Joe Jackson

WASHINGTON — Nearly 50 years after receiving the Medal of Honor, Air Force legend Col. Joe M. Jackson passed away Jan. 12, 2019, at the age of 95.

Known as an Air Force Hero of the Vietnam War, then-Lt. Col. Jackson was awarded the prestigious medal on Jan. 16, 1969, by President Lyndon B. Johnson, for his selfless, heroic actions in combat.

“We are saddened by the loss of Medal of Honor recipient Col. Joe Jackson, his amazing story of humility, courage and Airmanship will be remembered,” said Secretary of the Air Force Heather Wilson. “Our heartfelt condolences go out to his family and friends.”

On May 12, 1968, Jackson, commander of an unarmed C-123 transport aircraft, flew on an emergency mission from Da Nang to Kham Duc, South Vietnam, after a special forces camp at Kham Duc was overrun by enemy forces. They had taken the forward outpost and were in complete control of the airstrip, which was surrounded on all sides by mountainous terrain.

While orbiting over the battle area, Jackson learned by radio about a three-man combat con-

trol team that had been inadvertently left behind after the camp was air evacuated. Another C-123 transport was ahead of Jackson in the traffic pattern. Though the rescue aircraft landed successfully on the debris-littered airstrip, it failed to evacuate the team. Jackson answered the call by descending rapidly from 9,000 feet and making an assault landing on the strip, while under heavy enemy fire. After he stopped, a rocket fell in front of the transport. A dud, it bounced harmlessly toward the nose of the plane without exploding.

Jackson landed near the spot where the CCT was reportedly hiding, and ultimately rescued the men. With the team safely on board the aircraft, he quickly took off under a mortar barrage and intense automatic weapon fire from the surrounding hills.

After landing at Da Nang the crew found that not a single bullet had touched their aircraft during the entire flight.

“As one of only two living, Air Force Medal of Honor recipients, his story of courage and leadership was uniquely preserved through his own account of that mission, the decisions that led up to it, and the life he aspired to lead” said Air Force Chief of Staff General David L. Goldfein.

Offutt hub for new Air Force comptroller software

OFFUTT AIR FORCE BASE, Neb. (AFNS) — The 55th Comptroller Squadron Financial Management Flight recently began testing a new scanning software, EPHESOFT. The software is used to send documentation to the Air Force Financial Services Center at Ellsworth Air Force Base, South Dakota, responsible for the processing and payment of temporary duty and permanent change of station travel entitlements for travel performed outside of the Defense Travel System.

The last time the software was upgraded was approximately a decade ago. Since then, technology has changed at a rapid pace and issues with inefficiency have grown.

“Previously we had to scan the documentation, connect to a virtual private network, encrypt it all and then send it up to AFFSC,” said Master Sgt. Crystal Doepker, 55th Comptroller Squadron Financial Operations flight chief.

“It would take about two hours for them to get it.”

Furthermore, the company who made the software stopped making it and parts were being taken from other scanners to try and make it work. There were even a few times Airmen had to travel to Whiteman AFB, Missouri, to use their software.

Needless to say, the flight was excited to test the new software. The first step was getting the team ready.

Airman 1st Class Julie Hubbell, 55th CPTS military pay technician, and Carl Hanson, 55th CPTS information technology technician, reviewed all materials included with EPHESOFT, learning the program and validating it worked.

Then, Hubbel trained 12 other finance technicians in the flight.

It didn’t take them long to warm up to the idea, as the new software came with a lot of perks.

This new system is web based and designed to work with other systems without having to be synchronized perfectly to the VPN. There is no longer a need to for encryption or batch loading. The travel vouchers are now delivered within minutes to AFFSC compared to hours by the previous system.

With testing successful, the flight has already implemented the system to their daily work operations.

“My hopes with this system is that it will provide reliable and timely transfer of travel vouchers for our customers,” Doepker said. “With the efficiencies that this system brings, it will reduce any work stoppage or delays in getting travel vouchers to the AFFSC.”

PSC Club unites spouses across bases

PETERSON AIR FORCE BASE, Colo. — Alley Kendall knew she wanted to get involved in the community when she and her husband, Senior Airman Jesse Kendall, arrived at Schriever Air Force Base, Colo., in 2015.

Kendall found that opportunity in the Peterson, Schriever, Cheyenne Mountain Spouses Club. She is now president of the nonprofit organization, which aims to connect military spouses with each other, with base resources and with opportunities to give back to the Colorado Springs, Colo. community.

“It’s a place to find quality people and get involved,” Kendall said.

Whether they are serving lunch at the Springs Rescue Mission, passing out essential items to homeless residents downtown, or spreading holiday cheer to Airmen during their Cookies for the Troops event each November, the club’s 40 members aim to reciprocate the goodwill they receive from the people of Colorado Springs.

“Often times, we’re only assigned to a base for a short period of time, and we end up receiving so much from the community,” said Alicia Pepper, wife of Col. Devin Pepper, 21st Operations Group commander.

“Over the years, we as a whole have directed more toward what we can give back to the community.”

The earliest iteration of the PSC Club began in the late 1970s on Peterson AFB, Colo., as the Peterson AFB Officers’ Wives Club, Kendall said.

As membership extended to spouses of enlisted members, it also eventually stretched beyond the gates of Peterson AFB to neighboring Schriever AFB and Cheyenne Mountain Air Force Station, Colo.

“It opens up a bigger community,” Kendall said. “I love what the club has done for me and the friends I’ve made.”

In addition to community outreach, the club provides ample opportunities for spous-

es to bond, Kendall said. Members meet twice a month inside the Tierra Vista Community Center on Peterson AFB to chat over coffee while their children play together. The final Wednesday of each month is reserved for the Lunch Bunch, held at The Club on Peterson AFB. “We try and have a good variety of events so everyone can find what they’re missing,” Kendall said.

Club members oversee the RePete Thrift Shop, located at 105 Selfridge St., Building 1525, on Peterson AFB. Proceeds from the shop go toward annual scholarships for military spouses and high school seniors who are dependents of active-duty or retired Department of Defense employees, said Pepper, PSC Spouses Club scholarship chair.

The club generally gives anywhere from $10,000 to $15,000 in scholarships annually, Pepper said.

Children of active duty military members usually move at least once before graduating high school, Pepper said. They often want to return to their previous home for college, but out-of-state tuition makes that a struggle, she said.

“Scholarships need to be available for them as much as we can figure out a way to help them,” Pepper said.

The most recent round of applications opened Jan. 15, 2019, and will run through March 15, 2019. Applications include a traditional rubric as well as an essay question, Pepper said.

“We want to know who we’re giving them to,” she said. “What makes the individual?

What is your story?”

Following months of hard work, we’re excited to have launched, “Veterans Climb,” a major new Mt. Carmel-led program, made possible through program partnership with the El Pomar Foundation, the Pikes Peak Workforce Center, and Pikes Peak Community College.

Veterans Climb is Mt. Carmel’s safety net for the Veteran population most at-risk of homelessness, experiencing homelessness, family discord, addiction, incarceration or other major challenges. The program collaborates to deliver supportive services and case management toward completion of in-demand career training and certification with employment in one year.

In the pilot year, Mt. Carmel case managers will enroll 50 eligible veterans and coordinate closely with PPWFC and PPCC to determine and support the best employment and pathway career training, respectively, tailored to each veteran. Throughout Veterans Climb, case managers will establish routine and positive support to participating veterans to deliver direct-assistance supportive, behavioral health, career and partnered services.

Pikes Peak Workforce Center will work closely with participants to determine aptitude and interest for specific indemand training, and then assist with employment readiness and support once a veteran completes training and earns a certification.

Pikes Peak Community College will provide training and certification in selected in-demand programs to include construction, automotive technology, diesel technology, welding, machining, healthcare, culinary arts, and cyber security. PPCC will also provide supportive coaching and peer support to Veterans Climb participants.

Training is funded through a Veteran’s GI Bill Benefits, VA Vocational Rehabilitation program, or Workforce Innovation and Opportunity Act Funds, depending on eligibility, suitability or availability.

Veterans Climb delivers on Mt. Carmel’s promise as the “Beacon of Support,” to the Veteran community with a strong safety net for those most at-risk of homelessness.

We believe Veterans Climb will be successful beyond this pilot effort and are hopeful the results form an expanded program in the years ahead.
