FULL DELIVERY DESIGN BUILD SERVICES

The C&S Companies are known nationwide for extensive Design-Build services. Many of our team members are also accredited Design-Build Professionals and understand the importance of Design-Build integration. Our San Diego general contracting team has a combined experience of over 50 years working in the San Diego community on a variety of commercial, industrial, multi-dwelling and retail type projects. With our in-house design and construction professional resources we can streamline the delivery of everything from small renovations and additions to major reconstruction and large scale buildings from the ground up. Our approach is founded on the integrated project delivery (IPD) method, a true Design-Build approach that focuses on collaboration among all design and construction team members and the owner from the beginning of the project. C&S CONSTRUCTION PROJECTS

OFFICE TENANT IMPROVEMENT

C&S completed the design and construction of our own San Diego office expansion. C&S’s San Diego branch outgrew their old space and in 2018 expanded into a 10,000-squarefoot office in Mission Valley. The tenant improvement project included complete demolition of the old space in order to

prepare for the new build. The existing space was two separate suites that we combined into one large suite to fit our growing staff. C&S performed the full design and permitting as well as the general contracting required for completing the build. The space has new and innovative architectural features

that were designed and constructed by our in-house staff. Collaboration space was a major part of the overall design, including a multipurpose room with glass garage doors that open or close in the kitchen space to give maximum flexibility when holding meetings or hosting events.

HANGAR COMPLEX, FBO AND FLIGHT SCHOOL DEVELOPMENT

C&S was the Design-Build general contractor for a new 9.4-acre private development project at Montgomery-Gibbs Executive Airport for Coast Flight. The project uses an integrated project delivery method to seamlessly deliver design through construction. The project includes a new hangar complex, FBO, and flight school. C&S led all initial planning efforts along with site layout and conceptual design. The next phase was a Design-Build agreement for six large conventional corporate box hangars and a 9,000-square-foot FBO flight school. This state-of-the-art facility accommodates existing smaller general aviation aircraft and some of the specific design group II aircraft that have interest in operating in and out of Montgomery Field.

CULTIVATION FACILITY

New Green Acres is a 34,188-square-foot cultivation facility that C&S Technical Resources built from the ground up. This facility is made up of 22,888 square feet of cultivation space, 1,045 square feet of warehouse, and 10,255 square feet of miscellaneous business area. This was the first phase of the overall site plan and required connection to all local utility providers. All indoor irrigation run off was routed to a waste water treatment container to cut hazardous waste by 75%, and domestic sewer routed to a seepage pit to minimize haul off.

Site work included large trash and generator enclosures, a loading dock, parking lot, (3) automated rolling gates, over 1,000 linear feet of block wall, and underground holding tanks for landscape irrigation. All (26) grow rooms are programmed to control a tight temperature and humidity range specific for night/day environments. Grow rooms are also supplied with CO2 and controlled using the Trolmaster Beta-8 System. Extra precaution was taken by C&S to ensure rooms were sealed tight for CO2. Lights are all adjustable in height and controlled by the Link 4 Control System. Epoxy flooring and FRP was installed throughout to ensure a clean, durable environment.

This facility also includes men’s and women’s locker rooms, a break room, restrooms, security room, and various offices for management staff.

CORPORATE HANGAR AND LOUNGE

C&S was the lead planner, designer and general contractor for phase II of the development of the north side corporate hangars and offices for Jet Center Los Angeles, at Hawthorne Municipal Airport. The first of multiple hangars on the northside included a 150-by-110-square-foot hangar, including 2,500 square feet of office space for actor Harrison Ford. This hangar houses several aircraft that are being relocated from Mr. Ford’s Santa Monica Airport hangar. Collaboration with the Airport, Mr. Ford, and the Design-Build team was extremely important during the development of this facility. Coordination required an airspace evaluation and working with the local FAA ADO to ensure all development was clear of transitional surfaces. The development includes a new parking lot and corporate hangars for transient aircraft parking or future leases. This project improves the north side areas

and adds facilities to support continued airport growth. The new Los Angeles NFL team development was a driving factor for relocation of based aircraft to Hawthorne. The Airport’s continued high demand for private users attracts media who use the landside areas to stage. The project’s first phase was constructed on a fast-track schedule with private investment funds and was completed 6.4% below budget. The FBO operator has a master development lease with the City of Hawthorne and intends to invest $12 million for corporate and retail improvements. For phase 1, C&S provided civil engineering, survey, and aircraft hangar consulting on two large corporate hangars. We also conducted a part 77 airspace analysis to determine the maximum building elevation to meet transitional clearance requirements.

CINEMA MODERNIZATION

C&S partnered for a $1.9 million modernization of the boutique, Landmark Hillcrest Cinema in San Diego. This project was a collaborative Design-Build delivery with an Integrated project delivery approach. The project was fast tracked for several trades and included overnight work, when necessary. C&S served as the owner’s representative for Landmark during construction. Since the project was located in a mall, we coordinated with other tenants and the mall owner. The coordination was planned in advance and required frequent meetings between contractors. The project had several critical permit milestones, so C&S worked closely with the City of San Diego, as the permitting agency. We coordinated with the architect to ensure all construction documents and owner’s/architect’s expectations were met. C&S coordinated all quality control checks and weekly meetings to discuss ongoing punchlist items. C&S helped ensure that the Village Hillcrest Mall and its tenants were not affected. All communication with property owners was led by C&S to minimize disruption for the contractor and theater patrons.

OFFICE AND PRODUCTION PRINTING FACILITY

C&S designed and provided construction phase services for a new 60,000-square-foot facility, including a 52,000-square-foot pre-engineered metal building (PEMB) for production and warehousing, and an 8,000-squarefoot conventionally constructed office area that wraps around the corner of metal building. The new office, production, and warehouse spaces are programmed to allow for lean manufacturing practices with efficient flow of employees and equipment. The building is designed for expansion so the company can continue to grow.

LABORATORY RENOVATIONS

C&S was the Design-Builder for a facility renovation for Garlock Sealing Technologies. Garlock desperately needed to update their in-house lab area which was dated back to the 1950’s. Original plans were to renovate the lab in the original space, but it was decided that moving it to the adjacent building would be more advantageous. The lab was moved to be installed into unused existing office space. The existing office space needed demolition and the addition of underlab utilities. Trenches needed to be infilled, new framing for HVAC system, new walls built as well as the installation of lab equipment and fixtures. The HVAC system needed to be located on a concrete pad at ground level due to snow load issues and the structural requirements of the RTU. The lab was completed and commissioned within the schedule and within budget. The new lab is much more “user-friendly”, with all of the most up-to-date equipment.

COMMERCIAL INDUSTRIAL NEW BUILD

G.A. Braun, Inc., is a worldwide leader in the design and manufacture of commercial and industrial laundry equipment. C&S was the Design-Builder for a 100,000-square-foot addition to their existing manufacturing facility. The project also includes a new 2,000-square-foot multi-purpose room with an attached outdoor patio on their existing administrative area. The scope of work consists of new driveways, parking areas, loading docks, site and infrastructure improvements, a new pre-engineered building, a new multi-purpose room with moveable partitions, and mechanical and electrical upgrades. The warehouse features a large American flag, the proceeds from which supports wounded veterans. The expansion supports G.A. Braun’s strategic domestic and international business growth initiatives.

AMPHITHEATER AND EVENTS CENTER

C&S provided construction services for the $50 million Lakeview Amphitheater and events center on the shore of Onondaga Lake. The project received a Platinum ACEC New York Engineering Excellence Award. Sited on a former industrial hazardous waste site, the location takes advantage of spectacular lake views, while minimizing environmental and noise impacts to the surrounding community. More than 75 acres of contaminated property were remediated and renewed, transforming this valuable lake front property from an eyesore to a world-class facility.

The four-story, 41,000-square-foot structure has 5,500 covered seats under a large pavilion and a large, sloped grass seating area that accommodates 12,000. The stage supports a wide variety of performance types and contains support spaces for event crews, including dressing rooms, lounges, food service, and offices. A multi-use events center supports functions up to 300 people and features a large covered outdoor balcony. The event center’s two walls of glass have expansive views of Onondaga Lake. The venue is adjacent to the NYS Fairgrounds and holds the official NYS Fair concerts. Because it is a county park, the amphitheater grounds are accessible to the public and an integrated paved bike trail increases community enjoyment and accessibility. This was one of only two municipal projects in New York that received permission to use Design-Build procurement. Design and construction were completed under a compressed timeframe, meeting all deadlines and coming in under budget. Concept design, permitting, bridging design, and Design-Build contractor procurement were completed in under eleven months.

MALT HOUSE DESIGN - BUILD

C&S constructed the new 40,000-square-foot 1886 malt house at Sunoco’s biofuel plant. The new malt house, with a 60 ton per week capacity, is the largest of its kind east of the Country. The design employed new German malting technology and innovative grain handling systems. Working collectively with the Sunoco team, C&S developed a comprehensive process design that allowed the operators to produce specialized malted barley. The products for this new manufacturing facility are the malted grains plus a high protein animal feed. The malted grains will be used by the fast growing craft brewing industry. The malt house design included new or upgraded utilities, HVAC systems, sixdrum Schulz malting system with the process piping, raw grain storage and handling, chemistry lab and control room, robotic fully automatic grain packaging system, motor control center, dust collection system, fire protection system, access platforms, tempered water system, and steeping system. The process is housed in a newly refurbished building that was previously used to house mechanical equipment. Consequently, new concrete floors and a new roof were installed. The walls were completely stripped and repainted. All new electrical service and lighting was incorporated. New floor drains and HVAC roof top units were installed. A 10,000-square-foot palletized product storage room was created that employed three tier racking and humidity control. New offices, bathrooms, and a conference room were design and constructed. The project scope included a complete redesign of the building interior. C&S provided construction management to implement the CM@risk agreement with Sunoco. This project, with a construction cost of more than $15 million, involved the services of dozens of contractors and vendors.

SPORTS FACILITIES RENOVATIONS

The Weedsport Central School $4.5 million pool and locker room renovations were performed under multiple prime contracts. The project replaced the elevated pool deck, including a new thin brick wall system, acoustical wall and ceiling panels, pool and deck tile, and all new pool equipment. Features include a motorized pool cover, new security and sound system, and state-of-the-art timing system, and a pool filtration and heating system. The mechanical pool filtration room was also reconstructed and received a new automated filtration system with a state-of-theart UV system. The boy’s and girl’s locker rooms were demolished and reconfigured with new changing and shower areas, new lockers, and benches. This project was uniquely performed, with the heavy demolition done over the summer, including all asbestos removals. All finish work was performed during the school year during the day while students and staff occupied the building.

PHOENIX RISING FOOTBALL CLUB

C&S provided project management, permitting, civil, structural, utility, electrical design and construction phase services for this fast track designbuild project completed in 52 days for this project that provided a temporary facility with fully MLS compliant soccer and practice fields until a new climate controlled arena is constructed adjacent to the site. The new bleachers provided seating for over 6,000 fans and parking for over 2,500 vehicles. Facilities include three VIP trophy suites with connecting deck and bar seating, an owners sky box, fan area with provision for vendors and food trucks. The facility also includes a building for team showers and dressing rooms The fields have an 18 inch section of sand that includes an embedded irrigation and drainage system to closely maintain the field and sod moisture, drainage, and firmness. C&S also worked closely with the Salt River Project (SRP) on the electrical utility design and permitting to provide electric transmission to the site.

CLEANROOM EXPANSION DESIGN - BUILD

INFICON, Inc., is an international manufacturer of highly specialized gas instrumentation devices. C&S designed and built an 18,500-square-foot ISO 7, Class 10,000 cleanroom and provided MEP design for a 40,000-square-foot product warehouse, most of which is an ISO 8, Class 100,000 cleanroom. The cleanrooms are three distinct spaces, so each space has its own individual rooftop unit that provides the necessary temperature and humidity and maintains the room air pressure relationship by varying the amount of outside air. Filtration and room air velocity is maintained through ceiling-mounted fan filter units that also provide HEPA filtration (99.99% efficient). The plenum space above the cleanroom is used as the return air path,

as well as the point where conditioned air is delivered. The wall systems are a four-inch-thick modular aluminum type. Return air chases are aluminum panels similar to the wall system. Within the wall cavity and the return air chases, there are various inert gas piping and electrical service drops. The ceiling system is a two-inch heavy-duty extruded aluminum grid. The grid is supported by a rod system. Various sizes of pass-throughs in the cleanroom walls allow occupants to move product safely into and out of spaces. Several air lock/gowning rooms enable personnel to exit and enter the cleanrooms without affecting air pressure. The miscellaneous support systems are conditioned with water source heat pumps. The heat pumps have an

outdoor closed circuit cooler to reject heat in the summer and high-efficiency natural boilers to add heat in the winter. Automatic DDC-type temperature controls support the entire facility. Room particle monitoring is incorporated into the DDC system for ease of validating.

Each cleanroom also has standalone panels adjacent to the entrance to indicate the space is within pressure relationships. The project was designed using BIM and the model was delivered to the owner for their use and consideration at the completion of the design phase. BIM coordination was checked continuously throughout the design to minimize space conflicts and for space visualization.

RESIDENTIAL DEVELOPMENT

The Solaire project by ColRich is a 170 unit residential complex in Temecula, California. Solaire offers modern, luxury style apartments in close proximity to Old Town Temecula.

C&S was responsible for the design and construction management of $6 million in on and off-site improvements including a quarter mile public roadway, 16-foot high retaining walls, storm drainage, bioretention basins, and sewer and water improvements. The project required coordination from the City of Temecula, local water districts, and the Army Corps of Engineers, and was completed in 2017.

STUDENT AREA DINING RENOVATIONS

C&S was awarded the general construction contract to completely renovate the retail and dining areas, including the removal of a large spiral staircase and construction of interior wall, soffits, and store spaces. The original seating area included a recessed section of the floor making the space less efficient. This area was filled with polystyrene beads and a new concrete slab was dowelled to the perimeter walls to make the entire floor continuous. The dining area now accommodates close to 75 students in a seating configuration that is better suited to their needs. The retail space was also expanded to better accommodate the vendor’s needs. The nearly 4,000-square-foot renovation project began and was finished in only two months while student were on summer break.

CENTRAL RECEIVING AND DISTRIBUTION CENTER

C&S was the development lead for a Private Public Partnership with the San Diego County Regional Airport Authority and Aviation Facilities Company (AFCO) a Goldman Sacks Company. The project consisted of 23,000 feet of warehouse space for food and beverage processing and storage for the airport concessions program. The facility has eight dock doors and a very technology driven security access and management system. This warehouse facility project included developing to LEED gold standard and several additional sustainable features. The project was completed 48 days ahead of schedule and under the original assumed budget. C&S delivered in house design for all site and landscaping and complete construction oversight.

QUALITY CONTROL

Every member of C&S’s management and staff has the responsibility and duty to set and obtain objectives for its care and commitment to quality. Increasing the awareness of quality in the preliminary stages of a project, from working with designers to material suppliers and installers not only makes for a better final product but a safer and more efficient job site. Minor defects can cause re-construction, failures, or in worst cases cause injury. As cost control becomes more and more important as a driving force of decision making in the construction industry, quality is often forgotten. A

multitude of contributors are involved in the construction process and require the services of 3rd party inspection such as concrete, steel and compaction testing. However, it should be emphasized that these are a formal check on quality control. Quality control is a primary objective for all the members of the project team. C&S managers take accountability for maintaining and cultivating a culture of quality control. All C&S employees have the responsibility and authority for implementation of established QA/ QC activities. This includes resolution of conflicts in QA/QC management flow

through the entire organizational chain of command from Field Staff to the President. C&S management identifies and assigns the in-house resources to insure adequate resources and trained personnel as needed to support your project. Verification activities shall include inspection, testing and monitoring of the construction and installation processes and audits of the quality systems.
