A WORD FROM THE EDITOR

Milestones, from Mildura to Mallacoota It’s June, and we’ve just wrapped up the latest in our annual series of events devoted to building and construction apprentices throughout Victoria. Producing these events is satisfying work; nudging these young builders into the limelight for some much-deserved recognition is guaranteed to put milewide grins on their faces. And sending them home with thousands of dollars’ worth of tools and vouchers to support their early careers is yet another reason we and our generous sponsors keep this event going. But it takes a herculean effort to pull it all together, and no one knows that better than our careers manager Jarrod Flanigan. 6 May, the night of the Apprentice of the Year Awards (see the full story on page 15), marked his 100th apprentice awards event. Since Jarrod is not even close to setting the record for oldest Master Builders’ employee, that means that he organises and produces several of these each year. From February through

May, Jarrod drives countless miles throughout Victoria, scouring towns from Mildura to Mallacoota to find the best young talent in our industry so Master Builders can give them a boost in their chosen profession. Apart from the good times, we believe it’s a great investment in the future of our industry. Elsewhere in this issue, we hear from Radley himself with a summary of what we learned and can expect from the Victorian state budget (p.12) which offers further progress on several key infrastructure projects. Chris from Case Study Construction returns, demonstrating how he grapples with the important issue of mental health in the workplace (p.36), Ingrid Mountford explains how members can benefit from our sustainability services and we meet builder Nick Wootton (p.30), who is leading the construction of a ‘passive house’ on the Mornington Peninsula. Nick will be a keynote speaker at our Green Living Conference at the BLSC in August, which you won’t want to miss. United by excellence As a community we seem to be consistently polarised by issues and events presented in the media. There still seems to be a common issue however, which correctly attains universal agreement; the support of our youth. Significant reform is needed in our educational system. There must be encouragement through secondary education for interested candidates to undertake apprenticeships and skill based learning, instead of struggling through school only to look at apprenticeships as a fall-back to university education. In addition, we need to address the technological changes currently on our door step, such as 3D printing of buildings and their components, and how our education system deals with this aspect of our industry. Master Builders strongly supports people in our industry with programs such as ALink, our annual Apprentice Awards and the BLSC Awards. Such programs help to guide young builders during their early careers and define a professional standard for the industry. Master Builders is lobbying strongly for the introduction of the registration of all building trades. Proper recognition and currency of learnt and acquired skills, be they at apprentice or trade level, are a vital aspect of our professionalism. It is important that our industry can rely on each element of its diverse delivery process to ensure that the consumers, who are our clients, receive the best possible product. Highly

skilled and passionate apprentices become highly skilled and passionate tradespeople. Universal trades registration would go a long way toward achieving a more professional industry culture and a greater reliability of quality delivery. The current regulated consumer approach ignores the realities of our industry’s sub-contracting system and places an inefficient and costly burden on builders to ensure that specialist tasks are undertaken by tradespeople required neither to be registered nor to regularly update their skills. These costs, such as management time, quality verification and expensive dispute resolution are ultimately passed on to the consumer, often in an inefficient manner. The young people among our 2016 award recipients will become our future leaders. They are already experiencing revolutionary changes in building and construction and simultaneously creating greater gender equality in the industry. We will remain a vital aspect of the economic prosperity for the state and country in the future. As your association we recognise this need, and one of our top priorities is to look to that future and protect it. In addition to the registration of existing trades, Master Builders’ programs encourage our apprentices and diploma students to be the best they can. With this and our industry priorities, we plan to ultimately ensure that our industry will continue to deliver the future community requirements in the most efficient and positive way for all concerned. Congratulations to all of our award winners.

A good time to be Victorian It is a particularly good time to be Victorian. Under the Andrews Labor Government, the State has regained its economic momentum – and we are getting on with job of investing in Victoria’s future prosperity. The recent State Budget was a clear statement about the Government’s values and priorities. We are bolstering the State’s financial position, and delivering a significant and sustained increase in infrastructure investment that has, and will continue to create jobs for Victorians. Government infrastructure investment is increasing from an average of $4.9 billion per year over the past eleven years to $7.4 billion over the next four years. This multi-billion dollar boost will keep up with population growth and drive productivity across Victoria. It includes a transformation of the State’s public transport and road network, including $2.9 billion in capital funding to fully fund the construction of the Melbourne Metro Tunnel and $1.46 billion for the Western Distributor Project. There is $924 million in infrastructure funding for new schools and upgrades – the biggest school capital investment in Victoria’s history, and $817 million in new and upgraded health facilities. This Labor Government understands that infrastructure investment is critical to ensuring a prosperous future for Victoria – and we want to get even better around how such projects are delivered.

Which is why we are taking a longer term view in considering the impact of future transformative investments by extending our capital planning horizon to ten years, not the usual fouryear budget cycle. This will allow Government to properly balance the need for ongoing renewal and incremental expansion, with the need for major investment. The Andrews Labor Government will continue to build on our economic momentum by delivering on the projects we need, securing jobs in future industries, support our regions and make Victoria the very best place to do business. We recognise that the key to lifting the economic tide is to attract new investment to Victoria and we will continue to fight for every opportunity to attract companies to our great State. We are reducing the tax burden on business, with the payroll tax threshold to be progressively lifted from $550,000 to $650,000 over the next four years, in what is the first change to the payroll tax threshold since 2002. This change will provide tax relief for tens of thousands of Victorian businesses across the State, with an estimated 2,800 small and medium size businesses to no longer pay any payroll tax at all. We are making the kinds of investments required to help the Victorian community succeed, striking the right balance between addressing the challenges of today and providing for the future.

Cbus moves to increase independence

Though the 2016 edition of the National Construction Code (NCC) is available for free online from the ABCB, many of you will still prefer to have this information available in hard copy. Unlike previous annual editions, the 2016 edition will be effective for three years. Also, in addition to Volumes 1&2 that we produced in hard copy last year, Master Builders will also be producing the complete set of five volumes: Volume 3 (Plumbing Code of Australia), the Guide to NCC Volume One, and the Consolidated Performance Requirements. Whilst a majority of Senators were unwilling to act in the national interest, Cbus, the $31 billion construction super fund, has moved to dramatically reduce its links with the CFMEU in response to findings of the Heydon Royal Commission and subsequent review by Graeme Samuel, that the CFMEU exercised a malign influence over the fund with two-thirds of its field workers coming from the union. Cbus Chairman, and former Victorian Premier, Steve Bracks in a recent

interview with The Australian Financial Review noted that the level of CFMEU influence at Cbus had “changed enormously”, stating: “For our recruitment policy and through our workplace practices the first, second and third loyalty in the fund will be to Cbus, and that’s really the key. That’ll be the focus and that’ll be the intention.” Master Builders is encouraged by this apparent positive change in culture at Cbus.

Low- and no-doc loans available for builders again The lending environment has changed significantly in the last few months with low- and no-doc loans making a reappearance for those in the building industry. No-doc loans are products where financials are not required, but a clear exit or refinancing strategy exists to repay the loan at the conclusion of the loan term. Low-doc loans are available where the lender will look for nontraditional methods of establishing someone’s income. For example, they

It is understood that their deal will provide for 5 per cent per annum wage increases in return for some potential productivity improvements – and purportedly will be compliant with Building Code 2013, but not the proposed Building Code 2014. The proposed deal is therefore likely to be contrary to Master Builders’ position that any successor to the current Industry EBA be sustainable - with over-CPI wage increases offset

Master Builders notes that on 13 May, the FWBC announced that its role has been expanded to include assessment of whether enterprise agreements made on or after 18 May 2016 comply with Building Code 2013. The effect is that this group of contractors and the CFMEU will need to have their Agreement, once finalised, assessed by FWBC for compliance with Building

The template will provide members considering entering into a new Pattern EBA with the CFMEU with a sustainable, codecompliant alternative for negotiations. Positive for infrastructure, but crucial planning and housing issues still to be addressed

THE 2016-17 BUDGET REFLECTS STRONG GROWTH IN INFRASTRUCTURE INVESTMENT IN OUR STATE, BUT STILL LEAVES ROOM TO IMPROVE PLANNING AND ADDRESS HOUSING AFFORDABILITY ISSUES TO ENSURE THAT CRUCIAL HOUSING AND INFRASTRUCTURE NEEDS CAN BE MET IN VICTORIA. WITH THIS IN MIND, MASTER BUILDERS WELCOMES FULL FUNDING FOR INVESTMENT IN PROJECTS SUCH AS MELBOURNE METRO TUNNEL AND THE WESTERN DISTRIBUTOR.

On 27 April Treasurer Tim Pallas handed down his second budget which committed Radley de Silva, CEO, Master Builders $12.4 billion Association of Victoria to building schools, upgrading hospitals and health facilities and expanding the road and rail network. This is expected to create around 15,000 jobs in the coming years. With population growth in Victoria exceeding that of every other state and ABS Building Approvals data showing non-residential building stagnating, a strong injection of work is required to boost activity. That is why Master Builders

welcomed the increase of projected average infrastructure spend up to $7.4 billion a year over the next four years, compared to the average $4.9 billion a year over the last 11 years. Included amongst these projects is a range of road upgrades as well as hospital, school, tourism and sports developments, which will deliver jobs and work for our industry. The centrepiece of the budget is the fully funded Melbourne Metro Tunnel, which is worth $10.9 billion, touted as the biggest transformation to the public transport system since the construction of the City Loop. The project will allow more trains to run in and out of the city by giving the Cranbourne, Pakenham and Sunbury lines their own tunnel through the CBD and building two ninekilometre tunnels under the CBD and five new underground stations. $1.6 billion has been committed to the Western Distributor Project, which will fund a second river crossing for Melbourne. The Monash Freeway will also be widened from four to five lanes each way, which is expected to create 400 construction jobs. However, we note with

disappointment that the commencement of the project has been pushed back from 2016 to late 2017, with completion moved from 2020 to 2022. The Mernda Rail Extension has been funded $587.7 million which will build eight kilometres of duplicated track between South Morang and Mernda. THE BUDGET ALSO FUNDS MAJOR ROAD UPGRADES WHICH INCLUDE: • $437m to upgrade Thompsons Rd, Yan Yean Road, O’Hearns Road, Hoddle St and Bolton St in Eltham. • $228 million to duplicate sections of Dohertys Road and Hallam Road and widen Plenty Road We welcome the investment in education facilities, with over $924 million committed to building new schools and upgrading classrooms. We are encouraged that the Andrews government will consider opportunities to leverage its strong balance sheet and take advantage of current low interest rates to invest in appropriate infrastructure, particularly

in light of the comparatively low level of Commonwealth infrastructure grants coming Victoria’s way. In addition to these infrastructure investments, we welcome some changes to benefit small business. Construction firms make up 16.3 per cent of all firms in this state, and with the great bulk of those – around 99 per cent - being small businesses, we are pleased to see that smaller businesses will benefit from initiatives like lifting the payroll tax thresholds – benefitting around 36,000 businesses. Planning continues to be an issue on which we lobby the government. Whilst it is important for the government to spend on initiatives in the planning scheme, the committed $26 million investment to reduce planning delays from an average of 120 days to 60 days is considered not to being going far enough, given that the current system already requires councils to make planning decisions in 60 days. The continued poor record of local councils making planning decisions requires a drastic and more fundamental change

to the system. There should be a clear housing strategy to ensure crucial housing and infrastructure decisions are made by independent experts who are held to account to overarching strategic goals. Given the significant surpluses being achieved on the back of the property taxes received from a booming property industry, it is a lost opportunity for housing affordability issues and some of the more inefficient taxes like conveyancing stamp duty to be reviewed. With this in mind, the 2016-17 Victoria State Budget is a good step towards much-needed investment in the building and construction sector, but there is much more required to deliver a sustainable industry for our state. The actions needed to boost the building and construction sector go beyond infrastructure, and require a comprehensive set of investments in areas such as planning processes, housing affordability, trades registration and reinforcing the rule of law on our construction sites.

Master Builders Apprentice of the Year Awards ON FRIDAY 6 MAY, AS THE DOORS OPENED AT THE MELBOURNE PARK FUNCTION CENTRE, PARALLEL RANKS OF SERVERS BEARING CHAMPAGNE, BEER AND WINE DELIVERED REFRESHMENTS TO OVER 700 EAGER GUESTS AS THEY STREAMED INSIDE. YOUNG BUILDERS, THEIR PARENTS, FRIENDS AND COLLEAGUES HAD ARRIVED TO CELEBRATE THE ACHIEVEMENTS OF VICTORIA’S LARGE BUILDING-APPRENTICE COMMUNITY.

“The focus of Victoria’s VET system is to align training with labour market demand,” Commissioner Coulson said. “Tonight’s group of award recipients reflect the continuing importance of apprenticeships as the critical and enduring pathway for skills in the Victorian building industry.”

That night, Ballarat carpentry apprentice Hamish Rose enjoyed a double victory with honours from Master Builders Association of Victoria naming him State Apprentice of the Year and Regional Apprentice of the Year for 2016. Rose, 28, received his dual awards at a ceremony that also earned him nearly $5000 worth of tools, work wear and vouchers for his achievement.

“Hamish demonstrates an exceptional work ethic, and his sincerity is clear in the enjoyment he gets from seeing clients excited about their new home,” he said.

Victorian Skills Commissioner Neil Coulson was present on the evening to recognise the achievements of this year’s apprentices.

Master Builders CEO Radley de Silva said Hamish exemplified the skills, work ethic and positive attitude required to be a successful tradesperson in the building and construction industry.

“I find it so rewarding to see this gifted and committed pool of building talent among our apprentices in Victoria. The challenge, as always, is selecting just one winner,” Mr de Silva said. Hamish says he plans to become a registered builder, build quality homes

in his local area and someday employ his own apprentices. “Hamish shared with us that taking on the challenge of an apprenticeship as a mature‐aged tradesperson was the best thing he had ever done,” Mr de Silva said. “Greater life experience has given him a fuller understanding of the construction process, and this illustrates that the building and construction industry offers career opportunities for a broad range of people,” he said. Hamish will represent Victoria at the annual Excellence in Building and Construction Awards to be held at Parliament House, Canberra on 24 November where the National Apprentice of the Year will be announced.

The pros and cons of commercial property investment Master Builder members are heavily involved in the residential property Harry Pontikis market, but Manager, MBA Financial Services also express concern about over-investment in a single area, placing ‘all their eggs in one basket’. For those people, it may be worth considering commercial property as well, especially during this time of relatively easy and free-flowing credit. The goal of this article is merely to unmask the positives and negatives of investment in commercial properties, not to provide financial advice. For members who are renting business premises, be it a shop, office, warehouse or factory, owning your commercial premises may offer advantages, if it fits with your personal finance and investment plan.

POSITIVES OF COMMERCIAL PROPERTIES Money is relatively easy to obtain for the purchase of commercial properties: • Many lenders are happy to lend for commercial properties with interest rates comparable to home loan rates • Low documentation commercial loans are again available • Many lenders are able to lend up to 75 per cent of the value of the commercial premises or even 100 per cent of the purchase if residential properties are used as security as well • Loan terms have increased from five years to 25 years, making repayments more manageable. Diversified risk option: • The commercial market operates independent of the residential property market, so if the residential market declines, it may not affect the commercial market. High-income returns: • If you are renting commercial property, the rentals are usually higher than residential rents.

Fewer tenancy issues: • Unlike residential property, the tenants have the responsibility of the upkeep and maintenance of commercial property • If you have a good tenant, they may even do routine maintenance and upgrading to ensure their business is reflected in a professional manner • The management costs of the property can therefore be significantly less than for a residential property. Ways of financing commercial property: • You may use equity in your home to partially or totally finance the purchase • Use a great part of the commercial property to secure the loan • Unlike a residential loan or business line of credit, lenders often will use a ‘rate for risk’ method to dictate the interest rates and fees for a commercial loan • Use a combination of residential and commercial finance to make it happen, often with little or no out-ofpocket expense to you. Management Liability Insurance – Revisited Since we last wrote about Management Liability insurance, we’ve had Joe Keiper many more State Manager Victoria, MBAIS members obtain this cover, but we often still hear from builders who are unaware of the policy, and the risks to their business and personal assets if left uninsured. A Management Liability policy protects you and your company against the risks and exposures of running a business. Without adequate protection, you can lose your business and even your own personal assets. Management Liability insurance is a packaged product which typically covers the following: DIRECTORS AND OFFICERS LIABILITIES Provides protection for any claim alleging a wrongful act (i.e. misrepresentation, negligence and breach of duty) by a director or officer. EMPLOYMENT PRACTICES LIABILITIES Provides cover for claims alleging an employment breach such as bullying, discrimination, harassment or wrongful dismissal.

STATUTORY LIABILITIES Provides cover for fines and penalties from operating the business including fines related to workers compensation and work health and safety. CRIME COVER Provides cover for losses arising from dishonest acts such as employee theft and fraud. INTERNET LIABILITY COVER Protects the company against traditional publishing related exposures created by the existence of a company website or social media. Importantly, a management liability policy provides cover for defence (i.e. legal) costs. Defending against allegations of many common claims can become very costly, and even if the allegation is ultimately unsubstantiated, you may be left out-of-pocket for defence costs without the right cover in place. In addition to defence costs, the policy provides cover for damages and claimant costs awarded against you, investigation costs, civil fines and pecuniary penalties. While providing proof of a current management liability policy is not a requirement when signing contracts/ tendering for business, not having this cover can significantly affect your business, and also your own personal assets and lifestyle. The good news? No one was hurt in the incident. When an accident occurs on a site, those responsible will often feel they have an obligation to immediately respond to questions. There is a driving—and understandable—urge to make things right. The danger, however, is that the persons responsible may unwittingly expose themselves to litigation. And when there are multiple regulatory authorities involved the exposure can easily multiply.

Under Section 121 of the OHS Act persons (including employers) must assist WorkSafe inspectors. Under Section 100 of the Act a person must also answer any questions posed by an Inspector. Both clauses provide that a person cannot refuse or fail to comply, except with reasonable excuse. Reasonable excuse includes the right to seek legal representation, particularly where there is a concern about selfincrimination, before answering questions.

A recent incident on a demolition project in the inner Northern suburbs John Darcy dominated Manager OHS evening news broadcasts, capturing the public imagination with road blockages, an adjoining school being evacuated and concerns about a risk of children being exposed to ‘plumes of deadly asbestos’. The demolition contractor appeared briefly on the evening news and claimed that the cause of the incident was the engineer not giving him the right advice. That TV footage is now potentially able to be used as evidence by the regulators.

People often make the biggest mistakes in the first hour after an incident occurs. Following the incident, the local council issued an emergency stop order to halt further work on the site. The site remained closed for days, with roads blocked. Temporary fences were erected and a different traffic management provider was engaged (both most likely at the expense of the contractor) to secure the site. The contractor is now potentially being investigated by a number of regulatory authorities including WorkSafe, the Environmental Protection Agency (EPA Victoria), the Victorian Building Authority (VBA) and the Council. Public pressure on these authorities to take swift action will be enormous.

The Master Builders OHS Unit regularly assists members with advice about workplace incidents. Thankfully, the vast majority of these incidents are minor in nature. Occasionally however, following the more serious incidents, the OHS Unit will recommend that the employer should seek legal advice and that the member should speak to a practitioner of OHS law. Master Builders does not want to see any accidents or fatalities on our members’ sites. We don’t want to see anyone get hurt. We urge our members to focus on their safety duties and, given the event outlined above, to make sure that the people they engage for advice (e.g. surveyors or engineers) are suitably qualified and competent. We also don’t want to see people getting hurt beyond the day of the event, either. When dealing with regulatory authorities, and when the future of the business could be at stake, members are urged to seek advice as early as possible. Master Builders Foundation: a profile of its beneficiaries SINCE ITS LAUNCH IN LATE 2010, THE MASTER BUILDERS FOUNDATION HAS HAD AN IMMENSE IMPACT ON THE LIVES OF APPRENTICES AND STUDENTS IN THE BUILDING INDUSTRY.

In the six years the Foundation has been operating, there have been 89 scholarships awarded, with apprentices benefiting from $213,945 worth of financial assistance. The scholarships offer a combination Jarrod Flanigan of tools and training, with over Careers Manager $86,000 being utilised for training, and over $78,000 worth of tools being given to the apprentices. There is still approximately $50,000 that has yet to be utilised by the scholarship recipients.

52.8 per cent of recipients are either working as apprentices or subcontractors, 4.4 per cent are running their own business (non-registered) and 15 per cent have used their scholarship to further their career with their employer, training to become site supervisors.

These scholarships have helped Master Builders Foundation contribute to an enviable statistic of 96.6 per cent of scholarship recipients still actively involved in the building industry, with only 3.4 per cent having left the industry to pursue different careers. In contrast, the national completion rate of all apprentices is at approximately 50 per cent, indicating the Foundation’s significant role in helping to retain apprentices within our industry. An analysis of regional versus metropolitan recipients shows that more apprentices in the metropolitan areas access the scholarships (67.8 per cent) versus those in regional areas (32.2 per cent). Interestingly however, of the recipients who did not complete their scholarship, 72.2 per cent are metropolitan, indicating that regional recipients are more likely to fully utilise their scholarship.

This graph shows the current progression of the scholarships awarded: 67.7 per cent have completed (includes 15 VCAL students), 6.7 per cent still in progress, 5.6 per cent yet to commence and 20.2 per cent that did not fully utilise their scholarship. Since the first Foundation scholarship was awarded, the value has increased from $1200 to $2200, to assist with the rising costs of training within the RTOs. 16.8 per cent of all recipients have gone on to become registered builders, including both Limited and Unlimited, with one recipient being registered in both Victoria and NSW.

As a keynote speaker at this year’s Green Living Conference on 26th August, Nick Sarah Ford Sustainability Project Officer will be talking about his experience delivering a sustainable build at the coastal town of Somers, located on the Mornington Peninsula. Nick has 35 years in the building industry, the last 20 of which have been focussed on energy-efficient houses. Arriving in Australia 11 years ago from the UK, Nick was surprised at the differences in building practice commonplace at that time. Having been heavily involved with Swedish-made energy saving homes back in the UK, he was used to installing features such as underfloor heating, sealing on windows and prefab framing. This was not the case in Australia. Since that time, however, Australia has narrowed the gap significantly with the introduction, for example, of the 5-star to 6-star rating regulations. The build in Somers began with a chance meeting four years ago with a prospective client determined to build a home that would be completely off the grid. She was insistent that the build would not include any mechanical features such as fans, heaters or installation of any cooling devices. Details had already been drawn up of what the client believed to be the design for a 9.1starrated passive house. Even though Nick recognised how special this project was, he also recognised that, technically, it wasn’t yet a certified passive house. Many of the elements were present, but testing might still reveal opportunities to do more.

Nick began the effort to incorporate passive house elements in November 2015 and is expecting a July/August 2016 completion. The three-bedroom house with open plan kitchen/living/dining area has a concrete wall running through the middle to add to its thermal mass. The owner was quite specific about not using Australian hardwood, but once it was demonstrated that Cypress pine did meet the requirements under the Sustainable Forests (Timber) Act 2004 (Vic), she was happy to see it used for the deck and pergola support. Recycled timber was used for the doorsteps. The stud walls are 140mm thick, bigger than the standard 90mm studs. This gives extra strength to the structure and also allows for two layers of insulation batts in the wall. This not only improves their R rating, but the overlap of joins yields improved air-tightness. R3 batts are installed in the walls and R2.5 cross overlapped with R3.5 batts in the ceiling. Extra attention went into making sure the batts were installed correctly, without being compressed. Nick applied a breathable membrane to the outer wall and a vapour-proof membrane to the internal wall, just under the plasterboard layer. The owner’s request to install a waffle pod slab presented a challenge, as it wasn’t rated to tolerate the weight of the concrete wall. However, after consultation with the engineer and building surveyor, the solution was to design a hybrid waffle pod slab with concrete beams and piles. This ensured that the concrete mass of the internal wall was correctly and safely supported. Airlocks were positioned in both the east and west of the house to prevent both heat loss and gain as people entered and exited the dwelling. Areas of potential air infiltration were sealed. The house is now

so well insulated that there is Director, Croft Wootton Construction Pty Ltd. now an essential need to provide necessary ventilation. The next challenge for Nick and his client is to solve this problem without resorting to mechanics. Nick Wootton

Other features of this woodland retreat include slab-edge insulation around the building, external Hebel power walls, a 6,000-litre water tank, a light-coloured surf mist corrugated roof with air cell insulation, heat pump solar hot water and, towards the end of the build, installation of solar panels and batteries. This is the owner’s first sustainable home and Nick is delighted to see her evident satisfaction with the progress so far. The importance of installation for energy efficient windows and doors With product performance for windows and glass doors specified through WERS (Window Energy Rating Scheme) and energy rating software, any real-world gains are rendered irrelevant if the installation of these products is poorly executed. For instance, the tested figures for air infiltration assume that any leakage is through a closed product. If the product has been poorly installed – allowing drafts to permeate the perimeter of the window or door – then the air infiltration figure is largely inaccurate and may simulate a partially open product. There are a number of factors involved in correct installation of glazed products. Windows and doors are never intended to be load bearing, meaning that adequate clearances between product and building frames must be considered. Naturally, the first step is to fix the product to the building frame per specification, using packers to make up the clearances around fixings. Postinstallation, these clearances (or ‘voids’) must be properly sealed through the careful application of building wraps and custom flashings. Low-expansion aerosol foams are now popular as an additional measure for filling voids. However, be careful not to overuse and create too much force between reveals and framework, as some of the higher-expansion products may bow the reveals as they expand.

Master Builders training goes online MASTER BUILDERS STRIVES TO BE THE FOREMOST PROVIDER OF BUILDING AND CONSTRUCTION TRAINING BY OFFERING NATIONALLY RECOGNISED TRAINING, WORKFORCE DEVELOPMENT CONSULTATION AND ADVICE, TRAINING DEVELOPMENT DESIGN AND DELIVERY, AND CAREER ADVICE AND DEVELOPMENT.

PDFs and work on assessments online will now be available. All materials will be available through the online portal to view and save on your own computer to provide an easier alternative to work through your studies. Online/blended delivery students will have materials provided through their online portal.

Currently, Master Builders offers both public and customised courses delivered faceKatie Tunnah Logistics Team Manager to face, and/ or through simulated training. In the past, we have also offered online training, but due to the need to update material and online software, this option has not been available for some time. Recognising this distinct gap, Master Builders has been working towards developing a new online platform to allow students the option of Blended learning. Blended learning is a mix of online and face to face studies. This will be used to enhance existing face-toface engagement, including chat forums and resource libraries as well as provide an accessible option for building and construction workers in remote locations.

Bendigo, Geelong and Frankston. This, however, is still limited to certain courses, and does not cater to those who live in further regional areas. Online learning will ensure that all members living in regional areas have access to the same courses as well as the course material and study assistance required to complete the training. ASSESSMENTS Students will now be able to submit assessments online. This option will be available for both face-to-face and online students. This will eliminate the need to come in to East Melbourne to drop them off and will save postage and the risk of losing documents in the mail. Online assessment submission will be quicker, easier and more convenient.

We are very aware that our members are often time-poor, and cannot commit to attending all classes in person. Online learning will provide students with the freedom to study in their own time, at their own pace.

LEARNING SUPPORT Opting to study online will not mean that you will be left on your own to complete your course. You will still receive regular contact from our Learning Support Team to ensure that any concerns or difficulties are being addressed. Chat forums will be set up with trainers and Master Builders staff at regular intervals throughout your course, so students will be able to discuss course content, assessment queries or any general study concerns.

A group structure will also mean you will be working along at the same pace as other students, and will be able to use the chat forums for group chat, discussions as well as assistance from your allocated trainer. Chris tackles the black dog

It was Monday, and Chris from Case Study Construction was devastated at hearing the news that Chris from Case his favourite Study Construction subby, Bob the backhoe operator, was in hospital. Bob had made an unsuccessful attempt to take his own life. Chris was grateful for his friend’s failure. Bob’s wife, Barb, explained to Chris that Bob had been suffering from depression for some time and that the events that had occurred over the weekend were the culmination of a long period of mental illness. Chris expressed his disbelief to Barb that someone like Bob, who always had a smile and appeared to be happy, could have the problems that Barb described. Bob was also built like the proverbial brick outhouse and always came across as tough as nails and completely in control. “Depression and anxiety is more common that many people realise,” Barb explained. “It has nothing to do with toughness.”

Barb suggested to Chris that he should have a look at the beyondblue website for a better understanding. Chris wished Barb well and told her that he would come to visit Bob in a few days’ time, once things had settled down. The next day, Chris visited his work sites and called the boys together for their monthly toolbox meeting. After talking to the boys about the use of ladders on the site and detailing some of the issues that he had identified during his site walk, Chris turned the conversation around to the subject of mental health. “Fellas, you know that I’m always harping on about safety and making sure that we look after our own safety and that of our mates by making sure that handrails are up and that blokes are wearing their PPE,” he said, “but today I would like to talk to you about something else that is a serious risk to your health and safety; mental health,” Chris said. “Did you realise, lads, that seven people die by their own hand in Australia every day, and that five out of those seven are males?” Chris asked. “Construction is a blokey, macho industry and it might not be evident that someone has a problem. I’ve got ten blokes sitting down here before me and yet one in five Australians is currently suffering from mental illness.”

Eyes started wandering around the room before Sam, a young bricklayer, suddenly piped up, breaking the silence. “Yeah, I have always said that Jacko over there is a bit sick in the head!” “Thanks for reminding me of my bullying and harassment policy,” Chris snapped as Sam’s face turned bright red. Chris ploughed on. “We can have a laugh, fellas, but this is a really serious issue. All I am asking is that we look out for each other. It is okay to ask a mate how they are feeling and to support each other. “If anyone ever has a problem and wants to have a chat, my door is open,” he said. The crew may have made light of the topic, not knowing how to react, but Chris hoped his message got through, and that he wouldn’t have to hope for a failed suicide attempt to save the next life. REGIONAL ROUND-UP

Regional round-up BALLARAT Building inspector Nick Gooding has recently commenced study towards obtaining his Building Surveyors Qualification. We have had training courses recommence in the office again; it is positive to see both members and non-members in our region receive support. There continues to be good numbers in attendance. The Cert III WHS commenced on 6 April and ran through 11 May. There will be a First Aid Level 2 course commencing on the 9 June completing on 16 June. Wayne Cooper retired as Building Surveyor in our offices on 7 April after over 13 years with Master Builders Association. He will, however, be popping into the Ballarat offices from time to time. THE BALLARAT MEMBERS’ NIGHT WILL BE HELD ON 27 JULY. We continue to be very busy in our offices, taking in good numbers of building permit applications. There have been a few of the local building surveyors who are now not accepting owner-builder building permit applications, and we have seen quite a few of these coming across our front counter.

BENDIGO Building Surveyor/Manager Adrian Sharman and his family are settling into Bendigo well and love their life here. He is fast making a reputation for himself as a building surveyor who upholds the Master Builders ethos as being masters of our industry. If you have not had a chance to meet Adrian, pop into the office and say “G’day”. Alternatively, he is happy to meet you over a coffee if that suits you better. It is lovely seeing old faces coming back through our door, appreciating the excellent service delivered by the staff. The local building industry has been buoyed by the recent sale of a superbly renovated, restored and rebuilt home. The 160-year-old home was built for the grand sum of ninety pounds, but sold in April for $2.1 million, a record for a “genuine” residential dwelling in Bendigo. Builders here are encouraged to have confidence in renovating older properties well, as there is a solid market for that genre in the real estate market.

Marilyn Monroe is visiting Bendigo for a short time. Her statue dominates the centre of town, so be sure and visit. The Bendigo Art Gallery also has an exhibition enlightening us of her short life’s adventures and achievements.

DPV Construction, David Vastbinder • MASTER TRADESMAN MEMBER • BASED IN BLACKBURN SOUTH • MEMBER SINCE 2013

As is often the case, it was dad who provided his son’s earliest influence for a career in building and construction. He carried out small home improvement jobs around the house, and his son David Vastbinder, watched him carefully. In his teens, small labouring jobs confirmed his interest. David’s success today is based firmly on quality work, continual learning and personal service for his clients. After year 12, David weighed up the options of a carpentry apprenticeship or studying business at university. Seeing the value of business skills for his future, David completed a Bachelor of Business, but maintained hands-on involvement with labour on construction sites. Afterwards, still keen on a career in construction, David embarked on a carpentry apprenticeship at 21, made rapid progress and was awarded early release. “I had a couple of weeks of work lined up when I finished my apprenticeship, and planned to call my boss once these jobs were finished, but I never needed to,” David says. “My clients were happy with my work, and the jobs kept coming.” Looking back on the path he’s taken, David sees the value of his degree and the grounding it gave him in operating his own business. He supplemented his education by completing the Business Skills for Apprentices in 2013 at Swinburne, run in association with Master Builders, and was later awarded the Master Builders Foundation Leadership Scholarship the same year, directing the scholarship funds towards completing a Diploma in Building and Construction. Master Builders recognised David’s determination to advance by naming him Student of the Year at the 2015 Master Builders Apprentice of the Year Awards.

In anticipation of clients’ increased expectation of sustainability knowledge, David also completed the Master Builders Green Living course, becoming an accredited Green Living Builder.

David enjoys seeing his team mirror his approach. “Some of the tradies I use didn’t always value punctuality or let me know if they were running late,” he says. “Now they let me know. We all keep learning from each other.

David has always viewed gaining registration as an important step in building his business and is now a Domestic Builder Limited and is also underway with preparations to apply for Domestic Builder Unlimited registration, to service return customers wanting larger projects.

“The best thing about my job is the people—the tradies and clients. I get to meet new people every week and they all seem to become regular clients. I don’t see this as my job; it’s more like a hobby because I enjoy it so much.”

David’s younger brother Mark is also a qualified carpenter, and the two have now being working together for about twelve months. “We’re best mates at work,” he says. “I think I probably talk with him more than my wife.” DPV’s current projects include a house extension, decks and bathroom/laundry renovations. David’s favourite projects are the bigger ones, he says, as he sees a more obvious end result, and knows it will make a difference to the way his clients live. “It’s important to be organised,” David says. “I make sure I’m on time, or early, as a courtesy to my clients. I see them as friends and I want to do the best possible job for them. Attitude is really important; if I’ve missed something on a quote, I’m prepared to wear the costs to learn from my mistake.”

David is now focused on stepping back from the tools a bit to do more background work, such as quoting and estimating, with the aim of having to do less of the administrative work after hours. “If I could change something about the industry it would be licensing,” David says. “Plumbers and electricians need to be licensed, but carpenters don’t. Plumbers and electricians can charge reasonable fees, but an unqualified handyman can undercut qualified carpenters and then produce poor-quality work, often requiring someone else to come in and fix their mistakes. Trade licensing would make being a qualified carpenter more of an achievement within the construction industry. Carpenters work hard to get where they are, so it would be great if there were a level of separation within the sector. “When I think of the construction industry, I think of Master Builders as an important part of it,” David says.

WATER HEATING IS THE LARGEST SOURCE OF GREENHOUSE GAS EMISSIONS FROM AN AVERAGE AUSTRALIAN HOME AND THE SECOND LARGEST SEGMENT OF HOUSEHOLD ENERGY USE IN AUSTRALIA, AFTER SPACE HEATING AND COOLING. It accounts for about 21 per cent of the energy and generates about 23 per cent of the greenhouse gas emissions (DCCEE 2010). In Australia, about 48 per cent of the energy used for water heating comes from natural gas, 45 per cent from electricity, 3 per cent from liquefied petroleum gas (LPG) and 4 per cent from solar (DCCEE 2012). Electric water heaters in particular contribute to these emissions: only half of Australian homes use electric water heaters, but they contribute 80 per cent of hot water greenhouse emissions. Reducing your hot water use and using renewable energy sources to heat water are great ways to reduce your environmental impact. By installing the most appropriate and efficient water heater for your household size, water use patterns and climate you can save money and reduce greenhouse gas emissions without compromising your lifestyle. An efficient hot water service (HWS) can also add value to your home and help meet state, territory or local government regulations.

More than half of hot water use is in the bathroom, a third in the laundry and the remainder in the kitchen. One of the best ways to reduce energy bills is to reduce hot water use by installing water efficient showerheads and taps — and save on energy and water. Behaviour change also saves energy and water: take shorter showers, use cold water for clothes washing, use water-efficient appliances, rinse dishes in cold water, and use mixer taps in the cold water position when hot water is not required. TYPES OF HOT WATER SERVICE The main types of water heaters on the Australian market are: • heat pump • gas (natural or LPG) — storage or instantaneous • solar — electric or gas (natural or LPG) boosted • electric — storage or instantaneous. HOT WATER TIPS Reducing hot water use is a great way to save on energy bills, regardless of the type of water heater. Showering uses the most hot water in an average household. Installing a water efficient (at least 3 star) showerhead can reduce this use by about half. If you have a continuous flow water heater, make sure that the water efficient showerhead is compatible and does not reduce flow excessively. Check with the heater manufacturer. Of course, it’s preferable to buy a continuous flow HWS that is compatible with a waterefficient showerhead!

Use a shower timer to remind everyone in the household to save water (and energy). Buy washing machines and dishwashers that have a cold or warm water or economy cycle option and use these cycles as much as possible. Immediately repair dripping hot water taps and leaking appliances, including the relief valve from your water heater (a relief valve protects storage water heaters by relieving excess pressure in the system; if a bucket placed under the valve fills in a day, it needs replacement). Set the thermostat of your storage HWS to above 60°C to prevent growth of harmful Legionella bacteria. Any higher temperature means that energy is used unnecessarily. If you turn the HWS off when going on holidays, when you return ensure that the water is heated and stored above 60°C for at least 35 minutes before use. This will kill any bacteria that may have grown. It could take several hours for the water to heat above 60°C. Continuous flow HWSs should be set to no more than 50°C. Any higher temperature means that energy is used unnecessarily. Mixer taps can increase hot water use as they mix hot and cold water together in the centre position. In bathrooms or other locations with long pipe runs to the tap, one or more litres of hot water is

wasted in the pipe and only cold water comes out. If you do not need hot water or need it only for short uses, move the mixer tap to the cold position. Maintain the system and have it serviced according to manufacturer’s instructions. CHOOSING A HOT WATER SERVICE From the many different types of water heaters on the market, select a hot water system that suits your needs, where you live and your budget. Choosing a hot water system is a decision you may only make a few times in your life. Spending time researching your options will ensure you purchase a system that provides enough hot water, saves you money and reduces your household’s greenhouse gas emissions. When selecting a system, it’s crucial you consider the following matters. Household size — The number of people living in your home and your hot water consumption patterns (i.e. whether you all shower at the same time of day; run the dishwasher, washing machine and bath at the same time) determine optimal system size and help identify the best system and energy source for your needs. The use of efficient showerheads reduces the volume of hot water and should be taken into account when sizing an HWS. Cost — Both the purchase cost and operating costs of your HWS need to be considered. The energy used

by your water heater impacts on your energy bill for years to come so consider carefully before buying. Specific operating costs depend on the type of system and energy costs. The amount of solar energy input and energy costs vary depending on your location (see www.yourenergysavings.gov.au for running costs and tariffs). A low running-cost HWS may also increase resale value of a home. When choosing a hot water service consider: household size, cost, available space, solar access, existing HWS and available energy sources. Space available — It may not be possible to install some systems in existing homes with lack of space or a difficult layout. Solar access and adequate north facing roof space — They must be available if a solar HWS is to be installed (see Installation).

SYSTEM DESIGN AND INSTALLATION About 30 per cent of the energy used to heat water in a storage system is wasted in heat loss from the tank and associated pipework and a higher proportion can be lost by householders with low hot water consumption. This loss can be reduced through careful design and installation.

Keep hot water pipes as short as possible to minimise heat loss. In new or renovated homes, locate wet areas close together with the water heater close to all points of hot water use. If this is not possible, locate it close to the kitchen where small, frequent amounts of hot water are used. Avoid installing mixer taps, which waste hot water unless they are very carefully used.

Reduce heat loss from storage systems with careful design and installation.

Timber decks add to your living space With spring not too far off, many take the opportunity to work outside, and David Hayward, ATFA Technical Manager, will provide us with some useful tips regarding the construction of timber decks. He also refers to ATFA’s publication on timber decks that gives the latest comprehensive guide on constructing domestic timber decks and which may be purchased from the ATFA website.

In most places throughout Australia, many have seen the benefits of adding a timber deck to enhance their living experience and to add value to their property. Decks may be used for verandah flooring, to connect outdoor living areas with internal or to provide an area to relax on a hot summer’s day by the pool. But in order to get the most from your deck there are few aspects to note that can really benefit the performance. It is these aspects that will be discussed. The success of a timber deck relies on knowing the characteristics of the products you are using, assessing the installation environment and then constructing the deck accordingly. So, firstly, we need to have an understanding of timber durability because unless the timbers we use are durable they will be prone to premature decay or attack by termites. Beneath the bark of a tree is the ‘growing’ timber called the sapwood and beneath this is the heartwood. The heartwood of many hardwoods (broad leaf trees) is durable for use outside and with some species the heartwood may used in-ground. However, the sapwood of hardwoods and softwoods (pine trees) having a high proportion of sapwood, are not durable for use outside. This is where preservative treatment becomes important as with treatment the durability of the sapwood is increased for use outside. So what is important to understand is that the right timber species and the right treatment level creates timber that can last in excess of 50 years, when used in weather exposed decks.

A common question that is asked relates to the stability of timber decking boards. Stability refers to timber’s resistance to shrinkage, swelling, twist, surface splits and cupping. With this not all timbers are equal and some timbers will be more stable than others. But it is also fair to say that no timber species has what would be regarded as perfect properties. Kwila or Merbau is regarded as being a very stable decking timber but is also high in tannins that will bleed from the timber with rain wetting for a period after installation. But stability can also be enhanced by ensuring that the decking is manufactured to the correct moisture content range (10 per cent to 15 per cent is recommended) and also that correctly sized board fixings are used. So it is important to also consider these aspects and discuss them with suppliers.

Just as important as the timber used are the fixings to be used and this brings us on to the second step on assessing the installation environment. The external environment in Australia can only be described as very harsh with many localities experiencing hot dry summers and wet cold winters. But it must also be considered that coastal environments and salt chlorinated pools will add to these harsh conditions. It is for this reason that fixings for decking and a deck framing are hot-dipped galvanised as a minimum and often stainless steel or fixings with specialised coatings are used. The treatment used is also corrosive and this is another reason for the need to have highly durable fixings. Some decks use secret fixing systems and with these a combination of plastic, hot-dipped galvanised and stainless steel is available. Mechanically galvanised fixings are simply not suitable for any external deck. One area where problems are more frequent is with decks that are close to the ground. With such decks, good drainage beneath and provision for ventilation are a must. Framing timbers needs to be of higher durability than elevated decks and use of wide decking boards increases the risk of performance issues, as they reduce the available ventilation through the deck and with conditions often moister beneath the deck, wider boards are also prone to greater cupping. As such we would recommend that with these decks, board width should be restricted to 90mm and more stable decking timbers used. This brings us on to the third step contributing to a successful deck and that is the construction which needs to be based on the choosing the correct materials for the type of deck and the environment where the deck will be built. With construction, there are many aspects that need to be considered from building approval, footings, framing timber sizes, termite protection, the need to consider handrails, coatings and the list goes on. It is in relation to these aspects that the ATFA recommendations for timber decks provides invaluable
