Taxing time The Master Builders supports a federal government review of the taxation system and will work with members to put our industry case forward not only to the federal government, but also call on the State government to review and reform its tax system. Our current taxation regime is a drag on our competiveness and is limiting investment and job growth in South Australia. I do believe that a broad based tax on consumption is better suited to stimulating and supporting our economy. Currently, there is much discussion on whether an increased GST would be a fairer and more equitable system than the hybrid system where additional State-based taxes are restricting investment and employment in our State. The majority of South Australian businesses and also the majority of our members are small to medium enterprises (SMEs), often family based companies, that employ 20 or fewer persons and many of the taxes and duties they have to comply with are limiting their productivity and growth. It is estimated that the building and property industry is responsible for over 30 per cent of all total State-based tax revenue! It is the opinion of many of our members that tax on consumption is a fairer and more equitable system for the government to collect tax to be redistributed into services and projects for the good of the community. The central idea of a broad-based consumption tax (GST) was to eliminate or significantly reduce the raft of State-based taxes and duties but unfortunately our businesses continue to struggle under the burden of some of the largest State-based duties and taxes in the nation. To the credit of the State government, there have been some reductions in stamp duties on purchases of new developments in the central business district and areas immediately north. Also, the industry has continued to enjoy first home owner subsidies as an offset the barriers of entry of first home entering the market. However, with all forecasters indicating that market activity will remain soft across all sectors of the industry, the Association is calling for a root and branch review and reform of the Australian and, in particular, the State taxation regime as a strategy of how to best get the State up and running. Forecasts are predicting not until very late in the decade for there to be any form of recovery, so it is vital that every opportunity to stimulate the market is closely considered.

High on the list for many of our members’ agendas is the abolition of payroll tax, which is a disincentive for jobs growth as the current rate for annual wage expenses of $600,000 and over is a tax of 4.95 per cent of that total that has to be paid to the South Australian government. Payroll tax is such a burden for many SMEs that it is a deterrent for job creation. Land tax is payable to the State government on a sliding scale for land other than the principal place of residence, with some exceptions for primary producers. On multiple land holdings the tax commences when the Valuer-General assesses the site to be worth more than $360,000. The cost for a site over $1,052,000 is $10,694.50 plus $3.70 for every $100 above that amount per annum. Land tax and stamp duty, which is a charge on certain documents and transactions and charged at either a flat rate or an ad valorem rate (based on the value of the transaction) depending on the particular document or transaction, are often quoted reasons why developments are shelved as compliance costs render yields from the development unprofitable. The loss of building and construction projects that have been stymied by imposed government tax revenues means a loss of productivity and employment opportunities for South Australia. For the most part, the imposed stamp duties, payroll, land and an assortment of other development levies have been put in place to fund budget deficits. However, it is not only the tax payments but also the associated burden of compliance costs on businesses that are excessive and time consuming that is limiting the economic development of our State. The Master Builders call for a review and reform of the tax system to reduce State-based tax burden for one that is more efficient, fair and competitive and will strengthen the productivity and profitability of the building industry and the economy. I encourage members, through their Sector Committees and Councillors, to register their support for a comprehensive review and reform of the tax system and for them to record their ideas and opinions on what would be a fairer and more equitable tax system.

President’s Report TULLIO TAGLIAFERRI, President Master Builders Association of SA

Bright future for Master Builders in South Australia I was delighted to host Premier Jay Weatherill, who presented the major awards at our 23rd annual Master Builders Building Excellence Awards. The Premier presented his vision for South Australia to over 900 members and guests and acknowledged the Awards as an industry showcase event. The Awards provide us the opportunity to recognise and celebrate some of our world-class building and construction projects that members of the Master Builders Association have proudly entered to be judged by an independent panel of industry experts. I am honoured to be President of the Master Builders Association and there is no doubt that 2014 has been another challenging year for the industry and Association. Under the leadership of CEO John Stokes, the Association continues to work with the South Australian Government to bring about reforms for the betterment of all. We strive to support our members with industry-specific solutions to assist them in guiding their businesses through the current market challenges. Building and construction remains one of the nation’s most important industries and Master Builders members continue to build our homes, hospitals, education facilities, offices, civil infrastructure and community buildings and places. As a result, the South Australian building and construction industry remains an important economic driver and indicator of the wellbeing of our community. Through ongoing industry-wide training initiatives and various apprenticeship training programmes and schemes, the Master Builders Association will continue to be a leader in innovation and development strategies to face future challenges and create ongoing opportunities for an array of South Australians. The building and construction industry is often used to measure economic wellbeing and there is no better time than now to build; both for developers and consumers. Interest rates remain historically low, which is a precursor for increasing property value and subsequent capital growth.

Th is, coupled with our State Government’s plan to create one of the world’s greatest small cities through “The Big Build,” will ensure that unprecedented investment will continue to be made in our State’s infrastructure, our iconic health, entertainment and sustainable transport projects. Master Builders News A word from the Director of Policy Three of the country’s biggest regulators are working together to crack down on construction contractors that collapse under a mountain of debt, only to resurface as phoenix companies with the same habits. The Australian Taxation Office, the Australian Securities and Investments Corporation and the Fair Work Building and Construction inspectorate are focusing on the building and construction industry ahead of potential charges. This attention around these shoddy practices is welcome but doing little to instil more trust and confidence in a trade that affects all areas of community life and is a significant driver of the economy. While there is no shying away from the fact that not all service providers are adhering to regulations and quality standards – as is the case in any industry – there is plenty being done to ensure the sector is operating to the highest levels of service, quality and professionalism. Industry associations in particular are delivering a variety of programs and initiatives to address the shortcomings of some providers to create a framework of support, training and trust – an outcome likely to benefit both consumers and the broader industry with a higher level of professionalism. The Master Builders Association South Australia, for example, has a members’ code of ethics that covers its 2,500 members in the construction industry. Members agree to render their services honestly and transparently, to adhere to the highest service and quality standards, to employ the highest level of skills and technical knowledge and, where possible, contribute to the training of the next generation of construction professionals. Membership organisations are providing essential tools to businesses in the trade to create a reputable, reliable and growing industry that con-

Master Builders new staff The Master Builders Association is delighted to announce the recent appointment of Russell Emmerson to the Policy team. Russell commenced work with the Association as Head of Strategic Communications in early December 2014. Russell is a former journalist who, during his eight years with The Advertiser, covered state politics, commercial property, business, business investigations and economics. He is also a former accountant with 10 years experience working for large financial and property firms in Melbourne and London. Russell worked with Master Builders in the lead-up to the March 2014 State Election, providing communications, media and policy advice.

tributes significantly to the South Australian economy. Associations play an advisory role in legal, technical, industrial relations, and workplace health and safety matters, and act as a united voice to the government, through lobbying and advocacy work to improve the industry, productivity, create jobs and use innovation and new technologies. This kind of framework not only provides consumers with confidence that member tradespeople coming to do work for them are professionally trained and licensed, reliable and acting ethically and responsibly, but it also creates a safe and profitable environment for businesses in the construction industry. The construction sector is the third biggest employer in the State and the work carried out is affecting the South Australian community on every level – from schools, roads, hospitals and infrastructure through to home extensions, renovations and installing a new air conditioner in the kids’ bedroom. While the main responsibility of policing the issues around socalled ‘cowboy builders’ lies with the State and Federal governments, consumers too can protect themselves from bad workmanship; for example, make sure you use licensed providers and look for accreditation from industry associations. Industry websites also inform on other mechanisms in place to ensure a high standard of service delivery – from innovation and training programs to referral services and Security of Payment schemes. It’s in the best interest of everyone – consumers, providers, associations, the government and the general public – that all building and construction works progress without incidents and stand the test of time. The sector as a whole is working hard to not let some dodgy tradespeople ruin the reputation of a strong and proud industry.

New guide for procurement of compliant construction products launched WILHELM HARNISCH, CEO Master Builders Australia

Master Builders welcomes the launch of the Procurement of Construction Products – A Guide to Achieving Compliance. The guide will make a major contribution to ensuring that construction work is done with products compliant with the National Construction Code and relevant national and international standards. This is turn will play an important role in ensuring the construction industry remains a major engine of economic growth employing nearly one million Australians and contributing around $100 billion to the economy. The importance of compliant building products should not be underestimated, with productivity being severely affected when rework due to non-conforming products is required. Safety of all parties in the building industry is Master Builder’s number one priority and the Guide will help ensure non-compliant products do not endanger contractors or their clients. Procurement of compliant building products also delivers other community dividends. For example, more durable materials used in the construction of community infrastructure helps ensure projects are delivered to taxpayers for a reasonable upfront and ongoing cost and that the life of structure is met or exceeded said.

The guide includes 12 principles for procurement and conformance of construction products, which will be of great assistance to the industry in ensuring products meet the appropriate standards and are fit for purpose. Finally, the guide will be a valuable resource for Master Builder members in better understanding the use and procurement of complying products.

The Master Builders Association would like to welcome Sean Richter as the new Legal and Workplace Services Manager. Sean has a wealth of experience that he hopes to use to benefit the Association. After gaining numerous legal qualifications, he was admitted to practice in 2001. His most recent areas of practice include industrial law, criminal law and workers compensation. He has acted for members of the South Australian Police, Country Fire Service and various other employed organisations. In the past he was a regular presenter at the Law Society GDLP course in the industrial and criminal law units. Sean also served as a member of the South Australian Police from 1981 to 1999 and an industrial officer at the Police Association of South Australia from 1999 to 2001. Master Builders has absolute confidence in Sean’s knowledge and skills, and is pleased to have him on the team in South Australia.

Building and Construction is the third largest national employer The latest ABS building and construction employment data cements the building and construction industry as the nation’s third largest employer. Jobs created by the building and construction industry rose by 1.5 per cent seasonally adjusted in the August quarter, building on the positive trend over the year. The welcome growth confirms the need for the government to prioritise support for employers in established industries that are performing in their rebalancing of funding for skills training. The latest figures released by the ABS show that more than one million people are employed in the building and construction sector – 1,028,500 in original terms. Overall, industry employment is being driven by the recovery in residential building and before the full impact of the downturn in miningrelated engineering construction takes effect. Across the nation, New South Wales was the standout performer. Industry employment growth through the year to August was up 29,000 or 10.1 per cent - the third consecutive quarter of 300,000 plus levels of building and construction employment. It’s a record result; only twice before has the 300,000 mark been breached. The construction industry in New South Wales has moved from being a basket case to be a fast emerging powerhouse, with building and construction well and truly at the forefront of the turnaround.

Innovation and competitiveness plan a boost for confidence and jobs The Federal government’s Innovation and Competitiveness Agenda will be positively received and help reboot business confidence in the building and construction industry. The economy is benefitting from strong economic activity in the residential sector and a rebound in commercial building. The reforms outlined in the Innovation and Competitiveness Agenda are the necessary underpinnings for lifting productivity. The gains to economic and jobs growth will come from a better skilled labour force, lower production costs, more and better infrastructure and cuts in red tape. Reforms that promote better math skills in schools will help ensure young people commence apprenticeships with the necessary educational foundation to complete them.

Driving the revival is the strong upturn in residential building, improved sentiment in commercial building and less exposure as the expected correction in related engineering construction unfolds. While not as strong, construction employment in other states and territories is mostly a good news story. In Queensland, the 3.3 per cent decline in construction employment is largely a case of the upswing in residential building translating into jobs and helping to offset detraction in jobs as the boom in mining related engineering construction comes to an end. Victoria’s building and construction employment trended down, -16,400 or -6.6 per cent through the year to August, but this comes from a very healthy level and in context the State’s performance should be seen as good in terms of avoiding a steep decline. In Western Australia, building and construction industry employment was down 500 or 0.4 per cent through the year, but holding at a high level as strong residential building compensates for weakness in non-residential construction. Tasmania’s building and construction industry recorded a welcome lift of 600 jobs, up 3.4 per cent through the year, as a long-awaited revival in fortunes begins to lift employment levels. There was little change in the territories with construction employment holding steady in the Australian Capital Territory and the Northern Territory.

The implementation of reforms to the 457 visa system based on recommendations of the independent review into the integrity of the 457 visa system will add to the flexibility for the industry by streamlining access to skilled foreign workers when local Australian tradespeople are not available. This will add to investment and other local jobs. ACTU and CFMEU attacks on legitimate 457 visa workers and sponsoring employers have to stop. Union claims that Australian jobs are threatened by the reforms are erroneous. It is a union myth that skilled foreign tradespeople are taking Australian’s jobs and that employers in the building industry have any incentive to employ them before unemployed tradespeople. Master Builders welcomes the Innovation and Competitiveness Agenda as an important component of the Federal Government’s Economic Action Strategy. 2014 Master Builders Members Christmas Function – Adelaide Oval The picturesque Adelaide Oval provided the backdrop for the 2014 Master Builders Members Christmas function and the cool tunes performed by local musical act Buzz Duo kept members entertained and in a festive spirit. Over 200 members gathered on the iconic “Hill” on the Northern side of the Oval to celebrate the Christmas season and the end of a very challenging year. Industry suppliers, manufacturers, trade contractors and residential and commercial builders enjoyed a relaxed and casual atmosphere, as well as the opportunity to network and catch up with fellow industry peers. Master Builders CEO John Stokes presented a corporate DVD overview of the year that was and highlighted the direction of the Association for the next three years. He outlined the main aims of the Association’s strategic plan that remains relevant through to 2017. It’s certainly an exciting time for the Association. Members, suppliers and manufacturers alike will continue to enjoy outstanding service, as well as improved products, industry updates, relevant information and special industry events on a regular basis. Lobbying our State and Federal governments also remains high on the agenda and will most

certainly bring about positive industry change for everyone working in building and construction here in South Australia. A new and improved suite of membership benefits is also in the pipeline and will ensure Master Builders enjoy a serious competitive business advantage.

2014 Master Builders Cox Plate Race Day Spring Carnival fever was definitely in the air when over 300 Master Builders and their guests descended on the Tapestry Pavilion at Morphettville Race Course to enjoy the 2014 Master Builders Cox Plate Race day. With nine races run on the day, there were plenty of opportunities to enjoy a “flutter,” so it was no surprise to hear several attendees proclaiming to have won big! The atmosphere in the elegant marquee was quite a buzz; especially with champagne flowing when guests arrived at midday. A scrumptious gourmet meal was enjoyed by all and by the end of the function it was pretty obvious that most people were ready to party on late into the evening. The day proved to be a great casual networking opportunity, with several fruitful business deals and alliances being struck among those attending. Guest tipster Terry McAuliff provided a good insight to the horses and their chances of winning, as well as some background information about the races to be run on the day. With the ladies donning lovely spring frocks, hats and fascinators and the men spruced up in their finest spring suits and racing attire, Building Ideas Presenter Nicole Willis and the ladies from EML certainly had a difficult task in selecting the best dressed male and female of the day. For those who didn’t win on the races, they still had the chance to pick up a fabulous prize in the raffle, with terrific prizes being donated by ResourceCo, Copy Cat Printing, Poly Tech and GWA Bathrooms & Kitchens. Given the success of the race day, it comes as no surprise that several companies have already booked their tables for next year’s event. 2014 Master Builders inaugural stakeholder function 2014 was an exceptionally busy year for the Master Builders Association and in celebration and recognition of the year that was, a special industry stakeholder function was held at the Adelaide Convention Centre in November. Over 100 invited guests enjoyed Master Builders’ hospitality, as well as the chance to catch up with industry peers and reflect on the many challenges of 2014 and the brighter outlook for the coming year. CEO John Stokes provided an audio-visual presentation outlining where the Master Builders Association is headed in 2015 and outlined the main objectives of his new strategic plan that spans to 2017. He reiterated the importance of the Associations’ members and acknowledged the continued support from industry partners and key stakeholders. “Continuing to provide exceptional products and services for Master Builder members and bring about legislative change for the benefit of the wider building and construction industry remains one of the primary aims of the Association,” he said. “The Association’s focus with the State government is built around the importance of improving productivity, reducing the cost of doing business and jobs. Training Le Messurier partner TAFE in building innovation Le Messurier is delighted to partner with Tonsely TAFE to establish a working installation of our OPTIM cross-laminated timber system in TAFE’s facility. Building technology is constantly changing, with new materials and technologies entering the market that are changing the construction landscape. The industry is in a transitional phase where it is experiencing larger prefabricated components being constructed offsite for onsite erection. OPTIM is an ecologically sound product and, with the growing importance of sustainability and focus on carbon reduction the system, is an ideal choice for medium to high density, multi-storey construction. New designs and technologies are calling for new materials to be incorporated in construction where, unlike the previous systems requiring onsite construction, large components are transported to the site and mechanically erected. The OPTIM cross laminated timber system introduced into South Australia by Le Messurier, developed and now widely used in Europe and North America, is a system of large format solid timber panels with layers laminated at 90 degrees. It is a great opportunity to partner with TAFE so that students can be exposed to a hands-on experience in a new technology that has been recently launched into the market. Not only will it be advantageous for carpenters involved in the construction process, but for the service trades like electricians, plumbers, air conditioning installers and painters to see how to practically work with a new technology.

OPTIM is a new technology where panels can be produced in very large dimensions of up to 4.8 metres by 20 metres with thicknesses between 50 to 300 millimetres. New apprenticeship support benefits builders Master Builders Australia welcomes the government’s Australian Apprenticeship Support Network focus on delivering outcomes for employers and apprentices and reducing red tape and paperwork compliance. The government’s initiative will be a positive for the building and construction industry to help boost the recruitment and retention of apprentices. The announcement is well timed, coming at a crossroads for vocational training reform in the building and construction industry. Just as youth unemployment has been rising, apprenticeship numbers in the building and construction industry have continued to decline resulting in the number of apprentices currently in training being less than half what is needed for the industry’s ongoing skilled workforce requirements. Master Builders has been calling for a sustainable apprenticeship model that better meets the needs of young people and the industry and the Australian Apprenticeship Support Network is an important step in the right direction. Master Builders particularly welcomes the principles that have shaped the network, making it more relevant to jobs seekers, apprentices and employers. The one-stop-shop the network will provide for employers looking to take on an apprentice is very promising.

By the network taking on the administration of an apprenticeship, the government will slash red tape and deliver employers with a more efficient and user-friendly system. The delivery of personalised mentoring and support to apprentices will also be greatly valued. This dedicated mentoring, advice and support for apprentices will be a strong feature of the Network and is welcomed by builders. Master Builders’ Construction Apprentice Mentoring Scheme (CAMS) has demonstrated the effectiveness of mentoring in boosting apprenticeship completion rates. By connecting apprentices and employers through targeted job matching, the network will help ensure a higher percentage of building trade apprentices are motivated to complete their qualification and go on to a rewarding career in the industry. Master Builders also welcomes the linking of employer incentives programs and the Trade Support Loans Scheme through the Australian Apprenticeship Support Network.

Commercial construction recovers from GFC Commercial construction has recovered to the highest level since the Global Financial Crisis (GFC), according to the latest national survey of the building and construction industry. Master Builders Australia’s National Survey of Building and Construction shows commercial building has ticked into positive territory for the first time in five years since the GFC. For the second consecutive quarter, the survey shows improvement in the current business conditions of commercial builders, while the index measuring expectations of future activity also rose sharply.

Driving the recovery is increased confidence in the prospects for commercial construction as the upturn in residential building strengthens and evolves. The survey shows the transition to non-mining related investment in the economy is gaining traction but that the recovery in building activity needs to broaden across all states and territories for the industry to sustainably underpin increased GDP and jobs growth.Â

Housing market cools as new supply begins to come on stream The slight fall in the latest ABS housing finance data is further evidence that claims of an unsustainable housing boom are exaggerated. The fall of 0.7 per cent seasonally adjusted in the total number of owner-occupied housing finance commitments for September 2014 shows such fears to be misguided. Builders welcome the slight cooling as excessive speculative activity can lead to undue price pressures and difficulties sourcing materials and labour inputs. For new building, what is needed is a solid and sustained flow of finance over a number of years to redress the previous period of underbuilding, which resulted in the current housing undersupply and affordability pressures. This is why the good news story in the latest data is the 2.1 per cent increase in owner-occupier new housing construction and purchase of new buildings in September 2014 that confirms a sustainable annual increase of 10 per cent. Investor commitments for new buildings continues to trend higher, up by more than 20 per cent through the year, increasing their share of new borrowing. Builders remain concerned at the continuing absence of first homebuyers from the market. Finance for construction and purchase of new building grew steadily in Queensland and Tasmania in the three months to September 2014 compared to the same period in 2013.

Consider what would happen if you lost a key staff member. This may require you to take out key person insurance to provide some financial relief and defray the cost of finding a suitable replacement, which can be a costly and time-consuming process.

Cashflow Your cashflow demonstrates your capacity to meet your repayments on a loan. This is a critical aspect of risk assessment that does not always receive the attention it deserves. Any business seeking funding must have a business plan, a financial track record and the ability to meet its cashf low requirements and commitments. You need a comprehensive understanding of your cashflow cycle and the drivers that can impact it, such as seasonal fluctuations. Also, consider what would happen if you lost a key customer or contract. How would this impact cashflow and what would you do to manage the subsequent downturn in income?

Managing risk in your business Managing risk is a phrase that is bandied around a lot these days but what does it actually mean? From a business perspective, managing your risks effectively will enable you and your banker to understand your business to a greater extent and will also assist you to have informed conversations about your funding requirements. When banks talk about risk management, we are referring to a business’ ability to understand the risks they face, the likelihood of those risks occurring, their potential impact and how they can be mitigated or eliminated. At National Australia Bank (NAB), we often refer to the five Cs when assessing credit and organisational risk in a business and it is good to keep these in mind when applying for finance:

Character This relates to the person or people who own the business and management. When a bank assesses character, we look at financial history. We are interested in whether the borrower has the motivation to carry the business forward and the integrity to repay the loan. This is where a good relationship with your banker can really pay off. If your banker knows you, understands your business and has seen you achieve success, a lot of the groundwork will already be done.

This includes your structure and leverage and will help you to determine an appropriate level of debt. Look at the strength of your balance sheet and what level of capital is available to put towards any finance transaction. Your debt levels should incorporate a comfortable buffer zone in the event that your asset values drop.

Collateral This relates to what is being offered to support the business in the event that cashflow is impaired irreparably and you are unable to repay the loan. Have a realistic understanding of the resale value of your assets, who is likely to buy them and what they might be prepared to pay. You need to feel confident that you could find a buyer if you needed to sell. In addition to the five Cs, there are also external and market risks to consider including industry and environmental conditions, competition, legal and regulatory controls, market pressures, political and economic climates, and fluctuating exchange and interest rates. Some of these risks can be mitigated, such as interest and exchange rate risk. For others, the assessment will revolve around the likelihood of the risks occurring and their impact if they did. Once you’ve identified your risks, what comes next? Put in place a risk management framework that covers how you will monitor and manage your risks, how you will audit whether policies, procedures and risk limits are being adhered to, and who is accountable for them. Undertake a sensitivity analysis to demonstrate the resilience of your business in the event of a downturn or an unforeseen shock. This will assist in planning ahead for the action you may need to take if your organisation’s best or most likely plans don’t eventuate. Finally, remember that you’re not alone. Don’t be afraid to ask your banker for help. If you’ve chosen the right banker for your business, they should be only an email or phone call away. Legal Extension of Trade Union Royal Commission welcomed

Master Builders Australia welcomes the Federal Government’s granting of an extension to the Royal Commission into Trade union Governance and Corruption. The Royal Commission has so far revealed evidence of widespread instances of physical and verbal violence, secondary boycotts of contractors and suppliers and cartel behaviour in the construction industry. Master Builders also welcomes the extensions of the Commission’s terms of reference to cover ‘any criminal or otherwise unlawful act or omission undertaken for the purpose of concealing conduct.’ Commissioner Heydon noted that some union officials appear to regard their unions as not only having immunity from the Australian legal system, but also from any social or community standard shared by other Australians. The 12 month extension will allow the Commission to more thoroughly examine these matters and recommend reforms necessary to enforce the rule of law in the construction industry.

Harper Review draft report highlights important industry reforms The draft report of the Harper Review of Competition Policy touches on important issues for the building and construction industry. The Harper Review’s draft recommendations to reform plan and zoning processes needs further review given the major impact of local government inefficiency on housing affordability. This inefficiency forms a major obstacle to affordable home ownership by unnecessarily increasing the cost of construction and restricting the supply of new housing. Reforms that increase the housing supply will be more effective in improving affordability than abolishing negative gearing. Proposed measures to improve enforcement of laws against secondary boycotts are welcome as inaction against union black bans of contractors and suppliers are a key factor holding back productivity in the building and construction industry. The Harper Review’s draft recommendations underline Master Builders’ call for jurisdiction for secondary boycotts to be extended beyond the Federal Court. Master Builders will be submitting additional information to the

Harper Review reinforcing the urgent need for further reform to ensure strong enforcement of the rule of law in relation to secondary boycotts in the construction industry. Master Builders stands by our previous call for the Australian Building and Construction Commission (ABCC) to be responsible for taking action on secondary boycotts in the building and construction industry. Master Builders also welcomes the Harper Review’s consideration of competition restrictions in workplace agreements that undermine the industry’s productivity. Just because a workplace agreement permits anti-competitive behaviour should not mean that it is put beyond the reach of competition law, particularly where the practice is having a detrimental effect on costs to ultimate consumers. Master Builders’ response to the draft report will reinforce the need for bold reform to address these major issues and calls on the government to consult with business to ensure that competition policy reforms are actively pursued and implemented.

Planning reform must change culture, not just paper South Australia has embraced the noble vision of Colonel Light standing proudly on Montefiore Hill, gesturing elegantly towards our fine city. His modern equivalent would be better portrayed hiding under a desk, holding his head in his hands and sobbing with frustration. The current review of our planning laws, chaired by Brian Hayes and expected to be delivered next week, has been asked to deliver reforms to sweep through the overly-bureaucratic tangle that stands in the way of a new generation of growth and confidence. But Mr Hayes has more to do than set up a new planning system. His reforms also need to send a very clear signal to all levels of government that attitudes to planning need to change for the betterment of the State. A recent court decision held a change to the height of a retaining wall demanded a new development application. Safety is a premier concern for Master Builders SA – after all, it is one of our core values and the strength of our brand – and so we understand the concerns raised by the Senior Judge of the Environment, Resources and Development Court, Susanne Cole, in her judgment. The current problem lies with the response to that case. Planning staff at a number of councils are now refusing all variations, no matter how small, and are citing this decision as requiring the lodgement of a new development application. That means requiring the same process for a change of internal roofing timber because of supply issues or having to build an entire double-storey house. Work can stop for weeks or months, and thousands of dollars of additional costs incurred simply because of a change of internal roofing timber, or a different finish on a rear wall and all because an overly-

literal approach has forgotten why the laws are there in the first place: to help people build without impacting others. The repercussions extend beyond the immediate project. It means higher costs and delays for homeowners, their builders, councils and ratepayers. It means the State government’s push for greater infill development to stop the sprawl will be slowed by increased bureaucracy, further chilling homeowners and investors wanting to do something so rare these days: spend money. It also means a likely slowing of government taxes. We have gone from a case relating to safety to a growing bureaucratic morass with an economic cost. Master Builders SA has already called for the coming Planning Review to promote the use of plain language and to cut the number of specialist zones as it delivers a more regional approach to planning. We have also called for greater use of the New Residential Code. A move to a system that embraces substance above paperwork will underwrite a new wave of job development and economic growth at a time when South Australia need it the most. But we hope Mr Hayes and his expert panel also have an eye on the need for cultural reform to ensure changes are delivered. If this opportunity is missed, the State government must be ready to quickly step into the breach and help councils end the quagmire. After all, in 10 years time we all want to be pointing to the future, not huddled with our head in our hands as we wait for council to approve a piece of timber that is structurally safe, but never seen.

Master Builders welcomes action on secondary boycotts Master Builders Australia welcomes the legal action launched by the ACCC against the CFMEU and its officials for alleged secondary boycotts against Boral. Master Builders strongly supports the ACCC in seeking to make the CFMEU comply with the law, particularly in the light of the evidence heard by the Royal Commission and assisting counsel’s submissions to Commissioner Dyson Heydon on this matter.

Secondary boycotts are brutal industrial tactics that inflict financial damage on employers to cow them into submitting to unreasonable union demands. Master Builders has consistently called for action by regulators to suppress this conduct. Building unions must understand that there is not one set of laws for them and another for the rest of the community. It is taxpayers who suffer because secondary boycotts force them to pay more for less community infrastructure. The ACCC has indicated that it has experienced difficulties in gathering sufficient evidence to mount this legal action. That is why Master Builders is calling for a building industry watchdog with the stronger powers of the Australian Building and Construction Commission to be given responsibility for secondary boycotts in the building and construction industry.

Return to Work reforms lead the push to drive down business costs I have written to South Australia’s 48,382 employers informing them of new Return to Work laws, which will replace the old WorkCover scheme and save businesses more than $180 million. After forming government, one of my key priorities was to reconnect with businesses and send a clear message that we want to help create jobs and grow South Australia’s economy. Fixing WorkCover was an important first step in that process. We have now delivered this with a new scheme that will create benefits for both employers and employees. These changes will significantly reduce premiums for businesses that pay WorkCover, the vast majority of small and medium businesses in the State. The new scheme will come into action in July next year and in the meantime, WorkCover SA, which will be renamed Return to Work SA, will be working with the State’s employers to get them ready for the changes ahead. I wrote to all of these businesses to tell them that this is just the beginning and that my government wants to pursue further reforms that will improve conditions for South Australia’s employers. In South Australia, 48,312 business currently pay WorkCover, whilst a further 70 business are self-insured. In August 2014, 10 economic priorities were released for the State and objectives were outlined to make South Australia the best place to do business by 2017, including: • Creating the most cost competitive business environment in the nation • Establishing the most efficient and certain system of development control in in the nation • Establishing the most responsive and efficient public service in the nation • Ensuring the long term sustainability of our state tax system, while minimising disincentives to economic activity and promoting fairness • Creating a system of regulation that promotes innovation and removes unnecessary burdens on business and the community while safeguarding consumers and the environment. To achieve this, within 12 months we will need to: • Use the office of the Coordinator-General to remove the barriers to significant projects that are currently being held up • Work with industry to create simpler regulation that are currently being held up • Work with industry to create simpler regulation that supports innovation, new investment and jobs, with an initial focus on housing, construction, agriculture and food • Commit to high standards of service excellence across the whole public sector • Secure the passage of planning law reform • Launch a South Australian agenda for tax reform The objectives will provide an important focus for the creation of policy and legislation for the government. We have set out clear and bold objectives for where we want to be as a State economically but there is a lot of hard work to be done over the next three years if we want to get there. The city of Adelaide in particular has experienced a newfound confidence over the last 12 months and now is the time to build on what we have achieved and grow the economy further.

Technical Adelaide ‘Living Laboratory’ to test new pathways to low carbon living

The first Adelaide Living Laboratory (ALL) program was launched on 1 December 2014 when the South Australian Government announced a new partnership with the Cooperative Research Centre for Low Carbon Living (CRCLCL) and the University of South Australia. The Laboratory will be an innovative research hub designed to investigate ways to lower carbon emissions in our built environment. The four year venture is an action-based research project located across three key development sites at Tonsley, Lochiel Park and Bowden where community, industry and university participants will undertake onsite research. The unique program will help provide better understanding of low carbon living. It allows industry and the community to draw their research from current development sites to help shape the future of low carbon living and design both in South Australia and across the country. Professor Deo Prasad, CRCLCL CEO said not only did the partnership allow participants to interact with similar CRCLCL projects across the country, it also opened up opportunities to collaborate with the growing network of European living laboratories. “A number of research projects in Australia are already underway and vary in focus from energy demand management and modelling to community engagement and the evaluation of broader cultural, physical, economic and social impacts of low carbon living,” Professor Prasad said. “These research outcomes will provide an evidence-base that can be rolled out nationally to enable significant reduction of carbon emissions of the building and construction development sector and urban communities. Our findings in turn can be of use to our European colleagues and vice versa.”

University of South Australia Vice Chancellor Professor David Lloyd remarked that the Living Laboratories partnership is an exciting opportunity for South Australia to emerge as the national leader in low carbon research. “This is really enterprising research with enormous potential to change the way we design communities and the way we live in the future,” Professor Lloyd said. “One of the early deliverables will be to report on the economic, social and environmental value of zero carbon housing and urban development. The very nature of the research collaboration is exciting because it is bringing together university researchers with government, industry and community to devise and test better ways of living in the environment. “Even more importantly the project will contribute to tangible reductions in greenhouse gas emissions in the built form, and deliver industry collaborations to prototype, test, develop and commercialise the products, systems and services that can underpin future low carbon communities.” Stage 1 of the Living Laboratory is currently underway at Tonsley and Bowden with a focus on integrated energy, water, waste, transport precinct modelling and energy demand management solutions to be put under the microscope. The CRCLCL Adelaide Living Laboratory project will be an innovative part of helping Tonsley and Bowden to achieve its targeted Green Star-Communities 5 star rating.

Unit volatility signals housing market shift Builders remain confident despite a fall back in the September quarter as the housing upturn consolidates and responds to changing market conditions. The residential building upturn looks set to hold at strong levels as apartment approvals ‘take a breather’ after the previous red-hot growth phase. The 11 per cent seasonally adjusted decline in September was driven by a fall of 22 per cent seasonally in units and apartments due mainly to the longer lead times in gaining approvals for apartment developments and is expected to bounce back.

WHS News Electricity no longer required in a real emergency PL EXIT SIGNS Who would have thought that the PL material in those little stars that glowed on the ceiling of so many children’s bedrooms could have one day advanced so much to be able to replace an electrically wired EXIT sign? Well, that is exactly where we are today and it only took 10 to 20 years or so of undeterred persistence by scientific endeavour and regulatory grind to get there. It is this journey that makes it worth it. The 2014 National Construction Code (formally Building Code of Australia) specification E4.8 now regulates for the use of PL EXIT signs across Australian built infrastructure. The benefits to government, councils and business are enormous. The implementation of PL EXIT signs saves money, provides for sustainable zero carbon footprint solutions and offers peace of mind that it will always glow in an emergency even when no globe or power is available.

MBA SA’s Glow Room is the latest development in photoluminescent technology and shines a sustainable light on future applications in emergencies. There is significant potential in this technology for navigating rooms, passageways, hallways and even toilets or bathrooms without the need for electricity, as long as charging can occur via electric lighting or a window. When the power goes out illumination will remain, dependant on charge, for hours. The journey of acceptance for photoluminescent paint products has been long but it is now firmly here. 19th century German philosopher Arthur Schopenhauer wrote, “Every truth passes through three stages. First, it is ridiculed. Second, it is violently opposed. Third, it is accepted as being self evident.” Innovation that is inherently a disruptive process faces these challenges head on. Embracing change is somewhat difficult for many of us, yet it is so important for our existence that change does happen. The idea that glow technology could one day replace electrically wired systems was ridiculed and, over the years, attempts have been made to oppose its use. Yet after all the obstacles, today glow technology is part of the Building Code of Australia (NCC) and there is more to come. Self-illuminating glow technology, technically referred to as photoluminescence (PL), is sometimes incorrectly confused with fluorescence. To clarify the confusion, fluorescence needs constant light on it and makes that light look brighter, while photoluminescence, once charged by light, self-illuminates in the dark for a long time.

Reflective and glow materials provide for greater day night visibility. They also provide visibility at greater angles, as PL light emission is in all directions. This increases peripheral visibility of markings, such as parked trucks, traffic island markings and a plethora of different signs.

GLOW LINEMARKING – VISIBLY A BETTER OPTION From roadwork safety delineation to remote high traffic accident zones, to your workshops and paths everywhere a Safety Path glow linemarking option is worth considering. Reforms reinforce primacy of safety on building sites Reforms announced by the government to rebalance and fine-tune safety regulations in the building and construction industry will lead to better safety outcomes. The reforms will reinforce the primacy of safety on building sites. Eliminating counterproductive paper based compliance and regulatory duplication will allow builders and contractors to focus on what is important, which is improving safety and not sitting in site sheds completing unnecessary compliance paper work. The changes to the government’s Building and Construction Work Health and Safety Accreditation Scheme will streamline regulatory requirements for builders with good safety records, freeing them up to implement practical measures to enhance safety.

The reforms will improve the ability of the Federal Safety Commissioner to work with builders and contractors to improve compliance with safety laws while easing the regulatory load for those who do the right thing. In addition to making the industry safer, the measures will provide further community benefits, such as reducing unnecessary increases in building costs, which only exacerbate housing affordability pressures. Master Builders fully supports the government’s steps to improve safety by responsibly cutting red tape for building and construction contractors, particularly small firms that comprise 98 per cent of the industry.

Products New COLORBOND® metallic steel colours reflect latest design trends

BlueScope’s latest COLORBOND® Metallic steel range features six vibrant new colours that were developed in close consultation with leading colour consultants and building professionals to deliver a relevant and contemporary palette. The new colours are the biggest update to the COLORBOND® Metallic steel range in 14 years. All six feature enhanced metallic lustre and sheen resulting from innovative BlueScope technology that strategically locates mica particles within the paint system to boost light reflectivity. BlueScope collaborated with leading colour expert Harley Anstee of Nexus Designs to research the new COLORBOND® Metallic steel colours, three of which are variants of grey ranging from light to dark, plus a pearl white, rich copper and a deep, dramatic black. Mr Anstee said BlueScope extensively researched the colours with the aim of delivering a palette that will be relevant to designers’ current and future needs while unlocking new application possibilities. “Our joint process included seeking the opinions of many professionals, including architects, building designers and interior designers,” Mr Anstee said. “Together, we consulted more than 20 eminent architects ranging from leading large-scale practices to medium-sized firms and sole practitioners. “We also interviewed quantity surveyors and development/construction companies,” he said. BlueScope provided Nexus Designs with new and existing COLORBOND® Metallic steel product samples. 17 colours were researched over 12 months. “The process included producing a colour board for each one that contained a physical product sample and supporting images of the colour in a variety of buildings, landscapes and architectural details,” Mr Anstee said. Associate Director of Fender Katsalidis Mirams Architects Richard Weinman participated in the colour selection process and said the six chosen colours will provide architects with a fresh design palette. “For us it's always a case of looking for fresh colours. The final six we settled on are tonal colours that are timeless,” Mr Weinman said. “Colours can be fashionable for a couple of years and then quickly become dated, meaning a building is associated with that period of time. There's no right or wrong when it comes to colours but these were the ones we were most drawn to and, in that sense, it was quite a personal process,” he said.

“It's also about the materiality, not just the colour but also texture. How a building performs in its environment is very much about how light projects off facades. COLORBOND® Metallic steel doesn't have a texture itself but the metallic lustre enhances the textural quality of a building. “Instead of it being a background material, it can become a point of interest to express a building's character. That is how we approach our design: our work is very much based on the honest expression of materials. The colours can also be complementary to other materials. They don't have to cover an entire facade.” Mr Weinman said he was heartened that BlueScope consulted directly with the building professionals that actually use its products. “I think it was good of BlueScope to engage architects and designers in this manner because it gives us a level of confidence that they're thinking about how we use their materials. To see that acted on is reassuring. It's nice to be given a palette of colours and material you're comfortable using as opposed to seeing something and saying ‘I can’t use that!’ “Refreshing the COLORBOND® Metallic steel colour palette allows architects and the design community to look at the application of that material in different ways – even in new and intriguing ways. You can never presuppose what people will do with design but it’s a colour palette with the potential to open up new possibilities,” he said. “Certainly the new colours will be interesting for architects. Copper and blacks are becoming more acceptable on facades. “We’ve used COLORBOND® steel many times in the past and we’ll definitely be using the new COLORBOND® Metallic steel in future projects because the colours are very much within our aesthetic,” Mr Weinman said. BlueScope Marketing Manager of Coated and Industrial Products Gregory Moffitt said the new colours were developed in direct response to industry and customer feedback. “The previous colours and their effect have served the market well, but after 14 years they had reached retirement age,” Mr Moffitt said. “Just as paint systems for cars continually evolve to make vehicles more attractive, we saw a need to invest in a new approach to the paint technology used for COLORBOND® Metallic steel, so that the metallic effect of the colours really pops. “In very basic terms, we’ve placed the reflective mica particles in different locations within the paint film so that they're much punchier and shinier in the light,” he said. Pascale Construction has recently completed construction of the Adelaide East Education Centre: a state-of-the-art building for students with special needs. Pascale Construction was contracted by the Department of Planning, Transport and Infrastructure (DPTI) to construct the new Kensington Special School, which was relocated to a more spacious area within the Charles Campbell Secondary School Campus. The project involved the construction of a 3,000 square metre singlestorey steel framed building with a combination of masonry walls and light-weight cladding. The building accommodates specialised classrooms, gymnasium and administration offices which had a very specific brief with the requirement for a high standard of compliance and quality to meet the special needs of the students. In addition, extensive landscaping with large canopy areas, native plants and learning areas was included as part of the work and is an important aspect for the children’s daily activities. Project Manager for Pascale Mike Jolly highlights that, “The underground Labyrinth system incorporated into the works is a feature of the building.” This air conditioning method allows air to pass through the underground pipework and condition it to 18°C all year around and then ducted throughout the building. The unique architectural design comprises of raked ceilings and high-level automated window awnings. The window glazing consists of E Vantage Blue Green for energy efficiency. These features assist with the relief of rising internal temperatures.

OFFERING BETTER SUPPORT AND IMPROVED SERVICES TO SOUTH AUSTRALIAN STUDENTS WITH SPECIAL NEEDS AND THEIR FAMILIES IN A MODERN LEARNING FACILITY A 55,000 litre underground rainwater harvesting tank and a permeable surface layer car park were part of the design, and required a careful programming to incorporate within the project stages. The installation of the tank presented its own unique site coordination issues due to the size of excavation and removal from site of approximately 550 tonnes of spoil generated. According to Mike Jolly, “[Programming] was a key management strategy for this project as extensive underground installation had to be completed without impacting the continuation of the superstructure construction.” The programming was managed both at Project Manager highend level, as well as at Site Manager day-to-day level, resulting in a sequence of work that maximised the efficiency for trade contractors attending the site. Ongoing communication with neighbours occurred regularly including numerous meetings to discuss work methods on the construction, entry adjoining properties to carry out works and finishes of the boundary fencing. “The Adelaide East Education Centre provides quality teaching and care to 55 students with intellectual disability and special needs such as Autism and Asperger disorder,” added Jamie Price, the school’s principal. Hence, it was indispensable to have a high standard of compliance and quality. The new education centre is now capable of offering better support and improved services to South Australian students with special needs and their families in a modern learning facility. “This is a better place to be,” concluded Price. Pascale managed to successfully meet the tight timeframe and completed the work in October 2014.

– IT’S WORTH GETTING IT RIGHT THE FIRST TIME Moisture can be the arch nemesis of any building structure. Rain or water ingress during construction can cause lengthy delays and add unforeseen and unbudgeted costs. However, it’s crucial to asset owners that structures are equipped to deal with the threat of moisture damage over the longer term, and not just for the bare minimum of defect warranty period. Water ingress is the most significant root cause of building remediation costs. Aside from the immediate damage to contents, repairing defective waterproofing can be a particularly intrusive, labour-intensive and costly process. Spending on remediation can skyrocket the longer the damage is left unaddressed, as the structural integrity of the building can be compromised. Moisture can enter structures in a variety of ways so it’s necessary to comprehensively safeguard against all possible circumstances. All building structures, from residential properties to world-class commercial high rise developments require effective waterproofing systems that have been specified and installed to meet the particular demands of the structure. Waterproofing system technologies for balconies, decks, and roofs can all have differing requirements depending upon their intended use. Will areas be subject to constant direct foot or vehicular traffic? Are they directly exposed to UV? Successful design and installation of waterproofing technologies within all buildings is critical. Design guidelines and standards, such as those found within the Building Code of Australia and appropriate AS/NZ Standard provide direction to design and installation of appropriate waterproofing systems. AS 3740-2010 and AS/NZS 4588-2004 provide guidance on the waterproofing requirements for domestic wet areas and wet area membranes respectively. The AS4654.2 regulation on waterproofing membrane systems for aboveground design and installation provides direction in the appropriate design and installation methodologies of waterproofing systems. While some damage to waterproofing does occur during construction, a large proportion of waterproofing failures can be attributed to either incorrect or insufficient attention to detailing. Belowground waterproofing presents its own unique set of parameters. Consideration of external factors such as soil geology, hydrological conditions, environmental factors and intended use of the space will aid in determining which of the various waterproofing technologies can be required for belowground parts of structures such as basements, and cellars, as well as retaining walls. Waterproofing structures that are water retaining or subject to hydrostatic pressure require careful design, shrewd selection of materials, as well as skilled workmanship. Onsite quality control has a big part to play in ensuring optimal waterproofing results. Careful attention must be given to concrete mix design with consideration for use of hydrophobic pore blocking or crystalline growth type admixtures. Joint design is also critical, as consideration must be made for construction realities such as occurrences of poor concrete placement, as well as geological factors. Interestingly, Australian standards don’t cover all facets of waterproofing requirements. Given that some elements remain unregulated, there exists no clearly defined standard for below ground waterproofing. British Standard [BS] 8102:2009 is a code of practice for protection of belowground structures against water from the ground. This code of practice promotes a holistic approach to achieving successful waterproofing outcomes, which involves all stakeholders working together to develop a strategy and robust specification during the design stage, which is followed right through the construction process.

During the requirements analysis phase it is recommended to assess geological conditions of the site for presence of contaminants that may compromise the integrity of the concrete as well as for the presence of hydrostatic pressure. Consideration should also be given to future developments, which may impact on the waterproofing requirements of the structure. BS8102 further states that typically waterproofing failures are due to construction issues and lacking attention to detail. Due to these factors, secondary and even tertiary levels of redundancy are recommended to be included during the specification stage for areas within the structure that have higher levels of requirement. As previously stated, the cost of remediation far outstrip those of new installation so any savings in time and budget made during construction are quickly lost by not correctly assessing the waterproofing requirements within the building. In summary, the key to the success of a waterproofing installation is to thoroughly understand all of the various requirements of a project. Specific waterproofing systems should be included at the project design phase. Materials suppliers should be Quality Assured, and have a long track record of providing quality products that are compliant with the various national, or international standards. Only waterproofing applicators that have been approved by the material supplier and have proven project experience that is relevant to both the scale and scope of works should be engaged.

Window Installation – The Building Industry’s Achilles’ heel Installation continues to be the major problem for the performance of windows and glazed doors throughout Australia. Stories are commonly heard about window and door systems that have not failed; however their installation has. Large amounts of time and money are spent investigating what has been thought a failed window system, only to discover the issue is installation. In fact, around 80 per cent of all window complaints are attributed to installation and care issues during the construction period. There has been an increase in failures with the introduction of light weight construction methods, highlighting that we may have, in fact, had issues with installation for a considerable time. Our normal methods of construction have been fairly forgiving and may have hidden this fact. We constantly see damage to ceilings, floors and walls and the blame for these issues unfairly being attributed to window systems. It is also becoming more common in the commercial building sector to remove sub frames from windows and glazed doors. This can be a recipe for disaster. Correct practice is to use a sub frame to isolate the window system from the building, to ensure the functionality of the system and improve water penetration resistance.

Facts • Severity of exposure to wind is the most important factor in the specification and installation of windows and doors in openings. Components and installation practices acceptable in sheltered situations may quickly fail when exposed to the full force of the wind and rain. • Follow the window manufacturer’s installation specification for the appropriate Terrain Category and height of building; many manufacturers’ brochures provide information for sheltered buildings no more than one storey high.

Windows must be installed square and level, they must have packers between the window frame and house frame, they must be fi xed appropriately to comply with the specified wind loads, and they should, in most situations, be flashed to ensure any water penetrating around the window or door is not allowed to enter the inner skin of the building and cause damage. They should be installed according to the manufacturers’ instructions or to the AWA’s generic installation and fi xing guides if there are no manufacturers’ instructions. Many site failures would be avoided if the industry would spend a little bit more time and care while installing windows and doors.

National Construction Code Requirements The Building Code of Australia is not as clear as it could be when it comes to installing windows and glazed doors. The clauses that referred to flashing of windows and doors in Volume 2 with some diagrams are Parts 3.3.4 and 3.5.3, in Volume 1 with clear instructions under FP1.4. A roof and external wall (including openings around windows and doors) must prevent the penetration of water that could cause: (a) unhealthy or dangerous conditions, or loss of amenity for occupants; and (b) undue dampness or deterioration of building elements. Then there are the energy efficiency requirements. The sealing of gaps and cracks is an important part of this.

Four Key Steps to Installing Windows and Doors are: 1. Square and plumb – This will ensure the functionality of the system 2. Packing – Packing between the window and building frame ensures the frame remains square and plumb and adds strength to the nail or screw fixing 3. Fixing – The window or door needs to be fixed to enable the system to withstand the wind loads applicable to the site 4. Flashing – Windows and Doors should be flashed to stop water penetration around the outside of the system; this is the responsibility of the installer

Feature Windows Installing Frames Correctly 1. Fit flashing to window surround as required. 2. Measure the frame opening to ensure that there is sufficient room for the product and additional packing. Stud Opening: Height = O/A reveal size + adequate clearance Width = O/A reveal size + adequate clearance Clearance dimensions vary between manufacturer’s products. For adequate clearance refer to window manufacturer’s instructions. 3. Frame must be packed plumb, square and not twisted between the openings. Ensure the sill is fully supported; failure to do so may result in sill roll on sliding windows. Sills on all windows and doors must be straight and level and should be packed and secured. 4. Secure aluminium windows by nailing through reveal in brick veneer applications. Timber windows should be secured by back nailing through stud, not face of frame to stud. Alternatively, on cavity brick construction use galvanized building lugs located at 450mm maximum centres. 5. If it is not possible to backnail, wedges should be installed between the window and the building frame to prevent opening of the frame joints when nailing is carried out. 6. Keep sashes closed whilst installing frames. 7. Sill bricks should be at least 10 mm clear of window frame to allow settlement in brick veneer construction. 8. Do not stand on the windows or doors, or use them as a support for scaffolding, or slide material through the frame. It is important to prevent any damage to windows and doors during construction. 9. Do not permit weight of eaves or arch bars to bear on any window or doorframe. Windows and doors are not load bearing. 10. Remove cement mortar and plaster droppings from windows immediately, taking care to avoid scratching glass and, or frames, as permanent damage can result. Immediate attention must be given by washing off with water before material sets. 11. To ensure the satisfactory long-term performance of sliding doors, the sill should be fully supported. Where the sill projects during construction the sill should be fully supported with temporary supports until sill bricks or tiles are installed.

COOPERATION URGED IN THE FIGHT AGAINST Australia has among the most destructive termites in the world. Each year, termites cause damage worth millions of dollars to both homes and businesses.

One in five Australian houses have encountered termites at some stage. Importantly, brick, steel-framed, concrete panelled and timber-framed buildings are all at risk of termite attack. Whether damage is structural or decorative, building owners are the ones who must endure treatment and repair costs. Termites are secretive by nature. They are almost never seen until damage has already been done. Termite management product manufactures and professional pest managers have developed a wide range of technologies and strategies to help prevent and treat infestations by different species of termites attacking a variety of types of buildings, under a wide range of environmental and climatic conditions. The main strategies employed these days include:

Liquid termiticides have been the basis of tried and trusted termite management in, on and around millions of Australian properties over many years There are two main classes of liquid termiticides: non-repellent and repellent. Repellent and non-repellent termiticides both kill termites, but they act in different ways. Both are applied to soil, generally surrounding premises, either as a drench into a purpose-dug trench or via injection through surrounding paving in sufficient quantities to saturate the soil. The product of such a treatment is commonly referred to as a ‘treated zone.’ Non-repellent termiticides are also often used to inject, direct into termite nests or infested trees. Non-repellent products cannot be detected by termites. By and large, they are relatively slow acting, allowing many if not most termites which have entered a treated zone sufficient time to return, with termiticide on their skins or in their guts, to their colony. After a time, affected termites become disorientated, stop grooming (an essential element to termite health) and die. Currently, only repellent products are registered for pre-construction open hand spraying.

By design, non-soil matrix chemical barriers and ‘blankets’ are very similar to physical barriers in that they force termites into areas that can be readably inspected. On top of that, however, they can also act as moisture barriers. Non-soil chemical barriers and blankets currently come in two formats. The first is a synthetic fibre incorporated with an active constituent (long lasting, repellent termiticide) glued between two plastic sheets. The termiticide is applied during product manufacture. The other, newest, format is a single sheet of plastic with an active termiticide incorporated during the manufacturing process.

Australia has registered a significant number and wide range of what are generally termed, ‘physical barriers.’ Such barriers include stainless steel mesh, ant-capping shields, graded stone aggregate, flashing shields, termite-resistant plastic barriers and termite-resistant sealants. Properly installed, all registered physical prevent termites from gaining undetected entry to buildings. Importantly, they do not prevent entry, only undetected entry. That is why they must be expertly installed, with the full help, cooperation and involvement of builders, to avoid gaps or cracks or ‘cover overs’ or bridges, because termites are extremely cunning when it comes to finding chinks in even the toughest armour.

4. Reticulation systems Reticulation systems comprise a series of interconnected pipes or conduits that are either perforated or have closely spaced emitters that release either repellent or non-repellent termiticides into the soil under or around buildings. They are generally installed by professional pest managers during the early part of the construction phase. Properly installed, the piping releases liquid termiticide into areas where, normally, drilling or cutting would be required to apply termiticide for a post-construction treatment.

5. Termite monitoring and baiting systems

Working together

Termite monitoring and baiting systems are a more recent development in the professional pest management armoury but have quickly become the preference for both pest managers and their clients in the post-construction market due to their safety profi les and effectiveness. Monitoring stations can be strategically installed around the external perimeters of properties, and other areas such as frequently watered garden beds or around out-buildings. Termite detection (monitoring) devices within the stations are checked for termite attack (hits) on a routine basis. When a station becomes active, slow acting termite-specific toxicant bait is placed in the station awaiting contact and consumption by termite workers. Once termites have consumed the bait, they return to their colonies where they transfer the toxicant to other workers, soldiers, immatures and the queen … eventually, depending on size, species and time of the year, producing colony elimination.

Without doubt, the number one key to the success of any pre-construction or ‘during construction’ termite management system or program is a strong working relationship between the builder and the professional pest manager. Too often, we find termites gain entry where otherwise sound systems have been damaged or not completed. Damage sufficient to allow undetected termite entry can be a simple tear in a barrier or disturbance of soil in an otherwise complete chemically treated zone. Lack of completion can range from: a failure to reseal or reapply sealant where a penetration has been moved or removed; making stake or level peg holes; failure to apply boundary construction joints; to building paths around or setting gardens up against the structure above the inspection zone or barrier level.

6.Termiticide dusts Termiticide dusts have made a comeback in recent years with the release of some new and highly termite-specific formulations and active ingredients. One dust is similar to baits in that the active ingredient is an insect growth regulator. Another recent development uses a similar active to that employed as a non-repellent soil and nest treatment termiticide. Another dust still being used is an old formula relying on arsenic. Unlike baits, termites do not ingest dusts as a food source. Rather, they rely on contaminating the skin of termites and their social tendency to groom and pass food to each other and therefore transfer minute amounts of lethal toxicant. Neither monitoring and baiting systems nor termite dust are employed during building construction. They are, however, often called on very early in the life of many buildings which either have no pre-construction system in place or where, due to poor installation or inappropriate breaches of installed defences, or inadequate inspections, termites have been able to infest. The first three approaches are ideally taken during the construction phase of a building project and should be planned in consultation and conjunction with builders to produce reliable, comprehensive and complete termite management systems, customised to the specific requirements of each site. Such systems, designed, installed, and maintained professionally, and backed by strong and extensive warranties, have the potential to add significant value to construction projects of all sizes and, positioned the right way, are perceived by consumers as offering significant value for money.
