BRIEF HISTORY OF Crossroads Youth & Family Services Crossroads Youth & Family Services, Inc. is committed to promoting achievement and success for the children and families in Cleveland, Comanche, Pottawatomie, and Seminole Counties. Over the past fifty-one years, there are many achievements we want to highlight. We offer many programs to meet the needs of the families that grace our doorsteps from Head Start and Early Head Start Services to our Emergency Youth Shelter; our Counseling and Behavioral Health Services to Volunteering, we remain steadfast in impacting our community in a positive way. We also have many changes that allow our services to better reach the community around us. Our program offerings may have evolved over the years, but our desire to help children, youth and families remains our home base. “All Roads Lead to Home” means that no matter which door is entered into our agency, a road to a healthier lifestyle and emotional well-being is created. Safety, comfort, and stability are truly home..
MISSION & VISION
Our mission is to support healthy lifestyles and the emotional well-being of children, youth and families by providing effective, community-based programs and services. Our purpose is developing and implementing prevention, intervention, outpatient treatment for children and their adult family members, education, assessment, information, referral, early childhood education/development, and youth crisis shelter programs for the children, youth and families who live in our service area. The mission of the Head Start/Early Head Start Program is to support healthy family lifestyles to give young children a “head start” in life through the provision of a quality, comprehensive early childhood education program. Its purpose is to promote healthy development of the ages and stages of young children by providing health, educational, nutritional, social, and related services to prepare them for school readiness.

COMMUNITY BASED YOUTH SERVICES for 2020 Behavioral Health This program targets Cleveland County children under the age of 18 and their families who are in need of counseling services. BHOP services include individual, group, and family counseling; emergency crisis counseling; first-time offender and diversionary services for teems; education in child wellbeing for divorcing parents; etc. Goal: To Increase the level of individual and family functioning, stability, and I communication through behavioral health services. Progress toward this goal is measured through quarterly assessments using the following: Level of Service Objectives and Measures Effectiveness Objectives and Measures Efficiency Objectives and Measures Client Satisfaction
For results on the Effectiveness Objective for the Behavioral Health Outpatient Program, "Each consumer will show increased scores on an instrument measuring progress toward treatment objectives," the outcome was 77% of consumers. Page 03

COMMUNITY BASED SERVICES CONT'D As Crossroads adjusted and coped with COVID, the services adjusted in many ways to meet client needs. Although we fell short in a few areas regarding enrollment in services, we were able to exceed expectations in many areas due to an extremely flexible staff, training, and the implementation of virtual options. Crossroads is in the process of implementing the Community Action with Targeted Solutions, CATS, plan to promote further collaboration with community members and to determine priority areas for services, programming, and partnership.

FIRST TIME OFFENDER PROGRAM Goal: To decrease continued risk for juvenile delinquency in pre-delinquent youth or first-time offenders.
First Time Offender Program: This program serves at-risk youth ages twelve (12) to eighteen (18) and their families who have come into contact with law enforcement and the juvenile justice system for social rules violations. Youth are offered intake/ assessment and referral services that can include group, individual, and family counseling and/or psycho-educational classes of fourteen hours' duration to help prevent or intervene in any continued school failure, minor delinquency, or family problems.

EMERGENCY YOUTH SHELTER Provide an engaging home-like environment. Improve opportunities for residents to learn coping and other skills to help them beyond the shelter. Right off of Tecumseh Road there is an extremely special place that houses youth displaced from their homes- The Emergency Youth Shelter. The Youth Shelter serves children from primarily Cleveland and McCain Counties, but gladly works with services from surrounding areas to provide a safe place for youth. Many of the residents have been removed from their home due to allegations of abuse/neglect, running away from home, losing parents due to death or divorce, or some other extenuating circumstance. Crossroads’ Emergency Youth Shelter remains the only shelter of this type in Cleveland County. Crossroads’ Shelter is a home-like environment for children dealing with challenges many people couldn’t begin to imagine. In the midst of crisis in their lives, these young children are in a safe environment and counseling services. Goal: To provide a safe, non-threatening environment of 24-hour care to meet the immediate needs of children experiencing crisis. The residents receive additional services to assist with coping with their traumatic experience. These services include: counseling, case management, daily living skills training, and crisis intervention as needed. All the children obtain individualized lessons from a licensed, Norman Public School’s Teacher and Teacher’s Assistant. The average daily attendance for the Shelter was six (6) children throughout the year, and the average length of stay was 16.18 days. An average of six (6) days children remained in the Shelter past thirty days.

The focus of the seminar is to provide information pertinent for divorcing parents of minor children. The course will provide information about each child's developmental needs during the transition period of the divorcing families. A certificate is given to those completing the attendance requirements, at the end of the session

HEAD START/ EARLY HEAD START Programs are free designed to promote school readiness for children from low-income families. Crossroads YFS hosts Head Start and Early Head Start sites in Cleveland, Comanche, Pottawatomie, and Seminole Counties. During the 2020 school year, Crossroads funds 935 slots,595 Head Start and 340 Early head Start, for services for eligible families. Through an integrated, comprehensive system of early learning and development outcomes to promote school readiness for children, Crossroads Early Head Start addresses the importance of health, pregnancy and birth outcomes; inclusion and early intervention for children with special needs; developmentally appropriate early learning experiences; family goal planning and attainment; access to community resources; nutrition and health services; and other support services. Crossroads Early Head Start will implement an effective and sustainable program based on the following set of core values: ·Early childhood is the life period of most intensive development where positive and negative factors have the greatest impact. ·Children with disabilities or other special needs are best served in natural environments and inclusive programs. ·Family engagement is essential to meeting young children’s needs; effective programs invite and support parents as fully engaged partners in the design and delivery of services. ·Practices, programs, and professionals are culturally and linguistically responsive, inclusive and accessible to all children. Crossroads Early Head Start facilitates child development, supports parental roles and promotes family self-sufficiency. The program embodies the philosophy that a child and family will enjoy the benefits of an interdisciplinary program that fosters optimum growth and development for a lifetime. During the 2020-21 timer period, no deficiencies were found in the federally mandated monitoring. The only area of note was that continued efforts are being made regarding COVID related adjustments. Additionally, no deficiencies were found as a result of the 401(k) Audit.

HEAD START/ EARLY HEAD START Empirical Data Anecdotal Data
During the 2019-2020 and transitioning to the 2020-2021 school year, there are significant increases in the toddler cohort. The retainment of many toddlers from year to year is evident by the retainment of approaches to learning, social and emotional development, physical development, language, and cognition measurements.
As a Head Start/ Early Head Start program there are key performance standards that are measured and maintained to ensure school readiness and proper developmental growth. The Child Observation Record, COR, system is used to ensure we are meeting these requirements and proving measurement of progress of each child.
Since we are dedicated to teaching the whole child, resources were made available for parents during the pandemic. Even with the pandemic, the use of the research based curriculum and discipline strategies enabled this group to continue growing and developing.
This research-based methodology ensures teachers are planning classroom activities effectively which will help children develop needed skills. Our program's School Readiness Goals state that 85% of our 4 year old children are leaving the program are at a level 4 based on the analysis of the scores which are analyzed at the end of each period.
