Cricket - A sport for all Victorians

With over 211,000 Victorians playing the game and nearly 1.7 million fans and participants, Cricket is an important part of every community in Victoria.

Partnerships with all levels of government has been critical in being able to provide the necessary opportunities for Victorians to play the game, particularly for women and girls as well as diverse communities.

In partnership with government, Victorian cricket has been able to realise 249 projects across the state from minor improvements to large-scale upgrades, unlocking $194 million in investment back into the local community.

Research from KPMG commissioned by Sport and Recreation Victoria in 2020, showed that community sport infrastructure provided a value of $7 billion in economic, social and health benefits to Victoria.

However, with a fast-growing population and increasing participation as we recover from the COVID-19 pandemic, it is crucial that cricket is able to continue to grow to develop our future female and male stars.

The purpose of this document is to provide a blueprint over the next term of government to support continued growth in the game, unlocking investment in local communities and delivering positive health outcomes across the state.

Cricket Victoria looks forward to partnering with government and other stakeholders on these key priorities for the benefit of the community.

Executive Summary

Cricket Victoria through consultation with the cricket community has identified a number of strategic priorities that will support all levels of the sport across the state.

Junction Oval Stage 2 Upgrade

A key infrastructure project that will deliver a home for Australian women’s cricket as well as further enhancing the Victorian Cricket and Community Centre’s place in the local community.

The Junction Oval Stage 2 Upgrade will deliver:

• Broadcast standard lights for evening international and domestic women’s cricket

• Refurbishment of the Kevin Murray Stand, including a new headquarters for FightMND

• Restoration of the heritage-listed scoreboard into a players viewing area and kiosk for match day

• Three nearby community grounds upgraded

As part of our economic recovery as we move out of the pandemic, Cricket’s place in Australian society means it can play a key role in rebuilding our economic and social infrastructure leaving us in a stronger position to grow the game. Community Cricket Infrastructure

Community Cricket Program

The Community Cricket Program (CCP) has been strongly supported by Victorian clubs and local government since its inception. It supports councils to work with 1,124 clubs in determining the priority projects in their local area for the benefit of cricket and the community.

This funding program has directly supported over 60 projects delivering much needed improvements primarily through new cricket training nets and pitches as well as the development of four metropolitan and five regional cricket hubs across Victoria.

Projects delivered under the CCP has been complimented by the Australian Cricket Infrastructure Fund (ACIF) which is supported by Cricket Victoria and Cricket Australia. Since 2019 the Australian Cricket Infrastructure Fund (ACIF) has provided $5.5m in grant funding to support 249 projects across the State.

Projects funded by ACIF have partnered with other government funding mechanisms including the CCP leading to an overall investment of $188m in cricket infrastructure and the community.

Cricket Victoria will seek to work even more closely with government to further align the ACIF with a future CCP program to ensure the best outcomes for community cricket.

As we recover from the COVID-19 pandemic, it will be critical for all levels of government to further invest in community cricket infrastructure to support the rebound of cricket participation as well as the economic contribution it provides to the state.

CASE STUDY

Boroondara Cricket Club, Victoria Road Reserve

This current project involves an oval reconstruction including new drainage and irrigation, new oval perimeter fencing, increase in number of nets, new lighting and a synthetic cricket pitch.

The Victorian Government contributed $100,000 under the CCP with $30,000 in funding being provided under the ACIF.

Cricket Victoria is seeking an increased commitment to the CCP to encourage a greater diversity of the types of projects delivered across the state as well as recognition of increased project costs.

Community Cricket Infrastructure

Female Friendly Cricket Facilities

Inspired by our Australian, Victorian and WBBL squads, women and girls cricket is booming in Victoria recording growth of 12.8% on pre-pandemic figures.

As part of Cricket Australia’s and Cricket Victoria’s strategic plans, our goal is to be the number one sport for women and girls.

The Local Sport Infrastrcture Fund has provided valuable funding to community cricket clubs to support the building or refurbishment of pavilions and club rooms that are female friendly. This transformation of infrastructure is critical to ensure clubs are inclusive and welcoming to women and girls to play the sport they love.

However, with many cricket grounds still not having female friendly facilities it is vital that there is a continued effort by Cricket and government to ensure equity in infrastructure across Victoria.

Cricket Victoria is seeking a renewed commitment from government recognising the growing participation of women and girls in cricket.

Bendigo Cricket Hub

Flood Recovery

The recent floods created substantial damage to homes, businesses and community infrastructure impacting over 50 local government areas across the State.

Cricket Victoria welcomed the recent announcement by government to provide financial assistance for lost, damaged or destroyed items under the Community Sport Emergency Flood Assistance Program.

As the damage assessment of infrastructure progresses, it will be important for the State Government, local government and Cricket to partner together to support clubs to recover from the floods and build resilience for future natural disasters.

Community Sports Lighting:

Investment in lighting at sporting grounds by all levels of government has helped to provide greater capacity and more opportunities for Victorians to play cricket.

While new sporting grounds are important, it is recognised that there is a need to further utilise Victoria’s existing ground infrastructure. This is particularly important in locations where access to greenfield sites are limited.

The construction of appropriate lighting infrastructure allows for more cricket teams to train throughout the week and play throughout the year. It also supports access for other sports, maximising benefits for the local community.

Cricket Victoria supports the further development of community sports lighting across Victoria. A key feature of this funding program must be to ensure a minimum lighting standard of 300 LUX for community cricket clubs or 750 LUX for premier cricket clubs to safely train and play.

Cricket Victoria/Football Victoria hubs

In recognition of the need for sports to work collaboratively together to provide a greater benefit to the local community, Cricket Victoria and Football Victoria have come together to create an innovative hub solution.

The creative model proposes to deliver 6 multi-sport hubs across Victoria, each with cricket ovals and football pitches to provide year-long access for both sports with female inclusive design.

The proposed model provides a solution for a number of challenges:

• Meet growing demand – with priority access for women and girls

• Maximise participation and utislisation through hybrid turf technology

• Minimise operational challenges including the need for season “change-over”

Cricket Victoria is seeking a partnership with government on two key football/cricket hubs:

Merrifield West Multi-sport hub:

A shovel-ready project which will provide for 1 cricket oval with 2 shared football pitches. Pavilion and clubrooms will provide gender neutral facilities and accommodate full community access and utilisation.

Armstrong’s Creek:

Initial design of the future hub will include 2 cricket ovals and 2 shared football pitches as well as a shared community pavilion with gender neutral facilities for this fast growing community.

City of Greater Geelong, Cricket Victoria and Football Victoria are looking to partner with government to undertake a master plan for the precinct to help guide future investment decisions.

Growing the game of Cricket in Victoria

Cricket in Victoria has seen a rebound in participation after two years of disrupted seasons. Cricket has regained over 90% of its registered participants in 2019-20 and we have seen significant growth in participation by women and girls of 12.8%.

However, Cricket Victoria recognises there is more to do. In order to provide all Victorians with the opportunity to play the game they love, Cricket Victoria is eager to partner with government to help grow the game through the following initiatives:

Inclusive Cricket Program

A key principle of Cricket Victoria and Cricket Australia’s strategic plans is prioritising diversity and inclusion in cricket across the state. As a global game, Cricket plays an important part in bringing people together from all backgrounds and abilities.

Cricket acknowledges the support of all levels of government in partnerships to make sports and particularly cricket more inclusive in Victoria.

We believe this progress can be further enhanced through a new cricket specific funding mechanism. A new Inclusive Cricket Program would include two important funding streams:

• Multi-cultural cricket program: Grant program to assist multicultural sporting organisations and groups, community cricket clubs as well as Cricket Victoria to help grow the game in locations where CALD community participation is low but measured interest in cricket is high.

• Disability access and inclusion cricket program: Funding to assist disability sporting organisations, providers and community cricket clubs to increase the number of Victorians with disability playing cricket.

Both programs would focus on funding to assist organisations with day-to-day operations such as transport, equipment and access to venues. In addition, the program would help fund education and communications opportunities to ensure Cricket is enjoyed by everyone, regardless of ability or cultural background.

Get Active Kids Voucher Program

Cricket Victoria has strongly supported the Get Active Kids Voucher Program since its introduction and has worked with clubs to ensure its success. It is recognised that it is critical to remove barriers from girls and boys to play the sports they love and this program supports this endeavour.

The program has supported thousands of parents and guardians to reduce the costs of cricket membership, registration, uniforms and equipment. The benefits of the program has been evident through Sport and Recreation data that shows 30% of children who received a voucher joined a sporting club for the first time.

Junction Oval Stage 2 UpgradeThe future home of Australian women’s cricket

Electorate: Albert Park

Background:

The Victorian Cricket and Community Centre (VCCC) at Junction Oval is the administrative headquarters for Cricket Victoria, the Melbourne Stars and Melbourne Renegades located in Albert Park. It includes high-performance facilities, an indoor training centre as well as medical and rehabilitation facilities for state cricket teams. The complex is used for cricket all-year round, hosting Sheffield Shield, Women’s National Cricket League, W/BBL and Premier Cricket, and various community events.

An important asset for local community:

The VCCC is an important part of St Kilda and the Albert Park community with various community groups having access to the facilities throughout the year.

In 2022, Cricket Victoria has hosted school holiday programs with nearly 300 participants in September. These holiday programs have also had a focus on inclusion of disadvantaged young persons from the local community to ensure they have the chance to play the sport they love.

Cricket Victoria has also hosted the Victorian Blind Cricket Association and other disability sporting groups at the VCCC to showcase tournaments and other events. Increasing access and inclusion for Victorians with disability is a key focus for Cricket Victoria building on our successful Victorian Men and Women’s Deaf teams and Victorian Blind Men’s team.

Cricket Victoria is also committed to numerous other events and projects at the VCCC that will provide benefits to the local community including:

• Cricket Victoria is committed to providing development pathways for young Victorians into the sports industry and has established in partnership with RMIT University the Melbourne Cricket Education Academy (MCEA). The MCEA is an Australian cricket first and will provide an opportunity for candidates to complete a dual Diploma of Business and Diploma of Leadership at Cricket Victoria which commences in Semester 1, 2023.

• Establishment of the Victorian Cricket Historical Museum the VCCC in 2023 that will preserve and showcase cricket’s heritage.

• Engagement with local schools to provide access to the VCCC for school events and carnivals.

The need for a home of women’s cricket:

The final stage of the centre’s constructions would see the Junction Oval serve as a prestige home for women’s cricket in Australia.

Installing broadcast-quality lighting would enable both International and Domestic cricket to be played in a boutique stadium environment during primetime. No venue of comparable size or quality exists in Australia and the ability to play games during peak viewing times is vital to inspiring the next generation of girls.

This upgrade will also provide training opportunities for female development teams to gain experience playing under lights.
