Shop With The Sheriff

Seventeen years ago, Lt. Larry Brown had the idea to start helping residents of Pottawattamie County that are in need during the Christmas season. With Lt. Brown’s idea in mind, Sheriff Jefferey Danker began the ‘Shop With the Sheriff’ campaign. Over the last 17 years, the Sheriff’s Office has had the privilege of making the Christmas season a little brighter for over 400 children living in Pottawattamie County. Last year, we shopped with 36 children who were able to receive clothing, shoes, and other necessities. Each child was also able to pick out a new toy or something special to bring home. The families participating also received a holiday food basket which included a ham, turkey and everything needed for a complete Christmas meal. We would love to be able to help more families this year, but we can’t without the support from community members. If you would like to make a donation for this year’s ‘Shop With the Sheriff’ program, please stop by the Sheriff’s Office. We have ‘elves’ standing by to assist you! MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING September 14th, 2015...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Brian Shea called the meeting to order. The following Council members were present: Hildreth, Beck and Anderson. Jacobsen, absent. Beck questioned item in paid bills to Bobcat of Omaha. It was a duplicate. Item will be corrected. MOTION BY BECK, seconded by Hildreth to approve consent agenda with correction. Hildreth, Beck and Anderson, all ayes. Motion carried. CASEY’S LIQUOR LICENSE submitted. MOTION BY ANDERSON, seconded by Beck to approve. Hildreth, Beck and Anderson, all ayes. Motion carried. (SFR)STREET FINANCIAL REPORT submitted for approval. MOTION BY ANDERSON, seconded by Beck to approve. Hildreth, Beck and Anderson, all ayes. Motion carried. DENNY’S LIQUOR LICENSE submitted. MOTION BY BECK, seconded by Anderson to approve. MINDI HIVELY/PARK BOARD reported that the 8-28-15 movie night was rained out, but no one came to it anyway. The park board will attempt movie night again in the spring. If attendance is good, they will continue. The concession stand now has new sink and cabinets. The board will be entering a float in the parade advertising the park. OUR PARK NEEDS TO BE USED. GALEN BARRETT/FIRE DEPT. reported that they are at 176 call for the year. RON OLSON/PLANNING COMM. has been researching the Perkins property. Mary Perkins was in attendance and gave some copies to Ron. She has retained a lawyer, but since the City did not vacate the land, the city is not involved. More research will be done. CRAIG PETERSON/MAINTENANCE reported he is still working on some potholes. The ‘NO PASSING’ signs have been put up on Mormon Bridge Rd. He graded the ROW’S and swept the streets. The following Council members were present: Beck, Anderson and Jacobsen. Hildreth, absent. MOTION BY ANDERSON, seconded by Jacobsen to accept consent agenda with paid bills with the exception of Ia. Pump. Anderson, Jacobsen, Beck, all ayes. Motion carried. DUSTIN HANSEN/PEOPLE SERVICE reported the capacitor at the lift station has been replaced. The float pak just arrived and will be installed. Two grease trap inspections have been done. Penalty for refusing inspection was asked. Clerk instructed to look up ordinance for review. Regarding the water, the censor on top of the tower was hit by lightning causing the tower to run dry. This caused some homeowners to have no water. The tower was filled twice a day manually since the incident, but the censor has now been repaired. The Powell project received one bid. TLC Construction put in a bid for $40,406.19. MOTION BY BECK, seconded by Anderson to approve the award to TLC Construction pending IDOT concurrence of the award. Anderson, Jacobsen, Beck, all ayes. Motion carried. CRESCENT ROADHOUSE LIQUOR LICENSE submitted for approval. MOTION BY JACOBSEN, seconded by Beck to approve license. Anderson, Jacobsen, Beck, all ayes. Motion carried. PINK POODLE LIQUOR LICENSE submitted for approval. MOTION BY BECK, seconded by Anderson to approve license. Anderson, Jacobsen, Beck, all ayes. Motion carried.


C R A I G P E T E R S O N / FIRE DEPARTMENT reported that the quick attack truck (1584) has been sold pending a vote from the council. MOTION BY ANDERSON, seconded by Beck to approve the sale of said truck. Anderson, Jacobsen, Beck, all ayes. Motion carried. ORDINANCE # 10052015 regarding 40T weight limit on E. Welch St. was submitted for first consideration. The Mayor explained that next spring the county is planning on maintenance on this road. Council decided to hold off on this ordinance until the project is done or the city has something is writing from the county specifying this project. This is tabled. MINDI HIVELY/PARD BOARD reported the concession was a success at the fall festival. Park Board float won the trophy. Thanks to Henry’s Diner for donating the hot dogs/buns, Movies are done until May. GALEN BARRETT / FIRE DEPARTMENT reported 196 calls for the year. Oct. 7th is fire dept. open house and they will also spend some time during the day at the school for fire prevention week. RON OLSON/PLANNING & ZONING reported building application @ 816 Old Lincoln Hwy. was approved. Building application for 105 Powell’s Addition has been sent on to the Planning Board as it needs a variance. CRAIG PETERSON / MAINTENANCE reported that he did grading from runoff and cleaned up at the park for fall festival. Spent time in the mornings filling the water tower. Made sure the truck that sold is in good condition. Mayor asked he do some work at the OLHVM. Ron to take the flags down. Clerk instructed to send out several letters regarding trash, junk, etc. Century Link to meet with Craig to review dvd about the damage in Golden Hills on Tuesday at noon. MOTION BY Beck, seconded by Anderson to adjourn the meeting. Beck, Anderson, Jacobsen, all ayes. Motion carried. Meeting adjourned at 7:55PM.

October is fire prevention month. The Crescent fire department is 100% volunteer! Each person is dedicated to helping this department move forward. Our fire department is at the top of the class. Last year they bought a new ambulance, and this year they have ordered a new ‘special needs’ truck for grass fires and extraction tools and more. The budgeting process has allowed us to pay cash for both. The alternative is to bond for this equipment, not good! The once a month pancake breakfast by the ‘Crescent fire department auxiliary’ is a chance to let the volunteers know that you appreciate their efforts and training by telling them ‘good job’ thank you. This group works hard to make this happen every month. With the funds raised, they buy more equipment to keep our volunteers safe and to do a quicker job. So next time you see these volunteers, let them know we appreciate all of their efforts! Thank you firefighters and Crescent auxiliary, ­—Brian Shea

Wanted-New Member

The Crescent Planning and Zoning Commission has a vacancy and is looking for a new member. This applicant must be at least 18 years old, be a resident of Crescent, and have a desire to serve our City in this volunteer position. Our job is to review and investigate permits for new houses, auxiliary buildings, fences, etc. We also review property splits, zoning and other assignments are requested by the City Council. We normally meet on the second Monday of each month if we receive any applications or have other business to conduct. Occasionally we have Special Meetings and/or field trips. Thank you to the community for your support to the Crescent Food Pantry. Thank you for all your food donations and monetary support. The day of the parade we collected 480lbs of food. That is awesome! This will help many children, adults and seniors who cannot make ends meet. With the monetary donations I can get a significant discount at the Omaha Heartland Food Bank. Thank you to St. Johns Lutheran Church in Honey Creek for having an Ice Cream Social and Brownies to benefit the pantry with a free will donation collection; they collected $270.00. And a special thank you to Marcia Keith for letting me borrow her 81 Chevy pick up truck to drive in the parade, this was done in memory of her father Wayne Keith. Thank you so much, Marcia. Tina Popson — Hitchcock Nature Center If you live in the Crescent/Honey Creek area and have never been to Hitchcock Nature Center, you are missing a world of experience that’s practically next door. Hitchcock is located about five miles north of Crescent and just west off the Old Lincoln Hwy. and even closer to Honey Creek. Tina Popson is the education program manager at Hitchcock and has been for nearly 14 years. She oversees all the educational programs and the two full time educators, two seasonal staff and some part timers and is community relations coordinator. She also oversees the Loess Hills Lodge interpretive facility, the headquarters for the Nature Center and programs. She would very much like all local residents to know what’s available. “It’s so close for locals to use, and there’s so much going on,” she said. “And many of the people in the area are the reason we are here in the first place. They formed a group called Dumpbusters to fight against using this beautiful area as a land fill. That made it possible for the Pottawattamie County Conservation Board to acquire the property in 1991. We are still grateful to them. We have a video on the history of Hitchcock that people can watch here in the lodge. It has some local people in it.” As to “what’s going on”, Popson said the educational programs cover four main areas. One is field trips. “We probably average about 60 field trips a year, mostly in the fall and spring. We have classes from all over the area, just today we had first graders from Blair. The eight public school districts in Pott. County get free trips thanks to the Pottawattamie Conservation Foundation that has a fundraiser every fall to raise money for that purpose. The field trip topics can be most anything relevant to their science curriculum; birds, bugs, trees, etc. and usually includes a hike or two.” A second program is their summer camps. They offer 24 to 35 camps per summer for kids from preschool to middle school ages. Again, the topics and times vary. But, she said, “The goal is always to promote environmental literacy by building relationships between people and the natural world. That is our mission statement. If kids don’t grow up valuing the nature around them, we all suffer in the long run.” The third part of the program is public programs. This fall, for instance, they are offering Enchanted Forest on Oct. 25, Hawk Watch/Eagle Migration on Nov. 8 and Holly Jolly Night Hike on Dec. 4. The Kinder Nature Preschool Programs are Itsy Bitsy Spider on Oct. 18 and Talking Turkey on Nov. 15. For more detailed information, you can check their web site at www.pottcoconservation.com. Click the education tab. “The Hawk Watch program in the fall, Monarch Tagging in the spring plus Night Sky in the summer are definitely our most popular,” Popson said. “We probably average 200 to 250 people for them. The fourth part of their educational program is the off-site classes. “We send an educator to schools, day cares, civic groups really any group in Pott. County that requests a class. The lesson will relate to their science needs such as weather, animals, the loess hills and prairie: lots of choices. You can check our web site or call for more information. The classes are free to public schools in Pott. County.” Popson is also in charge of the Loess Hills Lodge. The lodge houses temporary exhibits, usually provided by the Association of Naturalists. There is a “curiosity cove” with hands-on activities for kids, a gift shop and two multi-purpose rooms available for rent to the public. “It’s a beautiful site for a small wedding, reception, or even business gathering,” she said. “ In the busy season the rooms are usually rented out a couple of times a week. We have adventure packs that can be checked out for hikes, GPS units that, also, can be checked out and spots that are Earthcaching sites. That’s like geocaching, but not with the boxes of trinkets to find, just a location you can prove you found. You can check out www.geocaching.com for more information on that.” Popson is as big an advocate for our area as you will find. But she did not grow up around here. She’s originally from Knoxville, IA. She has a B.A. from Grinnell in anthropology and a M.A. in museum studies and curriculum and instruction from UNL. “I married into the area,” she said. “And into the awesome McIntosh/ Hansen family.” She and her husband live on a farm southwest of Missouri Valley. And yes, they got flooded out in 2011. “But it is part of nature, I still love it here,” she said. “With the Loess Hills and river valley, I believe this is one of the most beautiful places in Iowa.” Popson invites all of us neighbors to enjoy the wonderful nature found at Hitchcock Nature Center. “After all,” she said, “the loess hills are unique to only two places in the world. We’re close and inexpensive. Only $2.00 per car for a day or $10.00 for a year’s pass. Hiking, classes or just sitting on the deck looking out on the Missouri River valley. Where else could you get such a good deal?”
