MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING May 4th, 2015 THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Brian Shea called the meeting to order. The following Council members were present: Anderson, Beck, Hildreth and Jacobsen. MOTION BY ANDERSON, seconded by Jacobsen to accept consent agenda. Beck, Hildreth, Anderson, Jacobsen, all ayes. Motion carried. POTT. CNTY. SHERIFF CONTRACT submitted. MOTION BY JACOBSEN, seconded by Anderson to approve contract. Beck, Hildreth, Anderson, Jacobsen, all ayes. Motion carried. RESOLUTION 1-2015 BUDGET AMENDMENT FOR YR 2015 submitted for approval. MOTION BY JACOBSEN, seconded by Anderson to approve amendment. DISCUSSION ON MESSAGE BOARD among the council. It was determined that moving it 20’ to the south may help. MOTION BY BECK, seconded by Hildreth to move sign 20’ to south when repaired. Beck, Hildreth, Anderson, Jacobsen, all ayes. Motion carried. MINDI HIVELY/PARK BOARD reported that she has received no teams for the tournaments. She has not had any response on volleyball either. Tennis lessons are still in the works. Park is receiving a donation for cabinets, new sink, etc. for the concession stand so that there is storage. Community of Christ Church has a copy right permit for movies so they will co-sponsor movie night down at the Veteran’s Monument in June, July, and August. This will be at no charge. GALEN BARRETT/FIRE CHIEF reported that they have had 107 calls for the year so far. The training house they were using did come back positive for asbestos so the plans to have a live burn training has been cancelled. Home has been turned back over to homeowner. He asked council for approval to order chassis for F550 now, so truck will come in earlier. No money will be paid out until after July 1st. MOTION BY BECK, seconded by Jacobsen to approve ordering now. Beck, Hildreth, Anderson, Jacobsen, all ayes. Motion carried. Clerk reported that there was a fence permit and a bldg. permit approved by Planning & Zoning. CRAIG PETERSON/MAINTENANCE reported about the sink hole up in Golden Hills. After excavating and video-taping it was determined that Black Hills Energy will fix it. He has been mowing and spraying, thistles are already out. Rented an attachment and cleaned the streets. Water is on at the park. He is busy now digging ditches and will be excavating in front of the strip mall to prepare for paving. Mayor mentioned that clean-up day was cancelled due to the weather. MOTION BY ANDERSON, seconded by Hildreth to adjourn the meeting. Meeting adjourned at 7:52PM.

Mayor’s Corner

2015 is an election year for our city. Serving on any of the city’s boards or city council is the highest volunteerism that a person can do for their community. If you do not like the way anything is happening, or you would like to make something new happen, get in the election process. Small towns can only survive on volunteers. Mayor • City Council • Planning and Zoning Board of Adjustments • Park Board • Fire and Rescue Next time you run into one of these volunteers, tell them thanks for their time. Get involved! We have paved in front of the post office area and will be paving in front of the Pink Poodle. This will help clean us up some. Hopefully we can do a little more each year, and at some point we might have a cleaner little town. A group of volunteers is looking at the Crescent creek and drainage in town. We have found an agency that will help us, but we need to look at the whole watershed. We discussed rain gardens in yards, along the roadways, and possible pooling areas for rain water. Most large cities require all new developments to hold a certain amount of runoff on the property for a certain amount of time. It allows the water to infiltrate into the ground rather than down the stream and cutting soils deeper and wider in the stream bed. Natural grasses, terraces, grass strips in fields, rain gardens, french drains are all very helpful in achieving lower amounts of water volume. This could be something you could help with! Weight limits are coming to Welch Street. The large trucks are tearing our street apart and council does not feel it is fair to ask the citizens to buy a new road. It is not a popular idea, but neither is raising taxes to build a new road. A new marquee sign will be put up. It is missed when not there. A new flashing ‘stop’ sign has been installed at the ‘T’ intersection. Hopefully, that will help get people stopped. —Brian Shea
