U.S. Demographics Are Changing... Are Your Marketing Plans and Credentialing Programs Ready? Natalie Judd and Christine Niero, PhD Amelia 3 By 2050, more than half of the U.S. population will be nonwhite (African-American, Asian, Hispanic). This dynamic growth represents not only significant cultural shifts, but also one of the more remarkable marketing opportunities in history. Certification organizations should be poised to reach these consumers — but appealing to multicultural consumers is more than translating an exam: it starts with a deep understanding of the marketplace and how to time your marketing strategy to target and reach tomorrow’s certificants.

Test Security Aimee Hobby Rhodes, JD; Rachel Watkins Schoenig and Daniel Eyob Amelia 2 This session will include two distinct conversations: How to Respond to a Test Security Incident Identify key factors used to develop a response plan for test security incidents. Presenters will address four common incidents: proxy tester, item harvester, missing exam materials, and nefarious test prep organization. Attendees will develop a checklist that outlines a response to each incident. Don’t Go It Alone Learn from the experience of a test security professionals group that banned together to confidentially exchange experiences on exam security. Presenters will share their formative documents and facilitate an opportunity for attendees to form their own discussion groups.

Tell Me Something Good: NCCA Accreditation and Good Certification Practices Todd Galati, MA; Mary Macomber; Timothy Muckle, PhD and Sandra Neustel, PhD Ossabaw B When a certification program is developed and maintained properly it serves the needs of its customers, considers the public interest, and creates exams that focus on validity, reliability, and defensibility. A panel of four NCCA Commissioners will speak to effective certification practices that lead to good certification programs. The NCCA Standards for Accreditation of Certification Programs will be used as a framework for building and maintaining certification programs that maintain necessary rigor and create value. Credentialing exams are built upon the solid foundation of a job analysis and comprehensive psychometrics. As a result, there is an abundance of validated information contained within the results of these exams. The ability to extract, analyze, and use this information to produce a targeted learning plan is invaluable to the test-taker and to department heads interested in implementing a quantitative, relevant continuing competence program. Recognize how an analysis and report of exam results produces a customized learning plan that is useful for individual professional development or within the context of a departmental continued competency program. Market opportunities exist with facilities/institutions to implement a continuing competency program with summary and individual reports to aid in meeting regulatory requirements and establish annual staff education plans. Likewise, individual professional development/ recertification market opportunities exist to direct clients to quality educational resources targeted toward identified deficiencies.

Teach a man to fish and you feed him for a lifetime. The same is true for item writers: Revise item writers’ work, you fix the problem for today. Teach item writers to fix their own work, and you train them for a lifetime. The Board of Certification for Emergency Nursing (BCEN) has expanded and refined its process for selecting, training, and maintaining item writers beyond the didactic, one-day item writer workshop. The result has been a more engaged and increasingly successful cadre of content experts across BCEN’s item development continuum.

Cost-Effective Marketing Tactics for a New Certification Program Tracy Lofty, MSA, CAE Cumberland C Marketing a new certification program can be quite costly. However, the challenge today is how to cost-effectively market to targeted audiences. Hear how a certification board used various marketing tactics to increase the number of exam candidates and ultimately increase revenue. Learn how a new

Some organizations focus on demographics or stakeholder interests while ignoring essential leadership competencies. Two executives will describe the processes used by their boards to define and assess key competencies. Essential board competencies will be defined, and the tools used to assess competencies in nominees and sitting board members will be described in detail, including self-assessment, evaluation by references, 360 evaluations, and behavioral interviewing techniques.

Innovating Education to Engage Professionals Through Certificates of Completion in Multiple Disciplines Pam Beaton, BS; Ed Dellert, MBA, RN, CCMEP and Chad Jackson, MS, RRT, CCMEP Cumberland A Learn how the ACCP created a variety of certificate of completion programs in a variety of clinical disciplines for their physician members. These programs incorporate a variety of innovative educational offerings, including online learning modules; live, hands-on simulation courses; performance in practice portfolios; computerized knowledge assessments; and high-stakes, hands-on simulation examinations to earn these certificates. The presenters will differentiate components of the ACCP program that may be useful to other participants’ training and certificate programs.

Choosing Test Delivery Options: It’s Not Complicated... More Is Better Than Less Andrew Dwyer, PhD, MS, BA; Scott Greene, BA, MEd and Richard Lawrence, MS Cumberland B It is beneficial to offer multiple delivery options (internetbased testing, remote proctoring, device-based testing, testing through your own network of partners, paper, etc.) to your candidate population rather than settle on a single method. Multiple delivery options provide greater candidate convenience and may promote growth in your candidate population (and increase revenue). Discuss what to consider when deciding how many test delivery options you should offer and how to manage the logistics.

Protecting the Public and Profession Through an Effective Discipline Process Shaun Conway; Ida Darragh, CPM; Michael J. Klug, JD and Mina Larson Cumberland C Panelists will examine the discipline process from three perspectives: compliance with NCCA’s standards, discipline policy as a governance issue, and effective implementation of discipline programs. Ida Darragh will speak to the essential elements of a discipline program. Mina Larson and Mike Klug will present a case study that challenged one organization to re-examine the operation and policy basis of its discipline program. Shaun Conway will describe his organization’s system to promote consistent decision-making.

This session reprises popular and informative sessions on this topic led by Mr. Grace at previous ICE annual conferences. The session will interest those involved in board governance.

Score Reporting Pitfalls for Licensure and Certification Examinations Philip Dickison, PhD; Ada Woo, PhD and Anthony Zara, PhD Cumberland A Examinations for the purpose of determining entrance into a profession (certification or licensure) are designed to maximize precision of the test at the cut-score to provide the most precise judgments possible for the pass/fail decision. This exact design limits the ability of the examination to provide precise feedback about candidate performance for the different content areas covered by the examination. This interactive session outlines the issues and solicits experiences from the audience on best practices.

Ethics and Boundaries Assessment Services: Offering Regulatory Agencies Computerized, Post-Licensure Essay Evaluations Mark G. Christensen, PhD; Judi Gerstung, DC; William J. Rademacher, DC and Eric D’Astolfo Cumberland B Ethical and boundary issues that can affect the public’s health and safety are common to all industries. Regulators must be able to identify and provide assessment for individuals who are placing co-workers, customers, patients, and employees at risk. This session describes significant features of a computerized ethics/ boundaries essay writing assessment, including randomized selection of four topic scenarios: grading rubric/scoring criteria; a security system for remote grading of responses; psychometric analysis; and ongoing grader training/calibration.

Assessment-based Certificate Program: Why It May Be Preferable to NCCA Accreditation Michelle Nolin, CPLP and Brian Bontempo, PhD Cumberland C Certificate and certification programs are designed to meet different needs. The organization that aims to recognize professionals who meet established knowledge, skills, or


competencies may miss an opportunity to build capacity and recognition of a specialty area of practice or set of skills. This session will discuss the purpose, goals, and details of each type of program and provide details on creating a good certificate program.

International Data Privacy and Global Trends Allen Brandt and Cordell L. Jung Cumberland A The divergence of views on privacy and data protection regulations leads to challenges for U.S. companies doing business in the international marketplace today, especially when considering the volume of personally identifiable information that is exchanged online, a medium that knows no borders. Individuals today are demanding accountability. Legislation is now becoming the norm. This session will shed light on current examples of international data privacy regulations across the globe and 2013 data privacy trends.

Green Light-Red Light: When to Start and When to Stop a Certification Program Cynthia Miller Murphy, RN, MSN, CAE and Karen Nason, CAE Cumberland C Decisions regarding the development of new programs or retirement of existing programs are among the most difficult judgments certification organizations make. Though sometimes emotionally charged, decisions must be objective and based on reliable data. A decision-making algorithm for the process of determining whether to develop a new program will be delineated in detail and the process of impartially deciding when to discontinue a program will be discussed. Experiences with each will be described by two executives.

The Rewards and Challenges of Item Development and Review in a Virtual Environment Debra Hecker, RN, MBA, WCC, DWC; Sarah Pauly Hughes and Timothy Muckle, PhD Ossabaw Review current research and practice with regard to conducting item development and review in a virtual environment. Speakers will address specifics such as online item bank administrative features, benefits and risks of remote authoring, item and meta-data storage, and security. Participants will hear

diverse perspectives to assist in developing a comprehensive understanding of a virtual environment for item development and review.

Who’s Lurking in Your Testing Room? Margaret Bent and Shaun Conway Cumberland B Mystery shopping is used by the service industries to measure quality compliance with regulation or to gather specific information about particular products or services. However, little is known about its use by certification organizations. This presentation outlines the key steps employed by the National Board for Certification in Occupational Therapy, Inc. (NBCOT®) to implement its mystery shopping program. Results from the program support accreditation standards related to security and protecting the integrity of the assessment instrument.

Excellence Through Collaboration: Two Heads Are Better Than One! Lawrence J. Two organizations that simultaneously began contemplating a new certification offering undertook a collaborative effort to initiate the development of the program. Specific information will be provided about the processes used to move forward with the program, methods to ensure cooperation between the organizations, and how to capitalize on the best procedures while satisfying the expectations of both boards.

Models of Recertification Grady Barnhill, MEd and Christopher Butcher Ossabaw Review several models of continuing competence and recertification that have emerged in the past. Compare and contrast the models of recertification considering examination, continuing education, and reflective practice. The session will draw primarily from the research performed by the presenters.

It is imperative that these reports appropriately communicate the results of an examination in a way that encourages proper interpretation and minimizes the likelihood of misinterpretation. Review professional expectations for reporting exam results, receive guidance on what information should be included, and discuss the score report development processes.

She will outline the process for developing valid constructed-response type questions and their associated scoring key, as well as the scoring procedure used to ensure reliable scoring of candidate responses. Examples illustrating challenges faced by scorers and guidelines to facilitate efficient scoring of constructed-response questions on certification examinations will be shared.

Paul Grace, MS, CAE Paul Grace is an innovative leader with more than twenty-five years of experience in the realm of personnel certification and accreditation. He is currently the President/Chief Executive Officer of the National Board for Certification in Occupational Therapy, Inc. (NBCOT), a position he has held since 2001. Mr. Grace has served as Chair of the National Commission for Certifying Agencies (NCCA) and three terms as President of the Institute for Credentialing Excellence (ICE). He is now serving as co-chair of the Main Committee for the NCCA Standards Revision initiative. He was awarded his undergraduate and graduate degrees from West Virginia University.

Credentialing Industry Leadership Award Denise D. Humphrey, MA Denise D. Humphrey is the Deputy Director, Center for Development of Security Excellence (CDSE) Directorate, Defense Security Service (DSS). She serves as the senior security advisor for the agency’s security education, training and professionalization programs, including oversight of the development of the Security Professional Education Development (SPe¯D) Program. She is currently the Chair of the Department of Defense Security Training Council (DSTC). She has played a key role in the development and implementation of the SPe¯D Certification Program, DoD’s initiative to professionalize the security workforce. Under her leadership, the Security Fundamentals Professional Certification (SFPC) became the first, federal government developed certification to become nationally accredited. Ms. Humphrey graduated with honors from Western Maryland College with a Bachelor of Arts degree in Sociology with an emphasis in Criminal Justice. She holds a Masters of Arts degree in Security Management from the George Washington University.
