Lynne Korman Honickman The late Honorable Lois G. Forer was a lawyer and Philadelphia Court of Common Pleas Judge who possessed a great commitment to children. In 1960, Lois Forer was a member of the White House Conference on Children and Youth and served as the first attorney-incharge of the Office for Juveniles at the Family Court of Philadelphia. In 1970, Lois Forer wrote No One Will Lissen, an acclaimed critical analysis of the American justice system. She went on to author eight other books on the justice system. Judge Forer’s vision inspired a legal revolution for the rights of children. Her legacy challenges the legal community to ensure that “justice for all” includes the most vulnerable among us — our children.

We are proud to recognize Rhonda and David L. Cohen with the 2020 Judge Lois G. Forer Child Advocacy Award for their commitment to young people and the well-being of our community. Their support and leadership of local and national organizations, such as Delaware Valley Friends School, The Christopher Ludwick Foundation, City Year, ESF Dream Camps, UnidosUS, and the National Urban League, represent only a few of the impressive initiatives they have championed while advocating for children and families of all needs and backgrounds.

Longtime residents of Philadelphia, Rhonda and David have deep roots in the community. Both as individuals and as business leaders, they have been active and generous advocates for children and families on a local and national level.

Rhonda was formerly a partner at Ballard Spahr Andrews & Ingersoll, one of the 100 largest law firms in the country, where she practiced law for 20 years before retiring in 2000. Her practice focused on federal and state securities laws; mergers and acquisitions; and employee benefit plans, particularly stock-based executive compensation arrangements. Since 2000, Rhonda has served on a number of civic and nonprofit boards. She currently serves as Vice President of the Board of The Christopher Ludwick Foundation and is a member of the Board of Swarthmore College, Delaware Valley Friends School, and ESF Dream Camp Foundation.

Previously, she served on the boards of Community College of Philadelphia (Chair of the Board from 2000 - 2006), and White-Williams Scholars/Philadelphia Futures. Rhonda also serves as Chair of the Board of The Glenmede Trust Company and serves as Vice Chair of Visit Philadelphia (The Greater Philadelphia Tourism Marketing Corporation). Additionally, Rhonda has served on many nonprofit event committees, including Co-Chair of “Take the Lead,” the Girl Scouts of Eastern Pennsylvania’s signature fundraising event. Rhonda also volunteered her time to help organize the 30th Anniversary Gala for Project HOME, a Philadelphia nonprofit organization that empowers individuals to break the cycle of poverty and homelessness through affordable housing, employment, health care, and education.

David L. Cohen is a Senior Executive Vice President of Comcast Corporation.

Effective January 1, 2020, David has announced a transition from his day to day operational responsibilities in the broad portfolio of responsibilities that he has overseen since his arrival at the company, including corporate communications, legal affairs, government and regulatory affairs, public affairs, corporate administration, corporate real estate and security, and community impact. He also serves as senior counselor to the CEO. Previously, David also served as the company’s first Chief Diversity Officer. Before joining Comcast in July of 2002, David served as a partner in and Chairman of Ballard Spahr Andrews & Ingersoll, LLP. A native of New

York, David graduated from Swarthmore College in 1977 with a B.A. and in 1981 with a J.D. from the University of Pennsylvania Law School (summa cum laude).

From 1992 to 1997, David served as Chief of Staff to the Honorable Edward G. Rendell, the Mayor of the City of Philadelphia. As detailed in the book A Prayer for the City, written by Pulitzer Prize-winning author Buzz Bissinger, David played a critical coordinating role in significant budgetary and financial issues, in economic development activities, in collective bargaining negotiations, and in a wide variety of other policy and operational issues relating to the city.

David serves as Chairman of the Trustees of the University of Pennsylvania and its Executive Committee. He also serves as a member of the Trustee Board and the Executive Committee of Penn Medicine. In addition, David serves on both the Board of Directors and the Executive Committee of the Greater Philadelphia Chamber of Commerce and is a member of the Chamber’s CEO Council for Growth. He is also Honorary Chair of Campus Philly’s Board of Directors, as well as Chair of the Philadelphia Theatre Company, member of the United States Semiquincentennial Commission and its Executive Committee, and Chair of the 2026 FIFA World Cup Philadelphia Bid Committee. David also chairs the national board of City Year and its Executive Committee and co-chair its Governance Committee. He also serves on the national board of the National Urban League, chairs the Audit Committee, and is Chair of the Corporate Advisory Board of UnidosUS. Additionally, David is a Board Member for FS Global Credit Opportunities Fund, serving as Chair of its Nominating and Corporate Governance Committee.

Individually and together, the Cohens’ compassion and generosity have been recognized through numerous awards, and we are thrilled to be honoring them as this year’s Lois G. Forer Child Advocacy Award recipients.

Gina is a skilled litigator who has represented Fortune 500 companies, transportation and logistics businesses, and individuals in matters involving employment discrimination, labor law, tort, and transportation law. Gina has been a Child Advocates Volunteer Attorney for more than 13 years, and in that time, she has represented 6 clients. Our staff say that Gina is a star in the courtroom, a tremendous advocate who engages clients and caregivers in a meaningful way.

UNA MAJMUDAR

The Health Federation of Philadelphia Una is a Licensed Clinical Social Worker who serves as Clinical Director for the Young Child and Parent Program at The Health Federation of Philadelphia. She has been working with children and families in Philadelphia for over 20 years, with a focus on Infant Mental Health, supporting families from pregnancy through age five. Una is a founding Board Member and current Vice President of the Pennsylvania Association for Infant Mental Health and is also a trained Infant Massage instructor.

MAUREEN MCGINTY A recent retiree, Maureen spent most of her career at SEPTA where she worked as a trial attorney. Maureen has been a Child Advocates Volunteer Attorney since 2007 and in that time has represented 15 clients. Maureen is a thoughtful and reliable volunteer and our staff report she is “comfortable in court, builds positive relationships with professionals, child clients, and caregivers, and is overall very easy and pleasant to work with.�

KAREN SANCHEZ,

Obermayer Rebmann Maxwell & Hippel Karen is an experienced business and finance attorney. She is also an elected official, serving her second term as the Montgomery County Controller. Karen has been a Child Advocates Volunteer Attorney for 15 years and has represented 6 clients. Known as an “awesome” and “amazing” volunteer, Karen is a great litigator in court and builds meaningful relationships with her clients.

KATHLEEN H. TAYLOR Kathleen is a retired attorney having previously worked at AAA and Scenic Philadelphia. Kathleen has been an active volunteer since 2007, and in that time, she has represented 6 clients. A highly involved and passionate volunteer, Kathleen is an excellent collaborator who takes ownership of her cases. In addition, she and her husband Bill are longtime Toy Drive volunteers.

Elisa is a partner in the commercial litigation practice at Morgan Lewis, member of the firm’s Philadelphia Office Pro Bono Committee and former leader of the Child Advocacy Practice Group. A Volunteer Attorney since 2008, Elisa has served 11 clients, and she often covers our cases for her colleagues. Our staff report that Elisa is “great in court. She is active and involved and can be trusted to delegate tasks making her a great and cooperative team member.”

Distinguished Client ClientAward Award Named in memory of former Child Advocates Board Member, Volunteer Attorney and good friend, the Andi Broad Distinguished Client Award is presented annually to a current or former client of distinction, who has demonstrated courage, resilience and strength of character.

LAKIESHA The story of Lakiesha tells of the triumph of relationship and personal spirit.

Born to a 16-year-old, with the pregnancy kept a secret, Lakiesha lived off and on with her mother until she was 5, while her younger siblings were placed in foster care when her mother’s problems grew complicated. Raised and guided to stability through her adolescence by her great-great-aunt “Aunt Dot,” Lakiesha was championed throughout her life and to this day by her Volunteer Child Advocates Attorney John T. Rogers. Soon after graduating from Widener University with a degree in psychology, Lakiesha moved into her mother’s house at age 22 to raise another generation of three young siblings after their mother died. The nowthriving household was later joined by their adult brother who had been adopted by kin. Now Lakiesha works as a Customer Account Specialist for CertainTeed and envisions graduate school and a career in business or psychology. Impressive in character and positive in outlook, she credits others with her success. But it was her courage, self-confidence and commitment to others that we can all recognize as the keys to her achievement.

Founded in 1977, the Support Center for Child Advocates (Child Advocates) is the nation’s oldest and largest pro bono program dedicated exclusively to abused and neglected children. Due to the efforts of our extraordinary Volunteer Attorneys and staff, we have become known both locally and nationally for high-quality, effective advocacy and systemic reform.

Our mission is to advocate for victims of child abuse and neglect with the goal of securing safety, justice, well-being and a permanent, nurturing environment for every child.

Each year, Child Advocates recruits, trains and supports hundreds of Child Advocates Volunteer Attorneys to work together with experienced Social Workers and Lawyers to provide free legal and social service representation to the children in our care. Last year, with help from more than 330 Volunteer Attorneys, Child Advocates represented a record-high 1,122 children in various court proceedings, and advocated for necessary social services, while helping countless other youngsters through support and advice to their caregivers and lawyers.

We serve children from birth to age 21 whose cases are under the jurisdiction of the Philadelphia Family Court. At least 90% of our child clients come from families living below the poverty line. Approximately 35% come from homes devastated by drug abuse. Two-thirds of our clients have special education and/ or medical needs. They are truly the most vulnerable among us.

Direct Service Programs Center for Excellence in Advocacy Our Center for Excellence in Advocacy (CEA) serves as a training and consultation program for the improvement of lawyer and lay advocate practice in dependency and delinquency courts throughout Pennsylvania. Through the CEA, Child Advocates presents local, regional and statewide training programs to attorneys, foster parents, child-serving professionals and lay caregivers and provides consultation and litigation support for advocates seeking advice or direction. By improving the legal representation of children across the state, we seek better case outcomes for thousands of children and parents involved in dependency and juvenile justice proceedings throughout our region.

Child Safety and Justice Program The Child Safety and Justice Program is Child Advocates’ largest and most comprehensive program, annually providing general legal services and social service support to more than 800 abused and neglected children and youth, many of whom are in protective foster care and/or involved as victims in criminal abuse cases. As with all of our direct service initiatives, the Program serves maltreated clients from birth through age 21. Our teams of Volunteer Attorney and staff social worker stand with their young clients as counsel and guardian ad litem to represent them in court, thus ensuring their safety and securing supportive services to promote healing and well-being.

Children with Complex Medical Needs In our award-winning Project for Children with Complex Medical Needs, we work to improve the health and well-being of clients who have complex medical needs that have been caused by or have resulted in, serious abuse and neglect. Our staff and volunteers advocate for these fragile children and youth to ensure their health and safety and to secure necessary medical treatment, special education, rehabilitative services and permanent nurturing homes whenever possible.

Empowering Older Youth Program Through the Empowering Older Youth program, we work toward attaining positive outcomes for older adolescents. We ensure that our older clients have the support that they need to transition out of the child welfare system as self-sufficient, healthy and productive adults, thus avoiding the many negative outcomes that can otherwise befall them: dependency upon welfare, mental health problems, single parenthood, criminal arrests, homelessness, and becoming victims of violence and other crimes. Under the leadership of a specially-dedicated staff attorney, our Program serves to help our older clients develop a plan for work, school, residence, and successful integration into community resources as they age-out of the system of care.

Outcomes in Behavioral Health Project Through our Outcomes in Behavioral Health (OBH) Project, a specially-trained staff social worker consults on cases and engages other agencies when clients have behavioral health issues and require assessment and treatment. The extra oversight and intervention offered through the OBH Project has resulted in greatly improved safety and permanency outcomes at case closing, as those clients who need and receive behavioral health services are less likely to engage in behaviors that jeopardize their placements. The training series associated with our OBH Project has allowed us to share our behavioral health and training expertise with providers, caregivers and families throughout Philadelphia and the five-county area.

Project PROTECT (Philadelphia Response & Outreach To End Child Trafficking) Project PROTECT is designed to identify and address gaps in representation and services for Philadelphia youth who have experienced trafficking. Through our representation of clients who have experienced the trauma and abuse associated with trafficking, we know that cases involving human trafficking pose particular challenges for both victims and service providers. Project PROTECT takes a four-pronged

approach to meeting this challenge, including the development of a tailored model of representation, a focus on local resource development, research of advocacy avenues and policy approaches, and analysis of existing prevention programs. The project identifies and meets the needs of children and youth who have been trafficked for sex to allow them a chance to heal and regain control of their lives.

Project YES! (Youth Educational Success) Project YES! provides children in foster care with diligent, informed and zealous advocates who strive to maximize positive outcomes for our client base and ensure the enforcement of their legal rights. Under the leadership of our Education Law Attorney, the Project allows us to provide the legal expertise, resources and support to fully expand the reach of our volunteers and ensure that children receive necessary educational advocacy in both court and school proceedings.
