Schlow Centre Region Library – Capital Budget 

Note: No change in the $80,000 level of municipal contributions to the Library Capital Budget is proposed for 2018 (see additional details on page 125). Proposed capital projects include:  Replace Integrated Library System Software - $200,000: The software (ILS) is the “heart” of the library; the system with patron borrowing records and library inventory which tracks borrowing, fines, and other library use. The current system is shared with the Centre County Library (CCL) and Historical Museum and lacks many features of newer systems. It also has limited upgrades scheduled by the vendor and annual license and maintenance fees are unsustainably high. The current ILS has been used for double its expected lifespan. Schlow and CCL will share expenses for the new ILS.  Carpeting Replacement - $80,000: Carpeting is worn and stained after 13 years of hard use and needs to be entirely replaced.  Renovations of Adult and Children’s Departments - $40,000: The public service desks take a lot of wear and tear and are also being used in different ways than they were when the building opened in 2005. For example, the Adult Services Desk is now used for test proctoring, overseen by staff, for online coursework. Testing is a growing revenue stream for the library and furniture changes will create spaces that allow the necessary oversight and privacy for this service. A design plan to be completed in the latter part of 2017 will provide details and cost estimates for public and staff spaces throughout the building.  Computer and Network Replacements – $29,000: These are for regularly scheduled replacements of technology equipment as projected in a technology plan.  Remote Book Drops - $20,000: Schlow Library maintains 7 remote book returns throughout the Centre Region. Two of the heaviest used outdoor metal bins need replacement in 2018.  Website Upgrades and Fixes - $20,000: Annual security and structural changes are anticipated for the “Virtual Branch” Library website, which accesses confidential patron information, credit card transactions, borrowing records, event registrations, and more.  Repainting (Interior) - $10,000: Areas that will not be renovated are ready for a fresh coat of paint in the library’s 13th year.
