2019-2023 COG Capital Improvement and Replacement Plan


When Do Items Appear On The CIP? 

Agency directors recommend based upon: •

Condition of current item

Anticipated repair costs

Age of item

Recommendation from the Library Board, CRPRA Board, and/or COG Committees

COG Finance Committee informed:

Quarterly updates of repairs and maintenance costs

Annual updates of repairs and maintenance costs

General Forum comments


What Is a Capital Asset/Improvement? 

A value of at least $1,000

A useful life of greater than 1 year

The bases for the definition of these items has been vetted by the Finance Committee and Municipal Finance Officers

For an asset to be included in the CIP, it must be at least $10,000


What Is Different? 

Pools & Parks Between 2019 and 2023, debt service costs have been significantly reduced because of the 2012 loan refinancings.

Library CIP The capital plan was recomputed in 2018 based upon better information being available with the completion of the Facilities Study by Reese Engineering.

All COG Agencies The accuracy of project cost estimates will be improved through the creation of the Ad Hoc Facilities Committee. To date, the Committee has been focused on training and setting up the process to make decisions, but, with their oversight, COG hopes to improve its decision making process surrounding its facilities.


What Is Ahead? 

Assess the exact need for a facility audit to determine if the project should be proposed in the 2019-2023 Capital Improvement Plan.

What should be done to address the need to house three additional Code employees proposed for 2019?

$391,000 is proposed to be expended at the Library in 2019. The largest expenditures relate to the upgrading of the digital branch, lighting replacements, and the painting of the interior of the Library.

Should Car 5 and Car 55 (Fire Company) replacements be delayed a year?

Should a Paint Applicator Robot and a box truck for a new Rec-On-The-Go program be purchased for Parks?

The CIP for Pools and MMNC have been updated with newer information.

Construction at Whitehall Road Park appears as if it will begin in the next twelve months.


What Are The Major Purchases Proposed For 2019-2020? 

Development of Whitehall Road Regional Park

Construction of Phase II of the Spring Creek Education Building

Construction of a Welcome Center at Millbrook Marsh Nature Center

A Facility Study at a yet to be determined location. COG staff has recommended the COG building based on age and facility cost.

Full upgrade of the digital branch of the library

Paint and Recarpet the library

Replace both of the 2009 Fire Police Units – Traffic 5-1 and 5-2

Purchase of new turf equipment associated with Whitehall Road Park


What Are The Next Steps 

1 – CIP referred to the municipalities

2 – Municipalities review and comment on the CIP

3 – Municipalities submit responses to COG by August 16 th

4 – Finance Committee reviews comments and gives staff guidance

5 – COG staff will update the CIP and detailed budget according to the Committee’s guidance
