Shedding light on the dark Opposition to Cleveland school levy becomes slightly less cloaked, illustrates spread of ‘dark money’ tactics to local elections

A fight over Cleveland’s school levy, a 10-year renewal and increase on the Nov. 3 ballot, illustrates how so-called dark money efforts to influence voters are spilling over from national and state politics to the most local of issues. A month after mailings urging a vote against Issue 68 started appearing on Clevelanders’ doorsteps, it’s still unclear who is behind the anti-levy crusade. But one prominent downtown landlord, Doug Price of the K&D Group, confirmed in a recent interview with Crain’s that he has contributed money to the effort. Other notable real estate investors and developers rumored to be backing the opposition campaign have dodged questions or left phone calls unreturned.

Community college enrollment drops sharply New OEConnection CEO COVID-19 pandemic prompts a 9.4% decrease at two-year institutions this fall sees opportunities to innovate, raise profile BY AMY MORONA

Typically, when the economy contracts, enrollment at community colleges rises as people seek out more job training or head back to school to earn a degree. But the coronavirus pandemic is changing that. Early numbers for this fall show enrollment at community colleges in Northeast Ohio and nationwide has taken a big hit, down 9.4% nationwide from the same time in 2019. Black students are some of the most affected. For instance, fall enrollment of Black students fell 23.5% at Cuyahoga Community College compared with fall 2019, well above the 14.2% national drop reported by the National Student Clearinghouse Re-

Automotive software company OEConnection LLC got its start in 2000 as a joint venture between Ford Motor Co., General Motors Co., Chrysler, and Bell and Howell. The original equipment manufacturers had decided that, instead of trying to create online solutions in-house, they’d come together to create an outside platform. That foundation of innovation is still driving the Richfield-based company forward today. “Innovation is really within our DNA, and evolution is within our DNA,” said new president and CEO Patrick C. Brown. “And we’ll continue to do that as we look at our prod-
