THE RAINS REMIND US WHY FLEETS MATTER

I was actually asked during an event this month about whether I remembered Covid. How long ago that time of masks and online cooking lessons seems four years on since it brought the world to a halt? And how easily we forget how millions of people’s lives –and this is no understatement – were saved and protected while fleets were mobilised to bring help and vital supplies to them. I mention this, not just because we just passed the fourth anniversary of those momentous months, but because for a few days in April the region was once again batting down the hatches as professional drivers were asked to get back on the road. There is no doubt that somewhere in the future I will be asked, where were you when the great flood arrived in 2024? I’ll probably reply that unless you were in the UAE or Oman at the time, the chances are you were watching videos of Patrols making waves and pushing past stranded vehicles on TikTok, and planning a move to a higher floor in your apartment building.

In light of the recent flooding in Dubai, an unprecedented event that has challenged our community in numerous ways, it’s crucial to recognise and appreciate the vital role played by trucks and rescue fleets during these difficult times. These vehicles and their dedicated teams have been at the forefront of emergency response efforts, showcasing resilience and the critical importance of disaster preparedness.

During the floods, roads transformed into rivers, and many residential areas became isolated. Standard vehicles were unable to navigate the submerged and debris-filled streets. It was the trucks, especially those equipped with high ground clearance and robust capabilities, that were able to traverse these challenging conditions. These trucks were soon clearing water, allowing people to get back to normality as quickly as possible.

Moreover, the rescue fleets played a pivotal role in the safety. They provided an essential link between the community and the broader emergency response framework.

The efficiency displayed by the operators of these vehicles remind us of the importance of having well-maintained and equipped rescue fleets. It also underscores the need for continuous investment in emergency preparedness, including training for responders and the acquisition of technology that can handle extreme conditions.

As we move into the dry summer months, lets use this time to reassess and reinforce our response strategies. Supporting and enhancing our truck fleets and rescue operations will not only improve our readiness for future emergencies but also signify our commitment to safeguarding our community’s well-being.

More immediately, communities are in debted to the work of our drivers and fleet teams. And, like Covid, let’s hope that gets as much recognition as a few daring Patrol drivers.

GAINS

For many years, raising finance to buy new equipment and vehicles in the UAE was a relatively simple process, but over the past decade that has become a much harder task with banks becoming resistant to lend money to fleet owners and contractors. While distributors have been willing to step in with their own schemes based on the asset firms want to buy, many have learned the hard way that should their customer run into hard times, reclaiming the outstanding money owed on the truck

or loader – or whatever was purchased – can be a lengthy and fraught process – especially when other lenders to a defaulting company need to claim back their share too.

It doesn’t seem that long ago that there was a time when few people had to worry about what happens when a business fails. In hindsight, the ability to make fast lending decisions for the businesses asking for financing was critical in helping the UAE turn into the regional powerhouse it has become. When the market hit its stride two decades ago, it seemed there were enough slices in the pie for

everyone. Projects and contracts were driving purchasing decisions, with the acquired assets used until the end of their useful life. Assuming they had the assets in their ranks or a forgiving line of credit with their lender, few companies had to worry about issues down the line, such as residual value or utilisation. The contracts kept coming, the work was always there. 20 years on from the start of the construction boom in the market, most of the big projects have been completed with those buildings full of new businesses and industries. To meet the needs of this huge variety of

clients and jobs, fleet buyers and equipment owners today are having to balance being competitive with being financially sound. Unfortunately, and until recently, the lack of financing options has forced the market to square peg/round hole their fleets or hold back on purchasing modern and potentially more efficient and greener vehicles and equipment.

For the past-half-decade, a group of financing experts have been working with the UAE’s Ministry of Finance to tackle an obvious lack of leasing options in the market. It is an attempt to bring the laws that govern the use of capital to buy assets like vehicles and equipment in line with international standards and neighbouring markets such as Saudi Arabia and Eqypt. It is also an opportunity to bring fundamental and significant changes to how equipment and vehicle ownership works in the country.

While the aim is to ultimately streamline processes and ensure a smoother, more secure leasing environment, these reforms are set to have far-reaching implications for both the leasing industry and the broader economic landscape of the region, says Ger Regan, a seasoned executive from Altalease, and one of the architects of the law governing leasing finance which is now being implemented in the UAE.

“Consider a situation where a construction company leases several pieces of heavy machinery. Under the old laws, if the lessee defaulted, the process for the lessor to recover the machinery could be lengthy and fraught with legal hurdles, thereby delaying the lessor’s ability to re-lease or sell the equipment and recover losses. With the new laws, there are predefined steps and timelines that streamline this process, significantly reducing the time and cost involved in asset recovery.

“This change is not just about improving transaction efficiency; it’s also geared towards enhancing legal protections and clarifying the responsibilities and rights of all parties involved,” he says. “The UAE government has implemented a series of reforms aimed at modernising and enhancing the legal framework surrounding the leasing industry. These changes primarily focus on increasing transparency, protecting the rights of lessees and lessors, and establishing a more robust mechanism for asset recovery. The goal is to align our practices with international standards, which is critical for attracting foreign investment and supporting economic growth.”

He continues: “As we had no finance leasing capabilities, bank loans have been the

only way for end-users to acquire assets. Banks traditionally assess clients by way of their strength of balance sheet and do not assume asset or residual value risk. This is challenging as customers with new projects that need assets may not have the financial capacity to borrow, they then turn to the distributor to support with them ‘on’ or ‘own book’ finance solution – where the distributor takes the risk on behalf of the client and provides them a long term credit period to pay. For distributors to stay competitive this funding mechanism is highly popular, but it comes with added credit and risk and funding challenges.”

It’s a change of mindset combined with education and knowledge”

“However, businesses that leverage leasing services stand to gain considerably from these reforms. For one, the increased clarity and transparency reduce the risks associated with leasing agreements. Businesses can engage in leasing arrangements with greater confidence, knowing that their rights are protected and that there are clear mechanisms in place for dispute resolution. Additionally, the reforms may drive down costs by fostering a more competitive and efficient leasing market.

“While the reforms are largely beneficial, they do present challenges, particularly in the short term. Businesses will need to adapt to the new regulatory environment, which may involve revising existing contracts, implementing more rigorous internal controls, and possibly facing tighter credit evaluations by lessors. The initial transition period could see some disruption as market participants adjust to the new norms.”

According to Regan, the impact on the broader economy is also expected to be overwhelmingly positive.

“By enhancing the legal framework for leasing, the UAE is better positioned to attract international businesses and investors, which is crucial for economic diversification. Moreover, a robust leasing sector enables other industries, such as construction, transportation, and manufacturing, to access the equipment and vehicles they need more efficiently, thus supporting overall economic activity and innovation.”

On the face of it, an option to lease seems like a cure-all solution to getting new vehicles

UAE ECONOMY BENEFITS FROM FINANCE LEASING AND SECURED LENDING PRACTICES

1. FDI – New leasing entrants from Asia/Europe will create additional funding sources, we need to market globally at governmental level in my opinion.

2. UAE focus sectors within vision 2050 –Industrial/green energy/ medical/transport & EV /technology are asset heavy industries; these industries can flourish and significantly benefit from equipment leasing solutions via new entrants.

3. Green energy & sustainability projects in particular – Backed by OEM support and funding the UAE can accelerate its position as a leader in sustainable energy solutions.

4. Access to capital and obtaining credit for SME’s – A big talking point that can be solved through leasing solutions where both credit and asset risk can be assumed.

5. Ease of doing business in UAE – New laws create

transparency, big companies that see similar global practices been adapted want to be part of something new, they will come knowing that the UAE is a gateway to new markets and products.

6. Asset disposition –Removal of aged fleet with high emissions, if a 10-year plan was implemented with adequate funding the RTA could see 1000s of aged trucks off the road replaced by Tier 5 and 6 engines from used and new sales.

He has already started this process by becoming a regular on the events circuit, including the Truck and Fleet Conference in February. An upcoming meeting organised by the Ministry of Finance is planned for June where distributors will be invited to learn more about the new opportunities they could tap into.

“End-users in the UAE traditionally want to own assets and this won’t change with finance leasing, it’s just a change of mindset needed combined with education and knowledge across the full spectrum of the finance and leasing industry,” he says, adding that: “This is a huge step, banks and lessors can now implement their self-help remedies contained in the laws, in the event of default of a loan or a lease both can be terminated (following the steps in the implementation regulations) the asset can be recovered and sold. But even the banking system needs to adapt to this process and this will take some time.”

Dwelling on the last point, he tells T&FME that he is confident that the reforms to leasing will encourage banks back into the conversation when it comes to funding new kit in the UAE.

“The biggest challenge for lenders is risk of default of the borrower and the inability to recover the asset swiftly enough to liquidate its

BENEFITS TO OEM’S AND CAPTIVES AND END USERS

1. Opportunity – With leasing distributors can be more flexible, aligned with a finance leasing company they can provide options to end users thus increasing unit sales.

2. End Users – Instead of a straight 4-year loan, distributors can reduce TCO for end users by leveraging asset value, look at RV undertakings, provide options to return asset and replace with new (boosting future retail sales),

3. Projects – Many UAE contractors who wish to acquire assets as I said take out loans, loans that must be repaid by monthly EMI’s, in the event of a ‘pain point’ in a contract contractors may suffer times where cash flows are impeded by late payments, banks will not give much tolerance whereas a

However, until now, litigation was often the only way a bank could recover an asset as all loans were ‘with a mortgage’. represents several years of work and effort by a team of expert, including Regan, to improve the original framework passed in 2018 which he says fell short of international standards.

“In 2018, the UAE Finance lease law was released but it was unworkable as it did not contain the key parameters and definitions for leasing to be practiced successfully in the UAE,” he explains. “Between 2020 and 2022 the new law was re-drafted by the Ministry of Finance along with the IFC World Bank, with Dr Hussam Al Talhuni acting as the Chief Legal Consultant in the Ministry and working alongside Al Murat Sultanov, Senior Director Operations at World Bank Group; Michael Savaa, Partner, Watson Farley Williams, and myself. This law combined with Federal Law 4 of 2020 on securing interests over movable assets and both now provide for a vested security right to a lessor or financier in that asset been leased or under a loan.”

He continues: “The ability to recover assets and sell them in an open market to mitigate risk and recover a non-perfoming loan (a debt that’s in default because the borrower hasn’t made scheduled payments) has now all been changed with both laws and with the registration of assets at the EIRC (Emirates Integrated Collateral Registry) that provides for a ‘secured right’ for a lessor or financier in the assets, a remedy that can act as a huge catalyst to change.”

With the law in place, Regan is currently working with the MoF and legal firms on the implementation phase of the new regulation including the development of the ecosystem of managing assets “from funding (credit and risk) to asset valuation and disposition methodology” and how to engage with external specialist firms.

“I really believe finance leasing can have a very positive impact as change brings opportunity to diversify and adapt. As a product we need to knowledge build and develop the leasing finance ecosystem within our financial institutions. This can only be done through continuous engagement, creation of working groups, learning from others. KSA and Egypt have developed their leasing economies over the last 5-10 years, and both are now thriving while adding alternative funding solutions for SMEs and Corporates to acquire assets.”

Regan also believes the UAE can catch up with other markets now the law is in place but it will need to address the limited number of companies currently active and able to provide financing for leasing. He hopes the new law will encourage both large distributors and manufacturers to open up to leasing as well as provide space for new players, such as his own firm Altalease,

“The UAE has limited active Non-Bank Financing Companies and only two leasing companies there is now the potential for new entrants and new lessors to set up in the UAE to capture a portion of the AED 25

billion market,” he says, adding that Altalease is currently raising capital so it can support the funding of leasing in the GCC. “I have been in the leasing and asset finance industry for 30 years, including 12 years in the UAE. I have seen the challenges and pitfalls but also the opportunity. Having worked with the MoF and IFC on the laws for five years I knew what was coming. Since the FLL was released in November 2023, Altalease has been set up to be the first tech-driven leasing company (and nonbank) to set up under the new implementation regulations - which we expect to see very soon.”

The UAE is better positioned to attract international investors”

Regan seems both excited and relieved to be finally seeing the law being implemented.

“Its early days, but when you been working for five years to achieve a goal it’s extremely rewarding to be in the position we are now. I certainly feel proud and privileged to have been part of the journey so far. The future of asset acquisition and usage is very bright, although we now have to wait for implementation regulations (regulations on licensing of new leasing companies, criteria required to set up and governing body). In the meantime, I will continue to encourage knowledge building with all participants to make the law successful in application, legal and professional services, financiers, lessors, distributors & OEMS, accounting/tax and government bodies to engage and communicate.”

He concludes: “I would also recommend distributors and OEMs to reach out and speak to me on their current business finance practices and assess their operational readiness for finance leasing, Assess change now, look at how security is managed within credit and risk policies, see what can be digitised and changed. This is a time where new relationships can be built, and we can prepare for the future.”

THE CRUCIAL NEXT PHASE

End-users in the UAE traditionally want to own their assets. A change of mindset is needed in the market, argues Regan, and the roll-out phase of the law is seeing a programme of working groups established to educate the market on the changes and the benefits for businesses.

T&FME travels to Rome to see how Bridgestone is tackling new world mobility challenges through its tyre development

In an era of digitalisation and data gathering, tyre companies seem almost hellbent on making sure that we think of them as technology powerhouses rather than the rubber providers of old. How refreshing then, that when T&FME was invited to the heart of Bridgestone’s research and development operation an hour’s drive from Rome, we were shoved into hi-viz and hard shoes to go walk around – of all things – a tyre factory. But as the day unfolded like the many layers of hydrocarbons, silicon and metal that make

up a modern tyre, it became clear that the wheels are just one end of an increasingly sophisticated and even exciting process that harnesses all your favourite 21st Century tech, from VR headsets to machine learning, that eventually create tyres that are ready to be strapped on the cars of today and tomorrow. None of this has come cheap and Bridgestone has invested hundreds of millions of euros into its tyre development. Its Italian facility is at the centre of a global effort to improve sustainability and efficiency all the way down to the beginning of its tyre

design. In one particularly impressive part of our tour, we were shown how digital twins of vehicles can be used to stress-test a new tyre even before the car leaves the drawing board – allowing Bridgestone and its OEM partners to optimise the balancing of a vehicle at the very earliest stages.

The introduction of virtual tyre development, we were told, reduces physical prototyping and testing and allow the exploration of many more possibilities. And the results are impressive. Up to 60% savings in raw materials and emissions for

original equipment tyres. And 25% or more in replacement tyres. This approach can reduce wasteful design loops, eliminate the need for hundreds of physical prototypes and cut physical vehicle tests by 80% as well as, crucially, reducing time to market.

Sat in a classroom, we were shown how the process begins with the creation of a digital twin and how that can lead to the performance of the design being predicted by combining artificial intelligence and physics-based simulations virtual testing (demonstrated in an adjacent room).

During tyre development, the digital-only development loop ends with professional drivers testing the virtual tyre in the simulator and, if that’s successful, on the track.

“As we continue to embrace these Innovative Technologies, potential is Limitless ensuring our premium tyres become even more sustainable safe and efficient,” hummed one video before we swapped fluorescent jackets for crash helmets and an afternoon experiencing the tyres in action on the track.

Bridgestone’s Emilio Tiberio, Chief Technology Officer for Europe and the Americas, recently shared insights into the company’s innovative shift from merely manufacturing tyres to providing comprehensive mobility solutions. With a storied career spanning 25 years at Bridgestone, Tiberio has witnessed firsthand the evolution of the tyre industry, especially in terms of sustainability, digitalisation, and the integration of telematics into mobility solutions.

“I feel very fortunate. Every day is a new challenge, and it’s exciting to be part of an industry that’s rapidly evolving towards sustainability and embracing digital solutions,” he told T&FME

Under Tiberio’s guidance, Bridgestone is not just producing tyres but is at the forefront of offering tyre-centric solutions that significantly contribute to efficient and sustainable transportation. One helpful initiative includes the retread programme, particularly popular in the US, which extends the life of commercial tyres, thereby reducing waste and CO2 emissions. This initiative represents a shift towards a more circular economy model in the tyre industry, with customers paying for mobility rather than the physical tyre, says Tiberio.

“The first change is moving from just producing and selling tyres to offering solutions connected to tyres. For example, in the US, we have a massive business in retreads,

It’s exciting to be part of an industry that’s rapidly evolving”

which is a sustainability initiative,” he begins.

“Through telematics and our understanding of tyre data, we can offer tyre-centric solutions that enhance vehicle performance and safety. For instance, we can detect tyre damage from hitting potholes and recommend the best tyre specifications for commercial vehicles.”

Tiberio also highlighted Bridgestone’s advancements in digital mobility solutions. With the integration of telematics data, Bridgestone can offer unique insights into tyre performance, such as detecting damage from potholes, which is a common issue in

various regions. Furthermore, the company can provide tailored recommendations for tyre specifications based on the specific use case of commercial vehicles, optimising performance and fuel efficiency.

“OEMs are very open to collaboration because we bring valuable content to them. We’ve tested our wear model and internal sensors with various partners, showing our commitment to working together towards common goals,” he said.

Throughout, our conversation delved into the significant role of data and telematics

THE CIRCULAR ECONOMY OF TYRES Bridgestone is not just producing tyres but is at the forefront of offering tyre-centric solutions that significantly contribute to efficient and sustainable transportation, Emilio Tiberio says.

INVESTING IN ADVANCED FACILITIES

Bridgestone is constantly innovating and investing in its EMEA R&D facilities, composed of its R&D Centre, Roma plant and Proving Ground, all based near Rome, to make them more advanced, efficient and sustainable, including:

All these facilities now use 100% renewable electricity to limit CO2 emissions. Over 5 million euros invested since 2022 to upgrade Bridgestone’s EMEA Proving Ground including a brand new gravel road track, a state-of-the-art wet handling

track with a virtually-optimised layout, a more efficient and sustainable water management system where 90% of the water is recycled, and an advanced safety management system.

Bridgestone is transitioning away from fossil fuels by installing electric boilers powered from renewable sources, thereby zeroing scope 1 and 2 of CO2 emissions for tyre production at Roma plant, which is certified by the global International Sustainability & Carbon Certification (ISCC+).

in modern tyre technology. Bridgestone has developed innovative products like the Tyre Mounted Sensor, which monitors the health of the tyre in real-time, offering valuable data on pressure, temperature, and wear. This technology not only benefits fleet operators by maximising uptime but also enhances the overall safety and efficiency of transportation.

“Data is crucial. With our Tyre Mounted Sensor, we can monitor the tyre’s health, providing valuable information on pressure, temperature, and wear. This data is not just for optimizing performance but also for enhancing safety and efficiency,

The first change is moving from just producing and selling tyres”

Bridgestone’s strategy involves close collaboration with original equipment manufacturers (OEMs), ensuring that their solutions are compatible with various telematics systems. This collaborative approach extends to the development of sustainable materials and technologies aimed at reducing the environmental impact of tyres. Bridgestone’s goal is to achieve 100% sustainable materials in its tyres by 2050, a target that requires continuous innovation and adaptation of materials science.

“Our goal is to achieve 100% sustainable materials in our tyres by 2050. This includes

using renewable and recycled materials, like replacing traditional silica with silica from rice husks, which is a more sustainable option.”

One of our innovations is the concept of modularity in tyre design, allowing us to standardize components across different product lines while differentiating based on specific performance needs. This approach helps us streamline operations and better meet the diverse needs of the market.”

and performance of our tyres.”

“Our emphasis is on durability, especially in extreme conditions, and our investment in technologies like the tandem mixing process, which allows for advanced material blending. We’re also focused on using data and AI to innovate our product development process, moving from art to science.”

Through the Q&A, Emilio Tiberio shed light on Bridgestone’s strategic shift towards sustainability, the integral role of data in advancing tyre technology, and the company’s collaborative efforts to push the boundaries of what’s possible in mobility solutions.

DRIVING DIGITALISATION WITHIN THE R&D PROCESS

Bridgestone is heavily investing in R&D with a global annual R&D spend of over €800 million (2023 figures). This investment enables Bridgestone to develop tyres that match the requirements and demands of customers today and tomorrow, and encompasses a number of advanced technologies:

Unique Virtual Tyre Development technology which uses detailed and complex physical models, data and AI. This enables a digital version of an in-development tyre to be created and tested virtually, including on a driving simulator, before building prototypes. This approach eliminates around 200 physical prototypes, cuts physical vehicle tests by 80% and reduces development time by up to 50%. For Original Equipment tyres, it leads to a saving of up to 60% of raw materials and CO2 emissions during the development phase.

Tyre Mounted Sensors (TMS), which are currently in development, drive Bridgestone’s products into a new dimension of smart and connected tyres, providing more accurate real-time pressure, temperature and tyre status data for more efficient fuel consumption and reliable predictions about when tyres will have to be replaced.

Reflecting on the journey and the future, Tiberio expressed excitement about the current era of tyre technology and vehicle design. Bridgestone’s commitment to sustainability, combined with the advent of electric vehicles and the increasing importance of digital solutions, positions the company to lead in the transformation of mobility, he says. With a focus on co-creation and openness to external collaboration, Bridgestone is not only adapting to the changing landscape of transportation but is actively shaping its future.

“I love the idea of that by feeding date

back into the design even we were looking at the testing of composites in real time, actually in real life scenarios. We know that this is the direction which we should be going in terms of our composites or materials. So yes, data is quite powerful. I would say that the use of data is like fundamental. I mean, we talked about the composite material, but the use of data is the most important tools you now have at your disposal.

UAE’s first integrated battery recycling plant is unveiled CHARGED UP

Dubai Industrial City has become home to the UAE’s first fully integrated battery recycling plant, courtesy of Dubatt Battery Recycling. This pioneering facility was recently opened in a ceremony that also saw Dubatt enter into a musataha agreement to expand the plant, elevating their total investment in Dubai Industrial City to AED 216 million.

The ingots produced by Dubatt’s facility will be recycled into new batteries, championing a circular economy model that aligns with the UAE’s sustainability goals as outlined in the Ministry of Industry and Advanced Technology’s Operation 300bn program. This initiative is a significant step towards promoting the reuse of resources and reducing waste in the battery manufacturing sector.

Furthermore, the batteries produced at the culmination of the recycling process will not only cater to the local UAE market

but will also be exported across the Gulf Cooperation Council (GCC) countries, Europe, and the Far East. This move supports the “Make it in the Emirates” initiative, aimed at bolstering the supply chain for domestically produced goods and enhancing the UAE’s manufacturing sector’s global competitiveness.

The establishment of this factory is in perfect harmony with several of the UAE’s strategic goals, including the UAE Industrial Decarbonisation Roadmap, the UAE Circular Economy Policy 2031, and the Dubai Integrated Waste Management Strategy 2041. These frameworks collectively aim to foster sustainable industrial and economic growth within the country.

His Excellency Abdulla bin Touq Al Marri, the UAE’s Minister of Economy, emphasized the importance of the circular economy in the sustainable development of the nation’s economy. He highlighted this approach as a cornerstone in the collaborative

efforts between the government and the private sector to secure the UAE’s stature as a leading hub for the new economy, aligning with the ambitions of the ‘We the UAE 2031’ vision. This development marks a significant milestone in the UAE’s journey towards sustainability and economic diversification.

“It is a key focus area in the government’s efforts, in partnership with the private sector, to consolidate the country’s position as a global hub for the new economy in line with the goals of the ‘We the UAE 2031’ vision,” he added. “The opening of the Dubatt factory, with its advanced technology in the field of battery recycling, is an important step forward in support of the goals of the circular economy agenda and emphasises the pivotal role that the manufacturing sector plays in achieving them.

“It also aligns with the “valorisation of industrial waste” policy, which was recently approved by the Council of Ministers with the aim of encouraging the reuse of industrial

waste. The move confirms the policy of integrated management of recyclable materials as one of the efforts that drives the UAE’s shift towards a circular economy model.”

Her Excellency Dr Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment, said: “Dubatt Battery Recycling’s unveiling of a new integrated battery recycling plant is an example of the decisive action being taken in the UAE to protect its communities from the impact of climate change. UAE Circular Economy Policy 2031, launched in 2021, commits to diverting 75% of waste from landfill, and pledges to act on controlling movement of hazardous waste.

“The steps Dubatt Battery Recycling is taking today will make a huge difference to the UAE and I hope other businesses are inspired by their determination. We need a widespread regenerative approach to resource management, moving away from a ‘take, make, use, dispose’ cycle; we must work towards consumption and production operating sustainably within environmental limits, and we must work together to achieve our goals.”

With a built-up area of 65,000 sq.ft., Dubatt’s state-of-the-art plant, worth AED 120 million, is equipped with advanced battery breaking, separating, smelting, and refining technologies to safely extract hazardous waste from used lead acid batteries, recycling up to 80% of battery waste produced in the UAE to manufacture lead ingots.

His Excellency Omar Al Suwaidi, Undersecretary of the Ministry of Industry and Advanced Technology, added: “Industry is a key pillar of the UAE’s sustainable economic development plan. The ministry, through the National Strategy for Industry and Advanced Technology, is committed to boosting local industrial investments that support the country’s sustainability objectives through driving the circular economy and industrial decarbonisation.”

He added: “The inauguration of Dubatt’s integrated battery recycling factory is a vital step in driving the growth and development of the national industrial sector as well as enhancing the competitiveness of local products. The move aligns with the Industrial Decarbonisation Roadmap launched by the ministry to reduce carbon emissions in industry by 93% by 2050.”

The plant’s inauguration follows months of trials to complete approval and audit processes with government and environmental stakeholders, and its planned expansion, spanning 50,000 sq.ft. of built-up area, is expected to raise Dubatt’s turnover to AED

200 million. Upon completion, the AED 96 million expansion will raise the factory’s lead acid battery recycling capacity to 75,000 metric tonnes (MT) a year, in addition to introducing dedicated lines for lead billets, wires and lead shots, in addition to a grinding, and granulation line for 3,600 MT of battery plastics, 5,000 MT of lithium batteries, and 7,000 MT of e-waste.

“Many of the world’s sustainability challenges will find solutions in the manufacturing sector,” said Saud Abu Alshawareb on behalf of Dubai Industrial City. “The export of locally made, upcycled products will champion an even stronger, locally grown circular economy and enable a technologically advanced manufacturing sector.

The launch of Dubatt’s battery recycling plant at Dubai Industrial City is a testament to investor confidence in the UAE’s and Dubai’s future-proof and holistic roadmaps, such as Operation 300bn and Dubai Economic Agenda

‘D33’, which promote the manufacturing sector’s sustainable expansion in the UAE.”

The improper disposal of battery scrap can contaminate soil and groundwater, which is an environmental and health hazard. According to Dubatt’s estimates, around 90% of the lead acid battery scrap generated in the UAE is exported for recycling. Dubatt’s factory at Dubai Industrial City will localise the recycling of used battery waste, ensuring the safer treatment of waste materials.

Shamsudheen Binmohideen, Chairman of Dubatt, added: “The UAE generates around 72,000 to 96,000 tonnes of used batteries every year, and this encouraged us to develop a homegrown solution to ensure their proper recycling.

“Dubatt’s project aims to energise the Dubai Integrated Waste Management Strategy 2041 by leveraging Dubai Industrial City’s supportive ecosystem, including its proximity to Jebel Ali Port, Al Maktoum International Airport, and an Etihad Rail freight terminal. We are pleased to formally launch our operations and contribute to the UAE’s sustainability goals.”

The plant was opened in the presence of His Excellency Abdulla bin Touq Al Marri, Cabinet Member and Minister of Economy; Her Excellency Dr Amna Al Dahak, Cabinet Member and Minister of Climate Change and Environment; Her Excellency Mariam bint Mohammed Saeed Hareb Almheiri, Head of the International Affairs Office at the Presidential Court; and His Excellency Omar Al Suwaidi, Undersecretary of the Ministry Industry and Advanced Technology.

NAVIGATING SUCCESS

TO Group CEO

Tim Oltmann explains why the young and dynamic logistics company is thriving in the Middle East market

In the realm of international trade and logistics, partnerships often emerge as the cornerstone of success, fostering growth, innovation, and resilience. Transport Overseas (TO) Group, a prominent player in the RoRo industry, has forged a dynamic alliance with Bahri, the national shipping carrier of Saudi Arabia, to navigate the complexities of global commerce. Talking to T&FME, Tim Oltmann, CEO, TO Group, shares his insights into the genesis, challenges, and future prospects of this thriving partnership.

“The two companies have been partners and had a close relationship for many years. The TO Group is their nominated agent in North Europe since 2015. Since Bahri has been on

an ambitious period of growth and TO Group has also expanded quickly in the Middle East – it makes sense that we work together and support each other,” explains Oltmann.

Both Bahri and TO Group have undergone periods of rapid expansion, with Bahri effectively supporting ambitious ventures in the Saudi construction market and TO Group making significant strides in the Middle East, he adds.

“The surprising part of this is the speed at which we have been able to find synergies and this has led to growth of our joint business far more quickly than we might have expected,” Oltmann reflects on the partnership’s success.

“We have already seen a lot of demand for our services on the regular Bahri movements

around the world towards Jeddah and this is continuing to flourish despite some of the geopolitical unrest we have seen in the last six months,” Oltmann highlights the resilience of the partnership amidst market challenges.

Elaborating, he says the two shipping partners have been able to continue to supply through the Red Sea despite disruption in the area. Oltmann emphasises the importance of staying ahead of geopolitical and logistical disruptions, with contingency plans in place to safeguard the interests of their clients.

“Clearly, the current geopolitical topics that are affecting the region are sometimes challenging. However, with the highly qualified people we have on both sides, we have been able to continue direct services towards Jeddah

and beyond and we are currently one of the only companies to do this,” says Oltmann, highlighting their resilience in navigating challenges, ensuring the continuity of direct services to key destinations such as Jeddah.

“For the clients we have, they clearly have concerns about the current situation and some of the disruptions we have seen. However, within the limits of their insurance cover, we have been able to continue a regular and uninterrupted service. Within the TO Group and our Dubai office, we have the know-how to keep on top of the developing situation and always be ready to react and advise accordingly,” says Oltmann.

Nearing a decade of service, Bahri and TO Group have remained steadfast in their commitment to delivering uninterrupted services. Central to their success has been the ability to address and mitigate risks inherent in shipping machinery and vehicles to the Middle East, and, looking ahead, stakeholders can anticipate further expansion and diversification of services offered through this collaboration. With new port facilities coming on-stream, and a steadfast commitment to excellence, Bahri and TO Group are poised to unlock new potentials and access untapped markets.

“We have successfully expanded our own facilities inside Antwerp and Bremerhaven Port so that we are able to better handle the complete services of the Bahri vessels on their regular visits. Together with our logistics division which is taking care for all pre-/ oncarriages as well as customs, this gives a unique service for all our clients,” shares Oltmann. “We are seeing a lot of automotive demand and that includes everything from cars

EXCEEDING EXPECTATIONS

The success of the partnership with Bahri has exceeded TO Group’s expectations, as has the integration of its services for clients.

to trucks and heavy equipment. The amazing versatility of the Bahri vessels however, gives us a lot of flexibility to load all kinds of cargo including containers and breakbulk cargo when needed,” Oltmann elaborates on the types of machinery and vehicles being shipped.

“The routing from Europe towards the Middle East markets has been a joint effort between the partners which has seen a lot of success. As a big part of that service TO Group has assumed complete control over everything from bookings to loading and full documentation services as well,” details Oltmann regarding the developed logistics strategies.

“Bahri already offers a worldwide service to a very high standard and the vessel design enables us to book any kind of cargo we need

to. However, we will be looking to expand our services even further with new and enhanced port facilities in Saudi Arabia and this will become very attractive for the automotive sector,” Oltmann discusses plans to expand the types of goods shipped and the geographical scope of the partnership. His company is also now increasingly active in providing a link from Asia to the Middle East market.

“We are deeply involved in the planned expansion of the Asian automotive brands to the region and we are working closely with the major players on that,” he explains. “Key to market entry and sustained progress is having a professional distribution network to support the sales efforts. We are now involved in new partnerships to build up this network and operate them on behalf of our customers. We are really excited about this project because it will bring us even closer to the markets and final customers for ultimate success.”

The Path Forward

The enduring partnership between TO Group and Bahri epitomises this desire for fostering a spirit of collaboration and innovation in the global logistics industry. With a shared commitment to excellence and a strategic vision for the future, the alliance is poised to unlock new opportunities and drive sustainable growth in the years to come, Oltmann anticipates.
